The parks to pavement the parklets those are some of the main programs weve launched that is evolved over time and grown and continued to test learning by doing and work with the communities that is a critical part of relationship with the unauthorized unit i community with the neighborhoods so for example, every public plan includes a task components this is something that everyone has a changing chance to test and experience it and use that as a way to inform a longrange term design for the communities so we now use a standard tool to engage and have a conversation the cast ideas and get feedback in realtime from people on the street not the working Group Workshop but experience a different realities this brings city design closer to people that are most effected this is an Important Message to remember as we continue to work in a city through rapid change at the departments recognized the value of that program and too work on the task level in their own Work Programs you be or so this trend continuing this is a good thing and so the Planning Department under the leadership of robin are once again providing the leadership for all the tools to be to the next level and by creating the place for people permitted getting faster and more transparent and probably for people to get a temporary space installation now the places for permit will be open to every agency and to the public for any project sponsor to use we can know open up to a new level for the communities and hopefully e hoping people will take advantage now introduce robin hes been responsible for the massive amount of Cooperation Amongst the agencies for the City Attorneys Office to bring us forward into a new level of collaboration thank you. New neil are good afternoon im robin with the department longrange policy division over a year since we came to you with the parks to pavement im excited to talk about the next phase this presentation covers 5 areas give you a little bit of background the context in San Francisco a little bit of context nationally well talk about the challenges that we are experiencing as city staff trying to facilitate those projects and programs and the opportunities through legislation to amend those issues and provide better support and wider reach across the San Francisco neighborhoods well talk about the outcome and well talk about the blueprint we put together for stepping through that legislative exercise and open up for discussion. So the central premise of parks to pavement is about the grassroots in the short time with demonstrates and experience in order to bring about longterm institutional change that is tactical urbanism or place keeping we like to think of that as space keeping that is part of a cheaper approach through cumulative effects of small any small gestures to create a bigger impact. Parks to pavement kicked off in 2009 and 2010 with a handful of the pilot projects with pedestrians projects and since then weve seen the parks to pavement and the pedestrian projects muscling multiple across the city is a springboard template for installations in the streets and sidewalks some initialed by nonprofits and Neighborhood Organization and other groups and many any agencies throughout our own city government. This map from fall 2015 shows you how neighborhood across the city have a strategy for locally serving gathering places in 2009 the coconspirators with the 3 departments along with the Mayors Office since then many more agencies are part of producing the parks to pavement projects creating new programs that are slate and related to the Parks Initiative the programs parks to pavement added score haves forgot the collaboration with the new collections with the Nonprofit Community groups working throughout the diverse sections by the drawn attendance if National Supporter s while their taunt for the projects this broader tactical has been leveraged more and more around the crisis and world largely contemporaneous with the parks to pavement short lifestyle were seeing place in chicago and open streets like los angeles that is the Southern California with the sunday events that is seen in San Francisco since 2008 cities around the world are temporarily closing streets to have vibrant pedestrian plaza and tactical urbanism challenges that while providing relieve on offerly congested situations. Were seeing how simple with the idol capacities library the beer garden in philadelphia and the efforts in seattle are leveraging and responding to this thirsted for public space and public life urban prototyping it create functional faithful like the thirty street porches outside of train station and the prototyping festival in the city of oakland turning back to San Francisco the handful of demonstration projects in 2009, 2010 spashthd interest from the public here for San Francisco as you imagine all the growth pose not insignificant challenges to the task of delivering those services to our public we are a patchwork system across multiple agencies in an unsophisticated permit system it is suited to the type of work the Neighborhood Groups are supporting. Together all of these create barriers to participation so we really see this barrier as a forefront issue through legislation amendments legislation legislating a Program Allows us to work in neighborhoods with greater than needs with fewer resources and allow United StatesCommunity Groups for programming in those areas it is very, very difficult and cumbersome to do that so well achieve this by doing 3 main things by creating streamline permits and calls and outline a more predictable and clear for housing to engage around refining and evaluating those places once theyre installed and provide an operating fraction more financially stable and well create better ways to regulate and monitor and evaluate the spaces once theyre in parks to pavement has promoted to identify those legislative goals and little core program and saw those displaced after parks to pavement was created in 2010 in 2013, the Parklet Program had over one hundred parklets so we set up a Strategic Plan for all see that will lead this to a Sustainable Future for the myriad requests and support the future of the program we successfully moved through the first two goals of the Strategic Plan and focusing on the last two which is what brings us here before you today formulating the document legislation what is important to nuts and bolts San Francisco as lead the way in terms of how the employment of tactical techniques for larger goals your mayors pedestrian strategies called for the creation of 20 parklets a year. And other city documents provide urbanism with a stronger rational they have a mandate for that the streets more liveable environments as go neil mentioned place keeping initiatives are a standard part of planning for the department undertakes when we are working with the community or a neighborhood we offer this strategy and unique for merchants and residents not only engage more deeply in the area planning exercise but participate directly in early implementation with their ideas so we mapped all the different programs and projects that the city agencies are currently doing and this brothel is impressive here as you can see how parks to pavement has worked and part of a large specimen we have the opportunities to legislation to streamline and integrate into a single fraction in order to simplify this interest a legislative powerful we deficit the projects and prototypes into their locations and jurisdictions so for example, places occurring on loss in the jurisdiction of Planning Department or pubically owned parcels like the daems and places on the sidewalks and jurisdiction month places in the roadway like a parklets they curve plazas created by temporarily pedestrian involved both public works and mta so this mean that our legislative package touches many requiring levels of amendments to achieve the broads goals weve looked at early the list was developed by an interagency with the nonprofits list commodities of many of the Community Groups weve referred to earlier in the presentation weve met as various working groups to reflect all the Lessons Learned from past projects here in San Francisco and borrow the best practices in similar work this legislation will do many things establish the board functions of the program as well as clarify important details a few ill go into a little bit more depth here. So one thing ive heard ero over and over in the many groups to see a change in the neighborhoods our review process is two confusing and expensive and the departments perhaps better cooperated in technical supports our lack of an integrated system is a barrier for many groups so has a single permit that integrates the city agencies review and approval into one document so there will be some permit innovation there this makes it for efficient for the sponsoring organizations to review and operate so this is actually, the simplified verse of the permitting roadway plazas were getting all our learning from the past 5 years and communicating with other cities to have a clear implementation so that every stakeholders is clear about the operations as a city we xrermd with the plazas projects a number of ways over the years but those legislative amendments are our opportunity to codify a more predictable and everyone involved especially to that Neighborhood Group in closing id like to emphasis a few points of San Francisco that will infuse we propose to create through legislation weve had a role as a leader in thought and practice of this field here in San Francisco weve often been the first to test and try out the new innovations through parks to pavement has facilitated parts of a genuine process that is really, really valuable we want to adopt that Standard Practice across the board. Over the years parks to pavement shown what is needed to create public spaces and one is music and cultural offering a type of experience that is really, really difficult for our Community Sponsors to provide in those public spaces given much of the confusion around permitting 90 is a place we value equity and parks to pavement is a deliberate way to provide support to neighborhoods with the histories needs the least access to open space we sponsor with other programs to bring their mission into the public realm parks to pavement is urbanism as one avenue to bring that to the public. Commissioners were currently working at a interagency theme with the City Attorneys Office to finalize the draft legislation we expect that supervisor wiener and along with one or two cosponsors that showed interest in bringing this forward to the board in the early spring or summer. Several comments first, this an amazing presentation done rapidly wouldnt expect Something Like this i think this necessarily ive heard the things so some questions process question is there a pointing point of contact if i wanted to say there someone assigned that helps with that process. Correct yes are the administrative code amendments were proposing will name the Planning Department as the cooperating agency that is the roll to date weve plate dworpt or you dont respect corresponding we run the collaboration with the agencies and so the Planning Department a staff will continue on with their current goal. I dont have the budget was there staff dedicated to this how many and what is the future look like here. This current fiscal year is the first in the history to receive staff allocations and planning has consistently staffed the program we have one. 75 to, 2. 0 and another at the mta and 1. 5 at public works. The answer is that it will vary by projects so to give you a general idea our parklet takes a year to a year and a half from proposal maybe a little bit longer than or short from the alley and south of market took about two years of public process before we move forward with the prelims and the prelims was another 6 to months now in operation for two years. I looked at the map i saw my neighborhood and other neighborhoods first plaza to go in it had a i think it have a solid dock brings up the question we had benches we had benches places on harvey milk plaza but one of the things on item 8 sometimes, it gets left behind we approve the Management Plan but our experience and some of those especially in the local areas didnt pass the way we thought that was is there a president of the monitoring heres our monitor on the stewardships and the plazas looks at vacant but walk through that it didnt live up to the expectation and harvey milk benches we thought was going to happen. Commissioner Vice President richards this is a an excellent point to reflect on the approach of tactical urb of tactical urbanism and understand what we want to happen and operate and run and reiterate that over time those spies needs to evolve and they need to respond to different conditions and dynamics over time so this is core to the approach and you know this is all temporary experiment deems not creating new spaces were going in there to test different strategies and in terms of the programming to see what we can add. One thing just to kind of ii like what our saying temporary if it didnt work out so somebody that wants to propose someone something it didnt work with this neighborhoods somebody can say we tried that and it didnt work over here we want to commend make sure that is chronicled someone who is monitoring it. Thats part of the rational for the creation of that program we have a number of different agencies with Different Levels not an entirely ad hoc but make agreements with the projects how we review and followup and future spaces and operations and wonderful go back. Youve done wonderful things i go by this annie alley and also spots along variance streets with the bulb outs and the parklets and theyre great the other thing to make it successful is not only cultivate not only create this space but cultivate the space the promenade the space has been there 50 years but not inviting often dangerous you know preserved to be a disastrous area and many people want to get off bart and muni where the civic center but you create a marketplace it a great area that is so many growth People Living in the area and being there day and night i think the market in that in the United Nations un plaza it great and the enlivening people walk along that and go by this process. I completely agree with you in the next fiscal year a partnership between planning and public works and rec and park to do a lot more and step into this civic center area. Great, thank you. Would that apply to the temporary like i know the Neighborhood Association in any neighborhood closes for halloween how to do that would they go through this process as well as the plaza obviously the longerterm in one evening. Right the proposal is four both of those types of actives to flow that a single integrated program although depending on the scope and scale would have different permit requirements and different operating requirements so those two particular example not to get too far into the details pertains to different code sections we looked at but everyone will be going to a onestop shop. The mechanisms to put in place like wear and tear sometimes, we see public art that is going in not necessarily long term but others have no entities that is monitoring that not built to be permanent so there is that kind of middle area stayed too long and overstated its welcome whose monitoring that. Through the creation of this program this legislation well be memorializing had there will be multiple lays we collaborating with the projects as well as the community can keep track of whats happening to report on how operations and programming and material wear and tear are so with i, be responsive to responding to those i think the largest innovation were creating it to make it easier for a Nonprofit Group to take on more the material and stewardship role their limited by the code we have were increasing their capacity and their way to occur rat fence but also thank you weve heard to the union square was talked about those people are deferred because of the process of kind of the bureaucratic process this is great and thank you for your presentation. Good afternoon commissioners veronica Planning Department staff the item before you for a conditional use authorization to allow a change of use inform a formula Retail Limited restaurant on ocean avenue the property is located within is ocean avenue Transit District a 55 height and bulk district the proposal involves phils coffee is a formula retail use per the planning codes more than 11 locations a locally owned home ground business that trbltsdz to the city the subject building has 71 unions of Affordable Housing located on the upper floors phil coffee will occupy two of the ground floor spaces supervise the retail use is currently vacant and phils coffee will be the first tenant space between the hours of 6 to 10 00 p. M. Monday through friday and other hours sart and sundays phils coffee provides tea and chief coffee and pastries and other merchandise it adds thirty employment underwent fulltime and the other part time customers will get to the project site via transit or by walking the project includes minor interior tenants improvements and alterations to the existing awning the project sponsor conducted a formula Retail Survey earlier this year in the larger ocean avenue nct there are waterproofs and 37 businesses and 17 existing businesses appear to quality as formula retail or telephone. 4 percent the proposal will increase the formula retail contraction to 13 percent to date the department has 3 communications in support of project including from the ocean Avenue Association the project sponsor was proactive in reaching out to neighbors and interested Community Groups the project sponsor hosted a community mooefrg on the project site in october of 2013 and been diligent if their Community Outreach the Department Recommends approval and believes that the necessary and desirable for the following reasons the project promotes an established business and trablt to the liquidate of the overall ocean avenue nct, the project results if a slight increase in the formula retail concentration but buildings a project and it creates Employment Opportunities within the neighborhoods that concludes my presentation. M. Lets look at issues of water and sewer. We are here at the San Francisco urban center on Mission Street in San Francisco and im joined today by marrielen from puc and talk about water and sewer issues. What are things we should be concerned about water. You want to be prepared for that scenario and the recommendation is to have stored 1 gallon per person per day that you are out of water. We recommend that you have at least 35 days for each person and also keep in consideration storage needs for your pets and think about the size of your pets and how much water they consume. The storage which is using tap water which you are going to encourage. Right. Of course at the puc we recommend that you store our wonderful delicious tap water. Its free. It comes out of the tap and you can store it in any plastic container, a clean plastic container for up to 6 months. So find a container, fill it with water and label it and rotate it out. I use it to water my garden. Of course everyone has plastic bottles which we are not really promoting but it is a common way to store it. Yes. Its an easy way to pick up bottles to store it. Just make sure you check the label. This one says june 2013. So convenient you have an end date on it. And there are other places where people have water stored in their houses. Sure. If you have a water heater or access to the water heater to your house, you can drink that water and you can also drink the water that the in the tank of your toilet. ; not the bowl but in your tank. In any case if you are not totally sure about the age of your water or if you are not sure about it being totally clean, you can treat your water at home. There is two ways that you can treat your water at home and one is to use basic household bleach. The recommendation is 8 drops of bleach for ever gallon of water. You add 8 drops of bleach into the water and it needs to sit for 30 minutes. The other option is to boil water. You need to boil water for 510 minutes. After an earthquake that may not be an option as gas maybe turned off and we may not have power. The other thing is that puc will provide information as quickly as possible about recommendations about whether the water is okay to drink or need to treat it. We have a number of twice get information from the puc through twitter and facebook and our website sf water. Org. People should not drink water from pools or spas. But they could use it to flush their toilets if their source are not broken. Lets look at those issues. Sanitation is another issue and something people dont usually or like to think about it but its the reality. Very likely that without water you cant flush and the sewer system can be impeded or affected during an earthquake. You need to think about sanitation. The options are simple. We recommend a set up if you are able to stay in your building or house to make sure that you have heavy duty trash bags available. You can set this up within your existing toilet bowl and once its used. You take a little bit of our bleach. We talked about it earlier from the water. You seal the bag completely. You make sure you mark the bag as human waste and set it aside and wait for instruction about how to dispose of it. Be very aware of cleanliness and make sure you have wipes so folks are able to wash up when dealing with the sanitation issue.
