complaining. i'm just stating the facts. >> it's cool to cold, depending on who you are. if you're at the bus stop waiting, you are going to feel the chills. >> grab your jacket. >> absolutely. good advice. take a look at the bus stop forecast, we are tinted wind shields on the bus. 58 is the current temperature, lots of sunshine, north wind at 5-10 miles an hour, clear skies for everybody. it's going a very pretty day. once the temperatures warm up into the mid-70s. it's going to feel comfortable because of the low humidity that will accompany these temperatures. again it, won't be too chilly by the time we get into the afternoon. for now it's 61 in baltimore, at least not as chilly as 49 degrees in harrisburg, just further north across the mason dixon line and then to the harrisburg. it's a lot cooler there. 71 degrees for the noontime temperature, 73 degrees for 6:00 p.m. with mainly clear skies throughout the day, it should be a beauty. we hope you don't catch a cold with all of this cool air. let's see what is happening on the roadways. here is candace dold with the traffic edge. >> reporter: thank you, steve and good morning, it's not exactly going to be such a cool commute if you're heading in baltimore city at park heights avenue. there's an accident that appeared overnight, and unfortunately those crews are still trying to clear this one out. it's the hildale avenue. just be aware that you will find flashing lights on the scene. as far as the alternate route, though, if you're going to take one, you dop need to take one, just be aware that it's going to command that attention. on the southbound end of the jfx getting into the downtown region, so far we're in the green from 695 to east fayette street only looking at a 15 minute clip. on the top end of the beltway the top lanes from 702 down to the beltway, it's only going to take 5 minutes. that's a look at your morning travels, patrice, back to you. candace, thank you. coming up on 6:03 on fox 45 morning news. a teenager accused of beating and killing another teenager heads to trial this morning. 15-year-old tray robertsson is expected to enter a plea on manslaughter charges. megan gilliland joins us now with details. >> reporter: good morning, patrice. that trial begins at 9:00 and it's expected to wrap up in its entirety with a plea from robertson. but in the maib neighborhood whe christopher jones lives there's an effort to restore peace in crofton. along nantucket drive in crofton. the family walked past this memorial, a cross where christopher jones was beaten and killed riding his bike last may. >> you don't see kids riding on the streets. it was kind of an out of ordinary day. >> reporter: today 1 of the accused letters goes on trial. he was 14 at the time of the trial. the other suspect, javel george will have a separate trial in october. while the suspects have their day in court, the activity raises questions about the violence. >> we put him in south river to prevent this from happening and it followed him into the streets. >> we don't want to bury our children. our children should be burying us. this -- it shouldn't happen, it just should not happen. >> reporter: now jones' parents and pastor want to create a more positive place for teens. they're raising money to create a faith-based center called life station, where they can learn life's skills. >> anything positive is a positive thing, so . >> reporter: neighbors say a bigger police presence as already made a difference. again, today's trial begins at 9:00. a large crowd is expected to fill that courtroom, stay with us for the latest. megan gilliland, fox 45 morning news. an aberdeen woman is home safe this morning after what police are calling a daring escape from a convicted sex offender. troopers found the woman badly bruised and bleeding near a 7-eleven at the intersection of abigton and philadelphia road. she jumped out of her accused abductor's car nearby. >> when she did, the suspect paul johnson grabbed ahold of her, and she was hanging out of the vehicle hanging alongside of the vehicle. she manages to break free, slides on the ground, gets some bruises and, some scratches and bruises, that kind of thing. >> the suspect 40-year-old paul johnson fled the scene but after a brief chase, police caught up with him and arrested him. he now faces charges of kidnapping and assault. the british station has pictures of the bomber mcma graphy. scottish doctors say alma graphy has less than three days to live. he was serving a life sentence for bombing locker bee. the family is expected to protest where is the libyan leader is expected to speak. a fire in los angeles has consumed 500,000 acres and it's only 5% contained. fire officials have issued mandatory evacuations for residents in that area. >> reporter: firefighters call it a monster fire threaten several communities northeast of los angeles. spouting flames more than 100 feet high into the sky. a massive wall of fire fueled by dense, dry vegetation chars tens of thousands of acres in the angel ease national forest, doubling in size in one night. >> this is a fire. >> reporter: on monday officials ordered mandator evacuations for more than 10,000 homes. >> when you hear from law enforcement anything about evacuation, follow their orders. >> reporter: two homeowners who disobeyed the orders, were seriously hurt. another person was hurt in an evacuation area and others who didn't leave had to be rescued. two firefighters were killed when their vehicle pldged off a 700-foot canyon road. >> they were advised that the fire was coming very rapidly. they got into the vehicle just the two of them and trying to reposition the vehicle. at which times for reasons still unknown, the vehicle went off the road and over the side. >> reporter: as the fire edge closer to mount wilson observatory, there was an all out air assault to protect the air, home to 20 television, and radio tours and fire and police communication equipment. a plume of naxtious smoke hangs over the los angeles. >> reporter: the fire is only 5% contained. officials say it's so vast, full containment is not expected for another two weeks. in togunga california, i'm selma gguitierrez. the county council could approve a bill to install more than a dozen cameras near county schools. joel d smith is live in towson testing the speed of drivers this that area. good morning, joel. >> reporter: good morning, patrice. that's exactly what we're doing until they get a real speed camera at a place like this, we do it the old fashion way with handheld radar gun. this is 30 miles per hour and yet we have big numbers. look at this, 53 just a couple of minutes ago. easily. the 12 miles an hour it would take to get in trouble under the new bill. the new bill is being reviewed today. it could bring speed cameras to places like these. 12 to 14 cameras will be installed and work between the hours of 8:00 a.m. and 6:00 p.m. monday through friday for a school day. we're here earlier. drivers going at least 12 miles above the speed limit they would have their pictures taken. it would be sent to their house, with a picture with it. no points. it will bring in thousands of millions of dollars if it gets approved today. what i say to people in disagreement to putting up the speed cameras, just don't go over the speed 12 miles an hour and you won't get a ticket. >> they point to things like 30% of the time speed cameras issued tickets to a registered owner that went even drying the car at the time. you see some complaints here as well. more recently the state budget came out and it's going to be less for counties getting state money. they're finding out maybe they can make more money, a $23 million deficit that they're going to get from the state. maybe they can make some of that money back. the budget is going to be influenced today. that is why the council is going to vote today to approve things like getting speed cameras. not this guy, he is only doing 34. i'm joel d smith at towson, fox 45 morning news. shrinking menus how some restaurants are getting burned by chickens as well. >> we have at the berthing center. we have 30 chicks hatching a day. we are mama pigs giving birth and over the weekend we have baby cattle in and have calfers on monday, and tuesday of labor day weekend. >> reporter: you're telling me about the order of nursing with the piglets. >> since there's a large number of pigs in a litter and large number of tits on the sow. they push and after a couple of days, they each have their home base and each return, once an hour 24 hours a day to feed. >> reporter: can people get up close and personal with the an maps that are born in the foxbaltimore.com. if you want to come down today to see these little piglets, the weather is going to be beautiful. we should see a temperature around 75 degrees at 2:00 p.m. with sunny skies. at 10:00 p.m., 69 degrees with clear skies. for the full forecast, let's head to steve in the sky watch center. >> hey, jessica, one of the piglets went to market and we hope the other one doesn't run althe way home. something like that. i forgot how that nursery rhyme goes. sky watch forecast, looking nice. lots of sunshine. it's going to be a pretty day all day long. we have high pressure sitting over us. that is dominate, that looks like it's going to be a pretty thing if the high pressure is dominating. it brings us sunshine, and a northerly flow of air and that is going to bring lots of happiness throughout the state. if you get a chance to get outside, you will want to do that. take a look at the big picture. there's showers off the carolina coast, but we on the other hand, are looking pretty good around here. take a look at the forecast as we look at the surface featureses, high pressure comes in and brings us the northeasterly flow. that is warm air coming our way. the warmest air will be to the north because of the warm air circulating from the south around the low pressure center. here very comfortable with the 70s and so temperatures will be a little bit warmer than yesterday. if we look at the future scan model, not going to find a whole lot going on over the next few days. in fact, we carry all of this going on you won't see that much of a change with all of that high pressure dominating the weather. here is what we are look at as we check out the sky watch hd radar showing the showers off to the south and the gulf coast area, the rockies seeing the showers, there too. but not us, the cooler temperatures will with us, although we will warm a little bit as we get to the latter part of this week. the temperatures chilly, some spots more than others. 53 in hagerstown and 41 only in oakland. salisbury 57 degrees, and we're looking at the high temperature in the eastern shore of 77 degrees with a north wind at 5-15 miles an hour. in if you're in the central part of the state, expect temperatures to climb to 76, mainly clear skies with a north ef east winnortheast at 5-10 mi. and tonight mainly clear skies, 55 degrees for your overnight low. it will be icool one and as we move through the day today, expect temperatures to get up to 71 degrees with mainly clear skies at noon and 73 at 6:00 p.m. after getting to the high temperature of 76 at around 3:00 in the afternoon. and by the way, if you happen to be going to the orioles game today against the yankees, 7:05 first pitch temperature around 71 degrees. mainly clear skies, it should be a beautiful day tonight, northeast wind at 5-10 miles an hour. tomorrow 79 degrees, mainly clear, 70 degrees for the tuesday and partly cloudy on 81. 83 for saturday, and 82 for reporter: we have positive momentum heading to the morning rush as we check on the average speeds. so far it's going to be a nice and calm ride, 65 miles per hour on 95 in the northeast corner and 64 on 83 moving through baltimore county. as for the jfx, now at 52 miles per hour. and a comfortable 60 there on the west end of the beltway and then back up to 63 on 95 moving through how county. all in all, we're definitely loving that. there are a few accidents that you need to know about, though, and one is in baltimore city right now. it's an accident that actually happened overnight. the investigation continues on park heights avenue. that is right at hildale avenue. now reisterstown road is going to be problem-free through the area. stick with that instead. of course, we still have the broken watermain. that continues to shutdown saratoga street at green street. stick with franklin or mulberry street as an alternate route. and on 95 through the fort knack henry tunnel, if you are making the trek through the tubes, we're only looking at a 6 minute clip. as we measure through 95 in baltimore county, here it is in whitemarsh boulevard, you can see it's definitely starting to build there. so far we don't see any brake lights. that's the good news, it's the good crowd that we have to deal with. the building conditions we continue with on the top end of the parkway, traveling from parkville down through to you san and eventually hitting the jfx. that's a look at the morning commute. patrice, back to you. coming up, could your favorite celebrity give you a sitting offshore off the carolina coast. that is bringing showers their way. it's going to keep it out of our way, that high pressure will. high pressure is our friend it looks like. let's take a look. high pressure is out, -- it's not too bad here, but you look in the outskirts and can see 53 degrees in hagerstown, how about 45 in oakland where it's typically chillier in the early part of the day in the mountains. it's definitely cooler than average. you will feel that chilly and you may want a light jacket it morning. 76 for the afternoon, high temperature around 3:00 p.m., should be a pleasant day, though, with mostly clear skies, looking very good. so 70s today, and tomorrow and seasonable and the low 80s as we get into your thursday through labor day weekend and until monday, that is. lots of sunshine and low humidity all week. you got to like that. let's see what is happening on the roadways now with candace dold. she has your traffic edge. candace. >> reporter: thank you, steve. i wish i had such good news, but unfortunately we do have trouble at the tunnels. there's late lifting road work on southbound 95 at the fort mchenry tunnel. as a result, we're stuck with a heavy but delays leading from eastern avenue toward all of the that construction zone. if you are heading out toward the tunnels this morning, you will definitely want to use 95, and scoot through the harbor tunnel instead. and it's also getting pretty busy on 95 moving in the northeast corner from mountain road to 695, we do have the moderate congestion to deal with, we're looking at an 11 minute clip. on the top end of the belt clip, we have a new accident at perring parkway, from route 702, toward 70, that is picking up pretty quickly. we're looking at a 28-minute ride. the southbound jfx, nothing to complain about there, from 695 toward east fayette street that, is in the green with a 15-minute commute. that's a look at the morning travels. patrice, back to you. candace, thank you. 6:33 on fox 45 morning news. one the young suspects accused of killing a crofton teen heads to trial this morning. 15-year-old tray robertson faces manslaughter charges in the death of 14-year-old christopher jones. robertson is expected to enter a plea today. megan gilliland joins us with the latest. good morning, megan. >> reporter: good morning, patrice. the trial begins at 9:00 today. courtroom is expected to be packed, filled with crofton community members who are on a mission to bring back peace to their neighborhood. a wooden cross marks the spot where christopher jones was beaten and killed while riding his bike last may. two teens are now facing charges. while they have their day in court, there's a movement to stop the gang activity in crofton. the victim's parents want to open a faith-based teen center, a place where teens can learn life skills. neighbors say a bigger police presence has already made a difference. >> anything positive is a positive thing. the neighborhood seems nicer. i mean people say hi to each other more often now than before. >> reporter: again, wasn't accused killers, 15-year-old tray robertson will head to trial today facing manslaughter. robertson's case will be held at juvenile court because he was 14 at the time of that crime. the other suspect is being tried as an adult. he will have a separate trial in october. this case is expected to wrap up with a plea. stay with us for the very latest. megan gilliland. fox 45 morning news. early morning gunfire leaves a man dead in south baltimore. police were called to the 3,000 block of pressman street just after 1:00 this morning. when they arrived, officers found a man shot in the head. he was pronounced dead at the scene. officers say right now they don't have a suspect. negotiations continue as baltimore city and its unions work to close a $60 million budget gap. hundreds of layoffs are possible and some city employees could be furlough up to eight days. the city is considering using $12 million in excess cash from last year. there's even talk about dipping into the city's $13 million undesignated account. >> it's really a matter of all of us sharing in the pain. >> s unfortunate that we're facing another round of budget cuts . >> mayor dixon is waiting to hear back from the union before any definitive plans are finalized. and maryland helps to enlist delinquent taxpayers in the hopes to balance the books. it will allow people to pay back taxes without any penalty. delinquent taxpayers will only have to pay half the interest. >> the vast majority of the people of maryland work hard that play by the rules. what this this amnesty is saying, everybody needs to play by the rules. if you owe back taxes get square and now is the time to do it. >> people behind on their taxes have until october 30th, to sign up for the ampnes amnesty . a hearing today could give the green light to speed cameras. joel d smith is live in towson with a test how much those cameras might be needed. what you you got there, joel. >> the last one over at 38. not too bad considering that the road at calvert high is 30 miles per hour. the speed cameras will get you going over 12. then that would be the case where you would get a message in the mail from the authorities telling you you're going to owe some money. there's a formal review of the bill happening today. take a look here. we're going to show you what you're seeing. they're coming to a stoplight. not too bad, they're slowing down. early today, we saw 53 in the same area. under the proposal, before council, 12 to 15 cameras would be installed and work only between the hours of 8:00 a.m. and 6:00 p.m. monday through friday. we're talking about the school days. drivers going a twelve miles above the speed limit, they're the ones we're talking about, $40 fine, no points on the license. this will bring millions of dollars coming in if approved. >> a lot of people don't understand, this is a revenue generator for baltimore county. at the end of the day, it's about public safety and especially about protecting our children. >> recent studies showed 18,000 speed licts were issued between 2005 and 2007 within a mile of schools in baltimore county. and the recent budget as $23 million potential deficit coming to baltimore county. that is money they expected to have. they're thinking, maybe this could bring in mor more money, w much, we're not sure? the fact is, people are speeding. we got 53 on someone who went by a little ago. joel d smith, fox 45 morning news. winds at 5 miles per hour, very dry with a dew point of 46. you see the barometer holding steady. generally speaking, it is high pressure holding over us and that is going to bring us a nice day, in fact, a nice weekend ahead. 57 in salisbury, just a tad cooler there. bee in hagerstown and 45 degrees in oakland where they're probably slow from getting out from under the covers. it's chilly there. this is an indication that it's very dry air in place with the low 40s. the low pressure center i mentioned bringing the showers off the carolina coast, stays out of our way. the high pressure keeping it at bay and looking pretty good around here for the next several days. you see the low pressure center something that we will keep an eye on. see if it brings us any chances of showers, it doesn't like like it right now -- look like it right now. north winds at 5-15 miles per hour. central part of the state, should see temperatures climb to 76 degrees with a lot of sunshine here as well. just a few clouds mixed in. northeast wind a little bit up at times but generally 5-10 miles per hour. occasionally we will see with at 10 to 15 miles per hour. if you can see it, let me know, because you don't think you can see the wind. tonight, very pretty night, 55 degrees, a little cool then with a northeast wind at 5-10 miles an hour. as you move through the day today, temperatures will climb about 71 degrees by noon. mainly clear skies throughout the day, as you can see, 76 degrees by 6:00 p.m., if you happen to be heading to the fair today, 75 degrees at 2:00 p.m. at 8:00 p.m., 69 degrees with partly cloudy, mainly clear skies, i was going to say partly cluey, but mainly clear throughout the day. 76 degrees and mainly clear skies for the first pitch temperature at camden yards in you're going to go there and watch the orioles take on the yankees. a northeast wind at 5-10 miles per hour. a smile efface like that. let's see if we can see the temperatures getting up torks i the average speeds at 61 at 95 through whitemarsh and 63 on 83 moving through baltimore county. but check out the number moving through the city on the southbound end of the jfx, now down to 36 miles per hour there. 59 on the west side of the beltway and back up to 62 on 95 through howard county. but we do have some trouble on 95 through baltimore city right now. we do have some late lifting road work that was supposed to wrap up earlier. unfortunately the crews are still will on southbound 95 at the fort mchenry tunnel. you will want to stick with 695, and 895 and scoot around the bridge. we have a delay that has left all of the orange cones there. be aware of that, will take you extra time if you're traveling this morning. headed on 95, here it is at whitemarsh boulevard headed through baltimore county, there's a lot of cars. no brake lights on the northbound or southbound lanes heading toward 695. on the beltway, some trouble there, across the from the inner loop lanes right the perring parkway and this takes out the right lane. as can you imagine, it's going to start to stack up pretty quickly leading toward the flashing lights. heading into the city, nothing to complain about on the southbound end of the jfx but we do have one accident inside the city. in fact, it happened overnight but crews are still investigating the scene at park heights avenue are. it's right at when the president himself has said we're broke. so folks, are really weary of the cost of another program. >> there's been some discussion that there's some things that republicans and democrats agree on that plan and there's things that are far apart. maybe we can go on the things that we agree on and leave things for another day that we hash it out. should we move along with it? >> absolutely. there's things we can do with minimal cost. number one is tort reform. and number two is rewarding companies that are doing things right b by insuring their employees. mackey came out with a plan of their own to are yo rebut the pc option. they're having a great success of insuring their employees at whole foods. >> do you want people to disagree with you to come out and listen why you all have your version of events, or is this for people who are like minded and just need more information? >> everybody, like minded folks that want more information, absolutely. and folks that are on the fence that may not be sure about what exactly is going on in washington right now. we want to get them out and get them educated on what is going on. >> do you think that that is what is happening at the town hall meetings. are people being educated? this may not be the loud ruckus one. are these even worth wile. >> they are worthwhile, this is democracy in action. absolutely. folks should come to tell us about these cold temperatures, maybe it was cold and they're rushing to some heat. >> maybe, they don't run as fast as horses. >> they were cute. >> i have a -- hour of my tank. however that goes. it's going to be a chilly start. it's going to be a mice midday and finish the day -- a nice midday because the temperatures are going to get into the mid-70s. >> what is that noon. >> 70 at noon. temperature wise starting out today, it's pretty chilly, in some places more than others. how about, 48 in frederick. somebody throw them a sweater? 50 degrees in westminister. just one big collective sweater? wouldn't be that nice? 60 in chester town. as we move through the day, we're going to see clear skies throughout and temperatures climbing as i said into the mid-70s. we're looking at 71 degrees at noon, 73 at 6:00 p.m., i said mid-70s. that means somewhere in between there, we will get into the mid-70s. 76 degrees a high temperature, really falling right around 3:00 today. and a really pretty day coming your way, not just today, either, for the rest of the today and into the holiday weekend. how does that sound? let's see what is happening on the roadways now. here is candace dold with the traffic edge. >> reporter: forget the sweater, how about a snugy steve? >> people are heading out and hitting roadways this morning. we do have to tell you that you have a lot of company around you, as you're headed through the tunnels right now. we do have late lifting road work on southbound 95 at the fort mchenry tunnel. that has now been cleared out but the problem is other people started taking 895 through the harbor tunnel. it's going to be busy all around. you can stick with 695 and scoot around the key bridge instead. on 95, a little bit farther up, it's getting pretty busy on the southbound end of 95 from mown "10!mountain road heading from . a crash on the inner loop lanes at perring parkway and the outer loop is affected, too. it's going to be spreml extreme. look at this number, 54-minute commute. and from westminister pike heading toward 695, we have a lot of cars there as well. that will take 9 minutes. look at that. patrice, back to you. one of teens accused of beating and killing a crofton teenager heads to trial this morning. 15 years old tray robertson is expected to enter a plea on the manslaughter charge. megan gilliland joins us on the latest. >> reporter: good morning, patrice. the trial begins at 9:00 this morning and it's expected to wrap up in its entirety with a plea from robertson. but in the neighborhood where 14-year-old christopher jones was murdered, there's a movement that is just getting started, an effort by the community to restore peace in crofton. along nantucket drive in crofton, the home family walked past this memorial, a wooden cross, marking spot where christopher jones was beaten and killed riding his bike last may. >> you don't see kids walking and gangs on the streets. it was an out of the ordinary thing. >> reporter: today one of his killers, 15-year-old tray robertson goes to trial for manslaughter. he was 14 at the time of the crime. the other suspect, javel george will have a separate trial in october. while the suspects have their day in court, the ray jedy trags the question about gangs. >> we put him in south river to prevent this from happening and it followed him into the streets. >> we don't want to bury our children. our children should be burying us. this , it shouldn't happen. it just should not happen. >> reporter: now, jones' parents and pastor, want to create a more positive place for teens. they're raising money to create a faith-based center called life station where they can learn life's skills. >> anything positive is a positive thing. so . >> reporter: neighbors say a bigger police presence as already made a difference. >> now, again today's trial begins at 9:00. a large crowd is expected to fill that courtroom. stay with us for the very latest. megan gilliland, fox 45 morning news. maryland enlists the help of thousands of delinquent taxpayers in the midst of its struggle it balance the books. governor o'malley announced a tax amnesty holiday. it will allow people to pay back taxes without any delinquency. and delinquent back taxes will only have to pay half the interest. >> the magority of the people in maryland work hard and play by the rules. what this amnesty is saying everybody needs to play by the rules. >> people behind on their taxes have until october the 30th to sign up for the amnesty program. stay with us ronald rhine holtz from the chamber of commerce is with us to talk about the tax amnesty at the 8:00 hour. they're heading to annapolis today. their plan is to present the epa senior advisory for the bay with more than 16,000 signatures on post cards and petitions. the citizens are hoping that the epa will rethe commitment to restoring water quality at the bay. it will follow by a discussion about morning, joel. >> reporter: good morning, patrice. we are armed and not very dangerous. we have the handled held speed guns right now. look at the number we got a little bit ago. it's a 30-mile per hour limit zone. just got 45. that would be a problem if the speed cameras were in effect. you might get something in the mail telling you owe $40. there's a review of the bill that could bring cameras to places like here outside of the calvert high very soon. under the proposal, 12-15 of these cameras would be installed and work on the days of monday through friday, school days. drivers going above the 30 miles per hour, they're getting the picture taken and get a letter sent to them with the picture and the $40 fine. no points on the license at this point. some counties have bringing in millions if this is approved. >> when i talk to people who are in disagreement, just don't go over the speed limit, and you won't get a ticket and you won't be paying any money into the coughers. >> they say that this is not just about money. they say that there's a study that the 60% of the time the tickets are issued to the registered owner not driving the car at the time of the ticket. the deficit amount that the county is getting $23 million. this could bring in some more money and if you keep clocking drivers out here, that is what you might end up getting. they will vote at 2:00. we could get an answer that speed cameras might be coming to places like outside of calvert hall in the future. joel d smith, fox 45 morning news. former vice president dick cheney is lashing out at the obama admnistration saying that a new investigation into the cia taxes is outrageous. cia interrogators abused -- if they have to worry about what the next admnistration is going to say. he week with low humidity throughout. here is what we can expect for today's high temperature. 58 degrees in salisbury, 52 in hagerstown and a cool 46 in oakland, but for the high temperature today, if you're in the eastern shore, you will be getting up to 77 degrees for the cool start. it will get very nice and comfortable in the afternoon. 76 degrees for the central part of the state, and back to the western part of maryland, about 75 degrees there for the high temperature. no matter where you are in maryland today, it's going to be very nice. 55 degrees for the overnight low. a cool night, then, and we will get to the 76 degrees by getting to 71 by noon. 76 probably around 3:00 p.m. and 73 degrees at 6:00 p.m. with mainly clear skies through the day. if you go to camden yards for the 53 miles per hour on 95 in the northeast corner and 50 on the jfx. there was 60 miles per hour on 83 moving through baltimore county. look at this number, 34 on the west side of the beltway. and then a calm 63 miles per hour on 95 through howard county. but we do have quite a few incidents to talk about. we did have construction that wrapped up pretty late this morning. that is definitely causing a few people to be pretty annoyed traveling on southbound 95, right at the fort mchenry tunnel. 895, through the harbor tunnel is going to be the better bet for the alternate route, because it's going to be sluggish from the eastern avenue area. on 95 moving farther up through baltimore county on the whitemarsh, there it is on the southbound and northbound lanes we're accumulating a lot of volume, especially on the southbound side heading toward 695. on the top of the beltway, we cleared out a crash at perring parkway, but it's going to be slow go from towson leading to the previous scene. on the top end from greenspring avenue, nothing to annoy you, just congestion that you will have to deal with there. on the west side, it's at liberty road, it's going to be a nice and calm pace there, the case against mayor dixon. the u.s. official new this morning, negotiations continue as baltimore city and its unions work to close a $60 million budget gap. hundreds of layoffs are possible and some city employees could be furloughs up to 8 days. the city is considering using $16 million in cash last year. there's talk about dipping into the undesignated ac account. the prosecutor abused the grand jury process when he issued subpoenas, but the prosecutor says the subpoenas were properly issued, together, evidence for a new indictment against the mayor on corruption charges. as u.s. troops end their deadliest months in afganistan, the top u.s. general wants to refocus on strengthening and partnering with afghan security forces. read that story and more in today's washington times. july be bed a in. >> reporter: here is the latest in washington today. in a new strategy the top u.s. general in afganistan stanley mccrystal says that the troops have focused 65% of their effort in build and getting support from the afghan population. the pentagon chief is concerned of how the u.s. is perceived by the afghan people. officials sell the washington times is a dramatic shift from the past. so far the general has not asked for more to add to the 68,000 already in the country, but many expect the request to come soon. imagine living approximate in one of the most dangerous places in the world, iraq, afganistan, somalia, the palestinian territories, the united nations staff live and work in these places and more. now the washington times has learned that their security may in from route 50 up toward the 895 spur, we're going a-okay with an 18 minute clip. moving from 70 toward the jfx on the inner loop lanes, that will take 15 minutes. if we're traveling along the morning news. one of the young suspects accused of killing a crofton teen heads to trial this morning. 15-year-old tray robertson faces manslaughter charges in the death of 14-year-old christopher jones. robertson is expected to enter a plea today. megan gilliland is here with the latest. >> reporter: good morning, patrice, the trial starts at 9:00 and that courtroom is expected to be filled with crofton community members who are on a mission to bring back peace to their neighborhood. a wooden cross marks the spot where christopher jones was beaten and killed while riding his bike last may. two teens face charges. while they have their day in court, there's a movement underway to stop the gang activity in crofton. the victim's parents want to open a faith-based teen summer, a place where teens can learn life skills. a bigger police presence has already made a difference. >> people say hi to each other more often than before. >> reporter: one of the accused killers. 15-year-old tray robertson will head to trial today facing manslaughter. his case will be held in juvenile court because he was 14 at the time. the other suspect is being tried as an adult. he will have a 45 morning news. early morning gunfire leaves a man dead in southwest baltimore. police were called to the 3,000 block of prestman street at 3:00 this morning. when they arrived, officers found a man shot in the head. he was pronounced dead at the scene. investigators say right now they don't have a suspect. city police arrest a teenager in a fatal shooting in west baltimore. 15-year-old walter anderson is charged in the murder of michael white. white was found shot in the 600 block of preston street thursday afternoon. he died later that day at shock trauma. detectives say anderson shot white after the two of them got into an argument. a hearing today could give the green light to speed cameras. joel d smith is live in towson with a test of how much those cameras might be needed. good morning, joel. >> reporter: good morning, to you, patrice. this is what we're talking about. we're out at calvert hall this morning. we will show you where the cameras would be if they're approved. we're talking outside of schools. they're trying to see how fast folks are going. if you go 12 over, you're in trouble. congestion, but here is what we saw earlier. 34 in a 30, that would do it, you would end up with a fine in the mail. under the proposal, before counsel, 12 to 13 cameras would be installed in various places throughout the county and they would operate between the hours of 6:00 a.m. to 8:00 a.m. throughout the county. drivers going at 12 miles above the speed limit would get a $40 fine, no points on the license. the estimates have the county bringing in millions if this approved. >> i don't understand. they say in is a revenue generator for baltimore county when at the end of the day it's about protecting our children. >> reporter: critics say that is about a money maker for the county, not safety at all. they point that the cameras issue tickets to the regterred owners. but there's a $23 million difference what baltimore county was expecting to get from the state and what he they will get from the state. they're trying to make up the money anyway possible. some traffic right now. these are the numbers we will get this time in traffic, once again, 40 >> delegate mcdonough and kirk anderson join us for today's house spotlight. >> talk about the impact the death of the senator kennedy on the debate. >> the debate started in the 1910s and 1920s and roosevelt was president of the united states. it continued on with nixon who tried to come up with a progressive healthcare plan. a plan that kennedy voted against. it came again in 1994, when president clinton presented his healthcare plan, and it was those two efforts that kennedy really tried or had said in thinks memoirs that were the most important things during his life in congress. the 3rd one, though, was going to be barack obama healthcare plan. that is the one that kennedy felt. that is the reason he worked for obama, because he felt this would be chance to get universal health care through the united states congress. >> let me bring in delegate mcdonough, what do you think the impact will be on the whole debate? >> at this point in time, zero. historically, ted kennedy has been for universal big healthcare plan. he has been one of the most effective senators for all of the causes that i don't support, give credit where credit is due. what has been interesting over the 46 years that he has supported big government universal healthcare, he has not been able to be successful at achieving it even when there were democrat presidents lick le jimmy carter and bill clinton and he was successful in getting obama elected. i think will be an attempt of politians to use his passing as a sort of influence on the debate. that will pass quickly because the people in congress were not elected by ted kennedy. they were elected by the voters. the sentiment of the voters is starting to have a direct impact on where we're going to go on healthcare in america. >> i do think that barack obama has learned from senator kennedy's failures in the past, with regard to healthcare in that, obama is now dealing with a healthcare issue in a way different than it was in the 1994 when it failed. he has brought on board all democrats and trying to get other republicans to be a part of this. he is not saying it's his plan. he is making it the plan of the congress. >> let's get on that point. because you're tryin talking abt bringing the two sides together. you have a lot of democrats aboard. but senator kennedy had a lot of influence with the democrats and republicans in bringing the two together. can president obama get what they need on the health care reform, without having senator kennedy helping to usher it through. >> reporter: i do think they lose something with senator kennedy, but there's blue dog democrats who are sitting on the fence or are opposed. the republicans are more strongly opposed to the plan as it emerges. eventually we may get a trojan horse which is a compromise, masquerading as a compromise but it's a dangerous bill. that is the thing i fear the most. >> we will have to this is more than my easy button. it's my "save-so-much-on- his-graphing-calculator... look. i made it say, "booger." ...i-can-get-him-a- math-tutor" button. heading toward the beltway. look at this number, a 13-minute commute. so you can definitely expect those morning rush delays there. if you are headed out on the beltway this morning from the jfx toward 70, another slow go. that will take 15 minutes. on the southbound end of jfx, no problems to report. it's just the problems to contend from 695 toward the east fayette street, right now that will take minch minutes as well -- 15 minutes as well. that's a look at the morning commute. back to you. one of the young suspects accused of killing a crofton teen heads to trial. 15-year-old tray neighbors say a bigger police presence has already made a difference. early morning gunfire leaves a man dead in southwest baltimore. police were called to the 3,000 block of pressman street after 1:00 this thi morning. when they arrived, officers found a man shot in the head. he was pronounced dead at the scene. as of right now they don't have a suspect. city police make an arrest on two separate homicides that took place last week. 16-year-old walter anderson is charged in the murder of michael white. white was shot in the 600 block of pressman street. he died later that day in shock trauma. anderson shot white after the two of them got into an argument. two men have ann arrested in connection with a fatal shooting. police followed a blood trail after finding shawn williams shot in the 3200 block of lindale avenue. according to court records, officers ended up on emily avenue and force the their way into a house. that is where they found 28-year-old antonio patterson and 26-year-old ter roan 26-yea. melvin had been shot in the foot. chris brown says that he is still in love with rihanna. he remains in shock about what happened and it's all a blur. he pleaded guilty to felony assault in june. brown made the comments on monday in the first interview since the incident. >> when i look or hear about the police reports, i don't know what to think. i don't know what to think. >> do you remember doing? >> no. >> you don't remember doing? >> no -- i it's crazy to me. i'm like, wow. >> brown told people magazine yesterday that he misspoke in the interview with king. today. we have been out here all morning to see how fast they are really going. i crueted a first grader to help me out. we caught people in a 30-mile per hour zone going upwards of 50 miles per hour. anything over 40 miles an hour you can get a ticket in the mail. the idea is to slow folks down near the schools. that is an idea you got to agree with. >> yes, i got to agree of anything to make the kids saver. -- safer, but i'm not sure about the anonymous tickets without knowing who is driving the car. >> reporter: the anonymous tickets that come in end up being the drivers that are not the owners of the cars. the owners get sent the bill. >> correct. i'm a business owner, so i have the same situation with my company vehicles getting tickets and finding out who was driving that day and identifying the culprit. >> reporter: the state is not giving enough money. it could be a money maker as long as you're not breaking the law what does it matter. >> it's more of the anonymous thing. four horse shoes everywhere they go. they didn't look that lucky then. they don't look like they're that comfortable. this looks nice, lots of sunshine coming your way. high pressure is going to bring us a pretty day, not just today, either, it's going to be hanging around for a while. enjoy it while it's lasting through the holiday weekend. we look at hd radar and you will find rain. if you look south off the carolina coast. that is the only place we're seeing any activity nearby. that would be the nearest rain. our part of the country is looking har good. this -- rather good. this is why, because we have high pressure sitting to the north. getting a northeasterly to the flow, that is bringing cool air. back to the west, bringing the southerly flow to the north. as i mentioned earlier, it's actually going to be warmer up in new england than it is here because of the position of the high. around here, even though it won't be as warm as it is to the north, it's going to be comfortable with the low humidity. the temperatures in the mid-70s, that is what you set the thermostat for indoors. it's close, but it's going to feel very comfortable no matter where you are outside. looking pretty good on the future scan model right now. as we look at the next couple days, it's going to look dry. we went out further and it looks the same much as we look at the bigger picture across the united states, you will find the showers to the south and east and back to the rockies. in between the dry air, it continues to be with us, you can see the carving out of the dry air. you will see the cooler temperatures, it will stay cool. even the rest of this week, it will be slighter than average it will get seasonable with the lower 80s. right now we're looking at temperatures around 62 degrees and 61 in d.c. salisbury the same. out toward hagerstown, oakland, at 50 degrees. for the high temperatures today, you're in the eastern shore, 77 degrees there, with partly cloudy skies, a little more cloud cover, generally nice throughout. lots of clear skies and a few clouds for the central part of the state and out west. the central part of the state gets up to 76 degrees for the high and back to the western part of maryland looking for a high temperature close to the tame same of 75. tonight, mainly clear skies, we're almost completely clear. 75 degrees for the overnight low. down to 42 miles per hour on the southbound lanes and check this out. 28 on the southbound end of the jfx. back up to speed, 55 miles per hour on 83 moving through baltimore county. back down, again, 32 on the west side of the beltway. 62 on 95 moving through howard county. we do have big time trouble on the top end of the beltway. there's ab accident on the inner loop lanes, it's between 83, but this takes out three lanes already. this crash did just occur. we have delays that are already extending from greenspring avenue, leading toward all of that activity. once you hit that west side on liberty road, we have nice company on the inner loop so far. as you can imagine, that is going to stack up, too. pretty much the same traffic pattern moving on 695 through catonsville, all the way down toward 95. 95, and 895, setting a heavy but steady pace moving through the tunnels. our fair shareful volume moving through there, but here it is, no significant delays on either the northbound the state announced a tax holiday yesterday. we are joined this morning with more. good morning, to you. >> happy to be here. >> how exactly does this work? >> with the economy as it is, the individuals and businesses in some cases have fallen behind on their taxes. therefore the legislature passed a law starting today september first through the 30th, that individuals and businesses that have delinquent taxes that fell due before september first of '08 can come forward in the next 60 days with no penalty and only half of the interest rates. that is a benefit to the individuals as well as for the state to get the tax money in. >> they are hoping that these people will come forward and pay something right now because we're that far behind. >> at any point in time there's several million dollars behind on outstanding taxes. the general assembly felt that if we can get the taxes in right now, it would be good for the state and the individuals and help the collection process. >> are there enough marylanders who are behind the taxes that this could make a difference. >> even with the procedures that they have, there's going to be folks who are behind. the report this morning showed that there's 18,000 businesses, 170,000 individuals with delinquent accounts. if we can get a number of them step forward, it could help the state balance the budget. >> there's a 60 day period. how do people go and apply for this? >> what they should do go is go to the controllers website. and they should see a link for the tax amnesty program. they will have to fill out a tax amnesty and 10% of the taxes and interest that is due. get it in the door as soon as possible and get the application reviewed. that is the way to go about it. >> is this the last resort for the state. do we end up losing money or is it at least getting the original tax money in. >> all the tax money will be paid and half of the interest. it's the penalty and half of the interest being into a warmer environment. >> it's going to get warm, not warmer, we are starting a bit chilly for the day, with temperatures in the 50s. 50 only in westminister, 57 in preefrederick. 62 in baltimore and 64 in annapolis, about the same. these temperatures will climb up rather quickly as we get into the latter part of the morning, upper 60s and lower 70s. not bad, looking at clear skies, thanks to high pressure. a pretty day and a hig hot day. topping outdoor today at 76 degrees at 3:00 in the afternoon. it should be a pretty day. and there's more of this on the way the remainder of the week getting into the labor day weekend. candace dold is here with the traffic edge. >> reporter: just call me the bearer of bad news because now we have quite a stir on the neither loop lanes of 83. there's an accident between the 83, and that takes out three lanes there. so that is causing a hectic ride through pikesville. if that isn't bad enough, now we have a new accident in the same direction at 795. from 70 up toward the jfx, look at this, a 22-minute ride. so it is just not the morning for us this morning on the inner loop lanes. now as far as southbound lane jfx from 695 toward the downtown region, also seeing a heavy pace there. that will take 19 minutes. and a lot of cars traveling on the southbound end of 95, from mountain road, down toward 695 in the red as well. that will take 14 minutes. that is a look at your morning commute. megan, back to you. here are the stories we are following this morning. one of the young suspects accused of killing a crofton teen heads to trial. 15-year-old tray robertson faces manslaughter charges. robertson is expected to a plea today. early morning gunfire leaves a man dead in southwest baltimore. police were called to the 3,000 block of pressman street just after 1:00 this morning. when they arrived, officers found a man shot in the head. he was pronounced dead at the scene. investigators say right now they do not have a suspect. a woman is home safe this morning after what police are calling a daring escape from a convicted sex offender. it happened after midnight sunday in harford county. troopers found the woman badly bruised and bleeding near a 7-eleven at the intersection of abigton and philadelphia road. investigators say she jumped out of the accused abductor's car nearby. the suspect paul johnson faces several charges, including kidnapping and assault. keeping your child safe and sound is on your mind 24 hours a day, 7 days a week. september is baby safety month. this morning we have tips for you on how to keep your kids out of harms way. child expert kimberly mitchell is joining us this morning with more. >> good morning, kimberly. >> good morning. >> you brought a lot of stuff. we know that kids are in the bathroom, the ktich evan and crawling around. there's a lot of ways to make sure that they can stay safe. you are going to show us ways to baby proof. >> absolutely. the home is a hazard home. as a professional child proofer, what i do is try to help people with tips and the correct safety devices they can install in their home. what is great for consumers is they can go to the store and purchase the devices and do it themselves. or professional child proofers are spreading across the nation, so they can have it done professionally. >> interesting. some ideas and things you can get when you're going to the store. what things would you get here? >> i would recommend that you lock up your cabinets and drawers to make sure that chemicals and just other items that are not toys are off-limits to the little ones. can you use these latches or have the professionals install latches. also, gating off your stairs is very important. this odd looking device is what is called a gate mount. sometimes parents have a problem installing their gates because they have railing on one side, perhaps and wall on the other. >> right. >> we have the wonderful devices that help you to attach to the rail so the gate can be installed permanently so the little ones who are pulling on? , they can be strong. >> and door handles? i haven't seen these before. >> these nobody covers are so important because it's important to have what is called off-limits room. if you have a gym, a home office, the garage, and even down to the basement, perhaps, it's important to have the little ones out of those rooms. >> there's a lot of accidents that happen at home. i know that every year kids get in trouble getting into places like these. >> shocking, unintentional injury is the number one cause of death for children between the ages of 1 and 4. so being preventive is really the best parenting method. this is an interesting item, because there's a lot of front load washers and dryers. >> yes. >>little ones like to climb into cubbies and holes. these are places where they can hide. and keeping your front load washer and dryer locked is very important to prevent injury. the toilet is a big bucket of water and it's interesting to little ones. >> these are easy to get unlocked. if you are a child, you can unlock these easily. >> reporter: he stumped a few parents. >> that would be the tricky part. read the directions. >> reporter: absolutely, with everything. read the directions for properly installation. baby proofing the home is very important. the televisions can come down will today. it's going to stay that way like i said for the eastern shore. 77 degrees with partly cloudy skies. north wind at 5-15 miles an hour. low humidity for everybody as the temperatures climb to 76 degrees for the central part of the maryland with mostly clear skies and a northeast wind at 5-15. it's more like 5-10 miles an hour wind. 75 degrees for the western part of maryland of even you to the west who start even cooler than the rest of us will warm up nicely. 65 degrees for the overnight low. a 65-degree at 5 to 10 miles per hour. 76, the high temperature around 3:00 and we will i would do a sad face. people won't be happy heading down the roads. 48 on both the 83s, on the west side of the beltway, 29 miles per hour there and the back up to speeds thankfully at 62 on 95 moving through howard county. here is what is happening on, there's a crash on the inner loop of 695 between the 83. this takes out three lanes, and we are seeing delays extend from reisterstown road leading up toward the flashing lights. now if that isn't bad enough, there's another accident on the inner loop direction. that is right at 795. that is just the top end, it's going to be a miserable ride there. here it is on 695 at liberty road and look at the straight stack of cars there from 70 through liberty and eventually hitting the 795 area. the outer loop is pretty slow as well. it reduces more down toward 70 and moving through the catonsville region. if you're hopping on 95, or 895, scooting through tunnels right now, it's busy but it's still moving at both the fort mchenry and the harbor tunnel. on 95, moving through whitemarsh and northeast stretch, here it is on the northbound lanes, you can see, we have a good crowd in both directions. no brake lights to talk about. that you know it. most employers are going to look to start hiring those people in the september, october timeframe. that is to look at. restaurant and hospitality are starting to rebound and they're impacted by the holiday season. that is another good area to loo. >> shawn, let me ask you. everybody is going to be trying to get the few jobs that are out there. people want to know, how do i stand out? how do i get the employers to choose me? >> that's a great question. the first part even taking it one step back, make sure that you're networking like crazy when you go about your job search. make sure that you let the previous co-workers to know that you're looking. the people that you are involved in the community activities. don't be too specific about what type of jobs you want. you want to be the funnel, you don't want them to be the funnel. when you're reading through a job description of a particular company. it's going to be bulleted on the responsibilities. make sure you correlate very closely to that how you're outlining your experience on your resume and be metric focused on how you're describing what your per foreme performancn at the previous employer. if you are a project of manager talk about the peer reviews. you want to be metric focus so it's easy for the employer to see that you were an all-star at your previous employment. >> you all did a survey that shows that most americans are happy on their jobs. is that because they have jobs when so many people don't or is there something more to that? >> great question. bay percent o58% of the people d said that they are happy at the job. 52% that were happy were happy because they found personal satisfaction. that doubled the people that said they were happy to have one. most people are happy just to
