If you have any questions. Thank you so much chief williams. Going forward deputy chief gops will be sitting in for the chief of the department chief joanne hayeswhite. Is there any Public Comment on chief williams report Public Comment is closed. Ill go to my fellow commissioners okay. Ill begin with commissioner nakajo. Thank you, madam president chief williams thank you very much for a very comprehensive detailed full and complete report as you gave your report this evening again being part of our responsibility we call it cd 3 is it. Yes. And basically for us thats an assistant chief responsible for administration and whats the full title chief excuse me deputy chief of administration. Okay in our categories as you describe our report i saw around 9 or 10 again, im occurs curious it sounds like there are 15 or 16 or 19 and the majority were recorded from assistant chief lombardi under the status report. You recorded on a vast amount of areas of responsibility i want to emphasize that because i appreciate that but it shows how much responsibility that you have within our position i didnt have a chance to ask chief joanne hayeswhite a question but i knew by your report one of the questions will be not been able to get an answer when you recorded on the expansion of the current one 19 classes beyond three weeks i present the detail reasoning behind that you went into detail and there was also a report when that anticipated graduation date will be and the next class is going to occur my specific questioning question with that three weeks expectation are we budgetary covered within that period. Yes. I can refer to the finance office im sure the chief wouldnt move forward unless we could cover that. Mr. Mr. Corso you want to come up and address that. Thank you, chief i want to hear were covered. Good evening and good afternoon yes, were covered changes to the budget and given the grant weve received earlier this year that move forward things around and ruled in a savings that will be covering me additional length of 3 additional weeks that were discussed. Thank you mr. Corso it is equally important chief gonzales the next class as the projection it starts to have that it pretty much remains within schedule i think that is real important i wanted to i wanted to put that out there as well. I wanted to ask a question on the fire reserves you mentioned the fire reserves and the value they provide and specifically he appreciate that when you talk about 17 members that showed up at the incident on the fulsome incident. Yes. 17 fire reserves is quite a bit of individuals that respond so i wanted to comment on that at some point and we know that Homeland Security is your responsibility as well perhaps in an area of future agendized item due to the event that happened worldwide especially is belgium and how the airport and how our chiefs are handing the scenarios ill again refer to the point of the commission to agendize that when it is appropriated that is something i might be able to look at ill stop at this point. Thank you commissioner nakajo excuse me our agenda for this evening has under reports from administration Homeland Security do you want to get a bit of briefing from chief frng excuse me chief francisco do you e did you want to get Ferry Building and a more expanded overview at another time. Again for me a point of per forgive ill refer to chief francisco but you can have more and more preservation if you want to i believe that chief fire airport. Chief is here as well i didnt know if you want more time to you know figure out what im trying to look at. We should address it now. Chief francisco can step forward and chief coz toe and chief francisco. Chief francisco Homeland Security division we Work Together with the airport were require time to put together something for the information you seek, however, if you have very specific questions he could probable answer that tonight. I good have but im looking at a pretty connective report up to date how your units Work Together in terms of that have and i wasnt exterminating anything in terms of of that particular question he imagine youll have a coordinated plan. We sure do i can give you a little bit tonight to wet our appetite civil grand jury we work the february building were connected and receive bulletins of information so constantly update with the take care i was attacks and try to stay abreast and tailor training to address those types of take tings ticks that are happening overseas and in the United States as were connected there that fusion is connected to other centers the country every state has one we are lucky with 45 with the coordinating body in sacramento and centers the statistic because were large the centers are connected to the department of Homeland Security theyre receiving the information that is coming out of the National Counter Terrorism Center that information is shared with Law Enforcement and First Responders and that segment that needs to know we also work with the Police Department very the clerk will take the roll the city departments get together with major incidents that happen nationally that would be effecting us well hold a Conference Call to see what well do about things today when we close the facilities or not close or increase the Police Officer presence and so on for the Fire Department our role is typically in responded to better prepare the firefighters by researching the current bulletins in terms of what is happening and bring the awareness so we dont step into something were not prepared for in a nut shell thats it. Thank you. Thank you commissioner nakajo chief gonzales. Present company thank you what was said is correct we integrate that from the homeland and share that with the chiefs and operationally our people are told if you see something Say Something and unfortunately in brussels we again get the review but we review the multi casual finest and be aware and thats basically, it in a nut shell the same thing at the airport i do spoke with the captain and they renovations up their Police Officer presence and multi agencies the fbi, etc. So thank you very much did you have a followup question. I wanted to see the chief wants to respond to this question from the airport. Good evening, commissioners deputy chief of the airport the unfortunate circumstances in belgium at the airport put the airport on high alert our Law Enforcement was increased throughout the airport we had the Law Enforcement increases the k9 in badge you mean the baggage can be vulnerable and we are doing active shooter drills and with the other Law Enforcement agencies the airport is on high alert due to those types of circumstances that are nfl continuing to become a more active throughout the rest of the country we recently ordered two multi causality units that help in those incidents if they take place at the airport and kwaem in training. Chief appreciate that update thank you, chief francisco. Thank you. Thank you commissioner paskinjordan commissioner nakajo for temple forward commissioner Vice President cleaveland. Thank you, madam president and thank you for your report tonight a couple of questions and im not sure if so it is chief williams two accidentss or injuries the class of cadets what were those accidents and member sustained while testing on. The the 50 foot ladder sustained an injury basically the time to recoup rat will he wouldnt farewell in the academy. And the other person sustained injuries while performing the p t during the not training but the active physical training that we hold every morning and i think that might have been preexisting injuries and aggravated it further. You talked about what was it working the while as part of 3 week additional training that is being added to the course what did does that mean and the wildland preparing for the forest fires basically, we deploy the crew to assist with fighting it is incorporated the Academy Training in a large block than previously taught a basic of and give you an doesnt even training as a requirement with the state fire marshall. You mentioned a bart prop did bart give us a training or something you know. Bart cars they cant afford any cars you know off the line right now but did they give us one or we created one ourselves. Both they dominated the third rail track and a lot of the components that make up the track and ill let the chief speak about that you talented staff add Treasure Island to recreate the proposals you dont know i dont think that is was a car. Crews rescue training. Chief were 95 complete i want to give credit to pat shaw the lieutenant and i went to oakland and met with bart and asked for a track and third street rail we got that they delivered it free of charge by the way, and were gracious enough to give us an actual truck the wheel based the actual wheel on the track weve had everything in place with to respect the platforms and Everything Else the cabinets and phones what we need to train it is down to pretty cool artwork that is a bart Treasure Island station so well very happy about that in summary. That will work great for rescues and other things. It is a critical component of the training. Yeah. You mentioned chief williams no negative backward on the 38 were investigated does that mean it is a good no negative information thats good. Yeah. It is a negative is a positive. It is on the random drug testing we want to back up and Deputy Collins when he was the captain i was director of training he was able to acquire many proposals working with pg e and muni telephone poles and the water shut off has created a realistic Training Facility out of Treasure Island i want to acknowledge that hard work he continued to oversee. Christian what does it take to be a k9 handler we have a number of firefighters that are trained for dogs how long does it take and do we need more. Ill let chief francisco talk about that. Good evening this is the assistant deputy chief frng i manage the k9 for the Fire Department we have 4 firefighters a one a captain peter gross is the Team Coordinator we have 3 firefighters with k9 right now peter gross has been doing it with 3 people in training 2 of these passes the fumd test and looking to deploy with the California Task force and the third dog had a bad day and mr. Will be tested again in april well have 4 dogs at the evident e end of the month type 4 they can travel within the United States their searched trained for live victims versus cadaver dogs those are for people where we can be used whether the holidays or a building the captain we have a car that went into lake merced we deployed a dog it was filed with weeds so canines or able to search much faster humans to get our dog and go through the training and pass the tests will take about 6 months to 18 months our new handlers work hard and dedicated in about 5 months so their dogs would be 6 months worked very hard it is what it takes the 3 new ones got the dogs from the National Search Dog Foundation we require the dogs and work with those handlers to develop the expertise theyre all german shepherds. No in this case labrador retranspires. What kind of dog do you want a austrian sheep dogs many are sharp. Peter gross is like a shepherd like an austrian shepherd dog. I think we have an adequate number. We have a high number were doing well with 4 trained dogs in one department 33 we have them to deploy the city if we have a structural collapsing or an earthquake we have 4 structural dogs to work and with the turn off all Electronic Devices is an urban search and rescue so go based on rotations across the country theyre ready to respond. So if we have an earthquake here we can bring in other dogs cross the country. That was a major disaster area we needed more dogs that needed search buildings well have for the urban search teams theyll come from across the United States those hrnldz have the dogs twentyfour hours a day they belong to the National Search Dog Foundation they care for them and feed and constantly train. A negative. They get a stipend from the task force and come from fumd particularly didnt cover the money they train multiply days a week on their own time and occasionally left them into go to the training i invite you when they do an evolution the pros plants near candle stick park and come out and see the dogs it is amazing how fast they can search a football place. It was a greatm want to make sure wear having enough money the budgets if youre not comfortable well talk about that. I appreciate that. Thank you, chief williams the status of station 16 rebuild where is that right now. Station 16 it has countless delays but theyre anticipating the tear down will consensus this fall. The designs are been finalized everyone is happy with the design. Unfortunately been pushed back station 5 reservoirs you know, we heard a story read a story about the sfpuc selling off fire hydrants and is that something that we are involved with we understand we dont need that equipment wont need those fire hydrants, etc. I hope they talk to us as well chief gonzales. Im thinking puc took over theyve have the equipment and we no longer need that equipment it is outdated and as well as improving our water system. For somewhat of an alarming article i want to make sure the reservoirs we have are full to capacity and theyre fully full in the case of an emergency. Okay. The fire reserves he was interested how do we advertise and support it. Im not sure how we advertise question always had more than enough people apply and opened up it up City Residents they come and fill out applications and go to throw the application process and ongoing training to respond to so many fires before their considered fulltime volunteer reserves. They dont get paid or do. Totally volunteers. And the listed ages. Ill say if 18 up and no age limit or anything but at least 18 years old. I have a question to chief gonzales that is the working group one and 50 anniversary and the fundraiser how the department has been reach out for donations and. Ive not been involved in the one and 50 commissioner president covington is involved we have olivia that is also doing looter with work with the one and 50. Welcome. Good evening, commissioners so the fundraiser efforts. Introduce yourself. Sorry San Francisco Fire Department Government Relations and communications so we have been reaching out to various organizations and people within the organizations weve been reaching out by email and asking to sit down for coffee weve sat for coffee and went over the details of the one and 50 for various sized documents we have to do that all outside the office we have to do it on the personal emails so it is articulating a lot of time on top of the work schedule queer making headway but only the chief and i at the moment. Where are we in terms of goal. One and 50,000 weve condominium we have standing were hoping to raise another 200 and 50 thousand. You need to do that by april 15th. No candidates by the end of may the big fundraiser our funding events will be in september and december so we need to have the money the bank. The contributions is taxation dedurable. Right. And checks written to who. The guardians of the city the one and 50th fund the guardian of the city has a separate fund. Can people go on the website san franciscans all over the city want to the give a 25 theres contribution or whatever i hope it is easy for them to do that is there a way online. The difficulty is guardians of the city are not set up to do that we need to do that there them were having challenges at the moment. Unfortunately, we should have gotten if set up. Were working with the guardian of the city. If any citizens want to contribute. They can make it out to the guardians of the city one 50 so we are going to achieve the goal we need to achieve it takes a lot of work and asking okay. Thank you. No problem. Thank you commissioner Vice President cleaveland. Commissioner hardeman. Thank you, madam president chief williams sorry eli i hate to ask you this you mentioned the 35 as understand the new fire boat as hesitate the water even though their working on that and it looks remarkable red and white so without Deputy Assistant lombardi i dont know if this is fair to ask you have so much on our plates the 26 million set aside for that project is that include the seismic repair and does the remodel and what is going to happen in i know thats been closed before but the fire boats and access to the 3 fire boats we hope pretty soon how long will that project or you want to wait until lombardi is here. Are you speaking on the easter bonds. Yes. The 46 million approximately that were available. Station 35. Operationally well keep in house with the fire engine and build a new fire station thats my understanding. Good evening mark corso given the fact the building 35 is a historic and not a lot of the work will be happening to the building itself so the engine can remain in that location while the work is down through the rest of the pier. I misunderstood chief williams i heard they were going to vacate. That was not brought up. Oh, he guess i said relocation the boat. I missed that sorry. Thats okay. Theyre looking pier i think that was recorded three or four months ago i dont know if we got the final designate. Pier 26 to relocation. Pier 26 to relocation and all 3 fire boats will fit. Two fire boats for sure and another location for the new fire boat. Sorry. Im sorry at the end of the construction all that will be there. So that will be new money coming from the 26 million will cover that money or new money for the additional pier. It is coming it is in that cost i believe the 26. Like any other city project ill anticipate needing more money. Thats why i brought it up. Sorry. Thank you, chief gonzales. You dont want to say just to be clear on pier 26 chief lombardi is working with the port and work needs to be done to hold the booets boats well be able to dock 3 boats but work that needs to be done and pier and anticipated to be in late spring or early summary summer that is part of overall that concludes my report. Project that work needs to be done i dont believe that is a large project but needs to be work done on the piers so the boat can dock before the curt work. Thank you and remarkably to the station at the airport will be done by the end of the year. Right. Thats remark the airport has been spending money wisely and appropriately it at a rapid pace very good thats all my questions chief williams. Thank you commissioner Vice President cleaveland commissioner nakajo. Thank you, madam president when we have bear with me have a few more in terms of this one 19 class and the extension of 3 more w thats because the curriculum is part of froorpgs towards the fire marshall curriculum that has new formed r program that is im trying to check on that. Thats correct commissioner it is because weve included additional requirements if our curriculum detailed manipulates and another lectures and course work with caused us to have to expand the curriculum by 3 weeks it will it is part of adhering to the accreditation requirements. Thats the word. Accreditation. I also assume i dont assume anything department from this point forwards each class will have that kind of length and curriculum for each member for this point moving forward thats correct. I also think that is the best time to do that chief because of the students in the classrooms if we spend the mind to do that so i wanted to be clear what that the other question i had commissioner hardeman brought up about the airport that is gums good news and the pump station completion thats good news are were going to celebrate anything like this maybe have punch and cake at the airport expansion i dont know how the strength of the pump station is but i know how attractive the pump station is when the giants out of curiosities or occurs can we really with that ill refer to the community if they want to roll with that has anyone thought of that. The meetings ive attend not heard them mention that that will be good for the one and investigating celebration. I dont know how attractive a pump station is some people get off on that so i i want to put that out there certainly would love chief to go out to the airport and see that is a beautiful station i know how nice it is out there so i do be excited to come out im i wanted to put that out there. They opened the boat house they have a beg celebration the mayor went so im theyll have something. Chief gonzales were the process of planning activities for the fire station and inviting the chiefs to come down with us. Were not adverse for having something for the pump station we dont say no to cake. Again season will be starting and a whole lost folks open the doors and make that inviting ill be willing to address some folks i want to touch on those particulars thank you very much may want and thanks chief. Thank you commissioner nakajo thats a good idea for the one and 50th i noticed again that we are using a funding enhancements as a phrase so mr. Corso can you come forward please. So i have to ask you mr. Corso is that a term of art because these enhancements that we are talking about are necessary items that we need theyre really not enhancements were not you know taking something that is very simple and stepping it up to a more deluxury model but the beginning model whatever it is that were requesting so is that a term of art enhancements. Good evening mark corso in general yes, from the budget window an enhancement to the budget being that an added investment above our current level to that stent an enhancement the enhancements itself can take a variety of forms a new initiative or a restorative but in general with regards to the technical side of budget considered enhancements anything above our baseline is considered an enhancement. I think that is really sends the wrong message that we dont strongly needs those items that are being called enhancements but if this is the way the budgetary process works those people that are in finance understand then i think that is one thing but i think the average person hearing you know certain example and items under enhancements must not really need it in, in fact, we do. I think we can speak of them as far as internally the Fire Department and outward their no restriction how to clarify them im hoping to change the language anyway. Thank you if you could come up with some suggestions much appreciated and i also wanted to chief williams wanted to hear a little bit more about the 9 new ambulances how many new ambulances does that make within the past 18 most or so do you have those figures. I apologize commissioner president covington i dont have those figures and chief lombardi. Mr. Corso. Chief lombardi is out sick. To delineate mark corso weve moved with the 9 in the current fiscal year from a fumd granted go in a donation and go the general Fund Offering budget last year, we purposed 19 and two years before that another 5 in total 33 so we have a total fleet of i believe 44 ambulances currently by the time we receive the new ambulances will be 4 years with younger with the majority 2 and a half or younger if that is a term for vehicles. Wonderful how much longer will it take to have youll 55 replaced. That is agree question we are currently undergoing with the Mayors Office that ambulance portion is a big part of fleet replacement a topic with the but in general ambulances and also vehicles are identified as a major need for the budget going forward. Thank you mr. Corso back to chief williams. Yes. Could you tells you a little bit more about the Community Development at Hunters Point and candle stick point. Well, as far as i know from chief lombardi it project is still in the Development Phase i dont believe theyve Broken Ground per say to map to out and consider the water system and things like that so as far as even our stations they proposed i think that is some years out before that had been a reality. So there will be a new station at both points Hunters Point and candle stick point. The initial report two stations one single house and one Double Company however, ive heard maybe only one station but nothing for certain at that point ill update you as i hear any changes in the news. All right. Thank you very much are there any other questions for chief williams . Nun thank you very much thank you very much. Okay madam secretary. Please call the next item. Emergency medical verifies our services on ambulances responded to 5 thousand plus for a market share to the month of february our academies we do want to reiterate what the chief mind or piggybacking were planning a rc4 bump up class excuse me for level ones and this number ive Good Neighbor policy got bump up two classes is 48 we have to get the ratio up i mentioned that two meetings ago right now our e line to paramedics is off we need to rebalance it some of the h8 that were out there from the per department of Human Services their emts now, some of our h3 level twos went into the rh academy we need to get that back i campaigned mr. Corso and others our dhr theyre putting their heads to get this class started the emt the controlled substance policy is in review phase and continuing meetings with the ems schedule that allows a better opportunity for the requirements i also like to reiterate what doctor yeah. What 31 they said i believe it should be a twentyfour hour operation and it addresses some of the users the 911 users that need the most help they dont need to grow but need direction this is what ems 6 does that would help if we could double the staff on to bureau 5 investigations i have an extensive listing of the preliminaries the activities in the intersection ill node read them all theyre in the report the public can read them as well commissioner Vice President cleaveland mentioned the a w sf in 1989 earthquake the ems was created because of the 1906 San Francisco earthquake and most of domestic fire hydrants didnt work the a w hydrant leaked out whether because of user area or infrastructure we dont have either what saved the marina was the intuition and id like say the innovation of one of the captains that was from the house of fine arts that led to the farm it was a p w sf that was create by the chief black burn they loaded to the marina i agree that im not sure they should be sell things the puc owns it i want everybody the low pressure system and High Pressure system and what we are making more robust the p w ss and having more for the statistic bodies of we believe anymore water and less pressure that facts up the block streets were in a learning phase napa valley the moss more robust the systems the better we are if and when a disaster hits ii have a list of tasks if you want me to talk about page 5. Highrise. Elaborate on the transportation. The transportation advisors Staff Committee thank you, president. Two investigations addressing the complaints as a result of the investigations they inspection some of the apartment buildings with the units or more the number of both in the inspections have been reduced from 5 hundred and 25 an february 3rd to one and 96 meaning followup on the inspection thats a oblige and thank you to the fire marshall for that. Id like to mention regarding accelerating the Code Enforcement the duckling and the housing inspection to establish an administrative hearing for the fire code instructions there recent a way it make changes that mandated the notice of violations for all fire Code Violations i dont want this to happen nor the Fire Marshall Office but we what we recommend is notice of violation for all priority violations that is 3 types of visions sprinkler, fire alarm and another notice of violations maybe issued for other violations we want to work with the public as well it is not about hamilton them first time with the violations we work with them so thats where we are at with that and holy it will remain the way it is bureau Fire Investigation the number of open reports through the month of january 2016, 200 and 3 a big decline from a few weeks ago this is 23 on fire investigates from the previous 99 are structure and 70 vehicle fires and on the reports are in the following stages of review 38 are final review for signatures and one plus addressed by actually members and members that have returned or retired and the fire marshall was addressing that with the plan were detailing the members that are active and detailing back to finish the reports and the District Attorneys Office is xhulth case by case had a secondary investigator is not available to finish the report well consultant with the da and this is the San Francisco National Airport summary that includes the map that you wanted commissioner nakajo about a month ago. Thank you. That concluded my report. Thank you. Thank you, chief gonzales can you go back a little bit please before i go to questions and. Under Community Developments can you go over those items please. Yes, maam Community Developments were with the fire preservation Hunters Point phase two reactivated the muni line orientation and aerial competence is an sf concern needs to be roved and park merced sf issues is street risks has been resolved sf structure awaiting from the city agency and yuld 95 percent of plans under review the wifi plans for 29 buildings improved im glad you brought me here commissioner president covington i want to mention chief under deputy chief williams is working with the contractors out there on w b i those buildings were going to used to have our live drills well use of more ventilation and we have buildings on slopes and United States of america thats with an the Major Concerns and the testifiers working with them during the tear down and Visitacion Valley shackling 95 percent structural comments by the u. S. San francisco 49ers and the, however, the slopes exceed the apparatus and the slope sponsors to request the thus to explain more if youre familiar with potrero hill the south side where you have the oldest buildings but a lot of like wisconsin streets a lot of streets like this this development will be straight the reason why the streets are steep and want to put straight blocks everywhere they want a variance were talking about that but it is a concern of ours second to none daily hope eliminate the slopes and fire niece and building assess including to the interior courtyards candle stick point sub phase 95 percent structural low pressure reports under review. Okay. Thank you if any of the commissioners have a request for more details. Absolutely. Thank you, again chief gonzales. Is any Public Comment on this item . Regarding this report please come forward. Senior captain at San Francisco Ethics Commission is a couple of issues that were left from the last Commission Meeting i was coagulate going to comment on how many paramedic captains in los angeles one merry battalion misrepresented for station 49 that as viewed several tasks that officers used to do no longer have to do includes the bio medicine and electronic care charges and log cut to the chase theyre assigned to other members that were fulltime and the supervision of the members were done by the operation chief i no longer have to deal with the tasks theyre only after hours the other issues that was narcotics i sure you narcotics are secure and safe at station 49 theyre not disappearing i took a reassignment and with chief gonzales and chief maloy we addressed that issue and corrected this issue there were things before that were not dealt with and since corrected no ongoing problem another issue that was brought up is access to the captain i assure you captain city of chicago is assessable than any other captain the Fire Department it is on my person the entire shift so al the crew members are assessable foosz im assessable via text and overwhelms and with the Younger Generation text is the preference other issue that surveying the members of what thai want i surveyed out to the members as the commission asked 84 percent of members pandered are prefer the supervision in place the twentyfour hour shift for the entire shift as opposed to two different officers working 12 hour shifts another issue that was brought up balls getting dropped left and right that is happening on the basketball ive poling to the members theyll increase the passing game and we have a quorum we should have less balls be dropped thank you, commissioners thank you for your time. Thank you, captain crawford any other mbes members of the public that want to speak all right. Public comment is closed. And commissioners, any questions for excuse me for chief gonzales. Any more. Yes. Oh, thank you commissioner Vice President cleaveland. I always have questions thank you, madam president chief gonzales a couple of things youve talked about a social media policy is that something that is developed in consultation with local 898; is that correct . Yes. A policy that will be issued at the pump station. The social media and local 798 have a social media policy. It wouldnt bother me if something violated the 798 were concerned with what will happen with the San Francisco Fire Department when our representing the Fire Department we have rules but facebook and twitter are prolific that it is very difficult policy to write where are the boundaries that boundary so challenge that when we first decided to do that collaborative on what the departments policy like others policies we collaborative i collaborated with 798 with dhr and other per diems and wages and benefits that are discipline theyre involved. A good idea that the department in consultation with local 798 creates a social media policy i mean, thats the way that people get their information through the social outlets we have that you know together when we created that policy id like to note the status the commission would like to be abreast of the social policy and sunshine have input. That will be thats definitely well accept that is great. I dont do facebook stay off of the facebook you talked about the 60 percent paramedics and emt thats required by the state. Not a requirement it is for operational proficiency it is we have the per diems their paramedics but if we have San Francisco Ethics Commission and issue h1 and two for a ambulances to go out the door has to have a paramedics if three or four paramedics go off sick i cant partner them with other e789 we need more paramedics to get those cars out the door. But that standard of 65, 35 is a standard that we created or is it not a National Standard not a state required. I can defer to multiple voices that will work for us to get all blaunz out. Were at 50 50. Were 55, 45 we lost 14 left and how many h8 came in for the 12. And we left 13 and meyers. Jeff meyers ems so the 64, 35 ratio in a nut shell is an operational balance it will be the paramedic and the emt that allows the assignment the most flexibility for replacing personnel with scheduled days off as the chief mentioned we cant partner the emt is it a system as far as the transport units so the 65, 35 give us flexibility when personnel especially the medicine ice cream call in sick we make is dual or a one and one emt and one part time. Thats the part i couldnt address is that a standard national. Not a National Standard it is due to the operation on each jurisdictions within the organization. Is there any National Standards out there. There are standards as far as level of Service Based on the stated regulations but percentages are of paramedics an operational decision based on the organization. What we want. Yes, sir. Thanks. Quick question on the budget enhancement and mr. Corso who the chief could come up and talk about have we got money in the enhancement budget our president mentioned earlier to capitalized at ems 6 program to ems. Good evening mark corso were staffed for the initial rotating roll out the one of our enhancements requests or funding necessities for next year included the proposal to the Mayors Office will be an expansion of a relief pool for other personnel for one or two main participate members of the program are off ill there is additional personnel that can fit in as needed this program is so important for the city as well this is the program that is dealing with the hardcore people that are frequent users of the 911 system and we can trillion triage that and significantly help the people on the street thats money well spent we should enter that both the enhancements. I agree chief gonzales that our potential weather supply system po should be dloibl as soon as possible but fine were still in charge of the p w ss program; correct . Ill say that is a collaboration well appreciate funding from pcc if they invest their money into the other areas we dont deem it absolutely necessary if at the diverter to p. S. S that is more than welcome. Last question the number of outstanding investigations how many Fire Investigations are in the investigation process. An open investigation speaks for itself. So 200 and 3 that are open and so the 38 reports the bulk is three or four or 6 months ago were waiting for a final review and signature now only 38 their concocted down out of active members the reports in their docket and working on 39 reports i mean their older they didnt get completed by people that were reassigned or have retired so basically 38 outstanding investigations that have not been concluded or written up. Ill say one and 26 plus 39. Okay. So thats a concern. A considerable number of Fire Investigations. Yeah. A lot of that includes vehicle fires and outside fires and portable toilet fires that is to all the points. If you separate out the structural fires whats the average time to investigate a structural fire. Could refer to the chief but obviously on the extent of the fire or a greater alarm is that a simple contents there are fires where the b f i a not needed the chief the field they have enough wherewith all and bears true as far as evidence make that determination but i mean, if there is a death or serious injury e. R. Explosion any greater alarm we call out the b f i the length of time it takes if there is a fatality youre talking about to other Agency Agencies they are more extensive and can be varied. No average in the amount of. Really quickly if they cant come up or it is undetermined dan if you want to come up undetermined stays there; right . So. Fire marshall please come forward. Good evening, commissioners dan fire marshall the chief i concur is the chief you cant set a time on any given apply to all fires across the board im saying case for instance, the videotape that was sent out for the side what kind of commission we were in a Holding Pattern so since that delay with the pd and so no general time ill say this though we try to target with the 7 or 8 reports per investor a reasonable caseload youre talking about 60 or 70 report we expect to be open not backlogs there are review primaries initiate the investigation and start his or her report and the pier report and the final will be the supervisor sign off 3 stages when we say reports theyre in different reports thank you, divide them as the chief mentioned roughly 38 are in the supervisors column at this time going back to october 2nd housing unit and 45 in the supervisors column so weve greatly reduced that in october 4, 07 so overall roughly down. I commends you actually. Were working on that. The investigations has comedy appreciate that and the citizens of the city punishment that can we speed up the Fire Investigations the public has an interest in why fires if we speed up well give the public more answers quickly. I agree wear looking to religious the reports to a manageable level and youll be able to see the general routine youll get a good idea how long it takes to process those rosters right now since a large log at one time were trying to catch up it is hard to really measure at this point. I appreciate your efforts thank you. Thanks chief thats all my questions. Thank you commissioner Vice President cleaveland commissioner nakajo. Thank you, madam president. Chief gonzales i might have to get chief meyers but im trying to digest because the reports become intense with information that the 24 there will be a class that will occur to target 24 paramedics that will happen. Yes. Yeah. Can i have a little bit more information the 24 paramedics when we try to recruit them are they from the emt categories or generally people off the list. Right now not an actual two the emt they get bumped up to the paramedics the they go by highest seniority and seize if there is sprinkler that hold them back in not they initiate the call. Out of respect id like to call chief myself up here to understand that this bump up or targeted emts to become paramedics thats what is going on with the next class that got budget. Jeff meyers ems two phases we need to replace the paramedics with the basis with the promptal opportunities the department is given with members if San Francisco Ethics Commission to the tower from members promoted from h3 l2 into active rescue commissions and attrition from a time we have a need to replace the paramedics the chief mentions inform h2 active list the majority that come in on the level emt process have paramedics cards approximately to 85 percent we have a system for the paramedic card in their back pocket we remove there from the emt to pharmacy and refresh their skills and go to the county accreditations which is and so forth by the Regulatory Agency we have the First Academy starting april 4th and dwn will be the entry emt academy and followup with the second bump of emts to paramedics after that academy has concluded. Again, i appreciated this i think im a little bit slow the 24 that youre looking for on the emts are coming off the emt list. ; is that correct twentyfour hour h3 level emts that have part time credentials with their secondary credentials out of the clarification and moving them to paramedic. Thats the reference to the binge up academy. It is considered an entering clarification advancement we call it bump up for short. Bump up academy in terms of the ratio that commissioner Vice President cleaveland was talking about that suits our need for our department in terms of the emts to paramedics. Yes. It will help to reset the balance if paramedic to emt ratio but taking into account the future losses of the level two paramedics the upcoming june fire academy some additional promotional opportunities for level two and also some open positions o positions this is all coordinated is the Assignment Office and cfo portion. This is a budgetary cover that was mentions the 24 that starting to go to have 48 is that the reference. The totals number from level one to two is 48 members we cant pull level one out of the mix well breakdown them into management groups. Where are the paramedics coming if all emt candidates. The level one is emt theyre on the list and the majority have a be paramedic license. Off of that list it is actively. Yes, sir. The emt level one list is actively for another two years. Are the reasons that is occurring in balance because the members from San Francisco Ethics Commission paramedics are going over to members of the h2 class. We offered multiply opportunities for advancement to the tower or rc positions east with the shifts were having to reallocate to paramedics to backfill overseeing positions o positions i understand the h8 many of them railroad californian identified within a shortage many of them have been hired by the department as emts. Some of them have the first class 19 and 13 were moved to emts that remaining 6 members are active as h a paramedics and a secondary class of 25 to thirty paramedics that are available to be used also. Okay will we replenish the h8. Were in process and looking to have angle h8 academy in the summer our goal is 75 plus h a paramedics visible vainl to the department. Is this a new. It is a new application we on the applicant pool for h8 and screen them they go through the interview and enter with acceptance the h a training. When will you anticipate that. Were starting the Recruitment Program we have a meeting tormented with the deputy and the director ot and a Training Program starting in early simmer saw a assuming it is covered budgetary. The last question provide clarity of an h3 with the talk. Right. The h3 is a clarification designation it is a deep clarification it entails 3 classes it has the h3 level one yes, maam emt and h39 paramedics and function nonfirefighter and then the h3 level firefighter paramedic so those advancements are still within the classification not like their h2 firefighter to another clarification it is a movement within the existing clarification so it is an advancement new class. Originally with the h 1920 were designed if not for the h3 to be on the b l s you the clarification ill ask mr. Corso to talk about the design but to allow the improvement between level one and 23 in a girl noncomplicated manner within the service. Yeah. Okay. And one the assets of an h3 the member can fight suppression as well. In h3 level 3 the firefighter part time the suppression quality as a licensed paramedic in the state of california. How many members of the department do you think are h3. One thirty . Totals level 3. One and 27 Something Like that 27 is the last count without looking at the consensus. I appreciate that chief gonzales and where do the h3 serve the h3 level 3 on the Life Support Engine Companies mire from 27 to 31 a day and were be averaging 31 and in addition to that when we come out of tower their h33 when that they come out we put them on an thumb u engine an additional to the 31 and when they go to the truck and those to the engines their late we have is making that time regarding the h engine. Chief goodwins can you go over what the. Basic life support are emts. Thank you very much may want and thank you for your patience you gave a deception that coffers 20 years and given the opportunities of members not just for the suppression or the paramedics but indeed have a cross training we used to call it i think still call is that. It allows the members to move up through the ranks. Thank you, chief gonzales and chief meyers and may want. Commissioner hardeman yes. You have time. Thank you, madam president i just had a comment for chief gonzales roe vs. Wade his reports on the fulsome street fire it is interesting how you notice the rest of the month there is no single alarms the amount of equipment and personnel one had 5 is personnel i think some are not listed for the and 28 pieces of equipment the 1 on fulsome street the chief is still knocked out 2014 and second alarm excuse me first alarm 2017 work in fire and the second 2018 and the next 33 somebody knows when theyre doing they xhoblgd it out you hour and a half with the wires and everything theyre able to get that third alarm really quick and helped to stress that fire. As i mentioned the Building Foundation of that fire where they put the first apparatus the hose the skylight on the roofs of those buildings other challenging aspect of those fires that basically built why it was successful when you started out that way you make the right moves the beginning one of the lines that were moved by engine 10 take care of the explore to the back they had their hands full they used the 12 up to 3 times and did an outstanding job whether the challenges were normally i dont know that we do at the fires we relieve the pressure and the smoke and gases from the attic and breaking the skylight was somewhat, but a 4 by 4 hole in the roof we use our ceiling hooks to punch down the ceiling and into the floor below that that makes everything vent in this case those attic with the four story they subdivide them into rooms and make other apartments it is innovate your typical at t, etc. Space why they figure out the fire and like you said they did a grook good job in the amount of time is it was an express fire and may want thats it. Thank you commissioner hardeman and just to follow up on commissioner hardemans question chief gonzales has a cause for the fulsome street fire been determined yet. Im looking at this report perhaps the fire marshall. As far as from the reports was handed to me last month it was still under investigation. Thats why im asking. I can get you an update. That would be great thank you it sounds like everyone did extraordinary well and as commissioner hardeman said knocking it out argue absolutely. And you know was very, very shorts of times i also wanted to know about the social media there was a mention here i dont know if im on the right page hold a minute there was a mention that during the fire updates were going out like every 5 mens are see what social media with the employed. I wasnt necessary in social media by the p l o what happens at the department of communication i sat there for a year and there was a battalion chief the third alarm hits and everybody else and the mother is calling the district of columbia theyre busy especially the media we tried to train the media give us a chance to catch we dont call us at the busiest times the pio when the battalion chiefs are on scene theyre the pio on scene we dont have time to field the calls from the media when the emergency requires. I will add did plo texted me they must be watching their creates the social policy. I understand a lot of the members of the department are watching the Commission Meeting so im surprised we got one text. Thank you commissioner Vice President cleaveland. laughter . So this is another social media question the preservation and education component, however, you are traveling by foot or car be respect and aware of each other so again what social media was employed in getting out that message im sure youre going on facebook and out on the website putting this message out there ill have to ask the pio did the pio do a presentation or introduced themselves. You mean jonathan yes introduced himself. Maybe it is a good idea to have him delineate on what he is doing hes on the move this is only in february. Lounge do you think that will forefront a social media policy that maybe the best time to come before us. You dont want i dont want to but them on a timeline so it wasnt an easy thing to put together other departments have a hard time drafting them across the country. Perhaps he can come sooner than later and the social media policy will be part of the strategic plan. Im assuming so in what regards. There will be a category that outreaches the essential media policy. Thats a good point. I think that essential expirations that it is included the strategy plan. Good idea. I think i have one more question regarding the times excuse me experiencing better take place on Treasure Island and the yuld you said ventilation leave and slopes. I said some of the buildings on slopes or the building well be doing some of drills you enter at a certain level behind the building goes down the slopes we have had 3 fatalities and serious injuries we want to get it right. This is a wonderful resource yuld and Treasure Island as buildings are being you know either torn down we get a chance to go in and do a lot of good training i wonder have the k9 units on Treasure Island. On Treasure Island there are proposals but as far as where the construction is going on ill have to deter to any colleague. Chief director of training yes, commissioners, in fact, ive been in contact with chief Francisco Many of the three or four concrete buildings on Treasure Island at this point have problems on west side facing the city will be demolished met with the occasion company last friday looks like a good clan to get the dogs in after the demolitions before we roach the pile. That would be wonderful to do that it is i guess a couple of years since i joined the k9 united south of the city and saw the training and the operation and the volunteers that are hidden throughout large buildings and the dog sniff them out it is very, very impressive training one of the things they have so few large spaces in which to practice and to give the dogs practice anytime they come on an opportunity that is an opportunity with a large building or complex building i think we always need to keep in mind the k9 units. I agree and the new area a challenge for the dog. And the dogs are like people in a lot of ways they like new challenges all right. Thank you any last questions oh. Sorry. Commissioner nakajo. Thank you, madam president chief gonzales i have one comment question not comment question in terms of the your report before i do that do want to acknowledge Public Comment at the information that Public Comment was really appreciated we did have a lively discussion with the city of chicago and that was not my question chief gonzales any update on station 39 negotiation. As far as the negotiate im not at liberty to talk about that but personally lets get it done and workout what we need to work out the money is there we need to fund the positions i see the reality of putting rc4 back into the field. I appreciate your candid. Thank you commissioner nakajo. I wanted to point out that the report if operations with the continuation thats why the dates were in february and operations will be reporting out again at our next meeting so i just wanted to people to know weve ran out of time during one of the morning meetings thats why operation is prepared in february tonight again, thank you to everyone and madam secretary. Item 6 agenda for next fire Commission Meeting an april 13, 2016. Suggestions. Commissioner nakajo. May want and commissioners i dont know how you want to approach this may be a report update from chief lombardi and any update prefixing we ask important unit reviews are those updates chief i dont know the prerogative of the departments and the chief if we might be able to have an update currently with this operation at the airport thats my only suggestion at this time may want. Thank you commissioner hardeman. Nothing maam. May want. Commissioner Vice President cleaveland. Nothing at this time all right. Thank you i know we have several other items that are out there and the Vice President and i will put our pedestrians e Heads Together and format the next agenda. Also a letter from mta from the guardian employees for acknowledgement at an upcoming. If in your packet. Okay. Thank you. Any other matters before us okay. Any Public Comment . At this time. I was leaving behind a little bit which those collaborative dancers i was really trying to focus on opera. A friend of mine said well, what would you really want to do i said opera what is it not opera parallel. Why isnt it are that i have the support now we can do that. I realized that was something that wasnt being done in San Francisco no other organization was doing this as opposed to contemporary we are very blessed in San Francisco to have organizations well, i thought that was going to be our speciality you create a conceptual idea for setting the opera and you spear ahead and work with the other sdierndz to create an overview vision thats the final product felt opera. I was very inspired to work with him because the way he looked at the key is the way i looked at sports looking at the daily. So much our mandate is to try to enter disis particular work theres great dancers and theatre actresses and choirs weve worked with and great video artists is a great place to collect and collaborate. I had a model they have a professionally music yes, maam assemble and as a student i benefited from being around this professional on and on soccer ball and as a conductor id be able to work with them and its helped my growth i had a dream of having a professional residential on and on soccer ball to be an imperial it operates as a laboratory we germ a national the ideas technically and work with activity artists and designers and video all over the on any given project to further the way we tell stories to improve our ability to tell stories on stage. Thats part of the opera lab i was to investigate that aspect of renaissance and new work so thats why this piece it is important it was a renaissance composer. There were young people that are not interested in seeing traditional opera and like the quality and its different it has a story telling quality every little detail is integrated and helps to capture the imagination and thats part of the opera how we can use those colors into the language of today. So one of the great things of the stories of opera and story combined with opera music it allows people to let go and be entertained and enjoy the music instead of putting on headphones. Thats what is great about art sometimes everyone loves it because you have to, you know, really great you have to have both some people dont like it and some people do were concerned about that. Its about thirty something out there thats risky. You know, disliked by someone torn apart and thats the whole point of what were drying to do you never take this for granted you make sure it is the best if you can. Hi. Welcome to San Francisco. Stay safe and exploring how you can stay in your home safely after an earthquake. Lets look at common earthquake myths. We are here at the urban center on Mission Street in San Francisco. We have 3 guest today. We have david constructional engineer and bill harvey. I want to talk about urban myths. What do you think about earthquakes, can you tell if they are coming in advance . Hes sleeping during those earthquakes . Have you noticed him take any special . No. He sleeps right through them. There is no truth that im aware of with harvey that dogs are aware of an impending earthquake. You hear the myth all the time. Suppose the dog helps you get up, is it going to help you do something i hear they are aware of small vibrations. But yes, i read extensively that dogs cannot realize earthquakes. Today is a spectacular day in San Francisco and sometimes people would say this is earthquake weather. Is this earthquake weather . No. Not that i have heard of. No such thing. There is no such thing. We are talking about the weather in a daily or weekly cycle. There is no relationship. I have heard its hot or cold weather or rain. Im not sure which is the myth. How about time of day . Yes. It happens when its least convenient. When it happens people say we were lucky and when they dont. Its terrible timing. Its never a good time for an earthquake. But we are going to have one. How about the ground swallowing people into the ground . Like the earth that collapsed . Its not like the tv shows. The earth does move and it bumps up and you get a ground fracture but its not something that opens up and sucks you up into haddes. Its not going anywhere. We are going to have a lot of damage, but this myth that california is going to the ocean is not real. Southern california is moving north. Its coming up from the south to the north. You would have to invest the million year cycle, not weeks or years. Maybe millions of years from now, part of los angeles will be in the bay area. For better or worse. Yes. This is a tough question. Those other ones werent tough. This is a really easy challenge. Are the smaller ones less stress . Yes. The amount released in small earthquakes is that they are so small in you need many of those. I think would you probably have to have maybe hundreds of magnitude earthquakes of 4. 7. So small earthquakes are not making our lives better in the future . Not anyway that you can count on. I have heard that buildings in San Francisco are on rollers and isolated . Its not true. Its a conventional Foundation Like almost all the circumstances buildings in San Francisco. The transamerica was built way before. Its a pretty conventional foundation design. I have heard about this thing called the triangle of life and up you are supposed to go to the edge of your bed to save yourself. Is there anything of value to that . Yes, if you are in your room. You should drop, cover and hold onto something. If you are in school, same thing, kitchen same thing. If you happen to be in your bed, and you rollover your bed, its not a bad place to be. The reality is when we have a major earthquake the ground shaking so pronounced that you are not going to be able to get up and go anywhere. You are pretty much staying where you are when that earthquake hits. You are not going to be able to stand up and run with gravity. You want to get under the door frame but you are not moving to great distances. Where can i buy a Richter Scale . Mr. Richter is selling it. We are going to put a plug in for cold hardware. They are not available. Its a rather complex. In fact we dont even use the Richter Scale anymore. We use a moment magnitude. The Richter Scale was early technology. Probably a myth that i hear most often is my building is just fine in the loma prieta earthquake so everything is fine. Is that true . Loma prieta was different. The ground acceleration here was quite moderate and the duration was moderate. So anyone that believes they survived a big earthquake and their building has been tested is sadly mistaken. We are planning for the bigger earthquake closer to San Francisco and a fault totally independent. Much stronger than the loma prieta earthquake. So people who were here in 89 they should say 3 times as strong and twice as long and that will give them more of an occasion of the earthquake we would have. 10 percent isnt really the threshold of damage. When you triple it you cross that line. Its much more damage in earthquake. I want to thank you, harvey, thanks pat for
