70s today and we will get back there, don't worry, 41 and cooler in salisbury. you can see we have only partly cloudy skies for the time being, but those skies will clear out nicely. once we get the high pressure to clear and do its thing bringingous the southwesterly flow, a chance of light sprinkle as the frontal approaches. even that will be a passing shower to west only. otherwise mainly dry for easter. here is the weather headlines. expect a sunny day today and warmer day as well, as well as through the sunday timeframe. so just a few more clouds by sunday but generally we will still be mild. we may see the early morning passing shower if at all. a better chance of a slight shower will be next tuesday. we will talk more about what to expect for the ho hol holiday w. >> reporter: we're checking at the key bridge, and you can see a few cars traveling in both directions. so things are looking good as you scoot across that part of the beltway right now and also from 95 up toward 83. we are in the green there making that entire stretch. so a normal ride there. as for other parts of the beltway right now from 795 down toward 95, there's absolutely nothing to get in your way. it is right now in the green, 12 minutes 54 miles per hour. now as far as 95, traveling through baltimore, southbound lanes, fort mchenry tunnel, all the way down toward the beltway, 8 minutes, 55 miles per hour. that's a look at your morning travels. patrice, back over to you. think you're paying too much for car insurance now? well, if a new bill passes, you you could be paying even more. megan gilliland joins us live from the jones falls expressway with more. good morning, megan. >> reporter: good morning, patrice, we have been cruising for decades without an increase on rates that, some say were already too high. now there's a good chance that it could go up a little bit higher. lawmakers want to increase minimum liability coverage in maryland to $30,000 per injured person and $60,000 per crash. what had a means is a increase ranging from $60 for vehicles on the eastern shore to $300 to vehicles in baltimore city. it's the first rate hike or would be since sneen 7 1972 ande lawmakers say it's long overdue. >> when you go into the shock trauma it's $7,500 now to visit every time you visit. $25,000 does not cut it anymore. it really protects the individual who really may be hurt. >> reporter: and also protects the lawmakers, excuse me the lawyers representing them, but some say, it could backfire. people who can't afford it, might start driving without insurance. the senate is expected to debate the auto insurance rates. if it does pass, governor o'malley will sign that bill. live from the jfx i'm megan gilliland, fox 45 morning news. you could soon be getting better gas mileage in the cars you drive. yesterday president obama called for tougher rules when it comes to the fuel efficiency. beginning in 2016, the government will require automakers to produce fleets that get at least 35 miles per hour gallon. that is an incident crease of up to 10 miles per gallon over current standards. it would save the country 30 billion barrels of oil. >> when they buy the new generation of fuel efficient vehicles, is a savings, less few used on a monthly, and annual basis. >> the president wants more environmental regulations that will constrict supplies and reduce demands for not only gasoline but also electricity n it's estimated the new standards will add mor $900 to the price f each vehicle by 2016, but ultimately save more than $3,000 over the life of the car through better mileage. testimony is underway in the trial of lamont davis. the teen accused of attempted murder in the shooting of a 5-year-old girl. the first day of testimony saw a police officer cry on the stand while describing the condition on raven wyatt. raven's mother was in tears and walked out of the courtroom. the defense told the court that davis kob couldn't have shot ra. he was at home when the fight broke out. >> gps records will speak for themselves. two state employees will be testifying the vendor of the machine, the vice president of the company will be here. we will put that on. >> the state says the gps monitoring system in place by the juvenile department of services is far from per. thperfect. the trial is expected to last 10 days. a soldier stationed at fort meade pleads guilty to sex trafficking. he admitted to running a brothel out of his anne arundel county apartment. he plead guilty to conspiracy to distribute drugs along with other charges. police arrested corey back in september. he was one of four men who brought women here from other states to take part in prose. he will be sentenced in -- prostitution. he will be sentenced at the end of the month. the employees were searched after a scanning machine falsely signaled they were carrying drugs at the maryland correctional training center near hagerstown. the court ruled because there's no clear law regarding the case the state is entitled for immunity. the lawyer for the prison workers says he will appeal. the search resumes for a baltimore county woman missing for mor more than a month. cadets will try to find new evidence in the disappearance of saris reagan. joel d smith is live at the location with more. >> reporter: good morning, patrice, we're here at the locates that they could be looking at according to one neighbor, because sharis dated a person that lives in this community. this is from a neighbor who says she had seen sharis before. this is a chesapeake search and rescue teams along with 40 police cadets that will be looking here and searching the wooded area behind me that is because shari reagan has not been seen in six weeks. she went to catonsville to meet someone at rolling road. they're not sure. 5 feet four inch tall and weighs 120 pounds. she has her name tattooed on her neck. they don't have leads to work from. >> should he went missing on the 24th when she left her house. she went to the woodlawn area of baltimore county, near route 40 and rolling road and she vanished. >> reporter: anyone with information on her whereabouts could be eligible for a reward of $4,500. just call metro stoppers at 1866-7 lock up. we will be here when the search begins at 8:00 in the morning today. chesapeake search and rescue along with the fall victim to the health rreform legislation. since it started in october of 2008, the plan has helped more than 700 people but officials say the healthcare overhaul means the end of the healthy d.c., 53, cooler in salisbury, a 41, in hagerstown, 51 out in oakland. and we are expecting today is for high pressure once again to bring us a southerly flow. a southeasterly flow, so it may be cooler with the bay breeze on the west side of the chesapeake bay and also with an ocean breeze for the eastern shore, in certain locations close to the with water. other than that we're looking at upper 70s, the next frontal boundary headed in our direction, it could bring us a light shower with the passing through mostly to the we have. most of that activity is going to be steering to the north. what we are looking at conditions from the southwest and continued great conditions through next week at least part of next week. what we're looking at the high temperature of 72 degrees at the eastern shore, with a southeast wind at 5-fen miles per hour. the central part of the state, climbing to 78 degrees for the high. i wouldn't be surprised if there was an 80 out there. back to the west southbound lanes moving through whitemarsh and 62 at 395. now as far as the jfx at 59 miles per hour, so we will take it this morning, not bad. there's trouble, though, out in sykesville, in fact, an accident that shuts down all lanes of eastbound liberty road. it's at route 32. there's a lengthy detour to get around all of this, but you can take 32, head over to bennett road and then oklahoma road, okaywood mills and then back to on liberty road. it's a lot to get around it, but it's around the carrollton mall shopping center. be aware if you're traveling through that vicinity. on the southbound lanes, it's heading from owings mills making the trek toward the beltway. once you hop on the beltway, scooting through the pikesville region, let's check in on greeneville avenue, who at this morning very pretty picture, inner and outer loop lanes as well. back on the flip side of the 83, also through baltimore county, through the harford road region, let's check it out there. don't economy standards. the regulations require all passenger cars and light trucks sold in the united states to get an overall average of 34.5 miles per hour by 2016. it's the first time there's been a national average for all vehicles. abc and cbs will offer some their programming free on the i-pad, apple's newest device which goes on sale on saturday. it they will stream it with summer cha don't distribute to the r and c. there's another group who says we're going to do the fundraising now. we can't trust the r and c. is michael steele bad for the organization? >> he is a liability. you know, this is a very difficult topic for me, because you know, i am -- i have always been a harsh critic of chairman steele. i never thought he should have been chairman in the first place. there's been so many embarrassments where compared to republican parties to like nazis. when he sat and that the republican congress could get back to congress this fall even if he believes that he shouldn't be saying that. he is paying them and making out speeches where he keeps the money. you know -- >> why not get rid him some. >> he called and i spoke to him for the first time. he said that we were misrepresenting him especially about the lifestyle and the aircraft. he said something to me very interesting about the airplane. he says he has never been on one those airplanes. when you have newt gingrich when you want them to go out to a fundraiser to be the draw, they demand a private aircraft. that is consistent with the democratic party. they charter the aircrafts for the big name people and it's very expensive. still, i don't think this is just an issue here. i think the problem is that donors are beginning not to give to the republican party. i think when the tallies come in june and donor giver is down and they're giving directly to the candidate that mr. steele is going to be in trouble. it's difficult to ousted. chairman, it takes 2/3, but in the next meet, i think he will have a difficult time renewing himself as chairman. this a fact, congressman, baman, and rich moke connel mcconnell o relationship with him. they think he is an embarrassment and he is not easy to get those folks living here in baltimore city. it's a rate hike they can't afford. lawmakers want to increase minimum liability coverage in maryland to 30,000 per injured person and $60,000 per crash. for you that breaks down to an increase of $60 for the vehicles on the eastern shore and $300 for folks in baltimore city. this will be the first hike since 1972. the drivers say the rate was already too high. >> we can't afford it. we don't deserve it. we already have to carry liability, everyone does and we carry adequate amounts. this is the wrong time and baltimore would be the hardest hit, to, no. >> reporter: standing to benefit from the rate hike, crash victims and the attorneys representing them, but some say this could backfire and people could start driving without insurance. the senate is expected to debate the rate hike today. if it does pass, governor o'malley says he will sign that bill. live from the jfx this morning, i'm megan gilliland, fox 45 morning news. in annapolis, the house has rejected efforts by republicans to maryland's budget even further. gop leaders tried to cut spending by $800 million. they say it's needed to cushion the blow when maryland no longer gets millions of stimulus dollars. democrats the budget is already smaller than it was a year ago and can't be slashed even further. >> we will balance the budget and do the least amount of harm. >> the citizens. state of maryland are taxed enough and we cannot tolerate further tax increases. the budget is expected to win final approval in the house in the next couple of days. lawmakers have been working all session to reduce a $2 billion budget gap. every year, state lawmakers handout millions of dollars in legislative scholarships to constituents with no springs attached. but now -- strings attached but now that program could be ending. state gell gates are given $35,000 to handout to students. state legislators are given $134,000. but have given it to the children of wealthy donors. yesterday the house voted to eliminate the scholarships and move the money to the higher education commission to distribute. it's a ho hot topic for legislators. if i give them the scholarship, then people will say he got a $2,000 campaign donation from the parents. if i don't give the scholarship, then a worthy, worthy person was denied a scholarship. >> the senate has made no move to end its legislative scholarship program which means lawmakers will have to discuss it in committee. there are to restrictions on how much scholarship money a student can get from their legislator. a preliminary hearing is scheduled later today in the case of a woman arrested as part of a murder for hire plot. karla porter is expected to be in a baltimore county courtroom this morning. she is charged with first-degree murder in the death of her husband, 49-year-old ray porter. police say she paid a friend $9,000 to shoot him as he opened his towson gas station. five other people are facing first-degree murder charges in his death. as reports of a resurgence of swine flu in southeastern states makes headlines this week, the maryland health department says another person has died from the virus. the victim is an adult from the baltimore area. this is maryland's 45th death related to the h1n1 virus. the cdc is worried about the possible come back of the disease. here in maryland health officials are opening up more than 150 vaccination clinics next week. her disappearance has been a mystery for more than a month now. baltimore county police are hoping forfeit on the ground will lead to more clues in the search for the missing woman. joel d smith is live in woodlawn with more. good morning, joel. >> reporter: we are in timber gateway to be he ca exact. this is the location where the search and rescue team will be with their search dogs. 40 cadets will be combing the area behind me, that is the forest looking for any signs of 24 years old saris reagan who has been missing for six weeks. it was back on february 23rd when she went missing. police don't know who she was going to meet. she wept to meet someone on rolling road. she is 5 5 feet and 4 inches tal and weighs 120 pounds, and she has her name ta toda today on r neck. >> she went to the woodlawn area of baltimore county near route 40 and rolling road and she vanished. >> reporter: anyone with information on her whereabouts could be eligible for a reward up to $4,500, just call 1866-7-lock up. we talked to one woman who was concerned and asked what it was. we showed her a picture of sahris and she said she looked familiar. and used to date a person here. either way the search will begin at 8:00 just an hour from now. joel d smith. it looks like anne arundel voters will see slots on the ballot. a group a opposed to bringing a casino to ann anne arundel mills mall, got 24,000 signatures and that is more than the 19,000 they needed. we hear from the man who called for the attorney karl stokes says the department is not transparent enough with has funds and that is imperative considering the te funds. stokes wants a full accounting all of funds for the department. opponents of the current plan to revitalize downtown columbia have until this afternoon for drum up support for a zone petition. members of the taxpayers against give a ways have problems with zoning changes that have been made in order to move that redevelopment guard. the group needs to get 2500 signatures by 4:30 today. ultimately the group is hoping for a referendum that will see the bill killed and the zone tsh and curbed to the board. republican delegate don dwyer initiated the impeach process objecting to gensler opinion that same-sex marriages performed elsewhere should be recognized in maryland. delegate don dwyer is joining us this morning with more on what happened with that vote and what happens next. >> good morning. >> let's start with first of all, why was this so important to bring this procedure, because you admitted yourself that it wasn't likely to get very far. >> we had the attorney general basically violate, i believe, maryland's law and the constitution of the state of maryland. it's not unlike enwhat happened in washington and the passage of the healthcare bill when members of congress simply ignored the constitution. they ignored the rules of the house and procedure and played games in order to accomplish the goal not unlike what happened here. after i announced i was going to bring impeachment charges against mr. gensler, he publicly declared that he was unpeachable by the legislator and the only way he could be removed is in a court of law. that set up a whole new dynamic of what the problem was. here we have the maryland attorney general it is. it's a crash on the westbound lanes of route 32 that is near cedar lane. now a car is down an embankment there. as a result of that you will want to use route 100 as the alternate. now here is 95 at 32, and you can see no problems to report on 95. it's just that volume that you will have to deal with on the southbound and the northbound lanes all the way up toward that beltway. right now, speaking of the southbound lanes from the beltway down toward route 32, 11 minutes 60 mielings pe 60 miles. all in all, we're looking at a normal clip there. what is happening on the beltway, not much to report, from 795 toward 95, 11 minutes, 54 miles per hour. that's a look at morning travels, patrice, let's turn it over to you. think you're paying too much for car insurance now. if a new bill passes, you could be paying even more. megan gilliland joins us live from the jones falls expressway with even more. >> reporter: patrice, we have been cruising for decades without a rate on rates that they say are there are too high. now there's a chance they could get even higher. lawmakers want to increase the liability to $30,000 per injured person and $60,000 per crash. what that breaks down is an increase ranging from $60 for vehicles on the eastern shore and up to $300 here in baltimore city. this will be the first hike since 1972. some lawmakers say it's long overdue. >> when you go into the shock trauma it's about $7,500 now to visit every time you visit. $20,000, just does not cut it anymore. it really protects the individual who really may be hurt. >> reporter: and it also protects the attorneys representing them, but some say this could all backfire and people who can't afford this hike might start driving without that insurance. the senate is expected to debate this topic today. if the bill should pass, governor o'malley says he would sign it into law. live from the jfx this morning, i'm megan gilliland. fox 45 morning news. in annapolis the house has rejected efforts by republicans to cut maryland's budget even further. gop leaders tried to cut spending by another $800 million yesterday. they say it's needed to cushion the blow when maryland no longer gets millions of federal stimulus dollars. democrats say the budget is already smaller than it was a year ago and can't be slashed any further. >> we will balance this budget and we will do the least amount of harm. this is a very good budget. these cuts are irresponsible. >> the citizens of the state of the maryland are taxed enough and we cannot tolerate further tax increases. the budget is expected to win final approval in the house in the next couple of days. lawmakers have been working all session to reduce a $2 billion budget gap gap. a preliminary hearing is scheduled later today in the case of a woman arrested as part of a murder for hire plot. karla porter is expected to be in a baltimore county courtroom this morning. she is charged with first-degree murder in the death of her husband 49-year-old ray potter. police say she paid a friends $9,000 to shoot her husband as he hoped his towson gas station. five other people are also facing first-degree murder charges in his death. as reports of a resurgence of swine flu in the southeastern state makes headlines this week. the baltimore health department says another western has died from the virus. the victim is an adult from the baltimore area. the cdc is worried about a possible come back of the disease so here in maryland, health officials are opening more than 150 vaccination clinics next week. the search resumes today for a balt county woman missing now for more than a month. in woodlawn it morning, 40 police cadets will try to find new evidence in the disappearance of cherice ragins, joel d smith is live at the locates with more on what is happening today. >> reporter: we found out why the search is happening in this area. apparently this neighborhood right here is why twowrd years old cherice ragins came to visit her boyfriend. later this morning 8:00 to be exact that is when the cadets will be looking around this area to try to find out more and try to find some clues because she has been missing for six weeks now. last time she was seen was on february 21st. we don't know exactly who she was with, but it could have been the boyfriend at that point. ragins is 5 feet and 4 inches tall and 120 pounds and has her name tattooed on her neck. leads have been hard to come by. >> she left her house and went to the area in the woodlawn area of baltimore county near route 40 and rolling road and she vanished. >> reporter: anyone with information on her whereabouts right now could be eligible for a reward up to $4,500. all you have to do is call metro crime stoppers at 1866-7 will hav7 lock upin the meantime we g to neighbors here. some say they remember her coming around a lot. they saw her with this gentleman. they are concerned that this could have happened in their area and better chance of the temperatures heating up a little bit more. the high temperature center bringing us a southeasterly flow today. it will become southerly later. that is how the easterly flow will bring some the winds over the chesapeake bay and some the water will make it feel cooler along the 60s along the west side of the chesapeake bay and along the breeze along with the ocean city. elsewhere, we're headed into the 70s at least. you can see the next front coming our way, that is one that makes our way through here saturday night through early easter morning on sunday when there:a shower especially for the western counties. it would be light as you move off to the north and east and in its place more warm weather with the remainder of the day with the southwesterly flow. it should be a very nice weekend. generally as i say, dry throughout. as far as the temperatures go, if you're in the eastern shore today, you get up to 72 degrees with a lot of sun and the southeast wind at 5-10 miles per hour. the central part state, going to climb to 78 degrees, i wouldn't be surprised to see an 80 out there. again further points west, toward frederick, a better chance of seeing hitting the 80-degree mark. and even better still as you head toward the western part of maryland. and as far as your allergy outlook, only tree pollens on the high side, and grass and weeds not a factor. as far as tonight, 51 degrees and mild. we typically drop to 38 overnight. we're doing a whole lot better than that with a southeast wind at 5-10 miles per hour. even though we will have mainly clear skies we will be on the mild side because of the warm day temperatures. 62 degrees tomorrow, and looking pretty good as we see mostly skies then. a loyal mr cloud cove -- a littd cover on sunday, that is it for easter. 76 degrees on tuesday with a mostly clear day. wednesday and thursday, 75 degrees and then you see the temperatures drop a little bit behind the next front, 75 degrees car is off the road and down an enbankment on the westbound lanes of cedar lane. let's check in on 95 moving through the vicinity right now. the southbound and the northbound lanes, we just have a few cars to deal with, but hey, we're incident free in both directions. once you finally approach the beltway right now in the southwest corner, let's check it out at wilkens avenue, it's been an easy drive, just a few cars here and there outer and inner loop lanes as well. >> there's an accident farther up a crash on the ramp from security boulevard to the outer loop lanes of 695, we will continue when we see a chance of seeing light showers then. now for a look at what is happening on the roadways, here is candace dold with the traffic edge. candace, good morning. >> reporter: good morning, steve. we have been talking about a relatively quiet ride, but now we have trouble on 95, a disabled vehicle on the southbound lanes at the fort mack henry tunnel. we want to show what you this scene looks like moving through the vicinity on the southbound lanes from the toll plaza all the way up through the tubes. there's definitely a lot of cars there. unfortunately you will want to vied this area, but you will want to use 895 as an alternate route. from 95 all the way toward the harbor tunnel looking at a nice and calm 7-minute ride, gower miles per hour -- 54 miles per hour. and then let's talk about the beltway because we're loving this friday morning's commute. the outer loop lanes from 95 up toward 83, 11 minutes 54 miles per hour, and the same speed with only an 8-minute trip from 83 up toward 795. that is a look at your morning travels parks tris, bac patriceo you. if you drive a car, you need insurance. the price tag on that insurance could be going up if a new bill passes. megan gilliland has the latest on that, good morning, megan. >> reporter: good morning, patrice. we are talking about hundreds of dollars more for the folks living here in baltimore city. it's a rate hike that some drivers say they just can't afford. lawmakers want to increase minimum liability coverage in maryland to $30,000 per injured person and $60,000 per crash. now for you that breaks down to an increase ranging from $60 for vehicles on the eastern shore to $300 in baltimore city. it would be the first hike since 1972, but drivers say the rate was already too high. >> we can't afford it. we don't deserve it. we already have to carry liability, everyone does. we carry adequate amounts and this is the wrong time and baltimore would be the hardest hit. so, no. >> reporter: now benefiting from the rate hike, crash victims and the attorneys representing them. some say this could backfire and would be driving without insurance. the senate is expected to debate the auto insurance rate hike today. if the bill passes, governor o'malley says he will sign it. the from the jfx i'm megan gilliland, fox 45 morning news. you could be getting better gas mileage in the cars you drive. yesterday president obama called 4 tougher rules when it comes to fuel efficiency. beginning in 2016, the government will require car makers to produce car fleets that get 34.5 miles per gallon. that is an incident crease of 10 miles per -- an increase of 10 miles per gallon over current standards. >> this is hugely historic. what it means for american families when they buy the next generation of fuel efficient vehicles is savings, less fuel used on a weekly, monthly, basis. >> the president wants to raise our energy prices. he wants a lot more joirmt environmental regulations that will constrict supplies and reduce demands for gasoline but also electricity n. >> it's estimated the new standards will add more than $900 to the price of each vehicle by 2016 but save more than $3,000 over the life of the car because of better mileage. testimony is underway in the trial of lamont davis, the teen accused of attempted murder in the shooting of a 5-year-old girl. the first day of testimony saw police officer cry on stand while describing the condition of raven wyatt. raven's mother was also in tears and walked out of the courtroom during testimony. the defense told jurors davis couldn't have shot raven. he said that is because records from davis' ankle monitoring device showed he was at home when the gunfire broke out. >> gps records will speak for themselves. two state employees will be sefg who was -- testifying who were on the gps monitoring, the vendor of the machine and the vice president of the company will be here. we will put that on. >> the state says that the gps monitoring system in place by the juvenile monitoring service is far from perfect. the trial is expected to last 10 days. a soldier stationed at fort meade pleads guilty to section trafficking. he admitted to running a brothel out of his anne arundel county apartment. he plead b guilty to conspiracyo distribute drugs along with other charges. police arrested corey back in september. they say he was one of four men who brought women here from other states to take part in prostitution. he will be sentenced at the end of the month. 8 prison workers who sued after being strip searched by their employer, had their lawsuits thrown out. the employers -- the employees were searched after a scanning machine signals that they were carrying drugs. because there's no clear law regarding the case, the state is entitled to immunity. the attorney for the employees says he will appeal. her disappearance has been a misterry for more than for mor. joel d smith is live in woodlawn with more on what is happening today. >> reporter: we're an hour away from starting this search today about a half an hour away. it will start at 8:00. 40 cadets from the police department and the rescue team and recue dogs as well. people looking around, they want to find out more will charise ragragins went missing. people are wondering why we are in this area. you are one of the neighbors back here. >> yes. >> reporter: we showed you a picture of her, have you seen her around here, cherice. >> plenty of times. >> when my car was in the shop, she took me to the store one day. she was a nice, pleasant girl. >> reporter: what does it feel to hear that she has been missing for all this time. >> it's very unfortunate. i hope nothing terrible would happen. it's very unfortunate. but after the second snowstorm, i didn't see her at all. >> reporter: february 21st is the last time investigators say she was actually seen. they're trying to figure out where she went n talking to the boyfriend, they may have left this area at one point and where she ended up is the real question. that's why they're searching the area. what is it like for the neighborhood when all of this is going on where you live? >> had this ithis is a very quat neighborhood as you can. this is like this every day, all night. and just to hear something like that, it's very unfortunate, but no one is excluded from anyone that happens badly. >> reporter: you never know when it's going to happen? >> exactly. >> reporter: she is one of the neighbors around here wondering what has happened. she has a connection. she has met cherice before. and lick everybody else wondering where she like. joel d smith, fox 45 morning news. the county board of elections has certified that a group opposed to bringing a casino to arundel mall did get enough signatures for a referendum on the issue. their petition got over 23,000 signatures well over the 19,000 they needed. opponents to to the plan to it is, and 51 degrees is the starting temperature. it will be a very good friday, although we do have clouds to start we look guard to a lot of sun -- guard to a lot of -- forf sunshine coming your way. at the bay today it should be a pretty one with all of that sun and a high temperature of 71 degrees. winds will be out of the south at 5-10 miles per hour and a high tide of 9:53 is high tide at 5:45 p.m. dry conditions, once again. this will be the story for today and for tomorrow and most of your easter as well. this is a slight chance of seeing a passing shower early sunday morning, but that is about it. just a remote chance of that. begu51 degrees the temperature n baltimore. up in hagerstown, 51, a warm 61 degrees already in the oakland where the temperatures have the best chance of hitting 80 degrees today. a southeasterly flow will bring a bit of a bay breeze for the west side of the chesapeake bay. maybe in the upper 60s there. ocean city may be in the 60s as well because of that ocean breeze as we get the southeasterly flow, but winds will shift to the southwest later. generally all of us are going to get into the 70s, most of us will get into the 70s and the winds will shift to the southwest when everybody will get to the 70s by tomorrow. you see that frontal boundary to the west. that brings showers to the mid-west. it can come our way and that is going to bring us a chance for a light passing shower for late saturday and early sunday. it scoots to north and generally we're looking at a southwesterly flow keeping us rather mild around here. here is what you can expect. easterly show, cooler than elsewhere but not bad with a lot of sunshine and a southeast wind at 5-10 miles per hour. ocean city itself may be cooler than that. the central part of the state, 78 degrees, lots of sunshine, southeast wind at 5-10 miles per hour. it looks to be a great one. if you go further points west, the best chance of seeing 80s out there, 82 degrees for the high with au southeast wind at 5-10. the allergy outlook not looking too bad. tree pollens in the high range today. tonight look for temperatures to drop to 51. typically we drop to 58 degrees, southeast winds at 5-10 miles per hour. clear skies, otherwise and for tomorrow, 78 degrees mostly clear, 77 on sunday with partly cloudy skies. the early shower may be for some, that is about it. dry generally, 77 degrees on monday, and mostly clear and 76 on tuesday also a mostly clear day. partly cloudy and 67 with a chance of some showers coming later in the day on tuesday. that's a look at checking in on the beltway, 63 miles per hour through pikesville and then 59 miles per hour on the jfx right traveling into the downtown region. as for 95, well, traveling in the baltimore county area, through while th whitemarsh at s per and 58 right at 395. there's trouble in between, though, and it's all due to an earlier disabled vehicle on the southbound lanes of 95 at the fort knack henr mchenry tunnel. the good news is all lanes are now open but unfortunately we're dealing with a bit of a congested ride leading up toward that activity. will you use 895 through the harbor tunnel as an alternate route. now 95, taking it from 395 all the way down toward 95 on the airport, the coast is clear. that is better news for you. and in fact, 95 is the way to go, traveling through howard county all the way down toward 495 and that is because there's some big time travel on route 29. a crash that blocks all southbound lanes at briggs tiny road. again, 95 is the way to it's definitely expensive having a growing family. and it's something that you think about. we try to be conscious of that and plan out our meals so that we can feed everyone on a budget. at giant, we know saving the way to go to get around this. 695 at liberty road this morning, let's show you the outer loop lanes and the inner loop, it's going to be smooth sailing there, don't really have anything to worry about. right now from 795 down toward 95195, 11 minutes, 55 miles per hour. farther up toward 83, pretty much the same deal. we are loving this friday, good friday indeed, 11 minutes at gower miles per hour. on 95 -- gower miles per hour. on 95, toward the beltway, 11 minutes 53 miles per hour there. that's a look at morning travels, patrice, and megan, back over to you. think you're paying too much for car insurance now. if the new bill passes, you could be paying even more. lawmakers want to increase, minimum liability coverage in maryland to $30,000 per injured person and $60,000 per crash. for you that means a increase ranging from $60 for the vehicles on the eastern shore to $300 in baltimore city. it would be the first hike since 1972 and some lawmakers say it's long overdue. >> when you go into the shock trauma it's about $7,500 a visit, $20,000 does not cut it anymore. it really protects the individual who really may be hurt. >> it also protects the attorneys representing them. some say it could backfire and people who can't afford it would drive without insurance. the senate is expected to debate the bill today. if it passes, governor o'malley says he will sign it. you could be getting better gas mileage in the cars you drive. yesterday president obama called for tougher rules when it comes to fuel efficiency. beginning in 2016, the government will require car makers to produce vehicle fleets that get at least 34.1-miles per gallon. that is an incident crease of 10 miles per -- an increase of 10 miles per hour current standards. >> this is hugely historic. what it means for families it means savings, less fuel used on a weekly, monthly and annual basis. >> the president wants to raise our energy prices. he wants more environmental regulations that will constrict supplies and reduce demand for gasoline and electricity. >> it's estimated the new standards will add more than $900 to the price much each vehicle by 2016 but save more than $3,000 over the life of the car because of better mileage. testimony is underway in the trial of lamont davis, the a man accused of attempted murder in the shooting of a 5-year-old girl. the first day of testimony saw a police officer cry on the stand while describing the condition of raven wyatt. raven's mother was also in tears and walked out of the courtroom during testimony. the defense told jurors davis could not have shot raven. he said that is because records from vis davis' ankle monitoring device shows that he was at home when the gunfire broke out. >> two state employees will be testifying that were on the gp monitoring. and the vice president of the company will be here. we lot it m will put that on. >> the gps monitoring system in place by the juvenile monitoring service is less than perfect. the harford county sheriff's garment says 13 people have been charged after deputies found more than 250 pounds of marijuana and $400,000. they say 51-year-old virus. the victim is an adult from the baltimore area. this is maryland's 45th death related to the h1n1 virus. the cdc is worried about a possible come back of the disease. maryland health officials are opening more than 150 vac sensatiovaccination clinics nex. the search resumes for a baltimore county woman missing for more than a month. in woodlawn complete cadets will try to find new evidence and try to foun find out what happeo cherice ragins. she is the woman who has been missing since late february. the reason they're looking at this location, she was dating a man who lives in this neighborhood and they think neighbor that last night she was seen she was with him and out walking around. they're really just going almost shoulder to shoulder up and down hills through the neighborhood, up and down the grass, just looking for any clue that might lead to her whereabouts. she is has been missing for a long time right now so they're trying to find some clues. police say sh she was near rout0 the last time she was seen possibly with this boyfriend. she has not been seen since. 5 feet, 4 inches tall, 120 pounds and has her name tattooed on her neck. the leads have been hard to come by. >> detectives cont hav don't hat to work with. she has been missing since the 21st. she went to thewood lawn area near route 40 and rolling road and she vanished. >> reporter: that is all they have going into today. anyone with information on her whereabouts could be eligible for a reward of $4,500. just call metro crime stoppers at 1866-7-lock up. it seems they're making progress, that is why they're in this neighborhood. it seems like they're getting a few leads at least and today they're out in force, the chesapeake search and rescue teams is out here with dogs. they're doing
