Good evening commissioner white Legacy Business Program 34rg 3 applications for the businesses to be in the legacy business registry the applications were reviewed by my for completion and simulated so the Planning Department staff an december 19th for their review the Historic Preservation commission reviewed the applications on january 18th and made recommendations to the Small Business commission each applicant your packet contains a draft resolution the application the case report if Planning Department and from the Historic Preservation commission there are copies on the table for the public item 3 a a flax art and design the business a Third Generation art supply services that served San Francisco since 1938 with arts and craft serving students artists and hobbyists and other folks flax is relocated several times and had a location on Market Street for 38 years they recently moved to oakland but maintain a presence in the city with a 5 thousand square feet fort mason it officers hands on demonstrations its annual kids festive a live publication of art donation to local schools and nonprofits item 3 b is Real Food Company the business is an independent Small Business selling nongourmet foods with local brands the original owners were local located at the stanyon street and by 19977 stories in the bay area in 2002 allen sold the fillmore to stephen hahn and 3 of the stores to an International Corporation for a subsidy inc. Theyre part of the commercial fabric of San Francisco and gives thanks to their clients they offer clothing and the small Boutique Company he believes theyre one of only two he apologizes couldnt attend but has been in business for 319 years and appreciate if their awarded legacy business status that concludes my presentation. Good Evening Office from Hillary Ronen just wanted to make a couple of introductory remarks the latino cultural district attracts people from all over the world to have photographs of the murals and buy a cup of coffee at the phils coffee and line up for ice cream but the filipino cultural district is far more a regional hub for the latino folks 8 thousand lairpdz e laipz have been displaced and latino families are coming back to go to church or pick up a copy of the local newspaper or to pat rinses one of the many restaurants an area that many mom and pop shops have strurnd to stay open not because of declining sales but evictions and finally the latino cultural district it around the boundaries that rely on neighborhoods severing businesses along the 0 corridor to go about any daily lives taking their kids for afterschool programs or shopping for groceries or meeting up with friends for diner supervisor Hillary Ronen is proud to have cointroduced the kwaurnt and through the sud we see what makes this an attractive and changing commercial corridor the sud sets aside and makes room for retail and personal services and also welcomes new businesses to support the rich Latino History and that are committed to local hiring and working with other entrepreneurs and businesses along the corridor and supporting the legacy businesses like all of you know brought into the registry that contributed to the neighborhood for more than thirty years this sud is one of many, many tools in a tool in the toolbox strategies that enhances the corridor youll hear from detainee from the Mayors Office from the investment to the neighborhood that will show support for the corridor we hope to have your responsibility as. Good afternoon, commissioners before i begin i want to thank the supervisor Hillary Ronens office and sheila for her help and the Planning Department as well as the City Attorneys Office it has been only through their support weve been able to get to this point today in the following presentation id like to provide a little bit of context and overview how we got to this point as well as the purview of some of the proposed regulations for the special use district as some of you may be familiar are the calle quarto is part of the invest commercial corridors 25 corridors around the city to develop Economic Strategies and working in partnering with the interdepartmental initiative on behalf of the Mayors Office so in that slide i want to point to was the boundary of what the special use district covers the latino considerate district in the light blue that was passed by a resolution in 2014 but didnt have my regulations it was a recognition of folks in the area this special use district is on top of latino cultural district that excludes properties facing Mission District a few at the corner sorry one more point to this we have along calle quarto one and 82 businesses on the ground floor and in the total area estimated three hundred businesses so the intent of the regulations that are specifically on commercial properties there is 3 regulations a few components proposed by the maintaining i mainly to preserve the corridor and makes that special the storefronts and the maintaining the diversity of the services and help to protect some of the legacy businesses it is no secret of all the cultural latino Cultural Assets that existing within the corridor thats why the corridor exists the latino cultural district because of the high concentration of cultural landmarks and institutions and murals, etc. Some of the things that sheila mentioned attracts people to the area we also have many legacy businesses or businesses that have been in operation m that may quality for more than 32, 22 owns are Property Owners so we want to make sure that we continue to preserve some of these. While the cultural district a historic and the assets are part of Economic Strategies the attraction lends to the area creating natural businesses and institutions and has an experience that cant be replicated and creates opportunity and challenges by retail the cultural district is a catalytic attracting opportunities for workforce and across the economic specters the next slide is a timeline of how this began and how the sud was developed in 2013 came in with assessing the district the needs and supporting the legacy businesses a huge priority in the area the latino resolution followed with interim controls that prohibit sftv to protect the small storefront character that will be substituted by the sud regulations so in general our services slit 20 20 a dual strategy for the technical assistants they need on the ground to preserve their time and help the Market Forces and on the other hand, to help the assets that attract the people and benefit the businesses the current retail mix we believe to be very good mix 23 percent retail, 23 percent 32 a the 11 percent shown represented those businesses that maybe opted out by not necessarily open to the public or includes businesses that are under construction the actual leasable spaces is 5 percent a health and safety retail corridor. Over the years we have seen a trend in increasing eating and drinking establishment and offset by the loss of some of the special food and retail and personable professional services so, now to the proposed regulations the summon of those through this special use district we proposing to engross a threshold for eating and drinking establishment a cap at 35 percent and percent feet of a location people can come in to an eating and drinking establishment 2 provides a threshold limit if you want to change the retail for that would be helpful businesses into eating and drinking and however not a prohibition that allows for a change of use you can change it over time allows room for people to come in new restaurants to be added to the corridor the other proposed resolution is the modified krufbs to trigger the criteria to meet the cultural district and the suspending it motives the storefront mergers currently the conditional use authorization triggered at the emerged storefronts for the 200 plus for 24th street month have small we lowered to that is conditional use for the storefront mergers and requires conditional use authorization for storefronts that have been previously occupied by a legacy business that has a sunset of 3 years they remain vacant after 3 years will not apply it will require constructive for a medical service so part of input we heard from the storefront merger that people are supportive of some type of controls but not prohibition so we looked at the conditional use authorization as that tool to weigh if on new businesses come in and to welcome them into the district and allow guidance in terms of how to contribute to that district. So i wanted to go quickly with the existing conditional use what those are the list so on slide 14 the existing cu in the gray were supposedly to add 3 additional ones. And then in addition two once introduce the process of conditional use have to respond back to how youll contribute to the character of the special use district you will have to meet 4 out of 6 criteria those criteria include meanwhile e meeting the physical character and trying to maintain within the district supporting local latino art or local art and crafts maintaining a legacy business making our services to households with low income households and forming partnership and supporting local partnerships well be a indirect link to supporting this i want to mention this is the character that exists within the district all the assets businesses are doing theyre hanging local art on the calls walls and selling that a Jewelry Store we have Jewelry Stores that sell local injury so those were developed from what we saw as existing and people characterize in the district. The next list shows all these theres 18 uses in the past years none of those listed happened will trigger the proposed resolution so we tried to balance between protecting the existing businesses at the same time allowing new businesses to come in the area and so thats how those regulations were developed and being mindful to allow for change on average between 2003 and 2014 we have the business turnover on average per year along the corridor. And lastly the proposed regulations are not meant to solve for everything as mentioned in many programs and services that will support the continued vibrancy of the corridor increasing Marketing Efforts to attract people and support the existing businesses as well as providing services to those that wanted to come in and reaching out to them how they can build into the district and be part of it for the wealth of everybody in it and before i conclude i want to mention the language that was submitted some of it included some language modifications and finding we didnt have initial that was included 2, 3, 4 there and removes the existing legacy business if the fell off the legacy not as conditional use we made the language clear so that way if youre an existing legacy business not into there the cu only in the case a business comes into a location that was previously opted out by a lesbian i would like to thats my presentation before we go further i want to quibble introduce Diego Sanchez and hell give an overview of the Planning Department. Good evening, commissioners Diego SanchezPlanning Department staff on february the city staff present the language controls for the sud to the Planning Commission staff felt that adding that concentration controls can help a diverse use and prevent one from dominating the corridor requiring the conditional use authorization for the replacement of legacy business addresses the needs to maintain the area character and found it is of the prop j in the general plan recognizing the benefits that long term retailers provided to the neighborhood character requiring the conditional use ask a lot of smaller storefronts that are necessary and desirable and compatible with the neighborhood staff was also in support of the 6 to 8 purposes as they seek to that are woven into the character of 24th street and of the sud in general and Public Comment at the Commission Hearing was overwhelmingly in favor of the sud the Planning Commission echo the support and concern of the implementation and staff recognized those and side sud implicit recognizes many use purposes will require a multi agency font before the Mayors Office and other public agencies city february 9th hearing they voted unanimously to remedy the sud to the board of supervisors with an amendment for which have been for the eating and drinking concentration controls that concludes my presentation. Just you have a demarcation in red and said it is most of Mission Street that. That is the protrusion along 24th street. Yes. Thats correct. What is the logic behind excluding fisher 9 for the boundary whats the purpose of including Mission Street from the sud. So Mission Street so most of focus on 24th street a lot of the character of the analysis that we studied is before the character of the 24th street which is a more neighborhood smaller type of corridors the character is different than Mission Street the storefront is a vacancy rate, etc. So were actually going to be undergoing an analysis on Mission Street and that effort to appropriately you know decide whether the zoning controls are working that extend bart street because of the character on 24th street the sheriffs is step up to the plate up to bart and it xhachd some of the legacy businesses that includes mission currently on the registry. So this business corridor can be handled separately than an sud. Thats correct. On the Caesar Chavez side of things all the business fronts are included in the this. Yes. Theyre facing on that side of the street so it is the way the boundary is the neighborhood serving so those blocks; right . Theyre on the side of Caesar Chavez those businesses can serve the internal resident and a few on this i mean more at the corner yeah. And the 22 street as well the businesses facing 22 street if any i see blocks facing. Thats correct. Those will be considered part with the exception of the mission with the specification addressed separately with the long 24th street. Thats correct. Thanks. Commissioner dooley first, i want to say congratulations and putting this together makes a world of difference and i hope you have a lot of success with this and one question what is the percentage of formula retail in the new district. You know i dont know the answer to that we dont say very many. I was curious about that in that i was surprised to see it was what cu seeing that formula retail way presented to your desired you know area i was wondering about that. Maybe one or two comes to mind the paint store. Starbucks on that list and we dont have a starbucks in this neighborhood but the original phils coffee were proud of that. You might want to consider im from north beach so the fact that chinatown and north beach dont have any formula retail has really been a boom to our neighborhood not only in that note waste of time of the people that work in the neighborhood coming out to not have a starbucks come in. One very primary location is mcdonald theyve updated and really served the seniors in the neighborhood theyve been out there with a mural open that corner its been there many, many years with the formula retail we made that attempt to you know contribute back to the neighborhood you know really be a neighborhood serving business. I want to thank supervisor ronen for initiating that and diana and eric i want to recognize him, i know hes been on the scenes and championing the folks and want to recognize to your point on commissioner dooley only two benjamin murals and mcdisoriented even 24th street street i grew up there and a restaurant in front of the chavez so not enough but one step in the right direction and 24th street is more like green as opposed to to broadway thats how the difference mission is different than 24th street and want to say thank you thank you for all your hard work and recognizing the little folks in the neighborhood like cesar chavez old pharmacy it is only a few businesses and selfserve the inner circle thank you for figuring out thank you. Working closely with the street merchant that have a concern about too many restaurant along the corridors and the traffic during the day that will help to maintain the health and safety balance weve hope you support those also thank you. Im louis and with a bakery since 1977 we moved to San Francisco in 1972 at invitation of an aunt that has a bakery right across from la victoria we had a bakery in 1965 were here and now weve seen the big changes not only in terms of the space of the community but what goes in and out of there and a lot of the bike sharing that goes into the Community Comes from outside it is been that way i think 40 percent from the outside im talking about families that used to live in the mission come back to reminisce just for the sense ever belonging again as most of us understand that the housing in the mission went crazy and within 15 or 20 years it is totally gone we dont have People Living in the front or back of us that shop in our stores i make a comment in the past they have beans and religious and fruits could exist on the street and make an economic 1 that street similar to the fillmore and so again so much to say and so little time i support anything that is going to help us maintain that sense of identity sitting and listening to the comments i remember going to chinatown when we had kids i think that guess maybe the future the corridor where people from the outside visit San Francisco within an intention showing their relatives to come if south dakota and mexico and want to take them to place they feel a connection or culturally vibrant and wants to entertain them and 24th street has the potential for the chinatown that broadway or columbus street and again with support of people like the gentleman and all the people in the past that supported all the endeavors of our Small Business community i hope youll vote in favor of whatever the cd or sud. I rearly if ever print anything im reading the distributed materials on my computer whether on my phone or ipad or computer i will occasionally print something but know all the materials will be in the binder or distributed when i get here i would like to see everything digital i only wish this screen as poor instructions id like to see o consoles repurposed and retrofitted as that digital window i dont want to take the ipad with me i understand the idea theyll stay here so you know for me, i guess the notion i might be taking notes and shoot that out to myself in a meeting or part of protocol and get sent to youre in basket no assess unless a repottery not here if this device purpose is sole to be used ill be looking at it as a viewer take a piece of paper not because i dont want anyone to see them thats how i operate an explosion of arresting kicking off and wanting to be arrest kicked off i want to see what commissioner ortizcartagena wrote on the sidebar and saw him wiggling something so i want to not archive all the stuff and weird if we i made notes so i dont know how that work. Leave that to the individual commissioners and i noticed if i may i dont want to hog the conversation but one more comment that we get emails and things and before the meeting relating to this sheet and have a fragment by the way, were not supposed to use this during the meeting we have a staggered documents will make us more organized if were given a record the issue of taking notes and otherwise not a but i think that organizing it data from the meanwhile meeting meeting is crucial sometimes, i feel like i need something in my fingers so i dont know if im asking more than i shed if an option available to us like to think i dont need my any of the paper ill assume that is on a tablet whether it is staying for a second or third digital display thats fine im sorting through that and you know if the problem this becomes a bigger project that is an information prop challenge what i would like to see a little box box the agenda theres this and that and everything is sort of out a digital binder where ill tab through it i want to get back to the agenda actually im not interested i forgot to look at something that was coming up were operating what were paying attention so with the presentation presently given but not necessarily the ability to navigate through that like paper it is great it is easy; right . But i would like to get through the paper it is incredibly wasteful i didnt take this stuff home. Whaeb what about the legacy businesses we had the chance to look at that should you not have that available and thats fine. Available during the meeting to defer to it and get specific comments that are made to the recipient there is relevant so what im doing is printing a lot of this flooded with paper. Yeah. Ive accumulated i think a lot of stuff that is repetitive in the file. Okay. Enough said. I would have made notes not printed out the document and highlighted and brought that with me probable perhaps a photograph paragraph but the easiest to deal with i dont carry papers around with me in my briefcase im all in on eliminating paper and waste so without get into an it thing expensive it proactive it you know activity. So most of boards i serve on thats what they do they have a tablet and say where the nonprofit is and for staff it is so much easier to manipulate and adjust the paper and go over and back and forth how much time if you qualify the time forgot the more work. How does that work can you talk about how the programs and what kind of. We illicit like one nonprofit i sit on not ipads but kindles whatever theyre exactly like this. The agendas you read them and the same as a binder and a couple of people on some of the boards that are looking for paper i agree if you want paper thats fine i like black berries ive switched you know thats how i function better; right . So it is what it is but your time to have all the Data Collected and it will make our life easier i was one of the be first ones i dont know what happens with that paper and look for the pieces that are blank and im seeing the accounting Im Old School but goes into the recycling bin i was interested in what commissioner president dwight said from is there my way to update the screens. I dont know and i think theyre working on it. They can function as our tablets that to me will be a good thing. Youre going to have to send populate the materials on the device woorpd and whether disseminating it with the it addresses or with the units whether whatever, whatever the tab let end up being you know have to come up with a system for b doing that ill be surprised if not things out there today like your nonprofit boards a system for it but someone that has been playing around with all the paper and providing large groups of smaller or large groups of delegates with other materials. Ill have to google that. See whats out there. Im totally down with getting rid of of the paper and eliminating the waste easy to navigate through the documents. Is this an action or discussion. A discussion. Depending on the number and determine that so the director can put in the budget request so im yes. I definitely didnt want to pressure anyone to the last 3 tablets but, however, i think feedback from other people im not sure if this is the correct number or not and if perhaps the other respondents did want a tablet. Is the number of tablets in response that you have that is reflected here recommended purchase of two tab lets bans the responses of the commissioners so only 3 haves2 have been in favor of tablets. There was a survey sent to all the commissions about in terms of Commission Staff feedback so and so there working with that information which i dont know the specific outcome in terms of the technology theyre looking but we can inquiry into that so. But ill say listening for it and lead the way. Sure. Okay. So if thats the case the way i would box. Im a heavy note takinger myself when i read the legislation especially for myself because of my deck has no more space i think you will want to have once you receive the document at home safe 24 with our own initial somewhere that will have to be assessable here and if i can turn on all the devices in the wifi connected location an hour before the meeting can i that way when you get home or whatever would sync up and commissioner adams would. What is the difference within sending us an email with a link to get there the email instead of a box. In the email youll be ahsha safai that locally on your computer and if you print it youll have a copy but if you safe that on your computer at home are the text boxes. Sometimes, i print a couple of packages like the Meeting Minutes i just read it and so everything is okay. Then i would approve that. I think family was there is a problem in the Banking Institutions or other institutions you cant assess the box but the concept of having a drop box access is maybe outside the work or specific is a good idea you have a concentration everyone for one meeting is in one place. Instead of links i guess some of us cant assess drop boxes that may pose a problem how to deal with that approach but as far as im concerned, i believe that drop boxes of doing it and we have everything in one location with the link that allows us to see all the documents. Anyway, i just another thing i want to say before i the cost is not in the tablet itself today tablets are so cheap but the certify and the maintenance and the work i think this one may argue that 3 tablets or 7 the cost will be minimal relatively speaking if weve isnt it true a tablet system we all should have the option of using the tab let even if were not at this time favorable it but having the investment you know of 50 or 70 or one hundred bucks a big item i may suggest. I dont mind presenting if you prefer if you feel comfortable well continue to do that and if we want to move if that direction of everyone using tablets as commissioner toursarkissian suggested to have them available as they feel confront that might be something. Sounds like more research to be done. No, no action only to get further clarification. Can i ask a few more questions so how many people would like to be able to take notes on the documents at home and bring those notes with you. How can anyone do that print it out electronically. Yeah. Electronically electronically is that when you read the documents read them and want to look at them or whatever or keep your own notes on the documents saw thats the first step we shouldnt focus on the note taking right. We can read it and then write our notes on a pad thats what i do. And the electronic get it that information to us and do. Right. Whatever is convenient for us to be informed and have it available. It sounds like everyone want a reader instead of a binder and writing something down while theyre taking but be able to assess what you got at home on an electronic part. Get rid of the binder and start that that tablet loaded up with tonight document and see how that goes. I dont know if we can have a 3 functionality reader we have to figure that out. I dont know that without. Having purchased tablets for myself and the office of different of difference in the functionality is the price so even if we dont use that functionality at this stage but ought to move from paper to electronic and get used to it and deal with the functionality if we could at least permit transition to electronic paper that will be a major achievement. Ill bet im get the largest one you asking can i dont want a tiny one that would be great if it is the former of the paper were looking today i think it will make a larger reader they have the paper pitch at one point you know i mean within reason but they make one you know like smaller 8 and a half by 11. Okay. Where it is smaller conditional readerer and those cant be i think with this well have to there are certain procurements with the requirement and have to work with the department of the environment in terms of yeah. Commissioners one it is not in the report but i just wanted to take the opportunity to oxygen oh, my god in mayor ed lee helped the sf Council District merchant announce their contest for the november to remember last week, i was not able to attend but a nice event so ive we started to work on scheduling out the new business presentations so i outlined them there for you there are a couple that are still to be determined as we need some Additional Research and information us to be able to understand the time that is needed to provide you with the information that youll want for the presentation. Move on to the legacy business so you heard received a presentation at the last meeting in rick on the Business Assistance grant awardees most of majority of the grantees are applying for their vendor id for the direct deposit so as those are completing the process were then submitting the grant payment to the grantee february 27th is the last rules and regulations and not preached with questions from the supervisors on the rules and regulations so we anticipate everything will be fine and move forward were setting up meetings with the new supervisors and over and over their staff to brief them on the Legacy Businesses Program to understand the nomination process and scheduling training for all the aids even though some of the existing supervisors have new aids we want to make sure everyone is clear on the program and then i have been talking about the c r v redemption working on trying to finalize the proposal for working with the department of the environment and assessable entryways i and richard from the department of building inspection and a couple of people will be meeting with supervisor tang to discuss an outreach to launch the entryway program may well be the first month that that properties dont have to do improvements will submit their documents. Tomorrow afternoon is the Small Business leaders round table with the mayor so a lot of activities that the Business Leaders have been doing so well be able to provide a report to the player on that and the, of course, the mayor will be talking what to have in the city in light of the changes that have taken place or not yet but sort of threats took place from washington, d. And then in terms of legislation so others 3 pieces of legislation that came out of the business groups working with Jose Cisneros two of them were signed by the mayor on friday approved and signed by the mayor one piece was extended for another week that is before the mayor that week thats fine those will be impacted with thirty days after signature and have the new legislation that was heard before the commission a new piece of legislation in regards to production distribution repair in the northeast mission area will be coming before you and then i think just what i wanted to let you know there seems like quite a few hearing coming up and scheduled of interest to the Business Community ive provided a list of those hearings one we are going to be supervisor tang has asked for an update on the restaurant Small Business accelerator and katie will be doing that hearing and then supervisor fewer has asked for the Waste Management strategies and neighborhood handling litter and then the majority of supervisors have requested a hearing on the short term and long term strategies to reduce flooding during heavy rain we know there are certain areas of the city that businesses are tend to be more impacted when we have heavy rain and a 5 year monitoring report from the eastern neighborhoods plan that is scheduled and a couple of more after that none of the hearings ive listed do i have a hearing date scheduled and so we will keep i updated or some took place between a merge weeping well provide you with a summary so unless any questions that concludes my report. The director was there more like or like an overview of city hall and dont think what is going on a really good overview with the departments and what projects theyre working on and what is happening in the different districts. I attend that meeting that is instructive and heard about transportation issues that concern businesses in the city and county of San Francisco so was one attended a lot of people from the city and businesses were representative there as well i also would like to thank you for the cannabis tour that was informative and personally it was very revealing to me and an industry i will not i was not aware of in the city and county of San Francisco thank you. As we often do at gatherings of survivors and families of crash victims, i asked that we begin by observing a moment of silence in memory of the 88 people who lost their lives to traffic incidents on the streets of San Francisco and san jose this past year. And the hundreds who died in recent years. A moment of silence. [moment of silence] every 18 hours a child, a parent, a grandparent, a husband, a wife, or a friend is severely injured or killed on our city streets. These are tragedies that are completely preventable candidate you will hear from Family Members of these victims. Now we are here because San Francisco has the highest number of collisions per capita in california. Speed is the leading cause of fatal and serious traffic crashes. Speed kills. If you are hit by a car at 20 miles an hour, 1190 chance of surviving. If that car is going 40 mi. h were chance drops to 10 . San francisco and san jose have both adopted a policy of vision zero. Which i strongly supported was on the board of supervisors. A policy that reflects our collective commitment to bringing traffic fidelitys down to exactly 0. Not 20, not 10, but zero. The work is not done. For years weve known about one solution that is proven. Automaticautomated Speed Enforcement or ase. Automated Speed Enforcement is given city to pluto to magically reduce speeding and fatal traffic incident in over 140 communities around our country the facts are the facts the numbers are the numbers. Portland, new york, denver, a 30 drop in speeding. Maryland, it 59 drop. In washington dc, a city with similar density as ours, an 82 drop in speeding. A 70 reduction in fatalities per but despite these dramatic results california has not yet allowed ase. Today, i am announcing with our community the introduction of the safe streets act of 2017, 80 342. To them, and a fiveyear Pilot Program for the two cities of San Francisco and san jose. To bring proven safety improvements to our streets, to address drivers who disregard safety, by driving over 10 mi. h above a speed limits. Speed grotto [inaudible] due to speeding since the data shows that 70 of fatal and severe traffic collisions occur on the handle of streets often in neighborhoods with many low income senior disabled and minority residents. I want to take a moment and think everyone who is here today of public officials, or pedestrian advocates, transportation experts, Law Enforcement and Public Health advocates, Community Members and families. For helping us to get here. Working with us to address privacy, equity, and due process concerns and for the future work we must do together. I also want to thank our bills first coauthors, state sen. Scott weiner, san jose state sen. Jim built and that some women are filled think it is one take a moment and first thank nicole frerotte from wok San Francisco and were incredible leadership over many years. Brian we matter of the San Francisco by coalition. And the over 40 member organizations of the Vision Zero Coalition who are here. That may just end my remarks by saying that this legislation will not be easy. It will not be easy. Weve a long road to go. But we dont have a choice. We over to the families of victims for those kids who are going to school. Those cyclists were heading to work, those seniors who are going home. We over to them until the vision of zero victims is actually a reality. Thank you. [applause] our first speaker today is someone who is been committed to vision zero here in San Francisco from the beginning. Who has been willing to put our cities dollars where we need to. Someone who is been fighting to get these numbers down to zero, the 43rd mayor of the city of San Francisco aer edwin lee. [applause] thank you. Some women david chiu and thank you for your leadership because as you have said, weve got to do the right thing. Its never easy to do the right thing for the right reason. All of the people standing here beside me have been in hours and hours of deliberation around how to best fill our toolbox with things that would make our streets safer. And the vision zero is not just about automated enforcement systems. They are part of invaluable tools. In San Francisco, with the vision zero, we areas you can see readily, even right outside, redesigning our streets to make them safer, slow down traffic. We are working with all of our communities particularly with a very strong education program, and in partnership with her educational leaders to slow down traffic, to make sure that people using cars are understanding the consequences could the consequences that literally end up right here at zuckerberg General Hospital costing the city some 35 million a year to respond to car crashes and victims of them. We are working very intentionally with our Police Officers and i want to note and thank the Police Officers from the San FranciscoPolice Department, as well as the San Jose Police department because they know what happens on the street has in large part to do with speed. And enforcing our laws are Police Department has been focused on the five top things that cause Pedestrian Safety to be less safe. So were doing a lot of enforcement but they need help. They certainly need the help of Technology Tools that this legislation will offer the cities like san jose and San Francisco. Im going to have a special thanks to a mayor who is cosponsoring this with me, mayor sam ricardo for not only coming up here from being a stalwart transportation in general and for also being a stalwart on making sure his streets, my street, and our streets are safer for pedestrians i want to thank our board of supervisors and i know norman yee are not getting any younger. Were faster in our walking of our streets but we do do a lot of walking and we have personal experiences that we do see speed is going to be of great help in this toolbox. But enforcement and education redesigning our streets are all about the collaboration that mta and the county Transit Authority along with all of our partners in the community and community advocates, work with our Police Departments our large enforcement officers, traffic experts, to make sure we do our best to vision zero is about all of those things but its also about adding new tools but its also about educating ourselves to make sure anyone who is driving, whether they are big rigs, or muni buses were cars of every sort, slow down. We need to enforce that make it a big deal. This will help. As a some women chiu has quoted, it is held in other cities did in fact 142 other cities have automated Speed Enforcement and it is working to reduce collisions, particularly, pedestrians by very serious percentages. Ivewe need to have those percentages down to zero in San Francisco. So we are going to commit to supporting this. We will work with other colleagues brought the state. We will have that dialogue, that is difficult in the face of opposition but again, it is always going to be hard to do the right thing for the right reason and having automated Speed Enforcement is the right thing to do especially with the speeds that we are experiencing good so thank you to everybody for continuing to work hard on this and to also continue to make that toolbox as large as it is because thats how we are going to eventually get to vision zero. Thank you. [applause] thank you mayor lee for your leadership. Im honored to introduce our next speaker in the following way. Im going to out him very briefly. About 20 years ago he was a former resident of San Francisco and he bike and walk in our cities. He knows the challenges of our city. But in more recent years he has been leading efforts in his hometown of san jose on transportation issues as well as in particularly, but it comes to safety on our streets. The mayor of the largest city in the bay area, mayor of san jose, sam ricardo. [applause] thank you some remember chiu. He did mention that the reason why he knows that i used to live in San Francisco is that hes a former housemate of mine. So dont get me started about outing anybody with stories. [laughing] here in San Francisco and in san jose and throughout Silicon Valley we know too well the expression that the future is already here. It is simply not well distributed. Unfortunately, as we know the future of keeping our pedestrians safe on the streets of our cities necessarily involves automated Speed Enforcement and other critical technologies. We have the future distributor to 142 cities throughout this country but not the cities of san jose were San Francisco. How ironic here in the heart of Silicon Valley, because the laws of the state of california do not allow us to utilize this very vertical technology to keep more pedestrians from having to enter the doors of this hospital. I want to acknowledge our team from san jose who came out to join us. We are all in on this pic is critically important to us is a chance provisioned jimlieut. Steve payne from San Jose Police department as well as capt. Kings were the good we have got our whole time managing laura wells from the department of transportation because we know how critically important this legislation is and we know how courageous the something number two is for leading this effort. There are powerful forces aligned against this bill. We can only hope that the voices of the families of all too many victims will be heard by the rest of the assembly and the senate as they consider this critical legislation for keeping our residents safe. Between 40 and 60 fatalities occur every year in the city of san jose and so many unnecessarily because of our inability to regulate the speed on the roads. As Assembly Member chu indicated, that speed is the critical predictive indicator for whether or not individual will survive or not. We can do far more. And we look forward to partnering with that San Francisco on this and many other important innovations and improvements in our test rotation infrastructure. I feel very blessed to have an extraordinary colleague in mayor lee who has been both innovative and collaborative and we look forward to many more partnerships like this. I certainly want to thank Assembly Member to his leadership as well send her belt and so many others who jumped on top of this bill yet this is important. We need to bring it home. Thank you. We have with us the most important boys is in this discussion that is the Family Members of the victims and survivors of traffic crashes. I would like to actuallybecause i know theyre walking about here a little late if you could these, join us at the podium. Like to invite up to introduce the bay area news for safe streets organization Julie Mitchell. [applause] hi. My name is Julie Mitchell and im here because on may 23 2013, my families life was changed forever when a garbage truck ran over and killed my 21yearold son, dylan. While he was riding his bike to work. His death has devastated our lives. Dylan was the oldest of my four sons and such a ray of sunshine and positive role model to his younger brothers and so many friends that knew him. He was just starting out his adult life as an electrician, apprentice for ibew could do is making everyone proud following in his fathers footsteps and four generations of electricians in our family. He was deeply loved by so many. Its a daily struggle knowing ill never see my precious son again. No parent should have to bury their child. All hopes and dreams for his future were destroyed because of a crash that could have been prevented. This is why i decided that i would do whatever i possibly could to prevent any other family from having to face the same devastation. I know i needed to do something positive in my sons memory and i wanted to makei want to help change the culture of driving so our roads dont just move traffic as fast as possible without consideration of the safety of everyone on those roads. So i turned my grief into action and together with other people have faced similar tragedies, we started the San Francisco bay area chapter of families for safe streets. We are part of a growing National Movement of families affected by traffic violence who are want to put an end to these needless deaths. We will share our stories and fight for policy changes to prevent future families from suffering as we do. Since the launch of our group, the number one thing that weve committed to as a group is getting speed ab past. Thats why being sold being here today so important to me and id like to thank Assembly Member chu for introducing the legislation for automated Speed Enforcement. I like to also thank everyone from the families that took the time to be her date to show their support for asc. Thank you. [applause] julie, thank you for your voice. Our next speaker is someone whos been an advocate in her days during the board of supervisors and in the state legislature now with the chairwoman of our state board of equalizers and fiona monk. [applause] thank you very much. When i first got elected to the board of supervisors representing the sunset district, we have a number of fatalities along 19th ave. That will be prompted our need to do something along the state highways especially. The senator and i worked on a number of pieces of legislation. One was the double fine zone along 19th ave. A second was working with caltrans and chp officers to install 35 countdown signals along the most dangerous intersection, along 19th ave. And it worked. Fatalities have decreased. But, as we all know, they have not increased in other parts of the city. We need to do our part to be vigilant to slow down, to look around, to work with the advocate groups were here, were raising the awareness and to support legislators and good legislation like a summary member david chiu. It is not easy being in the legislature as i know. On these important lifesaving legislation but it impacts all of us. Impacts all of us standing here in the room, everybody who is on the streets. I do want to commend our Law Enforcement officers by the men and women were out there everyday protecting our lives, saving our lives, and this will give them an additional tool to help them do their business better. For the community. Sauna thank everyone for being here did thank you Assembly Member chu for your leadership in the two matters as always for doing the best that you can to protect our citizens. Those of you from San Francisco know that our San Francisco board of supervisors has unanimously not always supported vision zero but the idea of moving forward automatic Speed Enforcement did i want to invite up representative from the board of supervisors, someone said not just a personal experience in this issue has been the leading voice on the board on this issue. Norman yee. [applause] thank you a summary Member Assembly manchu. And thank you mayor ricardo and mayor lee for being here and being not only supportive but our champions on this issue. I am norman yee supervisor in San Francisco and this issue of traffic fatalities and collisions is a real important issue to me. I was one of the coauthors of vision zero policy in San Francisco. I am the chairman of the Vision Zero Committee in San Francisco and, you know we are going to throwill give you data and galore about why we should do this but what you need to do is listen to these Family Members who have been impacted by these coalitions. I am one of those victims. A little over 10 years ago i was hit by a car that i was in the middle of an intersection. I looked down the street and was no vehicles for almost a block. So the car that rammed into me mustve been fine down the street because by the time you need to turn breaking and everything, its recorded that he had hit me at 25 miles an hour. On a turn. So im actually one of those lucky people, lucky victims, that im not on the data that says i am dead. So if you were not for this hospital, i probably would be dead. So i think its important thatand am very supportive of families for safe streets. I know that there are stories that will convince others that assemblyman chu is trying to convince to pass this very important piece of legislation. We know it works. We dont know why we dont have it in california. We need to have it. Lives are important and its really up to us to shout out loud enough to say, get this thing passed so that we can be one under 43 and one or 44 cities that will have this. I want to also thank our partners in the city. We are united on this effort. So we have the Department Heads, ed reiskin from mta. Chief scott from the Police Department and also to leachate from our key eight transportation authority, good we have partnered to make these things happen. Engineering, education, and enforcement. Thank you very much. [applause] thank you norman for your leadership and yes, it is about the voices of our Family Members. Her recent resident of the bayview and not too long ago in the bayview at the corner of third and cargo, stood armand leser. Here to speak about him is his father alvin leser. [applause] thanks for everyone coming out could i appreciate your concern on this issue. Its a grave issue. Its about saving lives and i dont think theres nothing else that is higher, a higher calling especially for me. About my son, he was eightmy son, to go right into my son with him on was my only child. He was a child i thought it would never would have. He became dear to me when i discovered that his mother was pregnant. At his birth i witnessed his first breath into the world. The doctors allowed me to cut his umbilical cord right before he was weighed. Kaman had the most wavy curly silky jet black hair. When hewhen he turned one eyewitnesses for steps. As he stumbled towards me, as he grew into a young man, i was overjoyed with many of his first. Im on change my life and i learned how to sacrifice for him as a father. By thinking about among the first. He taught me how to provide as a father could kaman tommy how to love as a father. He gave me a future to look forward to. As a father, had to learn to take care of myof a life other than my own could kaman came to live with me at the age of eight and up until he graduated from Skyline High School in oakland. He began his adulthood. Amongst personality was jubilant. He was my little warrior. When the situation was tough, he never quits. He worked hard until the problem was solved and he got the results he wanted. My son was very respectful to others. Willing to up anyone he came across his back. Kaman loves his family, his friends, and his gigantic smile from ear to ear was pleasant to see. All the time i spent teaching him on how to become a man and how to navigate through life as a productive adult. He took the responsibility working hard seriously he held three jobs, one fulltime job, twopart times, along with being a parttime student at San Francisco city college. Up until his death among future was bright. I was excited for him as a father. Since my sons death i have vowed to dedicate my life in honor of oman no parent or loved one feels the pain and suffering that i and my family have to endure daily. Every year in San Francisco about 30 people lose their lives in over 500 people are seriously injured while traveling on the city streets. On november 1 2014 my son among leser was one of those killed. Thats why im committed to putting a stop to preventable crashes. We are a car culture nation with more than 30,000 deaths a year have been accepted far too long. But i knowbut i along with the other families, were part of the San Francisco families for safe streets dont accept this. Cities have to be shared and have to be safe for everyone. One of the best tools to slow cars down and put an end to the deaths of people walking and biking skateboarding and driving is automated Speed Enforcement asc. There are numerous states around the country that already have ase programs in effect and have proven that Safety Cameras work. Ase saves lives. They can help change the culture of speeding in San Francisco across the state and the nation. In the monsin a month memory, and as a member of the San Francisco bay area family for safe streets, im proud to stand with Assembly Member chu, mayor lee mayor ricardo. And so many others who support ase legislation to save lives. I invite you,i invite you in ending this carnage on our streets by signing a petition today or online at sf be a families for safe streets. Org. Automatic automated Speed Enforcement is obviously a Public Safety approach. I very much appreciate the work weve done with Law Enforcement here in San Francisco and in san jose and sacramento to really ensure that this is a policy that will work. Im also proud that we have had a strong line of police in the city and county of San Francisco who have been 1 behind ase and with that i like to introduce the Newest Police chief of San Francisco chief liam scott. [applause] good morning and thank you a summary number two for your leadership on this important legislation and thank you mayor sweet and mayor regard up for your leadership in making this happen. In october of 2016 the San FranciscoPolice Department in partnership with the San FranciscoMetro Transportation agency and the department of Public Health wants a citywide effort to reduce speeding in support of vision zero. On sunset speed is one the leading cause of the spirit and david traffic collisions in San Francisco. As a component of the San Francisco safe speeds campaign, we have implemented regular high visibility enforcement on highend corridor and all 10 of our Police District. Our officers are equipped with lidar and honor streets to change on safe driving habits. Automated Speed Enforcement were ase will be another tool we as a city can use to help reduce speed in San Francisco and save lives. Ase has been a successhas been successful in other cities across the country such as chicago, denver and new york city look for to working with a summary number two and mayor lee to bring that hereto San Francisco. This new tool will build on the San FranciscoPolice Departments focus on the five campaign to issue half of our citations for the five most common causes of injury collisions and those five are speeding, violating a pedestrians right away, running red lights, running stop signs, and failing to yield while turning. Lets be clear. Speeding is going over the posted speed limits. This new Enforcement Campaign is an effort to simply save lives good our goal is not to write tickets as a Police Department. It is to get drivers to slow down. Thats why we are talking about it now and we will keep the public informed as these tools are installed in San Francisco. We hope that the public knowing more enforcement will happen. Speeding change behaviors under most collision prone streets. If our drivers [inaudible] opposite across every Police District will enforce the law. So these, join me and him and women of the San FranciscoPolice Department to make our city safe for all users of the road by slowing down. Thank you very much. To speak about another facet of why we are here today in a hospital, to talk about the tremendous impact on medical and economic costs of crashes on our streets that are preventable if dr. Lucy kornbluth from the San FranciscoGeneral Hospital trauma center. [applause] thank you. I am dr. Lucy kornbluth. I may trauma surgery and Critical Care fellow here at zuckerberg San Francisco general and additionally i completed my seven years of general surgery training in the ucsf system where i spent a significant amount of time on the trauma team at zuckerberg San Francisco general. From this experience i can really speak firsthand to the impact traffic collision has on patients and families and the community overall. We are the citys only level i trauma ctr. Which means that all the most seriously injured people are transported directly here for the highest level of care by the team of specialty trauma providers. We treat approximately 4000 patients a year here solely for trauma and nearly half of those people are injured in a traffic collision. That that over the course of your that means that the pager of the trauma surgeon on call goes off approximately five times a day, every day, to respond assess and treat a person who was injured in a traffic collision. The trauma surgeons here truly understand an attitude of this Public Health crisis. We are seeing on our streets as a witness it every day. Particularly, tragic to be the head and neck injuries which are spirits by a third of people walking and biking. We see the friends and families mourn the promising futures of young patients whose lives are often asked extended but not fully recovered, and on a frequent basis we have to inform loved ones of the inability to save their Family Member were their friend despite extraordinary efforts. A recent analysis estimated the medical costs of traffic injuries treated at zsfg to be 35 million in direct costs. A year. And these are solely the medical cost. This does not come close to even capturing the immeasurable cost two people were injured or killed or to their families and friends who we have heard from today and we will hear from some more. This is why zuckerberg San Francisco general, surgeons and staff having actively and very centrally involved in the Vision Zero Initiative since it began providing both expertise and collaborating with Public Health epidemiologist to better understand both the problem as well as solution. As you have heard, we know that vehicle speeds are a main factor in predicting whether someone survives a crash and how injured they are in a crash. That there is very strong Scientific Evidence that policy that slows speed does save lives and it keeps patients out of our operating room. That is why we all stand here today with our elected officials, our City Partners including sfmta eight and the sfpd, and the families of the victims to support this very important moments. We have a few final speakers could i would like to invite up jenny you was a daughter of jennywho was seriously injured in San Francisco at the corner of handson park presidio. Hello. My name is jenny you and im here today because of the not only my mom was severely injured by a driver who was speeding. I am also we are representing by Family Members, friends and the people around us both impacted by the responsible action by a driver in one of the citys most dangerous intersections. This reckless action cause my mom to suffer many physical injuries. Including a fractured spleen waves and the damage for brain severely. My moms brain is missing many pieces and parts and she is of your cognitive impairments. This crash took away my moms ability to live a life. She no longer has ability to do what she has loved and has no real purpose in life. My mom now is a person who goes from multiple different personalities within her within a given our. Sometimes she is someone with a severe all timers disease that sometimes she someone with a severe suicidal depression. Sometimes she is someone was like an eightyearold and sometimes she suffers from severe posttraumatic stress disorder. My siblings lots of altered since our day on february 22, 2011. The past six years we still wake up every day wishing this crash speed was just a portal nightmare. But we are reminded and face a daily struggle of not knowing who my mom will be that day. And how she will be throughout the day day in and day out. Emotional pain and frustration are indescribable. We physically adjust our schedules monthly, weekly, daily sometimes even hourly, to see how we can do what we think is best and do what we can do to try to take care of our mom. Things havent given up to our health has taken a toll. The list is and was. But why i stand in front of all you guys today and relive this painful story is to urge our leaders to support families like mine with what is needed to stop these preventable crashes from happening. Our streets should not be dissuaded and we have to take an action to to stop it. We also need to share our stories as families and individuals will experience such a tragedy so policymakers realize the impact on us when they dont take action to improve safety. The tragedy of the tornado [inaudible] how overwhelming frustrating painful and stressful days can be. San Francisco Bay area families for safe streets is here to put an end to these preventable tragedies by advocating for policy that save lives. On behalf of my family, i want to trust my gratitude to Assembly Member to and mayor lee and mayor ricardo and many others for taking a critical step towards achieving the vision zero by introducing automated Speed Enforcement legislation today. If afc had been in place my mother might not have been hit or her injuries may not been as severe with a reduction in the speed of the driver was going at. We cannot allow these preventable crashes to continue. Ase is proven to tackle that speed of the and save lives. I urge everyone was listening today to take a step towards saving lives and stopping these crashes. We all need to play her part to change it. One particularly thank our director of transportation edit reiskin and are sfmta board of directors for their unwavering support for this. This feels like its been a long road to get here advocates and agencies in San Francisco have been talking about this for over 10 years to be here at this point is a big milestone. But weve all heard the numbers. Weve all heard the emotions and we felt the emotions and we know what an impact speed has on safety under city streets. So i just want to talk for a brief moment about how we are going to get this bill passed and whos going to sport this bill. If you ask any parent in the bay area, any parent in the state what it is that are most frightened for their children when the kids leave the house by themselves those parents are going to tell you it is traffic violence. I talk to coworkers live out in the lovely suburbs of the bay area dont let the children bike or walk alone because they are so worried about the idea of traffic violence nurse so worried becoming a member of that club that none of us want to belong to. They are so worried about having to see the effects on their family of traffic violence. Safely we have a way to change this. Thank you so much Assembly Member to berkeley thisdissolution in front of us did so now i just want to make sure we all know were going to work very hard to get this bill passed but i think listening to all this today we understand what the benefits are good so we know that we can do this and if we all work very hard together we are actually quite to make our streets so much safer than when we make the streets of san jose and San Francisco sabre other cities in the state are going to look at us and say, we want that. We want to stop the senseless loss of life that comes from cars and drivers speeding to our streets. So we are ready for this and we are going to go ahead and work very hard to pass this i thank you all so much for your support on this. Our final speaker is the mother of her daughter and she will tell the story of what happened at School Crosswalk in san jose could elizabeth chavez. Hello everyone. I will begin by introducing myself. My name is elizabeth and i represent [inaudible] who wouldve thought on may 14, 2013 our lives wouldve changed . On the afternoon of may 14 received a phone call from my oldest daughter. Despite her innocence in a weak voice, she tells me, mommy, my sister is on the floor. She is dead. Write them before she said coolly it was, i dont know if there was a mothers instinct i close my eyes and the first image that popped into my mind was eileen. I dont know how i got to the scene of the crash but once i arrived, i could see from a couple feet away her favorite pink converse sneakers and my daughters body laying on the floor covered with yellow sheets. My fiveyearold daughter was cut short. An inattentive driver struck my sisterinlaw and two youngest daughters. Eileen was pronounced dead at the time of the crash. Despite the laws here in california, if you have a clean driving record you can get away with almost anything. As for the young gentleman he was only sentenced for 30 days in county jail and three years probation. I have no examined against this young gentleman. On the contrary. I thank you for calling 911. Someone else in his use of hit and run. But it is that young gentleman was not speeding maybe my daughter would still be here. There is not a day that goes by and doesnt bring me back to that afternoon when i receive that phone call. Im here today sharing my story pain that no other family goes through this when my family and i have gone through. If i could haveif we had automated Speed Enforcement in 2013 my daughter eileen could have been spared. She would have been in school today
