Thank you commissioner president covington and good afternoon, commissioners since march 9 our Budget Committee will be meeting with kate howard this friday march 25 in room 201 and i know the past weve had commissioner Vice President cleaveland attend i think you have it on your schedule we hope to do review with the mayors director we met with the members of the committee to talk about the needs in catching for the years we had to reduce the operating budget the biggest priority is the fleet plan so we will hopefully come out of that meeting with some direction the Mayors Office id like ill be happy to report at the next meeting april 15th. Okay you may proceed thank you good evening commissioner president covington and members of the Fire Commission ramon deputy chief of the administration in that my administrative report for 2016 ill start with training with the assistant chief as the chief mentions is the states on the current one and 19 and if i can delineate i want to mention in order to meet the requirement of accreditation we had to include additional training topics some of the items that have been curiosity the academy required to be expanded for example, wildland two days of training expands to fifth story days of training and additional lectures and training he under the current 17 weeks it would have cut out time tasks for the folks we believe that the recruits should have the most opportunity to become comfortable with the commit and anything less would insure possible failures we wanted to expand the academy to make sure we can see its success. Lets see monkey off my back over to in Service Training continuing the below grade training and chief was with the Construction Company and Building Owner agreed to allow the Fire Department assess to the building indefinitely as a result we will set up the training for members throughout the department currently it was focused on companies who had that specific type of construction and in their district and currently we have trained over 200 members and preparation for our upcoming tuff Shooter Training finishing up video to all folks the field prior to the training module it involves the include the use of the library on Treasure Island and includes the preparation from the members of the San Francisco Fire Department we are almost continued the construction of the bart prop on Treasure Island and we anticipate utilizing it in upcoming drills this summer under the ems training on march 14 began the captain training that continues through april 1st the ems stave in addition to assisting with the recruit Academy Training theyve continued to provide ongoing mandatory ems training for the emt and the paramedic members under nert the staff and staff shes continued to have the neighborhood advanced training and command post operations that was a useful use in the valley the volunteers were utility as a resource as well conduct outreach presentations shes currently preparing for the upcoming nert drill that kicks off the one and 50 anniversary celebration on april 17th. The fire reserves currently 40 members they continue to hold weekly training sessions which during e during if period is italian drills and the response to the fire on fulsome street on february 13th that included 17 personnel who volunteered to respond to that incident the reserves continue to volunteer with the hands only xr training at Marshall High School and participating the march italian parade under the departments position he continues to provide flu vaccines to all members during this reporting period there were 3 promotional 34 return to duty and thirty contraptions and illnesses recorded. The the 50 foot ladder sustained an injury basically the time to recoup rat will he wouldnt farewell in the academy. And the other person sustained injuries while performing the p t during the not training but the active physical training that we hold every morning and i think that might have been preexisting injuries and aggravated it further. You talked about what was it working the while as part of 3 week additional training that is being added to the course what did does that mean and the wildland preparing for the forest fires basically, we deploy the crew to assist with fighting it is incorporated the Academy Training in a large block than previously taught a basic of and give you an doesnt even training as a requirement with the state fire marshall. You mentioned a bart prop did bart give us a training or something you know. Bart cars they cant afford any cars you know off the line right now but did they give us one or we created one ourselves. Crews rescue training. Good evening this is the assistant deputy chief frng i manage the k9 for the Fire Department we have 4 firefighters a one a captain peter gross is the Team Coordinator we have 3 firefighters with k9 right now peter gross has been doing it with 3 people in training 2 of these passes the fumd test and looking to deploy with the California Task force and the third dog had a bad day and mr. Will be tested again in april well have 4 dogs at the evident e end of the month type 4 they can travel within the United States their searched trained for live victims versus cadaver dogs those are for people where we can be used whether the holidays or a building the captain we have a car that went into lake merced we deployed a dog it was filed with weeds so canines or able to search much faster humans to get our dog and go through the training and pass the tests will take about 6 months to 18 months our new handlers work hard and dedicated in about 5 months so their dogs would be 6 months worked very hard it is what it takes the 3 new ones got the dogs from the National Search Dog Foundation we require the dogs and work with those handlers to develop the expertise theyre all german shepherds. No in this case labrador retranspires. What kind of dog do you want a austrian sheep dogs many are sharp. Peter gross is like a shepherd like an austrian shepherd dog. I think we have an adequate number. We have a high number were doing well with 4 trained dogs in one department 33 we have them to deploy the city if we have a structural collapsing or an earthquake we have 4 structural dogs to work and with the turn off all Electronic Devices is an urban search and rescue so go based on rotations across the country theyre ready to respond. So if we have an earthquake here we can bring in other dogs cross the country. That was a major disaster area we needed more dogs that needed search buildings well have for the urban search teams theyll come from across the United States those hrnldz have the dogs twentyfour hours a day they belong to the National Search Dog Foundation they care for them and feed and constantly train. A negative. They get a stipend from the task force and come from fumd particularly didnt cover the money they train multiply days a week on their own time and occasionally left them into go to the training i invite you when they do an evolution the pros plants near candle stick park and come out and see the dogs it is amazing how fast they can search a football place. Hes sleeping during those earthquakes . Have you noticed him take any special . No. He sleeps right through them. There is no truth that im aware of with harvey that dogs are aware of an impending earthquake. You hear the myth all the time. Suppose the dog helps you get up, is it going to help you do something i hear they are aware of small vibrations. But yes, i read extensively that dogs cannot realize earthquakes. Today is a spectacular day in San Francisco and sometimes people would say this is earthquake weather. Is this earthquake weather . No. Not that i have heard of. No such thing. There is no such thing. We are talking about the weather in a daily or weekly cycle. There is no relationship. I have heard its hot or cold weather or rain. Im not sure which is the myth. How about time of day . Yes. It happens when its least convenient. When it happens people say we were lucky and when they dont. Its terrible timing. Its never a good time for an earthquake. But we are going to have one. How about the ground swallowing people into the ground . Like the earth that collapsed . Its not like the tv shows. The earth does move and it bumps up and you get a ground fracture but its not something that opens up and sucks you up into haddes. Its not going anywhere. We are going to have a lot of damage, but this myth that california is going to the ocean is not real. Southern california is moving north. Its coming up from the south to the north. You would have to invest the million year cycle, not weeks or years. Maybe millions of years from now, part of los angeles will be in the bay area. For better or worse. Yes. This is a tough question. Those other ones werent tough. This is a really easy challenge. Are the smaller ones less stress . Yes. The amount released in small earthquakes is that they are so small in you need many of those. I think would you probably have to have maybe hundreds of magnitude earthquakes of 4. 7. So small earthquakes are not making our lives better in the future . Not anyway that you can count on. I have heard that buildings in San Francisco are on rollers and isolated . Its not true. Its a conventional Foundation Like almost all the circumstances buildings in San Francisco. The transamerica was built way before. Its a pretty conventional foundation design. I have heard about this thing called the triangle of life and up you are supposed to go to the edge of your bed to save yourself. Is there anything of value to that . Yes, if you are in your room. You should drop, cover and hold onto something. If you are in school, same thing, kitchen same thing. If you happen to be in your bed, and you rollover your bed, its not a bad place to be. The reality is when we have a major earthquake the ground shaking so pronounced that you are not going to be able to get up and go anywhere. You are pretty much staying where you are when that earthquake hits. You are not going to be able to stand up and run with gravity. You want to get under the door frame but you are not moving to great distances. Where can i buy a Richter Scale . Mr. Richter is selling it. We are going to put a plug in for cold hardware. They are not available. Its a rather complex. In fact we dont even use the Richter Scale anymore. We use a moment magnitude. The Richter Scale was early technology. Probably a myth that i hear most often is my building is just fine in the loma prieta earthquake so everything is fine. Is that true . Loma prieta was different. The ground acceleration here was quite moderate and the duration was moderate. So anyone that believes they survived a big earthquake and their building has been tested is sadly mistaken. We are planning for the bigger earthquake closer to San Francisco and a fault totally independent. Much stronger than the loma prieta earthquake. So people who were here in 89 they should say 3 times as strong and twice as long and that will give them more of an occasion of the earthquake we would have. 10 percent isnt really the threshold of damage.
