Wild over the next 24 hours. Were looking at snow and the chance for snow squalls equalling whiteout conditions at times later on this evening. The winds will pick up the bitter cold air will come. Were looking at variables as we head throughout the next 24 hours. Youre e looking at a quiet morning, a cold one, not as cold as well be tonight into sunday and also monday. 21 right now in philadelphia. 11 in mt. Pocono 18 in lancaster. It is 17 in Atlantic City and 23 degrees in wildwood. Factor in the winds, not too much of a big deal. Were feeling a wind chill out there. Feels like zero in mt. Pocono, 7 in trenton. A lot of spots feeling like the single digits. It feels like 11 degrees in dover, delaware. Bundle up this morning. Were looking at a cold day and a chance for snow squalls later on this evening. We could see light snow. As we could see our radar back to the west. Snow showers, as we head throughout the morning, especially in the northern counties. The evening, thats when the main event will come. For now, lets go back outside to nbc 10s jesse gary live in center city where one group is helping the homeless on this cold winter mortgage. Good morning, jesse. The group youre talking about is project home. They were just here in this part of Center City Just a couple minutes ago. Were at 11th and arch, they were doing outreach to some of the homeless. This is something the Outreach Coordination Center does all year long. They try to reach about 2,200 individuals throughout the year trying to get them in out of the cold when the temperature gets to this kind of dangerous level. You dont see anybody out on the street this morning but i can tell you that thats a good thing. Because it is extremely cold out and not just the air temperature, not much of a wind although im feeling a breeze also when youre just out here nowhere to go. Youre out on this cold hard pavement bricks makes it even worse. Theyre out here trying to get individuals off the street and get them in ahead of the bone chilling dangerous cold weather that michelles been talking about all morning. New from overnight, the Philadelphia Water Department their crews are fixing a broken maine in saltonville right now. Water start the gshing inggushing out of the pipes on rising sun avenue at 4 00 this morning. Were checking with the Water Department to see when this problem may be fixed. The Water Department in south philadelphia tells us in this case service has been restored to the homes in this area. This was the scene at rittner and south lambert streets last night as firefighters drained water from the bases of several houses. About 80 homes were without water as crews worked to repair the 6 inch main that burst in the frigid temperatures. We did check overnight. Those repairs were finished by 1 00 this morning. Today, investigators will be back to the scene of this row home fire in philadelphia to try to determine what caused it. One person died in the blaze. The victims name has not been redeesed. Today, Funeral Services for murdered College Freshman karlie hall will be held in Kennett Square chester county. 18yearold hall who was from chadds ford was a student at Millersville University near lancaster. Police say her boyfriend killed her last weekend. Prosecutors charged 19yearold Gregorio Orrostieta with first degree murder. Investigators say he beat and strangled karlie hall in her dorm room last sunday. Orrostieta is not a student at millersville millersville. He will be in court on thursday for a preliminary hearing. Outstanding person great officer and will be missed. Family, friends and colleagues came together last night to honor a Fallen Philadelphia Police officer. They held a vigil in olney for officer john pawlowski. He was killed while responding to a robbery in progress of a cab driver in 2009. He was 25 years old and survived by a wife and child. The gunman is serving life without the possibility of parole. Today in philadelphia a commune in the center city will honor four heroes killed while saving their church from a fire. The annual firefighters mass begins this morning at 10 00 at st. John the Evangelist Church in center city. The mass will pay tribute to lieutenant craig who died battling a fire this past december. This morning we are learning more about a Pennsylvania State trooper who fatally shot a sex offender. The trooper opened fire on 35 Richard Carlin early yesterday morning after he refused to follow police commands. Its unclear if carlin was armed. The suspect was on the run since posting bail after allegedly threatening south tucson officers in arizona with a sawed off shotgun in 2013. When investigators tried to serve the warrant at the house on rare street in reading, they say carlin tried to escape out of a second floor window. Carlins alleged accomplice sherri griskin was taken ij custody. She will be extradited to arizona. Two men are behind bars accused of beating a man during a home invasion. Medford police say they arrested the pair after getting tips from the public. According to investigators, the duo took off with some cash and the victims car which has since been recovered. District attorneys across pennsylvania say they are planning a legal challenge after Governor Wolf has suspended the states death penalty. Governor tom wolf has called the states capitol punishment program, flawed expensive and unjust. He said hes waiting for a review of the system before he signs any more death warrants. The governors supporters point to high reversal rates, insufficient defense for the accused and high costs. Since the 1970s, only three inmates have been executed. Others are in the appeals process. Dude youre sending a bonechilling message to our victims if a jury sentenced this man to death, Governor Wolf is not going to sign a death warn the. Thats a travesty. Governor wolf plans to sign temporary reprieves for each execution case that crosses his desk, again, while he waits for this review. Heres a look at the temperatures right now. Not all that bad in comparison to what were going to see. 18 degrees in washington township. 19 degrees in horsham, 14 at wrightstown, 21 in wilmington. To the north and west were looking at the teens, 15 in pottstown, 7 degrees in allentown, 9 degrees in quakertown. To the south and west along the coast, temperatures in the 20 25 beach haven, 17 at the Atlantic City airport and 20 degrees in swedesboro. Radar showing us we do have snow showers back to the west. We can see snow showers this morning into the afternoon hours. It is this evening where we are tracking the chance for snow squalls, some bursts of snow where we could see an inch of snow dropped in an hour maybe two hours. For the first time, every country in the United Nations has agreed to a framework on dealing with Climate Change. Yesterday in switzerland, u. N. Delegates adopted a draft report for a deal expected to be completed later this year. The document includes a wide range of proposals for slowing Climate Change. For instance, one plan calls for cutting Greenhouse Gas emissions by the year 2050. Another plan calls for doing that as soon as possible. The only issue, the length of the draft report could complicate future talks. That makes next time they will get together, a little bit more difficult. We are learning more about craig hicks, the man accused of killing three College Students in north carolina. All the shooting victims were muslims. Documents show police recovered at least a dozen firearms and ammunition from hicks condo. Hicks criticized all religions on social media, calls are growing for the fbi to launch a hate crime investigation. Oregons longtime governor has announced his resignation amid a scandal. The democrat says his res resignation will be effective monday. This comes among suspicions that his fiance used her relationship with him to land contracts for her business. Records were subpoenaed. His friends are still at the bottom with the video camera watching as it happens. They have enough time to escape the path of the avalanche. They turn around to rescue the friend.
