Clerk this is an item he introduced over the summer we have a significant Public Safety issue happening in San Francisco on our streets over the course of the last year and a half ive held 4 safety tells you i know the community is vulnerable we cant do enough to promote go Public Safety on the streets here at the board of supervisors and in this brisk well finance more and more officers on the streets but doing everything we can from the budget prospective and the, of course, o legislative prospective to make Public Safety as a top priority in the city in terms of this legislation itself you know individuals not only in San Francisco but cross the state and country continue it have easy access to guns and ammunition it is a contributing factor to senseless violence across the city unfortunately, we continue to see since introducing this legislation Mass Shootings the most recent one up in oregon everyday in this country close to one hundred people are killed in our countrys because of gun violence and even though our city and state have some of the toughest laws on the books our Congress Fails us in gun safety and left to jurisdictions like ourselves in order to place laws on the books to make sure we have the safe it cabin laws in our country there are gaps that exist in federal, state, and local laws a so in response the legislation the item before you that i authored will require first of all, the videotaping of all gun save and the electronic transition of electronic ammunition on a weekly basis to the San FranciscoPolice Department we need to do everything in our power as a city to make sure we have the evict i did gun safety laws to have the Public Safety of our San Francisco residents come first so the details of this legislation the first portion is going to require that the videotaping of all gun and ammunition sales in the city and county of San Francisco that will be made public to the Police Department after a search warrant who also apply to other critical areas of business preemptors that sells guns not to exceed where all guns and firearms are sold or transferred and including all cabinets and parking lots and so forth currently no federal or California Law pose security requirements or Action Committee for women in prison Ethics Commission sellers to have videotape simple having all this will help to defer those that seek to purchase guns legally and use them more elicit purposes this is existing everywhere the status of gun violence violence over 75 percent happens with illegal purchased guns 80 percent of the shootings in our country 80 percent have occurred with legally purchased guns a vested from interest in San Francisco and quite frankly across the country to have regulations with newly purchased firearms and secondly, it is to give our Police DepartmentAdditional Research tools to be able to investigate crimes to the best of their ability i know and i see people in the audience that have been at the board of supervisors for years frustrated with our inability to prosecute or investigate crimes this hopefully b will provide additional tools for the Police Department currently the bureaucracy of alcohols and firearms and explosives didnt check the hundred and a 38 dealers across the city i want to give it city all the tools possible with the atf theyre lucky to do one random check of licensed dealers in. off the record. the Washington Post as a result of inadequate staffing they are disconnected 10 percent of the dealers on average their inspected once a decade dealers and palm brokers with were the biggest traffic of guns and the licensed claelz have access to dealers makes them a Public Safety violation this legislation will make sure we have evidence when necessary for Law Enforcement and the section portion of the legislation requires the electronic transition of the sales data with the San FranciscoPolice Department the goals of this legislation itself are to insure that the dealers in San Francisco about not be detrimental to our Public Health and safety and protect illegal public trafficking by the dealers and employees provide the loss and theft and a protective sale to persons that are prohibited from probation officer those items i believe this passage is necessary and simply common sense reform and additional protections here in the city of San Francisco since introducing this the legislation has gardened an incredible amount of attention for two reasons won the last remain gun store in 0 it has decided to close down in response to the introduction of this legislation and also, because of the unfortunate number of things that have occurred in recent months, in terms of Mass Shootings if we cant act as a congress and country after what we witness on the streets i believe it is shameful and we will continue as local jurisdictions certainly in San Francisco to make sure that in lieu of federal regulations we continue to pursue this this line of regulation as vigorously as possible and sells in terms of the last remaining gun store in San Francisco closing down if we want to close down because of legislation so be it and more power to them at the end of the day id rather see a preschooler and coffee shop or some other neighborhood serving incite that electricities to the vitality if thats the result of the stores employees and purchasers safer and get guns away from people that shouldnt have them were honored to work with the city and county of San Francisco for over two decades to draft a enact sensible gun laws the gun sales will help the Law Enforcement officers to help identify crime but the purposeers from committing crimes like using false identification or robbing a Gun Store Employee 8 other cities including el cerrito and oakland and santa cruz have gun sales despite from the vocal minority of people in recent months, those laws are revery popular a 2007 poll find 91 percent of gun owners said that videotaping be gun sales make no difference to purchase their guns from a gun store or make them likely to pretty much a gun responsible gun owners want to buy from responsible dealers its a critical tool that Law Enforcement used to get guns out of the hands of people that you been shouldnt have them a similar ordinance in sacramento allowed 56 people that purchased ammunition from having them hundred and 4 had pressure convictions and as a result 4 dozen individuals were convicted of a crime we have assaulted weapons and thousands of round of ammunition la has a similar law and people purchase 10 thousand rounds at least at county keep records if you allow me 10 more seconds those laws are permissible and constitutional they authorize the locals governments to go above and beyond and nor do they violet the Second Amendment in fact the instrument said the commercial sale of firearms is a regulation thank you, again supervisor farrell and the city of San Francisco for leading the effort to reduce americans epidemic of gun violence thank you. Im claire i want to thank you very much for introducing this legislation i reside in bruno heights i worked for over 20 years as a Nurse Practitioner at snflz i felt the human to have gun violence this last december it hit me personally this is any only son his goal to be a San Francisco firefighter as a emt in the south bay and went out on december 7th to brunns open 20 and mission to celebrate when he was leaving the club that night a 21yearold unknown to him crossing fired two shots one killed my son so this not only changed his life but mine completely i think whatever he didnt make the news we see it from the news whatever brakes we can put on pass this gun violation epidemic a Health Epidemic in the country and if it can save one persons life thats the world whos life was ended along with any son that day thank you. My name is pallet brown i lost any son ab before he 9 years ago august 14, 2018, and i want to thank you supervisor farrell for your leadership and the audience of recording and videotaping all transactions of gun transactions i want to tell you why i support this. I like to use the overhead my son a aubrey was murdered august in 2006 a 200 and 50,000 an award but still no justice for my child it gun ordinance about o will monthly help my child but innocent victim he died safeway someone elses life he hollered out on his way to work for bruno heights city and county of San Francisco i had to walk across the stage as he parents to get his diploma ive been on the battlefield for any son next week next year will you be a decade he carry those signs i need people to see how i feel gun arms with the third leading killers of age 17 my son was 17 when he was ms. Short a homicide that happened on in our area and these mothers i stand with i also stand is it with other mothers and farthest that lost their which were to homicide and they dont want to come out i want to let them know that ordinance will help so mothers like myself wouldnt hurt i die daily this is my son it left on a journey this is what gun violence do to all the mothers and farthest 0 out there we want justice for your child and this ordinance passed. Item 2 ordinance for 25 million plus consistent with 20. 8 million in, 6 hundred and 65 costco settlement procedures and 42 million to the Port Commission to support the completion of the Port CommissionCapital Improvement plan. I believe we have someone from the port here today. Morning im megan the director for the poster of San Francisco to increase the ports fiscal year 20152016 Capital Budget about 25. 7 million for a total of 38. 5 million. As you may know the port of San Francisco covers 7 and a half miles ever of dpoofs waterfront and therefore a lot of needs ranging from maritime to abilities and equipment of parks to Historic Structures including sheds and bulk heads and sub structure and but along with that need comes a great deal of investment weve got a 969 million backlog over the 10 years up to 1. 1 million and this is estimate is simply for renewal not code improvements or seismic or the seawall this chart is the structure deficit the issues in terms of funding the Capital Needs 40 and 50 million to cover our renewal requirements as you can see the blue line our spending is lower than this how have the supplemental makes an in rode getting close to our desired investment so the supplemental includes 75 million because 1. 3 pg e payment for cable that will run approximately 3 million offshore and 5. 5 million for the fisher 20142015 this is a combination of surplus operational and expenditures from personnel and nonexceptional and 14 point plus it was previously approved and closed out we found potentially found potential funding to cover ada improvements weve incorporated those costs into future projects and not able about 700,000 of the funding is the costco settlement that occurred in 2011 in response to the 2007 oil spill under the banging. The port is funding 16 projects just to go back to the Capital Needs the budget is to repair and replacement requirements that are specifically you know called out in the capital plan 8. 5 million is an enhancement project that will generate additional revenues to louse allow us to invest in capital and port staff identified the 16 projects based on is objectives you know remaining from health and safety to generating revenue. So go through the list of promotions 5 key projects that improve safety and reduce risk on the waterfront the terminal repairs if china baseline this installed in 1999 we need to install new equipment to insure safety store the public ladders and skylight pier 39 an investigation with contamination those will help us with a deeper dive into the translation and the fund is a a supplemental that allows us to have cash on hand for example, a fire at pier 39 this the funds to match our insurance support. Additionally seawall assessment this is the project i alluded to we have 5 hundred thousand invested start a study of the seawall and marginal works this Million Dollars will louse allow us to continue that assessment and ultimately determine the investment requirement of seawall and build it into the capital plan over the coming years. The next ill walk from north to south pier 29 is near your crews terminal this was as americas cup venue and currently vacant had the major fire in 2012 we were able to rebuild the super structure that is the bulk head and shed in the front of the facility this seven hundred thousand will supplement fund to a 2 plus Million Dollars for rail space and increases the revenue by 600,000 the belt line building a cute facility in front of the cruise terminal that is in the back and unfortunately an older picture not highlighting the beautiful but we envision this for rail and Passenger Space theyll come out of terminal and visit this this will be a small generator and generally in the area we have 3 projects underway the addition of pier 39 and the beltway building but were seeing the construction climate really having costs coming in higher than estimated this mom and dads will serve to adjust based on the bids that come in on all three of those projects. Pier 23 was also americas cup viewpoint an historic structure the roof was replaced in the 1970s and they continue to repair this is for replacement and allow us to lease out this space for approximately 700,000 a year sorry thats noting net in 10 years. And further down the waterfront the central baseline off of pier 70 you may be familiar with that the forest city project a shipping facility with the da important for jobs generates our nerd to equally take in cruise ships to federal ships any large vessel coming along the Pacific Coast this is a critical location were working with the Army Engineers to dredge the says that the port needs to spend within 1. 6 and 2 million to match the federal fund and the da will put in their match right next to the shipyard is the park off of crane coffee park is contamination is about supplement to complete that cap work. Be building one 02 part of project but current trofrments supplying the where green superintendant guerrero empower through the shipyard the tropisms will create a new power source this is part of our workforce to move the project forward the back land is a critically project that is the enhancement project i called out earlier as you can see were forecasting 8. 6 million net revenues over the 10 years as a result of grading the space and preparing it for industrial uses that compliment the southern waterfront and a great opportunity for the port to enhance the revenues were generating. The Street Project you may be familiar i brought in september and expends to one Million Dollars fund will allow us to complete the scope of the project and fully repaving the roads previously only partially repaired and power you may drive along 280 and see delipidated piers failing into the waters numerous are on the waterfront the staff as identified Funding Sources and entrants and army cosponsorship funds down the road to meet the needs an additional effort for pier 84 and other piers that is in the next slide the park the last terminal that very slim pier sticking out next to the park this project is funded by the cost could Development Funds and specifically will be completing engineering and design to stabilize that shoreline youll see areas the sediment is deteriorating so how to preserve that in fill that serves as a habitat for birds in summary thank you for your time this is a 25. 7 million we see a lot of opportunities to addressing the 10 year Capital Needs and improving the southern waterfront and other key things excluding progressively the ports financial position we see the construction climate as a cost hike up we do see a need for contingencies im here with Elaine Forbes our cfo and other folks for questions. Good morning from the Controllers Office to speak on this item just to give you a little bit of background the Seismic Safety Program was approved under prop a in 1992 for money to provide loans for the seismic strength of the buildings frament the city issued go bonds and the cost going back to founding those on may 23, 2015, the Seismic Committee approved a loan for the building on pier 70 and in jill of 2014 the board of supervisors authorized the sale of this Million Dollars for taxable go bond for this project the bond were solid in august of this year and 2014 a if you notice the line between the time that the bonds were originally approved by the board and finally sold a delay in the project eventually the project was ready to be funded in the time between the loan that was being the bond sales approved in 2014 and the sale in 2015 the original amount that was authorized for the loan a reserve a total fund that of authorized 20 point one Million Dollars for the project and a 3. 2 million reserve that make up the balance that made the balance of this Million Dollars so the authorization of the bond sale and the actual sale the city negotiated favorable terms for the bond sale and this resulted in Lower Borrowing costs as a result that reserve that was being held for Market Conditions is largely available from the Mayors Office of housing and Community Development would like to reappropriate the remainder towards the project costs and loan it for the seismic improvements so the ordinance will deappropriate and appropriate 3 million plus which represents the reserve and some of the issuance costs targeted towards the projects that will be looped to the developer and go back to pay for the issuance of the bond the fiscal impact to the city will be minimal to none and as the costs of go bonds and the depth from the developer to the city i also have ann ramer if the Mayors Office of housing and Community Development if you have me questions about the particulars of the loan. Good morning, again ill be presenting items 34 and 5 for the clean and safe Neighborhood Parks bond in february 2008 the voters authorized 85 million for Park Improvement projects sponsored by rec and Park Department and the port of San Francisco to data hundred and 76 million plus bond have been issued before you an item 4 the resolution for the sale of the 8 million plus from the 2008 authorization of the total the one homicide 85 million railroad allocated from the rec and Park Department program and the balance of 35 plus Million Dollars was allocate and the final issnce to continue the program under the 2008 bond in november 2012 proposition b another hundred and 85 million for the project sponsored by rec and park and the port and to date 71 million plus in bonds have been issued from the 2012 authorization the resolution before you on item 5 approves the sale of the bonds not to exceed 43 million plus for both rec and park and port supported park projects. Of the total precedes approximately 13 plus go to funding the port projects and the reprimanded and retrained 31 plus towards rec and park projects based on a total amount of 2008 and 2012 bonds of 542 million and using the conservative Interest Rate of the annual debt service 42 million over the total amount 200 and 86 million and 36 million to interest on the bonds. The interest annual property for assessed Property Value for properties that are assessed at 700,000 the city charter has a debt limit that equals 10 percent as the property in the city net exemption and the go bonds are the net assessment for 20152016 from the board of supervisors approves this issuance of those clean and safe bonds it increases from. 01 to a 4 well within the 3 percent limit and additionally the boards approved the policy constraint on policy bonds that insures the city Bonds Program will not be increased above the fiscal year 2006 but the proposed sale of those safe neighborhood bonds is consistent and will main the property rates blow the fiscal year 2006 were expecting to price and close those bonds sales this goes toward 4 park including the citywide parks and programs and waterfront parks this will fund the Capital Improvement across the city in the effectual an earthquake or in poor position or they ability to meet the recommendations the Citywide Program category bond fund will help to fund communitybased initiative and playground forest city and trails and will be used to expand the scope of projects that cant be met to at Funding Sources the citywide Parks Program allocations the bond to 3 citywide parks the Golden Gate ParkJohn Mclaren Park and park merced those are iconic parks enjoyed by san franciscans and 2012 program to dedicate the funding in their natural areas additionally the San Francisco waterfront is for the greenway and the constituent parks and as well other open space projects i can speak to any questions you may have regarding the specification of the bonds or questions about the details of any of the individual projects fund by the bond we have stacey from the rec and Park Department and eelena from the forbes theyre ready to present. Through the chair im martin grand Employee Relations director with the department of Human Services im joined by the excessive from the Fire Department and were presenting you today two mou amendments regarding the mutual aid deployments around the state office of Emergency Services request that individual Fire Agencies assisted other local agencies in fighting fires especially in Northern California we tend to be called the San FranciscoFire Department has responded to 7 fires since july 1st and the given dry conditions throughout the state we expect this to be continuing about the pace of mutual aid requests reimbursement for the labor cost of those deployments for decades the state has project gated reimbursement rules and Reimbursement Policies that recognize reimbursement on a portal to portal basis this is what the firefighters leave San Francisco and through from that time all the way back to they get to San Francisco and prepared to go out to service for San Francisco vents the two mou before you are the merrily summons documenting the current policy the state requests a written document acknowledging this practice so we are presenting this to the board so we can maintain the current state reimbursement practices and continue to pay the employees on that same basis while their deployed on mutual aid calls this is a no change for the city by insures to continue to bring back the reimbursement dollars that allows us to continue to fight fires in Northern California and do so with the reimbursement from the state. My name is to knowim a freelance multimedia producer. My project comprises mostly of free took up photography. With a few portraits of people that i interviewed. Im going around San Francisco and capturing the black life. As i decided to do this project because i read about the decline of the africanamerican population in San Francisco, and i wondered where the remaining population was and what they were doing and how life was for them. I wasnt very inspired by school. I wasnt very inspired by continuing to be read and write and read and write and go to class. I watch a lot of movies. Saw a lot of porn films and thought i had this very feminist bent and i thought there was not enough of a womans vision on the stuff thatamazing district. Some of you know that i grew up in Public Housing. I live there more than half my life, right down the street at eddie and laguna. Good morning out, everything my name is linda and breed in him the supervisor for this amazing district. Some of you know that i grew up in Public Housing. I lived more than half my leaf at eddie and laguna. When i became a supervisor and met with the mayor he asked me, what my three Top Priorities were on the board. And, number one, Public Housing. Number two, Public Housing. Number three, Public Housing. Since then, the mayor and i have been working hand in hand to do something different. 1960 housing policies cannot solve our housing crisis in the city and county of San Francisco. Nor, can we continue to allow the residents of Public Housing to be neglected. The conditions that exist in many of these developments existed when i was growing up there. Bad plumbing. Rodents. No response to fixing the problem. Discovering that we had about 10 12 million to fix over 4000 Public Housing units, and we had over 200 million of the deferred maintenance, well, it really upset me because there was nothing that i felt that i could do to change the lives of the people who live here. So, i did working hard with the mayor, with edward lee to try and figure out something different. No, its not a perfect solution, but its whats going to change this community for the better. Today, we have our amazing representative, leader nancy pelosi, who continuously fights for San Francisco and fights for the rights of those who dont have any fighting for them in congress. It is a battle she deals with every day. Ive witnessed it personally. We are so appreciative of her hard work. We also have the hud secretary, julian castro, here today was a former mayor, and he has a few words that he wants to say and whats great about having the mayor and these incredible federal, National Leaders, to talk to us today is that they get to see firsthand the experience of people who live here. They get to meet the residence. They get to see the conditions, and what i hope that they walk away with is a desire to want to do better. A desire to want to work hard for the folks who live in these units. Every single day i know its a struggle. I have not forgotten about where i came from. That is why, on the board of supervisors, it is been my priority to deal with changing the lives of folks here because even though i made it out, even though im a success story, even though so many people who i grew up with are proud of me, they deserve the same opportunity that i have and today, is a new day for that opportunity. So, at this time, i would like to welcome mayor ed lee to the podium. [applause] thank you. Thank you, pres. Lyndon breed. Were very lucky to have you as not only a supervisor for this district but as our board president and obviously all of you can feel the passion she has and we have ours to share our family stories with each other for quite some time now. With the hopes that we would have a better outcome for our residents here in San Francisco. Let me begin by saying that its not only a pleasure to work with the supervisor, it is a privilege because not only do we share the stories we get to do something about it. One of the things that we get to do about it, we get to and the description that oftentimes is made about Public Housing residents. That is to say that, i want to be here when all of us can say theyre not Public Housing residents. The residents of San Francisco. Thats a difference. Its a complete difference in the relationship that we have with our Housing Authority, the relationship we have with the tenants association, the people that live in a just so happens, it might be economically challenged, but theyve got the strength and hope like all of our families do. When we talk about our stories, we often talk about the strength of families, the hope that people have, the things theyre doing for themselves and for each other to build strong communities. This is what i think, but it was all about when they first began to build these Housing Units and over the decades been challenged with all of the Asset Maintenance jones, the lack of funding, the lack of cooperation between local governments and the Housing Authority. We have been through all that. But we have new leadership. We have walking torres and all the new commissioners that are in line with the Mayors Office of housing and the board of supervisors. We have a federal government that not only listens. They fight for all of us to make sure were doing the right thing. We have a hud secretary that i got to meet again. The last time sec. Castro and i met we had not won the nba championship yet. Of course, i probably stuck out my tie. Welcome former mayor. San antonio. This is warriors ground. Of course, he got it immediately but i also say to the secretary, too, having a former mayor in that position means an awful lot and will go into detail later on about that. I am here today to announce, again, that the robert pitts housing complex is the third of 15 sites that weve already begun. This result Assistance Demonstration Program with our federal government. We arty started at hunters view. If you go down there, take a good look at it. Without rebuilding Public Housing. Rebuilding a community with residents formerly of Public Housing. You are part and parcel of that through a program that leader pelosi has helped that be so much hope sf. It is giving everybody the chance and hope to be part, equal parts, of building a stronger community. Second project, up and center wasnt within urban and thats down that alice griffith. Thats already underway. In fact, the Senior Housing is under construction and pretty soon see some of the seniors that will move over from the dilapidated housing bearing, Public Housing, into a very modern complex as we knock down and rebuild their housing. Now, its robert pitts is turned until the 15 sites for this, over 700 million effort that we call phase 1 of that. Phase 1 of our rental assistance program. It is a program that is new, quite frankly, to hud and to all of us. Because when we got together with supervisor breed and with all of our people in the city we no longer wanted to have a Housing Authority that would build and maintain poverty isolated housing. We wanted to invest in the people first. We had to make people believe that we are going to do a new model. Something that involved them in their futures. So that we could try to do and demonstrate, what i think is a discussion all across the country. How do you and intergenerational poverty and needed to ask not just have poverty go from generation to generation, from kids to the grandkids, and it takes an entire village to do that. Housing is a great part of it. Affordable housing is a great part of it, and thats why we have a 310 million commitment on the ballot, opposition a to use that money, to use that resource to rebuild Public Housing but also in the private sector as well to upper middle classes as well as our low income residents have we built housing for them. But, we never lost sight of the other things that we have to do as a city to end poverty as well. Our communities have to be safe. So we invest in our kids. We invest in education. If a Good Transportation system. Will we rebuild all of this housing, its going to also be accommodated by worldclass Transportation System. How does it feel to have our kids writing for free by the second year in a row. He didnt do that with having a strong city. They got municipal so excited after we got the google donation that now we have free invisible for our seniors and people with disabilities to ride a worldclass Transportation System that is accessible to everybody and used by so many people. Dont have to own a car to get around to your job and anyplace else. You also have to be safe and thats why we are investing in not only police force, but in job programs. We have tech programs. We have healthy San Francisco. We have so many programs that were investing in to make sure communities are strong. So, i say to you that im a in addition to a revitalized Housing Program for Public Housing residents, where we are no longer building isolated low Income Housing, their integrated communities. They are building the strength of our best nonprofits that are now integrated with our Housing Authority. In working with the residents to make sure they are part of the voice as to how these units are built, and we are hiring as many of our Public Housing residents to do the building themselves to city built. Another Great Program that weve reached in to the heart of our residence in Public Housing and say, we can train you to build and to manage this housing at this same time. This is all part of what we call brad. It takes a lot of different parts of hard and i know that leader pelosi, every time i called her, shes been so wonderful in answering my calls as we explain the latest thing we have to do with hard and to make sure that everybody understands, because we are all subject to old ways of doing things. San francisco is subject to many old ways of doing things. That is why we didnt build enough Affordable Housing and how could we go for two decades without having an Affordable Housing in the city . Are we embarrassed by that that we do not build housing in operation for young family to grow up in different ways . This is what were fighting against. Old traditions of not building well, not building efficiently, not doing it in collaboration with our residents, and getting their talent involved in using the power of hope sf to do so. This is all part of those hours of conversation that ive had with london with the board of supervisors, with our Housing Authority, with our Mayors Office of housing, in our commissioners. So, we have a lot to celebrate as we begin these projects. Robert pitts is going to be retouched, we first, all 203 units. Guess what . Weve got to make sure we do this to give hope to families that are headed up with people like marty anna johnson. You know, she is a 15 year resident of robert pitts, and i know having raised two children herself and being a Strong Family leader, she cannot be more excited than any of us to see a refurbished unit become her permanent home for her and her family and to have it not only upgraded, but maintained for the long period of time and having the touch of other residents feel the same, that theyre not Public Housing residents. There residents of the great city of San Francisco. So, i would like to take this opportunity to introduce you to someone whos working directly with us. As a parent, as a woman, as a strong leader of the tenant here, residence here, Arianna Johnson. [applause]hello. Hello, good morning. My name is Arianna Johnson dominated here of San Francisco. I resided here at robert pitts for 15 years and am the mother of two beautiful daughters. Today is a very special day for me. My grandfather was James Henry Johnson almost San Francisco first African AmericanServices Group what an honor and blessing and for for me to be here. [applause] this project is also very special to me. Not only is a resident here at the robert pitts community but also as a former employee of San FranciscoHousing Authority. I was a building concierge here for six years. We as residents affected by this process are excited for a new horizon. For generations, Living Conditions have been heartbreaking and challenging. The majority of us residents that live in low Income Housing desire a clean, peaceful, habitable, safe, functioning and desirable place to live. The majority of us are working or senior disabled persons that are committed to the improvement of our community and our family and refused to leave our great city. But, the reality is, our city is very expensive. So, we have to live here in low Income Housing. We are praying that the citywide that project is not only improves the Living Conditions at home, but that it also ratifies permanent jobs and great benefits for all us residents, such as San FranciscoHousing Authority has done for me and many other residents during its history. Im currently in the application process for Construction Administration jobs and renewing my security certification license. We are hoping and praying for new Youth Services and violence prevention here. Here, at the robert pitts community alone we have several mothers that lost children under the age of 25 years. So, i would like to say, let that stand forth. We knew, additional desire. We are the city of champions. The new, additional, desire, for all those who live here, welcome back, government officials and thank you. [applause] now you can see why arianna is our concierge. Yes, thank you. Thank you. Well, i get excited every time i leader is able to come back to it aint easy to maloney type working in dc these days. You all know that. We all read about it you will see it and you all feel it. Every time that we in San Francisco can demonstrate to our federal leaders what weve done locally, it gives them hope that all the arguments that they have to have them all the challenges that they have to meet on a daytoday basis, back in dc, it is not forgotten. It is deeply appreciated by those of us that are here in San Francisco, and someone who as i told you earlier, honestly takes our calls, goes into detail with her staff about what it is we need and what exceptions to different rules that we might want to be advocating for, but also gives us a forethought about where congress is going so that we can be prepared. I have been with her when we got funding restored in hiv cuts and aids programs. I have been there when she says, hey theyre not going to do but be prepared. Start working with your folks. Get ready. We are always ready and the constant partner for us. I so appreciate her every time her visits here that we have Something Else to announce because we are getting things done. That is of course democratic leader nancy pelosi. [applause] thank you very much mr. Mayor for your very generous and for your tremendous leadership. And for making possible this coming together here today. We use the word demonstrate, and the rad rental assistance demonstration has that word demonstrate in it. So here we all are to demonstrate to the secretary as to how San Francisco, not only responds to initiatives from the federal level, but really demonstrates how they could work and how they could work better. Its really an honor to be on the program with a arianna, James Henry Johnson, her grandfather is in a pretty exciting . How proud he would be to see you a leader carrying on in that tradition. Wasnt she wonderful . [applause] San Francisco is a very special pl. , mr. Sec. , honored to welcome you here to see how we respect people. We respect our residents and when were going to have new housing is oneonone replacing the residents who were here for those who want to continue to be here. It is also about their selfdetermination, about how a project will function, how it will be to run. This project, this will be a demonstration to the country of a way to get the job done. In San Francisco were entrepreneurial in our thinking. We like to take advantage of exploits in the best possible way every opportunity that hard provides to grants and policy and the opportunity that the code enables us as low income tax credits and other tax considerations, which enables us to have publicprivate ownership joined with our nonprofit partners. Really, demonstrating to the country how we can respect our residents, have them have Affordable Housing in a way that maintains community. Because, this site over housing is a challenge that is about the soul of our city. We are a city that wants to be representative of every aspect of life in our community that Cultural Diversity as wells economic variation is something that is important to the father of who we are. Our mayor has been such an incredible champion on this subject. He and london bridge, she said she was the supervisor from this area that she grew up in the neighborhood and the mayor acknowledged that she is the president of the board and has used that opportunity to benefit individuals. I salute london. Mdm. Chairman, mdm. Pres. That has a nice ring to it. [applause] for your leadership. The mayor has done a great deal to bring jobs to San Francisco and back dimension transportation mr. Mayor because it gives me another opportunity to salute our president barack obama. Under the recovery act that was passed we were able to do so many things for San Francisco. You know why . Because San Francisco could demonstrate that they knew how to be a model to the nation. To have initiatives that were of national significance. Its a continuation of thursday rail, central subway, transbay terminal, the puppy whatever it is, jobs immediately promotion of commerce and transportation, cleaning the air, promoting qualityoflife, this is really important but sometimes those advances raise the price of housing in a community. So we have to mitigate for that one part of that success by addressing it directly. That is the mayor is the full package. Job creation. Transportation initiative. Jobs immediately and jobs jobs long term but also recognizing the responsibility we have to have Affordable Housing in our community. This secretary is really remarkable. He was amir sue will grant him that. His brother served in congress with me. His twin brother. Joachim castro former mayor of san antonio. We will talk about the spurs in the warriors just now. However, i had the privilege of being invited to his swearing in. I wish you could have been there. I went of course to pay tribute to the new secretary of hud but i mainly went because i was honored to be invited so i could say directly to his mother , rosie, congratulation kit woolseys mom had was actually barefoot into archives. This is the American Dream personified. She made a success of herself but these twin boys trailing along to public civic events, growing up with a sense of responsibility. Of getting back. They had the advantage the best education someone say, that our country could provide, and they were prepared to give back. As i said, i served with walking in the house of representatives. His twin brother, and mayor caster went from being the mayor of san antonio to be the secretary of hud. On that day, read this i get it right. The president said, walking is a proven leader a champion for safe Affordable Housing and strong sustainable neighborhoods. In building a Housing Market we do some homelessness among veterans, thank you and connecting neighborhoods with good schools and good jobs that have our citizens succeed. He has in the one year he is been secretary, lowered mortgage insurance premiums to make ownership more affordable, help families access strong neighborhoods with sure housing choice vouchers and empowering local leaders with new tools to invest in their communities and thats one of the reasons we are here today. That is one of those new tools. In july of 2015, just a couple months ago, pres. Obama wants one of secretary casters signature project. Connect home. Which accelerates internet adoption in 20 communities providing broadband Electronic Devices to children living in public or assisted housing, secretary castro continues to strive to make housing a platform that helps folks achieve a better quality of life. How perfect. How perfect. These two measures, one for mayor my current mayor at that goal, to achieve a better quality of life for the people for whom we are responsible. We think, mr. Sec. , that San Francisco is a model to the nation. We are very proud of the successes and the challenges, and the successes that we have had. We think that when we take on a project we will do it in a way thats about national significance. We are not competitive or anything. We are not proud or anything. Because of that emma i know like me, she feels very blessed in her own life to had opportunities in the doing everything that she can for Public Service to give that opportunity to others. And because we believe that everyone ought to have access to good Affordable Housing, to build up to other American Dream. We also know that our nation is in the midst of an a for the housing crisis. In fact, just a couple months ago the national low Income Housing coalition reported that in no single community, if youre working 40 hours a minimum wage, can you afford a twobedroom apartment. That in very few places, could you even afford to rent a onebedroom apartment. In fact, here in california the person would have to work 92 hours a week to afford a place. The Affordable Housing crisis comes at a time when our nations Public Housing stock is particularly challenged. We have roughly 26 billiondollar backlog in Capital Needs. We lose 10,000 units of Public Housing to disrepair every single year. Now, we know that leader pelosi and folks like her have been fighting like crazy and then right on this issue. To ensure that the resources are there. We also know, though, we live in a resource constrained environment and for that reason, in 2012 hud wants the rental assistance demonstration. Also known as rad. Fundamentally, it is housing authorities and owners of assisted housing convert to longterm section 8 contracts. That allows them to better Leverage Private debt and equity to improve their properties. So, instead of falling into disrepair, they get renovated. I am proud to announce that this effort has established a proven record of success in just three years, that has leverage over 1 billion in new construction dollars of Public Housing properties throughout the united states. [applause] that is making a difference in communities throughout our nation and committees like this one. The rack conversion of robert b Woods Apartments will of the San FranciscoHousing Authority and its partner to invest 31 to rehabilitate over 200 family units. This investment will help ensure that these families have a modern and safe, good place to live. We want to see rad make a difference in more communities. So hud is working with congress to lift a cap on this program so that we can help more families across this nation also have good housing. We know that the Affordable Housing crisis is growing, and we also know that that is part of a solution. Ive had the opportunity now as hud secretary to travel to more than 50 cities in 14 months. I can tell you that San Francisco is a National Leader when it comes to collaboration and creativity in creating and sparking new housing opportunity. Congratulations, to San Francisco. They won the right to leverage. Two words secretary breezy more often these days in San Francisco. When teaching it to kids. Were teaching it to parents. That is, invest and leverage. Invest and leverage. Because the best investment anybody can make in San Francisco is to start your family here because when you start a family, that means schools, transportation, housing, safety, are all been taken care. Thats the best investment. Then we got a leverage that by people participating making sure you vote and making sure we pass proposition a and all the things we need to do to build an rehab and stabilize our neighborhoods. Lets go ahead to number four. State and federal legislative update. Welcome. Thank you mr. Claire and chair and members. Got two key things i want to brief you on. First with the recent conclusion of the determining of the fate of bills. I thought i update you on a couple of key bills how they faired. Close with a brief overview of the transportation. Out of the over 100 bills that we have on your matrix, 26 of them were measured that made it to the governors desk. He acted on most of them. Most of them that we had a watch or support position on. Were approved. There were a couple of bills that were veto ed. I thought i highlight the ones that were most interest to the San Francisco area. First i will call the ab40. This is a measure that deals with tolling and pedestrian b ikes on the goldengate bridge as well as state own bridges in california. That measure was approved by the governor and becomes law j anuary 1st. It took a great deal of staff and my time, ab194. This deals with hot lanes andly and tolling authority. It was something very great importance for the region here because of mtcs master plan. This measure was approved by the governor but it was a long drawn out series of discussions with the administration to get to a final say so on the bill. Essentially it authorizes for this area the authority for hot and toll lane would reside with mtc. Theres a requirement that they must consult with the individual transportation agencies in the area. In addition, they can go a step further and between the Transportation Agency sponsoring a project at mtc, they can delegate certain activities including planning and design. They would not be mtc would retain the authority to oppose the toll and adopt toll policy. Like i said, that was a hard fought, long standing series of discussions throughout the year. It culminated in a success. This ab902 was approved. This measure deals with Diversion Programs for v iolations of the vehicle code that do not involve motor vehicles. You think of bike or pet violations. It extends what was available in law as Diversion Program for minors. Now to extend that same provisions to adults. The thought process behind the bill is to allow the adults to have access to diversion p rogram, get better educated in terms of the way they supposed to conduct themselves. An interesting measure of indirect importance is ab1254. This measure deals with data and it subjects the data to the open meeting act requirement. Well see more of the hearing and process than weve seen in the past. Sb9, this was important measure by senator bell. It sought to revise and kind of focus the attention of the transit rail, cap and trade f unding program. Its a capital program, grant, competitive process. What the senator attempted to d o, ultimately was succeeded in doing is focusing the attention on transformative projects and large scale projects. You want further than that and the initial versions of the b ill, which we were able to work with him. Where he limited the amount that would have been available for Small Projects to 30 or less. That restriction is no longer in there. It was something that the administration asked for. We were all asking for it. As a result, we now have a tool thats going to be more useable but wont be as limited. Its main effect, it allows the cap and trade funding to be programmed over multiple years. So you can start more projects because the cash flow for each project will be programmed over several years rather than consuming large amounts of the annual allocation year to year basis. I think thats an important improvement. Its a very preliminary process. One bill that we looked at this year that was chaptered, there had been a lot of discussion centered around this measure was sb413. Senators measure sought to provide some additional elements adjudication process. It deals with posting for handicap access within the vehicles themselves so that they can be regulated. It also extended the p rovisionses of the adjudicated administrative process to m inors. Several of our committee hearings, that remained in the bill. The San Francisco mta several local, children advocacy groups felt that going down the pathway decriminalizing and other crimes for transit was a provided a better relief or better c orrective action for youth rather than having them tangled in the criminal process. That measure was enacted. Those will be the keys i wanted to draw your attention to. Turning my attention to the special session. The Conference Committee was formed a month a go. They finally have scheduled two hearings. One on friday and the next one is scheduled tomorrow. The first one was in sacramento. I think as a witness to what transpired at that last meeting, it was notable for the level of engagement. We have not seen a republican caucuses engage in real d ialogues. We saw their representatives on the Conference Committee start to discuss the various proposals that are on the table. The center piece of the way the two cochair, mr. Gomez from l. A. And senator bill from san jose, they determined they wanted to use the governors proposal that had been released a month or so ago as the center piece for discussions and make changes based on that. That measure raises 3. 6 billion on an ongoing basis. The main focus is for fix it first for state and some measure of local funding. The bill also includes 400 million augmentation for transit for cap and trade as well as 100 million for complete street. With guidelines determined by the administration. The way that would work. For this region as i know youre moving forward with your consideration of revenue m easures for 2016, the one area of note here in the governors plan, also resident in the other plans out there. Is in position of fees on vehicles on a flat basis. It will be 65 65 per vehicle. Its Something Else. It walks and talks like a Registration Fee rather than a percentage based fee. I want to make sure youre aware of that. If we get to a conclusion some time in december or january, i wouldnt be too surprised to see that as a key element. Thats statewide . Statewide. I believe we are entering the point in time after tomorrows hearing where we want to see a spark of discussions between the caucuses and their leaders and their conferees to see if theres a willingness to put new transportation revenues into a package and vote if up in january. I think were getting close to seeing that come together. Im not willing to say its greater than 50 to 60 chance based on how im watching the process. That would be my report today. Commissioner mar. Thank you. I just had a question about one of the bills that impacts the bay area air Quality Management district that supervisor avalos and i sit on. Sb491 on the transportation ominous bill. It looks like that measure just requires Public Meetings to adopt criteria for how the air district extends funds. Thats different than the current procedure on how funds are allocated per county within the air district. Is that right . Its requiring more explicit criteria . To give you a level of comfort, any change in law in the ominous bill goes through very thorough vetting process. All the committees, not just the transportation committee, to ensure there is technical change in the law. These things are watched very carefully. Governors dont like them unless they come to them with technical items. It sets up expectations if they have other things that are added to it. Its probably the most thoroughly scrubbed type of bill in sacramento. Thanks. Okay, thank you. Other questions here . Appreciate the update. Open this item up for Public Comment. The executive director and negotiate contract payment t erms. This is an action item. Good morning chair and commissioners. Amber with the Transportation Authority. As you just saw, the Transportation Authority contracts with the state legislative advocate to work on our behalf to monitor legislation, to identify bills that both harm San Franciscos interest or advances interests to represent the Transportation Authority to state legislators. To run legislation and help us develop what legislation on the Transportation Authoritys behalf. To advance our interests through other processes such as the special session and the budget process. In august, we issued an rfp for three Year Contract not to exceed 135,000 for that three year period. With an option to extend to additional one year period. By the deadline, we received one proposal. It was evaluated by panel and the panelist recommended to award the contract to smith and hartmann who you just spoke w ith. It served us well in sacramento for ten plus year. With that, seeking a motion to support the award. Great, thank you. Lets open this up for Public Comment. Any member like to comment. Lets call item six and s even. Recommend increasing the amount of professional Services Contract by 1 million. Not to concede 16,935,000. Item seven recommend increasing the amount of the professional Service Contract at Parsons Brinckerhoff inc. Authorizing executive director to modify contract Payment Terms for both items. These are action items. Bz Deputy Director of Capital Projects. Very happy to present items seven and seven. Weve made significant progress. Im going to go through a Powerpoint Presentation here. We were able to get past the bird nest. The birds are all safe and s ound. On the screen there, youll see a visual rendering of the completed project. On the right side, youll see the westbound off ramp that were constructing and inside a loop westbound on ramp that were constructing. We basically are 100 complete with all of the foundation, the columns and all the underground work. Which is a significant milestone because as you know, thats where a lot of the unknowns are and where the risk lies. In that regard, being 100 complete is good news. Weve also completed all of whats called the falsework. Its fallswork when it was being recked. Recked. Erected. That work is complete. This is a shot taken from the construction site of bay bridge. What i wanted to depict here is the fact were very close to historic property. Weve had to continue to monitor that property and make sure theres no damage. Theres no damage to date. In in that regard. It looks like little old lady in the house who didnt want to move it for the freeway coming by. Right now, i want to show you there picture tells a thousand words. This is the clipper cove area. Were relocated to this clipper cove area near the intersections of tear Treasure Island road. Its a perfect park area. Working with the Treasure IslandDevelopment Authority to go ahead and complete the l andscaping and all the utility tiein work. This building will have future use in terms of open space type of use. Were excited about that. We spent a lot of money to relocate it. We want to make sure we get some type of use of that in the future. This is the picture i think really tells the story of where were at. You can see that we are up in the air and have completed approximately about 40 to 50 of our bridge depth work, riding surface. This picture probably old. We had more decks in that r egard. Were in good shape in that regard. Our plan is to go ahead and complete the rest of the deck course here shortly. Lets talk about the specifics here in terms of the award of the contract. We were awarded in 2013 for g olden state bridge just over 49 million. Construction work is a pproximately 70 complete. We made payments to them in the tune of 38 million plus. Im happy to report, were m eeting our dbe goals, we made payments over 40 million. The real current activities are the concrete pours and all the barrier work. Were on schedule to complete the project by august of 2016. Golden state bridge has been a great contractor to work with. Theyve been really magnificent in terms of working with us, to make sure we meet the dbe goals. Theyre at 13. 1 . Theres some statistics there in terms of the workforce, female employee, close to 7 , m inorities up 25 . These are all contract goals requirements by fhwa. Now lets talk about the specifics of the contract amendments. We have brinckerhoff handing the construction. The design support is performed by aecom. He handle all the documentation. Aecom has been involved since 2006. I want to Start Talking about changes. There isnt a construction job around that doesnt have changes in the field. Its just something thats part of the game. The key to successful management of these project is to manage those changes. They have really helped us in that regard to be ahead of changes in the field. Were working right adjacent to the major entrance to the u. S. Coast guard facility. Working closely with the coast guard. At the end of the day, weve got to make sure we perform traffic shifts mandated by the coast guard. You mentioned the nesting birds, we have gotten past that. All the trees that need to be removed have been removed. Were going to mitigate those later in the project. That did cause a couple of m onths delay, frankly. Weve made up now in terms of having additional work. Some on the weekends and some extra hours. All projects typically have some kind of site conditions in terms of different site conditions, unidentified utilities and b uried objects. Its really important to recognize, this is an old naval station. In that regard, we had to do a lot of extra work in terms of identifying utilities and appropriately relocating them. Finally were working next to the big bay bridge project. We share the access roads with the bay bridge project. In that regard, its important that we monitor and work with them closely and our pd Construction Management team has done a great job as it relates to making sure they attend and sit milestone. Theres some large retaining walls walls walls that were constructing there that were completing there. The bridge deck placement should be done by early 16. Well all of those falsework and temporary large steel beams and smaller columns removie m oved by the spring of next w eek. Well widen north gate road. Which is the road that lead down to the coast guard property. Have that done by the late spring of next year. Put up the bridge barriers, concrete barriers on the side of on the and off ramp structure. Put in the signing, striping, metering etcetera and our plan is to have it all complete by august of 16. Im happy to report were on schedule. I wanted to make sure we talk about risks. El nino. Were preparing for it. Winter is coming. They say its coming finally in that regard. Were going to go ahead and shoot the folks with the m easures to make sure that we get those slopes properly s eeded. Thats key for the rain hit. If he dont do that, we could have issues. Were properly mitigating. We do have contingency to handle additional storm Water Protection measures that might be needed. Finally, on the budget side, i wanted to go ahead and give you an overview of the budget. We bid at 49 million, we got a contingency of 20 just over 10 million. We have supplemental funds also in that regard, 1. 7 million and the state did furnish some material for this project. Which primarily were the lights for on the and off ramps. Architectural features were unique. We bought those. Our construction allotment was 63 million. 63. 8million. I want to focus on the contingency. This is important for everybody to understand. Our cco budget, how much money do we have for changes in the field was over about 12. 3 million. We issued 4. 5 million of change orders to date. How much . 4. 5 million. We still remaining about 7. 8 million and what were requesting the state, all of this work is federal and state funded. Were requesting the state to shift some money from the capital side of the ledger for hard construction costs, to the Construction Engineering side of the ledger. What cos, which is the construction support costs. To the tune of 2. 5 million to be able to fund these two contract amendments. That still leaves us with 5. 3 million left over right now for any final work. Given where were at a 70 complete, we believe that is sufficient contingency to finish this job and do more if we need to. I just want to make it clear in that regard. From a budget perspective, were shifting money from capital to the construction support side. All the indications for us in terms of planning ahead, we got the money to finish the money project. Do you think its possible to have lot of that contingency left over . Yes. We think theres going to be some contingency left over. Hard for me to estimate. I can tell you more after the winter, frankly. Once the winter hits, we got to make sure we have money for sweeping measures. Commissioner kim . Thank you. Congratulations on staying within the budget and also doing really well with ensuring theres a strong contingency program. When you said if theres other improvements that improvements that we can if there are remaining fund, what would that look like . Well, undefined in that regard. I know in our work with c altrans, there have been instances where were working so close together that weve decided, you do this, we do this type of thing. Something to that affect might work. When we open the new westbound on and off ramps, we had to close the existing off ramps which is on the left side there. There might be some additional work for improvements there. Those kind of things that we want to make sure we have contingency for. Is it important to make sure that we have concrete options in case the state decides to claw back if we dont have ready options available . In that regard, just to make sure we spend all the money. Im not encouraging we overspend taxpayer dollars i know that right now, it looks like we should come within budget with some left over. There is no other scope items that we are expecting to go ahead and include on the project that are included as we know them today. Those risks that we have related to el nino are the ones that are ones that are biggest issue. As we gettedly and complete our concrete pours and our barrier work, there may be some changes there that might require additional ccos. Commissioner campos. I dont know why its el n ino, but, just going back its good to see the overall budget. Going back to the specific request. Item six, youre asking for an increase of 1 million for a e com. Item seven youre asking for increase 1. 3 million. I was wondering if you can walk us through it. As im looking at aecom c ontract, my understanding is that it was first issued back in 2008. It was for 2. 5 million. Then you increased it to 8. 2 million in 2009 then we increased it to 15. 9 million in 2010 and now were increasing it to almost 17 million. If you can explain how did this happen . Whats the justification for that. Likewise, with parsons contract, were talking about a contractor that in 2013 was a 6. 3 million contract. Now were talking about a 7. 6 million project. My apologies for the wrong year. That 2. 5 million was for environmental documentation w ork. It did not include design. It did not include any of the additional work thats needed here during construction s upport. We went ahead and augmented their contract for design work. Why didnt we rfp that at that point . At that point, we made the decision not to rfp it because of the fact they had the engineers that were most knowledgeable of the project. Who actually had all of the information related to their tieins itself to the bay bridge. At that time, we had made the decision not to put an rfp out. As long as they done satisfactory work. That was included in the rfp we sent out. The intent to go ahead and move forward with final design with the same firm. If they did satisfactory work. I understand that. I dont know that i would have done that. I think that if they were the best for the project, that would have come through in the rfp process and the competitive process. The fact that they did a fine job with 2. 5 million efforts doesnt mean theyre necessarily for 17. 5 million expenditure. What was the expected amount that you had budgeted for the aecom piece . What was the typically the budgets is for the environmental documentation and for the design and the construction support are typically in the range of 25 plus percent of the construction contract. In that regard this project is very intense project. In that regard, we are in that 25 to 30 range what would that range be h ere . The 25 range would be approximately 15 million, 30 range being approximately 18 million. They fall in that range. I completely understand, commissioner campos, its a large contract at the end of the day. Its a large contract but unfortunately has been increased pretty significantly in increments. That worries me because its the one, two its the Fourth Amendment to a contract that started as a 2. 5 million and now its a 17 million contract. Understood. This is the final amendment. We are in a position now that we can complete the project. Weve got a compliment commitment from them. We understand theres some additional scope of work that was added to their contract, especially here during the construction phase. Some of it out of their control where we in to make changes to joints that caltrans requested. We need to hear from the executive director on that. How do you feel about the way that we have gotten here . Commissioner campos. I appreciate your concern and i do share that. I think on a large job, we my have been able to presented that strategy to the board from the beginning if we felt that was the right way to go. I would defer to eric having been the longer project manager on this and the Management Team where they felt like there was enough value to recommend going forward. I do believe the transparency and competitive process have yielded the same result to your point. Let me ask you a question about we amended it in 2010, right . We increased it we almost doubled it, actually. We added almost 8 million from the 8. 2 in 2009 to almost 16 million in 2010. Why the extra million . Whats the need for that . It seems like we already increased pretty significantly. Understood. The augmentation you smoke about was to handle the design phase with a portion of the construction support phase. Really, this 1 million has to do with a lot of the changes that weve had to go through in terms of managing project changes as we encounter them in the field. As i listed before in terms of utility relocations, changes to different areas that required as we got into construction, that mandated us to use more r esources from the aecom team to go ahead and make changes, get them approved by caltrans. What about the parsons piece . The 1 thats a pretty significant increase. This has been a very challenging job for us in terms of actually managing the construction contract. Weve worked the Construction Contractor has been very good to work with. Theyve had changes that theyve had to make on falsework s ubmittals and other types of changes and changes and s equencing theyve taken a look at, saying, we can get this job done and keep it within time frames. In that regard, not only have we had to manage that effort in our construction and resident engineer and their Inspection Team has also worked on numerous days where weve gone ahead and gone to 10 hour work days and worked the weekends, which were not originally included in their budget. We have proactively gone ahead and kept the project on schedule because from our perspective in terms of delivery of the p roject, these costs are much smaller than any potential project delay cost that we might encounter. As project manager, ive made the business decision to get staff and keep them moving so we can manage this change working with our contractor and all the outside influences. Is the parsons amendment the last amendment . Yes, it is. Definitely. Thank you. Im referring to Deputy Director for finance. I think commissioner, we would like to go back and take a look at the decision to go from environmental to design as the source based on the work of aecom. We wanted to stay on schedule. The federal rules did allow this to happen. It didnt require procurement. We should review that and come back to you how we might approach it going forward. That decision was made in 2008 . Environmental design, yes, its my understanding. That was way back. Back at the time where Prior Administration and we were l ooking to try to keep the project moving expeditiously. Okay, thank you. Was there looking ahead from previous years, was there expectations well be doing these contract increases yes, definitely. 2. 5million was just for the start of the environmental work. We had to fight hard to get the federal and state fund. That was an uphill battle for the first two years. As we were doing Engineering Work, which was on the local dollars tightest dollars we were using, we were starting to move forward with the Engineering Work because we wanted to make sure that we met in essence, the bay bridge schedule in that regard. In that regard, we did. We did meet our schedules and the time frames that we needed to construct this project. At the same time theyre constructing the ramps on other side of the bridge. It is a huge success story. If we had not met our schedule, we probably wouldnt been able to Start Construction here. I can recall like the first year i was in office and the finance committee, we were looking at designs for this project well before the bay bridge was completed. Its been very exciting to see different phases going through and seeing the completion. I never thought youll be excited about offramps. But here we are. Questions from the roster.
