Commissioners thanksgivings for having me. I have to run we are actually in 5 minutes starting the budget deliberations for the fiscal year including the rec and Park Department this year so have to get back to that. I want to speak on the item with fran cisco park [inaudible] this is an agreement two years in the make and i want to thank the staff. [inaudible] in particular who has been instrumental making this happen so want to thank everyone. They are going to give a generous gilf to our city to construct the park we talked about a few years ago and appreciate all your support for that. Bh the time came to vote on those matters we all know the need fo open space and this will be a incredible highlight for our entire city when it is built. Im incredibly excited and this shamilestone in the process. The next step is out reach to the community about the final design the park. They will start now with this in place and once approved 25 Million Capital Campaign to finish the fundraising off. No small task but have aheard start and excited where it will go and be back to the commission when that is finished with concept divine. Im just here to say thank you for hearing this today. Please know my office will continue to be involved as they have been. Last, please address your comments to the commission during Public Comment on items in order to allow equal time for all. Neither the commission nor staff will responds to questions during Public Comment. The commission may ask questions of staff afterPublic Comment is closed. With that in mind, we are going to item 2, the president s report. Just like to [inaudible] Vice President s report. I want to acknowledge our colleagues commissioner mcdonnell on just a great feat. He finished the aids ride and it is a remarkable story. Commissioner mcdonnell would you like to Say Something . It was a incredible experience. 2500 riders and 500 miles from San Francisco to los angeles [inaudible] the community of folks supportive of each other. Probably the most poignant moment is appreciating the fact we are far from the stigma associated with hiv at the onset, there is still a community of folks living in isolation and inside this bubble they receive the support that sustains them so i was proud to completed it and look forward doing it again. Thank you and thanks for your effort and support sharing that community especially in light of our current times we are going through. That is a remarkable feat and a Great Community erfbt. Effort. I see the general manager arrived. Are you done with your report . Any Public Comment on this item . Being none, Public Comment is closed. Now we can go to item 3, the general managers report. Walking right into it. How are you commissioners . Good morning. It sown to me commissioner mcdonnell you were talking about you ride. Yes, sir. I was going to start by congratulating you on your ride and how proud of you we are and as i think you were talking about as i walked in it could not have been a more poignant time which makes your participation all the more important and special so congrats. I got to follow you on facebook quite a bit and you look good in those shorts. Ill stop there, but we are very proud of you at the recreation and Park Department. [laughter] one thing to celebrate which is completion of commissioner mcdonnells ride last week San Francisco voters scored a huge victory for parks and we can talk about it again because we are no longer on the ballot. We are approvered by about 60 percent of the vote. Prop b amend city charter to extend a open space fund until 2046 and gives a baseline that increases by about 3 million a year each year for the next 30 years. This is very very very significant. It protects the parks from future recession driven cuts which is something the commission grappleed with over the last 6 or 7 years and guarantees of 15 million a year to address differed maintenance and that for us is what makes this special. This is not a huge amount of money that our budget increasing every year and have to absorb or own expenses, it is stability and prioritization of something that matters most to San Francisco park user which is taking care of our assets and parks and the things in them. The measure also calls upon to develop Equity Metrix. I think you should feel very proud of the amount of planning this organization has done in recent years with the completion of the Strategic Plan. I think the additional steps will make that planning more robust and very significantly make sure that we are making Investment Decisions that are based on data and based on the premise that it is so important to invest in the parks and communities that need them the most and think the Equity Metrix will help us get there. We have a number of people to thank. It is game night, so im wearing gold here. Like the Golden State Warriors who captivated the world with teamwork prop b has strength in numbers and required the effort of a lot of folks wurbic towards a common goal and want to start with you. You provided us with incredible leadership and guidance and support and you have helped bring our very Diverse Communities along to help understand how our organization works. It is relevant to their qualityto san franciscans quality of lives and this would not have happened without your guidance and leadership and i want to really articulate a very sincere thank you on behalf of the department and park users everywhere. I want to thank the bayer mayor because at the end of the day without his support it isnt on the ballot. He cares about infrastructure and quality of life and basic things that improve lives. The board of supervisors, mark farrell was tenacious making sure this happened but this was supported by a super majority of colleagues on the board so want to thank them for their support. The San FranciscoPark Alliance was probably a watershed moment for the non profit partner. They stepped up ichb a thoughtful and graijs and caring and determined way and effective way. They demonstrated leadership, advocacy, policy, policy guidance, they devoteed resources and most of all they were a trusting collaborative partner and we are very grateful to them. I want to thank the many employee organizations that supported the measure included spirfckly local 261, which demonstrated remarkable leadership on this and fought to make it happen. Overalllet me continue, members San Francisco unified School Board Commissioner men doza was a champion. [inaudible] we had Community Based organizations that fault for Sustainable Resources in all the neighborhoods. San francisco voters. Wouldnt have happened without folks who showed up and voted. San franciscans care about their parks and invest in the parks. If you look at the 2008 and 2012 prop bond and proposition b and beach la ndsed up on the ballot, we have done well when it is time to go to the ballot. Lastly and i think more importantly the men and women who work in our department. They bust they their humps every day anhave high expectation with the bearest of resources and you should be very proud of the sweat the men and wem omen put in every day so we are very thrilled. I mentioned the warriors so let me continue along that front. They attempt to clinch their second nba teatal tonight but want to just thank my team and a few of our partners for our effort to host a free public viewing party. [inaudible] commissioner mcdonnell was on his bike not paying attention to his duties between san louis bisbo [inaudible] i guess we are now. So, within about 3 days we were able to put something together and that really speaks to the resilience of our team and i want to particularly thank lisa branstan and nathan [inaudible] from the Partnership Division who literally dropped everything and said lets do this, this is the right thing to do. I want to thank bob [inaudible] and recreation staff, they were out there as they always are and brought basket ball hoops and arts and crafts and Face Painting for kids. [inaudible] Property Management division to make sure we have lots of events out there. This is a very busy week for us at the civicsenter and dana was able to work with some the folks that he already made commitments to use the space and carve out just a little room for this event. Alex [inaudible] public and policy affairs team quhoo did logos and graphics and marketed the event and marcus and park rageer tooz keep it safe. We had help from the San Francisco police department. [inaudible] i want to thank Planet Entertainment who stepped up to help fund the endeavor. These things dont just happen like that and the Park Alliance do want their support so we were able to turn this around very very quickly. We had about 1500 people out there and it was a happy incredibly diverse joyous evening. It was great when the city hall lights went on in blue and gold when the sun went down. It was rec and park and [inaudible] the city at the best. Thank you for the spur to get us going. Eric, you probably spoke about the poignancy of your ride culminating with the horrible events in orlandofelt i want to touch upon that and celebrate this month is pride month and it is more important than every to stand with our Lgbt Community and celebrate event for inclusiveness, ownenness, freedom and community and there are a number of events going on including women on women dodge ball this friday. June 17 ature reeka valley rec. Photo exhibit celebrating pride. We have the transmarch at dolores park june 24. The [inaudible] at dolores park. [inaudible] the pride celebration june 25 and 26 and you should know the flags are up but half mast and will light up the conservatory of flowers in rainbow colors throughout the month we are excited about and think coit tower will be lite in one or more rainbow colors dependent how effective we can program our piece of equipment. July is partial National Parks and recreation month so what better times to celebrate parks . The full house of park loving people you are all excited july is parks and rec month. The national rec Park Association brings awareness and celebrate all the of the great work the urban parks do. In the coming weeks we will present out a calendar of july events celebrating from Community Garden days to free play day in the park and coming up this july, San Francisco is the International Home and host of the baseball for all which we are excited about and more to come on that. Summer is in full swing and as a reminder this summer we are here today operating 92 different summer camps all across the city. More than 15,000 registration. I think we have close to 10,000 kids this summer including 1200 children who are in the learn to swim programs, over nearly 5,000 summer scholarships totally 3 3 quarter a million dollar. More than 1100 families registered for camp nather the summer and by the way, in haun orthf fact that it is the National Park services centennial celebrationi am about to Say Something controversial, the first head of the National Park service was stephen nather so this is a reminder that it is still subject to debate and encourage people to debate, we go to camp mather not camp maither. I know it is controversial. And then next wednesday on the eve of park squz recreation month, in partnership with this commission and local 261 we will host the 8th annual william [inaudible] at the club house. Each year we recognize the top gardeners in the department and thank them for their work over the past years and continued commitment to providing clean, safe and beautiful parks to the public. Now, ryan we will show this month in parks which features the opening at [inaudible] sf cheer at deloris. At the [inaudible] park is a example of collaboration we have to have in order to be real effective in the park. [cheers]. Where i grew up i did not have a park with a [inaudible] in San Francisco 19 percent of everybody who lives here has a park within 10 minutes. [inaudible] anywhere arounds the world. We have to focus on the collaboration piece of it. Hunters point family and [inaudible] and his crew and numerous Community Based organizations have hosted [inaudible] [cheers] that concludes the general managers report and go [inaudible] anyone who would like to make Public Comment under the general managers report . Being none, Public Comment is closed. We are in item 4, which is general Public Comment up to 15 minute. Anyone who would like to make comments under general Public Comment . Being none, this item is closed. We are on item 5, the consent calendar and richard come up. You wanted to speak on this. Good morning. Richard fong, i hope i dont sound too horse. [inaudible] im having a issue [inaudible] with the water issue, so what im looking at is how to approach it. On the wild life approach there are a lot of violations going over on the ocean beach area, [inaudible] Mountain Lake so they have different type of [inaudible] turtles and everything else. All these type of issues, i dont [inaudible] it should have been. So i think there is no one to speak for animals so i try to come and speak on their behalf. Of course, on animals behalfs but roit now that is a issue that is critical but dont think they pay much mind to it, they went right past it and [inaudible] i was at the west side park. The Planning Department [inaudible] but there is a issue that came up when i heard commissioner Michael Antonini and he had something good to say talking about trying to have the gravitational approach. He responds to it with gravitation and has 2 ball fields, lincoln high school, Washington High School and Higher Elevation such as football use for reservoir jz can have gravitational [inaudible] down. That is a lot of theall that stuff going around ocean beach. [inaudible] my issue i brought up before this commission is [inaudible] alternative routing to such projects that i understand anything cant be done to the project itself because of ceqa. I spoke with the [inaudible] which i strongly recommend if it is able to 15 million gallons per day and requires 25 million gallons so i spoke to such issue. If you use that you can use lake merced to south lake and [inaudible] drain down gravitation ally. Thank you for listening to me. Times up, bye. Thank you. Anyone else who would like to make Public Comment under the consent calendar . Being none Public Comment is closed. Commissioners . Second . All in favor . Opposed . So moved. We are on item 6, the San Francisco zoo. Good morning. I dont know how to use that, so there is a powerpoint. This being my first hearing you do have a powerpoint . There is a powerpoint. They will turn it on. Great. Thank you. Thats what you will see. Somewhere on the screen there is a powerpoint that needs to be clicked. I got to findthere we go. There we go. Excuse me for that. Stephen hanes, Vice President of San Francisco zoo. Happy to be here. Im not in the wrong place mr. Gins burg. It is the summer months so we are drawing to close wonder fm program the zoo mobile. This was a record year with over 12,000 students and 442 classrooms so that was thrilling. Also we just graduated a new class of doseens. Dwevl graduated a week and a half ago so are thrilled to bring them to the zoo to help with the volunteer efforts and all the guests that will come through the door. This is the bige time for zoo coming into the had summer months. Happy to say we are seeing a upward tick in attendance. Memorial day had nearly 21,000 people over 3 days so im trying to bring enhanced market and tools to that and see Great Success in the future. May had a total of aattendance of 91,000sur plus of 91,000 attendsees and have seen increase in web traffic. Mexican gray wolf, that is the new exhibit we opened last week at the zoo and this falls under the 3 cs. In 1973 there were 5 remaining gray wovls in the wild. Through a partnership with u. S. Fish and wild life we are working this effort and taken these 3 brothers in at the exhibit and opened the exhibit last wednesday june 8. We really hope to continue work with u. S. Fish and wild life and we believe these 3 brothers will have offspring that be returned to the wild so we can see the population rebounds in the southwe say west United States. Abc was there, cbs, kqbt is univision. What is wundserful is this exhibit is repurposing of older exhibits. It was two former bear exhibits that were revenivated and restored. It is spectacular and what you see with the photograph, there is a large 6 foot glass wall that really puts the attendee in the guest of the zoo all most in the exhibit, it is a great experience. It is also one of the most technically advanced exhibits. Part of the program with u. S. Fish and wild life is there is little to no Human Interaction so there are electronic feeders and fences that help keep the Human Element out of the exhibit best as possible. Other photos. This is part the exhibit in the center. You can see this is where the wall used to be that separated the two older exhibits so that wall came gown and we added a bump out so it is a 270 degree experience that puts you in the middle of the exhibits. This program of course is what is most important to stress is this ads to the zoos National Credibility work wg u. S. Fish and wild life. New arrivals for the summer months. Adding to the color and flair of the zoo. That says mothers day but i wundser if this is slide old. The new exhibiti will staurp for a minute. This slide presentation looks like it is older one so i will continue verbally. Last weekend we celebrated world oceans day. I think it is important to stress that the San Francisco zoo is the only zoo in the world that is on a coastal line and on a ocean so we want to celebrate that connection with water. We brought in experts from aquarium by the bay and marine Wild Life Center and had lectures. Napeer trail opened june 4. Speaking to what mr. Gins burg said for the summer months, education is important. The summer will have 1700 zoo camp members and full and hope to add more in the future but nature trail celebrating the 4th 40th season. We hope to have teen volunteers to guide the guests where you can get close to 12 animals. This upcoming weekend is fathers day and also world giraff day which started in 2014 because of the world wide loss of the population. We are added [inaudible] on both days, s saturday and sunday. Sunday for the dads we are saying come out for free so bring you dad and have a great day too. To celebrate pride in San Francisco next thursday actually happens to be International Pink flamingo day. Yes, it exists. It is not the john waters movie. Thursday well kick off pride and at this time with what happened in orlando this is a great time to come together and ban in solidarity. San francisco zoo is part the pride per aid every year so each day we are asking people come out, we will have a craft station so you get to help craft the decorations for the float that will be created over Night Saturday night in a festive pink flamingoes. The weekend after that it will be the 4th of july or two weekends after that so it is the annual red, white and zoo fest. We will expect a large crowd especially being a 3 day holiday weekend, saturday, sunday and monday. We have new arrivals in addition to the ones you saw on the previous slide but welcome a coo coo, red forted tortoise and [inaudible] we welcome new coo coos all the time. Very excited to laurch to the summer months and see a lot of great programs added. Thank you very much. Thank you. Any Public Comment on this item . Seeing none, Public Comment is closed. So, we are now moving to item 7 , which is the San Francisco reservoir. Good morning, commissioners. General manager, im lisa bran stn director of partnerships at rec and park and here for discussion and possible action to recommend the board authrise rec and park to enter into agreement with fran cisco park conserveancy regarding funding of a new park. Second action is accept an inkind grant of Construction Service for the new park of approximately 25 million and annual cash grants for future maintenance of the park and fpc and future grants for additional improvements and third, amends the park chode coed to list the new park as one of our alcoholfree parks. I wanted to start by saying how grateful the department is for the hard hard steadfast work the fran cisco park conservevancy has done. They are a group of Community Volunteers who come together to advocate for the park and we are grateful for the Financial Support but their steadfast determination to see a beautiful piece of open space at the site of a long abandoned reservoir. So, just for a little background, the fran cisco reservoir is a partial of land between hyde and larkin street south of bay street and adjacent to a small strip of ownen space under department jurisdiction and the [inaudible] hill open space. Two years ago after years of advocacy the department sought and received Commission Approval to enter into a mou with Public Utilities to aquer the property over 12 years with immediate transfer of conditional jurs diction. The group that has become the Francisco Park conservevancy funded Park Development and maintenance and the agreement under discussion today is the formalization of that commitment. So, already there has been enormous amount of preliminary work done on the project. Rpd and fpc have kun preliminary studies the site including top graphical survey, geo [inaudible] tree assessment and Historical Resource review among other work. The next steps include a City Wide Community outreach process to develop a final concept plan and donor recognition plan for future Commission Approval. Fpc also hopes to change the official name the site to Francisco Park. For budgeting and planning the fpc developed the preliminary base plan and have a design team under contract. Just for your reference, this is a prelim flare base plan and it is a little hard to see that but you see the [inaudible] nice aminities including a dog run, a bathroom, ada accessible path ways which if you have seen the site and understand the steepness should be nice. As funding becomes available there is thought where they may put a childrens play area. So, this is the anticipated schedule. It starts from now so we are step 1. There is a lot of work to do. It is hard to read up there but step 7 will be when the group comes back to commission with a concept plan for review and approval, a doner Recognition Program and name change. That is expected to be probably the spring of next year. So, you have the agreement in your packet, but i want to share some highlights. This agreement creates a Long Term Partnership between fpc and stewardship of the resource for the city. The term is, 20 years with 10 year extensions possible for up to 50 years. Fpc Funds Development of the park with expected valuef oabout 25 million. Through the term of the agreement fpc will also fund park maints at approximately 150 thousand a year which will be finally determined when park design is complete. That funding will cover one full time gardener, appropriate staffing and supplies for gardening and custodial staff. Rpd will maintain and operate the park and agree to meet 3 times a year to review Park Maintenance and operation. Actually wanted to site that one. This is really a parlt nership between the department and group and think that is a nice aspect of this agreement. Fpc play a Important Role in ongoing park stewardship and rpd will provide fpc 60 days notice before Commission Action on Capital Improvement in the park or policy change specific to this park. Actually that is pretty standard with the outreach we will do but will provide the chance to present to the rec and park commission. Rec park and fpc jointly develop a Asset Management and Landscape Management plan for the park and these are nice new features. These are things we are going back and doing with the existing park and have a park open with these plans in place is a really great thing for the department and its assets. So, just to repeat, the 3 actions for commission today are recommend the board of supervisors approve the agreement, recommend the board accept inkind grant of the base parks, cax grants for maintenance and grants for future park improve. Ment and recommend the board amepd the park code to add the park to the list of parks where alcohol is not allowed. Just for your reference, the next Commission Action is approve design, approve the donor Recognition Program and new name for the park. So, again, i really want to thank the fpc for all the hard work that has guten us to this place and look forward in Partnership Opening a great new aminity for all san franciscans. Thank you. Commissioners would you like to go to Public Comment . Yes. So, i have a few cards. Richard, ken and mellany to start with. Good morning. Commissioners, mr. Ginsburg. My name is [inaudible] i live in north beach and i recommend your commission approve of this project. It benefits everybody and the city and the residents and our tourist. The high street cable car run by this park and it will attract especially the families with the children visiting us and when they go to Fishermans Wharf im sure they will stop by and have agood time in this park. This is a win win win completely funded by a private entity, maintained by private entity and i hope that you push it through, the sooner we get it the better. Thank you. Thank you. Next speaker. Good morning commissioners as well as mr. Ging burg. Im ken lee and speaking in support of the project. Im Third Generation proud generation native san franciscan and born and raised in north beach chinatown community. I am rec and park guy and spent my youth playing in the playground. Chinese play ground, helen wells, and as i plan to visit my mother tonight as she turns 90 tomorrow and i recall coming home and my mother looking at me and goes, giving me a hug and goes, you smell like a playground, go take a bath. As i say, as i visit her tonight and she will be in 90 and in a situation where she doesnt speak, she has dementia but she still looks at me and can hear her say, son, have you taken a bath. I just retired a year ago as a principle of Francisco Middle School in north beach and had 9 great years there and as i was sitting in the audience i was doing some math and i thought i was good at math but trying to recall around this time of year when i went to Summer School at galileo and walked past the park all the time and came up with all most 50 years and said that is scary. 48 years to be exact but walked past that park and look at the park on a daily basis and[inaudible] and said it would be great to have a park there and that is all most 50 years and grateful for the efforts of a number of people pushing this project forward and just to have that available. When i was growing up and student at francisco that would have been fantastic. Im fully in support of biltding the project and hoping that you will follow us and support as well. Thank you very much. Thank you. Melody and jan and annie. Good morning. My name is melody wong and im here on behalf of telegraph neighborhood sener in support of the francis co park project. [inaudible] provides meals and Health Care Service and Educational Programs to more than 500 kids, adults and seniors. Has a deep history in the north beach and chinatown and know the family will be thrilled to see it built. The park would be a benefit to the seniors who i work with every day. Our seniors love to have a park nearby where they can walk and enjoy the fresh park airs. This is also a park i live around the neighborhood in and i also grew up in that area, so i want to the neighborhood schools and [inaudible] Galileo High School and always walk past it to go home so feel that would be a good space to have a park where all the High School Kid can go to and the people at [inaudible] can go to and just like the people in the neighborhood. On behalf of the entire tell hi Neighborhood Center i urge you to support the Francisco Park project. Thank you for your time. Thank you. Next speaker. After annie i have jeffrey and rebecca. Good morning commissioners. My name is jan wong and im a member thorf board of directors of the Francisco Park conserve vaes. We are glad to be here today and working on since 20 laevl. Fran cisco park will have a sustainable and healthy landscape. It will be dependent upon native plants and drought resistance plants to reduce the need for water. It will be also be one that is very welcoming and provide habitat for birds, bees, butterflies and pollinators which the environment needs in the city. This will attract other wild life we want to attend to the park to keep it as healthy as possible. Following the initial irrigation to establish the plant base we will get net zero water platform which means we collects, recycle and reuse the storm water and gray water on the site it irrigate. We want net zero. In addition to this, Environmental Sciences department of Galileo High School is planning to do science on the park as a Living Laboratory which we are very excited about. Student will be able to study, they will monitor and report on flora and fauna, the natural phenomena in the park and will be able to use their data to further increase sustainability of the park so it will be a very good science project for all of us. This park will help heal a small but important part of San Francisco and it will [inaudible] so many people. The many diverse and neighbors of russian hill. I hope your support this park project. Thank you. Thank you. Next speaker. Good morning commissioners. So, i want to take this opportunity to thank the park and Rec Commission because i work closely with you on the west portal, south sunset and [inaudible] last night i was getting my car at the grad grad garage and it was 7 30 or 8 oclock and if you stop by the [inaudible] quer there are still 100 people using that park. The men play chess games or card games under skimpy light and the women do music and aerobic dance so it shows how desperate we are in chinatown for public space that allows the namlies, residents and seniors to enjoy something in the open because they live in very very small rooms as you are most aware. Im here to support the Francisco Park project. I was involved when jan and other representatives reached out and went to visit the site and pass by it dailyment we have seniors that live in francisco and bay street and it will be a wonderful addition to see seniors and residents in the area enjoying the open space and beautiful park so i urge you to support the park because the benefits will be tremendous. We know that the parks extension of a lot of the seniors living space because where they live they just dont have the luxury to do exercise, visit with families or enjoy the open air, so i urge you to move quickly approve what lisa recommended. It is tremendous, you have a private group that fund the development and maintenance of the park and im so enveious we should start that for chinatown so urge you for your support. Thank you. Thank you. Jeffrey and rebecca. Jeffrey ing. I work at [inaudible] neighborhood sentser for 10 years now. 6 years i was a manager of at the School Program and summer camp and can tell you the park is a wonderful asset for the community and kids. When i wasyou see kids on the street and are on their smart phones and i pad and not get thg exercise they are needing and i think iti didnt have a cell phone until high school and then they had pagers. I think i also am a teacher for north beach medical service and volunteer there and work with kids with high body mass index and do a lot of research and show a lot of kids now dont get the proper exercise and that 60 minutes of play each day and we value that at tell hi. We encourage to go out with families and have fun and get exercise. We are living in San Francisco where cost of living is high and a lot of families cant afford. Even when i took my cousins to the Movie Theater it cost nearly 100 for 4 goes to the movies and getting popcorn. A lot the working families that can take their kids out and enjoy. I urge commissioners to fully support the playground funding. Thank you. Thank you. Rebecca. Good morning and general manager. Rebecca evans and here on behalf of the sear era club and have 75 mbs in the city and 30,000 in the bay area. We are in friends of Francisco Park. My Neighborhood Park is Lafayette Park and union square but pass the site frequently and think it is a important asset to the city and communities. Chinatown. I go by [inaudible] 4 or 5 times a week and see there are a lot of people there that can use more space. We remember there are 60 million members a year that come to the ggnra and this site is within walking disance of fort mason and aquatic park so think it will be a wonderful asset for the city to encourage you to pass all these things before you today. Thank you. Thank you. Richard. Commissioner [inaudible] good morning. We had a little [inaudible] today im interested in not bumping heads with you, im interested seeing what we can do about the Public Private relationship. [inaudible] jan and her team come up with the real dollars [inaudible] and they are not quite ready to get into design aspect. Being there is a reservoir up there and able to hold water i like the idea where you get Something Like a lagoon that would be nice up there because it has the calm and art straes of the location. Now it seems it will be a stripped down park. [inaudible] restrooms and plumbing to have [inaudible] that is maintenance they are talking about so dont know how they will do the plumbing. [inaudible] ill probably highly support of this project. I think it is wonderful you have a place with diversity of people meeting on common grounds. Myself, im one of the bad boys that would go up on the sides. [laughter] i like to conclude by thanking you for this and the people who spoke and sure people spend time and get here on time. Anyone else who would like to speak on this item . If you do, could you please come up now. Okay, being none, Public Comment is closed. Commissioners. Commissioner levitan. I have a procedural question. There is the base park plan. I know we looked at probably hundreds of projects in my time on the commission, it is typical to do a base park plan before we do a conceptual design . The base park is not the department term for this project. They are calling it the base park because the park will be developed in two faces. What they call the base park and there will be aminities added later. They did the base park plan to develop a budget and understand where the project was headed. Good, but that is a preliminary plan. Just curious because we have a process of taking in Public Comment and Public Interest and what the design ultimately looks like. 100 percent available to the community and will talk about the park design. I think they can show the base park plan and had it is helpful to have a idea what is possible. This is new park and will be a certain number of things they have to do, the grading and those sorts of things so at least they have done study and work would the landsscape architect to see what is possible. That is great. I just say gratitude and appreciation to the community for taking the lead, thank you very much to supervisor mark farrell. In a city that is increasingly compressed, more open space, not less. We are lucky to have this not just on the north side or Northwest Side of town, all of San Francisco is lucky to have the space so thank you to eerfbd. Everybody. Commissioner mcdonnell. Thank you, a couple questions, around the basic agreement and provision around 6 months to take action to step away from the agreement and think this is [inaudible] want to understand the provisions in the agreement because it isnt clear to me. When either side exercises that option if you will, to step away from the agreement, what happens in terms of the commit to fundraising or sustaining or completing the project if that happens . Im not sure what section of the agreement you are referring to. Are you referring to the dispute resolution section . There was ai think it is ill try to find it. It says a 6 month notification to discontinue the partnership. Right. I think that is contemplated for after the agreementlike after construction of the full park. I dont think that is contm plated to happen during construction. What happens if it happens during . I dont have a concern[inaudible] rehabilitation certification of funds in hand. I think that is sort of a stage one. We have most of the language addresses what happens moving forward with respect to operations. So, if francisco were to give 6 months notice today we wouldnt build a park there, that simple. I think once there is basically a certification that funds are raised to develop the park, construction proceeds. Im dont have the full agreement in front of me, but legal issues would surface is there is a effort to dyscontinue construction midprocess usually there is security bonding because the general contractor at that point gets involved too. Dont look at me because im a lawyer but i am looking at you commissioners. Let me throw you a life line. The construction wouldnt start until there is a certification that all the funds are raised and have dedicated staff that will certify the fund are in hand before construction would start. The termination period, the right to terminate would really be something such as like the legging in the fundraising timeline. That is when that comes into play, butthe general manager was correct, you wouldnt Start Construction until there is certification all money is raised. During construction should there be a construction dispute we are still working out these details, but there is a payment and performance bond the general contractor would have to post so if there was a dispute on payment, there would be the bonding capacity, general contractor to back up the payment of expenses. The 6 month termination i think the results of mediation and try to work out the dispute before the parties would had a right to terminate that would probably become into play prior to construction if the project schedule was not met. I think that if im not the lawyer on this commission. You are, there are a couple of us. I think i entered the same way as a practicing lawyer. The other issue is what happens if for some reason either Party Decides to walk away after the park opens . The park will belong to the city and within the jurisdiction of the commission. I think what would happen if the partnership dissolves is some of the provisions summarized in the presentation would no longer be required. We wouldnt have to provide notice to fpc before there was a change in policy or wouldnt have to meet 3 times a year. As a practical matter, these are things we do as a matter of practice with all our friend group regardless so not sure how much the significant change in policy would be because we would be doing Neighborhood Outreach before a significant policy change anyway. That is really the issue. And i believe that once the park is built and then dedicated to the city, there probably will be discussion to asur that the Park Maintenance funds will be assurances the park maints funds will continue to be paid but thereat could be a point if it is not paid that would be a example of whether the dispute resolution would kick in. Great. Thank you. And again, im not concerned about those things happening, just want to be clear there are provisions and understood by all sides they are in place and everybody understand how we play together or not when the circumstances arise. In termsam i correct to understand that the process for concepteral design will follow the same [inaudible] of engage of community and bringing on project manager, all that is the same . Yes, a project manager is assigned and will assist with the outreach but the outreach will be perhaps more robust in this situation but it will follow the standsered Department Practice on community outreach. Thank you. Lastly, in terms of use of the parks, so the agreement in 5. 1. 3 speaks to being available to all residents and visitors, am i correct the only other i guess stipulation apply to the park at this point is the no alcohol provision . That is correct. There are not other stipulations arounds use or access . Not at this time. Thank you. Just to highlight that point, there will be Community Workshops to develop a concept plan. Correct and a concept plan comes back to the commission for approval . Ye yep. With that idea, i would like to make changes to the the agreement to capture the concept which will have it be review said by the francisco conservevancy board and like the secretary to take the comments and present to the Francisco Park conservevancy board and really the concept is to assure the plan will be developed after Community Workshops and come back before the commission and the base park is a idea but not being approved by this commission. That is a correct. Um, with that amendment, is therei guess we should take this one at a time. With that amendment, isamendment to the agreement, a motion to authorize the rec and Park Department to enter into this agreement . So moved. Second. You want to enter into the agreement with the two amendments you just noted or want to make those amendments before you do the amendment . I like to have a motion to authorize the department to enter into this agreement with those amendments. Thank you. It was really to incorporate that the Community Workshops develop a concept plan and a plan comes back to the commission for approval. That is one amendment. Community base and comes back to thehrf sorry before you vote i just want to say two quick things. I do think it is worth putting this in context you approved a Strategic Plan for us last year and i think as lisy noted in the report, this is very targeted to helping develop open space and address population growth. Our nisative over this period of time we talked about planning for design and constructing new parks in the basin which is well underway. Noe value, town square in construction, 17th and folsom in construction. [inaudible] in design and planning. One new site in d 6 which will come to you in july with a potential acquisition and now this agreement and we move to the next stage of development in fransisky. Francisco. As the city is more dense look at all that happened in 12 months. That was one point. The second point but probably more important given the moment is to thank the fransisky park conservevancy folks. Lots of incredible amounts of both treasure and sweat in the effort to just leave San Francisco with another park and that shoulden be lost. This is an amazing opportunity and probably one we woulden have been able to follow on our own. I just want to say for the record how grateful we are to Francisco Park conservevancy and their leadership for getting us this far and want to thank my team and dawn and her team on the initial acquisition and to lisa and her team for some pretty exhaustive work as we can all attest to get the mou to agreement and last but not least, this is a really important project for supervisor farrell who between prop b and now this there should be no mistake about the supervisors commitment to park and open space. [inaudible] extraordinary amount of time helping reach this agreement and see [inaudible] lesley served as the leader of Francisco Parks conservevancy i thank you for patient and persistence and vision on the project. I like to say any further thank yous until we get all items approved. With that motion and seconded. All in favor . Aye. Opposed . So moved. Item 2, accept inkind grant of construction for the new park of appreciately 25 million in annual cash grants for future maintenance of the new park from the Francisco Park conservevancy and future grants from the Francisco Park conservevancy for additional improvements, motion to approve . So moved second. All in favor . Aye. Opposed . Amind it park code to list the new park as alcohol free park, motion to approve. All in favor . Motion carries. You voted aye on all of those . Yes. Thank you. Now we can thank the Francisco Park[inaudible] thank you for your leadership on this. We are now in item 8 general Public Comment continued. Anyone who would like to make general Public Comment . Being none, this item is closed. Item 9, new business setting commissioners. Public comment . Being none, this item is closed. Item 10, communications, commissioners. Any Public Comment . Being none, the item is closed. 11 is adjournment. So moved. Second. Before we adjourn i want to say that during these awful crazy times of what has gone on in florida, i think now is a good time in solidarity with Lgbt Community to get to parks and connect and take a deep breath and relax and just remember those who lost their lives in florida. Hug the one you are with. Or who is next to you. With that, so moved. All in favor . Thank you. [meeting adjourned] Everyone Welcome to San Francisco on behalf of the California Host Committee i welcome you to the clean energy in the great city of San Francisco im jim wonder man and have the honor of serving at the ceo and president of the Bay Area Council weve been honored to work with the department of energy to put together those events the Bay Area Council is a Business Association representing major businesses from the bay area and very, very proud of our work weve done over the recent years to address climatic change and proud and pleased youre here San FranciscoSilicon Valley and california have made clean tech a corner of Economic Development and very, very proud of our results while california has the largest population in the largest economy of any state in our nation were also one of the most request Energy Efficient states compared to other states california ranks among the lottery in the nation both for per Capital Energy consumption and per capita spending it took a lot of work but california has shown you can embrace clean energy and cut Green House Gas emissions and at the same time grow our economy in fact, since 1990 california has cut its g h g Emissions Per Capita by 25 percent and at the same time increased other energy by 37 percent how do we do those things because of leadership we have incredible leaders two of whom youll hear from today so, now let me ask the mayor of San Francisco ed lee to come to the stage. Mayor ed lee is mayor of a global city hes a global mayor hes worked hard to make San Francisco one of the most of the welcoming alternate Cleanest Energy city in the United States of america were proud of his leadership and proud of our friendship with him ladies and gentlemen, the mayor of the city and county of San Francisco the honorable edwin lee. clapping. thank you, jim secretary and distinguished guests americas cup im 0 truly honored to be in the company of so many leaders around the world that share in the belief that action only climatic change is necessary and utter will this gathering that the First Step Towards the implementation of the historic all the time many of the nations room drafted in paris last year when i attended the gathering of mayors at the the have and have nots con on climatic change france eloquent expressed a true economic california approach must respond to the cry of the earth and of the poor st. Francis is the patriot saint we pride ourselves on a worldclass and great city deficits and qualify and sustainability and social justice are all San Francisco values those values drive our commitment to lead and act with resolve only climatic change in San Francisco weve reduced Green House Gas emissions 23 percent below the 1990 levels and were proud of this especially considering our population as grown by 15 percent and our economy has grown by 49 percent over the same time period and as we grow we are growing sustainability sustainable we are productive first hand that solutions u solution to climatic change is a benefit all people of all income levels and in all neighborhoods still as a look around the room and this about drought and Sea Level Rise and wildfires and conditions weve experienced in our own countrys the truth is the impacts of climatic change is have San Francisco real city, state, or National Boundary lines thats why we need to address the problem that is bigger us but were each be contributing to while citys take up only 2 percent of landmass wear responsible for 40 percent of land use and global emissions what happens in citys truly changes the world for the better and worse as contributor to global climatic change the responsibility to address the problem also rests on our shoulder which is work i want to talk about the role that cities should play when it comes to climatic change in the environment and San Francisco strategy to reduce our aggressive is represented by 3 simple numbers, zero, 50, and one hundred zero waste to our landfills 50 percent of trips by methods other than cars, 100 Percent Renewable Energy, let me briefly share with you awhile zero, 50 and 100 percent are important first zero waste the production transportation and disposal of our wastes comprise 42 percent of Green House Gas emissions in the United States recycling and compost mandatory in San Francisco help cut this down by creating jobs and conserving resources zero waste is among the quickest and more cost fiscal strategies for governments to implements thanks to our residents and Business PartnersSan Francisco is an 80 are percent waste diversion rate today next 50 percent transportation. In 201043 percent of san franciscans San Franciscos cash footprint came if transportation related emissions our country must move people out of cars and go mass transit and bikes and pedestrian trips in San Francisco were investing everyday in bike share and Pedestrian Network and our Public Transportation system and im pleased to report that San Francisco reached the 50 percent at the end of counsel table just a few months ago years ahead of our schedule our challenge is now to main and grow that number finally 100 Percent Renewable Energy just over half of our Green House Gas emissions come from energy use in our citys commercial and residential buildings the birth cash source we have first, we need to use less energy to power and heat our buildings and second we need to change the Energy Supply and source for Renewable Power how were we accomplishing this were leading by example we launched the city solar incentive that helped to install over 3 thousand three hundred solar installations and created green jobs along the way this program focus on empowering low income and the members to benefit for the citys growing economy has been especially successful we recently launched Renewable Energy program that offers San Francisco residents and businesses an electricity option cleaner then their existing energy and just as affordable San Francisco is not the only city taking action too there are over 2000 actions teacher to reduce the Building Energy demand by over 46 cities and countries who ministers are representatives here today for example, to achieve the goals by 2020 the city of vancouver is on the neighborhood e neighborhood Scale Development a neighborhood strategy focusing on hi density areas of that city to improve heating and cooling services for those buildings the city of cop hasten has the goal of the first cash neutral capital in the world by the year 2024 and begun transforming the district heating from cool and natural gas to sustainable bio mass 98 percent of cop happiness buildings are connected to the system when is one of the older of its kind the city of seoul in the represent of korea launched the project to reduce energy demands they offers low cost loans that cover 100 percent by increasing the krofrj from to 100 percent they saw an increase in loan if 4 million in 2012 to 20 million in 2014 and finally i would be remiss if i didnt recognition our own Nations Capital in about washington, d. C. They entered into a 20year power purpose agreement that supplies roughly thirty percent of d. C. Electricity for wind power the largest wind power of its kind and entered in by the American City and protected to save transpires that 45 million from over the next 20 years well, all of those examples illustrate judge industries are a crystal partner to advance Clean Energy Solutions cities and states should be the focal point and leverage for the clean ministers to advance goals and have actions thanks to the advance and the sciences and technology from the private sector partners the intersection between the decashtion of energy and the economies is closer but advancement still requires investment and thats why i want to thank our u. S. Secretary monohe is and the department of energy for in their continued leadership of providing grants to the City Attorneys OfficeSan Francisco to scale up new Clean Energy Technology in closing sniff you may know the charter of the United Nations was actually signed into creation right here in San Francisco in 1945 and a gathering of 50 nations that excluded over 8 hundred delegates rep 80 percent of the are worlds population imagined was put to paper and action to make the world a more Peaceful Place for all citizens i believe that 9 climate agreement forgot in parking garage the work today is just as historic it will be recognized as a time when our Global Community united to create and healthier future for the planet and transforming our economies sustained so i commend our effort to tackles this challenge and honored to host you here in San Francisco thank you very much clapping. thank you, ed lee. Thank you, mayor it is wonderful your the amazing innovative things in San Francisco and as well as here what the cities around the world to foster clean energies next my honor to welcome tony early to the stage. Now were a very expensive region from our perspective tony is from detroit i can we have 3 governs in the room actually, i see govern gray davis hi. Good afternoon how are you but that a 5 govern in tony it turns out that tovn i didnt was recruited inform run for govern of the michigan by jennifer and he instead tony decided to take a much easier job and moved to california to run pg e now im sure that tony has his days did i make the right decision we never wonder an absolutely expensive leader of an Important Company please help me welcome the mr. Chairman and president Affordable Housing and ceo of the pg e tony early. clapping. jim told my secret jim thank you very much and thanks for mayor ed lee hosting this in his city the mayor is a great advocate of investment in infrastructure to move the city and state ahead i want to thank secretary for eyes and ears to hold this very important meeting here in San Francisco i want to start any remarks this afternoon by asking you to picture a scenario in a prosperous Western State the climate is b of a weird decades the unafternoon rainfall has product a drought and farmers are despite and everyone is prop i for a pacific rains unfortunately, they get their wish the heavens opened and failed to close from one state to the other and deserts are flooded 4 feet deep and washing away community in low lying regions the water reaches the tops of light poles and even the state capital is submerged on Inauguration Day the newly elected govern gets to the ceremony by row boat had the water resides thousand are dead and with an in every 8 homes ask ruined or carried out away that didnt sound evict a scrip for a bad hollywood movie all of that happened in california over the winter of the 18 61 and 62 thanks to a river storm it produced 43 days of rain in a row, in fact, every number associated with that event staggers the imagine not only a loss of life 200 thousand cattle and 29 percent of economy was destroyed and built i the gold rush was driven into bankruptcy the land in denounced sacramento was raised 15 feet and the governor added an extra story to the mansion just in case what is truly mindboggling 1 and 50 years later the lessons faded the supreme weather is not new weve seen education in california and around the world by climate says those episodes with increasing if density it and the rising Global Temperatures make them less predictable to unlike our predecessors in 18 61 we have the guest of understanding why this they come again. How much is at stake thanks to the agreement struck in paris to pg e power plan and the mo u weve taken steps to heed the warning of a century and a half ago i believe we can be successful over the next decades to create the solutions to stave off a Global Climate discharge in the government setting the right policies and individuals stepping up to do the right thing but even if im relevant that wont change at fact warm is unavoidable well have to contend with those the melting of the parlor ill say sheet in for your or San Francisco bay area more than 200 square miles are vulnerable to the Sea Level Rise with the more powerful id like to surges a storm lasting a few days can cost economics damages thats why at pg e our focus on sustainability so the need to adopt to the climatic change to make your systems for resilient were developing robust procedures and conducting a comprehensive assessment to vault storms and Sea Level Rise as we see heat waves pg e is among the utility that joined the partnering for climatic resilience to share best practices weve also commented 200 and 50,000 in stakeholders fund to protect and restore wetlands around San Francisco bay area and provide to join with other corporate members of the abusing council and voluntarily supporting that with Public Officials andville organizations were now and then a new program to granted money to publicprivate partnerships to share the instantaneously for Climate Resilience and specifically one Million Dollars to support local planning throughout our service area to help Community Better understand plan four and respond to Climate Change risks some stisz have sophisticated plans underway others are getting starred or face problems those grants we can learn from and with a focus on disadvantaged areas where the resources are lacking we see this as ass our commitment in support of communities we serve now for me that mission has then e taken on a personal resilience in the last 6 months i made two trips the first with governing california designation to the United NationsClimate Change and part of geography to ann art can i cack with a faith in our ability to work collectively to solve this problem and i cack from ann articulate how crucial we fulfill that promise sooner than later a Prominent Research has seen temperatures rise 12 degrees in his years of working and paris made clear the world is looking to california for some of those answers and gave me the privilege to tell our story that about that success while much remains to be done a Clean Energy Future is moving faster they than we thought possible we made progress at pentagon this year we expect to deliver 33 percent from qualified renewables and when you include our large ohio plant under california laws dont fit the definition more than 45 percent is cash free light years ahead of most other places within the next 15 years well be approaching 70 percent as we meet the target of 50 Percent Renewables and one key to the progress is bold target by the policymakers and the wisdom of utilities as partners a critical part of this is reaching barriers probation officer notify solutions the utilities have the unique ability to achieve and accelerate the use of low cash technologies and do so on the quick scale and demonstrated we can move Renewable Energy and drive down costs and keeping the grid reliable and customer bills down we can continue to do that if we Work Together with the right steps i think that 3 keys are crucial the first is continued investment in the grid the grid is the backbone of the economy and makes more than life possible the smallest grid it the backbone of a Clean Energy Economy with more distributed intelligence online privately owned solar and electrical vehicles and the like the grid is more acceptable we see the grid that services what the internet dont say platform a network that pulls the energy and integrate them to have more value for everyone the second key to the future adopting our empower right now the Market Forces are evolving faster the Regulatory Framework that largely is stuck in the year of thank god that stalls our progress for example, in the u. S. An ongoing debate in meter that is an attempt to put bandaids on a antiquated process we need to make a changes and indeed examples Regulatory Environment slows down not just limited to the energy spear for those of you who flew into San Francisco you might have noticed the span on the bay bridge the original part of that bridge is the part that is Still Standing and at the time that was built had the longtime suspected radios radio that is ahead of the grand jury designed is pencils and slide rules and built with more pleasantly labor than modern projects and took over 3 years to build the new span that is half as along with the Engineering Software and technologies and the crucial pieces are being reworked as we talk about the need for the infrastructure ill life you to decide where this fraction can meet the climatic change and the third key comes from the spirit and letter of Paris Agreement to keep the focus on recuse carbon rather than one particular mix of resources by doing that it gives the utilities and entrepreneurs the freedom to find the options and maximize innovation and provide consumers progress we know the issue of climatic change is no fixed address many of you come from far aways places with our history id like to offer a few points i hope you can take back to our home first, as a tackle the numerous challenges of clean energy and solving the low cash look to the utility sector as a solution this is an industry that is used to doing big things an industry that was designed to serve the Public Interest part off dna were good partners and the second as you look at those problems that need solving remember that we are more Energy Providers we can help with the resilience and clean transportation and we can help with Public Awareness and education utilities reach into every home additional business in your country we have relationship with millions in for the billions of customers and third look at the utilities in our areas as partners just as individual countrys cant eliminate cash neither can we our industry is hunger for partnerships you can help to facilitate and nurture well continue to make progress offender climatic change we have to take advantage the utilities and all of us to Work Together to accomplish things in a big way but to unleaf this well need the right policies the road to paris leads through this room and through all of you the decisions you make in the next few years shape the world for decades and essential to the ability of our countrys to deliver on the promises it is your engagement in overseeing issues that assure that future is right and the stories like the california meg flood remain in the history books where they belong thank you very much. clapping. thank you, very much. Tony, say with great confidence not a Business Leader utility leader or company that has shown greater commitment to clean energy and pg e we appreciate our leadership so, now we will have a Highlevel Panel decision a sustainable urban systems so let me ask the panelists first welcome the executive director of International Energy agency, mr. Lien norris leader of petroleum and john first deputy mayor of china, and Raphael Gonzales the ceo of the north america inc. Thank you for being you are here today enjoy the discussion. So ladies and gentlemen, i wish you, please enjoy the american lunch here while were going to do discuss a few important issues before going to the panel which is a very expressive panel as you can see i want to make a few remarks two racks one about the year 2015 and the second is a major report we are going to release in half an hour 2015 much has been perhaps the most incredible years in terms of the fight against climatic change not only because of paris ill talk about paris in a moment two other reasons why i believe 2015 could be a wonderful year for the fight against climatic change one 2015 ladies and gentlemen, zero two emissions did not increase like 2014 two years in a row we have seen zero emissions didnt increase even though global g dp increased more than 3 percent this has not been the case in the history we have seen only 3 times in the history when it didnt increase and all the 3 years is the financial crisis other than that for the first time two years in a right now 14 and 15 emissions remain the same good news now the year 2015 more than 90 percent of historical capacity the energy were renewable empowers and solar followed by other not the case 90 percent is impressive driven by china, u. S. , europe and india and all other countries this is the second excellent news for 2015 and third was, of course, the power agreement i see the years in paris and he can assure you that paris the beautiful paris became much more beautiful after december 2015 i can assure i have many french theyll definitely agree with me and in paris in addition to the historical agreement there are two other important elements that needs to be underlined number one our agreements were agreement attempts it was not only a top down target but a button up all the countries brought their targets their policies how their issues extremely important and second paris also brought new actresses into the picture in addition to governments we have now the businesses and act dam and others part of game and other actor is local governments the cities therefore the paris is not only the amendment of all the countries of the world by the moeshltd were extremely important and in my view down to earth now great paris this to our panel we are going to do present or publish a major report in a hour of time two things i want to tell you about this this report focuses on a the progress in technologies we have a tasht in paris below two degrees and it is important to see how we are doing in Different Green Energy technologies im not going to details youll not lose your appetite were not doing well there is some move a process but there are any areas we say are significantly lagging in our report highlights where we are progressing better than expectations with a target established in paris the second area the report focuses on the cities as already mentions about the 70 percent of the emissions come from the city 85 percent so if you want to solve this problem we have to solve the problem in the cities and the cities in our report theyre two areas extremely important one the building be sector from the installation of the building to the for example, the cooling requirements which or go to psychopath in the next years to come and what kind of cooling units were going to use the standard is extremely important for fighting against climatic change the other area we look at the transportation we look into how we can see even a bigger move in terms of the electrical vehicles which one million cars another good news but much for electrical cars and what are the favorable conditions but also the underlined the Public Transportation how to subsidize Public Transportation and the rest of the moves in the city we see in the beautiful city of San Francisco but ladies and gentlemen, the main issue is the emerging countries cities which number of buildings built in the city and the buildings is 75 hundred years of time we should look into the future in the buildings which are not efficient so those are the issues that we deal with in our report maine the buildings and the transportation issue so we have now an clean out panel here one minister from the government and the mayor from the e merging country and the company which is dealing with energies i will move to the panel and perhaps start to ask the gentleman the minister of norway mr. Minister your country is the highest share of electrical cars in the world into the total car fleet in our country how do you see is measures put forward and what is it in the future so far as 20 percent if not share of cars in norway are electrical cars which compress the gloeshld average of unfortunately zero want one percent so how do you do that. Mr. Minister. Thank you, dr. For your kind words and a moment to look at in a moment in time negative impact 2012 the paramount decided the goal to have 50 thousand electrical vehicles and that goal was already xhoetsd last year and today 70 thousand fewer electrical vehicles and hybrids if we have hybrids bylaw but basically most of benefits were put in place already in 2002 and 3 and the car didnt take off until 2000 but not before 2011 and so what are the reasons i think the obvious reasons for things to happen in 2011 was the fact that there were cars on markets that were really cars that could meet the needs of families in a safe manner you have the problem were starting to address in a proper way to say a greater range in norway we have a power system like 8 percent renewable sources nobody in norway were able to say okay. Your changing our diesel car with pure renewables, of course, the tax and obviously of great importance a high new car sales tax for cars and however no new car sales tax for electrical vehicles of course, the same goes for petro and hardly any tax think Renewable Energy on the policy on the basis there is free parking in cities free ferry rides, access to bus lanes and from the government does we have good strong efforts into building capacity we targeted isnt urban where most people live establishing with the transportation for everybody and now were actually connecting the major cities in norway and this has led to this norway with 4 Million People the second and the Third Largest market bean by the u. S. And china which has more people than norway as you can imagine and a fiscal benefit the in fact, that is when it comes to fueling meets the connection from petro fueled cars which will forever have high taxation and a competition in the decades ahead but if i might add one thing before i leave the word back to you why do a tremors effort in reducing local pollutions reducing and co2 emissions they come up Justice Department just as much space on the roads to have the basic strategy for ongoing electrical vehicles instead of building Public Transportation system could be a wrong solution. Thank you very much mr. Minister for highlighting the Critical Role of public transport even though the cars are moving fast in terms of populating the global fleet and mr. Minister said if you have to have electrical cars certain share of your car fleet we need policies and also some regulatory measures and very important as i mentioned mr. Minister that in order to have an amount of benefits electricity fitting the car must be also clean otherwise the benefits may not be so obvious so i just mentioned that the statistics are important for climatic change but the E Engineering countries are important so were very lucky the first deputy mayor of in china under jack and you mr. Mayor have an excellent experience in our city of the pushing this smart upper Public Transportation and Sustainable Energy can you tell us how you realized what steps you took and whether or not the story you have in your city can be a model for other cities in china. Thank you sorry dont speak good english so i need a translator. speaking foreign language. i want to thank the california the governor of office for inviting us to attend this meeting the president of the china has made a commitment via the unclimatic change in paris the reduction of cash emissions in china and now the whole country is taking action im very glad our city is very glad to endorse the mou and now under the leadership of the Central Government we are connecting with california we find the plan of actions with california and now we are promoting our policies closely. speaking foreign language. this is a city in east of china been shanghai the american female writers who is also the the nobel prize in litter she grew up in china for 18 years and described as her hometown in china. speaking foreign language. this morning i heard the speech by the government of california gosh and i agree with him very much we need to transfer our commitment to actions. speaking foreign language. so our apart from the separate transportation we have conducted many efforts for the reduction of cash emission in the city and our efforts can be concluded from 5 perspectives. speaking foreign language. first, we set up the goal of achieving cash peak. speaking foreign language. at cop 21 pointed out that cashier emissions will peak in around 2030. speaking foreign language. based on a scientific analysis and calculations it is one of the earlier city to achieving 10 years earlier than the National Goal and average. speaking foreign language. preceding in the Current Situation were confident it we have the ability to realize the goal. speaking foreign language. second we need the best tools for the contractions how much the cashier emissions like Drinking Water we have to take sip one by one to know how much water we can drink. speaking foreign language. by using clot commuting i owe the technologies we segregate land use, environment and sources and industries and safety reduction and cashier emissions by doing so we can hanger and reexamine and check the cash emissions reduction in the city. speaking foreign language. now we conducted realtime online monitoring over 48 key emissions companies in the city the total emissions is 80 percent of the cities total. speaking foreign language. during the past 5 years over three hundred chemical plans were shut down. speaking foreign language. nearly 11 towns of cashier emissions is reduced. speaking foreign language. third, i think about apart from the activities of the business sector one important actress in the reduction of cash emission is peoples livelihood. speaking foreign language. so the motorer mentioned buildings and transportation are very important factors in the reduction of cashier emissions. speaking foreign language. so weve taken 9 major actions to reduce the cash emissions in the city. speaking foreign language. is action include optimizing the industry and encouraging the low cashier industries for production developing cash buildings and low cash incurs and low cash transportation for low Cash Development. speaking foreign language. so, now the low Cash Development and the awareness have come to has been raised amongst the people. speaking foreign language. fourth we highlight the highlight of our efforts zero cash demonstration projects in the city. speaking foreign language. we select city and two islands in our city as pilots. speaking foreign language. last i think that the most for the International Cooperation like the meetings during the two days a very Good Opportunity to learn from other countries and regions. speaking foreign language. in october of this year we were Holding International infection of low cashiers and products the interact welcomes companies and expert from all over the world to join us id like to extend our opportunity and hope you have a look in the country city and our low development. Thank you, mr. Mayor for this excellent presentation of achievements of our city is it so interesting what you said your citys image as 2020 before the aggregate promise emissions this is one of the in my view most important outcomes coming from paris the architect of Paris Agreement and she was agreeing with me the peak in 2020 both the underlying agreement is critical to reach our goal now the other thick that is critical to reach you are goals within the energies in greece in the urban systems and the entering green power is one were fortunate to have other green power with gonzales is with us and can you tell us about our sclernz how do you merge the smart renewable and just the generation of models. Okay. Good afternoon and thank you for inviting me to participate first, let me explain the activity of urban power that is part of a viability and it is investing in renewables and investing in conventional duration that works and we we have activities in other places as well lets start to explain the our vision and strategy for how we are implementing these in the notifies in the renewables so our region is open power to solve the main challenges of the world open power needs to supply energy to the people they dont have energy supplied. Open power means a tool to be open to innovation and new technologies and to use this system technologies as well as on a different way in a way we have here in nevada an assembled combination of technology, solar tv and solar concentrated open power needs to fin and open ways to manage the energy on a different way as well in relation to the demand and generation and to be open as well to paris so we cant build this by ourselves we need to have paris in this sense so how we approach what is the Business Model smart cities were taken so our vision we are open to the scope and to the local initiatives so it is different for example, in mellone we have builds for the first time in the world the first smart city refell fill a city designed for one hundred thousand people supply Renewable Energy solar and we see the light systems as well as market the light systems and Smart Mobility and smart challenges and the system is implement to manage all this on the right way this is an assembly all assembles are depends on the local scope and the local needs we have all this examples in mellone another smart city by started almost 7 years ago so a combination of generation of solar as well and integrate these in a smart way and incorporate these on a different way and obtaining at the same time efficiency in the management of the grid the salesforce are important and in this instance sustainable were doing the specific initiatives with sharing cars for example, and bus car in chillingly and electrical taxis in above the blue and windy sea to were contributing utility on those different specific requirements and it is important sense the corporation with the place the local authority and government is very supportive on this sense we cant do this type of initiatives without the support and the engagement of the local activities the most the locals say the local communities and consumers and so much it is necessary to solve with them this project so make it as sustainable and reliable and affordable thank you very much so ladies and gentlemen, were at the end of this two things if i may undermine we understood the cities are extremely critical if we were to address our climate challenge number one and number 2 local governments we need to be bring a critical roll in terms of which measures then and how when it comes to buildings and when it comes to the transportation and when it comes to the Electricity Generation weve seen the minister show up how hi country increases cars and from the mayor how successful in emerging countries and how successful and seen from the ceo they agree and visit us and still make money if those 3 can do we can all do as well thank you very much and thank you clapping. thank you very much. Thank you. Thank you. Thank you, sir and thank you panel it is very, very go back this is the conclusion of Lunch Program so at this point well be splilt into two groups if youre among the ministers youll go to the room next door in the colonial room and the c e m along the tower thank you on behalf of the Bay Area Council it is a pleasure to have you here in San Francisco and the bay area hope you enjoy the lunch thank you very music herb theatre, open rehearsal. Listen to the rehearsal. I think it is fun for them, they see our work process, our discussions, the decisions we make. It is good for us. We kind of behavior little bit when we have people in the audience. Msk music we are rehearsing for our most expensive tour; plus two concerts here. We are proud that the growth of the orchestra, and how it is expanded and it is being accepted. My ambition when i came on as music director here it was evident we needed absolutely excellent work. Also evident to me that i thought everyone should know that. This was my purpose. And after we opened, which was a spectacular opening concert about five weeks after that the economy completely crashed. My plan and im absolutely dogmatic about my plans were delayed slightly. I would say that in this very difficult timefor the arts and everyone, especially the arts, its phenomenal how new century has grown where many unfortunate organizations have stopped. During this period we got ourselves on National Radio presence; we started touring, releasing cds, a dvd. We continue to tour. Reputation grows and grows and grows and it has never stopped going forward. Msk music the bay area knows the orchestra. You maybe take things for granted a little bit. That is simply not the case will go on the road. The audiences go crazy. They dont see vitality like this on stage. We are capable of conveying joy when we play. Msk music any performance that we do, that a program, that will be something on the program that you havent heard before. String orchestra repertoire is pretty small. I used to be boxed into small repertoire. I kept constantly looking for new repertoire and commissioning new arrangements. If you look at the first of the program you have very early, young vibrant mendelson; fabulous opener and then you have this fabulous concerto written for us in the orchestra. Is our gift. Msk music and then you have strauss, extraordinary piece. The most challenging of all. String orchestra work. 23 solo instrument, no violin section, now viola section; everybody is responsible for their part in this piece. The challenge is something that i felt not only that we could do , absolutely could do, but i wanted to. I cant tell you how aware i am of the audience. Not only what i hear but their vibes, so strong. I have been doing this for a long time. I kind of make them feel what i want them to feel. There is nobody in that audience or anywhere that is not going to know that particular song by the fourth note. And that is our encore on tour. By the way. I am proud to play it, we are from San Francisco. We are going to play that piece no matter where we are. Today we are going to talk about fire safety. We are here at the urban center on Mission Street in San Francisco. Its a wonderful display. A little house in the urban Center Exhibition center that shows what its like in a home in San Francisco after an earthquake. One of the major issues that we are going to face after earthquakes are fire hazard. We are happy to have the fire marshall join us today. Thank you. My pleasure. We talk about the San Francisco earthquake that was a fire that mostly devastated the city. How do we avoid that kind of problem. How can we reduce fire hazard . The construction was a lot different. We dont expect what we had then. We want to make sure with the gas heaters that the gas is shut off. If you shut it off you are going to have no hot water or heat. Be careful not to shut it off unless you smell gas. Absolutely because once you do shut it off you should have the Utility Company come in and turn it back on. Here is a mock up of a gas hear the on a house. Where would we find the gas meter . It should be in your garage. Everyone should be familiar with where the gas meter is. One of the tools is a wrench, a crescent wrench. Yes. The crescent wrench is good and this is a perfect example of how to have it so you can loosen it up and use it when you need it. Okay. Lets go inside to talk about fire safety. Many of the issues here relate to fire, for example, we have a little Smoke Detector and i see you brought one here, a Carbon MonoxideSmoke Detector. This is a combination of smoke and Carbon Monoxide detector. They are required in single homes now and in apartment buildings. If Gas Appliance is not burning properly this will alert you before the fumes buildup and will affect you negatively. This is a Battery Powered . This is a Battery Powered and it has a 10 year battery life. A lot of times you may have one or the other. If you put in just a Carbon Monoxide detector, its important to have one of these too. Every house should have a fire extinguisher, yes. One thing people expect to do when the power goes out after an earthquake about using candles. What would you recommend . If you have a battery operated candle would be better to use. This kind of a candle, you wouldnt want it in an area where it can cause a fire or aftershock that it doesnt rollover. You definitely want to have this in a noncombustible surface. Now, here we have our stove. After a significant earthquake we expect that we may have gas disrupted and so without gas in your home, how are you going to cook . Well, i wouldnt recommend cooking inside of the house. You have to go outside and use a portable stove or something else. So it wouldnt be safe to use your fireplace to cook . Not at first. You should check it by a professional first. Outside should be a safe place to cook as long as you stay away from buildings and doors and windows. Yes. That will be fine. Here we have some alternative cooking areas. You can barbecue and if you have a regular propane bark could barbecue. Thank you for joining us. And thanks for this terrific space that you have in this exhibition space and thanks for helping San Francisco stay safe.
