Good morning at the march 27th meeting the cac supported the commission of 1. 6 million in pop up loans and allocate 2 million in the prop aa funds for the oak daily lighting we support the construction contract with the builders and the contract amendment unintelligible for the yerba linda island hillcrest project and adopted for the 202324 and focus to the discussion on the northbound geneva offramp a long and productive discussion with the participates with the Committee Members and strong disappoint that the r50e78dz were focused to protect the pedestrians in the area. microphone feedback the will represent for the neighboring district 7 in particular not supportive of the recommendation mid and long term the experiences are pedestrians on the offramp crosswalks and this on ramp crossing lights is knocked down several times by cars and closed offramps and on ramps and the recommendation to close the onramp in the 2024 circulation study and members related that the nearby senior child microphone feedback are vulnerable and this cac voted to pass motion in support only of the new term Study Recommendations that will been employed and urge the Transportation Authority to phase three study and urge the agency to approach the improvements for safety for potential developing solutions and microphone feedback want to conduct Safety Engagement and support for the study i know a lot of members support. I think we have march watts our sacramento advocate remotely. And martin our principle planner inperson starting. Thank you, chairman and commissioners on the agenda this morning in the legislature state Legislation Program are three items theyre on table one in your packet that is Assembly Bill ab 1777, ab 3061, and sb 1031 by wiener and wahab and martin will be discussing that particular bill other discussions. In addition there will be an update on a bill on the watch list think table 2 and ill be presenting that so indicate where we are on the list process and april the end of april is the due date or deadline date for bills introduced this year to move to their policy out of policy committee to the finance committee or the board were seeing a lot of builds moving through the process rapidly and and few coming up next week in addition the state budget has processed for this past week and when the governor and the legislators adopted the early action item program that netted 17 million of closing in terms of the overall deficit and waiting for the april department of finance letters and my revise the letters in within the next three or four weeks. Unfortunately, in the budget one billion dollars in formula funds for transit was part of 17 billion um, deficit closing. So well see how that progresses through the process . Just step one and the bill should be approved this week. In terms of the legislation table one i mentioned Assembly Bill ab 1777 by mr. Its on the tip of my tongue and about bills basically are all around the world the inauguration of the Autonomous Vehicles and moving as we indicated and on the watch list and the staff approved those to support if amended or seeking engagements Assembly Bill ab 1777 addresses a range of issues for enforcement and civic Center Procedures as interactions with the Emergency Responders and as well attempts to insure that the jurisdictions has information they require to better understand what is going on with the next of ab on public revise staff working closely with the office with mta and the Attorneys Office and on the stakeholders to refine the language in the bill and make that more workable for First Responders and others in the industry. The hearing is april 22nd and if there are questions need more detail amber is available for a little bit more thoughts on the nature of the amendments decided at this point and um, moving on to ab 3061 staff is recommending that moved from the watch to support ceqa amendments position so will be a request for approval of those at the end of presentation. This bill by mr. Haney focuses on the data reporting. And requires ab companies to report violations and other collisions and the disengagements theyre experiencing with the automatic matted driving systems and working with the next amendments will be refining the bill with additional reporting requirements in the Assembly Bill ab 1777 the bill had its first hearing and passed one to two and the bill will go to the Assembly Communications and committee next week to meet the deadline dates. As i indicated at the top im skipping over the bill by senator wiener sb 1031 as martin raising will be available for more detailed presentation the third 0 one is two three 7 this bill is on the watch list not a recommendation to change that if staff wants to make sure youre updated on what is bill is doing had it was on the watch list is amended to flush out the bay area to and in the state statute. There is one technical error in the way the bill is drafted. The 10 Transit Agency including the in addition to the m t c director are appointed to the advisory body missing one seat and discussions with the office says this is a oversight will come as is bill move forward and i think at this point no questions on the details im going to turn it over to martin on this sb 1031. Sfgovtv i have my slides up to date pulled up good morning chair mandelman and commissioner melgar im the planner for the Transportation Authority im to provide a brief overview and have this authorized starting with bodyguard as you can see the covid had a Significant Impact across the country like the fiscal year quacks in the bay area and transit agencies had a shortfall of 6 million annually in fiscal year 27 and short term relieve for the agencies for the budget act and sb one 25. And in january 2, 42 bills introduced around and senator scott wiener introduced this authorized the measure and wahab introduced 926 for the transit agencies both bills on the watch list. And in march bills were combined to sb 1031 is a complex bill and it really is working for the legislation to combine one bill. The first component will author a measure in the bayview for transportation serves as soon as 2026 and could come forward to qualified ballots for all 9 bayview counties. And a minimum of 750 million to go towards transit to fund the Capital Projects with the majority to bart which carries the offer loading authority. Second the bill will codify and expand for the m t c for the Network Management for and to condition the existing funding whether or not the Transit Agency is complying with rules and regulations for the consolidation by 2027 it is important to note for this component that narrate wahab indicates to insure the bill didnt presuppose the comboels and make Transportation Demand management status ordinance which requires employers to encourage the employees to take transit is allows m t c as part of the regional to require large employers with 50 or more employees to purchase a pass. We are recommending the board seeks this position for this bill and intend to have a discussion we want to make sure your honor, funded mandates as a result of exploitation of the Network Management policy and like to see language that holds operators harmless and two to make sure the transit operators are represented in any governing body within the Network Management and three, we would like to make sure any assessments or plan around consolidation should consider other strategies that helps them reach the goals. Um, i do want this body to know and the public to know that caltrain expressed concerns about the language requiring a study for validation and actually at the caltrain board we took action he supported the board supported a position for i support the language in todays resolution a little bit different but wanted to make some comments about that language and had conversations with senator wiener theyre having conversations with senator wahab to work out the language and support from the region but make sure this is in the hearing. City commissioner walton for that comment and im going to move to continue my resolution today and look forward to the next week to incorporate the language in our board of supervisors resolution. Hi, good morning commissioners owe presenting for allocation of funds for prop l and prop aa is he the first request four Public Utilities commission or one . 6 million for various locations for number 62 pop up request and funds the demolition of three 4 blocks and programs and new sidewalk construction along that that and Public Utilities Commission Signs a Pavement Condition every two years and the score from zero to those scores assists for implementing the pavement and strategy of the street by finding the right rice and the streets are selected by prepares of transit and bicycle routes and others the pc i score the location proposed in district three, 5 and 6. Can be found in the materials and finished by march of 26 the next request this morning for prop aa if Public Utilities commission and in the vehicle registration fees for 1. 2 million to conduct the improvements loan oakdale avenues and replace the arms on the street lights and 9 new rice lights with the revise an oakdale between 3 and 12th street and improvements was the priority for the Transportation Plan that was adopted in 2020 will make it safer in 2022 the ta program one . 6 million to install close to 50 new lights and funded by prop l and able to obtain many of the light poles and based on the forms found additional lighting beyond the scope so all that will cost the concept but still accomplish the extra lighting and meeting the standards that is expected to be over in 2026 with that, any questions or the project manager is available as well. Um, i i cant overstate how for the you pavement renovation for prop l to the voters i dont know that um, necessarily people would have thought of that as did pond pavilion lofts showed people are committed to keep the 60 streets we go forward and do additional transportation measures make sure were continue to find people if our committed to getting our streets in better shape and we believe in. Is sweetened when we put in the streets from pavement improvements so glad to see that in there and commissioner peskin. Thank you chair mandelman i want to question on the width a about how much bachelor of those in district 5 the phrasing the candidates i want to understand we can count on that list being done. Some language afterwards about the improvement and so forth i obviously not everything goes as plan but equity for the public and the folks in my district can count on that work being done at the location listed. Those are as committed on the locations we do have that language in there so several our cooperation never stops it starts from the planning phase and continues throughout the lengths of the project and we tried to um, coordinate in planning and design and a lot of times are unforeseen Construction Projects that um, slip through the cracks or were not notify the pop up can be Utility Company or which at that point we sort of we assess the situation and but in some cases may require us to sort of delay our scope and the other scope of work to begin but didnt happen often but uncommon situations but i think it popups once upon a time, but in general as i mentioned good at that point. Good morning chair mandelman and commissioners Deputy Director for the projects and happy to share the slides. Here to request the board approval to award the contract for the as well as the construction for also for the design support and construction next slide, please. All of have seen that slide many times the overview you look at towards the top right hand and bottom left of this slide getting west started San Francisco todays focus on the area captured in green that is for prop aa and the bottom of the slide on the in between the west side bridges project on the left and the south gate on the right you recall last may we got our approval and well on its way in construction next slide, please. Here you can see the version of the hilcrest road improvements what is a shown in red is the lanes the vehicle lanes but what is more importantly for us is shown in green the class bicycle lane that is proposed. And it connects from the west side bridges contract on the left but it is connecting to the Facility Center now open for the east bridge and allows the bicycles to have a longer than stretch on island were looking forward to that project. Next slide, please. Um, youve seen that slide but for accountability sake remind this board we sought our exorcism for the increase of scope and clearing throat and receive additional funding to provide Additional Space on the roadway shown on the top the original scope that was being proposed but were doing now is were creating that space for future multi use pathway the only thing not done on is the barrier but ample spaces for bicyclists to ride next slide, please. Here as you can see the photos of the challenging terrain upper left another challenge with the portal and for vehicles pursue traveling on the bay bridge and then the tight access that is on the bottom next slide, please. Um, of course, we need to thank our partners the stakeholders i do want to highlight California Transportation Commission theyre one of the partners were able to recently receive approval for the 6 million that was part of the effort of providing that compromise for the multi use next slide, please. So for the procurement need to start with the fact we have an engineers estimate of 21. 1 million and we took the initiative of creating a this is a nonfederallyfunded project we are not to have that requirement but add an across the nation aspirational goal for the goals of bids but still want to ask bidders to provide their best efforts in providing dbe and unintelligible we received put out the invitation in january and received the bids next slide, please. Um, we received two bids and the lowest of the two is the builds in the amount of 22. 1 million and the second bidders is the bridge for 23. 9 million next slide, please. So here as you can see background noise. our proposed budget and what we feed to state that um, both bids we received were slightly over our engineers estimates. And remind it was 21 point plus Million Dollars the difference is under 5 percent we were able to kovrp coverage through our allotment and to be able to to suite to the boards approval for the bay contract is equal from the lowest bid the additional construction allotment 4. 5 and brings us to a total construction of 26. 6 next slide, please. Here as you can see the funding plan and the funds weve received and also remind the board that the 30 million for the first column that comes if the Housing Community apartments from the state and construction grants i i g that is basically the anchor to proceed we have a timeline that is making sure that we continue to move forward in this project and the 2. 6 i referred to earlier we have prop k fund 4. 5 and Treasure Island Development Authority next slide, please. Subject to the board approval again, this is our schedule and proposed next steps and the construction contract will be awarded this month and the construction next month with the completion in spring of 2027 we need to amend the contracts with the designer to support us during construction bikes in the amount of 750,000 bikes and studying the goals and also would like to extend it duration of their contract through december of 2027 to match the construction date. Next slide, please. Of course there is always risks in um, executing projects but we want to highlight just some additional risks were working on. With staff everyday working with caltrain and that is where objecting the encroachment permit and work over the bay bridge and also a coop agreement to utilize the 2. 6 million and with respect to revolve those risks not this month by certainly in the spring show were asking for board approval to show caltrans the importance of meeting this timeline next slide, please. And to seek ward in the amount of 22 point one Million Dollars for the 4. 5 million also to approve the contract amendments that whm corporation for seven hundred and 50 thousand and authorize the director to authorize the improvements for institutional. And we have lilly our finance manager to introduce the item and good morning chair mandelman and commissioners um, today, im here to present the proposed fiscal year 2023 24 Budget Amendment it is an opportunity for us to take changes in revenue trends and recognize grants or other funds were awarded us subsequent to the adoption of annual budget. Pleased to report the proposed amendment is a standard one. Your fiscal year from july 1st to june of every year and amending the fiscal year 2023 24 to increase the revenue and by 9. 4 million and decrease others by 15 million ill go over the changes in revenue this slide is the revenue since the adopted budget in three columns and in gray and our largest appears to say trending lower than budgeting based on the tax revenues for january 24th and presenting this to decrease by 5 and a half percent from one hundred and 12. 4 million to one 06. 2 million the sales tax to a shift if encumbers buying taxable and nontaxable by travel and healthcare. In addition the inflation rate came down so no more significant a sales tax driver and the return to workplace it is travel and International Travel have been returning slower than than anticipated aligned with the city Controllers Office. And next projecting a decrease in the Traffic Congestion or 16. 8 percent by the adopted budget if 10. 2 million to 8 point plus Million Dollar and based on revenues and aligned with the Controllers Office estimates. We are project by project an theyre in Program Revenues of 12 from 55 to 67 million that is mainly related to grants deferred from last year and new grants since we adopted the budget. Next slide, please. Ill dive into the Program Revenues and anticipate collecting an additional 23 million in federal funding for the cal state realignment that was deferred from the prior year and the west side bridges project were prairie federal and state grants not requiring a local match a decrease of 10. 3 million for the federal grants but also increasing federal highway programs and state prop 1b granites by 12. 3 million and the w b i prong the California Transportation Commission coughing are the transportation grants to us at march meeting and anticipate receiving 6 hundred and 65 thousand dollars next year the design phase. And several in and out sales tax we anticipating those projects for approximately one hundred and 45,000 and continued in the next fiscal year. In terms of xuchz proposing to discharges the expenditures by 9. 4 million or 3. 6 percent coughing to 250 million and the largest changes are adjustments in project costs budget under the congestion vacancy management 2 to 3 impact but the costs will be shifted to spend in the next fiscal year. And for Capital Projects several projects activists deferred to next year this includes the 9 million for the west side bridge and several were greater than planned by the overall construction is still on schedule to be led for the w b i believe to theres and this is to coordinate with the u. S. Coast guard for the south bay project and for the construction bid package for the bill has been delayed by and quarter we anticipate advertising in moa. And the pennsylvania bridging studies coughing to decrease by nine hundred 20 something thousand for the services for the spring of 24 and though were project by project an increase to the w b i project of 2. 7 million we begin the construction phase with the concurrent requests for the contract award presented early for the capital project. Major changes in administrative operating costs with a decrease for departure from staff vacancies and hiring of any positions since the revenues total one hundred and 89 million and 250 million we anticipate the um, level of cpa Capital Projects the needs draw down up to 60 millions from the resolving credit Loan Agreement that is 50 million less than the adoption of budget it is due to a higher balance at the beginning of fiscal year and the anticipation of the larger payment for the south gate realignment project and continue to monitor the Capital Spending during the remainder of fiscal year and return to the board to request approval to draw down that concludes my presentation. I hope it can shine a light on San Francisco and how they take care of the drag community and the lbgtq community. I hope that i can help carve out this position and create a role with programs and events this can be passed down to future drag laureate this is come after me and can set a stage and standard for what this program is in San Francisco and national low and inner nationally.
