Item 3 is hearing to evaluate monitoring inspection reportic and enforcement of craen safety in San Francisco and identify the procedures that the city has in place to protect the safety and construction workers craen operator and the general public. Thank you chair kim and thank you to the member thofz committee and thank appreciate your scheduling. i heard the mayor a couple years ago jokingly on the radio referring to the construction cranes that are blossoming around San Francisco as the official city bird and of course that is because we have seen a unprecedented construction boom spired by what is a modern day gold rush in San Francisco. I think john ram the director of planning corrected me when i said that. This is the largest construction boom since ww 2 and he believeatize is sth largest construction boom since the great earthquake and fire 110 years ago mptd there was a crane complaps in new york that killed one individual and injured 3 more which was a result of high winds that knocked over a mubl crane that wasnt secured and there was a crane collapse in west palm rr beach florida and i was contacted by San Francisco constituents who suggested we undertake the hearing to get a understanding what type of precaution squz oversight are in place in San Francisco. I remember a month after the loma preeta earthquake there was a failure in San Francisco where 5 people were killed. November of 1989. I remember that well, all most 20 individuals were injured. There are i understand now some 56 tower cranes operating in the city and think we need to know what safety precautions are in place to be proactive and plan for the future growth in San Francisco particularly as we move towards using specialized crane designed to operate in dense urban area with restricted air space in jun jested areasment these are in neighborhoods experiencing a increase in construction and have dense populations and high pedestrian foot traffic. I want to thank you the staff to present and thank sunny an ghoulo who has worked the staff and educating the supervisor and i like to engage the folks from department of building inspection and cal osha to give a better understanding what is out there and be ahead of the curb curve. I like to have this conversation abstent a failure so we are not in a situation of why didnt we think about this in advance. So, i would like to invite gary hoe, or Structural Engineering from department of building inspection and dan lowly deply direct frr dbi Inspection Service division up to present a overview of permitting and safety guidelines. I want to acknowledge tom hui is here, head of department of public works. After that i like to call up jim mccarthy cam department of industrial relation local crane unit staff to speak about the inspection requirements and oversight and determine they see with safety issues. I want to acknowledge San Francisco public works permits manager jerry [inaudible] and elnor tang San Francisco public works Senior Engineer are here. I see bill strom from dbi. If i can ask mr. Hoe to come up or who ever will make the presentation . Is that you bill . Who ever will make that presentation and thank you for preparing it. My name is tom hui director of building inspection. Before we start the presentation i want to give you little bit of the background of the story also behind why we are make sure the safety of the cranes. I remember when i joined the city one day before october 89 earthquake and after the marina inspection and suddenly the failure of the power crane at kearny and california due to jacking up the crane there. After that our department have developmented administration bulletin to guide how to apply for the permit. 4 years ago when i took over my job, i say, Even Administration [inaudible] want a better guideline and have information sheet to outline what people need. First of all, this is transparents and put forward this information in the website. Everyone can review it, the designer and [inaudible] everybody have the same thing, they review and approve the same way. And then we have more strict requirement to make sure it is all Public Safety is our number one concern in our department as we work with all the supervisors or the public. Then, today we have [inaudible] to give you some overview what we do to make sure the crane safety is number 1 concern when doing this construction boom. We have [inaudible] senior Structural Engineer also my Deputy Director of the Inspection Service to give you some oversight on the construction or answer any question. Ill stay over to answer any questions too and then i want to address my [inaudible] Structural Engineer, safety is the number one my goal to make sure the whole city is protected with you know, to have the Public Safety is number one concern for our department. Thank you. Im the most lucky guy [inaudible] to let me [inaudible] power crane safety in our city. Dbi requires that a [inaudible] to pull up any self standing tower crane in our city. Now, the tower crane is a crane that get taller and taller as they build and they leave the foundation for that and then they need to tie back to the building structure. For the Free Standing tower crane rsh we just need to have a foundation for it. The two pieces of document there is requirements. The first document that tom talked about, we issued that around late 2002 and that is [inaudible] that is for the crane site safety plan and building permit. The second piece of document is the one that the come out just last year. That is the information sheet. [inaudible] that is for the structural requirement for a Tower Crane Foundation and attachment for the foundation itself. Is that ab 46 . No, ab 23. The first piece of document. The second piece of document is s01. I think you should have a copy of that. Yes, i do. Okay, good. February 2014 document . All the document actually [inaudible] you can look at our website and look at the documents. Lets go back in time [inaudible] Construction Activity between january 2003 and december 2012. The [inaudible] see on the map is the permit that we issued for the tower crane and location of it and then you can tell about 10 year period of time we only have about 13 of them. And this map shows the construction tower crane activity between 2013 and now. You can tell just like we just we talked about the construction boom. We have 56 of them. You look at the red dots are focused on the transbay area. I guess this is south market area and along the [inaudible] some along the at t looks like supervisor kims district. This slide talks about how we will get a permit from our department. I summarized the information based on that ab 023 and i [inaudible] and then i divide that in basically 6 categories. The first one is the permit application. They need to put in the information, the [inaudible] for the tower crane and the scope of work and the project value of that. And then the next item is [inaudible] calculation and then i will talk about it a little more in the next slides. [inaudible] to decide the foundation to [inaudible] the tower crane and also need to have a ladder from the engineer saying they looked at the Structure Design and recommendation that from the [inaudible] report. The next item is the special inspection from the [inaudible] im going to talk about that more in the next slide. The next item is the copy of that cal osha permit application for [inaudible] and operation of the crane. The last item is the crane size safety plan submittal form and crane Safety Compliance agreement and which ill talk about more in the next slides. Here is the requirement for [inaudible] nob plans and calculation. They need to show the location of the crane and [inaudible] height of the tower crane and louding area. Dbi looked at that and think [inaudible] look at that also. When you said the bureau street and mapping look at that is that because they are in public right of way . The boom swing. Because the boom swing swings over public property . That is right. We always want [inaudible] for the structural plan they need to show the foundation because that is picking up the crane itself and show the size the foundation and rebar they will put in it and for those tower crane they want to tie it back to the structure because they dont want them to [inaudible] for the structure they need to show how they tie it back to the concrete. You see connection [inaudible] they need to tie it back to the structure by routing or [inaudible] all these plans have to be stamped and signed by oo license Structural Engineer and they need to provide calculations to support what they show on the plans. Helps show comparing 2013 cbc that is California Building code and [inaudible] 710, that is publication by the American Society of civil engineer. [inaudible] signed by the Structural Engineer. Then we talk about inspection. Dbi always send a inspector out to look at what they built. Basically they look at [inaudible] basically they want to see what they built is what we approved on the plans. We also require the owner to provide special inspector to look at the critical item. Example, the concrete they use and rebar they put in the footing and [inaudible] and routing and [inaudible] they need to provide special inspection and get that prort back to us. How do you determine when is a special inspection is required and what it is required for . Basically from the building code. It is the critical element for the foundation. The critical element of the [inaudible] how they support the crane. Reinforcement and foundation because if footing [inaudible] we need to put the rebar in it to pick up the [inaudible] it is important because we dont want the crane to tip over so how they tie back into the the concrete structure is basically [inaudible] they need to route that to a steel structure that is routing and bolting. Thank you. The next piece of document is the crane site safety plan submittal form and crane Safety Compliance agreement. It is athis is actually a document, a [inaudible] that say that they need to submit all the document that we talked about and they also agree to the following items. This agreement has to be signed by the tower crane contractor and signed by our engineer also. The tower crane safety contractor agreed to comply with all the applicable requirements from cal osha and from the manufacturer and in addition to that they will provide a safety [inaudible] on the job site installingincreasing the site and dismantling of the crane. That safety [inaudible] should be from the crane manufacturer [inaudible] or representative of a license crane certifier. [inaudible] that is to avoid the heavy traffic. [inaudible] and mta and the controlling contractor and [inaudible] no installation or increase the height of dismantling the crane can occur during the work day hours, in the morning to 7 to 9 a. M. And afternoon between 4 p. M. And 6 p. M. The third item they agree is that, they need to [inaudible] must be on site when the crane try to lift up over the roadway or pedestrian walkway during the hour of 7 a. M. To 9 a. M. And 4 30 to 7 in the afternoon. They are going to direct the foot traffic and vehicle traffic and they will direct them away from the location that they [inaudible] mr. Hoe, that last criteria with regard to a flag person being there on site between 7 and 9 and 4 30 and 7 in the evening, when was that developed . Has that been around for a long time . I think [inaudible] the reason i ask is our a. M. And p. M. Peaks as everyone in the town knows from a vehicle stand point and pedestrian become elongated. You have pedestrian flows that are robust earlier 4 30 in the afternoon. Presumeally this is a safety measure but we may want to elongate the times. I think this is a very good point and can work with tom to revise this then. I guess that pretty much sum of my presentation. Thank you for your presentation. I dont know what is appropriate to ask cal osha and dbi representatives. Im not sure and maybe you can explain where the jurisdiction of california osha begins and ends and the jurisdiction of department of biltdsing inspection and dpw begin and ends. Can someone explain the jurisdictional intersections . I get someone from cal osha and dpw can explain that in more detail. Thank you. Mr. Mccarthy. James mccarthy, the crane unit from cal osha. What is cal oshos role in crane safety and what jurisdiction do you have oppose today the jurisdiction the city has . Cal osha jurisdiction begins with employee safety and have to have a employer employee relationship to become involved. If you raise the microphone a little bit . Do you need me to repeat what i said . No, sir the responsibility of cal osha crane unit is assure the crane is particular tower cranes are provided, erected, operated, climbed and dismantled according to the manufacturer recommendation but existing title 8 reguless formulated as a result of the accident in 1999. Can you tell us about what that failure was . My understanding is that was a nob nab crane that was being jacked up at the time it failed, but in so far as all this comes from that failure 27 years ago, maybe you can tell us about what we learned from that. You are absolutely correct. That was a jacking operation which means the crane is raised in the height and that particular crane was what we called a top climb, which means the only part of the crane that is lifted up is the top most part which is the slew ring which goes around like a clock but horizontally, the counter weight and boom along with the operators cab. In that case 16 bolts loosened a jacking tower is erected and climbed to be directly underneath the bottom part the crane and it is engaged in 4 pockets. The crane is put in a balanced state and the Hydraulic Ram raises the crane a little over 20 feet dependent on the size the section brought in t. Can be as little 13 feet 10 inches or 15 feet 4 inches, not quite 20 feet. These are in metric conversions. There is now a gap between the tower crane top and the existing crane towers connected to the earth. That gap is occupied by a 3 sided structural temporary tower member that grabs a hold of the existing anchored tower and the tower crane top is balanced on that. It is particularly challenging because you have to balance the crane within all 3 quadrants meaning left and right, up and down and boom in and boom out. Excuse me. What they were doing is trying to save a little time, they didnt have the necessary dimension in the opening so they thought they could lean the top of the cranethey thought that would be possible which is count toor the manufacturer directions are to do. The manufacturer requires if you dont stroke up, meaning if you dont have enough room to bring in the new section, that you reverse the process, lower the crane, reposition all the structural bolts, reposition the climb a little higher so when you stroke the Hydraulic Ram that you do then gain the necessary height. They were trying to save a little time and when they leaned the crane the tower stays still and the upper part of the crane began to slew which means it began to turn or swing. The break that was deployed is meant to hold a crane from initiating that move, it isnt meant to stop it. That break was applied and over run because the crane had not quite 100 thousand pounds of counter weight and the counter weight swung pulling the crane backwards and pulled the crane backwards crashing on two buildings killing the operator, the iron workers two iron workers up near the cab who were trying to run down the tower and believe it struck a bus and civilians on the ground the bus had just a block earlier dropped off a bunch of school kids correct. I believe it struck a concrete delivery truckt but the driver was able to get out i think. That led to the the creation of the crane safety unit at cal osha . It leds to the formation of specific set of rules that prior to that didnt exist all of the united states. California was the first and i believe still remains a significant leader in bringing about crane safety through close regulation. In your opinion how doesindividual cities have their own regulations as we heard from mr. Hui and hoe . We have a large city. I believe la has a set of regulations more particular to the Electrical Energy that are crane using and how it is transferred. I dont think they havei dofent dont know they are involved as you are. Relative to other crane incidence you see in you are line of work in the state of california, what do you see . Are there close calls in the city or other citys or any other failures you know of . The accident in 1989 is classified as a tower crane accident. It really is a operator and erection crew malfunction. The crane did what it is expected to do. There is no structural failure that preceded the cranes path to the ground. So, the crew was held responsible for their misdeeds. Unfortunately for their sake everybody that was on the crane died. In the intervening quarter century have there been structural failures or other failures that were a result of crews not doing the proper work . To the extent of my knowledge, not in california. Certainly in seattle, new york, chicago, florida, texas, there are other states that have not received a close monitoring of their operations and have suffered structural failures. And that isnt happening here because you say california has been a leader. In your line of work do you inspect and reinspect is particular crane operation at erection and dismantling . We do, we have regulation for tower cranes of all sorts. We have regulations that are different for mobile cranes and we have regulations for fixed cranes such as those in the industry atauched to buildings. We call them overhead crane jz you have a number in the city. What about other cranes like mobile cranes on trucks . Strange you mention that. Those are the most frequently abused cranes because they are operated by people inadequately supervisors if inadequately trained. The trucks that deliver truss or roofing material or things like that, they rely not only on the crane design, but the truck bed design and maintenance of it. Do you or dud dbi inspect mobile cranes . I cant speak for dbi. The state of california does permit and inspect all cranes over 3 times in the state of california. And in the most recent high wind incident in new york, did we learn anything from that that we need to apply here . Well, it wasnt dissimilar from a accident i investigated a dozen years ago in the south bay. A similar crane was at work in a Shopping Mall and it wound up having structural failure again due to operator error. T thacrane was required to bring the boom in contact with the grounds in a jackknife fashion. If the winds approached 43 miles a hour. That night the winds exceeded 43 miles a hour, the crane twisted and tore at the base falling through the occupied Shopping Mall. Nobody was injured luckily but that again was techtually a crane structural failure, but only because the crane had not been safeguarded as required by the manufacturer. The operator locked the cab, gone home and not done his job. Sounds like there is a common theme which is not that they are not designed correctly but used the way the manufacturer intended. Are the operators licensed . Are there ways we make sure they are trained . Is there a regimen that gives confidence after winds exceed 43 miles a hour they are doing whautd the manufacturer recommends . How do we monitor that proactively . Yes, operators are licensed. You receive a license and tested to a national company, ccco. I believe they are headquarters is in florida. We accept that licensing criteria and do monitor the maintenance and effectiveness of the training. The crane license you receive to operate a mobile crane is different than a tower crane. There are certain operational differences, the machinery acts differently. As far as monitoring the activity of a operator after he has received a valid license, that responsibility is placed on his own employer. If we receive complaints or observe activitys that are of concern to ust as experienced crane inspectors, then we will step in and stop operation and investigate what is going on. There have been a number of people who have been removed from the operator seat because of observed poor performance. And does thatdo you have the authority or ill ask dbi the same question, the authority to debar some operator or contractor or subcontractor who has demonstrated record of operator error . Well, cal osha can site the employer if we can demonstrate the employer knew or failed to adequately train that employee. That isnt really the case. Sometimes emplyees are guilty of poor just like anybody else. When it involve as crane it becomes more dangerous than most other cases. We can take action against the employer but not the individual. If we see operator who is not operating to a minimum standard of acceptance we will go to his employer, first stop activity, go to his employer and have the employer remove him from the seat at which time he will be dismissed or reassigned to a different job. You actually have the authority on site to take a operator off a job if you see them not meet criteria . We have authority to remove the operator from the seat due to malperformance and will cause that to be done through his employer. I wont walk up and say get out of the seat, i will go to the employer who came to our attention and explain the behavior that isnt acceptable and instruct the contractor that his permit is likely to be suspended if that continues. I understand these are remarkbly tough jobs and if you think about the fact we have 56 cranes up and no failures, these are some remarkbly skilled individuals doing incredible work and was informed Development Projects can be delayed not having the best operators out there. This is as specialized work as flying a hel copter or maybe more so. In cases where you do have operators hired by the same employer that happen repeatedly, are you able to say that to that employer you cant get a permit . Not only can i say you cant have a permit but will take your permit away. Does that happen . Yes. We frequently suspend a permit for any number reasons that are explained during the permit application review process. It could be something as minor as having a wet foundation which isnt minor at all because particularly with cranes the foundation is the most important part of the whole operation of the crt foundations effect the ability for the soil to support and resist overturn which is when the crane would fall over. In wet weather or weather in San Francisco you have fog that runs down the length of the tower accumulates at the base and puddle and saturate the foil which effects the stability of the crane and do monitor that. I cant tell you how many times one of the 3 havent caused the sussation of the crane. There is [inaudible] they understand it is about our perception of their not fulfilling their obligation. In some big jobs it can cost a Million Dollars a day to stop the crane. You just answered the next question is how many are you and the answer is 3 in the crane unit. 3 in Northern California. 3 in norn Northern California and outside the 56 tower cranes we have here, how many more do you have at your regular inspecting . The 3 of you, about . You have the [inaudible] we have quite a few in san jose and cupertino and one as far away as truckee. Well have 2 or 3 in sacramento and had a series of dams built in the greater sacramento area and tower cranes are used in dam construction or demolition. So how ouchb often do the 56 get inspected . Our permitted process starts with a application, a written application which we require for the erection of a tower crane. You have basically 4 companies in your area that erect tower cranes. They have a application on paper to us and tell us the kind of crane they will erect, the address, the there are 17 items which we actually have published on our internet address that i can refer you to. But some of the more easily identifiable ones you will recognize are engineering that is provided by a california certified license engineer. We wasnt accept engine oars out of state. They have to provide with engineering based on another third party soil study that tells us what type of soil it is and what type of pressures it will support. That is given to the foundation engineer who designs the Foundation Formation based on the crane height, the boom length, what it will be picking and how high it is. And also whether it will tie into a building or not. Generally speaking if you will be less than 219 to 230 feet dependent on the type of crane and tower used, you will not be able to provide tie into the structure. That is dictated by the crane manufacturer. Beyond that height and will be required to provide another type of support for that crane. Generally it is tied to the structure either by [inaudible] structural members that are fortified and hardened to take the stress of the crane which is a twisting turning stress the building sees. The foundation at that point only has to resist [inaudible] which means a ice pick kind of action in pinching upon the foundation and trying to push the foundation deeper into the soil. Following that, we also review that the structure has been provided with the required engineering again by a third party license california engineer. We do that before each installation and sometimes we do find the embeds are wrong or that the call out for location is incorrect. We do all that monitoring before it is allowed to brought out to the site. Once it is up and operating how often do you see whether or not all of the pooling of fog ends up compromiseing the foundation, do you do that on a monthly basis or how often do you do site inspections . We will come back and do repeat of our initial inspection every 6 months. On the anniversary of the first year, well have a Third Party Certifier usually the same person who did it initially not a state employee but licensed by the state to perform test measurements and make a certification the crane is ready to operate as specified by the manufacturer. So that happens annually and we come back after 6 months. We are all over the city and if it is raining you can bet we make incidental stops with a active permit we dont need permission to come on site, it is pregranted. We will make a visual check and if there is a problem we will bring the contractor out and have them correct it or shut down the crane if we need and then continue on. Colleagues any questions for mr. Mccarthy . It is good to know that you are out there. Do you have recommendations that you think the city would be well serviceed by relative to what we are doing on the city side . That goes beyaunds my authority. Thank you, mr. Mccarthy. You are quite welcome so, maybe we can ask who ever is the right person from dbi is few questions and colleagues i appreciate your indulgeance. Thank you director hui. I wanted to ask in addition what we heard from california osha what steps do you take beyond ongoing inspections or special inspections . First of all, mr. Hoe talk about we inspect the foundation, the rebar and have a special inspection just about 100 percent is special use inspection by a third party [inaudible] to make sure we [inaudible] anchor and all those. And also the Free Standing crane or mounted to the building then those also be inspected. Also, we sometimes will ask the engineer erector to review the mounting to the building to make sure the building is safe. Those are for the operation you hear from cal osha [inaudible] if they have a problem they work with us and we push the contractor or owner to make sure they are complying. Those there dividing lines what is our jurisdiction and their jurisdiction overall. Mr. Hui, do you have jurisdictionone thing i saw mr. Mu carkty raise and cal osha has jurisdiction for mobile cranes over 3 tons, do you have permitted involvement to mobile cranes . Dependent on the mobile crane they are in the side walk side[inaudible] public work and inside the building for example if [inaudible] we will have to review to make sure they can be operated with [inaudible] if they actually is a heavy quilt equipment they will ask us. I saw that in the administrator building, a mobile crane mounted on a crawler truck or similar cairier for travel or transit. What is the differencei realize they are dpw jurisdiction but how do we track these mobile cranes versus what seems to be a robust regimen relative to tower cranes . Tower crane is the one you can see when they move all the way, what we call a Free Standing or inside a building or outside the building exterior. The mobile means they have 4 wheel or 6 wheel, depends and then have a lift to stand on. Generally most of the operator is from the street because they dopet want to do the Free Standing power crane. Those are heavy, expensive crane. It sounds like mobile cranes are more susceptible to accident primarily as a function of training or lack there of. It sound like a tower crane operator is under stricter training and perming regimen that mobile crane operators. We had a chery picker that toppled over at union square. Remember that incident . Uhhuh i want to make sure you have the regulatory and enforce ment tools you need as it relates to mobile cranes as well. I remember on the street it isnt in our jurisdiction to enforce it because they dont apply for a permit on that part through us. Well leave that for mr. [inaudible] mr. Lowery, anything you want to add . Good. Deputy director [inaudible] Inspection Service. We wh we verify the foot frg the tower cranes we inexpect the rebar and inbeds and make sure the special inspections are signed off and attachments are signed off and then do you do permitting or monitoring during the development of the project or during the dismantling of the tower crane . That is cal osha jurisdiction. Okay, that explains where cal osha starts and dbi begins. Mr. San grunety. Maybe you can tell us about what the cranes that operate in public works jurisdiction are and how you track those and how you permit those, that would be helpful for this hearing. Thank you, jerry sang grety, department of public works street use and mapping. As you heard we largely in public works issue termerary occupancy permits for the cranes in question and have something to put on the overhead. That gives a example in case anyone is wondering what we are talking about. There are steck tack yrm you tube videos of these things failing left and right. What we are largely do is issue these type of permits under the temporary occupancy to insure that the street space they are taking from the parking strip and part the sidewalk to for example, in most cases they are there to in a short term basis maybe one or two days to remove and replace a h vack units on maybe a two Story Office Building is what we largely have. Currently there are 9 active permits related to that in the city and county of San Francisco. Jurisdictional oversight as you referenced supervisor peskin, differs to cal osha as well. We dont have any oversight control relating to anything more than the occupancy for these type of cranes. Relative to Pedestrian Safety do you employ to the same measures dbi uses 7 a. M. To 9 a. M. , 4 30 to 7 . Yes, sir, that falls into mta and our jurisdiction for occupancy and additional street space if the boom crane is operating in the right of way. If it exceeds that or go into the the traffic lane because of the space requirements then they have to get a special traffic permit from mta as well, i assumethality chiry piger wasnt 3 tons and not under anybodys jurisdiction . I done know. Was that yours . It is our jurisdiction. That is a rough crane fork lift and it exceeded the stability. They were picking up a potted tree. Sounds about right. That was handled by the San Francisco office and called into offer support for the investigation. It is required the operator have a license to operate that particular vehicle, he has to submit to a written test so the test is recorded and maintained. Again, that is something that we title 8 requires and we caen be at every point where that is operated and that responsibility is referred to the employer who is putting that employee hopefully not in jeopardy but in a position to operate that they are subject to written test but local enforcement oversight beyond the street space occupancy permit . Can only comment on what is required within title 8. Do you know mr. Mccarthy, does that title of state regulation preempt local action if we like a more stringent oversight regimen locally . A minimum standard and would differ to our Legal Department for the rest of that answer. Thank you mr. Mccarthy. I think if it is a minimum standard we probably have the ability to make a more stringent stands should we choose to do so. Any thoughts in that direction relative to whether or not it is helpful for this body to give you more authority and oversight over the regulation of mobile cranes cherry pickers for which there a higher raetd of failure whether it is operator caused or otherwise . I think that would probably be a prudent idea. Training would have to be associated with that but that goes without saying. Currentsly my inspection staff isnt trained what to look for, but if that is the companies stricter regulation im all for it. Presumebly we could tether that to the issuance of a permit . Absolutely. I just think it is very interested and informative and it is scary given how many of these things are out there. Luckily we havent had anything, so anywayjust thauj thank you for what you do, it is very important work. By the way, you know there is something about people who do this work, the [inaudible] the facial hair. There is a certain look. I like it. [laughter] one thing i did note is dbi requires a safety representative to be on site relative to the tower cranes but it doesnt sound like we have a parallel requirement for mobile cranes, so that may be wurkt looking at. I realize this is a subset if you have 56 tower crane jz 9 mobile cranes but none the less it may be worth having a safety representative to the mobile cranes. What i heard is interest on the part of mr. Hoe to the suggestion given the increes a. M. And p. M. Pedestrian peaks that we take a look at expanding those hours between 7 and 9 and 4 30 and 7 and relative to mobile cranes i think we should initiate the same conversation with the mta relating to mobile cranes. With that, i want to thank all of the city staff as well as california state staff for your time and colleagues for your indulgeage this is helpful for me and look forward working with you off line to see if we need legislative or administrative updates to make sure we stay ahead of the curve on this important safety issue. [meeting adjourned] i want to welcome everyone here today and today, we are signing this very important piece of legislation and let me begin by thanking supervisor wiener so far his instead of leadership the sponsoring the legislation that will raise the minimum angle for anyone purchasing Tobacco Products and e cigarettes to the average 24 and that will take effect on july 1st of this year i know that supervisor wiener along with his cosponsors supervisor mar and supervisor cowen and supervisor farrell and ultimately the entire board had a adopted this and this i know that the supervisors with working closely with our duty 0 who has been documenting why it is showing so important to continue our efforts as a city if not as a state to continue be rooiktd the access to cigarettes particularly at journeying or younger ages that is advocated by the groups like the Tobacco Free Coalition i want to thank them theyre not just here in San Francisco but the entire region and all over the country working with the Health Department making sure that supervisor wiener and not only Pay Attention it the science and data it is going on but that we do our best to end the suffering that is brought by by longterm smoking that obviously is the cause of cancer and asthma and Heart Disease we do our best to educate the public in doing so if not the industry that sells overseeing products and ultimate our kids are your family when in their 18 and 19 is shown that the coalition has shown over and over youre putting that some 95 percent of long term smokers had begun smoking at the age of 18 perhaps younger and as certain under the age of 21 those habit are so hard to end voluntarily so thats why we have to go to many other front to try to do this and thats why i think that the supervisor wiener has found a person cause and Public Health health cause if the violation kriebs the department of health to make sure that we do what we can to end our these diseases as much as we can to make sure that we also reflect as the mayor of the city if we can save a lot of money if we are able the medical systems we have to have in place it treat cancer and asthma with smoking is an incredible experience to the Public Safety the cleaner air with the Coalition Work on families that Secondhand Smoke impacts this has another critical reason why we want to do as much as we can and i think were on the overview we know that supervisor wiener is already in contact with the Governors Office as we are and with his the 1184 particularly senator leno and senator henrys to insure that the state which maybe hopefully in our minds the second to join hawaii to end the sales of Tobacco Products and less people under 9 age of 21 it doesnt make it right because your 21 you buy Tobacco Products wild to end it. Everyone hopefully with the adult level of age 21 that people make Better Health decision tore themselves and their family so i take this opportunity to thank the coalition i know that in looking at the data as they have done in working with us this year was a strong sense interest the data it the smoking rates are higher amongst people of closer and amongst the let the record reflect community and other xhucht we rank it with a hard impact sales work that is done by Tobacco Industry the may or may not Lgbt Community thats where we really have good data to show that the more we do to educate your communities be about this the better off well be so with all that background i want to say to supervisor wiener you have again showing the good leadership im going to give the pen avenue we sign this your accumulate more pens than anyone but thank you for your leadership and also working with such important groups like the Tobacco Free Coalition supervisor wiener id like to invite you up here to say a few words thank you, mayor ed lee ill give that pen to the advocates and the district for theyre really horroric work tutor sing a song full of the hope that the present has brought us; 24 legislation in a way that highlights this critically important issue San Francisco for many years has been on the cuttingedge of Public Safety whether around hiv or led pant and sugar sweetened beverage whatever the case weave been from the forefront and once again we are in the fire hydrant of what i hope will be a tile waive of proving Health Legislation that eliminates tobacco use in this country this is a huge problem weve been involved in a 50year struggle but with the tobacco city that produces a product with no benefit whatsoever that kills a half a Million People every year 34 is a serious issue and serious punting kiss im proud we live in a city where we can be on the cuttingedge where the politics of this city allows us at city hall to make good progressive policy i also want to say we know were up against a very well financed component the tobacco destroy for decades has fought ever effort to try to control tobacco use and enemy linkage between their pursuit and the health we know that hillsborough tried to do that they have spent their legislation after an expensive lawsuit by the Tobacco Industry we in San Francisco are willing to fight that fight that is amount about our city thank you to the department of Public Health we sometimes dont roles e releases how lucky with the best putting department that supports our efforts to make good laws that vascular critical exercise an Amazing Agency and our advocates for give us the political spouse space to to be able to do this and as the mayor adu u. I name is naomi kelly, the city administrator for the city and county of San Francisco. I am thrilled to be standing here today with not only mayor lee but mayor libby jack. [applause] i am thrilled that we are here to announce that on june 21, at the mosconi center, there will be the bay area womens summit. Posted by mayor lee and mayor shaft. We got [applause] this summit will be an allday event that will bring together dynamic leaders mull over the region and country, as well as the community to discuss and address the challenges to bay area women as they navigate the local economy. I like to say, we are focusing on beat every one. As a working mom of 2 wonderful boys, age 9 and 6, i know firsthand the hurdles that we work in women and all women face. Not only just as moms of kids, but also as we related to the other side of life in helping our aging parents. I am particularly proud that this event will address many of these challenges including workforceworkplace policies and benefits, pay equity, child care, leadership, mentorship, education, and entrepreneurship. Im very excited to announce we will be joined by National Broadcast broadcast journalist Chris Jasmine from nbc. Keynote speaker and reslaughter and and many other local and National Leaders who can speak to the ones of equity in power and, opportunity, for women including epa director lisa jackson, Angela Weber Blackwell and many others. Im incredibly proud of us mayor ed lee and mayor shaft. Leadership and groundbreaking work on key efforts that help our community thrive. Because of their work as cochairs in the initiative to raise the minimum wage, the state Legislature Passed a 15 minimum wage. [applause] that is tremendous work, considering that two thirds of lowwage workers are women. Their efforts movetheir efforts have gone beyond just our 2 cities of oakland and San Francisco is the entire state and i think the rest of the nation that is watching these 2 mayors. Now, i like to introduce my boss, my mentor of many years, my friend, mayor ed lee. [applause] mayor lee thank you city administrator namely kelly for that introduction and for your hard work and am kicking off this event and seeing it through. Everybody, welcome to the peoples palace. [applause] mayor lee thank you all for joining us on this kicking off of our 80 area womans summit emma and i know mayor jack just whispered in my year, when we were together things will get done. You watch. You watch when oakland and San Francisco and san jose were already working behind the scenes to make sure that were collaborating on so many issues that affect the modernday cities across the country. We are going to come up with some really wonderful solutions and one of those solutions is to get together the Women Leaders of our communities, our commissions, are nonprofits, are onto the new worse, to come together and forge this summit to guide us on the best forward thinking legislation and policies we can have happen to have to make sure that were doing all the right things. I want to begin by saying, thank you, to the staff, to the commission, to the friends of the commission, on the status of women here in San Francisco. For being such a great partner in this advancing our city well beyond the borders. You know, were living in a very special time in our city. Special opportunities allow us to make sure were doing even more for women and for families that are in need and to make sure they succeed. I just happen to come back, literally, 30 min. Ago from the signing ceremony of our parental leave legislation, sponsored by supervisor scott weiner. [applause] mayor lee hes made our city very proud and very proud to sign that because i saw in the families we met today that they are eager to make sure that when they have children, this city, and perhaps many other cities very soon, under the governors signing of that legislation to increase family leave across the state, that we will do well to make sure we cover the entire gap. Well see our city and hopefully the entire region become even more familyfriendly. This legislation will bring muchneeded bonding and security to our new mothers to my fathers, samesex couples that set up our children for success from the very beginning. The bay area has also been at the forefront for progress for women because we know when women succeed the world moves forward. Gender equity, empowerment, opportunity is personal for me. I am reminded every day for my mother, my wife, my 2 daughters who are now women in their own right, to make sure that i do every day my personal response ability to keep the San Francisco at the forefront of gender equity. We have made great progress. Half of our citys workforce are women and they are equal to men in management positions outstanding women running major city departments like our city administrator, our fire chief, our emergency management, Public Health them up our ports, our environment, our Human Resources and the status of women directors. We lead the nation on familyfriendly policy paid leave, health insurance, Retirement Benefits for working parents and family family work policies, like fully paid family leave. In recent times, we have come to join together as cities to make sure that we increase our minimum wage and boost paid family leave. Oakland and San Francisco are also exploring how to further advance families financial literacy, boost college savings, and supports women onto the doors. But mayor shaft and i know full well as mayors of cities around the nation know, that our urban areas are facing and affordability crisis. Thats why we will focus on reducing the pay gap and create policies that create even more inclusive and more affordable policies that better serve the region for women. Thats why were holding the bay area womens summit. Thats why were holding the bay area womens summit on june 21 and focusing on the every woman. Workingclass and middleclass, working poor, those that need fair and inclusive policies to make sure that we have inclusive policies and legislation in our region. The summit will also engage men as allies. I hope to be an ally and a coldproblem solver just like jack baer, just like john kilroy, just the people at comcast, just like all the other men. Weve got to be coproblem solvers with our women. Right . [applause] mayor lee but, at this summit, at the summit i look forward to hearing from inspiring nationally recognized local women get the summit will also have very intensive women and men as speakers and were signing on more every day. We are also recognizing that we are home to a lot of women entrepreneurs, and thats going to be reflected in many ways at this mayors summit. Just small examples of this, the summit will be one of our sponsors among the bus was the founder of task rabbit it should be very prominently there. Also, a woman lead company like urban centers is going to be there because theyre going to be helping us with guaranteeing at least 200 a babysitting, or the babysitting or the entire day for working mothers and families who attend this womens summit. Isnt that a great contribution . [applause] mayor lee we have achieved a lot. Were very proud of it. But we are not here just to sit on the laurels of what weve done just yesterday. Going to come and Work Together and work even more. Im excited about that. Im excited about the partnership i have with mayor libby shaft good when she and i and mayor gordo go together come come together on all these policies, whether its housing, transportation, supporting our families, you know working to get stuff done. We will not waddle in debate. Within the get a lot of this done because when the country looks at mayors, we dont have time to endless debates. We have to support our families right away and making sure theyre included in everything that we do and with that, let me introduce to you not only partner, but she inspires me to do even more and were going to cocelebrate the wedding of our warriors very soon, mayor libby shaft. [applause] well, im very excited to be here. Im excited about our team and i wasnt talking about the warriors. I was talking about the Regional Team because we know that the problems that are most pressing do not respect municipal boundaries. Just last night elves on a panel with sam ricardo about climate change. The issues around affordability. Criminal justice reform. The building for people to have income security, housing security,. We understand these are regional issues. They were not caused in isolation within any of our cities, nor will they be solved. Thats why im so excited to be joiningand let me just be clearthis actually was his idea. The womens summit was actually the guys idea. Okay . [applause] now, in case you didnt notice i am a woman and i am in a profession that women are very underrepresented in. That is being a mayor of a big city. I think roughly 18 of big cities have women as mayors. I will say just like naomi share a little bit of her rsonal stories, i too am a mother of young children, 8 and 10 years old. Unless you have had to bring a breast pump to work you just dont know what its like. These are these Little Things that a lot of people dont talk about. Because they are uncomfortable. Thre are barriers that we need to bring up to the light and break down. Now, our 2 cities, oakland and San Francisco, are truly proud of our record of our leadership in fighting for equity and fighting against discrimination. But just like our golden state warriors, we came into the season knowing that we were champions and yet, being fully committed and focused on working hard every day to get better. That is what we are committed to doing, even when we may be the best but we know theres still so much work to do. In oakland, we are proud that 45 of our businesses are women owned in open. [applause] thats the good news. The bad news is that while they contribute one and a half billion dollars in revenues to our economy, that is only one 9th the revenues of male owned businesses, their counterparts. That does not make sense. One 9th. So, we need innovation. We need disruption and im looking out at some of the leaders in this region, in those 2 arenas, innovation and disruption. [laughing] alright so, we need to bring you that creative problemsolving to figuring out how to break down these barriers. One great example that mayor lee and i both our partnership with kiva zip that we know that one of the reasons that women ownedand frankly, businesses owned by low income people of color have trouble growing and realizing the Great Potential its because they cant get loans. Traditional loans from banks. Access to capital is a barrier. This is used a very innovative webbased platform as well as outsourcing to give businesses like that access to capital. Thats the type of creative problemsolving that we need to break down the barriers so that we can realize the incredible potential, power, and leadership of half of our population that is women. We also recognize that women play critical roles in taking care of our families and our children. Mayor lee and i were so happy to step forward as the cochairs of the minimum Wage Campaign because we know that two thirds of the minimum wage earners in california are women struggling to support their families. We are excited that when we Work Together we can uncover scrapings, but we cannot do that alone. We want you to get engaged. We want you to get energized. We want you to join us in our commitment that this is not going to be another networking event. All rights. Are we altogether on that . [applause] we can do some networking. That is fine. But there has got to be some tangible action, some real problemsolving among some Creative Ideas and some true tangible movements that come out of that summit. Thats why were putting our energy into this. Thats why we want you to put your energy into this. Mayor shaft, and mayor lee, both, said to me when we first started this endeavor, exactly what you just told you that this is not just another womens summit. We need of actual items coming out of this womens summit on an ongoing basis. So i nearly turned around and asked the Womens Foundation of california to come help us come up with a strategy and an agenda for our mayors, and from a regional perspective, and help us work and partner with us in putting this womens summit together and i the honor of meeting serena khan was the head of the Womens Foundation of california is helping us with exactly that. Im very proud to introduce her. Shes a career leader in the philanthropic and nonprofit social Justice Sector spanning 2 decades and shes the leading expert both nationally and internationally, many of the social justice issues. She and her team have been instrumental in ensuring the success of the summit which is partnering with us in every way and i would like to introduce you to serena khan. [applause] thank you so much for the administrator kelly, and thank you mayor lee and mayor shaft for your leadership on this issue. We cannot be more delighted to be partnering with the city of San Francisco and open on the summit. We the Womens Foundation of california are partnering along with the leading edge womens Rights Movement and the state along with our partners really across the country and the world. We are part of a movement of hundreds of organizations advocates, Community Good foundations and philanthropists who been working together for decades divided by problems and solutions to challenges facing the women and our families. In every county of california. Over the last halfcentury ever since women started entering the workforce in unprecedented numbers, weve adopted many important aggressive laws here in the bay area and in california. We should be really proud of that. Because these laws have improved wages. Theyve improved working conditions, the livelihoods of women and inspired other states and the federal government to follow in our footsteps. Yet, there are so many women that are being left behind. By the 8th largest economy in the world here in california. Yet, almost 3. 5 million women and girls are living in poverty could just put some context around that, originally grew up in connecticut and thats almost the entire population of women and girls to live in connecticut, rhode island, vermont and massachusetts. The entire population of women and girls could so, we have been tractable problems here in california and they area is leading. Women here are red winners were cobreadwinners in 60 of our families which means that theyre responsible for their families wellbeing. But women are also two thirds of minimum wage workers, two thirds of parttime workers, and two thirds of its workers. The reality is, california women are trying to win bread for their families, but the size of the loaf is shrinking. For some its disappearing altogether. Today, 40 of single mothers in our state are living in poverty and we know that has to change. At the Womens Foundation of california, we been working for more than 3 decades for more than 35 years, strengthening womens economic security, removing barriers to womens economic wellbeing and expanding opportunities for our economic mobility. Weve never done this alone. Nor can we. Real change happens in community and it happens in partnership. Thats why were so excited to be partnering with the city of San Francisco, the city of oakland and to bring our communities together to learn and to develop good Effective Policy Solutions for the challenges that women in the bay area are experiencing and facing. As mayor shaft said, this is not anthis is an action summit. Not a think summit is not a networking summit. Its an action summit. Our ultimate goal is to come up with policy recommendations and clear next steps very clear next ups to improve womens wellbeing and to inspire other cities in california to start actively thinking about womens economic wellbeing and developing and implementing solutions. There is no magic solution. It takes hard work. What we need to do is a combination of solutions and put our Heads Together and think about Solutions Across issue areas and across stakeholders. Higher wages. Affordable childcare. Sick and family leave. Flexible and predictable work schedule. Overtime pay. Healthcare benefits. And tighter Legal Protections are just some of the solutions that we are going to talk about. We are all responsible and were all call to action. We believe in a california that, where the women of california are both, they are resource will, wheres we are smart and were given an opportunity we will find allusions to the challenges that we are facing. Colleagues this month the Transportation Authority participated in several rail system Planning Efforts including testifying at the High Speed Rail Authority hearing on the craft 2016 high speed rail Business Plan and monitoring a plan for the transbay crossing the high speed rail businessman recommends shifting the projects segment to the Northern California direct from the Central Valley san jose is called to build the southern rail first it is given the benefits and costs to segment, in fact, we urge the authority to expand further San Francisco tomato misses the revenues of private investment the selection is more than a demonstration project with strongly believe the future of high speed rail in california and the nation hinges on its success by choosing the expanded project that comes up to transbay terminal the High Speed Rail Authority own Business Plan estimates the ridership will increase by 76 percent and fair bos by 45 percent and net cash flow but with one hundred and ti and private investment will increase based on the numbers it simple makes business sense so far the debate field segment not ios to deliver the statewide project we appreciate the support of caltrain and the sfmta hearing and looking forward to working with the partners to deliver the Northern California operating segment in the coming years similarly ambitious projects, of course, the much needed second transbay too many reasons to plan for this important connection the need to rehabilitate the bart 2 the need to facet resentcy in a Natural Disaster thank you for tilly chang to thinking about how we should approach this gigantic problem o with four public agencies with the state transportation and bart and the city of oakland i want to stress the importance of having this Second Crossing for many reasons including a true Regional Rail well have the chance to continue this dialogue as Municipal Transportation Agency we collaborative across the city and region for the local transportation in San Francisco as well as barts plan regional bond and finally thank the region abag and Planning Department to give presentations and the rail generated alternative transportation and boulevard study we look forward to hearing the sites from the agencies that concludes my remarks any Public Comment on item 2 . Thank you, commissioners this month as presented a few updates beginning first with a quick update on the local level we did a wonderful delineation from the concerts u. S. Secretary of transportations a couple weeks ago and on behalf of the Mayors Office and San Francisco Municipal Transportation Agency we received the agencies participating berkley and the private partners in the Community Liaison to help our challenge part that have application should we be successful well be no evidence around june and involve everyone and implement our strategy to bring innovative transportation on that front we were joined with the chambers trip to washington, d. C. To advocate to thank our delegation for passing did longterm bill for transportation and traffic for the remaining 173 million in the federal administration among other funding for the federal priorities we want to also ask that the ot for the citys sponsorship for Treasure Island on the initiative a Transportation Program at the state level the High Speed Rail Authority w in the area and received a hearing with mta and caltrain to have the corridors up and down the peninsula and hearing from the colleagues if abag were working in concert with the regional effort in many of our projects are performing well as suspected but we need to insure the policies and funding will be there to Carry Forward the projects picture the state active Transportation Program this is the a t p for bikes and vehicle this is the third cycle of 200 plus Million Dollars across the state and looking forward to help to refine their applications to get the Community Members across the city for more Information Contact our agency and also mta and public works that are will be sponsoring those projects a little bit more on the grim side of the state level the 2016 our state Transportation Improvement Program is facing a fiscal year cliff funding and one of the projects on the list is lombard street on the 2016 list because of the inability to close 750 million gap statewide were not able to well have to move forward with local money to continue to deliver the lombard corridor project with similar fund with sfmta fund to keep to advance the project at the state level so the state funding picture thinks it be in limbo with the legislation and the funding bill and state level to meet the needs as well as other transportation infrastructure needs meantime were working locally particularly this many o month with the Transit Center upper market to a conclusion in terms of the financing for the mtc provided to the city a regional partner to help us to so we can finish and move towards building the transbay train project has made progress caltrain has entered into negotiation with the value the design build electrification contract and be able to announce the winner of the rail they have a worldwide manufacture of vehicles those contracts will be coming to the caltrain board in july and locally to provide for the updates to the memorandum of understanding among the partners to make sure we have the strong oversight as well as funding candidates to support the funding increased number funding for electrification on the local side we will have again, a presentation later today on the rail yard study ill note on march 30th the Planning Department held a planning meeting well hear in the Planning Department on that and on vision zero we want to commend thank the Vision Zero Committee for meeting on matrix 31st and sfmta that presented the draft list of next high propriety vision zero project so my understanding this is a mix of capital and enforcement and education projects but on the anti speeding a new campaign was shared the implementation of a safe drive for city staff and, of course, mta continued to work on the Speed Enforcement bill sometime in the next session and finally your sfmta and Transportation Authority attend a summit by caltrain in early april there port a shift as well continuing on at the state level whoops excuse me locally i wanted to also thing and congratulate walk sf and many of the commissioners who participated in the walk to work today very successful on april 7th this month and in addition wanted to encourage folks to take part in the bike and walk to work events in a few weeks how healthy under the influence and fund those modes of transportation how they help our city meet the congestion around inhibit and safety the Transportation Plan is make progress there was sfmta planners held the meeting concepts that identified safety improvements as well as is traffic calming commencements for golden gate avenue thank you to the sfgov sfmta for the transportation 5 improvement planning study that is happening in the western edition i think i believe more meetings coming up with movj and may 5 the workshop so, please look this up for more information and take part in this youre in the western edition area the one Grant Program this is fell funding by the Transportation Authority that program is making process particularly public works has made progress in safe routes to school and intersection along Elementary School have received bulb outs in addition weve added tax fund are prop k to supplement the corridor their funding with the area prop c programs and prop a on receiving the south side this traffic versus 3 districts 9, 10 and 11 working with the community for bicycle pathways that will start next month our Second Street vision zero Improvement Project is making a lot of progress with bike lanes 2w7b market and howard and Second Street as well as left turn restriction from Second Street to eastbound harrison this is a by the way, with prop k that is making good process and finally im pleased to introduce our newest addition our Deputy With the Transportation Authority well have a 2 part presentation first from the association of bayview governments will be talking about at regional level the land use work for plan bay area and josh with sf planning will relate that to the planning done in San Francisco ill wrap up with some discussion of what is happening on the transportation side so like to introduce miriam. Good morning, commissioners thank you for making the time to discuss plan bay area per planning and Research Director at the association of bayview as you may know this think an effort conducted by abag and mtc id like to cover 3 points in this all revenue the relevance of the plan to date a little bit of the planning process for this update and then what are the key tasks that need to be added version of plan bayview in terms of the plan to date let me thank San Francisco elected officials for engaging in the process as well as the staff it has your engagement ton transportation and housing strategies and cooperation with oakland and san jose with other cities that makes this regional plan a lot more meaningful and closer to the ground so we approve the first plan bay area in 2013 recognized as one of the most substantial regional plans in the state i believe that most is of that is related to the fact that the area came to support the effort that were take place at the local level weve been working to connect the Land Use Planning and transportation investment youve worked on addressing the housing challenges with the sustainability and entity to the success of this plan is based on what is happening at the city hall city level were still as successful we were in 2013 some core challenges let me flag a couple of points San Francisco is well aware there are changes in urban lifestyle people are making the choices our folks are choosing access to coffee shops and schools to libraries and book stores to parks as opposed to access e access to housing and Shopping Malls that has defined a region for the first time in the history of the region were, more multi single families and shifting from suburban from subsection more opportunity to asset the sustainability and exit and comes with core challenges the region experiments some demographic and other changes the region in terms of our population we have becoming a much more diversifies region were are latinos populations in our asian populations is increasing across the region not in San Francisco but across the region a diversity of the population that is an asset but comes with challenges we Pay Attention to the visions and cultivate extension of those communities were having a larger senior population that has demands in terms of assess to services we also have a stronger economy were joining the enar very of any regions but that growth were seeing the polarization of jobs in a shrinking of the middle that consumed with some of the globals investments are resulting in some of the housing decreasing housing costs were not producing enough housing in our housing are getting more expensive that is creating a series of displacement that were familiar with it is important to recognize this is happening across the region in smaller cities the concept of displacement was not familiar before it is important to address this challenge of Housing Affordability in communities and the fourth point is environmental challenges we know within the con frame of the plan with the subsequent earthquakes in addition, we have experienced a major drought in some of the flooding that is linked to Sea Level Rise the whole task it is about reducing Green House Gas emissions it is about connecting translation dollars to land use and housing but primary about shaping and addressing the changes for sustainability that can address entity in other communities so what is the framework for addressing those as you may know with the two simple concepts pirate conservatism places for growth and closest to services and closer to amenities and Public Places we can capture the vitally of our community and preservation we serve our natural environmentalist we grow our fruit and spaces for recreation we have 2 had had permit areas throughout the region and the region has a successful record of returning retaining our green built in San Francisco your similar with the local plans we have 12 permit developments primarily on the eastern and Southern Side with proximity to jobs and other services in terms of the overall growth this plan shows a higher growth than last time the growth we experienced in terms of populations with employment is a one stronger than and expected were looking at 2 housing unit 3 million additional people in the next thirty years and 1. 3 million jobs the numbers of Housing Units is a substantially higher less than seven hundred thousand more than now 8 hundred be thousand a substantial challenge for the region how are we discussing this and what are the alternative patterns 3 scenarios were discussing with our staff with the transportation staff were discussing this with cities across the region and basically on scenario 1 or main street it is an effort to accommodate growth throughout the region across cities of all size and trying to focus on the small cities medium and large cities if you go to the other extreme option 3 the big city somewhere most of the growth focuses on San Francisco and oakland and san jose and option two, that connects it focuses on the 3 big cities and the corridors that connect those on the west side on the east side of the bay so the emphasis is connecting cities of different size and providing a wide range range of the neighborhood scale each the scenarios the land use strategies and Investment Strategies that support that pattern of work and they intent to have the investments that will allow the growth that will happy in the region to be more sustainable and eligible and lastly the key elements in the update that will happen every 4 years we dont have the allocation but 3 tasks we need to address more specifically the population and job growth is the highest so across the board were expecting higher numbers for city priorities Development Areas the issue of displacement we need to come up with strategies that are stronger at the local and regional level to address the sustainability of our neighborhood and third addressing resilience at the beginning is imperative we address the earthquake challenge and drought has this thats a short overall of where we are right now and again, it has been an essential component of this engagement of San Francisco and we look forward to continue this conversation let me now pass the conversation presentation to josh minor good morning, commissioners joshua with the planning staff i want to talk about the land engagement working with the process i believe were working closely together with our regional partners than in recent memory i heard that several abag staff are familiar we have closed relationships with them also have note we have a 5 Year Work Program in the longterm and one key is the bay we are reaching out probably more diligently to our neighbors across the bay in oakland and san jose to find vicinity strategies for the plan bay area for the bonds and Transportation Needs so as you know, the city has been growing robustly in the last plan bay area targets weve achieved over half the job growth in the first 5 years of the plan marry and were generally on pace with the housing so we eagerly await the reports to see how well, they have shifted as it meshes with our view of San Franciscos landscape shaping up were activity working to see the scenarios in a couple of weeks providing details on the land use capacity and neighborhood plans so they reflect how San Francisco using views itself is a complex landscape one thing ear doing were looking at the horizon for 2040 so absorb more growth that leads up to not first and foremost influencing this but when it is adopted in 8021 youve heard interpretations about the 50 yearlong range partnering for the planning and sfmta Transportation Authority is creating a vision a 50ier vision plan for transportation in San Francisco and going with that the 50 year land use set of scenarios so were trying to look at 50 years ahead how the city evolves so have a holistic look for the next planned area be prepared for the next 4 years this is a timeframe of 20 to 50 so were trying to get head im going to turn it over to any colleague. All right. Thank you josh and moirj just to update opposite the transportation side i think the last time in october when you approved the projects we submitted to mtc for consideration and in planned area since then, the staff has evaluated and looking at the assessment so the performances assessment was performed on a subset of projects flowering ones to consultant one a the fact of the matter assessment looks at how it stacks up against the 14 projects and assessments for each the projects the purpose of analysis of analysis so identify the high performs the High Performer you get consideration funding and local you have to have a case why youre project should be included in the plan eve its a low performer so some of the projects that were evaluated and just taking into account the performance results this is what well talk about next month but in general the projects performed less well in this assessment than in planned bayview we have ideas but as a result we think well have High Performers were actively going to have low performers well have to justify their inclusion in the plan our main request is we saw our projects perform much, much better in the taupgd e taught assessment than the cost assessment there is an inaccuracy in the modeling of the efforts that is used in the methodology so ours main request we when their deciding how the high and low performers and consider the performances the fact of the matter for the benefit costs numbers this is the schedule of what well be bringing to you next the key areas on the agenda pretty much through abag and mtc adopt the final preferred scenario in september of this year i want to flag for you and members of the public watching mtc and abag are host an open house in San Francisco on june 14th from 6 30 to 8 30 in the evening at 1231 Market Street well be there be there so we have a quorum if you have any questions, well be happy to answer them. Thank you chair wiener and talked about potential ways to increase production and Affordable Housing in the region that is something i was interested in how the you know the Housing Trust fund so something ive brought up looking at the projects might be within the Transit Center corridors that we talk about in this presentation i was wondering in abag has begun work on identifying the projects further down the road an example was brought up the Taylor Project in the district i represent that is a transit oriented project close to bart station and several the lines that were entitled shovel ready and ready to go but need the gap funding to get housing into place i was curious there are projects like that around the bay area gotten to that point with the millions to get that cross the finish line to identify the sites and expedite some. Thank you for your question so we are in the process of come piling that list of projects there is some permanent information not been updated for a few months this is one task the other task is also the communities Development Areas where the transit is more responsibility the level of housing or the level of housing efforts is important and substantial so we can establish a set of p da a priority within the region the priorities that the p da delegations and identifying the projects the housing dollars give us is one important component and just for the benefit of the rest of the commissioners this is a proposal of a regional Housing Trust fund that comes to supplement the funding that is available at the local level were working in coordination with fcc and a retreat to discuss the components that comes to support that in addition to this housing fund there is an infrastructure funding that will go in parallel with this effort were hoping to bring you a summer summary of those projects with the Housing Trust fund. Yeah. No, im very interested in this project but interested overall in the developments potential in these areas and the p da and figuring out im sure youve looked at where we have control and there is potential development but even parcels in the p da we dont have control but are vacant a possibility to negotiate with the lymph gland great to have 3 buckets one that move forward that needs a little bit to get across the finish line and parcels we have second control and but you know we need to theres a lot more to figure out and finally, the papers we dont have site control but the list if we want to go and pursue the development in the parcels. This is good well take that San Francisco has a sophisticated soft site analysis many other cities and Housing Developers that have some of the information we dont have a regional platform but were in the process of getting that thank you for providing that. Thank you and you know, i think in many ways abag helps support our other parts of our region that may not have the capacity to do that identification and many ways that is a big part of work were able to help to identify for other multiples to push and even incentivizes that type of development thank you. Item 11 update on the rail yard alternative in the boulevard Feasibility Study an information item. Okay. Ill recognize director rahaim from the Planning Department. Good morning, commissioners director rahaim pleased to present to you the results of first phase of a multiple phase study to look at major Transportation Systems in the Southeast Quadrant of the city particularly around the rail yards. And the i 280 corridor this is a clunky name i prefer to call it the transportation sued study so it is called the rabbi want to thank the staff of the mta for their work with us an important multi faceted study that looks at multiple Transportation Systems it converge in one part of the city to get the bang for the buck 0 on this important part of city ill quickly talk about the marines reasons for the study and the components quickly weve been asked why are we are doing this now there are projects moving forward there is something on the order of 6 to 7 billion of investment that is proposed for this small corner of the city two the component of high speed rail and north of ask 16th street between the electrification we think that is important to see how they come together to end up with the best results for the city as you may know the recent announced by high speed rail california high speed rail they have somewhat shift theyre thinking and now proposing that those trains the high speed rail trains should come north first to get to San Francisco by 2025 we think that is incumbent to think that is best served the city in the future we are concerned about some of the current thinking in their proposal specifically about some of the crossing high speed rail is pope rather than depressing the trains to depress the city streets flauth it creates situations where the streets will be essentially like highway undertook passes we dont think this is at appropriate way to reconnect the city, in fact, that will further separate the waterfront and mission bay from the city and so on were concerned the lower image is the current image in oakland with a similar situation exists i dont think we want to see that has part of future so one of many issues of high speed rail and the caltrain system there are a lot of existing projects and opportunity we want to address in this study and i want to say the citys position and, of course, the voters positions that high speed rail should come to the transbay terminal we strongly believe were trying to get it done as quickly as possible there are a number of stand alone projects we want to make sure were cropping with caltrain and all the entities we want to try to better knit this process so our goals to understand holistically the projects that are in front of the us and shape the future of this city in the best way we can the study has 5 components the first to look at the actual extension of the downtown rail and was call it the d t x that connects from 16th street street and the second for potential for a leak moving from the terminal to the system and third the caltrain rail yard for conversion or configuration and reuse of that site and fourth to look at 20th century to see if it make sense to end up with a better Transportation System in the end and the fifth to look at the broad range of Affordable Housing space or development to help to pay for the system as we did the Transit Center district and look at the land use implementations so the study area is below from Market Street to about 22 street this is the court of area were looking at and all of the components in some form lie within this area ill go through each component quibble looking at the alignment for the d t k3shgs along Fourth Street and Second Street and into the transit corridor this is the tunnel as proposed about seven years of construction current cost 4 billion and this is the baseline for what were looking at in our study so were looking at 3 additional options the tunnel that tunneled under the existing alignment under the pennsylvania avenue and the third an abatement there are no speaker cards through motorbike into that direction all connects to Second Street briefly the baseline condition the existing alignment we cut and cover tunnel as one of the concerns from the public this is an environmentally clear project why are you fooling with that because of the Cost Increases and the new technology and the boring machines it is time to look at this and see if there is a more efficient way to do this this is the abatement of the essentially on the map but underground an alignment that tunnels under that alignment underneath and through the columns of intrastate 280 and avoids the train under the streets the third alignment is a slight shift to the west west could be done to avoid one of the existing train rails that routing flood this alignment allows us to avoid one of the tunnels by shifting the alignment away from away from 14th street and townsend and this alignment under 3rd street that could veer off another any points before or after the existing tunnels under 3rd street essentially next door to airport and into Second Street according to the alignment this alignment has it is about the same distance because of the explores curve in the existing alignment but has the advantage of somewhat straighter shot so thats in summary those are the alignments the one were taking out of consideration the one that tunneled under the existing up alignment because we dont believe you having, thread this between columns between 280 the towers are to schnauzer were carrying forward into the next phase of the study the notion of baseline condition that is the existing alignment the pennsylvania street alignment and the 3rd street alignment secondly, we looked at 4 alternative transportaon for looping the train back, if you will, we looked at four potential locations as you can see on the map we did them one an spear and steward and one in the bay on the south we felt it was worth looking at this this somewhere many phrasing phase of the process we looked at those carefully excuse me back to Second Street the two dont seem workable the numbers one and 2 3rd street because of the interning required the high speed rail trains require a broader interning radius so were not able to make those two components work we want to carry the other components into the phase of the study for the implementations and cost thirdly, we looked at the configuration of the rail yard about 22 acres of land in the heart of the city we firmly believe that it is important to look at this land and the possible recognition or reconfiguration of this land caltrain looked at did poenl of reducing the size of the rail yard in the perimeter we looked at this and continuing to work with them and will continue that into the next phase as well obviously an important asset in the middle the city and make sure we can store trains and we believe we were looking possible locations for rail storage and outside of the city as well and finally, the 280 i mentioned for 1. 2 million only two places one can cross that highway on city streets it is important in a context of a larger transportation city to understand the possible costs and benefits of doing of removing this piece of the highway or notice and 2 will only go forward we think that make sense in terms of the Transportation System and as you can see here the potential street connections in the future if we were to do that the obviously San Francisco has a heritage already and moving through the freeways not automatically do that but the implementations and want to make sure if 2 were to happen it would create the better Transportation System in a longterm Public Benefit just no summary were looking at 3 of the 4 alignments on the actual rail lines and two options from the center loop and continue the rail yard relocation study and looking at the notion of a boulevard in place of 80s 280 and the land use implementations of those reconfigures if and when they were to happen a lastly to telling you weve pled phase one to look at those options and entering phase two and soon establishing a Citizens Working Group were some of the names well welcome any nominees for much a group and expect this to take 9 to 12 months when we look at 2 detail including the costs and we participate further public hearings two huge ones in the last two weeks in queens of one hundred and 50 people a lot of interest project we anticipate that so continue as we move forward i believe that that concludes my presentation. And im here with susan the project sponsor to answer questions thank you very much mr. Rahaim commissioner peskin. Thank you chair wiener to director rahaim i have a number of questions first really as a function of governance and d t x move forward any discussion between the various agencies caltrain this body, the city by and through the Planning Department or other agency San Francisco Municipal Transportation Agency as to who will ultimately lead the d t x projects. Lead the actual design and construction of it. Thats correct. It is likely not depending on the alignment but given the enormous public investments something on the order of 6 or 7 or 8 billion not including the term we thought that was appropriate to look at it as a better transportation as a whole. Relative to the street connections we agree are important are those constrained by 280. They currently are the 1. 2 million mile stretch only two places to cross. Is that part of 280. Weve gone out to some of the areas and presented to them and if there are any that wants us to present ill absolutely willing to do that did you mean the cac. Ill associate myself with commissioner peskin remark i think that one or ones phase one is complete we have a very, very serious discussion actually not then but now about the project delivery of phase two downtown extension not optional and it needs to be a collaboration within the city by i but regional and frankly the project is statewide importance in terms of delivery within the city or delivered by the High Speed Rail Authority to make sure that we have a strong plan in place how this project will be delivered and delivered well, i agree. And colleagues he also want to express to director rahaim my concerns that tying i 280 to the downtown extension alignment given its controversy i worry about further delay the d t x i certainly understand the alignments being discussed are interesting whether 3rd street or pennsylvania avenue or the alignment im frankly concerned the longer than we will not have d t x to fulfill the mandate of proposition h to the extent the i 280 tear down and the investment is connected to the d t x we have experience years and years of controversy and delays so i for one will respectfully suggest that those to things not be altercated together for the i 280 tear down is pie in the sky. So i thank you commissioner peskin ill add the following i in terms of i want to make sure we are by and large the decision of the z t x on full analysis i know people have outside of this chamber who have actually some inside the chamber announced their categorical opposition to tearing down the i 280 before the study it is one of the studies in terms of what the alignment will be to d t x we as a city region and state lives with the next one hundred and 200 and 50 years tomato i dont know the right answer in terms of alignment i know we should make sure we get it right and if this means a little bit of extra time to make sure we get that right we stick with the original alignment i for one favor making a decision based on full information and the other thing ill say i know theres a lot of controversy about the i 80s tear down some of the arguments were hearing the same arguments in taking down the embarcadero freeway and the extra freeway i think there be few people that would say take down either of those freeways i want to make sure were bays the decisions on good analysis and making on informed choice about alignment because theyre political difficulties surrounding that and that is the one hundred and 200 year station.
