Julie, would you like to join us . Just the fact that roger is here to also share words about our amazing recognition candidate ron mitchell, i think should speak vol unanimous. Ron has spent his career at muni bridging management and operators to really share both the operator feedback as well as his deep ties with the San Francisco community. We dont have a capitol project that ron has not helped improve. And every vehicle that our operators drive around are more comfortable because ron was the first in the seat testing them out. And making sure that they not only met the expectations of operators but met the expectations was our customers. Ron started as sfmt apart time in 1988. Came from the airport. He became full time in 1995. But really started playing this Communications Role as early as 1994 when he was recruited by 250a to help people understand the operators perspective. He served for 24 years. And still is coming to meetingseen though he is retired on the joint Labor Management board, which is a Safety Committee staffed by both the Operator Union and management. And over my time here, he has been generous in terms of taking me out, test drives. Showing me things. Calling when there are problems. Usually before they are bubbled up. Almost always before they are bubbled up. Which im grateful for. Ron served on our assault prevention committee. His first love is the trolley fleet. He was at potrero the longest. But he is also a huge embassador for our historic trains. Im really excited be here roger and i will both give recognitions but before i do i want to invite roger 250a. Thank you. Directors. Im roger. President of the Workers Union 250a. It takes a lot for me to come to city hall. City hall scarce the heck out of me. A lot of scary decisions made here. I show up when there is something bad happening. But today, is a special day of recognition. For ron mitchell. A couple weeks ago when ron mitchell retired, we had a ceremony at our local office and we presented him with a unique gift that no one in our fleet has ever obtained. I wanted to let you know that this man, roj mitchell dedicated more than half of his life to providing service for the city and county of upon San Francisco and safe and reliable, dependsable service. Everyone thinks of health and safety and ron mitchell. When they deal with programs and Everything Associated with that they think of ron mitchell he spearheaded that project and although he has retired, ron mitchell has still in the loop. In terms of helping us out constantly improving health and safety for operators, buses, service and the riding public, et cetera. Everything from procuring new vehicles to having trash cans removed. Trees trimmed. Sidewalks bulbed out. Paintings on the crosswalks. Everything from street lights to stop signs and anything and anything you can think of that pertains to health and safety ron is always there. He has attended almost every one of the restroom meetings for the operators which have absolutely helped secure the health and safety for the operators. Believe it or not, without ron mitchells help inspect procuring the restrooms there will be less service out there. On behalf of the local 250 i want to say ron mitchell, thank you very much, congratulations on your retirement. And we hope we are able to bring you back as a prop footwork trooper. So you can continue your work and legacy. [laughter]. [applause] thank you for the kind words. When i came here i came from the Airline Industry, which i upon spent over 30 years there. Delta airlines. Started in 67. And i was able to stay and maintain employment there, loved it. One of the best Airline Companies around. Very strict on service and attitude and moral. The reason i came over sometimes the Airline Industry is not too kind. I said, well, i have a family that is my daughter there. [laughter] and my other daughters in los angeles and wife of 48 years could not make it, she had a lot of stuff to do. Wanted but was not working out. I said no problem you will see it on film. Besides that i came over in 1987 and came over on board in 88. And i havemented be here. Something about buss and trains. This city in this entirety is manage about this city is unlike any other city. I traveled to a lot of ecstasy in my work, and talked to them and say how do you guys do it. You got this much space. You have all those transit vehicles in this much space. I said we do it because we have great operators. And we had a Management Team that tries their best to make everything work. And we are there to help them out and try to ensue the operators to do their best. Trust is the number one thing. That i try to instill in operators. If you dont have trust you should close the doors. Operators dont trust the training or whatever you are saying to them the outcome, their outcome is not good. We maintain a moral stress relief. Let me say this, restrooms, everything is important but restrooms is really important. And when we got the restrooms, working with mc geary was on her kidding her about the hardest working woman in the mta, sorry, julie. [laughter]. [laughter] but we work great together. We have a team you can count on. That everybody works together. Even if your idea does not come across they dont chute down. Thats a good idea. Lets not go there. She never shot anybody down. We will try that next time. Okay. But it has been a great time here. And but here are people i would like to sneak up on. Because it is in the about me. It is the 2,000 operators. I want them to be the best am i want them to shine. I want them to come to work. When i got behind the wheel you dont know what it is like 4 in the morning and people see you coming, their life and day will be good. Because they see you coming to make that first run. And everything is hi, how are you. You will have a good day . I will try, sir and maam. Pleasing customers. There are people i want to before i leave here i want to give a lot of praise to the over head line crew. Charles and his team. David, kevin riley, gene, john, chris pain. We have meetings all the time. We try to work out whatever differences in the street that come about. I want to thank gary chang who runs engineering as they mentioned. The engine ooerg does procuring. Tremendous team leader. Tremendous team leader. Learned so much from geary i appreciate him i wish he was here. Mc geary, i not to thank the superintendents at the divisions. We have the monthly meetings. They are understanding, and their approach to making things better as a superintendent of division. And the chairs. They work hand in hand. And without them, you know a lot of this would not be melvin henry. Safety, we talked so muchch and we would have giant contests gotta go back to work. I dont know. We have the tremendous talks, discussions that is meaningful i can take back. To either julie or take back to roger and the union. Get them to understand what things are all about. I want to thank rick. Msr. Rick and i have lunch, talk about everything under the world. We talk about all the stuff this we would like to see happenful im a member of the nsr group and always patting him on the back for his good work. One of my favorites angela the godfather of schedules. That man taught me everything about schedule. And i sit there like a 9 rear old and look at him and say, really, okay. He is one of my deep friends and i a person who passed on to a better took the last bell 2 years ago. Hairy jensen the superintendent of maintenance taught me everything about traction motors. Mechanisms. Not just trolleys, he taught me anything. 9 at night we are sitting there talking. He will be missed. Harry jensen. Larry martin. Passed on to glory. Was the executive Vice President of the twu. The west coast representative Vice President for the international. He pulled me by you know told me i want you to do this. I said, larry,il try. No you will do this. He was fluential in city politics. In closing, what i like to see is the board, chair and the board to get closer to the operators. You need them. We have operators traveling 150 miles one way to come to work. And a lot i cant imagine im all my stuff is in the city. I cant do it. That is a lot. Please, what your decisions are make surety operators your thoughts with the operators in mind. Please. Because, life is not like it was 30 years ago when i started. The farthest was valleto. We are talk yuba city. They want the American Dream but gotta go further to get it. Please, consider the prirts and think about them as you make decisions. I know it is tough. Jeff and julie have a hard job trying to please a lot of people. As well as the board. It is tough am i gone to many meetings here and watched you all in action. Trying to please a lot of people. Just remember, muni Railway System is the blood of the city. It flows through the city the bloodstream of our police protects us, our firemen rescues of us and muni is the other essential of moving us. Approximate please, whatever you do to make their life better. It is important. With that. I will close. I appreciate this. I will remember it. So nice get this. So nice to be thought of. I dont think i have enough time to thank you for all you have done and the fact that you take this day about you to honor the other operators it is tremendous about who you are and what your contributions have been to the agency. It resonates with mow as a regular daily muni rider when i see that bus i smile. I female sad when someone is running and purke the button their day is worse because they missed the bus. I love all of the work this everyone does. And i know so many are Doe Department during this pandemic. It was critical. Operators did showing up every day and making sure essential workers like yourself. Putting yourself in hrms way and sacrificing issue meant everything. All the things have you done on safety, bathrooms the Arts Commission and planning with bathrooms. I dont think most people thought about. Where do people go to the bedroom when you drive a bus all day. Essential human need we have not stepped up in that area. I thank you for your work in that area. I love the fact you have done every mode of transportation. I have taken every mode and i take every mode. I have been throughout my time in San Francisco transit departmentful i love taking transit i prefer it. And i love my operators and i say thank you when i get off. This board is dedicated in your honor we will do everything to make sure we get close to the operators. Well take your words close to our hearts and do that. You are the life line and life blood. I say at the graduations to mule operators that you other frontline. For most of San Francisco, they encounter muni employees daily. And their day is made better. Thank you for everything you have done. Everything you can continue to do. I wish you were not leaving i hope you stay and stay engaged and look forward to seeing you and getting involved. So in addition to the wonderful things gweneth said i want to appreciate your focus on ensure thering is a pipeline with operators and folks that know how to exercise their agency as well and demand better services. We are here committed to make sure we can do our most to honor that challenge. But i wanted to echo the words that have been said about you. Thank you so much. We will i will do a different directors report i will cover 3 topic in more detail. One is an update on vehicle test nothing San Francisco. The second the prep rigz near back to school and the third is a brief Racial Equity and longing update. I think many of you may know, a couple years ago the Transportation Authority acting as the Treasure IslandMobility Management Agency put a partnership to test vehicle shuttles on treasure i lands in order to see do these work . What are the context in which they work . Might they make sense in other places . How can they support the learning are muni system driven as i believe they will always be by human operators based upon when we find from other vehicle testing the idea a free shuttle on treasure irish land connecting the 25 bus throughout the island and the parts of the island with other parts. They had put out ask for proposals currently reviewed with contracting scheduled for october. And if we find a vender that works, the service would begin spring of 2023. Learn for 2 years and figure out, does this make sense in and make a decision about how to serve Treasure Island better in the future. And more important low i wanted update you in the news about vehicle Passengers Services in San Francisco the actual delivery of passengers. The cruises started to do. Here in San Francisco. So the city has no regular authority over Autonomous Vehicles that held by California Department of department of Motor Vehicles and utilitys commission. For quite a time now, the city enengage in the conversations with the cpu c around our concerns about Autonomous Vehicle test nothing San Francisco. We have been coordinating with the Police Department and Fire Department as well. And our focus right now is about the 30 crews Autonomous Vehicles that are doing Operational Testing using an over night commercial deployment permit. They are pick up and dropping off passengers 10 p. M. To sick a. M. In the northwest corner of the city. We have some specific occurrence with crewses current operation. Firstly, it is our finding that crews designed passengers operation in a way that creates known hazards for road users people with disabilities, cyclists and pedestrians the Autonomous Vehicles are not picking up and dropping off at the curve. Instead they are stopping in traffic in the street in order to let passengers off and bring passengers on board. Crewses when it run in trouble rather than pulling off to the side of the road, the vehicles stop in the traffic light. We are also concerned that under california law, the police cannot issue moving violations to driverless Autonomous Vehicles that violate the rules of the road. There is no, nothing in the california codes that allows police or anyone to enforce violations of the vehicle code. By Autonomous Vehicles. So, the city has been asking for crews to respond to the issues before moving forward with xandzing their Service Hours or number of vehicles or service area. The Commission Approved the commercial driverless deployment permit for evenings without setting clear thresholds when expansion would require now commission approval. Since the cpu c approval there have been dintss multiple cruise vehicles bricked in the street for a long period of time. Multiple vehicles across the city at the same time. Which illustrate that cruise Autonomous Vehicles are not just cars but are instead part of a larger system that relies upon strong human report including staff who retrieve the immobilized vehicles or what the vehicle should do when it encounters something. The department of Emergency Management received many 911 calls but cruise has not notified the city about the bricking incidents or provide us with data to understand how afternoon is this happening . Where . How long . The national Highway Traffic Safety Administration is investigating a june third collision on geary boulevard what is crash that driving Autonomous Technology is designed to arc void. We have not received word on the findings and also result in the injuries. We have been meeting with cruise. They are operating in good faith and meeting with us to understand our concerns. And we have reported the incidents of disable the vehicles to state and federal regulators. Volume and variety of concerns we face highlights the need for regulators to partner with san front and with other cities that are having actual Autonomous Vehicles to ensure the Passengers Service can deliver on the Industry Safety promises before they deploy at scale. It is worth noting that cruise and ford are seek approval to deploy new Passenger Vehicles that will have no human driving controls. No steering while. And last week they opened Public Comment on these proposals, we are strong partners with the state and federal government being the place in the westerlied that is experiencing the greatest volume of Autonomous Vehicle testing on streets. We are working hard to try to make sure that Autonomous Vehicles that allow private companies to profit also serve the public good. Next back to school this health care an area of focus we have been rebuilteding muni system. Before covid, muni carried about 29,000 of the San FranciscoUnified School District 66,000 students to school every day. We than we are a primary way hakids get to school in San Francisco and that has been a part of thinking about service restoration. Service changes in july very much had connectivity to schools in mind. For all the lines and lines like the 43, masonic exception to the district and beyond. And we now have at least one and most cases a couple of lines serving every single elementary, middle and high school in the San FranciscoUnified School District. We will be restarting when school starts, school trippers. Designed to deal with the peek loads that occur in the morning and afternoon. And the summer we have been working on a variety of safety enhancements at schools. Dozens of schools. Refreshing signs and be curb painting. Traffic calming. We have also brought on the 21 new muni transit embas dovers and will dealticate a lot to the school routes. We rebuilt crossing guard program. 175 guards covering 106 schools and 154 intersections and returning within classroom programming for our safe route to school program, helping kids figure out how to safely walk, bike, roll and otherwise, get to school. And naturally all of this is building upon the extension of the free muni for all youth program, which is available to youth without need to get special pass or permit. Just show up and ride. And i want to update you our office of racial and belonging has been significantly expanding programming. And in addition to working on internal work to implement the action plan we have been doing Community Based work. Including 150 staff participated in an intensive dignity infused Committee Engagement essentials training. A 3 day training, half day each, included powerful and practical tools for integrating Racial Equity in all our service work. The team has been doing monthly events engaging with staff on the agencys Racial Equity action plans. Including teaching our impact assess am tools for all programs. We also recognize the 37th anniversary of americans with disabilities act about how will how the disabilitied Community Experience accessibility, ablism, equity and he belonging and last year sage fran was the first city in the counts real to recognize transgender History Month out of recognition of the 55th anniversary of the compton cafeteria riots occur in the 1966 here in the tenderloin one of the first very strong public responses where transgender people and drag queens fought back against Police Brutality and sparked a movement for all of us. We are hosting events honoring transgender History Month and the role that San Francisco played in fostering equity and liberty for all. Thank you very much. Thank you. I had a few questions i think one on each your areas upon Autonomous Vehicles i will start by saying that i think we have one of the best teams you are working on the Autonomous Vehicles having in the Disability Community they have been working with the [inaudible] the board and since before i was on the board, but my question is, when we have been intenses where [inaudible] a mass malfunction of the the vehicles and potentially cause harm to or personal injury. Do we have recourse at all . How the regulators could . What is our protocol there . At the moment, we have effectively no recourse. We dont have the ability to site the vehicles that are violating the vehicle code. We dont even get data or information about when the incidents happen. We have learned of these massive Autonomous Vehicle shutdowns throughout media. Or through 911 calls from roadway users who have been trapped between multiple Autonomous Vehicles that have locked down. These are reasons why our complete lack of regular controls. And lack of data or reporting, these are creating significant problems for the streets of San Francisco. The fleets expand, these problems will grow significantly. I [inaudible] get some response on our side. What to do, leave that to [inaudible] back to school. Thanks to the schools. I want to make sure weure in communication with sfusd and showing the [inaudible] program and getting that out there. How is our communication been . That has been something we tried to improve upon in the last couple years yes, we have been engaged with sfusd, you might imagine the mta faced significant issues the last 2 years, staff at the School District faced worse than we have. Part of the challenge is under staffing at the School District and our focus on issues other than mobility. We have taken it upon ourselves to dot necessary work. In order to make sure that kids can get to school. We are not being successful in terms of thinking about staggering School Start Times in order to reduce the extreme peeking. For the morning and afternoon commutes. As well as helping the School District in think burglar their School Assignment policy so that the district meets the Racial Equity goals without creating very difficult transportation burdens for kid to get across town in order to create the balance the School District is seeking. Thank you thats all good information. And [inaudible]. Last on Racial Equity i forgot to mention they would like to be a panelist on the ad a celebration how you identify and i. Ed to get kudos to everyone that was on the organizing that [inaudible] moderated the panels did a fantastic job. So. To give kudos, thank you. Thank you, and director heminger had a request. Thank you, madam chair. I want to double become on the Autonomous Vehicle question. If i ask it in a different way i will get a different answer. It astounds we we dont have a way to shut it down. The mayor shut down huge swaths of city and economic and academic activity. And she did so to protect Public Health under her emergency powers. Does she have similar powers when an entity is creating a safety hazzard for our citizens . I will defer that legal question to our deputy City Attorney good even. Stephanie stewart. Director heminger thats not something im aware our office looked into. Im not currently aware of the mayor having Additional Authority under her emergency power to protect health and safety to expand that in the ad realm. That is manage we can look into. Look, i would suggest you oughta look and well is always a first case that establishes a legal principle about whether we have that authority or not. Of. Jeff, you are doing everything you can in the authority i think you have, but you might have more than you think you have, i think we should finds it. My recollection when we investigated this topic 2 years ago was that we had no row course and have been fighting the California Public u stillity commission through lawyers for several years now. It is almost as if we near a situation now tell take of very significant and deadly incident to get attention this is happening in the dead of night. I see them in my neighborhood. They mostly have drivers. What we are talking about are nonhuman driven vehicles . On Treasure Island, that is a low speed shuttle. Capped at 15 Miles Per Hour offering driverless passengers. Similar to what contra costa. Thats right. Operating in the parking lot for a couple years we will be testing that. We dont have concern busy that we understand that technology and because it is operating at a low speed we are not concerned about the safety implications. Plus there are only a couple of them. What we are concern body now we have only 30 fully autonomous driverless cruise vehicles running around your neighborhood at night that are already creating traffic problemseen when there are only 30 of them. And those vehicles we have no authority. On treasure i lands we will own vehicle, manage it and make sure it is working well if not we will take it out of service. For the private Companies Operating on our streets. Not only do we not control them we dont have basic data about when they are creating problems on our streets. To the extent we get information it is from Third Party Source that is deeply concerning as we want to partner with industry to uphold the promise of Autonomous Vehicle technology. There was exploration of Legal Options here it would be helpful for me and perhaps my colleagues, to see what you saw and if there is a possibility of revisiting it. Yea. Happy to come back. It is on your agenda vision zero i will mention one the 30 stockton that goes in mason street whchl it come out you change it on the wires. There is no reason why you have to do it in the middle of chest nut street. The last stop is divisidero. They can stop there, put them up. Now they are backing up traffic while they get out and put them up and the wires back up there is no reason for that to be at that spot. Two. Masonic, fwring back fast. I have 200 seniors that are now house bound because you stopped it. Number 3, public safety, we are having a problem with the bikes in front of wall greens the objection of wall greens the neighbors on the block and 30 other neighbors. It should not have gone in. There was an incident 2 weeks ago where it was hard for the police could not jump out they had to run ordinarily the bikes to get in the building. So, we got problem there is. We want them removed. We continuing is a big health and safety hazzard. We did not want them in the first place. The garage would be a Perfect Place in the ground floor. Number 3, senior rights. We asked our the bus from van ness to fillmore to go to regular stops. Our seniors wang up 4 blocks to get to a bus and this is thank you. Discrimination. Your time is up. I believe in Autonomous Vehicles. I hope to use them some day. We have a nationwide Driver Shortage and Autonomous Vehicles offer me the prospect of a discrimination Free Transportation service. When we look at people discriminated on transportation that was perpetrated by humans. I believe of the possibility where i get in a vehicle where someone will not judge me because who i am. I think the problems can be solved. We can look at the media but you cant always believe what you hear or what people say. You dont have to believe what i say. I ask that anything you do issue investigated. And see what is happening out there. Because i have to think about what i hear in the world. Make sure we get the information that is credible. And i think about the office Racial Equity and i appreciate your mention of transgender History Month. As we do our work we not held down by definitions because of the person who does not meet definition fist we predicate our equity work on definitions means im eccluded by default. I ask the equity work does not exclude people who are different and fail on fall in definitions. I may be different but a person just as much. Thank you. There is no signage at the stops, which are heavily used by tourists and locals. Waiting for the f streetcar. I would like to know why the director has not begin an update about when the shelters will be replaced and also he mentioned nothing about whether each stop on the f car line will have the read out next bus or in this case, the next streetcar. It is important that that information be available at the new shelters that will be built on the islands in the castro. And market street. The question is why did you not give an update on this . I think that hearing [inaudible] for the muni operators was the Top Priorities especially drivers work a long time. One example that was a gentlemen who has been upon living in his rv since covid started. He lost his job. He lost his housing. And they took his vehicle. He does not understand why. It was hard to get the exact information from the different people that we spoke to but sometime there is are notices. Sometime there is is not. The notices dont necessarily give a reason. This is an area where there is no residents. There are no merchants or children. So it seems like if there is a place people should stay in vehicles this is it. And sfmta was asked to give a report last may about towing. Still has not happened. Last time i brought it up was mentiond and said, yea, i think you really need to get a deadline when this report will happen so we understands who is being towd and why. I love this city. After we waited for an hour, we were sitting here for an hour and 20 minutes, and there was so much Public Comment regarding lake street safe streets. That it was time tom go to save the dogs that were left in their rvs it was too hot. They did want them to be harmed. Im pointing this out it is a challenge for people who live in vehicles to be here and to give Public Comment they have a lot to say and would like to be here. Only remedy for the charter violation system rescind the l bus route change special restore the westportal section by plagues the issue as an action item as soon as possible on the upcoming agenda for public hearing or issue of the change itself. Once you reupon sinldz the change if the mta wants to eliminate westportal and embark. Of i urge you to reject possible attempt by the mta to convince you from holding off the rescinding until they put the route change on an agenda for you to approve. Clearly the mta does not want the l bus change rescinded it made the change to use the savings to fund other routes. The mta should not be allowed violate the charter by keeping the unlawful l bus route change in affect for any time. Even until they may or may not convince to you approve it. Transportation is the number one cause of Green House Gases causing Climate Change in San Francisco, california and the united states. How is the number one problem not being addressed. San francisco declared vision zero in they wanted vision zero in 2014. There are 515 days left and the chart is going up in the right. We are on track for a Record Number of deaths this year since we embarked upon vision zero. How is that compatible with taking giving more space to cars. I dont understand. It has been 49 years and 4 months since we declared ourselves a transit first city. We should rolling out the red carpet for all those that are not personal Motor Vehicles. Good upon afternoon chair and Board Members acting chief financial officer. We are starting a new fiscal year i will give you your first update and the slide deck is under upon 20 slides. Just to update the board as of august first the deadline for the San Francisco board of supervisors to take action on the budget they did not. Budget is approved and we are in fiscal year 23. Just to reminds you, so, we did have a number of augmentations planned in the budget. Those are controlled by certain Performance Measures we have financial aid. Use of one time funds keep at 16 penalty 6 we are trying to have that go down. Am we want to funds on the capitol side. And our 5 year c ip does that you will get an update on our state of good repair. Of the over all system in late september we are finalizing now we look at the term score we want to hope that remains consistent. We do i will talk about fair revenue recovery and parking revenues. Again we set certain performance targets look at those after the First Quarter. In september we will go to more detail. They were the tarrant county, texases you see where the fiscal 22 actuals were. We did the same exercise in the same period for fiscal 22. Did not hit our targets but i will update you on where we are at this point. Good news is on parking revenues, we are actually at prepandemic levels of revenue. Good news. Shockingly garage revenues were good and almost prepandemic levels a lot had to do with the special eventses in the city. It is a good trend and based on the prior 3 months we hit that target behalf we expected it to be if we continue the trends through the fiscal year. You will see it is clear in the last 4 months we are back to when we would have seen here. The longer period you will see prepandemic and the growth of park revenue. In the final quarter of fiscal 22, we are in the zone. We have also seen an increase in fees and fines. I attest the fact that a number of visitors coming in to the city. They dont know the parking rules they may over run the meter a bit. Citations have gone up. On fares that last month looked high. There was a jump in may and june. There is a reason we are in month 13 of the year we put together the june and july data real time. Transit fares are up. However the huge chunk is we get our institutional past payment at the end of the fiscal year for the chase center. For tickets when you get free transit and for San Francisco state. Those are included in this month it does noted pump up the transit fare revenues. They do you will see the ridership projection, we are doing an update julie and i will give you updates on the transit projection i say she can speak in septemberish. We are working on the numbers now. Numbers are within the trend of the projection we gave you for the budget but we have been reviewing the data and need to make corrections we will adjust that. We are still the growth percentage month over month is within what we had project today to be. That said, we continue to see a separation between the growth in ridership and the fare revenues. That indicates as we discussed that we have [inaudible] at levels higher than we would expect prepandemic. We remind the Community Top pay their fare and follow rules. We will give you u. S in fall. Generally the past year things are flat. We want to work and see that move in the next couple months. Bottom line. Parking is good. Hitting the performance target. Fare is not. And if you remember when i updated you on the footage ratings fares were consistently our weakness. Where the Financial Markets feel that our fares will not recover to a level in time bite time our federal relief runs out. On the c ip to update you you will remember that we approved 5 year of 2. 6 billion dollars. And did it a plus. Based on the infrastructure bill and all theed work we do with the board of supervisors and the mayor to raise revenues for capitol what additional revenue did we think we could get in the 5 year period, 737 Million Dollars. Currently, since you adopted the budget we got awards of grants of 120 Million Dollars. We applied for 10. 6. What you dont see on there we used the april budget is another 200 Million Dollars in applications out now. That we thome hear about between now and the end of the calendar year. We are continuing to pursue outside Capitol Resources and will try to meet the targets we set in the budget process. Unfortunately as is general low known, prop a, the muni reliability bond did not pass. It did not get the 2 thirds voter requirements. However, we were successful getting 65 of San Francisco voters to support the obligation bond. Because we will not have the bond fund in thes period we anticipated. It and create risks. General low 2 thirds of bond was going toward good repair elements to the system. Muni facilities help us appropriate near electricification of the fleet and make tranceit reliable. 10 million for train control replacement and 3 categories on the streets, one helping get the quick build improvements bite 2024 deadline and traffic calming improve ams. Really trying to catch up on our traffic signal state of repair. We are doing a continue assessment on all traffic signal infrastructure now. I dont think tell be complete the time weep update in the over all state of repair but we will update you where we stand with the infrastructure and major street corridors federal and other grants and needs to close project gaps. Here are the risks. We locked at the projects and especially locked at cash flow requirements, had the bonds passed we would have moved for an issuance, remember for those following the mta intended on spending 2 thirds of bond early and up front. We had a number of shovelful ready projectses. First, as we made clear, a huge component of the bond was San Franciscos commitment to the competitive and other sources that we are seeing throughout federal and say governments. Often they require a local match. There is a minimum often 20 . The higher the match the greater the local commitment the greater likelihood San Francisco would get that grant. Does not mean we will not try. It is just sometimes can be one or two pointses whether or not you win. It will be harder to win the grants because we dont have as much match come leverage available to the agency. Second is our muni fleet electricification and state of good repair of facilities. We will provide you an update where we are with electricification and our policy in the fall. The of key component for us to achieve that of the fleet is the charging infrastructure in place at facilities and happens that they are 2 of them are over 100 years old. That financing makes the cost more expensive. So. Thats the agency has to put this infrastructure in place. We have to replace the infrastructure. It will take longer and will be more expensive because we dont have the immediate cash flow. On the Street Safety side, there was a component of this 30 Million Dollars that was side aside for quick build. We hope to get a one time infusion of dollars. Getting huge chunks at one time for street improve ams is difficult outside of a competitive grant. We will work to fund them but the scale we hopeed get to immediately and quickly will be more difficult. Again, you will see in our state of good repair report and we have made clear, that Traffic Signals are an area we have a significant state of good repair backlog. Impacts transit, drivers and ability to add pedestrian count down and oddable pedestrian signals. Making the Safety Improvement when is we cant invest. The backlog will grow because we will not have that one time infusion. Over all on the corridor projects, we will try to funds them meeting their cashfully need. But if we have to wait near a competitive grant and wait for another source for the construction component of the project, ghaen it is a delay. It equals cost escalation. Looking at the over all these other impacts with prop a not passing does not mean we will not give it another shot but there are consequence for not having the dollars immediately. So to review our original estimate on top of the revenues we expected to get in the 5 year windso within the 300 mlgdz to 1 billion dollars the estimate was 737 million. This range is now schufrng we will not have the bond with the issuance timing of 4 remember pen Million Dollars. Again we will be aggressive pursuing all other sources to fund the project to meet the goals we set. But that is where we stand now. Upcoming in the next couple weeks and months, we will come with our state of good repair report to show you our infrastructure. I believe the board asked for an update what are the revenue measures . And tactic sns we will have a transportation 2050, now we know what our next steps and options and we will dot First Quarter financial review after the First Quarter. Board asked we hold the augmentations until we knew where we were in Performance Measures we will update and you move forward hopeful in september or october. What is i was wondering of since official low on the ballot. I wonder if you could context of a tax and that sort of place we will have up something here and everything you just. So, yes, reauthorization of the transportation sales tax is planned for the november, 22 ballot. A couple things that people should understand is that more than 2 thirds of that sales tax come to the mta. Of that, 2 thirds, a component of that sales tax will add dollars to our ability to the muni forward program. The category is zer open woo added dollars for this. There are no sales tax dollars back. With reauthorization hopeful low we have dollars to add reliability and improvements to the street. The float category the vehicle category of the Sales Tax Program is zero. We have little if any local match for federal funds as we move in a fleet replacement cycle, julie will talk about in electrification. This is a key weakness. We count on the sales tax to be San Franciscos local match for federal grants and fleet replacement. A component on the operating budget is paratransit program. When we have the budget every year the component of operating funds that come from the sales tax is paratransit that is over 10 of the plan is paratransit. In the upcoming sales tax. We have 2 more years of upon funding in the current plan. So there are risks to the mta associated with the programs. There are critical categories and Funding Sources we count on from the sales tax. Those are factual statements and leave it to the voter in november. All right. And then to clarify, we off ramps we built in the first one was will be later in the fall. Correct . Correct. Since the board of supervisors approved the city components of the budget, the annual appropriation oranges and salary ordinance we will go through a process and get the new positions the board approved in the budget and the hiring system. Usually that takes us a quarter. Tell take us most of august to get this done which gets to you september. The first chunk of staffing augmentations 26 Million Dollars of on going expenditures that would start in the First Quarter. I will come back again and i feel good but we need to see that trends with the parking revenues. Transit fares we are not. We will see where we stands. Reminds the boards of the augmentations and then hopefully you will be comfortable and move forward with hiring in the critical areas where we need staff to get system running. Nothing that we did take specifically the streets with traffic signal area we account if we were we were so inclined to move some of the augmentations from operating the [inaudible] correct . Yes, we did that about a year and a half ago the board might remember we were in the december we might have to playoff 1100 people. We were waiting to see if we would get additional federal relief. We didnt that year. So, we defunded a compoenlts of the Streets Program in that year to have the one time dollars available to keep ourselves going. The board asked to yous restore that. Which we did. In fiscal 21. We can give you estimates ve savings or if we deferred will create one time dollars. If you wanted to shift the capitol would be a policy decision. Right. And i think i would speak for myself i would put that on the table for my colleagues in light of what happened with the [inaudible] and the affect that will have on our will streets and our Traffic Signals i know we had [inaudible] [echoy] anticipating the bonds to be our first money for that what is no longer. I than is not the only project that we i put that out there for my colleagues for consideration. And i was just curious also and this might be a question for [inaudible] if you are present. What sort of [inaudible] what brands do we have after [inaudible] to give everyone an idea. Thank you for the question. Im joel manager of programming and grants for mta. We have so many opportunity coming through the new budget the infrastructure law. Coordination with the citys family and region and state on some opportunity. For the street side we have an exciting safer streets for all applications due on the 15th of september. The Improvement Program related street and traffic signal upgrades. We get a couple Million Dollars if will we are success and will a calendar that will keep us busy. What is really good about this new grant cycle is that in the past a new Administration Come in town the funds will be one time. With the new administration is these other first of annual cycles of grant opportunity pedestrian what we learned is sometimes if we dont get funds for the project the first time through we can try again. And so with the new bil legislation if we dont succeed, all of our grants and projects develop a bit and odds increase. This is less than a third. Yea in revenue in terms of ridership we are back at 60 . And i think you arc electron today to fare evasion. Which i dont doubt. I wonder whether it is the categories of people who have come back. Are the ones likely to get the discounts and the bread and butter fast pass holder is the person working from home a lot. Yep. Is haa factor. I see jeff is up. I can try that one, first. You are right. And our fare revenue model ash count for that. When we developed the fare revenue model we assumed that the most transit reupon linocaine riders who received discounts would be the 1s and there are fare revenue levels would be low. It grows as the ridership does. At some point you pass the riders to people who affords the fare. You see the arch turn up. We are not seeing that. With each class of riders that come back in theatreef they should pay full monthly fare at a level like see that turn. And we are not seeing the turn. We are stay equal to the groerth the ride everybodiship or trends lower. What we do is assume a certain amount we collect per rider. As it gets bigger the amount we will collect increases. Thats where that curve goes up. We are not seeing the current at the ridership increases like we should see that separation decline we are not it is staying the same. That is part of a larger discussion is there a way to talk people to going to work again . Om fare evasion, i know we were walking on egg shells during the pandemic we did not want to closher people who were transit departmentful are weave over that. Are we enforcing fares at prepandemic level thavm is something we can do something about in terms of revenue. Yes. We are rationing up our enforce am of the fare program. We made changes in the prop to fare compliance it is focused on compliance and making sure that everyone as the fare instruments they need including access to discount programs. We know we have a fare e vagz problem we are working to address. Same time we groous introduced a variety of ways of paying for muni arc side from tagging your card. One thing i want to point out to everyone is that most of our riders no longer need to tag their clip are card. They are using muni mobile on the phone. Or 18 and under who does not need to tag can get on and ride for free. I want to emphasize because people are not going ding at the card reader that does not mean they are not paying. We are very concerned that everyone pays their fair share and that everyone has access to the discount programs who warranties them. Return to the other side of the upon koirngs which suspect the door trips that are not being made. I know you mead meet with counters parts from the other agenciesingly and that is a group of sharp peoplism wonder whether you come up with ideas about trying to reverse that drop. In ridership. I have seen information mtc publishes it every month that comparris the system in the bay area. Muni is up toward the top of the other, caltrain, which is at the bottom of the chart. Have you come up with anything . Yes. Can we hope for optimism . So what every month we produce a ridership report by line using the passenger counters at the door of every bus. We are able to track close to real time by line what the trends are. One thinga is clear when you difup the lines across the city is that to the extent this lines are not going downtown and they are fast anding from and reliable. Our ridership is at or exceeding precovid will level pep fill fore more and mission are xeegd precovid ridership and 150 of precovid weekend ridership. That is extraordinary. And something we are not boasting enough about. That the investments of the mta made during covid to improve speed, rep liability and frequency on the main lines paid off and delivering in terms of ridership. Where we are facing challenges are onlines and trips that are headed to empty Office Building in the financial district. That is the greatest weakness. There is nothing we can do as a Transit Agency alone to make people ride buss to empty Office Building aside from getting people in the empty buildings. Something we are in agreement with there is no upon scene which the downtown Office Buildings sit empty in the long run. They will all be filled that is valuable real estate. But they get refilled at the pace of commercial lease renewal. We are already seeing companies abandoning the space in San Francisco or shrinking space but activity of companies who were pushed out of downtown in the left cycle coming become in the city because it is here in San Francisco that the magic of in Person Office work happens. That is not desks and laptops. That is the restaurants that offer lunch. Bars that offer happy hours. The quality of the experience and relationships that get built in an urban office core that drives business. Business is based on trust and trust is a biological phenomenonom that only develops in physical place. You sounds like a real estate developer. This is a hell of a speech. I have been in the business for a long time. Challenge is not f but, when. Our budget is based entirely on being able to watch the re population of of Office Buildings downtown and stay slightly ahead of that so we can lead san fronts economic recovery. And still be able to have the revenue in order to sustain that service this is i reason why we are making sure that our federal money lasts so it does not all run out and we are forced to cut service when it is needed as the downtown Office Buildings. And im sorry, i did not mean to soak up this much time you want to soak it up on the next item. Jeff. I agree that we need to get that message out about the infrastructure improvementings and prescriptional improvements we made and how that makes a difference the debate is how cheap we can make muni. We need to build riders who will pay fare to have that the leg the of our stool to run this system. I will discuss a microscomplefl ask the mta if they cant find money the new budget to cover the routes that you added on july ninth you used the money from the l bus where you eliminated the route. Announced last week as the mta had resource issues they reduce service on l bus. To make changes on other routes. There were 2 or 3 routes that they told us b. As i pointed out, it is the boards responsibility under the charttory approve all route changes. I assume you approve how the money is spent. When you were told on may 17th this mta was going to do this, you were told because they wanted to alleviate over crowding on the l bus. And that by eliminating westportal to embarcadero they would increase the frequency on the l bus and alleviate over crowding and bus come every 8 manslaughter. What they did not tell you or timed out until later they were going to use an amount of that money to funds other routes they were doing they did noted have money for. Instead of coming to you they decided they would ends up violating the charter by e eliminating the l bus route f. You mta could funds the, routes and restore the west embarcadero segment we could resolve it. Thats my request. Thank you, she and her. Im appreciative of good well detailed reports. John here. I load money on it. And remotely. And i tap it and the money come from my balance through mtc to you. How can we get more people it use the climb are card and muni mobile . And hopefully open payments. Because the cash collection is an expensive way to be able to take in monetch how much are we losing in that . When we have many opportunity for people to get clip are cards and yes , there are free smart phones. Being on that does not mean cash only. There are many ways people can participate in the Payment System whether they have a bank account or not. Ask, how much shrinkage is there for various reasons . Item 12. Presentation and discussion regarding the train control upgrade project. Good upon afternoon will julie transit director. And a pleasure to have dan howard also new dad. His second day back. Leading train control work. And work to credit a project that learns the lessons of our past projects. And delivers reliable product that minimizes customer disruptions. I know i started to have a train control presentation this is our most impactful transit improve am project. A key element of the subway Renewal Program and the muni metro. Tell be complimented by investment in muni forward. As well as complementing infrastructure replacements related track and power system. Train control project is very complex. And has few [inaudible] only bart in new york have similar automatic train control system. We are fortunate that bart is couple years ahead of us in terms of doing a replace am. They other only agency in the u. S. Attempt to do this next generation upgrade. And no u. S. System has the surface on subway characteristic that our system has. In new york subway as well as the bart system are grade separated and dont have the traffic interaction piece. The good new system that there are Many International nears we can learn from. And that the products are that we are trying to procure is try exclude true technology. So, one of the things dan will talk about this is a design build contractor. A form of a designbuild contract. We are putting out performance, expectations and really letting the industry be the expert in terms of the product. That is critical for them to keep us updated and currents of it was a challenge with the trolley system we were prescriptive the uniqueness is making the contractual process more complicated. There is not existing city contract framework that we can point tochlt we are having to forward our own path. This has created some challenges to our time line, i know the board is frustrated about and happy to take that feedback. We did pause the product during covid. We absolutely could not be working on a project of this scale dealing with the day to day needs we needed to under covid. Dan was our key support people in the Department Operations centers. We restarted in ernest about a year ago and we had really expected to have this rfp issued this summer. We are now tracking close to late fall. Dan explain the aspects and delays we encountered. I do believe that spejdz the time up front before the rpfp is issue saturday best path to minimize future risk. Before i turn it over to dan i apologize the presentation did not dive in the financial picture for this project. I know that is something the board will have questions about. The project is fully funded for the 5 year cip. It is a 10 year project and we are going to have to continue to pursue discretionary funding to close gaps. This is not unique. Many of Large Infrastructure Projects are following a similar effort and think the frequent has proved to be competitive. For outside funding source. Jon, is here top answer the harder questions im sure that will follow related funding process. I will turn the presentation over to dan and between us we will field questions. Thank you, julie. Im the project manager for the train control upgrade project. And moving to the presentation i want to give we have new Board Members, an over view of the project benefits and when we expect top accomplish. Obviously our system is over 30 years old. Will be over by the time we replace it. It has worked really safely. That has been the major up sides of the system we have. But it is showing age. And showing flaws in the design that we could improve upon in more modern technology. It is separate from the surface. Everyone knows trains going between the surbunkham and the subway there is a transition hand off. That is all the source of delay. Surface is each the signals is independently controlled. No central reporting back. And Society Limited opportunity for the folk in Central Control toll influence the progress of the trains as they move forwards and away from the subway on various lines. The 3 main conditions we plan to address with the project. The first being the customer responsibles. The Customer Experience prepandemic in the subway was not great. And that a lot of that came from the lack of reliability that the subway had to offer and there are various sources of that. The chief being the train control system. We have trains that were noncommunicating or experiencing computer failure. And when that happens, the issue is that the schedule and the mode of operation is designed assuming the trains will run between 30 and 50 Miles Per Hour. When they experience the communication failure, they have to go half speed and 10 Miles Per Hour. And so just like on a freeway if you have cars or vehicles that expect to go 50 Miles Per Hour and going 10. You create bottle necks that is something we have been tracking since we have been able to have the data and postd that online we electronica the vehicle in queue which is a key of the bottles necking and the back ups. Now those are kept at low levels because the train the subway system is not being pushed as hard as in 2019 and the cbtc system will enable us to more reliably achieve the targets without the glitches and computer failures of today. More issues of design, we have by the nature of the muni metro system, being heritage of the streetcar network we have lines on the surface converging to the subway. Because of that fact, sequencing train system important, at the junction and westportal junction and at fourth and kin and the other major junctions. System being able to track the trains on the surface would allow the Computer System to aid the controllers in Central Control to perform a sequencing so the trains are not arriving at the same time. Not delaying, et cetera. So, the last issue that the system will address is the age of the system. If we were to replace the system in kind with no new design or new technology, wield achieve benefits. Some components are original equipment. In the past, we run our system each morning on floppy disks on to a main frame that dated designed from the 80s and the equipment dates from the 90s. Replacing that is critical and very much a catalyst for the urgency we treat this protect with. Going to the upgrade project. What we expect to do is perform some delicate surgery on the subway. Replacing t. Thats the largest challenges. You will see that in the savings employment there are many system begin the age of the system and the age of the technology, we were one of the first generations of automatic train control systems back in the 90ss. And so we are in the lead wave of transit agencies seek to replace their aging system. And so doing that, on an active replacement of an existing system on an active rail line is something that not many agencies had to encounter. And those that have, generally pursued a program of upgrades with existing supplier. With this project, to manage that risk, we are proposing to treat it in the 3 main phase components the first the pilot phase. The pilot fizz on this draft runs the surfist in the blue. From the ferry portal through fourth and king special the new in central subway portal and down to the yard. The idea is we create a minisystem where we installed the cents roll compossiblies and way side component and it is largest component of pilot will equip the 219 trains that we have to run with that system. So what that will enable us to do is make sure we got a working system the trains community to the way sides back to the cents ral computer and validate it works. It does it in a low risk environment. Reason i call it low risk because of the expectation of surface rung. Now there is no train control system. It is first come first serve. If we run in a situation we have installd and tested and commissioned the system and for whatever reason it is in the working we shut it off and revert back to what we do now. No harm no foul while we work that out. Opposed to the subway where we have a working train control system and switch suggest complex. That said, the thing we are most eastboundinger to do is the replacement phase. It is where we go through and replace the aging compossiblies. That is where the ticking clock ends once we get to the replacement phase. That part is the most technically complex. It is am allow the team and vennedtory proceed with confidence they completed a street running segment and use lessons learn friday this and apply that to the subway, higher risk environment. Once we have a successful cut over from the existing accs to the new we look to expand the system to the remaining lines. What expansion does is allows the trains to remain in the system for the entirety of their journey. Which is something that bart, london and new york other metros that have this technology have because they have the benefit of a rightofway. We conifer the benefits of the rightofway to us by allowing the trains to remain in the system throughout entirety of journal and he check in at the yard which will alleviate the issues with check nothing we have now at portal. These are objective can is went over. The existing system has a robust Safety Record. The primary buff see is reliability. And also maintainability the existing system is maintained through what i call heroism from our technicians you see when there is a train control system failure. Everybody knows. Several hours and it is their dedication that make that 23 hour issue rather than all day issue. We dont want to result rely on heroism to as a strategy to maintain reliability we want it to consistently hit its target. That is something we want have built inform the last point is important. I mentioned to people i want to be the last project manager for train control project. I money that we had not have to wait 20 years like now and. Put no investment and do a big effort. We meant to build in with the contract and continuing to update the system with software a no brain in this day and age but hardware so we are not waiting until the last second things are dire before we switch out. We the benefit of make sure we are getting the latest updates and capabilities that the industry is offering and one thing that is clear from the industry out reach is we have been missing out because we have not engaged with them overnight 20 year period. What are the things we have been missing out on. The obvious is wireless communication. Modern uses wifi and cellular to connect to trains and comemponents. The Current System uses looped cable a limited communication tech being instinct the data is limited on what you can transfer and get. And that lead to the communication failures we see in the system. We get the goodies you expect with modern system. Data analytics and diagnostics. Check on trains while they are run nothing service to be proactive with the deployments. Wee get spare parts and Technical Support involved in that. The system provides the promise to integrate more with Traffic Signals. On the t line that is a place the investment we have will result in fewer delays. And ensure the train arrive on a green light. Equal low important to technology is the commercial aspects we are working to engage here. That is wa we are taking more time than we anticipateed making sure that works out. And part of that has to do with the Lessons Learned we had from the existing system as well as other Technology System to a transit. We have a lot and want to incorporate those in our contract. Those are things like ensure the supplier commits to a set of performance objectives. And that when there are failures in the system that the supplier through their contract is motivated solve of those problems as the mta staff. How do you do this . With money. The building that relationship upon between the supplier and the mta required a level of contractual understanding this we have not attempted in other contracts. This is an example of what i mean with we work through the issues with our vision relating to the procurement ruleless. Worn thing in order to achieve that vision we want to negotiate the support agreement up front. That is something that we have not done. The last Transit System and other system what we have done is we have done the procurement and this gets closed out and the pm finance. Then a maintenance role. And the support agreement is negotiated with the contractor. They have off the leverage and the city has none and we take what we get. The prop here we want to take is we want to comupon bien the support and the procurement contract up front so we negotiate on the terms while the suppliers in competition with others to get the best for the city including the performance based measurements that im talking b. The issue is, is that you know there is a City Ordinance that requires prior to advertising anything over 10 years we get a board of supervisors ordinance. That was the whole level we had not anticipated as an example of the type of delay we are seeing with this project. We could, of course, structure the contract to avoid that restriction. We think in over all we will be better off by staying trough to the vision and pushing through this challenge and getting the ordinance even if this means taking more time up front. One of the other segments is that we have chosen to. Segment the supplier and the installer. I refer to the supplier i talk about one of 34 Multinational Company this is supply upon train control system. Well known. And the ones this own the rights to the technology. People who provide the train control system. And then that system is installed by a local installer. Which amplified our upon opportunity and we have opted to contract with this installer separately. Primarily because at this stage, there are characteristic of the installation that being early in the project we are novelty comfortable putting down in a contract we know there will be change orders and things like that. By bringing the supplier on first allowing their engineers to join our team and aid in the design, we can put a fully formed installation contract out to bid with the benefit of the designs. That does carries a bit additional risk in terms we are between the 2 and managing this. It alsorouseslet risk had it come to upon design and change orders and allows more important low to use a best value prop with the supplier when we dot selection we are not having the installation details weigh down that decision. We are allowing the reflecting the supplier based on merits, what support service they will offer, the design and technology, et cetera. And secondly, recognizes the mta and Many American agencies dont have the of in house Technical Expertise to of necessary low be all over the different points of will evaluation we have a contract allowing to yous take an International Expert to bring best of practices from europe and asia and condition dato ensure we are doing this design and proceeding with the best advice. Moving to the project schedule. We are targeting now fall of 23. Basically, we anticipate that it is from the point we issue the rfp we look at a year. Between having the bids out and getting them evaluated. We are trying to fall of this year. Ntp a year after that. We are looking at 18 months of design and that is where now the suppliers brought on board we community with the engineers and start to work oust a lot of the details that are beyond conceptual. They bring that to the pilot. The pilot phase has a detail design they look at civil work in terms what are they going to dig up and where the wires ago. And the main part of the pilot two parts that the pilot they are also conducive to the rest of the project. One the installing of servers downtown. And they will install the way side equipment in that location on embarcadero and third and fit 219 fords with the train control equipment that has to be done in the pilot phase we get a working demonstration. You see we dont wait for the pilot phase to ends before starting to work on the subway. When the designers are finished they go to the subway. And we can continue thap approach because we know the subway replacement will be the trickiest and most difficult to pull off. We move in this phase and have that completed 2028, with about the 30th year of life for the atcf. And then similarly we dont wait for the subway replace am to finish they move on to the various expansions and carry oust the expansions on each of the lines. Then we enter in the support phase. We are shooting for this to be a single contract so the contract will not end at the. End of extension phase we move in a different phase of it the support and life cycle the over all budget for procurement now at 560 million. And we are estimate now is the support costs will range about 10 million a year next steps, we have a draft of the rfp. Weave have the technically sounds. Review today a number of times from a technical perspective there are contractual issues we are working with the attorneys and the procurement folks to make sure we achieve or vision in a way had is consistent with state, federal and local procurement guidelines. Once we have that finalized we will bring it to the board. Anticipate this being in fall. We have to request the waiver through ordinance to the board of supervisors. That is adding. A few mont to the time line and the goal sell to release the rfp before the new year. And with that, thats the end of my presentation and available for questions. Thank you. What are your thoughts up mentioned how are [background speaking] the system will remain current to actual installation. A decade. Why this is absolutely something this we experience with the Current System. It was designed in the late 80s and install instead late 90s. It was already 10 year old technology. Dan, can you. Upon dan, i this was the most important Lessons Learned driving the project can you answer director hinzes question. So, that is a chief concern we had. Obviously given the length of the project and the way that technology improved over time. We dont want to which put ourselves in a position where we completed the new system and find it is out dated. Within the procurement phase we are bodies nothing mile stones where the design to be reopen in the a limited basis to accounts for regular changes. Changes in operating system. Other technological changes to take advantage of the currently offerings. Other thing we are planning include is the suppliers node to provide a product road map, saying this is the product they are plan to offer our city. And this is how where it is within the life cycle are they replacing it. Wham is that cadence. That will be part of the negotiation and the goals will be to make sure we emerge the prosecute cure. Side with the latest offering of the Service Proven version of their system. With support we follow the product road map and maintain the system and you want it according to that life cycle. All right. And then jonathan, if you are here. Im assuming could you tell us a bit more in detail about the funding and were we dependent on the funding in [inaudible] what degree are we upon upon dependent on the cip funds. 2 things. One is dan pointed out there are multiple phases we are planning for the cash flow of each phase. One thing that turned up to be good i gave during my update the fact that we got hatircp guarantee award transit andin are city rail. The 5 year we assumedage award of 80 million and got 116. We beat our expectations part of that grant is for the train control system. We will have more cash revenue sooner to cover the costs of the project. Other element in the funding plan for the project is we are remrigs the preexisting train control system we have formula funds. That said, it is for replace in kinds. State of good repair dollars and the first phase the pilot and the expansion. Between the state grantful money we get from the state between february and november, we can meet the cashfully for the project to keep it on schedule. In addition in the 5 year cip you adopt in the april. We ash counted for 5 years of cash flow required to keep it on the schedule. Another phase is raising funds that will follow the individual phases. But in the way that dan laid it out. Success leads to ability to secure additional dollars. The immediate phases are funded the work dan is doing is funded the state grant we got will meet the requirements of the project. And for the 5 years we have the cip we have the revenues to keep the project on schedule. Thank you. Director heminger. Thank you, madam chair. I think. These will take the form of comments. With the suggestion at the end and questions. First of all i appreciate gettingment briefing. Although it seems like every time we get a briefing the schedule slips a year. Should we suspend briefings. I want to propose the opposite. I also react a bit to the idea of air pilot. I think i understand the motivation for it. And for those of you were were not around when the current sufficiency installed we had the muni melt down. Took us i dont know how many months probably years to recover from that first impression. These project in my experience are very high risk. You know bart before the upon currents prosecute curement they are going through, had a bust am they had to 3 a project out. Baudz they were trying to use this technology from desert storm. And they could not make it work. One thing is that with the cents roll subway and vaness most of us arrived late in the 2 dramas. And with this project, i think this project is up in that area. In terms of size, scale, scope, budget. This swon on us. It is how i look at it. I think we have a very strong obligation to our successors to guest had project started off on the right two feet. And my suggestion would be we fashion a way for this board to be involved in over seeing the project. We had to do that with the electrification for cal upon train. I think it did good. It is a way of daylighting issues of showing to the public that we are aware we got problem and managing them. Would require detail that is a couple steps beyond when you are show nothing scope, schedule and budget. We need to sigh something on schedule to show us the critical path. Thats where you want your resource. My suggestion one way the full board to receive a quarter low report. Im not surety full board is the best idea. Would y could be a committee of a few Board Members. Im interested. But others my might be as limp. And again a way for the stof to have a sounding board. Before theyor primetime coming to us with change orders and the rest they have somebody this they can bounce ideas off of. But it is a way i think to provide transparency. And often with large projectless the only time the public hears about the project when there is a problem. And they should hear about the problems but more often than not there is good news to share with the public and you need a forum to do that. That would be my suggestion for this project i hope we can do better than the schedule we got. May be had is the hundred this is dealt us. It is important for us and again as i said said earlier for successors that we give them a better chance than we got. For the 2 projects we got involved with late. Thats my suggestion and hope we can consider it. Through the chair . Ive would warmly welcome stronger engagement from the board in the form of not oversight but helping to yous clear obstacles. Upon seblt roll subway and vaness projects were doomed from the beginning in scoping and procure am decision made 15 years ago. We are still trying to recover from some of decisions including basic issues like choosing the lowest bid cost rather than the best value for contractors. Helping the mta and city modernize Business Practices so we dont run in the problems we did a decade later on central and vaness. We are eager as a team to modernize Business Practices. We will run in obstacles as we do that. I implied that is as painful as it was we of got good lessons we learned. Luck have it we got a third project to apply them to. This project is weird. Im sure there is a better word but the fact is, this is not going outer and buying guard rail this is technology and Software Project and so often they other most difficult to manage. And nose other 1s that the Government Procurement process is least able to mesh with combauz they require to you do Different Things and try to move risks. So, look. If this is making lemonade out of a lemon i vote for lemonade. The lessoners fresh in mindses as i said, we can give this project a better start. Thank you. I agree. Just seems wee where technology has gone there is so many better ways we can build this so we dont have a project that take this is long the next time of everything is in a cloud. You know 6orred. Seems we can build a better train control system that in the future you flip a switch or on your computer put an automation. What we can do to have a group of us to get together and talk the latest in technology and what can we do to ensurety next is a better project is the best approach. Im optimistic technology is changing and may be we will be able to because of technology will the the of process. Getting the subway is more complicated butt technology we may be able to expedite. Having a working group or subgroup of the board would be wonderful to help shepherd this through the project. And create transparency about obstacles we see. I think it is great you have integrated a lot of the our learned lessons from projects by thinking about how the procurement process will unfold and how to ensure we have a rep with our suppliers. So that we dont rely on Single Source bidses for maintenance. I congratulate for thinking that piece through because it it is the details that really put us in physical positions once we are ready to implement something and maintain it. I applaud you for this and think that through. The piece i would add to the mix is that i would really want to learn more about how we will ensure we are integrating equity through the procurement processes. Understanding this is a large project and a project that i think we want to be proud to support.
