The item before you today is a natoma nat National Register of Historic Places and for Henry Geilfuss and the city is given the opportunity to comment on National Register. The Henry Geilfuss is located on the east side of treat avenue between 21st and 22nd streets in the mission neighborhood. Krktding features ever the property include an italianate style residence designed by master architect Henry Geilfuss sirky as a personal resident and resident in 1882 and altered and workshop constructed around 1920 and garage construct the around 1940. The initial register nomination says Henry Geilfuss is criteria for b for persons and c for architecture. Henry geilfuss is one of San Franciscos most prolific architects and designed several building and it is bay opera house. St. Lukes church and others in the city and lived there up to 1900 which is the dates of significant and the productive times of his career. Although he didnt work out of the office instead of a office its nominated under criteria b and excellent example of detached italian resident and his later work. Staff dprea agrees that the property is significant and for the architecture and association with geilfuss and staff believes that the subject appropriate and later work should be explored further and identified and comparing the later buildings to the subject property. Staff requests that the Commission Review the nomination and provide comments whether the Henry Geilfuss meets the criteria for significance. The commission may recommend the nomination or not recommend the nomination or be revised to include more indepth discussion how it anticipated his later works. I am joanna street and preservation architect and the client approached me wanting to designate his property and to get some mill sack time also working on and i have a short presentation too if you had more questions or if you wanted me i will go ahead. Yeah. Its always a pleasure to work for clients who want to preserve San Franciscos history and i will try to keep this brief because i have less than two weeks to try to finish the mill sac application to meet the deadline so we celebrated the anniversary of the 1906 earthquake and i will share Henry Geilfuss experience of it. In 1890 he was an established San Francisco architect. He designed and built his own Office Building on fulton street. In 1906 the building was gutted by fire and reduced to rubble but was able to rebuild and seized by harbor imminent do nain for the civic center and the pleas fell on deaf eers. By this time he moved and sold his house and treat and relocated sought of the city. I dont know why he moved from from my experience moving south of the city sometimes its easier to accept the change of a beloved city from a distance. Henry geilfuss died quietly in 1922. His accomplishments were barely noted but today i am happy to shout his name from the roof tops. Henry geilfuss house is truly a wonderful little gem and stunning once its repaired and painted and i can certainly answer more questions you have about the nomination. Thank you. I think this is a wonderful idea but i was looking at questioning why under criterion d and potential to yield greater information wasnt listed as a criterion for significance, particularly because i think its very apt for you to note that it would be interesting and important to find out Additional Information about how his work related to all his projects . That is one example of the opportunity that the property has to yield greater information so i thought another criterion would be a good idea. Maybe you could explain why not or maybe you agree with me or not. Its currently nominated under b for persons under Henry Geilfuss and c for architecture. Yeah and i guess why not d too is what i am asking . They maybe a question for the consultant as well. Commissioner d is often used for archeology. Right, i know that but i thought im not sure if there is precedent to use it in this case but we can certainly explore it with the consultant if you would like us to. Okay. If they do decide to list it or list it then it will qualify for the mills act program. The building was added to the landmark designation work program on june 15, 2011. Since that time staff has completed the designation report but was unable to bring the nom naitionz forward with consent. At the september 21, 2016 landmark designation Quarterly Report you ask staff to bring if forward for discussion and then you adopted a resolution to initiate landmark ten designation of new era hall. Located at 21172123 Market Street new era hall is the significant of the master architect August Nordin and the association with the rebuilding of San Francisco with the disaster of 1906. The establishment of upper market as a commercial corridor and the Visalia Stock Saddle Company a pioneering mexicanamerican saddle business. The assembling a rare type and mixed use building and commercial hall and frontage. Of the 72 social halls in San Francisco exit and one few of its type and have a high degree of architectural integrity. Exterior characteristic features include two story height and massing, all roof lines including the flat roof, exterior elevations and siding and site elevation. Architectural details and moddings and brackets and [inaudible] and central entry doors and ground door configuration and second floor configuration. Interior character defining features include the volume and materials of the lodge room and the tresaces and the panels and nail brackets and flush wood siding and [inaudible] vestibules at the entry level and second story. The property meets one of the landmark designation prior require and represent under represents types and with social history and under represented cultural groups and the citys landmark Designation Program and in this case mexicanamerican heritage. The department received no letters of support for the designation. However there is no known public or neighborhood opposition to the designation of the building as an art ten landmark. As the Property Owner submitted a letter in opposition of the designation to staff in this letter was included in your packet. Staff has spoken with the owner several times and has shared the landmark designation report with them and earlier today a site visit was conducted by staff and commissioners wolf man and high land and believe it meets the eligibility requirements and status is warranted hpc recommends landmark designation to the board of supervisors. I want to begin to say i am bared i embarrassed and opposing but now i know about the cost and the delays and were asking for the picture was up earlier and the easement for the ground floor business, not altering anything but opening the door and making it an exit and the work was about 26,000 and i have been informed by staff that 11,000 above that amount is a consequence of the historic designation. There was a 6,500 fee that we had to pay upon submission of the permit plans and four and a half months of delay, and just has been a little difficult just to get the simplest non structural were changing no elements of the historic features of the building and i dont dispute that the work was done very well but its just its a shackle on us and doing the most basic even life safety stuff and opening an exit has been exceedingly difficult so practically its very difficult so i just wanted to make that known. I want to say we went on a visit today. The integrity of the building is impressive especially the second floor lodge rooms. It looks like the valets San Francisco what is the name of the Ballet Company . Academy of ballet has been there since 1953 and its very, very intact. So commissioner pearlman. I just want to address the owners concerns. You know while you know as an architect i work on landmark buildings, Historic Buildings in the city and i certainly can relate to your comisrate on the challenges. I think the challenges is that the landmarks and the story of San Francisco is bigger than any one particular owner and you may be the owner today but tomorrow you could sell the building to someone who would be extremely happy to have a landmark building and bear the burden of allowing that building to be part of the public realm in a sense of the elements that create the story of San Francisco, so you know i dont see that as a reason to not yeah, i would appreciate your comments. I dont see that as a reason for us to not consider this because there are challenges with any building whether theyre landmarked or not and your four and a half month delay i can tell you is not particular to a historic building. Okay. You could have that delay with any building just to do what youre talking about. Mr. Frye did you have a comment first . I will let the i complete agree and why i am embarrassed to be up here but its a common good so and a funding issue and preserving public parks. I dont pay for admission to them but that should be something that is universally funded. Its a collective benefit so all the resident it is benefit from so its difficult to put that on to the owners. Thats true and true about rent control and any other thing that is a public good that certainly individual Property Owners bear responsibility for. If youre a landlord and you own a house under rent control youre not getting market control and therefore youre bearing the burden of the benefit of rent control to keep rents low in our city and again i totally comisrate. My clients are often in the position youre in but i think theres a greater good and i appreciate that you recognize that. Thank you. Mr. Frye. Commissioners tim Frye Department staff. I did want to take this opportunity to make a few comments to the owner if you will allow me. Unfortunately we have only corresponded through representatives of the across roads office. And as the only has mentioned that cost is a significant issue we want to reiterate we have a number of types reached out and stated this building is eligible for the mills act which is a significant property tax reduction to help balance some of these preservation related work that they may have to under go. At that time the representatives told me theyre not interested in the mills act and i am hearing Something Different and i want to offer the expertise of applying for the mills act property tax reduction and if theyre interested and help offset the costs by the project. One is whether we landmark this building or not its still a Historic Resource under ceqa so all the same process and procedures need to be followed so the cost or burden i dont see it as an additional burden, and the second thing i wanted to point out is the ballet studio is another quinn sennial San Francisco story and certainly worthy of legacy business registry so there is additional if that process was applied for, if it was applied for as a legacy business registry property business, im sorry, the owner would have additional benefits from that as well. Its a place where the new generation meets the old and folk tales are passed on and local treasures and we need to hold on to this. First i would like to acknowledge that the San FranciscoLegacy Program has great support by the community and the board of supervisors. Its also interesting to note its sprung out and upon was inspired by the legacy bar and Restaurant Initiative which the goal was to encourage people to experience some of the San Franciscos most legionary eateries and watering holes and dives and that describes gino and carlo. The requirements that the company has to be in business for 30 years. Gino and carlo was established 75 years ago and owned by the same family for 45 years, a italian family of course, a true north beach lounge and bar. The second requirement that the business must contribute to the neighborhoods history and or identity of a particular neighborhood and community. Gino and carlo for 15 years have sponsored the donna oh rossy tournament and they have the monthly thursday lunches which is attended by everybody, city officers perhaps you have been, the mayor, Police Officers and me, a humble advertising guy. The chronicle has described gino and carlo as more like a cozy rec room of your favorite uncle decorated memorabilia and photos and hand drawn signs announcing the typically italian menu for the much loved thursday lunches. Gino and carlo was named the San Franciscos best bar in 19 in 2010. And as carl nolte a San Francisco chronicle writer noted gino and carlo might be be the best old bar left in the city today. The other requirement that the owners are committed to keeping the physical features and the tradition of the business. I will tell you that the owners couldnt change it. It reflects them. Its their commitment to the community and the way they live. Even if they wanted to their body and soul would not let them. I hope you a onllow them to be. Thank you. Thank you. Im a writer, and ive in the last couple of years have written two books. The first one was called sketches from a north beach journal. It included a chapter about gino and carlo which i dearly love. Nowm im not italian. Im of [inaudible] descent but i find there is a wonderful atmosphere in this typically italian bar, and in a neighborhood like north beach which is becoming more ho mog nows all the time i feel its very important that we honor this italian tradition and take advantage of it, so i would like you to favorably consider this application so that i can continue to enjoy being a saloonist. Mission conservation district and the south end landmark district. A neighborhood meeting was held regarding the rose so district and expected to come you before this summer. Staff has met with representatives from the Baptist Church to discuss landmark designation of that property and on the work program and we conducted some preliminary oral history interviews with members of the church. This nomination has been prioritized due to Community Interest and is expected to come before you late summer or early fall. The initiation for the peace po coda and peace plaza and for the june hearing. Staff met with members of the Japantown Task force Cultural Heritage committee and to discuss the process and staff is working on the revisions of the report and addition of quotes from introduce provided by members of the Japantown Task force. The full task force will consider whether or not to endorse the report at the upcoming meeting in anticipation of the hpc meeting. [inaudible] committee was voted for proposal for the haight street district and a proposal by San Francisco heritage and partnership with the district. The district is on the landmark designation work program but proposed as a joint project with heritage and our consultants [inaudible]. As part of the department stan fran civil rights San Francisco civil rights projects and sult consultants were hired and glide memorial methodist church, jap pan town jpca and the masonic lonch. The nominations which are expected to be completed by january next year will used to create article 10 landmark designations as well. Those are the projects that are in the active pipeline. In addition to those projects survey teams were supervise two interns and one will produce historic statements for neighborhoods and the second intern will work with the San Francisco civil rights project developing a proposal and scope for a mobile application to highlight those sites. In addition to the landmark designation work program the staff we serve as Technical Support through the Historic Preservation committee and working with the hpc on the following consultant produced reports. That landmark designation report for sacred heart complex and scheduled for initiation at may meeting. The africanamerican context statement, the latino context statement, the resident park corine park Eureka Valley and [inaudible] statement and three landmark designations and the landmark survey. This past quarter we had two staff changes. Francis mcmillon who served as technical specialist is joined the survey team and we hired a new survey Team Staff Member to be a data specialistos the citywide survey. His name is ken his last name ching . Ken ching. He will be working with our citywide survey manager. And were also currently applying for a 201718 co g grant for a consultant for the chinese american historic statement. Lastly to better attract the status of article 10 and 11 designations the following Performance Measures were established. The first was to prepare landmark designation report within 150 hours so the most recent designation report was new era hall at 206 hours and that continues to be the only property that exceeds that 120 hours staff hours and no other designations were completed during this quarter. The second performance measure was to prepare an article 10 and 11 designation application and posted to the website in april 2015. The third was to provide comments to landmark designation applicants and comments of hearings and applications within 30 days. We brought forward the application for 2731 and 35 folsom street 30 days after it was submitted to the department and determined it should be presented to the hpc. The next measure [inaudible] maintain the Quarterly Report so the next update is expected july 19. Commissioners we just reviewed the Work Programs active cases and other projects and staff will come back to you july 19 to present the next Quarterly Report. This concludes my presentation. We have to continue to invest in our citys infrastructure and creating new. This is a Recreation Center for the 21st century and for the 21st century communities. We finally made something after somebody that Everybody Needs and this is the park. This coffee memory i remember having coffee with any grappled. In the old days myelogram ma get together i was six or seven i made a faces a good face. When i was younger i know it did something to my body. Ive been Drinking Coffee since i was 17 really the only thing im good at i was trying to find out what i was good at i got a job at the coffee shop i decided to do that the rest of my life. I like the process of the coffee and what are those beans where do they come from oh, they come from a fruit. The coffee stays with me since i was a kid i grew up and opened coffee shops everybody. In the 8 i visited over 11 hundred coffee shops maybe more to see why people go to coffee shops were searched the beans all over the world from east afghan and tokyo. When i wanted to do was get into aspect of the personal coffee and the processing and Everything Else there was multiple steps in making coffee and we did have a lighter roost because of the qualities of the keep once you roost it it home gisz the coffee. Textile will be accessible in buildings thought the city and we have goodwill a grant for them to design a textile box especially for families. We grateful to give the items to goodwill it comes from us selling those items in our stores with you that process helps to divert things it from local landfills if the San Francisco area. And the textile box will take it one step further helping 1230 get to zero waste. It brings the donation opportunity to the donor making that as convenient as possible it is one of the solutions to make sure were capturing all the value in the textiles. Thats what is great about art sometimes everyone loves it because you have to, you know, really great you have to have both some people dont like it and some people do were concerned about that.
