Its an embarrassment to be a witness of what the police does and is allowed to do on the streets of San Francisco, going around and killing people. The police are here to the job of the police is to help, to assist, and it prevent the killing of people, but instead what we see happening is that they are going around the streets killing people as if they were animals. Its very saddening for parents, for mothers and fathers to hear that their loved ones have been assassinated on the street by the Police Department. If there are indeed changes happening for the better, there are improvements happening, reforms happening, we should be able to see them . We should be cognizant of them and be able to see them on the streets, but we dont see them at all. This cannot and should not stay as it is. We need to actually see the reforms that you all talk about on the street. We need to see them here and we need to see them on the streets. If they are not, it means that they are going to continue to harass people. Community members have been racially profiled and physically hurt and even murdered. I believe an Early Intervention system could help in the city. The board of supervisors should listen to us because the community interacts more with sfpd and we are the ones who are observing a different behavior than how they are supposed to act. They are supposed to protect and serve and some do, but there needs to be consequences for the officers that dont protect and serve and preserve life. We conducted and explored what measures might effectively address this Public Health problem . The Public Health literature is beginning to reflect what communities in sf and particularly communities of color already know Police Violence has deepened and has Lasting Health impacts. While death and injury are the most visible and extreme, the trauma of experiencing or witnessing violence can lead to impacts to the individuals and their families and broader community. The threat of violence and unjustfied stops and searches can increase chronic diseases. Its clear that the violent polices is a Health Hazard to the individuals and communitis and impacts are distributed unequally. Furthermore, the Data Available to understand the accident and impact of this problem is often incomplete or unavailable from sources to cause us to rely on the uk guardian. Supervisor avalos proposality takes us in the right direction of accountability and as Public Health practitioners we wholeheartedly support his proposal this proposal is a result of community consolation and organizing. My name is juana teresa, bayview resident and with the justice for alex nieto and casa housta just cause and here in solidarity with the Budget Coalition, and just to call out that our supervisors have left while our youth people are speaking to advocate for their communities. As complete disrespect, i wanted to call that out for those not paying attention. Im here to support the resolution written by john avalos to preserve 200 million of sfpds budget because our tax dollars are misused to sustain the most heavily funded Police Department in the entire bay area that has shown to be racist, corrupt and violence towards people of color to gentrify our community. Our community cannot trust the department that has continued to demonstrate its rotten to the core and believe that the resolution that has been working with Community Members speaks to the need for transparency and accountability to cause the loopholes, such as making it mandatory for minimum use of force and alternatives of deescalation and making sure if the police force are First Responders and quarterly reports to make sure that we have Public Knowledge of the arrests and use of force including demographics and other data. We know how this game works and behind closed doors the poa, and to remind you that you work for us and not the poa. So your goal is to look to the best interest of the people of San Francisco. Im an artist and educator and one of the few africanamerican citizens still left in San Francisco, one of the few that was born here. I first want to acknowledge the courage and strength of these young people behind me and if you supervisors could show one ounce of that courage and do the right thing and support mr. Avalos proposal. I have been in situations unfortunately that i had knives and guns pulled on me. I didnt resort to violence, but i was able to talk myself out of situations. If the Police Department cant do that, what confidence are we supposed to have in them . The message that they are sending is that their lives are more important hang it than ours and they have the authority to shoottokill. You have a homeless person on the floor and young man shot in the back, is that supposed to make us feel safe . If armed police was a deterrent to crime, there would be no crime and you continue to go against any research that shows educational and economic opportunitis are stronger deterrents to crimes than policing us. I work in Public School and they are grossly underfunded and most of the trouble students that i deal with, black males, who know for sure they are headed to the Prison Industrial Complex because of the policies you support on a daily basis. You have an opportunity to partially correct a tragic misstep and withhold our own tax dollars from our Armed Paramilitary force that is shooting us down . Do you have the ability to stand up to the Police Officers association that has been calling you out . Do you have the courage . The dignity to do the right thing . I have lived in studio apartments my whole life with five other people, because it was the only way for my family to get by and since i was born, almost 4,000 families have been evicted by ellis act. Until there is a accountability of this department, with the San FranciscoPolice Departments history of killing and harassing people in black and brown communities. The transferring of Police Officers who have committed crimes in our communities. For example, officer morris who was transfered from the mission station to the bayview and the accepting of officer cabilo, who killed a 14yearold boy in south San Francisco and is now employed as part of the Mission Police station. These actions show a lack of accountability of the San FranciscoPolice Department. And has only widened the gap between our communities and the police. By supporting supervisor avalos resolution, you been holding the San FranciscoPolice Department accountable, and showing our communities that you are listening to our needs and demands. And ineffective in serving and protecting the black, brown, and poor segments of our city. Cops are getting away with murder, as you know, we protested and spoke to you, the sups and commission and the alex nieto trial and things are moving slowly as molasses. You need to take the time to deal with someone who is in distress and adopt a team of compassionate people and monitor the cops behavior, amongst other things. Then can you can release the 200 million portion of that. We got rid of chief suhr. It was good, but symbolic and maybe the rare indictment of a cop here and there would be the only way to turn the tide. Viva alex, mario and jessica and the killings must stop. Thank you. First i would like to mention i find it very disrespectful that a majority of the board has left while the youth came to speak. Their Voice Matters the most and i believe their message must be spread and you must tell them what you have heard. Supervisor john avalos Community Members and groups and activists have come together calling on reform of the San FranciscoPolice Department. Many groups. Some of these that were adversely affected by Unlawful Police killings. Their family members and the justice and love for alex nieto coalition, the justice for carr lopez coalition. They represent and put in hard effort to put this together and we have reviewed and drafted it as attorneys, and vet that this is what needs to be done. There are many issues that we urge you to read and carefully consider, so that you will support it. This general order requiring deescalation and minimal use of force makes it so police cant do whatever they want. Not just reasonable force, but minimal force must be used. The model to respond appropriately to the crisis so we can prevent situations that have happened tragically in this recent history. The eas requires training that will also prevent and also costsaving measures. It would prevent anything such as an oakland Police Department and their ongoing costs that they are incurring. Good afternoon, supervisors. My name is fred mall hein and im here because as a 43year resident of San Francisco, i have never seen homelesslevels at nearly this high. I support the budget justice coalition, and as you make budget decisions, i urge you to fund the Human Resources programs that lead to Homeless Housing exits, provides our residents with mental illness, the support that they deserve, provide homeless Employment Services, help the children of homeless families gets the education that they need and help our seniors and lowincome seniors in their homes. Please do not spend resources that criminalize the homeless for more case managers to send them out of town or supply the police with tasers. I know your days are busy, but if you need further convincing how you should vote, i encourage you to take a lunchtime walk heading downtown. There are many reasons for prioritizing funding for the homeless and here are five. Homelessness affects the quality of life for all san franciscans. We are in this together. Limited access to bathrooms leaves no alternatives. Human waste on our streets is hazardous to your health. Everyone needs decent shelter, and a safe place to make their lives productive. Homelessness is bad for San Franciscos tourism, Convention Industry and undermine ours pride that San Francisco is everyones favorite city. Thank you. Thank you, next speaker. Im the associate director at Episcopal Community services and we thank you for what you are doing and what you are going to be doing over the next couple of days to support the health of vulnerable san franciscans. You know, folks who are homeless, recent csf study shows that 25yearsold older in every aspect of health and chronological age and more impactful thing we can do is prevent homelessness and urge your support of hespa and Budget Coalition short term rental subsidy and evictiondefense programs to prevent homeless. Our work is to see that they are rehoused quickly and impactful way of ensuring that is supporting Employment Program and others talked about the homeless partnerships and across those programs, homeless clients who come in 45 are permanently housed at exit. So that is a good investment in shortterm homelessness for san franciscans, as well as longer term rental subsidies. So that folks can afford marketrate housing. The reason why the Employment Programs are asking for a secondyear of funding while the mayor as generously given the firstyear funding because in a twoyear budget were scaling down and closing our program instead of building it up. Finally 80 of the tenants in our housingfirst programs, in our sro tenants, sro buildings are food insecure. So we support the asks of the Budget Coalition and the Food Security task force to ensure that we dont take two steps forward with medical coverage for everyone, for permanent housing finally and a stepback wards when residents cant afford [ inaudible ]. [ applause ] in personal development socialization, dignity, structure, financial independence, a dream for a Better Future, employment is so much more than just a job. For Homeless People or nonhomeless, although if you are homeless, the barriers are countless and the barriers to getting housing and keeping housings is countless. Im part. Homeless employment collaborative and service coalition. We are nine agencies. The only nine agencies in the community that provide training and Employment Services for unhoused neighbors. We are here to thank mayor ed lee for back funding one year and asking for funding for fiscal year 1718 and beyond. Each program is tailored to meet the needs of jobseekers and our problems help with adult education, trainings, job leads and hiring fairs. We assist in creating resumes and online profiles and performing mock reviews, et cetera. Most importantly their selfesteem. All of these things are essential for finding and keeping a job and all of these things are essential for finding and keeping Homeless Housing. The last of a the loss of a job is leading cause of homelessness and it acts as homeless prevention. Collectively we exceed our hud goals for the folks we serve and double huds goal for us of our folks who find permanent housing by the end of our program. All of our programs leverage around funding as well. Were not asking you to fund our budgets entirely. Were asking for less than 1. 4 Million Dollars across the nine agencies, which is [ inaudible ] [ applause ] thank you. Next speaker. Good afternoon. Members of the board of supervisors, my name is laurisa and im the executive director of the Center American resource center. I would like to say that were in full support of supervisor avalos initiative and we are stewards of public dollars, of taxpayer dollars. We have annual fiscal reviews, Program Reviews and if a nonprofit does not deliver on its promise, the funding is cut. The Police Department should be held to even a higher standard. They carry weapons, and they must also show that they are making an impact in our community. They are job is to protect people of the city and please withhold their funding. Im here to speak on deferred action for childhood arrivals and i delivered a packet for you reporting on the status of these family and to highlight while San Francisco has lived up to the promise of voting in favor of did due process for all and responding with emergency or supplemental funds for legal representation, we have seen after 18 months that these familis are falling into crisis. Many of them are becoming homeless. Many of them are nonenglish speakers, but also many have low literacy rates and need navigation help for supportive systems. [ applause ]. Thank you, next speaker. I was formerly homeless at 15 yearsold and i was not housed until i was 20. What i went through from 1520, i suffered through Domestic Violence for three years and i was a drug addict. And you know, i felt ashamed. Nobody really know, unless they are watching this right now probably knows. A word i heard today that i thought was very important is stability. For these kids we need to make sure their lives are stable. I dont want to see another kid go through what i went through, five high schools in two years until i dropped out at age 16. Stability is so important. I mean, think about growing up and you are sitting at the table doing homework with your mom or your dad, or you take the same path to School Every Day and you walk to school. You shower in the same bathroom every day by yourself and you dont have to wait in line or wait 510 minutes. You know where your food is coming from. You know you wont be hungry at night and all of this is extremely important for children as we all know. My daughter was delays in developmental skills from not being able to crawl on the floor, because the house we were renting was so infested with roaches. And then they are on the streets and living in a tent and who knows what could happen from there . I also want to say that i hope you vote for the first right of refusal that potentially is coming up and also to increase support for the small Site Acquisition Fund . Again its all systemic Police Violence. Police are not equipped to deal with the Mental Health issues and not there to solve homelessness, but to protect people from crime. People who are there dont want to be committing crime because they are so desperate. Im here to ask to you increase the budget for small Site Acquisition Fund and first right of refusal for those buildings that are being sold that is creating drought of communities for people of color and homeless. My father had to move our family around the bay multiple time because of his wages not able to keep up with the cost of housing in San Francisco. Help keep families in San Francisco. Im here to support supervisor avalos resolution and overpolicing and instability of housing of people are color are deeply connected. It has the largest impact on quality of life. How to determine a quality of life and future for themselves . And then add to that the Excessive Force and terror from overpolicing that we urge you to enforce accountability through this resolution. I urge you again to make the choices that support the longevity of families of color by increasing the small sites acquisition funds, implement the right of first refusal for tenants in buildings being told and Supervisor John Avalos resolution. Families of color deserve as much support and attention as investors with money. For our residents please requester this as a piece of the solution for homelessness most of us would loss our housing without a job a personal that lives in a shelter what did you do housing and a history of abuse and sexual abuse and hospitalizations those is an example of the underserved underrepresented population that we serve are we offer paid training and education and preemployment and job placement and Retention Services for people to get and keep jobs a strong interest in the program example up to 15 people come to my orientation thats my program alone other organizations in the collaborative we offer training for people with disabilities in hayes valley ive seen people without support getting training with theyre first paycheck i run a Janitorial Program on Treasure Island and seen planter get certification that led them to fulltime employment and come off of ssi and others benefits and people move into pardon me housing we need our support for the positive programs for homeless san franciscans thank you, thank you clapping. thank you. Next speaker. clapping. hi good afternoon, supervisors jakes i didnt executive director of hospitality im here in support of hespa and the policing of the community with the real solution and not criminalization and we know that homelessness is one of the top issues no San Francisco o San Francisco people are facing evictions Homeless People are little chance of understanding housing that is affordable and 6 hundred and 25 units are in the pipeline in the next 6 years shelters are struggling to meet the needs of folks and right now i chaekd e checks did waiting list for shelters 8 hundred plus for adults theyre on the street lights with no more than to go facing criminalization and is deterioration of their houses fortunately hespa has a solution before you we acknowledge and thank you, mayor ed lee for providing the funds and for subsidies and Employment Services and shelters we ask you to round out the budget with additional solution those are real ways to move people into housing and help are employment and gain stieblt i want to call out the funding for the Services Coalition over the past 3 years in coalition has served 2 thousand individuals 46 percentage have ended their homelessness and 60 percent objected employment or improved in their education this is above hud funding and do hud beneficiary for this group of folks were proud of our successes if we dont get those well ramp down the programs please help us. Welcome to liz our notation zone before i say anything let me express our citys condolences and just really the heroic event that happened in orlando remind us we need to continue to work on how diversity and even though people in oornld the Lgbtq Community is suffering tremendously i know we feel a lot here in San Francisco we have a very strong Lgbtq Community in our city i want to again express our citys sorry so far what happened and also the need to ready do something about it in terms of pretending those weapons from peoples hand but most importantly to celebrate the diversity in our city and i know that were on the verbiage of celebrating our provide in fact . Pride month everybody yeah. clapping. this is what we need to do we want to do but need to do it also for the people of orlando whether in North Carolina are mississippi or orlando or in San Francisco we work and represent everyone in our community who we want to make sure they live full lives in our city and be safe at the same time speaking about safety thats part of the event today it is activating our United Nations plaza but doing it in a way that celebrates a lot of thing that have gone on in our tenderloin and settlement for a number of years weve sought to revisit our my mind and the Strand Theatre just this year we opened up the Tenderloin Museum thank you randy for being here today, were just finishing touches and opening of valencia we have downtown streets. clapping. here they are with us a great revitalization organization there helping us to keep everything clean and doing the work to keeps everyone safe thats part of entire revitalization everyone is working in a lot of partnerships whether it is a Community Benefits district and reflective of the corps that have moved in to the my mind and having them participate and volunteer work and support with the Community Benefits agreement the Merchants Association along Market Street are the investment over 5 thousand 5 hundred new housing unit in the longest corridor not great lessons we see a lot of did construction, in fact, when i was walking down here i thought those echo tuned were another sign of construction all of that in collaboration with a you are office of Economic Workforce Development, our shrdz that were doing today how fix it teams and sandy at dpw are here. clapping. plaza when you say plazas you mean reply theyre here they got a big victory on tuesday with the dedicated fund for the park in fact, were putting temple Million Dollars 0 into the children playground up 9 block thats going 101 to be an existing investment. clapping. all of this means many, many more combrupz u group the Government Agencies the nonprofits the Community Organizations the people probation officer who are serving food address providing services were all accounting or working together to make sure were collaboratively but also bringing and lifting everyone else up not to isolate people and have them on thanking their own but notify them into all the services we have and certainly reducing people that need a reason to many live on the streets and activating our open spaces and plaza for everyone that is the most important theme coming today know that our Planning Department and working with all of the different agencies really are concerned about the use of our public realms theyre not isolated places for people that just stick around are hang around but activated and belonging to everyone and people should not feel you think safe in all the Public Places everyone should be welcomed as long as their invite everyone to be participating and working not only our Police Department is working with us but working with the bart controls and work with our ambassador programs, theyre now will be working with the stewards that are making sure that our installations in this entire plaza are kept clean and useful for everyone how many people have tried to swing yet anyone all right. Got to get young and noovlt well, that Innovation Zone is part of privatepublic segment for everyone on the entire stretch of Market Street our Fire Department address a is out there if you have an idea whether playing the piano or having an echo tube or other sounds like probation officers that people and children were having a museum to walk to and having people guide everyone to where decree want to go and see this exciting civic center our you understand plaza this is a place for everyone this is why we put in over 200 million in our whole Street Civic Center rather than to make sure that by the keep our streets not only clean and staff by inviting and useable by everyone this is a city that is for everyone and want to make sure our open spaces 19 are used and welcomed by everyone and well continue doing everything we can in partnerships with everyone whether your representing people that are living in the lowest sros in the tenderloin or the modern housing that is built or in the low income and middleincome housing were starting to there or Artist Spaces were trying to make sure that we have that has part of the our development all the time and rehab agreement all of this the United Nations plaza is excited thank you to all the partners that have with us that continue to work with i see our cd and activist who are here as well and the food trucks are here so you dont go hungry when our playing and working at the same time this is our space of interaction the center and heart of the city i want to make sure it is safe and cleaning around the area of fulsome up to city hall the whether it is all the sides of market or on hyde street all of that area needs a good touch up and more eyes and making sure that everyone is safe especially the kids and children i want more o more people to get into the Tenderloin Museum and 826 van Ness Technology center at the main library for all the youth i just bumped into the larger than hes on his way to another meeting his existed our new Asian Art Museum more hours telethon before and making more money guess what people are coming to all those events well do more of those kicks off zones to activate and invite more people so thank you all for joining us it is another i think reflection of how all of our agencies want to Work Together to create an atmosphere of not just safety and public realms that work for us but just ideas of how to notch with each other wear sitting down and having lunch well talk about the next notation idea to keep this city growing it is ultimately going to be how very share with each other and use the diversity to keep the strength of our city and by the end of the month well have a green pride parade and pride celebration oriental all right. Mayor appreciate our comments my great pleasure to introduce supervisor jane kim supervisor kim has been a great insert of activating our public spaces we appreciate her being hero today supervisor kim. clapping. thank you john rahaim about exactly a year ago that the mayor and i were at the Ribbon Cutting for the event across the street that symptoms the reinvestment so many entities into this neighborhood here in the un plaza at the injunction of many of our neighborhoods the tenderloin, middleincome and south beach and hayes valley and actually interesting for the city a site of multiple jurisdiction i see the draept department of real estate and rec and park and public works are here that a have ownership over the site and open space is incredibly important for our neighborhoods i talk about this often the district i represent the few it and small i did parks of any district were one of the faster and the densest and as you may know one filed with families in the tenderloin neighborhood a growing senior population other activation of faces like the United Nations plaza continue to build our community here in the neighborhood and bring together a very diverse Cross Section of what makes this city San Francisco selfinterest and so so i want to acknowledge the many emptied that are engaged in making this neighborhood safer and healthier we have many of the private sectors comboitsz twitter i think to create says to technology no our neighborhood and the mayor mentioned valencia and one of the most problematic former liquor store sites in the neighborhood and as we talk about public works we have the nonprofit likes the downtown street team that continues to do more work thank you. clapping. for making our neighborhood healthier i love seeing you when i walk to city hall from my home there is so much to be proud of working with the exploratorium and the Planning Department staff it is as challenge to figure out how to open our spaces to the public so that all member of our community feel comfortable light and air and ownership our open space public space i love the zone created a pilot they will fouthsd ways to have diverse parts of our city come together and feel comfortable ownership our public space and really creating things for our city i do want to thank the Planning Department on activating our public space and funds and in a fun way but acknowledging so many people worked to make this neighborhood a reality thank you. clapping. thank you supervisor. Okay hi, im steve im the project director if a the x turn studio for public spaces yeah clapping. i work for a team 3 designed and built this installation worked with many people and partners and shops and facilities within San Francisco to make that happen our amazing partners id like to thank john rahaim and the Planning Department for bringing us into the living zone process and they were i think structural in making this happen we built the first phase along Market Street in midmarket and you might have seen it it is to see 0 kre9s listings vessels that stand in each vessel and talk to each other over 50 feet when we first starting work on that we noticed people were psa through not geographical with each and everyone and the world around them this is a nonexploratorium behavior we hope to change that we constructed the listing vessels and noticed new behaviors we noticed people getting up to help to explain the exhibit and people stopping and looking around when unfamiliar solicitation came into their head and stopped to figure out what of the going on we noticed a group of tourist lined up in one dish waiting to talk to a lady smoke a cigarette in another dish we were existed about those types of behaviors par our studio director couldnt be here he likes to call those wrecking balls for a social normal were excited about bringing the exploratorium into public spaces for free and bam a civic partner so clapping. so about a year ago we started talking with the Planning Department to look at un plaza and we realized this space is tackling a set of issues compared to middleincome like the you understand this plaza it is nexus for a Difference Community the tenderloin has the highest tration of children if San Francisco 70 with 35 hundred children living within a few square miles the neighborhood has some of the hoist rent coupled with at t the highest contraption of protecting housing those are spretd groups in the milking with each well to change that it requires a Community Effort and luckily a dedicated group of organizations that are already working to change un plaza id like to give a few thought just. Shout out for making this project a reality first of all, San Francisco planning for bringing us into the Living Zone Program and providing grant and health and navigating accident primarily process and the rec and Park Department for groont us the permits to work on the land. clapping. the office of Economic Workforce Development for providing extra fund for lighting the plaza. clapping. the department of public works for keeping the place looking great and for helping us install the electrical we worked with the electricians. clapping. the the Mayors Office of civic notation for getting this off the ground in program started. clapping. and the Mayors Office on disability for reviewing the drawings and making this assessable for everyone. clapping. the San FranciscoPolice Department for keeping this neighborhood safe. clapping. and the downtown streets team who petroleum tons of trash and needles every morning. clapping. the Community Ambassadors program for coping this place friendly. clapping. and the heart of city the Farmers Market and the gift gallery to bring people into space everyday. clapping. theres a group called curing without worry they serve up informed and off the grid for organizing the trucks and the plaza last but not least id like to thank Hunters Point family for helping maintain this exhibition and keep it safe and going forward. clapping. so un plaza is successful during dos events how do we bring overseeing diverse consultant together especially times between the event we took inspiration from the exploratorium exhibit to connect people are experiences those massive aluminum chimneys behind me are turn down to resonate when played together they sound or sound role good if you look at over there the 3 giant echo townhouses their an k3 turn farther 3 of them are open on both ended they encourage people to play inside of the echo area the exhibit over there is called ticktock like giant metronomes you can make richldz as our parking garages through the pates space and behind you a pit of gravel and it tests our ability to walk across a graveled path creating air for the bystanders i want to point out those exhibit might look finished it is a prototype and there in lies the important impact not a two year installation but a long term excerpt how to plan a envision and city it is the envision for a participatory public space a general active place where new ideas and dialogue can to that we want people to make the city through acts of curiosity and hope you enjoy the comments now lets go and experiment together. clapping. auto yeah .
