Commissioner bustos and others im jim morales i think that director bohe summarized it succinctly ill add as you may know that the Successor Agency over the past 3 and a half years has gone through a tremendous transition from the Redevelopment Agency to the Successor Agency and one of the most difficult and important aspects of that transition was our labor related work as youre aware we lost a number of employees at the beginning of the solution process many actually all of us became City Employees upon the resolution and then most Agency Employees 6 mostly later became independent employees of the Successor Agency you can imagine a number of personnel and labor related issues and indeed many serious and difficult issues to grapple with in intuitively as director bohe indicated we had a need to remain an outdoor firm a representative our center prior that that oozed the services the City Attorneys Office and they could no longer provide those services in this context we hired the firm of slooelg and theyve helped us to work with the city and the units and the employees culminated in a finalization of two Labor Agreement the beginning of this year we have moving forward from that point in a very positive way also last year, we had a need to have a Human Resources consultant sit in for as a Human Resource manager that was previously provided by the city and was no longer available we needed to have a h. R. Expert specialist at the office and they have nonlawyers that are h. R. Suspect we remained that person under a contract separate and definition from the contract what you have today is the contract that combines those two into one that allows us to pay some outstanding bills under those contracted and provide additional you amounts if we need those services in the future a h. R. Consultant or a specialized Legal Services weve been served well by that as the chief new yorker jeff has many years of experience no labor law and we are also assist by charles a partner in the firm and also with us today is justin who is a member of the firm and very active in the negotiations the attorney r h. Thank you sally good afternoon, commissioners its great to be here and have a chance to put some of the latest thinking of mta to manage and operate and develop our Transportation System a dialogue to how it fits in the citys broadly discussion ill talk about broad citywide policies and transit first, the citys policy over 40 years the prioritization of all trips and vision zero a joint commitment by the mayor, by the board of supervisors and by our agency to reduce traffic fatalities in San Francisco by the year 2024 and this was 10 years good and ill talk about the zero 50 hundred and zero waste for hundred grossly of 50 percent travel by auto modes weve trial to submit the transit goal with safety and environmental sustainability as well so this is the policy fracture e framework we are thinking how to invest this scarce resources that might fit with our thinking of redevelopment so as we know were in a rapidly growing city facing recording rates of growth in both employment and housing 40 in San Francisco we know more is coming the region is foist over and over 4 hundred new residents coming to the city in 2025 play a big part it is important to remember as City Government were charged not only with the quality of life and the quality of infrastructure as i said a framework of vision zero and transit first he is those big picture policy goals our accepts have supported over the years we think we need growth were in a housing footprint r affordability criticize without the housing supply we agree we cant get out of this crisis and yet it is not just the quantity but the quality that matters so if we dont if we go down the road with business as usual were going to have gridlock and unsafe streets and not a sustainable Transportation System ive pulled this from a recent growth they use the word gridlock to describe the conditions that could result if 200 thousand residents. Were not thoughtful how we connect the Land Use Development to the transportation to address our needs we need to build the housing in neighborhoods friendly and find ways to build housing that mitigate the impact both new and existing residents on Transportation System so all san franciscan those would live here today and coming tomorrow can be safe and enjoy the public be spaces were thinking our more and more with the Planning Department we as the owners of the on Street Parking supply how wherewith the majority of trips by transit walking and biking and 35shg theres a resource for those but not the thing that is driving our allowing choices and we think that is a path to developing the neighborhoods that are dense and liveable and inclusive for all types one interesting observation that many people have said if you look at the neighborhood that many of us look at the iconic neighborhood were built before the zip code e zoning code with the parking to be built with each unit they have fear less than Parking Spaces for every Housing Units and that lack of parking space is not prevented those neighborhoods from diverse housing types nor prevented them from being vibrant neighborhood if you were to try a rebuild neighborhood like north beach or chinatown today you couldnt do that based on the kind of zoning youll have to build so much parking and getting the fist for the diversity of population of those neighborhoods so parking is a big factor here parking is important because it takes up space physical space that would be otherwise devoted to housing or commercial land use the average amount of space that parking taxes is 3 hundred 40 skweetd per vehicle the aisles and the walkways thats a lot of says that a few of the Parking Spaces youre talking about a goodsized parking unit and likewise it is quite expensive to develop parking and the highland values and the needs for seismic safety is it costs up to 100,000 to build a parking space that is passed on to either us as the Public Sector with the development or on to the renters and owners of the housing providing the choice to provide parking we also know with we think about the urban design and the vibrant neighborhood we want we want to find ways to accommodate parking in a graceful way but if we have to look at the parking and the parking design the parking can detract in the quality of the environment and the ground floor retail and the Community Services that makes our neighborhoods vital and finally we know that people make traveling choices you have park to recipe residents and visitors we get more driving up to a point well, accommodate but as the city grows in a transit first way there is a limit to the number of driving trips we can accommodate were not building freeways or widening streets with walkable and transit friendly students we cant plan a way that brings more traffic into those streets thinking about the space factor that is a imagine that we often use to just visualize how much space in a variety of ways it is hard to read with the text there on the left you have 60 cars and 60 people in 60 cars taking up city blocks and 60 people with a muni bus to the right you have 60 people on bikes so taxiing up as little space as possible so again more spaces for cars more spaces taken up by cars the less space for life and finally the vision zero commitment as i said we lose over thirty san franciscans on the year every year people that are walking and traveling and bicycling the centers takes all age rages it is a Public Health crisis that is a top priority for mta to solve in the majority of those fatalities it is in any way, shape, or form with the driver and we know that reducing the amount of traffic capping or managing the amount of a traffic is the best way to prevent those kinds of deadly crashes if take place the cement it is favoring driving over more balanced transportation choices i dont want to call the status quo we are trying to get beyond in the city we are or even how to provide good choices so we dont want to simply say that driving bad and parking bad we want to say there is a place for parking and certainly a place for driving most of us need to be in a car at some point during the course of the week but how to have great choices and make those as sustainable as possible were at a moment in time we have more choices than before expanding transportation and digital operators and making the streets walkable and rolling up car share and bike shares and ways to get around and make them as assessable as possible weve got more Transit Services mta over the last 5 years has put in place a number of programs to make the Transit System for assessable for all residents of the city we have free muni for youth and seniors and lifeline pass and working with employers and schools and universities to have pays for students for part time employees so we can help people make the most Sustainable Transportation not every choice will work for everyone you might be a transit rider and someone that needs to use a taxi or uber or lyft are bike sharing but it is important that a number of people have those choices and every eir person makes a choice making the city for sustainable and taken together as we reduce the needs for driving to make the city for accessible by all molds modes we can reduce the need for Onsite Parking and developments the great thing about San Francisco we know that the distance people are traveling is manageable distances either by bike or foot we ever couch years work with the partners at sfmta and they estimate how far people driving on the afternoon average so the average drooiflg trip it a little bit less than 3 miles every walking trip is close to one mile they walk to shopping or school and the average bike trip is 2 and a half miles when you see for driving trips this is not suburban your we dont have folks taking 10 and 15 mile drives those are trips if there was a safeway to bike people will shift over the data is the sustainable within the right range for many of over travelers we have some National Trends how travel is going since the middle of last decade before the recession driving has been going down nationally a number of factors that are in placing play not all these economic changes where young people get a there later and some People Choose not to have a carp more and more people are choosing to live in the city they want to live in the neighborhoods in our city the bay area is actually part of the country where car use is dropping the faster so even more than new york and boston were the place in the United States where the rate of driving per capital is dropping the faster weve seen public support for Sustainable Transportation choices in 2014 we remember number of bond measures prop a which gave mta and our partners agencies close to half of billions of for 10 years in the Transit System prop d sports those investments of investments and prop l asked the voter to essential to vote so for more that concludes my remarks was rejected pretty sound likely were setting records and interesting when Real Estate Experts look at the ass ask residents what are the things you want out of a house or neighborhood the factors come to the top are walkability and transit people want to live in the neighborhoods it is our job to make sure not just the people that can afford to live anywhere but all residents of the city so that it is not a luxury to walk down the street but the reality along the supply side were using oversee resources that have been given us to make generational investments the central subway were in the middle of a bus and rail system called muni forward all the busiest lanes will have boarding access and more trains were openly bus transit on geary and increasing this to 20142015 just in that 24 month period it matches the riders were setting rortsdz like bart and caltrain and openly the terminal and expanded systems all really exciting stiff over the next 56 years were so much is changing are in terms of the network i thought id highlight that before i wrap up id highly highlight the central waft how the transit are coming together at a place there are a tremendous amount of the redevelopment activity take place we know for years the partners lake the motorbike putting if f in place that are foundations laying and now as the operating and investing were sort of building on that heres the map of the Transit Network and in and arena selma and the waterfronts and im going to go year by year what well see coming online in 2015 the introductions of the muni 55 bus that provides supplemental Direction Service with the heart of Mission Bay Campus next year youll start to see new bart cars the beginning of the opening of the transbay term and the Ferry Services and the bs r it in 2018 the new blue greenway providing bike activity up and down the waterfront in 2018 2019 two introduce trains a major, major improvement to the discount you been downtown and all the emeralds and much faster simplest in the core of the muni system and finally a long term 2020 caltrans electric indication in the waterfront to the peninsula and regional designations so while the transportation didnt have a long lead times commitments are made with the agency our bearing fruit were bringing more and more mobility choices 2 to 3 the city this is happening all over San Francisco and were getting help from the partners from the developers and developing agencies interesting things were seeing coming to the system shuttles and may be was the leader if in providing a shuttle that connects the mission bay with the rest of the system and many by train subsidies for the workers things like car share membership for new residents from bike parking to were trying to think of ways to plug into this Sustainable Transportation our agencies are working together as well so the goal of working investment and those big redevelopment sites we dont want to develop our development in a peace meal way but transit it in place when new residents come to the city they have angle option the way it does displace the operators we want to look at the big picture staff works on the waterfront sustainability and it helps us to that about matching the land use investment and finally we say mta and our partner of transportation you see we need to protect our investments were spending billions of dollars we have to make sure that we are making investments and tying them to land use strategies to make sure that residents have good access to transit and congestion is not sloan the busses were using tools like Parking Management an urban design to support these those investment to make the system work better for the residents coming here and residents here for generation thank you for letting me take you through a quick journey and Im wendy since mission bay really had its is Foundational Program we have over 22 zip cars and city car sharing so people can have a wide range of options as you may know your trip on monday might be different from tuesday and wednesday we have a Robust Program we have an annual survey im about to close our drive alone rate between 19 and 23 percent in the 5 years weve think been in business that is significantly blow every neighborhood in San Francisco except the will financial district you know where the driver alone rate is under 10 percentage i believe we believe that working closely with the communities to make sure that were designing services and multi modes is critical the ability for people to assess those modes particularly we understand it is a real stretch to find room for everybody around bart station and caltrain stations as those new intense community for us to work for everybody to work we really need to Pay Attention to f this assess and infrastructure the caltrain station is a disaster not helping with the construction before the construction it wasnt good it kind of rethinking on a global level how to make those better hubs so that all of the pieces of this gigantic policy can avoid contract were excited mission bay is growing and part of warriors planning we know those new neighborhoods are coming into mission bay to work and vice versa our residents will be going out to them so were excited to be part of a much Larger Organization that is the former redevelopment project areas and to be working with the mooning muni to make sure we deliver good service to our customers at the thats the bottom line thank you and we would like to invite you to come to mission bay and let us show you how the community has changed in the last 4 years thank you. Good afternoon, commissioners my name is corin woods i chair the Advisory Committee i know this is not you know what i mean on mission bay but a road that are question commissioner bustos asked about blocks to the east i thought that would be important to ask wendy to talk about the transport plan because some of you are new since motorbike started the Transportation Management plan for mission bay is robust our problem has been that muni has not kept up with us the extension the 22 down 16th street street was to happy in 2003 we get the interim this year were still in negotiations for Transit Service through Mission Bay South that was to be the 45 and maybe they thought to do do 10 through mission bay and now were talking about the 11 line we dont know where it is going to go and connect those are ongoing discussions on ongoing negotiations muni has a tough time in the last few years and moving forward is definitely a step in the right direction we have a lot of catching to do we on the t m a the zip cars and better safe than sorry theyre helping us to reduce the single occupancy traffic we have problems because of the giant we dont want them to get worse in the arena comes in from the arena come into we definitely want to reduce cars that means giving people as tom and wendy said a choice so that they, get to where theyre going without getting into a car all of these things are working together well appreciate having our support to help us persuade muni to move facility and help us support of the t m a working with the ball park cooperating committee through mta on traffic and transportation around special effort all of r all of these things are going on thanks for your support. I want to thank you for the presentation and i especially love slides 16 about your incentive to get people to use transportation on slide 12 you talked about the transit improvements so my question is well, how bart offer incentives for individuals of different economic status to ride their services as well. Soy cant say speak too much about those providers detailed fair policies the city if have control over muni is really the carries the vast majority of trips by san franciscans i think a dollar per dollar the feel free policies are aware for riders it is a good question. Im in about depending on our leaving from within the city the other modes of transportation might be utilize it is a good asset for the individuals to encourage them to use the services and then on slide 3, 4, 532 you talked about the cancerous and better safe than sorry membership would it be for all individuals and how it breakdown a reduced rates or a financial barrier with the entire membership be covered and a certain amount of membership. Were seeing lots of innovative models there are the simply an appreciative the developer gives a discounted membership are zip car membership more robust approaches where might where developer might empties it for lowerincome households it is a dialogue we would like to start and keep going with our commissioner about what the right way to provide that choice especially there are barriers for moving lowerincome folks into modes like Smart Phone App and barriers to make that real a work in process but developers finding a way to provide them. You know, i dont know like i say you know but what are this ratio how many units have one car. It depends on the project and you know the kinds of residents that are served by the project so it doesnt you know all those choices we talk about dont have to work for everyone in the middle the city with access would to o one to one is too high other parts of the city it is appropriate i personally find it hard to put ourselves in other peoples shoes i own a car but take transit every day but people ride taxis there are a lot of choices and imposing of modes that people use to get around and likewise other parking ratios it is different in every neighborhood of the city i think what im arguing more for lets not assume one to one is right lets serve the population we want to serve with the Development Projects were talking about. You mentioned that bart and transportation for mta and where i live everybody has a dual cars and we have a bus for example, i live near linking the Golden Gate Park a bus goes there people have lived 20 blocks away and especially the older people we just get where we want to go. Right i think the whole point of Muni Forward Program to take the long commutes if from the neighborhoods further out and make it more reliable and the big muni geary boulevards and potrero all about serving the trips in a reliable and faster way were working on it. It maintenance two things a lot of it is mta we manage the meter parking and permit parking and over 27 offStreet Parking in the public garages around the city weve tried to give customers when and where parking is available and make sure the price is set rights so it is cheap and no double park it is expensive none will park there and be smart how to use those tools to manage the parking day to day that is our job at mta the developer does it is more about getting the amount right and making sure that is available. Should we have figures on how many cars are actually in the city at a certain time through our smart Parking Management i mean just a round about figure of residential parking permits that you give and those who use offStreet Parking you know where i live it is you know double parking with a delivery truck and no parking Space Available then you know parking officers go around and around afraid to get a 60 ticket and so on do you you know how many cars are actually, in the city. Not a single number but a few we believe approximately hundred thousand stickers and 27 thousand that concludes my remarks in the off street lots that is full during a busy week day but empty overnight and not used frequently on the we understand and thirty thousand parking meter from a hundred percent to the busiest neighborhood and much less than in a low traffic area so a single number thats the magnitude we have. So in south bay im Going Mission bay an issue residents parking permit i see corin saying no there are not. It seems to me that motorbike sorts of the first time is it a model youre using not issuing residential parking permits so utilities whatever is available for Public Transportation is that the only area you dont issue residential parking. The Residential Parking Program is really for strictly residential areas that are under parking structures for some reason anywhere from Golden Gate Park to Telegraph Hill to downtown and the Tourist Attractions so residential parking is not about mixed use we have a mix of office and retail and conveys campuses it is strictly on the residential that are surrounded or a big traffic generates our. What are those areas we dont issue residential parking permits do you know. Theres no it is not a map of areas but we dont puts residential parking on streets that have commercial large mouchlz of commercial land use only strictly residential autopsy strictly residential okay. Realtime information how do you get it out. Theres an app and maps on the website that drivers check. App i dont think i have that. What i live near mission bay. Sf park. Sf park okay. Download them all. Were in the process of kind of rebooting the technology through a Circuit Technology we are trying to move. It would be great. If theres more communication i live near the area where or in the area i dont know about the realtime information parking app you first ive heard it and okay. It would be great to make that available to not only especially the residents or 0 those who commute the numbers you were saying how many cars in the city most of them are out of town folks; right . Who work in the city . It is a mix it depends on where what part of city youre looking at i think the majority of cars traveling in the city are san franciscans traveling around over 8 hundred thousand residents and 2 3rds will have access to a car so okay. I have a couple of more questions what is t d m where wendy shared that information what does it mean. Travel demand management if you have a fixed amount of the developments or workers going to a work site t d m gives them better choices trait discounts or realtimes information about transit it could be you know raising the prices of parking and things like that. Certainly this is going to be a change no lifestyle for a lot of the residents especially your projection an increase of 20080 thousand new residents in there was a huge increase 200 and 80 thousand less than 20 years where do we put them . I want to understand the transit first philosophy obviously it is selfmanageable but im wondering the transit first for the entire city or transit first appropriate in the densest part of city and transit first, well make transportation our first time priority to make sure the transit is as fiscal and robust as possible. So to commissioner antoninis question if i live in a kind of an area folks can have two to three cars it doesnt seem like people are flipping out over parking i live in bruno heights it is very hilly as other neighborhoods that philosophy applies to all of the residents. Yes. It is not about deathly to the individuals to make a choice but make sure we are giving people as much choices as possible so the parts of bruno heights but maybe there is a maybe other parts of bruno heights often the 2030 if we beef up the services a good number of people can switch that makes it better it is not again onesizefitsall it is about truly about making those decisions were making sure those are attractiveness and effective as possible. I live close to the Golden Gate Park bart station it is a short walk to mission so more choices but if youre dealing with time issues then the less more service along Mission Street is makes it option not as feasible. Mission w is one of the moving forward barriers making 14. 14 a work horse. Thats our busiest route. The only pet peeve if we are anticipating congestion in areas i dont want to put you on the spot but it is i have an issue with those astounding shuttles in the mission because i dont want to steal our thunder one time after a meeting commissioner bustos sat in a restaurant think 18 and valencia i thought shocked in that period of time between 4 and 6 the number of buses that would be coming down the 18 to valencia i had this visual of those tech buses coming by and basically gobbling up the entire street on 18 and two cases followed by a muni bus that seemed tailored to the street i dont understand that policy when you have a huge bus transporting people in a congested part of town. Muni buses that pack as many or more people their skinner, if you will, to fit the lane almost retrofitted to fit the lane that is a krargs contradiction thats a light way of saying that muni has a vision about how to deal with 3 issue . About 18 months ago we started a Pilot Program we put those tech buses under a framework they cant work on they street they have to come to us and we put those stops on a heavy street and more likely to go to the streets where the tech workers can congregate and get on this buses weve down k done a lot of enforcement over the stops we wrote written before 12 hundred violations in the last year for the buses blocking muni and we do it before and after and found that the tech shuttles were they dale got the message were serious the issue of commuter shuttles has gone down but the big city buses on streets we just released a report yesterday actually showing the findings of that 18 month pilot talking about the way in which blocking muni and the dynamics played out largo found that the regulated shufrlt system is better they can literally drive on the city but issues to be addressed i will say that we as we cant prevent them from operating on the streets the puc so the Pilot Program that was about us working in kind of a much leverage and power to get them on streets appropriate for large buses but we found that banning those buses if San Francisco is not an option. Im not suggesting banning but regulating other modes of transportation i find it hard to believe we cant better regulate particularly when the neighborhoods theyre in the and the other pet peeve only because i onesizefitsall witness it daily we have different modes of transportation we have people roll call skating down market ive seen bikes kind of we know blowing through you know red lights and stop signs you know we have in my opinion more cars on the street than we did before and the debate thats because the taxi was not as responsive, etc. By is seemed a lot of modes of transportation and muni has the ability to regulate those multiple modes theyre creating chaos and conditions. The most interesting projects weve put out in the last 12 months a safer Market Street Market Street west of third street and reorganized how everybody used it a continuous retaining wall red bike lane and skaters and nonmoderated users and then the designated turn on and off points for private and general traffic private drivers and uber and lyft it is transparent where we could and couldnt go it is everything comes down Market Street this is the example of the kind of tools well use more and more down the streets. Commissioner bustos laughter . One quick why cant say the transit bus follow the procedures. Buses. Thats a rhetorical question and its all yours your mr. Maguire thank you. On slide 10 i said that parking reduces a Building Financial liability i live in a part of city in which everybody has multiple cars and if you have a family and your child goes to school in the morning and missed the bus youll have to directive to say investable you mentioned the idea to increase the parking but workingclass people and families i dont like the idea of pushing those who have to drive for example, you live in the bayview and drop anyone off on the admin of the city youre spending time that will increase the times of transportation youre forced to drive. So it is absolutely true commissioner antoninis what gaffe an example plenty of people that driving is not always an option were not saying wear trying to restrict or take that choice away from people but make sure that are other 0 modes of transportation this would not been us at mtas setting the prices of parking lake meters that about the fact it can cost up to 100,000 for just to build that parking. Do you know how many people that are losing in the development actually have cars versus those who are carless. I dont know the specifics it varies with the development it an important issue for our staff to get that data and figure out something we something we can side differently to get that. Mr. Maguire thank you very much for joining us maybe ed reiskin should have been here hes the head of the department i actually would love to have a meeting a joint meeting with the mta commission what youve heard and what weve spoken about before in the past which is all public is nothing new and things we should look at so on slide 8 this is your slide not mine you talked about the need to protect the quality of life for existing residents part of my frustration who independence quality and for whom it seems to me as a lifelong san franciscan especially latest weve had people trying to tell us a what to do throughout our presentation you talked about choices and i happen to disagree with that youre not providing us choices mta is trying to do trying to limit our choices rather than enhance the choices i say that because we talked about on page 6 transit friendly the whole presentation was about parking not once about do i hear mta as a whole talking about the safety issues of muni people dont want to ride muni because one it is dirty not on time and not safe especially for the seniors and especially for young kids i cant tell you how many fights or near fights happen on muni and the bus driver keeps on rolling people dont feel safe riding the Public Transportation if we talk about this we need to take into consideration the system we have and make that better; right . We have we spend a lot of money and resources into the Transit System but we dont seem to be getting a lot out of it when we talk about status quo we allow the issues of the muni to go continue the way it is going and focus the attention on parking and not insensitive vices people to take Public Transportation but almost you know punish people for using their automobiles and as the commissioner said when you have families sometimes you you know you live in a multi generation house you have the parents and kids and grandparents you go shopping youll not see a family ride their bikes to shopping weve gotten into the mode that is about transit first, we median bicycles and people who are disabled cant ride a bike people that are elderly they dont feel comfortable at my age i dont feel like riding a bike ive ridden my bike on streets and almost gotten run over this is not idaho it is San Francisco lets do it the San Francisco way people should stop i know there are thirty fatalities each fatalities is really, really important for us to look at but there is also fatalities that happen in the city that happen on the streets of our aide people are getting shot and stabbed that we need to look at so a fatality is what is moving us to do something then we need to look at the whole city as a whole and; right . When it comes to the Parking Spaces taking up too much space i dont know about that i mean weve looked at designs that you know weve asked People Developers to come in and try to provide amble spaces for people everybody is quick to side bicycles what about the families and the city sharing this is assuming one you know how to use a computer or smart phone two you can pay for it and sometimes there are people whether it is because of limited english or because of the economic backgrounds or the number of people in the families they cant use ride share i specifically asked how many people in the units they said no more everybody there again, you diminish the opportunities for people that live in the development to be able to look at that i think whether you say on page 11 this stuff is all recorded you can go back and take it to the folks to the department but it is as if i give access to parking people will drive not necessarily if you want people to use Public Transportation and provide a transportation that works that make sense one that people will feel comfortable in riding and not to do it im glad we have free muni for Senior Citizens especially the seniors they deserve it and working hard and deserve it ill disagree with that particular slide when we heard you talk about the partners and i know commissioner mondejar talked about be able to have bart and the other partners to lower the cost you know if theyre great partners then he would hope to have an answer to that if theyre great partners they should have already step up to the plate and provided discounts to seniors especially who live in the city to be able to use because it is important that you know if youre going to be a partner be a partner all the way. And pardon me i there are senior and disability benefits on bart i dont know the details i dont have. Now, when we look at so the system of our transportation grid here this is more of a commentary is a one ive thought about a lot if we look at the city system that works why would we have bike lanes in the same street as cars . Because you have two groups that dont necessarily like each other and your informing them on a street like say fillmore where everyone is mad at each other going down one direction that is one direction imagine if there were two why not look at a group system you you know we have cars on fulsome street; right . There are a lot of people heading towards the bridge and a bike lane on some of the anular streets the smaller streets a bicycle system i mean, i would use then im not expediting but only competing against the cyclists and the not cars that way not forcing people on cars and bikes together where they will you know you get people upset i hear honking and people flipping each other off if we had a grids system that works in the main to fair and the side streets in opposite directions for fulsome you have there are some side streets and some men i am not you know what im saying if we looked at Something Like that rather than for these two groups that observing are not fond of each other for whatever reason and then thats where a lot of the angry happens and frustration grows and it is not very safe so the way the system was set up as we see it today it is not smart ive they had designated streets where cyclists went i said wow, that is pretty good and some of the side streets all of a sudden bays become pomthd with people in their dangerous and it is a smarter way to do it but who am i . When we talk about the accessibility i have to go back to accessibility for home the disabled and our seniors, families i think you know, i would ask mta to take that thirty thousand fee think ms. Woods said or you said that you know when the caltrain station was set up people thought it was the greatest thing but in palate it didnt workout and now a mess i hope were not getting to a situation we think weve thought it all but noted think about the practical use of this grid and then 10 years from now or 5 years from now well complain how it didnt work having focus groups with people in the communities and ask them how this will work weve asked for a focus group in the mission regarding the hundred and 27 Parking Spaces being taken out of potrero street and yet i think people use the neighborhood and use those streets should have a voice on who is happening i understand that budget are taught then why are we doing parklet and taking Parking Spaces i mean it is privatizing public space most it is floocht of a cafe and restaurant i have to tell you i t i sat down in front of with a burrito if were strapped with cash lets stop private you tigers those spaces whether you have a car or not so we can recapture some of the revenues and Small Businesses on 24th street we put a band on parklets well not support parklets on 24th street a lot of the restaurants and a lot of the the barkries they rely own people that once lived in the mission and were forced out to come back and buy their products they need those Parking Spaces i dont think it make sense especially, when roles and dozens of Parking Spaces are taken away i guess what i want to say is you know if we talk about choices and lets talk about all choices and i would love to rides muni if i felt safe if i felt it was clean and it worked but i dont as a san franciscan i dont and i should i would love to ride my bike if i felt safe with other cyclists but i dont but all im hearing in mta parking this and that and Parking Development and parking you know taking away parking it forces people to zero which with you say zero transit first or whatever the term this is not our choice no choices there are few choices limited choices if were going to talk about choices is where an honest dialogue thats why we invited mta to come not utility mta and the services it provides part of city; right . A lot of city workers my brother is a city bus driver in San Francisco it is great but weve got to make that work for everybody is back to my original question who defines quality of life and for whom you can have a lot of young folks working at mta who have not had to worried about what is like to be older making decisions for our seniors and it is not you know so i agree with you lets think of the big picture and talk about choices we can get there i think you have a commission that licenses especially to the people of the city and we also want to make that work for everybody and sometimes that means we agree great and if we dont agree lets figure out a way to make it a practical way we have Wonderful Community organizations and folks that are very interested theyre at mission bay theyve done a job and people in the mission and people from all parts of city that would love to participate and who are investors here not just going to be here 5 years and put mayor stamp okay. Now you can leave but live and stay here those are the people i know have a lot to say weve seen so much happen to you appreciate you and thank you for being here i dont know if i have questions or just talking but those are the things brought up over and over again and hopefully, a conversation with ed reiskin and others members of his Leadership Team or with the commission themselves as peers we all work on policy to make the city a better city for the residents so well be happy to do that thank you, again. It ivy know that commissioner will probably explain this further that would be great if we have the overview of caltrain and barts more of a global view you know of the transportation situation is going to be in the next 10 to 20 years youre only representing mta what are the other options more of a request for our executive director to consider but this other piece is at one time i recall it was exthis commission or a private sxhfgsz a discussion around water ferries or again maybe it was a meeting with other you know like caltrain and bart and also the ferry sausalito and the ferries but other discussion about utilizing the docks you know Hunters Point shipyard and you know by the water there would be smaller water fairs and the south bay and things like that that would be more options for us the residents in San Francisco and those who come here especially during game days and things like that i dont know if there is a the conversation or mta is talking to the other departments that would be great to have the global view of what to expect to questi have the physician information. The Transportation Authoritys governs that and the same way as barts. You work with them your sort upgrades u you know checking what other agencies are doing for as far as addressing the transportation issues. Yes.
