Thank you, commissioners and before we hear from tom maguire and the sfmta i want to acknowledge the work of commissioner and commissioner yee yesterday in the Land Use Committee we heard a resolution in support of ab 342 the pilot a s e and 1230bd well be voting on this if both bodies thank you, thank you supervisor yee im proud to be a cosponsored and with that, do you want to say a few words commissioner low are go go to mr. Maguire on the ab 342. Yes. Id like to make some comments before we bring up tom maguire is that okay. Commissioners you know youve heard this story already and ill repeat it again that it wasnt that long ago that the city adopted a vision zero to address the real emergency of what weve been seeing in terms of fatalities and serious injury by collisions of cars to pedestrians and bicyclists and something that i was brought to awareness of this concept of vision zero went to a conference in 2014 to and i learned a lot of things about what we can and cannot do and one of the most important things ive learned in regards to a tool that can really help us address our vision to get to zero fatalities by 2024 was the notation of having automated Speed Enforcement with cameras it is been practiced by many locations and increased three years ago to more new locates will one and 42 nationally and it is what i heard 3 years ago has been reinforced by the studies of effectiveness when you talk about washington, d. C. Implementing that and having a reduction of 70 percent fatalities in new york reporting that violations dropped by 59 percent per month in my mind it should be in everybodys mind support this system for us not only in San Francisco but hopefully throughout california something we cant control today in regards to implementing such a program feeds to be done at the state level it is controlled by the state level in terms of the streets and but 12 unfortunately, we have an opportunity to be state legislation that is allowing that will allow San Francisco and san jose to pilot tests the system in california and it is going through legislation right now that through ab 342 our own smushl is sporpt that and i think one of the reasons he is sponsoring that with the voted on vision zero and in 2014 he other side what the necessity of trying to get every two things in our hands to deal with the fatalities i want to say that theres been a lot of support for this bill we see the Mayors Office not only in San Francisco but in san jose the police chief chief William Scott and funded with the Public Health department and a host of a whole bunch of nonprofits have including the bcdc and the city sro collective and on and on i know that before you you the list a huge list of supporters that are getting behind this and in fact, there are 5 or 6 people from the bay area families for safe streets and individuals part of this group that was formed recently up in sacramento testifying to try to get that bill passed one i think maybe here today to purchase to support this support us having going up to sacramento and supporting it what do you call it lobbyists so i want to say again in 2014 we passed vision zero coauthored by commissioners supervisor jane kim and myself and supervisor mar and it was passed unanimously in 2016 in january we realized we needed to do something to push accountant harder in getting this to into our hands so again, we passed this resolution unanimously im proud in this challenge to urge state legislation to allow for this to happen in San Francisco and here we are in 2017 again, we are in a position to support something we wanted in the city to have a valuable tool so were going to hear a lot of speakers today and im glad theyre here this is an important issue for us in San Francisco and hope that in 2017 we will not only the ta but on the board of supervisors that all this will be unanimously support this passage of a ab 342 so i made this speech several times i i dont want to go on and on but it is important i hope well stand together on this. I just wanted to start out by thanking commissioner yee for taking a leadership roll on implementing the parts of vision zero and strategies to stop the thirty year study it is heartbreaking to seeing our emotions behind it is moving thank you thank you for all your hard work and i originally had concerns about this bill for two reasons first you know in this surveillance world that we live in everyday new refused of ways were being watched through the other Smart Devices in the community another you know round of cameras watching every move in society it is the way we want to that was my first concern and the second southern another fine for residents of San Francisco who are having such a hard time living in the most expensive city in the country and as a at the same time ill existed our Treasurers Office has created an connective justice unit to looking at the final side and try to reduce the numbers of ways were nick e line and dimming the folks those are my initial thoughts with this piece of legislation but i have to say i had a wonderful briefly last week with the mta the ta and walk sf and the Bicycle Coalition that was really educational and really calmed my concerns he understand there are amendments being ushg9 to address the privacy issue and the fact the cameras will only be recording the license plate but no people or other aspects of the vehicle or people walking on the streets and then the way in which the data will be collected and shared is going to be very streamlined and protected these are the amendments i want to see with that bill and will calm my concerns secondly, amendments worked a graduated fee based on income i like that idea and following up on commissioner cohens questions about sb 493 perhaps there could be a similar amendment to this bill so the economic hit on each individual feels the same based on one hundred dollars to one person is nothing but might make a difference to another whether there is food on table im harden and excited to hear those are considered by the Assembly Member ill be supporting and i see Assembly Member staffer in the audience smiling ill be supporting this item before the ta and the board and such want to thank everyone for being thoughtful implementing and pushing this legislation to make sure that we are doing everything we can to prevent further pedestrian deaths on the second street. I want to thank commissioner yee and commissioner ronen so for bringing this forward and i will be supporting it today, i wanted to caution the board there is no deterrent for vehicle speeds like actually getting a ticket from a police ill say my husband is a traffic cop for 9 years no deterrent as that when our actually stopped so this is in the placement of this is in addition to and caution also my colleagues it, it is a very powerful tool when the Police Officers do a moving violation it is serious and expensive and also effects our driving record it is big and actual should be on many of the moving violation thank you, supervisors and i just wanted to also thank you for work on these amendments. Thank you chair first of all, thank you commissioner yee for your leadership on this this is an extremely, extremely important piece of legislation and thank you to assemblyman chiu for casing this at the state level cant come fast enough in any district a high injury corridor this past week a 12 struck in the crosswalk fortunately shes okay but had traffic fatalities two weeks ago between Mission Street between silver and bosworth if we had those there this is a high injury corridor the cars speed back and forth between Bernal Heights and the excelsior and if it had been there this life might have been satisfied im proud to be a korea and thank you for your leadership at the state level by assemblyman chiu so im in full support of this and agree with commissioner fewer said that there is nothing that can replace an officer but an exchange of an officer will reduce the staves show in states across the country a magnificent reduction in traffic fatalities. Thank you i wanted to let you all know that in the state committee i sit as a representative for the board i voted against this particular legislation supported by sxhoubl mostly because of my concerns about what impacts this might have on individuals whos cars theyre not necessarily driving we had discussions interest have been proposed amendments he know one of the things i definitely appreciate the fact this wouldnt necessary count as a point on someones record i cant imagine what weve had to deal with when cars are towed because their stolen no clear understanding of what is happened to their vehicle but yet they had significant toe fees we made corrections and fixed that with the toe system here in the city people let people use their cars all the time and to penalize those individual for something that Something Else has done i was concerned about that i think that as a challenge with a number of individuals and i do know that is really about avoiding fatalities and some of the challenges that we experience with bad behavior of drivers in the city i agree with supervisor there is no substitution by being pulled offer by the police and getting a ticket especially youre not driving continent with the rules of radio do that costs some of the facility issues we see on the streets everyday i voted against it today ill be voting for it in support of recommendation submitted to the ta today i appreciate also this is a Pilot Program and hope that the data shows after the 5 years that you know this helps to change barf in some ways. We definitely weve got a lot more work to do we want to make sure we are doing everything we can to change the behavior of drivers on the street and hopefully that will be a step in the right direction thank you. Thank you commissioner kim thank you chair i want to express my strong support for this stat bill and glad that assemblyman chiu will be porcelain this legislation the sfmta and along with walk sf and Bicycle Coalition have spent years trying to find support when we talk vision zero and enforcement and education and engineering one of the things that you know weve learned to the studies in other countries that are implement vision zero it that Speed Enforcement cameras were the number one, factor in getting to zero in countrys all over the world and slowing down is a way we can reduce the fatalities the graph that is showing how many pedestrians victims survive when hit at 40 and thirty Miles Per Hour and 80 mileperhour and reilly talking about how important speed is in is city of San Francisco we should expect the drivers to go slowly the 5 minutes you save by getting to that meeting on time or picking up someone is not worst of the life or serious injury of another individual and i think that while it will be great to have this sources for Police Officers you know on all the corners and inspections of San Francisco we know that this is not a reality and see sfpd has other priorities we want them to be funding their resources and time on similar to the red light cameras that limited use of Speed Enforcement cameras low slow down our drivers on the road and hopefully changing the cultural behavior to that will truly you know impact i think a number of deaths but judges. Importantly the number of serious death thank you commissioner yee youre leadership in the city and im glad our having a robust discussion about the aspects and concerns that you have i hope that the state has equally robust discussion we do for those individual that are low income so were not overly pencil liz the individuals versus others and also what we can do to make sure were protecting the privacy of our every time citizens and balancing the lives and safety here in San Francisco thank you. Thank you very much commissioners thank you for the opportunity to be here this morning and for your strong support were excited to be here to provide some more information regarding automated speed format and the ab 342 for the reasons our number one, state policy priority for vision zero my name is megan the director for the health and equitable and sustainability i cochair the task force and here with tom maguire the director of sustainable streets we have many members in the task force and in the audience today as we adjourn the task force to present on this item and have staff from the Mayors Office as well as assemblyman chius office our advocates here to make remarks motorist vehicle collisions are a leader of deaths as you may know a lot of attention theyre increasing approximately 40 thousand people are dying annually and 10 percent of those occur in california in San Francisco approximately thirty people are killed annually we know this is disproportionately effects people walking and seniors and low Income Community and communities people of color as you know vision zero is adopted in San Francisco in 2014 and San Francisco been a leader nationally on brought from sweden it is a change in our thinking werent to the traffic save that focuses not an individual behavior but on creating a safer Transportation System we know that people will make mistakes and how to create a safer system that protects people in the context and eliminating and reducing competitive speeding it core to that approach in addition to eliminating the fatality and reducing serious injuries is important for vision zero and our collaboration with the zuckerberg San Francisco General Hospital weve found it 101 half of all are interesting more transportation injurys that is 5 hundred people approximately annually that are hospitalized with traffic injuries just disproportionately effects the seniors we recently estimated medical costs that are director medical costs for the serious injuries are 35 million and approximately, one third of the patient that are injured 75 percent of them are directly affected through the vision zero and the targets we can make an impact not only on south africa lives and improving the quality of life of people that are injured but on reducing the costs were here because speeding is really the major factor in who someone that seriously injured or killed and again, as 20 mileperhour we know that approximately 9 or 10 people will go by in living or 40 mileperhour 20 percent of walking will survive and so with that, im going to turn it over to tom to give more specification. Good morning, sir. Thank you so speeding excess speeding is an important factor in causing the fatalities in the streets thats why we have the automated Speed Enforcement bill that 1k3450ub8 addresses the time and behavior for the fatalities one and 42 communities across the country the results have been phenomenal in terms of reduction of spooeld e speeding and fatalities timing clashing are up nationally but down in automated Speed Enforcement it is a wonderful tool ab was written to address the excess speeding in 90s the 5 year podium for those citys allows us to have the cameras other than corridors with recent record of fatalities and injuries not the entire highway injuries just the most dangerous in the city and also defined as 10 million over the speed limit and finally while we as commissioner ronen said well continue to work on is privacy and equality issues not with the tickets but recivil rights capped at one dollars to send a message but didnt have a huge impact as huge an impact also want to say this is a bill designed to compliment and replace the Law Enforcement i appreciated the facing interaction nothing like a ticket from the sfpd officer but the automated speed improvement feels that is actually an extension rather than a replacement for the conditional staffing for poland and seattle nun have recorded reductions in the traffic instructions or Police Forces they see that an, an extension and, of course, the camera has the vantage of enforcing the rules impartially bans data folks were glad to have their support and it is not just transportation it is a wide range of organizations that who are really conditioners about concerned about the epidemic in San Francisco and San Jose City Council Unanimously supports this bill so really heartened by the comments were heard and, of course, grateful for the support from the board of supervisors gave us a year ago and look forward to your questions thank you. Good morning jen on behalf of the permit holder assemblyman chiu office i dont have to belabor the point you saw how it is so spelling need in San Francisco i do want to thank everyone for the comments and really thinking through this and we understand what a one hundred explores fine for a low income person in San Francisco and this is why we made the fee lower and one hundred dollars is a insignificant people not insignificant for me and you know were also sensitive to the fact that often the most burdened members of the communities are those who rely fully on walking and biking or transit those are the things those people are protected and given there is a balance here were absolutely committed to work with the state level and also just want to echo this bill is no the replacement for a real live officer that is simply gives San Francisco a san jose the flexibility and a new set of tools that with reduce speeding and cut down on serious traffic collisions and you know as a part of vision zero to eliminate the serious and other cloisz and Speed Enforcement will help us get there thank you for your time consideration and hope we can count on continued support by the board of supervisors and this body so thank you. Good morning chair and commissioners my name is the correct of state and federal legislative affairs for the Mayors Office thank you for considering this bill and like to acknowledge all the work that our state department have made that vision zero practice but practice into a bill specifically the sfmta and stu green and tom maguire and others from the Police Department megan from the Public Health department and other vision zero stakeholder and walk sf and from the Bicycle Coalition and the ta and others working closely on this bill to reach the goal that the city set for itself in 02014 we must start the city injury and traffic collisions in San Francisco we know that is related to speed it is important we use all the tool in the tool box automated Speed Enforcement is a proven method to rows the excess speeding and deaths and injuries amended enforcement is no the new technology as tom mention it is currently used in one and 42 counties in the across the country and portland and seattle and directions of competitive speeding seeing reductions in collision as you may know the state law prevents us from using this tool 32 thank you to the assemblyman chiu for offering ab 3342 that changes the state law to allow San Francisco to have the opportunity to test this technology on the streets and then after 5 years to modify it as we based on the results of pilot we look forward to ahsha safai lives in San Francisco and appreciate our support for this bill. You said that will help in 2022. That is when it is completed and when will that given. The construction is scheduled to start in 2021. 2021 . So what if for example, a project becomes project ready maybe at the tail end could that quality or a decision were making here today meaning we are foreclosing the opportunity. So we are now talking about the signage urban designs on argyle blood vessels that will not be in place until when is the timeline for that. So will have an open phase in 2019. 2019 okay. So because im confused open it i know that im new to the commission but how much is the Transit Authority requesting for the planning phase of it youre telling me the hard construction phase implementations is 6 hundred and 55 thousand dollars out of prop a a funds how much then is this is not actually written out here. For the project so it is just the design of this phase one were asking for prop k sales taxes how much will that cost. Commissioner breed i wanted to make a couple of comments i realize that clearly our goal to make sure were doing everything we can to address those issues around safety profit throughout the city and more importantly as district supervisors we want to make sure that were doing everything we can to support our individual district but i also want to say that we need to get going with so many improvements we cannot fix everything we know those projects it takes time and a lot of work gone into developing those particular projects to meet the needs so the funding can be attached to geting this done sooner or later and challenges of intersections those are the dollars that make the changes that people consistently complain i realize that note every district or neighborhood gets what it is they want and need to provide those improvements i dont think we should continue we should delay the issuing of those fund for those particular projects which are ready to go and i im not a fan of the continuance but i will allow this to be an opportunity for supervisors to have the decision with the ta and talk about what is possible and not possible that is a lot in any district that is supported and just to be clear a lot in any district were at the center of the city with the folks travel through for work to get downtown and everywhere through district 5 and in some instances by the time buses are not part of district theyre already packed the streets need to be repaired the work needs to get done and we shouldnt continue to delay not as if projects and other places will be at the this point to be substituted so for some of the projects we have here ready to go i want to make that point although i understand there is a desire to do what we can to look out for our our district but we shouldnt do so at the entrance of detailing the improvement that are extremely necessary. Hi, im richard an over thirty year resident of lombard i know a number of proposals including proposals for well meaning individuals in the neighborhood supporting focusing on a toll road going down the street from my perspective any solution for the problems must be considering the consequences alongside the particular issue that is for more for example, the surrounded neighborhood will suffer from toll roads congestion at the top and bottom of hill will be worse as experiments when they repaved the streets some years ago so well not be able to go down the streets or toll and theyre not pay or congestion everywhere ill support any thing that will consider consequences of new particular action and i dont on the approach has take into account everybody focuses on their special needs my special needs i observe the intersection at lombard it is a zoo i would like Traffic Control and some pedestrian control unfortunately transportation are not able or allowed to cite avoids so for walking in the streets the police are loud but not involved frofrment for the most part and my wife has taken surveys on columbus and has a report youve received that already but if you distribute those ill be glad to hand you those as well. Commissioner my name is stephen im the transportation chair for russian hill and we have working closely with the commissioner farrells office as well as the ta and other organizations to address this problem the problem is very severe and communitybased organization beyond the directions or that one block of the student when during the health of tourist season cars line up literally to the odds of van ness avenue with the new brt and the restricts an lefthand side lombard is the major entry point to our neighborhood from the north and the west because youll not be able to make left turns on any other streets with that, street plaintiffs next in order to van ness it makes the nablgd ineducational a real unfortunate dilemma we need to solve and solve soon not a resident versus tourists the tourists themselves are terribly disadvantaged having to wait long periods of time to make a two minute trip down the street we strongly support the reservation system that is fair and a kind of pricing scheme that can be beneficial to everyone you make a reservation and go down the street and dont have to wait in line for the residents the street clears and that is one other point we do need to address the nonautomobile issues the tour buses and people on not a severe problem in that respect and have tour buses parking in busy zones two or three blocks away this has to be addressed we support in measure. Chair and commissioners im robert im active to the russian hill and automobile traffic not crooked streets created a massive traffic jam on my russian hill streets on an increasing number of days in the year and holiday and be summer weekend and now fall and spring weekend even on week days cars are lined up bump to bump not only on lombard all the way down to van ness and franklin from chestnut and on hyde is a huge mess i think that is fair to say it is a crisis and it is getting worse people in the neighborhoods cant precede in the drishs of the traffic that are lined up to get out of the area past the lines drivers have to use the wrong side of the street obviously that is dangerous, it with on coming traffic creates a snarl meeting vehicles are not able to reach their designations these are harming the russian hill neighborhood the number of cars on the streets in russian hill need to be reduced substantially at peak visiting times so the traffic in the area can move in a somewhat normal way we might favor more savior measures but we are willing to try a system of reservations with at 1259d times with fees and greater fees for those without reservations. Im jennifer ive lived on the 1200 block of lombard for 20 years as many of the neighbors in the block has lived for 40 or 40 and 50 and 60 years as everyone said never, ever been anything like this our similar concerns commissioner fewer the first, we heard of the study a year and a half after it we were asked to vote on the solution were expert witnesses to the neighborhood and were not asked for the observations what we see everyday instead people came to our neighborhood a few days and said vote on our solution the second are concerns with the caress reservations we need help authorized unit on hyde and turk but john rahaim intersections and people in the intersections and the crimes have not been mentioned tourists are evaluating were evaluating them but people are robbed at gun point at the bottom of the hill in a busy day and tourists were robbed a block away most of those are one block away from did Elementary School we are walking by cars and broken into everyday the biggest thing i want to say step back this is San Francisco we believe in the environment and cliffs we say walk to school and bike to school and take the vehicles this is. Hello my name is frank in my daughter spoke earlier and said everything fairly eloquent weve lived in the neighborhood for thirty years and i have a couple of grandchildren and own property and gotten just has reached the tiping point and beyond the tiping point we live in the 1200 block of lombard all the quality of life in the summer and not only on the weekend we have idling cars for 10 hours a day you cant go out in the garden and have my grandchildren on the streets because of air quality is awful library in an Industrial Zone not a residential area the air quality issue and the safety and health and safety with the cars that back up idling overheat three or four car fires a year and cars that slide down the street backwards a light pole that smashed into an apartment buildings and cars smash into each other on the streets one day in front of my house a car knocked one on the sidewalk nearly hitting two tourists if something is not done someone will get killed i dont know if the reservation system will work or not but i think that is a good step forward and support it to help to this situation were beyond the tiping point weve intended thank you. Mr. Chair im greg president the Lombard Hill Improvement Association this is the association that has made up of people that actually live on the block and on montclair i think we started some 4 years ago working with commissioner farrell on this problem and weve feel have made significant progress im echo everything everyone adam but one thing about the tolling that is valuable and shouldnt be missed the tolling the reservation system by definition reduce the number of cars going down in theory but the toll bridge will be the endorser if you dont have a way to enforce this you have chaos to not only is the tolls and the camera system and tolling system available to enforce the reservation system but there to regulate with sunday morning pricing and volume and regulate what happens after 11 oclock at night as jim mentioned a minute ago that is when chaos happens were 100 percent supportive we had a meeting last saturday in any home and 81 percent supporting. Come from all around the world and when they come and visit the crooked street when we visit twin peaks and visit the painted lady their experience is met with something that we should figure out a way to make sure that is that avoided and having what ive tried to push for on a regular basis in those Areas Community ambassadors and looking at other ways to come up with a creative solution so we have easy on the streets and Police Officers and parking control officers so we have places for people to use the restroom some of the basic things james if we go on vacation the kinds of things we look for as tourists in an unfamiliar place that is wrong for us to keep on moving business as usual and generating the money and not trying to figure out a way to make sure the experiences of the people that visit our city are better than they are i personally dont agree a charge will change that i believe that we have to do better as a city to you come up with a real plan of a a action to address those particular issues and i think i had concerns i think about the report and had a few questions that i wanted to just kind of address for example, i know that in this resolution were expected to adapt we are we basically making the recommendations of improved enforcement by sfmta and San Francisco Police Department i completely agree but how is that going to happen what will we do to make sure that happens and again coming up with a right plan the action so it is effective we all know that Police Officers in an area is a huge deterrent for crime and Traffic Control officers that help to director traffic will make a difference but ultimately in the high traffic areas has to be a clear plan in alamo square we banter 0 buses and drop off and pick up people that didnt change the challenges with congestion and Public Safety and in each area that is unique in their own right a better plan for those areas and engagement of tourists the second one the engagement of tourism as partners in investor management i mean where is the travel why are the not at the table and having the discussions to come up with the right plan ive been in touch with the director and talked about the possibility of developing a good quality comprehensive Ambassador Program so we have people in those particular neighborhoods talking to tourists and providing them with guides and providing them with directions similar to the Pilot Program that was done on lombard street with commissioner farrells leadership we definitely need to really push for that and gave me ever more number 3, engineering and signage enforcement enhancement by sfmta why a hadnt that been done i mean this should be role something that should have been done yesterday and what is is frustrating without the square for example, the work we had to do in order to get signs up to tell people not to leave valuable in their car the work to try to get the kind of support for proper signage everywhere and not to park whether our in a particular neighborhood especially one that has millions of visitors the last one the development and implementation of the reservation and Pricing System for vehicles by the San Francisco Municipal Transportation Agency im confused why the Transportation Authority and why is it limited to being b b by the Transportation Authority and what role does the Transportation Authority play and how does that work with the sfmta i mean who is in charge and responsible for more importantly does that knit us you know this is in the report it is you know outlined but i dont want to commit to agreeing to a Pricing System im not there i do report at it time with the representations of Pricing System i think this city should take monies that it already received from tourism and developed a comprehensive plan to address those issues now, now were saying this will be the solution not the secluding solution the solution is us coming up with a real plan i just to be clear that if were being asked to vote on the resolution i dont know, there needs to be an amendment or anything that is added to make it clear this from the commit us as commissioners otherwise i cant support that but not committed to agreeing to supporting a Pricing System you know without more detailed without more studies and conversation around this issue as it stand i dont support it and so want to make sure that report or resolution based on the report is not committing necessary me for that if so ta can clarify. To supervisor president breed a few things first of all, there is a lot of frustration around alamo square fair to say but obviously were talking about i guess think analogies but one residential block versus a park and in yours is more course but me studying and having my full support along those lines but a few things one we did start an Ambassador Program on the crooked street in response to the original closure we have amazing ambassadors mixed reviews in the neighborhood but ambassadors we want to help the tourists those are not parking control officers. We want to make it a positive experience for tourists tourists dont like it and have negative comments and in terms of enforcement look ive been asking for more officers in this area from Central Station and the captain is amazing but you know what this is not a high priority when we have crime so allocating the officer is a challenge it is the solution maybe at the end of the day look none sits there and says the tolling system is something we will create or the ideal solution but heres a solution what we can do a limit the cars and reduce the congestion but with that, the fund we can have officers in the neighborhood surrounding this ear to say a selfcontained mechanism first for tourists and people that live there you mentioned signage why not we realized too Big Community meetings that were super well attended were not talking about hey dont leave your valuables you know what people have strong opinions they want people home we proposed the route one was by a school that was technically in commissioner cohens with a lot of participants say dont deliver the cars near our schools we want you Public Comment for the and then in terms of the ta ultimately back and forth and talking with the mta is at the table but ultimately has to be one load agency ohio but i dont know there is a onesizefitsall this is a separate topic other block that is also being impacted the exterior affirm for the fly in for the series full house people thought were flimentd in San Francisco that one block the original producer bought that and trying to make that a tourist attractiveness in district 5 hearsay of cars coming by and saying what do we had no infrastructure for this in the city we need to address it i understand the sent sentiment this is a specific location with a potential results that can make a difference to the neighborhood i want to move forward. Thank you very much Caesar Chavez so i want to make a couple of comments i have been down there i was born and raised in San Francisco and been a sense ever pride to have the street in the world it is quite beautiful i think is a lovely representations of our city that we have a street like that and having said that, in my neighborhood congestion in the japan tea garden one entrance in and out but it is a point like a crazy place in the neighborhood i agree with enforcement absolutely he an agency i believe in regulation of the vehicles that are coming in and regulation of the tour busy think that im in agreement with the pedestrian area that is designated for the folks getting their snapshots and we need to also look at the traffic patterns that some of the speakers mentioned about how we can regulate some thought and move around the congestion through looking at the traffic patterns i think we should charge tour buses quite frankly to be able to drop people off and tour buses that dont pay the fee cant actually visit that site i think they can take that kind of techy think there should be quiosque and many if instance the add crime i think that criminal element i think that it does warrant a Uniformed Police has the ability to call for more help and plus so this where i have an issue and im a little bit in agreement with supervisor president breed i think there should be a reservation system i think that we should time it so we can regulate people but also, we should be looking at some karates instead of sticks and reviewing combine with the tourist experience those types of problems as a tourist i look for the promotions actually where i think package them together if we know that a cable car is a transportation to your site and also that many tourists want to ride the cable cars as they are at the find is thriving if we look at combining the further activities together well have more people perhaps promoting like i like the caribbean rot but not charging the individuals to see the sites i think that San Francisco is such a beautiful city people from all around the world people save their money to come here our city is expensive it is expensive to live and this is an expensive trip for a family in particular and so im not there about the pricing if we dont have the costs to cover it we should absorb it in the general fund or the revenues for the mta to help to fund it i also think that it is actually having people pay individuals pay is not going to stop the congestion i think we need to prohibit the unregulated anonymous amount of vehicle they get a designated time if they dont come they lose it those kinds of opportunities ill support but not there to charge individuals i be in that is expensive for folks with come here and were a great city and part of it is there is some things to come here and enjoy it without a fee thank you. We looked at how can we make sure that we provide opportunities for san franciscans and people in the region and so we looked at ways we can expand our local San Francisco lb program. So, we thought about it and worked with general manager at the time to form an advizry committee to talk about how to include local businesses in the region. I was on the First Committee back about 10 years ago and the job changed over time. In the beginning, we just wanted people to know about it. We wanted to attract contractors to come into the system which is a bidding system and bid on some of these projects. Our second job was to help the sfpuc to try to make themselves more user frndly. I like that they go out of their way, have contractors trying to teach and outreach to Small Businesses and lots of creative ways. Help the community as well. There is so much infrastructure going on and repair, new construction that i think is helping to get construction back on its feet. My faiv rlt part of the committee has been that we have played a opportunity for many Small Businesses. [inaudible] Women Owned Business to come in and [inaudible] sfpuc. It is a great opportunity because some are so small they have been able to grow their companies and move up and bid other projects with the sfpuc. Everyone i was talking about with any contractor [inaudible] and super markets and things like that and i realize the transition was on the sfpuc. He got that first job and knows about the paperwork qu schedule and still works on this type of job, but he works with general contractors that also did other things. Pretty soon it is like he did that one and that one. It completely changed his business. My name is nancy [inaudible] the Office Manager and bid coordinator for [inaudible] construction. Worked on 10 plus puc, lbe contracts. Today we are doing Site Maintenance on the [inaudible] chr site and currently the gentlemen behind me are working on every moving and basic specs of plants. In order to be success you need to work hard, bid low and keep a look at the sfpuc website for future bidding opportunity. This is a Successful Program because it provides opportunities to regional communities that might not have opportunities to work for large scale projects. The sfpuc is a fortunate agency we have a lot of Capital Program that span over 7 counties who also to see how some businesses like [inaudible] and bio mass started as small micro businesses grow and expand and stay in the program and work on several projects before they graduate from the program. That is what warms my heart. My name is college willkerson, the principle for bio mass. Bio mass has been in business since 2006. 3 partners. Small businesses fill a niche but apply and being a part of the program helped us be more visible and show the city and county of San Francisco we can also perform services. This program had tremendous impact to the region. In fact, the time we rolled the program out was during the recession. This has h a major positive impact and certified over 150 firms in the rejen and collectively awarded 50 million in contracts, and because of the lbe certification it open many opportunities to work with sfpuc. And, i significantly helped the business. It is one of the major contributors to our success. It looks at good and tastes good and it is good in my mouth pretty amazing. I am the executive chef ive been here as a chef at la concina since 2005 reason we do the festival and the reason we started to celebrate the spirit and talent and trivia and the hard work of the women in the la concina program if you walk up to my one on the block an owner operated routine i recipient its a theyre going to be doing the cooking from scratch where in the world can you find that im one of the owners we do rolls that are like suburbia that is crisp on the outside and this is rolled you up we dont this it has chinese sisterinlaw and a little bit of entertain sprouts and we love it here.
