Im justin with the plan hermosa the item before you is review and comment on for the islais creek bridge as a reminder this item doesnt require an approval but an opportunity for commissioners to provide comments and recommendations providing the opportunity. And im joined by any md 5 clearing the preservation planner and manager and joining through web x i believe that thomas will be joining us from public works. So we can move on to a take a look at at the project it is the islais creek bridge located on third street and general in the bayview neighborhood and at map showing the location of bridge and over the creek channel and as you can see surrounding neighborhood is industrial adjacent to the free a double bridge in the attach draw bridge it incorporates that makes the draw bridge raising lower and into light rail on the upper right the operation of function how it takes place and the official name is the levon hagop nishkian bridge has a rewarding of 20 out of one hundred by the national inventory. And note the structure is zero. And so the bridge was completed in 1915 but the plans are drawn up for the 1914 bridge for the project delayed during world war ii and and in 1997 the bridge was evaluated and determined to be doomed in the mat register and the for the distinct qualifies it is also automatically and the pier significance is 1950 the bridge is the date of completion so the bridge residences the integration so allow for the q to cross the bridge and not effecting the design of the feature. And speaking of the features they include the bridge tiff that is a double back draw bridges with the concrete abutments and includes the above deck pop up associated with the and those includes the side and central box on the top left. In the photo that is the Housing Element with the by the bottom left and the guardrail in the upper right corner. The character features continue to have a staircase on the southeast and has a store. The tower is considered a capturing feature and for the proposed project um, those are the projects objectives that include increasing the distance between the bridge lowest point and the elevation to have protection against Sea Level Rise and the construction times to reduce the Hunters Point and includes new light rail and the standards for the Traffic Volume in the course of construction and allowing the bridge to be incorporated. Further proposed project super structure and replace that with a new bridge a single concrete bridge and have a concrete deck at a Higher Elevation and will be 4 types to protect the light rail and four traffic lanes for biking paths and pedestrian paths on both sides the control tower will be demolished to allow a new mroermd and because it had demolish the contents we anticipate a significant and unavoidable impact and the ceqa guidelines will be explored that accomplishes the objectives of the project along with the board one or more of the project and as a reminder this item before you didnt require an approval but an opportunity for commissioners to provide comments and recommendations regarding the opportunity. So along with it in project alternative we identified one observation. So it in public alternative a requirement in ceqa the bridge had retain in the current condition and the features will be maintained clearly didnt meet the objectives for upgrades and addressing Sea Level Rise and other things cross is bridge. The preservation alternative will be the salvage or reinstall the work through the character to find the draw bridge functionality not maintained similar to the proposed project, however, all the above deck elements associated will be salvaged and or represent can do inkind like the steel boxes last year replicated and this is minor. Guardrails are replaced coming in with the safety upgrades and lastly, the control towers associated with the features will be maintained. So the alternative will meet somehow most of the project but the timeline for construction will be increased to meet and elevate the feasibility of that defining features. And exploring the ceqa alternatives the project sponsor and Planning Department staff will meet the project goals and draw your attention to the draw bridge functionality and a design to pressor and the retention will not be meeting the projects objectives and the bridge to meet the goals of addressing Sea Level Rise and enough characteristics of defining feature f the towers have my features should be raised to the height of bridge or kept in place. We also explored the feasibility of including a full bridge rehabilitation to the explored and the previous project had received some type of funding and tied to approvals in 1917 and but because of previous project was a rehabilitation for the possibility of the previous project but maintaining the goals was national a feasible alternative not meeting with the project objectives and raise the bridge for Sea Level Rise and maintain the gutterer operations. But additionally was unnecessary element of project and that portion is not used as a navigable waterway and um, so as a reminder an opportunity for the hpc to weigh in and ability to reduce the impacts while we meet the project objective and staff recommended changes and will prior to the publication of draft eir well bring that back for the comments and owe anticipate the final eir in early 24 so that that concludes my presentation. The rehabilitation option does not seem feasible because of condition of the bridge itself and as well as not meeting the Sea Level Rise though one would note that the area around this bridge will be underwater when the bridge will be the only thing above the water. But that having said that, you know. We have the funds to be able to do those projects um, you know. It does bleed into areas so the characteristic distinctly features in the um, partial preservation and what staff said an interpretive part that original to the original bridge not use the bridge this is no false history in that and i think those features are the characteristic of the bridge of the other alternative upgrades the full design has no specific character to that and as it really conveys the area that particularly history if that area having a draw bridge in the creek so having the defined features is an appropriate alternative and thank you. Thank you. Commissioner wright. Yeah. I did have um im curious can you provide give you a little bit of background on the discussion of the full bridge rehabilitation . That was previously had um, and yeah. It sounds like that was determined not to meet the project goals but um, what really were the limbs limitations and the commissioner said raising the bridge to provide Sea Level Rise will not help when everything around it is underwater but rehash that part of that a little bit for me. And the Planning Department staff the previous Rehabilitation Project was a full rehabilitation that would have met the secretary of state standards but wouldnt have raised is elevation of bridge and maintains the bridge that determines it unnecessary and ill say in light of there there is a large planning effort to how to deal with the Sea Level Rise next year so is a part of conversation evolved around how we incorporate the new bridge or the bridge location within that plan. And i think one of the sort of pats of that conversation wouldnt be spending millions of dollars or dollars do relocate the bridge but an underwater plan to address the Sea Level Rise in the surrounding neighborhoods so i think that is the project is actually a step in the right direction in terms of getting the agencies to talk together and come to a more fully means of addressing and addressing how to address the Sea Level Rise in the surrounding neighborhoods. Yeah. It is it seems to me that um. That those two components are tied together and that um, kind of going on this process to plan for um, you know. Higher bridge is really um, kind of needs to be part of this needs to be a holistic discuss and hard to look at this, you know. By itself. Outside of the larger plan for how Sea Level Rise will be addressed in um, on both sides of the bridge and the surrounding area. So i guess thats one comment that i think would be um, the larger Environmental Review and needs to be considered. Just what the point of moving forward with a new bridge um, you know. How will the the neighborhood and the surrounding areas um, however, that is responding to Sea Level Rise a complete a link how the bridge will perform im curious. Well i also want to say it seems to me i agree that the salvage and reuse for the interpretation of the characteristic defining features is an idea the new proposed project were to happen. I would like to say though even with those the new bridge appeared to um, vaguely resemble the current bridge um, it is clear that the new bridge and i think, you know. It just didnt wont convey the significance. Anymore so i think that we need to make sure that um, the people understand that and that people airport pretending like it is going to and then last question at this point at least i think that in there were in the discussion or options were considered and i might have missed it but for i dont know, there is a no project alternative or a separate preservation alternate there is a different location cross the creek is that explored for, you know, all this other infrastructure consulted while maintaining the current bridge that might be a preservation alternative . So justin Planning Department staff to clarify the reason were doing this full eir we acknowledge the significant amount will impact the Historic Resource to the demolition and construction. Um, and to the second point i think we we didnt discuss that in the detail because of the bridge on third street will create a significant difficulty in figuring out how to i dont know construct a new bridge in a different location is that what you mean. I mean, i think that the current bridge function; right . Will be with the Community Running cross now. So i guess im curious so many times a new bridge is an order when it was, you know. I guess when the folks were 0 crossing that before but im not suggesting moving the meeting or anything but if a Second Crossing somewhere else my accumulate the requirement for such an expansion of this bridge in this location. Um, justin Planning Department staff one of the projects objectives around increasing any thing cross the brim and go to the power point preservation i tried to show the difficulty that the trains have crossing the bridge not a perfect solution to say hard to see but the muni tracks show you that and slow down 5 mileperhour on each day the goals to increase the operation and then accessibility to neighborhood like the by the way, and Hunters Point so in a connection to downtown for those residents and one of the things one of the most important components of this project increasing that to an operation i think to unintelligible . And maiden we can of the find he and puc built a lot of infrastructure and every single one of those are implemented to either elevated or 36 inches i dont know three for the 6 and i just have the luxury to our the control power point if Affordable Housing and mixeduse life survives building they volunteered to go build a robust seawall to mitigate the were all doing our part to try to keep the city functions and for people life lives lines to get where we want to be and in the bridge is something we can to to enable that with some adjustment im all for. It. I do like to be able to see that we can find a very am casual decision to move forward without the other elements we need to um, consider so i really love that line. Im thomas the project manager for the islais creek bridge project were talking about and the sheriff lets an out flow of multi agencies studies in the creek area looked at the various mobility and um, other issues that would be impacted by the Sea Level Rise in the future not just on third street but along the registration and the shore lion i believe at that time was community compensated through the prior study to get feedback from the community about what some of the top concerns and those concerns were raised and contemplated when they did their analysis and developed the potential mitigation for the problems in that area. And would the bridge was it parallel discussed that conversation. Yeah. The bridge was several projects or infrastructure components were being vulnerable and needed further study the sheriff lets was done to look at the bridge and ultimately the proposed projects. Those were an out flow of that previous study. Sea level rise a real so we thoroughly understand supporting the Public Policy that effects the community we want to make sure that the communities understand that the bridge will be about their community and i just so that Community Needs to be wore more in sync need to some anything like that like they need to run to if a tsunami hits i need to see more of a community connection. I think you maybe if i can just address commissioner wright comments how the bridge toys in orange countyly so the so the assumption now at the end of the lifespan of that bridge had measures along the surrounding shoreline will be put in place they dont know the exact design that different options but one includes harboring the shoreline to raise it to a level to prevent flooding and having a bridge at the Higher Elevation have a tiein point with becoming in 20 or thirty years doing a regional adoption as opposed to locking in a allow elevation bridge eventually see the low part in a levi around there thats the reason for the Capital Improvement already built in at the Higher Elevation and ties into what youre saying about involving the community the bridge is not only intended to serve the transportation function but provide a link to any future um, development in that area around the park on each corner and so on and so forth. Um, the Community Statement is the largest because of the lack of historic period 11 years of Research Writing and editing was because of policies developed by president matsuda and Allen Martinez that community communitybased organizations can partner with other organizations and the San FranciscoHistoric Society was started because of 515 north lake avenue historic report was missing a lot of history in the modern er it era the political voice was heard and the time that the community was organized rotted in work and Community Organizing the goals of communitybased organization were collected oral history based on the cheerptsd created a document and our approach to the Team Development to certify the members of the communities by the latino leadership and then from then recommended the Stakeholders Group elders and families to include art and included the lgbtqai and 261 and local 22 the Carpenters Union in the Historic Assets workshop the context statement is different than any on that we used the community organize marlin and terry to assist the stakeholders and our members dr. Lauren and i have been part of global history thats why we contributed to the document we were there and part of the social just and affirmative action with the community out of poverty and establishing the generational wealth that a more work to be done on the 0 draft to have that document as a living document. The contributions to the development is not been documented properly. And it is imperative to know this historic california is applicable to the laich experiences in San Francisco and not conform to the studies Research Team critically flaftd that impacted San Francisco is from the historic periods throughout the beginning of 20th century and 101 though the political and other struggles to the period of affirmation and resistance and presenting the displacement process footprint in the Latino Community some of the factors in the few categories are ongoing and have not stopped over time as a result of latino immigration parents or patterns did diversity of latino populations this process was possible for extensive permanent interviews and Community Forums conducted throughout the years with the latino in the area and for individual that have played an important discipline and in addition Spanish Speaking newspapers and new letters were a project analysis and social and Political Movement for the encampments the tax was a difficult one not easy at all so Latino History has been goinged and with an invaluable resource and help was in a the analysis. Voicing groups that are considered minorities is um, somehow confronting that other groups really not about that it is about enriching all the things we know been in the community and voicing the things we dont know yet and want to know more about i enjoyed meeting the history, you know. Of the origins and my and enjoyed the bio fees you guys are the experts of what else can be included and one person an architect was um, albert who outcome was a prolific architect in San Francisco and his father was french but his mother from mexico so, you know. Other people that were across the culture that made, you know. Enriched the um, that would be fantastic. And i know youre going to put American Indian culture district as mentioned an Organization Im glad that is being done. And i know if it is controversial but maybe there is pieces and part in records and military records that would, you know. Bring to there are some Additional Information. Um, and um, yeah. I was a consensus im sure youve gone through two or three im not an period of time but trying think of things you guys have done so Many Research and it was a lovely document i appreciate all the work. And i knew this kate has been a very advocate for a lot of art and minority with the Asian Americans and being myself an immigrant im fully aware how we thought how we dont exist. But the documentation like through like multi generation knowledge and expertise but the advocacy to get where we are and this document is latino historic connection statement is long overdue document we need to have in the city agencies that cover land use and heritage so 0 thank you for being here. And thank you for serving the city and our country. And our country; right . In the capacity you all stepped forward i live in the mission and im so thrilled to see that why we have a document to start with two learn and to about where we are and where we were and also tell stories to our children in the next generations to come and also aware that statement looks like over the entire San Francisco not just a few blocks that highlight but also instrumental in setting a good task how we have our future development in the city and im really appreciate melanie how we hold people accountable that is a living document a beginning of and wont end like this but continue to always be a legacy and continues to expand further and we can learn more and by learning more we help each other better and cherish each other you Culture Heritage and ultimately that our city perhaps also a role model for other cities. Time and really feel your love in every single word you support and laughter and allen and i were on the Commission Long ago and this was one of the dreams to make sure we start to create history by people who lived the history and so i so i hope that allen you that have seen progress here at the commission that really trying to have people be good to history and as part of the history part of story and have people help us to create those documents i really feel this is definitely a very shinning example of the Community Coming forward and making sure that we are no longer going to hear a onesided story what you said about giving voice to individual isnt invisible community i really really um, understand and appreciate and respect that because there are so many both sides in parallel when i saw a document with my own community parallel the development the site interpretation and just to be there are people that um, have different history and cultures and shouldnt think their lacking people in others and december ray on the phone brings back a lot of great memories but you knowledge we have for people to tell their own stories it is actually codified by local government to start to really realize what it is that we want for our community and just in terms of sharing your documents one area that came to my mind that i think you should pursue is the school district. School children need to know that people that look like them are part of this history and the way we see that dont see that at all so ethic studies and as well as making sure that we have those very Important Information available. The Affordable HousingBonus Program provides developers to include more housing for i have low, low, moderate and middle income households. This program does not rely on public subsidies but private developers who include it part of their project. Under california density bonus law. Housing prejudices that include affordable on site may be request a density bonus. It is an increase in the number of Housing Units allowed under zoning laws and based on affordable units being provided. However, the state law does not address all of San Francisco needs does not incentivize middle income housing. Associating the city is proposing an Affordable HousingBonus Program for higher levels of Development Including middle income u firsts providing a stream lined application review and approval process. How does the program work in it applies to mixed use corridors in San Francisco. And offers incentives to developers who provide 30 of affordable in projects. To reach 30 , 12 of the units must be affordable to low income household and 18 per minute nap to middle income households. In exchange developers will will build more and up to additional 2 stories beyond current zoning regulations. 1 huh human affordable will be offered up to 3 additional stories beyond current regulations. Each building will be required conform to guidelines ensuring meets with the character of the area and commercial corridors. This program is an opportunity to double the amount of Affordable Housing and directly address the goals established by twenty 14 hosing element and prospect k paddled by voters last year. Pacificly, prop circumstance established a goal that 33 of all new housing permanent to low and moderate incomes this program will be the first to prosecute void permanent affordable projects that include middle income households. Ourguest San FranciscoDistrict AttorneyBrooke Jenkins here to talk about theopeioid crisis, criminal justice and more. Thank you so much for having me. Thank you for being here. Lets start with organized restale threft. Some jurisdictions across the country imposed most of the punishment against people shop lifting in groups but that may be applied disproportionately to epipooal and doesnt address the Organization Behind it all. How can we make sure both prosecute the ring leaders behind the crimes and make sure justice is handed out eveningly . Making sure we get to the higher level of organizations in the organized retail threrft area so that is something myophilus is very much focused on working the Police Department on. Looking at organized retail threat ringzsx but we have to make sure people are being caught who have stealing and that is a big challenge in the sit a so we have worked with retailers and Small Business owners to insure the necessary protocols and procedures are in place to at the very laest catch people who are stealing because they have been running out of the stores and therefore facing no consequence so we have to start there and trying to do more with intervention with the youth who are some of the population doing some of the threfts. Many stores have turned to not detaining employees stealing oertrying to stop them and that change in procedure lead to making it very difficult for the Police Department to capture these people stealing. We have been working with them on a change in their protocol going back to the way it used to be done so we can actually have the opportunity to have people face consequences. Right. So, lets move to the Opioid Crisis which had a devastating impact across the community and across the country, including San Francisco. How can your office help address the issue . The main thing is going back to where people feel there is a consequence dealing drugs in the city. We cant treat drug steel dealing as a victimless crime. We have ooverage 2 people dying a day from overdose. There are victims of this offense so quha what is did is say no longer the case we decriminalizing drug sales in San Francisco as the da office. We have to put consequence on the table and insure the most agregiouss sellers so massive quantityties of fentanyl, some enough to kill all most half the city. Sometimes with people with wep ens and guns are multiple of cases with fentanyl are treated differently then thoges with small contties so i ask those people detain in custody. We cant have them on the street hours later, but also trying to work with the Police Department and our city making sure our laws are enforced. It is the only people people suffering from addiction will have a opportunity at recovry. Imagine if you are trying to get clean and every 10 steps doin the block you are offered the drug you have been addicted to. It is impossible. That is one way we are dealing with the supply side and we are taking a different approach on the demand side, which is to say, if people are publicly using drugs over and over again, that we believe we need to intervene in those situations and so the police are citing them and when somebody reaches 3 of the citations, we then file a complaint, but route them into a Treatment Court to try to help them get help. They have a option take treatment or face charges . Correct. Essentially. We of course encourage treatment because that is what these folks need. Absolutely, absolutely. San francisco is known for being forfront of criminal Justice Reform with initiatives such as Community Justice center and restoreative justice, how do you plan to build on the efforts and push for aggressive policies insuring we have a fair system that holds people accountable . I have been clear accountability comes in many different forms. Historically, da office used one form and that is incarceration. The way i functioned as a prosecutor over the years is make sure we are finding the appropriate form of accountability for each and every person for their specific circumstance, and so for some people it may be incarceration, others it is treatment and going through Behavioral Health to stabilize Mental Health issue. Some it is say ing we toopt see you get a job so we require that you go through a trade program so you can get a skill that allows you to take care of yourself in a different way. For me it is investing in those opportunities which requires us to be partnering with Community Based organizations to identify what programs we can send people to, but im very much invested in seeing our collaborative courts, which is what Community Justice center, drug court, Young Adult Court seeing those courts thrive and encouraging the lawyers to explore those opportunities. Right. What role do you think the da office can play addressing the issue of Police Misconduct and promoting accountability . Our job is to prosecute Police Officers when they commit such misconduct and use Excessive Force in a way that is illegal so well continue to maintain that is our job and our position. We prosecute all crime in San Francisco, it is not about what your statue is, what your position is or what office you hold. The law will always be our standard. We cant treat differently where they come from, whether they wear a uniform or not, our standard is the law. For me, as a black latino woman it is issue very personal to me. We had a death in Police Custody in my family that i heard about my entire life. Im raising two black children including a black son who you know, i will have to talk about these type of issues as he grows up. I was out raged long before george floyd. The list goes on and on, but as a prosecutor i have to maintain one standard and it is whether somebody according to the law has committed a crime and so thats what we always look at. Absolutely. Finally, what message do you have for the people of San Francisco and what you hope to accomplish during your tenure . I want the people of San Francisco to know im committed serving the function the da office was designed to serve which is make sure we promote Public Safety across San Francisco. Like i said, we have to have accountability in our city. What we see going on in our streets is the result of people feeling as though there was none. They didnt fear even the Police Walking by as they were committing a crime because there was a belief that even if you arrest me, the da office isnt going to do anything that im afraid of experiencing, and so we want people to have a healthy fear of what a consequence will be, but i also want San Francisco to know we are a da office that stands by the val aoos we have here in San Francisco which is second chances, compassion, responsible alternative to incourseeration bought the end of the day accountability has to be what people said back on the street or community in a fashion where they can succeed. Every time somebody cycles into the system we are thoughtful what the person needs to get back on their feet and not create another victim in the future. Quite right. Thank you. For sfgovtv, im right before the game starts, if im still on the field, i look around, and i just take a deep breath because it is so exciting and magical, not knowing what the season holds is very, very exciting. It was fastpaced, stressful, but the good kind of stressful, high energy. There was a crowd to entertain, it was overwhelming in a good way, and i really, really enjoyed it. I continued working for the grizzlies for the 20122013 season, and out of happenstance, the same job opened up for the San Francisco giants. I applied, not knowing if i would get it, but i would kick myself if i didnt apply. I was so nervous, i never lived anywhere outside of fridays fridays fresno, and i got an interview. And then, i got a second interview, and i got more nervous because know the thought of leaving fresno and my family and friends was scary, but this opportunity was on the other side. But i had to try, and lo and behold, i got the job, and my first day was january 14, 2014. Every game day was a puzzle, and i have to figure out how to put the pieces together. I have two features that are 30 seconds long or a minute and a 30 feature. Its fun to put that al together and then lay that out in a way that is entertaining for the fans. A lucky seat there and there, and then, some lucky games that include players. And then ill talk to lucille, can you take the shirt gun to the bleachers. I just organize it from top to bottom, and its just fun for me. Something, we dont know how its going to go, and it can be a huge hit, but youve got to try it. Or if it fails, you just wont do it again. Or you tweak it. When that all pans out, you go oh, we did that. We did that as a team. I have a great team. We all gel well together. It keeps the show going. The fans are here to see the teams, but also to be entertained, and thats our job. I have wonderful female role models that i look up to here at the giants, and theyve been great mentors for me, so i aspire to be like them one day. Renelle is the best.
