One of the quotes is our initial economics study or analysis the first consideration forecast 51 rationing to 188 jobs in the bay area. Lost. They also show around 37 billion sales and transactions. I was told, that that come from testimony from the funding. Couple of things he said, job losses with 20 rationing would be around 6500. Sales lost with 20 21 billion. He also produce a document of water shortages in our System Service in area. Heres the report of march 2014. We found it incredibly flawed. For example, we already given your comments. This study says that all Regional Water is affected by this plan. 15 local is working to the figure thats not true. It appears to confuse the 2010 water use, which is available in the supply. Were using about 20 tds and they said thats a normal year because of the recession and climate. So they said it was around 237. Instead of working off the supply, from 265, they use it 237 figure. It also doesnt show the difference between the water supply and streamflow. In the 50 year drought last fiscal year, we used 180 mg per day. We had one yet what your, normal year and its up to 80 capacity. We have enough water to last four years. A couple of things that were said in that study, the waffle loss by shortage scenario for 20 would be 240 million, so, using the 265180 last year, were 32 below the supply. Using 237, with the use were 24 below that number. We didnt see any of those impacts either. Or the sales lost for 20 , 2. 03 billion. We can see that. The economy is strong or whatever. Job loss, 20 . 7500. 30 . So, i think that the editorial was a pleading and they were dishonest. You have to ask staff, they willing to stand that analysis of ar we can bring it to the court opinions. There are, we need to correct that. A lot of people that article is about credibility. The ability to legislate in the congress, to save parts of the bay area for our present and future. We have many very strong environmental people in office today. It around the country and also around the globe. Finally, just put some numbers on this, 77 of voters in San Francisco measured for major. Those folks voted to tax themselves to help protect the bay. I would like to direct your attention to a letter that we sent to members of the Commission Last friday, where we addressed this proposal from the state water board to probe projected targets for the major area. I wont waste your time by reiterating the points made in that letter, but i would like to talk a little bit about the tone of the debate. We would really like not to have an adversarial relationship with you folks on this, we would much rather, yes, this is it presents a lot of challenges in our own ways in our own strength, we can Work Together to achieve these goals. There are very irritation and other water agencies in the san joaquin valley, better saying very loudly to the boards proposed flow objectives, no, we cannot do this. We will not do this, and we recognize that the wood has some real challenges to meet those objectives. And we recognize that San Francisco has some real challenges, to meet those objectives. But what i would like to urge you folks is, dont just say no. Dont say, but say how. Say yes. We all recognize that as a state, we need to restore our rivers we need to restore the delta and we need to restore San Francisco bay. Its a big challenge for us, but we will work on doing this. My name is renee, and i am excited and honored to be back with you here today along with dj, who is a new executive director of softly. He was appointed in may and the ground running to truly honor the litigation that built the societies. Today, im just a little time covering the background in a recent efforts, to catch up to speed. And that will be some review for some audience members that were here. But then again, i will turn it over to dj and he will walk the results of the outreach and engagement in the Community Recommendations that we heard. Southeast and green houses were built to address the adverse environmental and social impact of the expansion of the southeast Water Pollution plant in the 1970s. The vision was to provide educational opportunities, job training opportunities, Childcare Services for the community and for the both facilities to serve as assets so people would be proud to attend and give lifechanging outcomes. In 1987, they leased out the southeast to the college and it became the Master Tenant and assumed responsibilities. The greenhouse release too small for profit business received extremely low rent, and exchange for full responsibility for the upkeep and maintenance. The Southeast Commission was also created in 1987, to provide guidance and feedback of both facilities. I would like to recognize commissioner king was with us today, thank you so much for being here. Your leadership has been instrumental. Thank you. Over the years, since 1987 on program has low and the city college subleasing out space. Meanwhile, the greenhouse tenant also sublease space. In 1996, both facilities were transferred to the wastewater transfer to the agency. Our agency became responsible for both facilities. Many leaders were responding this of this agreement. We have been blessed and honored to get to know these visionary leaders over the past several years. I personally havent plus an honor. I would like to recognize ms. Shirley jones cannot be here with us but she has been involved in the process the last eight months. And of course, dr. Jackson, his father glenn soccer has also been involved with us. Thank you for being today. Thank you for all our Community Partners have helped us run this outreach effort. With our partners, we could not be today. For anybody interested in the full legal and time history you can go to our website. Today, good to more recent efforts. 2011, was her some Community Concerns about the lack of utilization in this facility, we did an initial assessment we talked to over 100 stakeholders and we heard was pretty clear. The building was being underutilized and needed renovations. In the entrance created security issues. The elevators were done often in the common k. In response, the decision was made to renovate the two phases. The first phase was to do a smaller and the second phase renovate the entire building. During that same time, we had letters of intent city college that they would provide program at the center phone any improvement or changes to the web. In 2014, phase 1 was completed. However, we learned throughout the phase that significant structural challenges could not be fixed rather nations. Started phase 2, even with this investment, the major challenges in the building cannot be addressed. Thinking that we wanted to ensure the continuation of the litigation, we should exploring brandnew building. However, knowing that the site can strike of 1800 oakdale, that would still limit us in parking was thinking outside the box. Around that same time in 2015, her agency was ready to look at the other side. Besides, is on the corner of third and events. It has 5 acres. See the site as a possibly location, halted for the staff there. And then we started investigating the building what it a new city. We had additional conversations with the city college unified School District, to see there was interest in possibly building an adjoining educational campus next to the Community Center. To have a true face pipeline into another enhance academic campus. There was initial interest. 2015, we also did feedback on the two options that we heard from over 200 people that there was excitement, but people wanted longer more Robust Community driven process to discuss the options before getting behind either one. Before heading to dj, i want to walk into the green houses. So youre worried exactly, we got, how we got to work today. Just like our efforts of the committee center, with the greenhouses, the idea to return them to the original vision began in 2011 when all tenants were notified that there would be a Community Driven process. In 2013, we worked with tenants to track their impact on the community. We put out a request for interest letters organizations across the bay area about what innovate the greenhouse. And, what it would look like. Received nine interest leaders from different organizations in the bay area. They all had ideas for how to use this greenhouses Workforce Development. Before about urban program, growing food a lot of new innovative proposals. At the time, to do these proposals, the greenhouses like the southeast facility, would have to be upgraded rebuilt. 2015, we learned that there was some structural issues to be addressed. Realizing the concerns of the greenhouses and realizing would have to rebuild the greenhouses, the decision was made to vacate at the end of 2016. We have been working with each group and assistance with the relocation and also partners with workforce 11 case anyone will be impacted by this that will provide oneonone job placement services. Over the past nine months, we also integrated the question of what interim Community Best serve the community while the greenhouses are vacant. That is a lot of background for you but over the nine months weve been asking two questions. The process a bit, she renovate this six and center or should we build a brandnew Southeast Community . And what interim greenhouse plan will help the committee . No to turn it over to dj. Thank you. Thank you rene. And thank you commissioners and congratulations. Commissioner kane i saw a secon commissioner. Go giants. On the current executive director of the se. Committee ctr. And im proud to come before you today as a resident of bayview. I worked there for the past six years. To come forth and actually present the results. Of this very thorough strategy that we have embarked about the past nine months. I say that because, if you look at the talks about how stuck to the community. The way we should always be the community was going out, grassroots approach, we pool we put partnerships actually commute community to ensure that as we were going to this process we thought was to everyone. In doing so, we were able to survey over thousand individual we not over 2400 doors going into Public Housing, to have this very engaged conversation. Also, we did with the greenhouse plan. We were able, we had over 20 committee meetings. Along with 16 committee partners, like the ymca community you center, and again, which is able to folks throughout the entire district and specifically more so in the area code with our efforts. Again, there are some of the partners and were able to work with. Most notably, the city college of San Francisco. The charter school, Hunters Point family. The children services, pick your plans. All current talents. We were in the community, began to have these conversations, we did is we had renderings for both sides. Of oakdale and what it looks like, what we might be able to with renovations. We looked at some things around changing the entrance by the, maybe some facial painting, we saw, as revealed to, once she went inside, we saw that walls were not movable. There was only so much that we can do. During those conversations we the initial renderings of what a new facility would look like. One of the things he made sure and i was there in those meetings, we showed the rendering we said that this is a possibility of what it look like. This is was gonna look like, but its a possibility we can look like. Completely green building, open spaces, new childcare center. In the conversation continued on, and on. It was thorough and i want to say thank you to the staff. We werent meeting sometimes till 9 oclock at night. Ensuring that were taking all the notes that we can pay for every community member. We saw, was 71 of the folks prefer to building, the one a Brandnew Community center and they wanted, to be vibrant. That was a conversation, when we were doing the survey not just a 71 , we would look deeper. We began to ask what is the quality of a new facility . What does it mean to you . People talked about transit along the third street quarter. Again, talked about open spaces parks. The location and having you architecture. Able to build you, having places reusable. We had a lot of good conversation with the committee, but this really validated that 71 folks at the one a new facility. Similar to the conversation, we had the same conversation with folks around the greenhouse. That discussion, involved around three options. One was for a grant funded program. One for a local greenhouse and work they do with that. Was at conversations around smaller greenhouses and some of the existing in the area. As we do have some of the best weather here in San Francisco we have the largest population of community gardens. We talked about having smaller greenhouses inside the existing garden bayview. We talked about giving a prefabricated centralized greenhouse, somewhere else in San Francisco. It would not be in bayview which is built somewhere else. Through this conversation, most individuals, 63 they wanted a grant funded program. What this means, we can actually fund the existing organization and be able to help him expand the work that theyre doing. When i talked about it, some people are doing urban agriculture so this, for the program, will allow them to do more great work and expanded capacity. We had more conversation and things that like about this option folks. Some of the dollars would help stay in bayview. We talked about being able to integrate generations. Working with organizations and having our elders work with some of our young people around some of the family. There was so many ideas that have come out. And then, when you go back something that was extremely exciting. The demographics. The folks that we were targeted, were going out into the community and meeting folks for the work. A third of those individuals that we talk to, or actual read between the ages of 2035. Another third were between 3550. Note the third was 50 . We ensured that we had a broadscale. To ensure, that we had proper feedback. We also did the same thing in terms of looking at, racist. And making sure that we were focusing on the area code and those closest to the facilities. Also cited 30 evans. So with this, you can only imagine all the people we talk to we got some really good input from Committee Members. The talked about the preference for commercial and mixeduse which we can do at third, and evidence. They wanted to ensure that the historical significance of the building remained. They talked about making sure that the mural is on there, remained and continues. We talked abouts ability oakdale and they wanted to talk and talk about, the partnership between the commission and the Southeast Community commission. I think we should do that. They talked about the place of destination. Bringing pride to the community and the talked about it being innovative and include cultural hub. Just elaborate a little bit further, and the student to the conversation around face to just more effective programming. The reason we went back and looked at the current utilization was because it was underutilized. More recreational activities, active and leisure. Talked about flexible spaces of a talked about it being welcoming. One of the conversations we heard was the one it be able to be inside, see outside. See that. To the positives things are going on inside the community. With that, i consider. Talk about all the great things that weve done and continue to do, but we have a little bit for you that we would like to share that actually shows a work via video and also get to hear from some of the community members. [inaudible] them my mother would applaud them. She always wanted economic growth. I am also glad, that the new building would be high to the history. Let me see that again, that the new building would be tied with the history of the south like the committee college. Then i went to the meeting, and i was very very pleased. Just to summarize a conversation today, the Committee Said that they wanted you center. They would like to move forward with a interred greenhouse grant program. And ensure that we maintain a transparent stakeholder in process. Which we been able to do. And continue to do going forward. What im asking today, for you while actually provide staff with that back in to say, the committee a spoken word in a move forward. And so, next steps, on your presenting we would hope to do throughout the month of november and december his partner extremely closely with the south community and my commission to implement the recommendations. We will develop a plan for phase two of outreach around the sign at third and evidence. And we will convene an Educational Partners to develop concept for the building. Like the San Franciscos state. And then, we will finalize the schedule for design, along with the environmental process and then look at finalizing the schedule to issue an rfp for the plan. Then, develop ongoing stakeholder processes in collaboration with the commission and working closely with the community. With that, i would like to thank you for your time, and for your patience. They have a place to gather, share ideas connect laugh or maybe years. The decision regarding what to do with the space. Its imperative for the bay view residence. The understood the relationship. And more, allowing bayview residents the opportunity to be heard. Recognizing the change, the chance to be more involved we wanted to bring our neighborhood business to provide input for the future of the committee center, and part of the effort to fully understand the Community Wants and needs. Providing meeting space where people can take a survey for their opinions that matter most. These efforts were met with Great Success as Committee Member members holding you, arrived field enjoy it because it was a survey to be taken voice be heard. We have great confidence in the Community Builder center. And it will finally serve the people who are most impact. We personally saw, people asking question raising concerns completing the survey and more, having confidence in the process in the presence of each person and the ability to be heard. I want to tell you that the entire committee is excited about the state of the art city at third and evans. We know that our Community Needs this kind of stability, and we need comprehensive programs that will serve the needs of the community. I like your idea, commissioner, the new green building, we have to move things forward in terms of our building that they are efficient and on another note, as a former dean of the southie campus, i served in that capacity for 12 years. As a former Education School district and city college and i will tell you years i was, i had a wonderful im actually delighted about this view of the art facility. Our Community Needs a firstclass facility. And, i cant wait until it all comes to for which. If you so much for your support, thank you for the partnership that we need to make this all come through. In addition to that, there is also an initial conversation with the San Francisco state chancellor of the city college and the School District about going to step further and building a new additional Academic Building adjacent to the committee center. We have a letter of intent from the city college, we will honor that. And were excited. Unless we hear anything different from them, that will not change. As far as were concerned, its in writing and were going forward. The conversations with the people at San Francisco state and city college, those are the additional states right now. We know that many are exposed to negative issues and thats why we are part of helping. As a member of the community, i want to find a way to provide positive alternatives for youth as they navigate challenges that they are faced with daily. This right here, is an opportunity for community and, that committee deserves the best. For too long, our desires are always treated as an afterthought and after all the comments from the young participants at the ymca, and the presentation, i fully support the center. A new Community Center can offer this while integrating historical elements. But unlike an old building, the new center gives us a chance to create a space and address these challenges and also provide training assistance and educational opportunities. We were fortunate to be one of the many, provided outreach and engagement services. It took us the opportunity first, we targeted our Public Housing residents and also used. We did a series of meetings and focus groups and through another that i wear, i am also the director, we included the survey and also physically look at location. One of the hardest thing to accept about the current southeast building, which i do i do love, its his limitations. Over the last three decades. It is not the center for education that was once dreamed of. We all know its possible, because it built the starbucks and hundreds of people are there every day. When he that kind of energy in our Community Center. Today, we have a huge opportunity to establish a new center for education. This was promised over all these years. I hear about green industry jobs and careers. But we can curate that at this new building. I received my career in science. Im very few women of color that pursued a career path at the time. I know personally that theres a need for early access and opportunity especially in the south east, to inspire our youth. Go back jackie. Them over the last five years, there is a real science lab, many people believe in notes there and for years its been hard to convince our young people that it can be a career path for them. Im here as the capacity of the board of directors of the Bayview Merchants Association that have the privilege and are supposed to come before us a few weeks back and make a presentation on the proposed project and the members of the board and the association along with others in attendance were very enthusiastic in regard to the support and the construction of a new facility at third and evidence. As i said, we look forward to working with staff as this project moves forward. Theres a concern on the part of the merchants to make sure that in the process of the project moving forward that, some of those unintended consequences that have occurred in the past. We specific very positive and strong influence, and only for the Business Community as a couple people mentioned, anchor to bring people, foot traffic to third street. Not only from the Bayview Community but all other communities. We are very excited about this. A couple of other things, mr. James mentioned the importance of history. I was a member about the Citizens Advisory Committee on the development and one of the most important initiatives that committee was a revitalization of third street, this is a Long Time Coming to bring this project forward. Also pictured to supervisor maxwell. During her term to build a Police Station on the site and she fought hard to keep that from happening because she thought the committee deserves something better. And i was moved that so many good things are happening in our people are doing it. After getting up and getting out. I am grateful to have been in the bayview area two. To love and be an organizer. We have walked all the neighborhoods knocked all those doors. I am a freedom writer i have a lot going on. When understanding what all the issues are and understanding whats going on at 1800 oakdale, this is finally an opportunity to look at programming will be going into the facility to allow residents to get trained, to get services. To finally compete. The other issue that were looking at, the building was not adequately able to hold we needed in terms of the amount of classes and parking. Anyone that lives in the community, that owns a house, i can tell you theres three people know that would be very happy to be facility. The parking has been atrocious. For our seniors, or really the beneficiaries ru of this measure, they are excited at the possibility of updating. You would be surprised how many seniors are actually very excited. As we move forward, we must move developmentally. We must ensure that as we provide services fulfill this obligation for mitigation. But that mitigation is found, and that there are solid outcomes at the end of the day. So people that are not here, im speaking on behalf of those folks that do not normally participate. But they want to know that theyre very excited about the move. From my own personal position, i would like to say that im excited, encourage and also listening to the residence. But what it has anything to do like we did this process, when i can have any problems. Because our efforts have been on president. Also our policies for next her. Interest of time, i will return to these items. Before that, i would like to introduce our team. First, we have john who was her manager on local resources. We have to make it scott, shes not with us but she handles state and federal issues. Also grace was her analyst. We have christine was a Public Service agent. I would like to thank them for the commission. They are devoted professionals to give 150 every day. Thank you. At the local level for fiscal year 2015, will have 39 pieces of legislation. 38 past and what was stable. This included the relocation of the city fleet fleet make maintenance shop. The approval authorizing to enter into agreement for electric power and related services. Approval to construct a recycle water building. We collaborated with officials in organizations to obtain additional funding for 20 you stations in schools and parks. We also tracked over 100 additional pieces of legislat n legislation. We work with the supervisors on in them including amendments. Our other priorities of the local level include, continued implementation on biosolids. Green infrastructure projects. Water Revenue Bonds and multiple grants and acceptance. On the regional level, we were able to secure a very important votes from the Alameda County board. The team worked which are manager kelly and other state to educate supervisors on the critical safety needs for the road closure. They set level, we work closely with a lobbyist to track over 250 bills interest engaged on 30 bills on the sessions that just ended. We also work closely with the enterprises who helped to gather and provide input on bills from enterprise staff. I would like to thank michelle, mr. Ramirez for the great role in this work. This year, protected the ability to carry over Energy Credits for so plus that we had. I would like to thank the commission for passing a real resolution in support of our position. We passed a review of state Water Resources control board and hydro electrical projects. We avoided unfair Cost Shifting to ensure that Energy StorageProgram Costs are proportional. We help the requirement to implement recycled water projects, and we stopped the bill that would shift the cost for storm Water Pollution from contract to local agencies. For next year, our state policy parties will include, protecting the water rights. And particularly were analyzing resource control boards which if enacted, will call for severe reduction of water used during drugs. We work with our elected officials on this. If you recall, some of the first comment that was subject on the first few comments that we had earlier today. Engaging, will engage with efforts to reform packed to 18. Avoid unfair Cost Shifting to Public Utilities. Ensure fair treatment to Commission Like all others. During the congress, we followed 27 items of interest. Currently, were tracking a number of water act. The biggest priority continues to be monitoring potential threats and insurance the protection of our water rights. Additional priorities includes working to ensure that pgk needs have axes and axes terms for establishing financing mechanisms for water and structure. Security Tax Exemption for water rebates and promoting ocean beach restoration. They also continue to be and work with other utilities from across the country, the white house, epa and department of labor on efforts to elevate the importance of Water Infrastructure on jobs. Working closely with our lobbyist, we have secured language in the Senate Version two starting workforce training and water utilities. This is one step in the process, but it shows great progress. From 151 i reported last time. Customers also continued to sign up for future enrollments. We are targeting the spring of 2017 for next enrollment. We have 252 customers queued up 70 are signed up for super green. Over the weekend, they reported to us that they entered into agreement, to buy this business only. We dont expect any change in service as a result of this assignment. Noble represents the only thing that will change under new ownership. Its a.
