Good afternoon commissioner vietor i have a couple of concerns issues in the past and some of the members have been concerned were not hearing back a response from casey or the commission i know you guys are busy but something we wanted to address we passed the resolution one around Public Access and the lake merced property area the other one about the bam balance that was one thought we didnt have members of the public coming to the meeting but quite a few of the members spoke been the balboa reservoirs and una happy about it arresting on fueling more Affordable Housing so we brought a resolution we thought would be mitigate in the 50 percent more Affordable Housing we we wanted to make sure this was something that could be agreed on by everything as you may know this is as ken tense issue the critics that is true u thought that was middle ground with that, i want to insure this issue is addressed i dont believe the commission has an advantage but this parcel of land is so unique because close to city college tweezer making sure that San Francisco is affordable city college educates so some low income people and elevates them out of poverty and work with the universities the other thing that part of my presentation is part of the citizens Advisory Committee were supposed to represent the citizens and voices there are people will give comments why the resolution matters and take up something simple in the reservoir soon. Most of the time with the balboa process. Theyre having their cac meetings i believe next week month supervisor yee will bring the housing and the one person was stlul against the 50 percent fueling i guess it is okay. Citywide resource i urge you to Pay Attention steward is it to make sure it meets the current and future rate payers those are the same rate payers in the midst of an unpreened housing crisis with a vast and increasing san franciscans from sfreel protecting and moderate and middleincome unfortunately puc is absent from the public dialogue regarding the future of the reservoir and a lot of mistrust by the Mayors Office of Economic Workforce Development oewd is pushing for a majority of luxury austin on this site and honestly the public process that has lasted over a year and a half weve seen after numerous testimony by Community Members over the last year and a half the housing perimeters have not changed one 3wi9 since a year nature ago we dont have much feedback theyve made clear to prioritize the prop k housing goals that passed overwhelmingly and the land that passed in november as the city we need to make Affordable Housing a take up proprietor and doing everything we can to support this we want to thank the cac for the leadership for the vote of the resolution and district 7 and district 11 will representatives the two areas that most immediately impacted by the balboa reservoirs so i urge you to take action to adopt the resolution of the cac again, because the public process unfortunately has not been that 0 moving in a way dialoguing the Community Impact and this says that 15 percent is affordable our goal to really see the maximum number of Affordable Housing and production machine that site we would like to see 100 percent as a public resource that matches the incomes from low to moderate income san franciscans the cac laid the ground work and want to make sure the public lands will achieve the Public Benefit thank you. One of the additional measures that was passed the prop a Affordable Housing bond an unpreened bopped of 10 million i believe in Affordable Housing that speaks to the support from the Mayors Office to move forward Affordable Housing needs but weve also learned in the Mayors Office of housing that the majority of the funds are earmarks for projects underway now not in development 5 or 10 years down the road at the same time the projects are moving forward abused the political realm have been in place to move forward oewd didnt want an department in the project thats why theyre looking to maximize the marketrate this is in contradiction to the goal the city set to increase Affordable Housing production to the scale of the need of the housing crisis. My name is a jessie fernandos with the people organizing with the environmental rights ive been working with the organization for just 3 months now and been imposed to the process of the balboa reservoir this is an inu unprecedented opportunity to provide Affordable Housing for a site that should be utilized for Public Benefit that means addressing the needs of people that are impacted by the housing crisis with the affordability and met frankly over and surpassed the requirements for marketrate pr the public process is the balboa reservoirs has been stymied by o s weve been despite Ongoing Community input and advises the perimeter have not changed at all going on for several months now and ive get little faith in the process Going Forward and as the opportunity closed the impacts rfp language i want to highlight documents i have to share that are coming from the council of Community Housing organizations that provide an independent analysis outlining how feasible to produce one hundred affordability at the site and another range of configurations for affordability this is founded and completely logical those are they represent 24 Nonprofit Developers and housing advocates and this is been met by just being pushed aside and i have those documents for you here id like to urge the commissioners to adopt the resolution pass by the puc, cac and highlight that theyve really been representative of the kind of engagement and dialogue it is necessary not been represented at the bayshore cac and thank you for your time. Excuse me steve richie for water ill provide a drought update a summary and a couple of slides focusing on yesterday first on the storage level in the reservoirs theyre looking good not as high as we like but better than the last three or four years good shape were covering this weve been moving the water around and in good shape the precipitation is an uptick were continuing to get precipitation and definitely above 100 percent so good year in terms of perspiration and show pack we have there at the end were not as medium levels were well above the last foe years and in terms of our water available to the city in filling up the reservoirs we call the roll are at w68dz and 20 levels well anticipate be below the roirsz by 100 percent plus and totally that is an improvement over the last few years on the demand front we continue to be bow last years demand fluctuated with the weather it goes up and cooler months it drops down and the citywide demand is below any other demand weve been again going a great job of conservation now the interesting thing yesterdays the governor issued a executive order for the transitioned to permanent long term improvements by doing certain things the message is transitioning to permanent 4r0er7b89 improvements the governor is making clear the things that have outdoor to develop a more permanent atmosphere about the certain things we putdown into place and the other tile talk about latent finger print and the commercialism regulations taking into account the allegations and continuing the same conservation was not the budget finance best thing but sending them through january of 2017 that last part the governor made it clear hell not say were out of the drought this year might have been in some places but cant say were out of the drought he made it clear next week weigh look at that and the permanent pharynx for the 20 percent reduction by 2020 did message the existing legislation by plan for more conservation in the future and making the monthly reporting requirement for all departments a permanent activity what our usage and amount of conservation and the fofrtsd weve been monthly for the last two years but now a permanent fix terry it is your and. Accepting it provides if you demonstrate to have enough water thats one of the good things you, you need to present that in a clear transparent way and make it available for people to side thats a good things but if you certificate certify if you have enough water whats our recommendation and we dont know the analysis well have the answer first but the answer will show we have enough water ill suggest at this point any recommendation is probably right now we should at least call for the continued 10 percent volunteer reduction system wide because we still have not fullness next year could be dry and assume next year well enter into not a good year and come back probably on may 24th or the first part of june for a recommendation. Thank you general manager barbara hale general manager for power i have two one quick item and one a little bit longer an update on the program and then innovative jason fried, executive officer inform lafco to brief you on the study he prepares in the packet by way of update your last reporter on the last Commission Meeting our cleanpowersf program is now serving consumers some the first time i get to say that yeah clapping. as of may 1st enforced customers we are cit over to cleanpowersf with in their meter read date our opt out is loans one percent we still are very seeing low opts out and issuing the two additionally statutory notifications to customers they may opt out of june we are getting to the point by the next meeting or the next meeting after that over one percent but way below the 20 weve projected we finally lists some additional power transactions this past week so resource accuracy are required and additional kilowatt hours were purposing the adequacy products from hetch hetchy and purchasing the energy if hetch hetchy so the hetch hetchy transaction is doing business as ourselves and Hunters Point is the seller and the total payments from cleanpowersf to hetch hetchy power is one hundred and 73 or 74,000 not the dollars that make it worthy mentioning process were moving to experiencing our ability to take advantage of the extra power that hetch hetchy has for the services to cleanpowersf were foreperson our standard paradises for sales to third partys hetch hetchy power is treating cleanpowersf as a third party were going though the practices and following the incur management policy we have turning to sign up activities for the august 1st deadline three hundred and four folks that preimplored theyve either prerolled by working with us to sign them up or going to cleanpowersf. Org this includes the bumper in signs ups over even though earth day we were participating in a lot of the festivals and events 52 hundred plus are supergreen so more than 2 3rds of the folks that prereportedly with that, im going to turn it over to to jason is. Is there a plan for a supergreen push. Were going to do more of a supergreen push and part pdf the kind of festival streets activities that happen route at this time of year in spring and summer and participate in the events and ill be happy to our Communications Director charles come in and report on the future activities. Maybe keep in mind the next phase is 20 kilowatts of power we cant go beyond that and anticipate a certain number of supergreen and so thats why strategies was not just to go citywide and you know we asked do supervisors to have People Volunteer yre out commemorate will be low as we enforcement in certain areas well do outreach and focus attention thats where the people have the ability to sign up you know so anyway maybe we should come back and talk about but we are planning to have an event for all of the folks who really move to make this happen so were discussing what that looks like and the key part of this whole thing. Thank you very much so where the report came into from the initial thinking lafco did the report the program talked about you can there are over 9 thousand jobs created and been a lot of questions by some people will the questions where are the jobs and where are the jobs at we dont see 9 thousand jobs you promised keep in mind were talking about 20 or thirty years not a day one type of production we did working closely with our staff came up with the concept of what cleanpowersf moving forward as far as the job projection that report came out of that report we looked at what do the other cacs do this was launched and technically got done before the launch of cleanpowersf what did the 3 other cac programs look like on day one and moving forward with job creation i broke down one the main part we looked at the construction of new up renewals and theres a second layer it is relevant in San Francisco which was the creation of Actual Program and the those places youre creating brand new departments 0 we created for jobs then created in San Francisco because we have the sfpuc in place and theres a different some kind of style of job creation that happens with us and theyre creating brand new agencies and departments to do that on the job creation what you saw the first cac they launched their project program there was not new construction they remember the first cac and issue to work through and doing what they needed to do in order to have that and after that 2, 3, 42012 they created a few jobs you saw in 2012 the expansion of their program they were talking about 10 megawatts and the next day less and phase one bigger the first two phases for our program so they started off and once they expand they brought in the jobs and working on a thousand jobs a year bigger cleanpowersf but smaller than cleanpowersf will be in the long run so you can soma they laundry and didnt create jobs from new constructions they relied on the cleanpowersf nord to get their program and once again easier to get the customers and build the rating and horizontal after the first floor r first year they got the construction for the new facility online that is physically online to remember what those programs the long timeframe it can take multi years to get online and file number serve the public to soma is in the process of creating that process online and doing after that as they moved into year 2 brought on large projects unfortunately soma contract go didnt allow us to dots analyze so we cant into the weeds so we were not able to look at the individual projects in soma as marin and done those jobs to make that public in the project and the third launch was lancaster they have one project come online and still in the construction phase and serving consumers with knock it out of the park and two key things about lancaster it is in one of the best spots in the entire country with the solar and especially compared to the bay area they dont have clouds coming over their city it is a great day and great place for solar give us a benefit where you have projects that elm on price in the bay area if you put that exact one in lancaster it to be more Cost Effective theyre not in pg e service theyre in Southern California he had son and a lower pga so they have a couple of things working to their advantage and the other cacs in marin and soma have as well it shows that jobs can be created theyre not there on day one of the program but can be created once the program is date we have the program rolling and still in the launch face marin and soma the other two wait until they were after they were down done with the launch and after the first phase thats when they had discussions about the new construction looks like pea how to get runld on line and current Available Energy to get launched exactly what our stiff is relying on the current what is available and then i know in discusses theyll look at though to pass the phase one of launch with the job creations and how to bring jobs online and the next part so weve looked at what the others ones did and what can we do in San Francisco it becomes an important discussions for the purposes of how do we get to that 9 thousand plus jobs in the internet sport we pulled out with our staffs help pulled out good information out of the system we know that depending on the model we have more information than reported so do more fine tuning and in the long run by 2030 a scenario we are creating over 9 thousand jobs cumulative but getting past this youve heard me talk about we need to launch and get everything in place this is the key thing the projects we have i used in december of 2015 the Business Plan in december as the model for what this Program Looks Like that has an 15 opt out if we do better than that if we are less than a percentage has we go into the future phases you might have to rise those numbers and could go up in the left turn in the short term lets get basis phase one and move towards bringing an individual programs the other key piece the staff is working on i going want to bug them but what is the Energy Efficiency this is some of the early jobs should be coming 40 from people will tell you tell you to reduce and get to the minimum and that is when you need to bill for and part of staff is putting together those programs and needs it takes time so that metering went before you and hopefully in the next couple of months getting a feed and Takeover Program those programs are audio up and online theyll generate people building new projects we are doing better than pg e offers and thats the benefit to the program so the initial phase if you look at the costs and benefits youre looking at three hundred jobs out the phase one that our own staff did that analysis as part of Business Plan i look at it the internet study and couldnt find anything wrong seemed a good proposal that is good Accurate Information what phase one will look like so jobs will be created in phase one not thousands of jobs but we werent anticipating a thousand jobs thats a 20year plan as we get to that well do that and the late thing ill say there are going to be choices of how we move forward and i think that as we the key to let phase one move forward ill say for the most important job is there are staff positions that are going though the department of Human Resources that is a slow process added times we do the best we can to free those up in my opinion if those ten nature fulltime positions the staff will by looking at theyre the most critical to producing the long term jobs theyll create the programs that are put in place that gets us to real jobs so get the city to shake the tree and get the positions hired those are the individual ones two of them are filled and others still empty and needs to be filled get the last two positions in place and resolve to give us what were looking at for for job creations ill be happy to answer any questions you may have. Expedite those positions id like to talk about the offer of overall circle i know about the pend tsunami that is coming so second i think you brought up yesterday for the clean power power sign up jason brought up the neighborhoods San Francisco residents and have a sign up table so jason and i will be signing people up. Of the 9 thousand and of the three hundred how many do you figure to say public versus private sector positions. Thats will partly dont think on who is constricting the jobs the sfpuc land therefore be ill assume youll go through our process some of them are very well maybe on private lands that has not being figured where the individual sites will be the staff is putting that together heres how much money we anticipate being spent and the actual site tooivenlg i dont know it depends on when the sites occur whether their public or private jobs until we get the specific sites i cannot give you that. Can i add i think either way if we are taking the responsibility are we in some publicprivate agreement that had been can contractor that is doing it we hire the contract as part of deal so i am not well have staff to deal and install so at least thats not my understanding so i think those jobs will be private. And california for incur choice i want to say that once again thanks for sfpuc and lafco staff for getting us to the launch i think that is time for advocates to start again pushing and raising concerns about the this will take 20 years to get a comprehensive local build out should shows it can be done in 10 years the previous studies by the power shows the same thing 10 in house jobs 2, 3, 410 years and proposed it in a short period of time we need two things one that we need to not have the customer inclusion the automatic enrollment in pieces over a 5 year period were seeing that the business customers were rolled in first if youve run a business you know that is savior stuff business customers are convert where they stay in what program the fact their opt out rate we have to go for lunch to invite in hundreds of thousands of customers within the next two years and get the funding available to build out in 5 and 10 years what the 50 percent of local knock it out of the park weve been pushing for and the other thing we need the local installation plants were still hearing from staff that one projection at a time if you all will go and look at the internet for the sidney renewal incur plan thats what it is called youll see the city of australia has a Installation Program for the city that is absolutely amazing and we now need to do that for San Francisco we pushed for a plan for a allocating and net got the nexus study but i have to commissioner courtney pushed longer than the advocates did i have to thank commissioner courtney for being really strong on this issue of wait a minute whats up with the jobs piece and commissioner courtney wed like rely on you if we make the 10 thousand jobs in 10 years happen well need you to push hard for that and cindy like plan and gets get this sucker off the launch pad please step up. Ill support that as well and i do hope and i think this was mentioned theyll appoint 6 months from now or some point to review you know the speed of the Program Understanding that is more successful to date than anticipated a lower opt out rate we set the targeted on megawatt numbers does that need to be revived and shift the program for acceleration in a Sustainable Way we have hiring questions and outstanding questions. Each year we can definitely come back and kind of update where we are and how fast we can roll out keep in mind the finances we cant go out there and Start Building or get customers that have the revenue of the bank to actually do that to secure a line of credit we have eric who has she saided us through this we try to cleanpowersf we want to make sure were successful i hear you want to move fast but fast cautiously. Good afternoon, commissioners if i could have the slide please. Good afternoon my name is renee owe manage the Strategic Initiative im happy to be here to revitalize the southeast facility and the purpose of the presentation on the speed of progress and the facility and the timeline for when well come back for recommendations my presentation today is covering highlights of the historical background owe the vision that created the facilities weve cover the efforts to revitalization the green house and spent a lot of time ill wrap up with the proenld timeline and if you have any questions, ill be happy to answer them on the process the Southeast Community of ground level Green House Gas to address did southeast Treatment Plant it was to provide educational and Job Opportunities for the residents in the bayview and to serve a thriving Community Members to assess the programming the Green House Gas many communities leaders were involved in determining what the appropriate mitigation including dr. Espanola jacksons who we all honored her life and dedication this year i want to take a second. Talk about the visionary leaders that set the tone for the mitigation without their vision and work and commitment to the Community Activism noun of us would be talking about how to invest in the future so youll eights can benefit from their with work the Southeast Commission was created in 1987 a key participate and i want to recognize executive director and commissioner chair which i know thank you for being here and all the Community Partners two years ago a debate and thorough legal history for both facilities was provided to the commission weve taken the time to put this on our website if youre interested in the members of the public or others want to go through that go to sf water. Org and before the confusion ill talk about the more recently efforts of Green House Gas and turn to the research and outreach starting with the Southeast Community facility in 2011, we were hearing concerns about the lack of utilization and in response to the feedback we started the Community Process to see what needed improvement in notifying one hundred stockholders participated the building was underutilized and lacked a vibrancy and had egress with Security Issues and we heard about the lack of appropriate parking the candle stick point lack of appeal and the usability of the space more questionable in response to the feedback in 2011 our agency made a decision to renovate the building in phase two a smaller renovations and the next renovation of the entire building by 2014 we completed phase one ramgsdz and beautified it and adam more spaces we learned that many significant champs to the building couldnt be addressed though the challenges and that that leaks and because of updated design the egress and ingress was a challenge as we started the phase two in late 2014 the significant investment the challenges of the building couldnt be addressed around this time harlan kelly and others turned off a brand new boys and girls down the block touring the Brand New Community center we saw the potential for building a new center with more than design and the allocate technology thinking the community deserves the eliminator involvement for the mitigation in early 2015 we explored the poebltd of. Brand new Center General manager kelly considered our site as an ideal location this site is directly on the third street corridor and 5 acres twice the angel of the current building we have been planning on comploeld the wastewater staff but the leading community will be a better programming site and general manager kelly halted any developments to explore this we have nifshl conversations with city college and others with the possibly of joining the Academic Building that severs as a pipeline for part of Community Center for Educational Opportunities awhile internally were excited about the opportunity to build new we so you get the communications and met with over 2 had had Community Members to hear their thoughts and heard a lot of excitement but we heard that Community Members said more robust discussion to renovate or the option to rebuild before getting behind any plans hearing the feedback weve developed this 2016 Community Engagement process walk us through today before i turn to that ill provide contacts about the background. Similar to the outreach for the focus on improving the Green House Gas was the longer leases expired and when all tenants were notified there was a competitive process aligned with the mitigations to determine the future leases in 2013 we are worked collaboratively with the tenant to begin to track the performance and impact in the community that year we called for process letters to gather phone Call Information about polk future programming at the Green House Gas to cover a wide range and received 9 letters the proposal was exciting and included agricultural and other programming all of those letters mentioned intensive focus on local job and Educational Opportunities we realized at this time to activate those like b will have to be upgraded we leefrpd healthy issues the Green House Gas were beyond repair or build new and understanding the deteriorating conditions it is made a decision to vacate weve been working with each tenant group on the relocations so insure minimal impact were partnering with the organisms to conduct an on one job replacement for any impact of an employee that could be impacted by the end of this year and going over the next 6 months were developing an internal plan to make sure the this intern plan will be held with the green house plan with the community through our Engagement Process the community is getting an opportunity to have a medicaid waiver vision some of the ideas a Grant Programs for the cbos for urban agriculture and Public Opinions housing or a new builds on the sfpuc land site this is up to where we are today our agency is committed to honoring the mitigation and seeing how we can build for the future for the future generation a crossroad in the efforts and asking Community Input on two important questions first should we renovate the center are build a Brand New Center second what interim plan for green house gs to date weve heard that the oak daily skepticism from the promises of the past and heard about the folks in did facility and stronger educational processes and meeting the people at street fairs in their homes, at communities events those are the four major Outreach Strategies weve been conducting in january that goes through july of this year there the outreach weve reached 25 house households for the opportunity and invite people to participate to date knocked on seven hundred doors well provide information on the future at 10 Community Events and have 22 presentations we know that to reach a Difference Community audience we have to partner with the organizations in the community weve Strong Community pinching and working with over 16 organizations including the ymca and the Community Youth center and others to develop 12 focus groups cover seniors and youth and other organizations well be partnering with youth oefshgsz throughout the learning grant to hem the summit to get the youth activated around the probably of the future the memoranda communications well engage audience through the social and Community Letters and studio productions and lastly conveying a group of Community Leaders from the tenants from the Community Center and the Commission Members the Southeast Working Group and other interested stakeholders to help to shape the process and learn more delays on the process and in all the engagement collecting the qualitatively and quantitatively data the survey examines the transit accessibility and location and other options also for a process of renovating or rebuilding New Buildings it asks for a prefer of Green House Gas this will be crucial in the Community Discussions by the end of jill collecting several skies through community pitchers and important to note . The phase one of what a many year of Community Engagement right now looking at the location of the center and the Green House Gas in 2017 we can partner with the Southeast Commission to look at programming future programming and the Community Center and the longterm plan what the green house this is a at some point we have attended 4 Large Community on the mardi gras and other celebration one of the things in the initial outreach people want to us activate oakdale weve hosted oakdale and other communities to share and participate in the vision so far weve reached three hundred plus surveys this friday well hopeful other third street and next community to oakdale i invite you to join and on the 24 well present a young radio effort and events on the website sf. Thank you commissioner vietor that was extremely valuable over the course of the past 5 years weve heard a lot of promises that were made and lack of quality visually i personally have been listening youre looking for that engagement at the risk of kind of jumping in with two feet a couple of conversations i personally really, really like the idea of a new facility the reason i like the idea of a new facility you get to talk about a new vision and beginning a new relationship, a new trust the difference between government now and 35 or 40 years ago there was no question what was said the records are there the meetings are taped nothing has to come up with a piece of paper and saying those are the promises youre breaking im really excited about the potential to do that right hero right now moving forward with the next 35 years somebody has any question about the things were talking about a community that is underserved and under represented we have a to double down. Caesar for the africanamerican chamber of commerce representing over three hundred Small Businesses and former commissioner south i want to brought to your attention the members that are directed direct benefit of the contract opportunity created by this program while we are investigating infrastructure and buildings in the southeast we are also above all investigating in investigating in our people as former Southeast Commissioner who works diligently with the community and development a plan for the green house this project grant us the opportunity to insure actual employment and training in our art custodials that is whether your new commissioners we work diligently in the years before to get this facility built and the purpose was the education teach them how to from a seed to the product to the benefit like so therefore create jobs and also businesses so i encourage the puc to continue to investigate in the Treatment Plant and develop responsible programming for the green house in which creates Economic Development that can benefit the broadly communities now this program was a facility a teaching facility and it was put together to teach horticulture from the seed to the product in that interim the beneficial the plants and animals so this program we are asking you to consider and the development and so we can continue this Educational Program to present Small Businesses and jobs thank you. In the oakdale campus in the alice pinch room and new task force it is deal with waste and hazard and others issues not bloifrptd were expanding to talk about Treasure Island the idea point task force 19 to use a model that is that organizations like green action and others and mine are joining in to get a process going where the bayview Hunters PointCommunity Members show up in the room and talk about problems that are actively occurring and also all the state federal and local agencies including our own that has impacts that impacts the problems weigh getting them to show up every month the point of the task force is the Community Driven the community is it in the drivers seat getting all the agencies in one room together to talk about problems that are happening so that agencies cant point im not suing you guys but hoof agencies point fingers at each other this is getting them in the room they cant do that the problems get solved like that our staff has taken part in the process and the other thing we want that more robust and like to see maybe once every couple of months juliette bring a report about the task force a quick report so youre aware of what is going on and aware of sfpucs roll in solving wastewater sewage Treatment Plant and other problems that are happening open Treasure Island so that your involved in that intern process of the commission thanks. So the theme is the same thing that we have been hearing for the past 9 months water and wastewater continue to experience reduced revenues as a result of reduces water sales has to a wrolg trend in q one fortunately, the action weve taken to reduce the expenditures partially have the revenue reductions on the water enterprise we see the reduction in sales as you can see 41. 1 million of the 57 million revenue decreases associated with is what i live revenues and steve presented our water sales are down driven by the revenues on the plus side we saw some one time savings as a result of debt funds that offset much of that as well as others salesforce the general manager talked about earlier this year. The wastewater enterprise seeing the reduction of 13 plus Million Dollars offset entirely on the budget and then the power enterprise we have reduced sources in terms of sales to the w s p p marketrate for powsdpo low and on the power enterprise we continue to meet all the fund balance and the coverage metrics and conditions one item id like to update that provides you a more thorough information at the next Commission Meeting today, we sold 308 million in wairmentd enterprise Revenue Bonds and over the next strooerld successful Interest Rate for including all costs for the year debt and many bids extremely competitive bids very happy with the pricing and as well two weeks ago we had the watermelon was part of progress a rating from the stated and poorest and moodys a credit upgrade and it is rated x x and very good press as a result of this a significant portion that of green bonds as i mentioned and were the first agency to issue the green bonds according to the certification of the climate bonds so were very excited about the sale and with the funding for the ssip and the r r work ill have a more complete report at the next Commission Meeting ill be happy to answer any questions you may have. Im not that much a fish person so steve would know that. That was regarding this Alameda Creek facilities yes. Good afternoon, commissioners im kent ethic with the sierra club San FranciscoBay Committee willow presenting an urban Water Management plan is a state mandated exercise it is the type of planning by sfpuc those major urban Northern California agencies should think about beyond the box and lead the rest of the state in addressing what is a growing water problem the 2010 plan population growth for the Retail Service at least from puc growing two or three percent more or less the 2014 is population over 5 percent every 5 years. Now nobody in the room has any idea what is more likely reilly governed we know in the next 4 years will grow faster in 2010 so we need to have enough flexibility to accommodate faster or slow growth with the technology in place to make the best use of water possibly recognizing at times demand is far blow capacity and we still have to pay for the capacity 2015 plan wisely considered the prospective that drought any occur in the next 25 years it looks at the only the 3 year drought scenario which is what the state requires that is problematical beyond that particularly for the wholesale in the plan take the whole brunt of any cutbacks necessary almost the whole brunt of the cutbacks the 2015 plan includes cycled water by 2040 for the water progressing promotions it shows in increase in the water supply after 2030 this it seems to me short site the recycling should be where we get the water not imaging there is more rain in the future. And the plans do not address Water Pricing i know when our trying to balance supply a limited supply against the growing demand pricing is one of the techniques with the most impact and from the pricing structure is made progressive will not harm the economically disadvantaged overseeing living in small spades without lots of grace around them their rates should think lower than they are today while the yours that are just extravagant or waste shall pay through the pricing in advance for their keys. And various advocates have been battling out at the indictment and the commission of the environment with rec and park to get especially those 20 tier one Hazardous Materials like round up out of the process well not use this heavy toxic chemicals not acceptable for people and children and pets to be exposed o to those chemicals there are other ways and cost for money to do rotation restoration those federal programs on federal land and they are also using those hazardous chemicals to do restoration promotions first of all, were saying well not win that battle on the city level want the sfpuc to get on board were not icing these heavily toxic schemz there are federal regulation about the federal properties that insist on using the chemicals i want to flag it to figure a way inform push back on the federal government and get alternative transportation so in the restorations were not using chemicals that are like that we need to get away from that that is bad to use those chemicals so thanks for whatever you can do to pursue and push back against the feds and get those chemicals out out of our restoration.
