And they need to be aware of whats going on and do things they can to protect themselves. We heard the Health Department say that this outbreak is not related to the last months outbreak but they are both in the bronx. Is this just a coincidence . Well, you know, theres a couple of things that are probably going on here. One is each year in new york city there are two or 300 cases of legionnaires disease and theres no part of the city that is more tuned in right now bronx. So they are testing people, they will pick up an outbreak that some areas may have what the Health Department is doing now is they are looking to see is there something that connects these people. The Deputy Commissioner said these people do not live in the same building but they either lived or had visited the morris park area so they will look to see their connection, towers. Hoping to get a bacteria islet from one of these patients so they can match it to a cooling tower and figure out whats going on here. Briefly anything that people can do to protect themselves . The key thing is to watch so if youre in a high risk one of those high risk groups and you have flulike symptoms, shortness of breath, high fever, muscle aches, headaches, get tested. Theres an antibiotic that can be used to treat this infection that its very important that you get that so you dont want to ignore it and think its just a bad cold or early flu. People certainly taking a close look at that. More coming for sure. Thank you. Now to the exclusive video of a massive piece of Construction Equipment that fell in midtown manhattan. Take a look, you can see people on the sidewalk look up and then right there that piece of equipment comes crashing car. Hoffer in midtown with new video and new information this jim. Reporter you can see this heavy piece of Construction Equipment is exactly where it was seven, eight hours ago when this accident occurred. Thats how big this drill is. Its a construction drill, weighs about 41 tons and its presenting quite a difficult challenge for those people here trying to upright this thing and get it out of here without causing any more damage. Now, as we mentioned, this is the drill that drills pilings, big holes into the ground, the pilings are then placed, it becomes the foundation for what is supposed to be a luxury tower hotel here in midtown south. But today at around 8 45 something went wrong here. This drill tipped backward, crashed over onto a police van and onto the sidewalk. As we said, we have obtained exclusive Surveillance Video and if you take a look at that, it captures the exact moment this accident occurred. You can see the huge drill tipped back, its boom crashing down onto the sidewalk, it misses two people by seconds or by feet, however you want to measure this thing. It was close. Theres no one stopping been catastrophic. Planning, poor oversight and negligence on behalf of the people involved. Reporter now, i dont know if the photographer, brian white, if you can zoom in closer because we want you to get a sense of how massive this drill is. Its called the casa grande and it is as big as a house, bigger, in fact. As we mentioned its 41 tons and they had to call in a master rigger here, someone with incredible skills in crane and drill and moving of heavy equipment to try and figure out how to get this thing out of here. We should tell you that the Buildings Department has placed a stop work order here, all work is stopped at this site and they have also cited the contractor with a safety violation. The construction contractor, the general contractor, is flint lock construction, they are out of mamaroneck Westchester County and they have a recent history of safety problems. Earlier this year they were fined by the Labor Department some 20,000 for failure to workers at another site, but get this, in 2013 they were slapped with a quarter Million Dollar fine for, again, failure to provide fall protection to its workers. Now, no accident or no injuries, i should say, here, fortunately, but, as i mentioned, there is a stop work order now and we can also tell you that the big question here besides how did this happen, it is starting to lean towards, no pun intended, lean towards human error but the other big question is why was that sidewalk allowed to remain open for people to walk by when this huge pieceequipment was being moved . We will take a closer look at that coming up at 5 00. For now live in midtown south, jim hoffer, channel 7 Eyewitness News. Jim, thank you. General assembly he was going to be more blunt when addressing them and he didnt disappoint. He told the u. N. Its work is incomplete when it comes to dealing with the refugee crises. He says conflicts and wars are forcing innocent people to cross borders on an epic scale. The president told leaders they must avoid going back to the, quote, old order. He also scolded russia for acting to destabilize several countries including syria. We must recognize that there cannot be after so much blood shed, so much carnage, a return to the prewar status quo. Cant simply pacify the broad majority of a population who have been brutalized by chemical weapons and indiscriminate bombing. It would be a huge mistake not to use the syrian army in the fight against isis. Within the next hour president obama and putin will have their first sitdown meeting in more than two years. David. Turning now to the race for president , and today we got our first look at how donald trump says he will grow the American Economy if he becomes president. Trump unveiled his tax plan and among his ideas, no federal income tax for people who make less than 25,000 a year. Instead, he says, those people will be able to send the irs a form saying, quote, i win, his words. Political reporter dave evans here with more. Dave. As you know, trumps tax plan is indeed much simpler than the camp indicated process we have to go through every spring. He will pay for all of his tax cuts and changes because he claims if he is president we will all be enjoying a much higher than expected growth rate in the economy. Donald trump today unveiled a tax plan that could cut taxes for millions of americans including the very rich. It will be simple, it will be easy, it will be fair. Reporter his plan means a couple earning less than 50,000 a year would pay no tax at all. The top business tax would go down to 15 and it would cut deductions and loopholes. It reduces or eliminates most of the deductions and loopholes available to special interests and to the very rich, in other words, its going to cost me a fortune, which is actually true. Reporter actually, thats not true, because trumps plan would cut the top tax on the very wealthy thats currently almost 40 of income all the way down to just 25 . The other news today, a new poll showing trump essentially tied with that other outsider, retired surgeon ben carson. I think it says a lot for the American People because it means that they are not necessarily listening to the pundits, but they are starting to think for themselves. Reporter behind trump and carson, marco rubio, Carly Fiorina and jeb bush. Compare that to july and how the numbers have changed and shaken up this race. Perhaps thats why trump and rubio are going at it now. Last night rubio called trump part of a freak show. Well, now, senator rubio is a lightweight. We understand that. Reporter but trump can always surprise and make you laugh. Today this answer when asked why cbs supposedly was so nice last night to sad putin on Vladimir Putin on 60 minutes. Why is he haar on me harder on me than putin . Because putin is a nicer person than i am. Today is actually his third major policy proposal. He has offered proposals before on immigration and guns and today taxes. Also although trump still maintains a lead in this new poll, he is not nearly as far out in front as he has been in other polls recently. David and liz. Thank you, dave. Hes going to jail for helping two convicts break free she is going to jail for helping two convicts break free. Hear from joyce mitchell. Pope francis is back at the vatican tonight after his whirlwind trip to cuba and the united states. This afternoon mayor de blasio called the popes time in new york a big success. I heard from people all around the city of all faiths how much they appreciated the popes example and what it meant to them to have him here in the city. On the plane ride back pope francis said new exuberant during a wide ranging the pope defended the fact that he con sold rather, counseled them over the sex abuse scandal but for the first time he said those who covered up the abuses are guilty of wrongdoing. Among the dozens of children that the pope blessed during his trip was republican president ial candidate Rick Santorums daughter he carried bella up in his arms, kissed her, blessed her, tears of joy all blessings of this holy and precious father. There were so many memorable moments from the papal visit. For me right here, this one gets me going, who could forget the 14yearold bobby hill singing acappella in front of the pope. He was chosen to perform just five minutes before he needed to take the stage and he just knocked it out of the park. The pope meeting a mini pope of sorts. I love that. Its great. And the smile. Yeah. Look at that smile. That theres a lot of smiles involved with this trip. There really were. So many people were so happy on friday as they were gathering outside of our studios. It was awesome to see. David, firsthand, you were fantastic in east harlem outside of the school. Great event. That was really to me one of the great moments when he got the Technology Lesson from the student and the environmental i love it. You double click it. You got to drag. No, no, no, not that one. Was really great. It was awesome seeing her face kind of like get really wide as she looked at the pope it was just fantastic. Great to see. Yeah, it was exciting. Now we get back to business here and liz was 90 cents enough to raz liz was nice enough to raz me when she got work today. I am. We have a total pattern change today for the year we are down 8 inches of rainfall, we are going to make up a good chunk of that, maybe not all of it but could we get half of that as we go through the week . Not out of the question. We go outside and look at a beautiful view of the meadow. This is actually the sunniest part of the day so far and its warm and humid out there and still feels summery as we try degrees. We are in the upper 70s right now with a light wind, in the low to mid70s on long island. We had a couple of sprinkles over parts of Nassau County into new york city, connecticut and westchester as well, 76 in andover, new jersey, 78 in newark. So warmest part of the day and its been a while since we have had the dew points in the 60s and thats why it feels warmer, rather humid out there. Partly cloudy during the early evening and clouds are likely to thicken up again. Dont be surprised to have a shower even tomorrow morning. I dont think we are talking about heavy rain but i would Start Holding the umbrella and make it a staple of your wardrobe over the next five to seven days. Shower anytime tomorrow but more run at that 80degree mark. You can see a couple of sprinkles near trenton right now and also a few that went through new york city that are now over northern westchester going into Jefferson Valley and then a couple near brewster and carmel and up into northernmost fairfield county. Whats happening is that great looking high which gave us extended dry weather and sunshine pulled offshore and now the wind flow is coming off the atlantic and the humidities start to increase and we are going to start to get exposed to all this mess to our west. A pretty good front there and thats going to scoop up the atlantic moisture. That will be our fist soaking first soaking and that comes in tomorrow night through wednesday. The front stalls over us and then all types of moisture sources, whether its the gulf of mexico or tropical depression 11 due to become Tropical Storm joaquin. Good chance of that later today and if that moisture starts getting involved, then we have several chances at soakings and in the worst Case Scenario that tropical depression or Tropical Storm makes a run at the east coast. We have to watch that later in the week. Tomorrow 81 degrees. Its more clouds than sun but also some sunny breaks, warm and humid and low 80s. Have the umbrella for a scattered shower. Then watch that area of lower part of your screen over the virginias, watch how that rides the front and goes right on top of us tuesday night into at least wednesday morning, may linger into part of the afternoon but a rare soaking and thats going to be a tough wednesday morning commute and then there are several rounds of rain that will occur after that. So tonight a lot of clouds around after we get to the partly cloudy evening, its warm, muggy, theres a spotty shower around that could last into the day tomorrow. Plenty of clouds but also a sunny break and like today we make a run at that 80degree mark. Considerable clouds, rain that becomes heavy tomorrow night into wednesday morning, worried about ponding on area roadways and coming up at 4 30, when we get the gulf moisture and tropical depression potentially into the mix, are we going to have to deal with this rain into the weekend . This could be the longest damp stretch, guys, in many months. Ill explain that in our next half hour. Meanwhile enjoy what you have here which is warmth, mugginess and still summery but not for long. We need the water. Guess we need to wave goodbye to summer officially, to summer weather. Back to work. Thanks. A discovery on mars is now raising hope in the search for life on the planet. Nasa says it has found evidence of water on mars, something scientists have been talking about for months. Little bit of haze over midtown, its humid out there, 78 degrees, partly sunny skies, southeast wind very light right now. September rainfall running nearly two itches above inches above afternoon inches above average. When you look at the last time we had five Straight Days with measurable precipitation, you have to back to late december leading up to christmas last that here over the next five to seven days. Our temperatures are nice and warm right now, we had a couple sprinkles that came through earlier, rain is to the west right now, this seems to be Holding Together as it might reach the poconos over the next hour or so. Theres a spotty shower threat overnight but what happens is now that we dont have that protection of high pressure, we have exposure to everything going on to our south here. That includes disturbance, low pressure over the gulf of mexico, unlikely to become a tropical system. Then you have tropical depression 11, this could become juan joaquin during the evening hours. We would be in that cone, becomes more of a post Tropical Storm as we go into late week but now actually looks like the new advisory was just factored into this graphic and it looks like the Weather Service now, the Hurricane Center has a Tropical Storm off our shore as we go into saturday afternoon, so this is a new development with this, just in the last few minutes as the new advisory came in and it looks like its still tropical depression 11 but forecast to become joaquin anytime soon. Thats a concern over the upcoming weekend. Planner this evening, 70, some patchy clouds, humid, red sox, yankees are fine in the bronx. Weather wheel through tomorrow showing clouds, a little bit of sun and also an occasional shower at times, not a washout, still warm and humid around 80 and then later tomorrow night in. Watch this futurecast. Have the umbrella tomorrow just for a passing shower, a lot of time its fine, you might need the sunglasses because we are around 80 degrees with breaks of sun. But that could spark a couple of showers. Look at the heavy rain that moves in tomorrow night, especially into wednesday morning, still some lingering rains in the afternoon hours. And look at what the futurecast rainfall amounts. Heaviest north and west could be few inches, lighter amounts to the coast and then that potential for heavy rainfall late week into the weekend and tropical depression 11 become joaquin and make a close pass looks a lot different than any seven day we have had over the past month or two. You see showers today but also a break of sun, 81 and then goodbye 80s, hello 70s, soaking on wednesday, still damp on thursday, more rain possible on friday, 60s, and then we have to then we may have to watch weekend. A lot on our plates. Youre making up for friday. Yes, i am. Got a pass and now working. Payback. In the social media numbers and the social media numbers are in on the popes visit. The u. S.
