Good afternoon, commissioners, through the chair, this is an administrative amendment to two redevelopment plans that is trying to enact what the voters approved in november, 2016 which was proposition o that allows for these Development Areas to be able to pursue Development Without any limitation to the existing proposition m, so this allows us to kind of codifies the voters will and [inaudible] whos the senior project manager and the project will be presenting on this item and theres of course the development [inaudible] nr the audience. Thank you, executive director and good afternoon, chair mondejar and commissioners, tamp son drew, im the project manager for Hunters Point shipyard and Candlestick Point, staff is requesting that the commission recommend amendments to both the Hunters PointShipyard Redevelopment plan as well as the bayview Hunters Point redevelopment plan to the board of supervisors to implement the voters approved proposition o which passed this november. Prop assisting o exempts the Hunters Point shipyard and Candlestick Point project from the citys annual office limitations which is also known as proposition m, weve got dialing propositions o and m, bear with me. A quick overview of todays presentation, i would like to provide the public with some overview of the Hunters Point shipyard and Candlestick Point project, and then go into some details regarding the bayview Hunters Point as well as Hunters PointShipyard Redevelopment plans, finally provide an overview of proposition o before going through the plan amendments themselves. So, this is the map of the project area that includes Hunters Point shipyard as well as Candlestick Point, it is off of highway 101 in southeast San Francisco, it includes the portion it includes the site of the former candlestick stadium or candlestick which is at the bolt tom of the screen and former naval yard which ceased operations back in 1974, the site is a mixed use, misincome project, it will include in total about 12 thousand new Housing Units of which a third will be affordable. The both the candlestick and Shipyard Sites includes commercial development, candlestick portion of the [inaudible] st the shipyard will focus on research and development or office space for its commercial development. For the purpose of this presentation as well as the proposition in front of you, research and development and office space are used interchangeably and mean the same thing. So, there are two redevelopment plans that govern the development that happens at the site, there is the bayview Hunters Point redevelopment plan which covers the Candlestick Point portion of the Development Project and then theres the Hunters PointShipyard Redevelopment plan, which covers both phases 1 and 2 of the shipyard project. Redevelopment plans establish high Level Development controls and guidelines including establishing these project area boundaries and when the plans were adopted in 2010, they include ted approval processes for what would be required to approve future Development Including development of office space rnd, at the time, that included reference in the redevelopment plans to proposition m. Getting more specifically into proposition o, the Hunters PointShipyard Candlestick point job stimulus proposition was approved by the voters november 8, 2016, and this proposition exempted new office space to be developed within the shipyard and candlestick from proposition m, so proposition m is similarly a Voter Initiative that was approved in 1986 and that sets about a million square foot annual cap on new development of office space being approved within the city, so this applies citywide, whether youre developing downtown or in the shipyard and says that only a certain amount up to 950 thousand square feet may be approved within any year. The voter proposition m was codified within the planning code specifically within sections 320325. So, proposition o does not affect the entirety of the Geographic Area within each of the redevelopment plans, it only applies to Candlestick Point and phase 2 of Hunters Point shipyard, so the remainder of the bayview Hunters Point and Hunters PointShipyard Redevelopment plan areas are not affected by prop proposition o. Getting into the plan amendments themselves that are in front of you for consideration today, after the voters aproved proposition m in november, the planning code was automatically amended to include an in addition until section of law, 324. 1, and that section excludes the shipyard and candlestick from the annual process and limitations of Office Development in San Francisco. However, a local Ballot Initiative may not amend redevelopment plans, so thats why were in front of you today with these conforming amendments. The amendments in front of you today are very narrow and all they are doing is implementing what the voters approved which is exempting Office Development from the annual cap included within proposition m, so theyre only affecting the approval process for how when the developer come tos ocii with the proposal to build a new commercial space or rnd space at the yard, its only removing a portion of that process, so Schematic Designs and assumption agreement that is youre used to reviewing would still come through this process, we would not then need to go to the Planning Commission for their review and approval and allocation of prop m office space. As director [inaudible] said at the beginning, the benefit to to project is that this permits Office Space Development on the shipyard to continue with predictability, so that our Development Partner is not subject to other Development Proposals that are happening within San Francisco and that they have some certainty when moving forward with development of the shipyard. And i also wanted to point out that the plan amendments do not affect the amount of office space that is permitted to be built, both the redevelopment plan and the disposition and Development Agreement include limits in termser of the amount of entitlement amount available to build, so the redevelopment plan established a high level threshold of up to about 5 million square feet of research and Development Space that can be built on the shipyard and candlestick and the disposition and Development Agreement between ocii and our Development Partner includes approximately 3 million square feet of rnd and that remains unchanged. So, these amendments also further development the redevelopment plans established Economic Establishment goals, they increase job generating Office Development within the project and ensure its not interrupted by that office cap being reached by other projects, and they also help the project deliver on the other economic and Community Benefits that are associated with the project and are delivered based on reaching projts milestones. Community redevelopment law establishes a required process for approving redevelopment plans, which we followed here, they include first starting with our Citizens Advisory Committee which provided their recommendation that the commission approve these plan amendments at their meeting in february, we also have required noticing in both the examiner as well as a mailed notice to all owners and occupants so residents or renters within the plan area which was mailed, and then as with all of the projects that come before you, staff has reviewed their consistency with our Environmental Review process, here staff is undertaken that review and determined that the plan amendments do not require any additional Environmental Review, and then staff has also prepared for your consideration a report to the board of supervisors outlining the plan amendments and their purpose. To summarize the actions that are in front of the commission today or to adopt those Environmental Review findings pursuant to ceqa as well as to approve the plan amendments to approve and transmit the staff drafted report to the board of supervisors and to submit recommendation to the board of supervisors that they adopt the plan amendments. If approved, the next steps in the process would be for the plan amendments to be introduced to the board of supervisors next week and we anticipate the board of supervisors would hold a hearing on these items in late may or june. We have residents ready to go to work, district 10 has the right to be the first on the job. I was told from an original resident who made it clear that this right for us was grandfathered in, San Francisco also passed local hire that need to be recognized and respected, housing including in this low, lowincome housing and commercial space. To many of us many of us are homeless, have relocated, talking about our seniors, adults, our youth, our babies who want to come back or stay here in our community. This is a great opportunity that need to move forward with no or less delays, with your support for the amendments today, thank you, commissioners for your presence in time here today to listen to us. Good afternoon, commissioners, my name is joanne and i am the v p of Hunters Point a west which is a development that was taken over by rad, im unsatisfied with what the city is doing and i think enough is enough and i think its time that the people have a choice of what the city is planning to do, so im here today speaking on behalf of all o the people in bayview who could not come today to say that we need more jobs in the bayview, we need more Affordable Housing and we need to do that fast. We need to make sure that our people of color are employed so that we can meet the ami because none of us dont meet the ami. The ami is too high, so if we dont have a job and arent amrid, the ami doesnt put us in those places anyway that theyre going to build so we need to think about that and we need to think about whos making decisions on our life and whoever makes those decisions, we need to be a part of it because what ends up happening, all those houses are going to be built and people are going to be on the street so im here today to say that we want homes and we want people off the street. Theres enough room to build enough places and give enough jobs to everybody in bayview, you know, youre denitrifying the city by moving our people out and they have to come over here to work and they cant even stay here, you know, thats not fair to our people, we should be able to stay in our community. If you buy a home, you want to be able to stay in that community all your life because youre paying a Million Dollars for that home, why cant we live in Public Housing or Affordable Housing all of our life and pay for it . Its not fair that they make these decisions like this, so we need to think about that, thats why we come to the commissioners to hear our voice and to understand where were coming from because enough is enough. This has been going on for too long, 40 or 50 years, its too long to be talking about our life and where were going to live at. Some people went homeless and died on the street because youve been taking too long, its time to put a stop and pass this, you already put it to the voters, the voters passed it, now theres more and more stuff coming up, we need to get these voters what they voted for, we need to pass it and let them know that their vote counts, now theyre wondering why people dont go out and vote, thank you very much. Everyone is talking about Affordable Housing and theyre absolutely right. We must sell the commercial housing so we can build some pr made to the community of bayview Hunters Point, weve been coming here a long time, since the beginning of all this redevelopment stuff for the shipyard and bayview Hunters Point and promises have been made to the community and we came and we stood and trusted the city of San Francisco and these Department Heads for a long time and we just it took a lot of encouragement for all of us to come down and to build a bridge and build relationships and to build the trust of our youth and our families, you know, because the trust had been gone for a long time, and jobs, to create jobs and promises have been made and were at a place right now where it can go either way, you know, and what were hoping for is to continue to push forth the trust and the values of San Francisco because thats what we want, we want San Francisco to be a city that were proud of, a city that values the people, the people as a whole to build unity in the city of San Francisco, bayview Hunters Point to be a part of San Francisco as a whole, thats what it started off to be, so we cannot lose in the value of building the shipyard and building San Francisco, the very people who we all gathered together to build and to move forward this whole project in the very beginning, which is the people who came and rallied up to get this stuff going, us, people of color, the lowincome people, my children, the poor, the lowincome, okay, so were asking you, were encouraging you and were demanding at the same time very respectfully that on today, that you consider very carefully, very mindfully to do what has been promised to us that you value the system that was promised to us as a people from the gate, that you would do what you said that you would do, the city of San Francisco, that we wil bridge the gap for the bayview residents and build for the people. My names patrick ryan, my company e cobay services at as a local contractor from the 9034107 zip code, weve been part of the candlestick demolition project as well as work at the shipyard, i think my main point today is that oftentimes, the bureaucracy doesnt fully understand whats going on, on the ground, and theres a lot of magic thats happening for a lot of people, weve been able to work with the developer to put a lot of people to work, but as eloise so pointy stated, construction jobs can be seasonal, theyre finite and end at a certain point and its critical that the momentum that has started with some of the projects that have already the parcels that have already been released, that that continues so the construction jobs can go because people start working and get used to making the money and then the jobs over. Weve been able to keep many people working but if we can get more momentum going on the Construction Side to get the thing built, then folks have a regular job thats not finite, that doesnt end, so its really critical that both of those things be considered and that the bureaucracy gets navigated and pushed along as efficiently as possible because again, if you go down there and see whats going on, ive seen lives transformed, im kind of a unicorn in the contracting world that i grew up in this city, my cousin is right through, we grew up today, i grew up on the other side but his family took me in when i was homeless so this is something very personal to me, the point of saying that is ive seen lives transform, the trades changed my life, diti knows that better than anybody, okay, i went from nothing to something, and construction gave me that opportunity, so we need to extend that i need to make sure i reach back and pull up some folks that i can but i cant do that without the projects being released, and then again, the result of that will be stores and housing that the people who participate in these projects can live in and work in, so thank you for your time. Hi, my name is Katrina Mcneil and im a patrol hill resident, as a resident, im ready for this project to move forward, as a few residents from Hunters Point was saying earlier, we have been waiting for a while and it really would be good for the process to speed up and i actually really speak on behalf of our youth of the children thats coming up now and it really will be good for them, and the teenagers like better jobs and opportunity to give them a chance, to give them hope, to feel like theyre starting over fresh for something thats amazing to keep their mind focused and keep their mind on school and Better Community togetherness, so i feel that in my heart as long as we as residents stick together and keep pushing forth, that it will happen, its been a long time coming, and this is a good thing for the residents, so hopefully the process will speed up and once thats ready, then were ready. It was right there, however, prop m and we knew denied vision that bayview Hunters Point was going to be anything, so here we are, so we want to thank the voters of San Francisco for recognizing that, what im hearing today from all these speakers, all these wonderful speakers, they said momentum, momentum, so now you have the voters mandate, this is the second time the Hunters Point shipyard ballot proposition was passed and here we are. All these people are going to be denitrified out of here if we do not institute controls, and if the momentum is not established, there should be no one on any levels, administrative or commission or staff working on the shipyard if they do not have the momentum, they should not be part of that and im looking at you all, you are our frenz, we know that, i knew we had the votes when i came in here that we were only preach tog the choir but we needed to let the people know who is doing the great job, who is helping us and who are the people causing for the delay. We cannot afford any further delay of this project, all these people, look at them, they are begging, we are the only ones still begging in San Francisco, so please help us to not only pass this, we know youre going to pass it today, but help us to institute the momentum and god bless you all, thank you. Good afternoon, commissioners, my name is oscar amusing, native resident of bayview Hunters Point, first i want to give dit ls to the cac committee in bayview Hunters Point for watchdog this as many years as they have done and going to as many meetings as they have went to. I had the opportunity myself and Ernie Mitchell were the first ones that served on the Mayors Task Force for the close of tp shipyard in 1973, the shipyard closed in 1974, we served on the muriel alley yoet ta and john burr to n bho was the Congress Person at that time, ive had a lot of letters that went out during that period of time and as time goes on, i find different letters that i had sent out, this is another one that i sent out, you guys got one copy of it but this is with the Commanding Office at our luncheon we had in 1974 was concerned about the people in bayview Hunters Point and the surrounding areas, potrero help and the western edition which is better known as fillmore to us, he canter teed certainly things that they wanted the community to benefit from, a lot of things were torn down like the officers club, the hotel which it now has radiation in there, but were trying to get businesses built, we already have an african marketplace thats getting ready to transpire, but we need a lot of young people in the audience to think about starting businesses in the Hunters Point shipyard with some of this 28 Million Dollars that is set aside for community benefit. We need these Young Brothers and sisters to be trained to open little stores, cleaners, bowling alleys, whatever they desire to do, restaurants, whatever they desire to do. I started with this with the conception in 1973 of starting a restaurant, prior to that time, i stated a Trucking Company that had put 13 people in trucking, ten of them owned their own equipment, five of them started their own businesses in trucking. If we in the community have the opportunity to do things, we can hire and employ other people in our community and branch off and start their own businesses. Im going to hit the mark of 70 years ole, i started working with this when i was in my 30s so, time has went on. Weve seen mission bay built, we receive seen all the other developments built in this city, but Hunters Point has not been built yet, we need these young people the opportunity to create businesses and with those businesses, turn around and do some of these programs like teaching our Young Brothers and sisters who dont have the reading or the mathematic skills where we have brothers and sisters in these high schools and jr. High schools get a and bs teach these other Young Brothers and sisters to bring their reading and mathematical standards up, like the Asian Community does it, we need to do that in our communities too, so what im asking for, what we ask for in proposition o, what we asked for originally on the close of the hunters yard shipyard, were not asking, were demanding we have the opportunity to do this and i hope this commission and i know this commission will pass this amendment. I really dont need to say more, but just as Affordable Housing policy has changed to benefit the low and middle class, small and mid size businesses need to be a part of this movement and were asking you to approve this amendment, so we can grow with the city and county of San Francisco, were tired of moving out, were im tired of seeing folks going to valet owe, oakland, antioch, several miles away and coming here and working hard, theyre not benefits, their kids are not gaining receiving all their attention, all their financial wealth, you know, for their upbringing because their parent haves to spend more money traveling back and forth, so with you guys approving this, we can start the process faster, the hunters yard shipyard can start moving on some of the pros they have going, the candlestick can start moving forward as well, and folks, as you see some of these Young Brothers and sisters down there, mr. David and myself are starting a monster car washing, hes right now in the Training Programs within bayview with other businesses so he can develop that Business Plan and doing those things and developing relationships so its critical that you allow us and help us push this amendment because were looking for an opportunity and not only that, were looking to say here in the city and county of San Francisco and thank you. Good afternoon, my names win d el james, im a native of san the transition in prison to better themselves, we want them to come into a comfortable home where they could be comfortable, be reunited with their family in San Francisco. A lot of people come home from prison homeless, they have no family, they have nowhere to go and have no support, theyre staying in prison way too long, theyre staying in prison because they go in fron of the board, they done have comes to come to so they keep nem in prison five years from now because they dont have nowhere to go, we have transitional housing that we need to start in San Francisco, metamorphosis, we want the women to come home to a nice environment to get reunited with their family and is were asking you the support us for women and men coming home in the bayview Hunters Point, a lot of people are going to prison that shouldnt be in prison but theyre coming home now, so we need to help them be reunited back into their community thats being lost and being able to be part of this community in a safe environment. Lifelong san franciscan, raised in the bayview and Hunters Point, still live in the area, and it shows so neglected, we go back to when they made promise to us in the 60s and 70s and they havent done anything yet, they were supposed to do certain things back in the bayview Hunters Point development when they were up on the hill up there, there was supposed to be restaurants and this stuff, and there was supposed to be a church built on some of that land, it hasnt happened, im an elder in the church, we reach out to the seniors and the young folks on the Street Corners at bayview Hunters Point, what needs to be done, something needs to be built, a church, a hall where those kids, Street Corner boys can be ministered to, they can be mentored because theyre going to be on one side of the street or the other, theyre going to be in criminal activity or were going to be able to guide them into the american stream and we have a great opportunity to fulfill some promises that were made to the bayview Hunters Point community. I belong to an organization we started at 501 c3 called hp unity, peace and pride having unity and we work in the bayview, so we need like you had all these young folks here, i watched them all my life, we need this thing push and had we plead for you to push it ahead and we believe youre going to do it and we thank you for it, amen. Hello, my friends, and good afternoon, chair mondejar, commissioners rosales and singh and executive director nadia sesay and im fighting with every molecule in my body to keep from breaking down because when i see these wonderful folks behind me, it makes me know why i get up every day to fight for them, okay, and i want you to understand that, this moves me, when i hear patrick im sorry, im dr. Veronica and im one of the original proponents along with former supervisor sophie maxwell, one of the proponents for prop o, and im also xhair of the cac for the shipyard, but i want im just going to go right in here because i want you to see how important this is to us in the community. When i hear patrick ryan, an accomplished man say i went from nothing to something because of the opportunities that were available to me in the environment in which i have lived, and his story is the story of many people that we have in the bayview Hunters Point area. We need you to move this amendment forward, period. Will of the voters, yes. And we know that youll be cleaning out the docks, thats why it was necessary to have this meeting. When we did prop o, it was with the understanding there would be more jobs, more commercial spaces, more units, more amenities and more opportunity for folks who live out there and that is so critically important. Folks dont want to be poor, they dont want to be destitute, they dont want to have to addict themselves with drugs and alcohol in order to make it from daytoday, so im asking you and theres also a Positive Side for the rest of San Francisco, businesses that were price that have been priced out of other areas will have more commercial options in San Francisco, thats huge, and you dont have the movement from here to oakland as someone said, to oakland down the corridor i call it, to valet ho, to antioch, san diego, if they want to start a business, they have the opportunity, so you have always been so good to us and so supportive and you understood what we were trying to do in the bayview, we need your support now. Okay, so hearing no further requests to speak, i will close Public Comment and now turn to my fellow commissioners for questions and comments. Commissioner rosales . Yes, i have several questions but i want to thank everyone for your testimony, it was moving, it was insightful, it raised a question several questions and i just need to understand why is it that folks think that were not moving fast enough . It just feels like, you know, im unaware of a problem and im wondering, do we know whats causing folks to think were not moving fast enough . Its difficult to speak for on behalf of the community and what theyre perceiving. In terms of actual project milestones and delays, we have encountered significant delays with the transfer and cleanup of the Hunters Point shipyard project which has received some news coverage. We were anticipating receiving some property from the navy this summer, which has now been delayed at least a year. Other but, you know, i think generally were fortunate to have the property at candlestick and we do have site control there and the development is moving forward on candlestick, Alice Griffith will be cleat completed in the first two months t first two buildings will be completed and the Commission Approved the first mixed use development on Candlestick Point, so i think the project is definitely moving forward kind of on pace at Candlestick Point but we have experienced real di lays real delays over on the shipyard side. And its not prop o specific . It will promote more in termser of moving the project forward on the shipyard side where most of the research and development is, so it will be very beneficial for certainty moving forward and delivery of the project. Just from a process stand po intd, we take this action today, it goes on to the board of supervisors, is there any movement, obviously theres documentation or documents that need to be amended, i presume, to line up strike out the m and put in the o or whatever it is, you know tha, needs to happen. Yes. But do any of those actions that feel pro forma to me at this point prevent the developer from moving forward on any of the projects . No, and in fact, there already was an exempts for the first [inaudible] so this is really accounting for future phases of development on the shipyard and, again, most of the office in R D Development is on the shipyard side where we dont have site control because that land has not been transferred from the navy. Well, i have other questions but i would like my fellow commissioners on Workforce Development, im very interested. Yes, i support the amendment the vote of supervisor to implement. The voter approved this proposition, the [inaudible] workers has spoken in support of exempting the office space to work with the Hunters Point shipyard and candlestick project from proposition m, Office Development limitation, i fully support the administrative amendment. I look forward to working with the staff to achieving the economic goal and objective of this Hunters PointShipyard Development and i move this item. Okay. I want to go back to commissioner rosales, you said you had further questions. Thank you, commissioner singh. I was interested in understanding the Workforce Development, thinking, planning, vision, weve talked about this before, i mean, we have our statistics, you know, clearly on construction, professional services, on that piece of it, and i think were a little too soon, maybe not, maybe thats the question. I mean, what Workforce Development type planning is there in place that you can share with us that basically takes what i hear for many members of the public, the concept of stay ins the neighborhood, having access to jobs in the neighborhood, having access to Business Opportunity ins the neighborhood outside of the construction world which is favorable, but these entrepreneurialtype opportunities and also jobs, so that they can live and remain in the neighborhood. Im very interested in that kind of planning. Great, thank you for that question, so the project is subject to the bayview employment and contracting policy, and that does set aside a 50 preference for job that is are created as part of the project to be filled by bayview Hunters Point residences as First Priority for filling those jobs and that policy applies to both construction jobs as i think were all very familiar with and it also extends to end use jobs so that includes jobs that are going to be created as part of the Retail Center at candlestick and the jobs that will be created as part of this office space and development that will occur on the shipyard. We partner very closely with the office of economic and Workforce Development to ensure that folk ins the bayview are getting access to training that they need to access jobs in construction and we are now starting the conversations with them as were developing the proposal for the Retail Center and getting really first blush estimates of how large the Retail Center will be, how many jobs that will create to leverage existing training academies that our colleagues run, so the city built program already runs a tech sf academy that helps folks get training for job ins the tech center, they also have a Hospitality Training and an academy that helps connect people with jobs in restaurants as well as hotels and hospitality, so were looking at can we tailer some of these existing programs to help get folks access to job ins the Retail Center since that will be the first thing to be developed and placed under construction. The next step is we after we get the property from the navy and Development Starts occurring on the shipyard, well be foe cushion on that tech academy and seeing how to get folks jobs for the Office Space Development that will be occurring. Thats great. I would subjecting that we think also about maybe customizing some of those kinds of programs and maybe thats what youre saying for the bayview Hunters Point so it would be bayview Hunters Point tech first, or bayview Hunters Point first hospitality, you know, whatever retail, all these kind of industry that is are germane to the district with that concept of bayview Hunters Point residents first. Great, thank you. So, just one question. So, are there any hurdles that we expect to have to get this going . Aside from bringing this over to the board of supervisors and the board of supervisors conducting hearings, are there any potential hurdles that we are anticipating . I think this is a very straight forward and narrow amendment so were not anticipating any hurdles, it really is strictly implementing voter approved proposition o, it is fairly routine and perfunctory, so were just trying to take all the necessary steps at a staff level, weve already prepared the documents to be submitted to the board so were looking forward to moving this forward in accordance with the normal approval process. The next order of business is agenda item number 5d, workshop on ociis fiscal year 201718 budget, Hunters PointShipyard Candlestick point, mission bay and transbay projects including Affordable Housing and asset management, discussion. Madam sdrim director . Thank you, madam secretary, this is a collaborative effort with the entire team, so this is the first of two workshops to discuss the budget that is up for submission to the board of supervisors for approval this june, so this presentation will focus mainly on project, programs and will be presented by various project managers with the chief Financial Officer leading the presentation, and then follow up from that will be the second piece which is more administrative and then an approval at a later date, so with that, ill turn it over to [inaudible] to do the presentation. Good afternoon, commissioners, my name is brema hoarder, iem the Deputy Director of finance and administration, today we are here for the first of three meetings that well hold on the budget b, todays workshop focuses on the project areas as well as asset management. The next workshop, workshop number 2 focuses on our budget process and how our budget is built, so that you can get a better understanding of the assumptions that are made when we build our budget, and i will also be discussing our operations and administrative budget as well as our Debt Service Budget, but again, as i said today is mostly highlighting our project areas. As i just said, today well be tau youbacker talking about the Hunters Point shipyard, phases 1 and 2, Candlestick Point, mission bay and transbay, Affordable Housing and Real Estate Development services, each of the project managers will walk you through our accomplishments from this year which are many and were happy to share them as well as the goals for next year. Affordable housing is threaded throughout our project areas but we also high lying our work in Affordable Housing where well bring all the information from the project areas together so we can see it holistically and well close with real estate and Development Services. Well come back in two waoex on april 18th to do an overview of the budget process and ask the administration and Debt Service Budget on may 2, well come back again and youll take action on the budget and the budget that you take action on will incorporate any feedback you have from either todays workshop or our next meetings workshop. Pending your approval, we will submit our budget do the mayor for mayors review on may 3 and following the mayors review, we submit our budge to the board with the rest of the city on june 1 where we are go through budge process with other city departments and with conclude witching the board taking a final vote in july and we will keep you apprised of all of the evolution of the budge throughout this process. So, with that, i would like to invite ms. Drew back to the podium to walk you through the budget accomplishments and the plan for Hunters Point shipyard and Candlestick Point. Thank you, [inaudible] drew with the shipyard and candlestick. Its my project air ya, just to give a high level overview of the project, the shipyard and candlestick is subject to two redevelopment plan which is are now likely to be amended, but initially adopted in 2010, it includes 12100 homes of xh a third will be affordable, it includes the rebuilding of the Alice GriffithPublic Housing project which the first two buildings which will open shortly as well as 352 acres of parks and open space, just over 3 million square feet of r d and office space is entitled along with 885 thousand square feet of commercial space or retail space and theres also of course set asides for Community Facilities, bus Rapid Transit and transportation improvements and a host of Community Benefits. In termser of our fiscal year 1617 accomplishment, we have been busy as you all know, we have Affordable Housing opportunities moving forward and projects moving forward on both sides of the project, so over on Hunters Point shipyard phase 1, block 49 completed construction this year and has opened up and leased up, which is 59 units of Affordable Housing, also on phase 1, we have 23 units of inclusionary units that are available, those are the units within the individual market rate buildings, Alice Griffith, phases 1 and 2 are about to complete construction and residents will be moving in in the next few month and is then we have phases 3 and 4 are about to Start Construction. We have our dwo first ocii stand alone blocks which will be developed as part of the Candlestick PointRetail Center development, those are blocks 10a and 11a and the enas for both of us as well as the predeb loans have been aproved. Also this yaoe, we spent a lot of time planning and approving the master plans for Candlestick Point and the future Retail Center there, we approver design for Development Amendments which is the zoning for the Candlestick Point site as well as approving the major phase of development which encompasses about 16 blocks of development and then focusing in on those sub phases so three sub phases were approved within candlestick, 2, 3 and 4, each of those covers about four blocks of development. It effectively sub phases 2, 3 and 4 are 2 Retail Center itself as well as the four blocks of development kind of flanking on either side, just to give a snapshot of where development on the project is, there is currently kind of 375 market rate units that have been approved for Schematic Design and 211 below market rate units that the Schematic Design has been approved but theyre not yet in construction. We have 170 market rate unit that is are currently in construction and i cant read that, and almost 400 below market rate units currently in construction on the project and completed about 216 market rate units and 82 below market rate units, so as you can see from this chart, the vast majority of the development is happening on shipyard phase 1 and Candlestick Point and per our earlier conversations, thats where we have sate control and land available to develop. Weve also been doing a lofted of parks and open Space Planning over the last year, on phase 1, the hill top parks are nearing completion, we installed our public art works and we anticipate theyll be open in the summer of this year. Looking forward and planning for development in phase 2 of the shipyard, we completed a Public Outreach process, the last of which is occurring tonight for North Side Park xhs a 13 acre park, shore line park in phase 2, and weve also to kind of wrap up the Concept Design of what the use is and design of that park will be, the Schematic Design for parks within candlestick have also been approved, that includes the wedge park which is at the gateway of the Retail Center as well as the Alice GriffithCommunity Garden which is relocating a Community Garden within the Alice Griffith neighborhood preserving it and improving it so that it will be preserved as the Development Continues and then of course public improvements and infrastructure, phase 1, weve continued construction of the utility streets and streetcars over on phase 1, candlestick, a lot of the infrastructure that supports the Alice Griffith neighborhood is being completes and we started the construction of the utilities and infrastructure that will support the Retail Center and the mixed use developments, and i already talked about Alice Griffith, so looking forward to fiscal year 1718, were going to continue to review design submittals and approve infrastructure as well as parks and [inaudible] development tied with the to back up a little bit, hunters yard shipyard, the plans that were aproved in 2010 focus on the stadium alternative of the stadium, should the 9ers leave, we know we lost the 9ers, looking forward to get site control soon and our Development Partner has brought on david ajay whos a world renowned architect to relook at how the shipyard could be use ined the urban design of that, so really flushing out this new mixed use community on the shipyard so well be working closely with our Development Partner on the design of the shipyard as a whole we. Ear also be work aon the candlestick side on the Schematic Design approvals for the Retail Center and of course those adjacent mixed use blousing, several of which will be come tog you in the coming weeks. Of course we have our land conveyances, we still need site control so that involves several conveyances from state parks which well be doing a closing in late summer to acquire more site control over on candlestick side and then working with the navy on addressing those very serious remediation issues and cleanup issues and working towards a conveyance at the end of 2018. Were going to continue monitoring Community Benefits and workforce compliance to ensure that the promises to have development are kept, coordinate transportation and transit development. We have several grants that are associated with the project from the state and federal government, well continue to manage those grants and with the opening of the first parks within the shipyard, well be coming with a Parks Management plan as well as park rules so the public could enjoy the parks and they will be well maintained and of course well continue to implement the Affordable Housing program with the completion of the rebuild of Alice Griffith as well as our stand alone sites on the shipyard and candlestick. Alright, with that, i will hand this off to my colleague, mark [inaudible], the project manager for mission bay. Good afternoon, mark [inaudible], project manager for mission bay. So, here just an overhead picture of mission bay, its two reDevelopment Areas that were adopted in 1998 totaling over 300 acres, when finished, well have over 6400 residential uniters which 24 will be Affordable Housing, it will be over 4 million of private office, we have the youth ucsf research hospital, it will be a 250 room hotel, neighborhood serving retail, Public School and the fire and Police Station headquarters, library and also 49 acres of public parks. And also the warrior event center. Accomplishments in this fiscal year, theres been many, in affordable house, weve had several great accomplishments but i wont steal jeff whites thunder, a great accomplishment was with the chase event center, the courts upheld the certification eir and they also denied review, the Supreme Court denied its review, were done with all the legal battle and is we completed the design and development and began construction so i think theres a dump truck every 510 minutes leaving the site, so its been a Great Success there. Other accomplishments on the market rate residential, we continue construction of 350 condominiums on block 1 and we expect that to be completed during the summer of 2017, and we completed the Design Development and approved the site permit for the 250 room hotel on block 1. Office buildings, we continue the construction of kill roy which is a 680 thousand Square Foot Office in r e complex, we expect that to be concluded about a year from now, we began construction on block 26 and 27, thats the uber headquarters, we approved designs for blocks 33, 34 which is ucsfs project of 340 thousand square feet of clinical and thats going to Start Construction in june and we also approved the blocks x3 and 36 which is the precision cancer medicine building and theyre starting construction next week. That further accomplishment is issued in the 217c bonds generating 22 million for the mission bay housing, in public open space, we received design approval just last Commission Meeting for the Bay Front Park as well as the port and vcdc approved that, this last year we started construction on the mariposa Bay Front Parks on p23, 24, p2 parking and some smaller p11, 11a, 3, 19, p27 and just began construction on p5 which is the dog park and at the beginning of this fiscal year, we were finally able to open up a kids park as well as mariposa childrens park and throughout this year, we continued construction on street improvements as were trying to build out all the streets in mission bay. So, the work program, again, were going to have a lot of Affordable Housing but jeff will speak more to that that will be going on in the next fiscal year, for the Golden State Warrior project, it will continue construction, were not expecting completion until august of 2019, for public open space, we plan to complete the construction documents for the Bay Front Park and issue permits, we wont Start Construction then in the following fiscal year, we were going to Start Construction on p3 which is one of the parks along the Mission Bay Channel as well as Start Construction on p2 and p8, the second phase, and then we also close out construction of the dog park, p23, 24, p2 parking, 11, 11a, 19 and 27, and then another issue with the parks is p20 which is a park thats at the edge of where the giant sea wall project is going to be and were going to remove that from the redevelopment plan, the state had already passed legislation so were going to follow through on that, it doesnt affect us and our goals very much at all. For vertical development, we will complete construction of block 40 and thats 680 thousand square feet of office, blocks 26, 27, well continue with the construction, thats the uber headquarters, ucsfs two buildings will continue construction throughout the year, for the market rate housing, block 1, residential, well complete construction and hope to Start Construction with block 1 hotel, for public art, were going to continue planning for the art for public open space, with we were here the other week, we talked about an art project in the Bay Front Park and then for future Park Management strategies, were going to continue to work on a transition strategy, transferring park tos the city as well as the neighborhood wants to kind of follow whats happening at [inaudible] gardens and start their own nonprofit to have oversight and well continue construction of the street improvements and by the end of next fiscal year, we should be close to being completely built out with all the streets, maybe a couple more, so we are nearing still have a few thing tos do but were getting a lot closer so that is the work program for mission bay and now mark will come up and talk about transbay. Good afternoon, chair mondejar, commissioners, my name is shane heart, im the project manager for transbay, you all know the project area. Transbay, the redevelopment plan was adopted in 2005, it consists of ten acres of formerly state owned parcels, when its complete, there will be about 3200 residential uniters of which 35 will be affordable. 2 million square feet of office, 5. 4 acre rooftop park on the top of the transit center, four acres of park on our land and neighborhood serving retail. The 1617 accomplishments, block 1opdda was approved and we also reviewed design, that one consists of 391 condominiums, on block 5, we continued the construction there, thats 567 thousand feet of office space block 7 consists of 124 affordable units and block 5 consists of 155 residential units, we started block 8 which is 548 units, we continued the design of the folsom street improvement project. The 1718 work program, block 1, we want to close on the land and begin construction thats scheduled for next month. Well continue to monitor the construction of block 5, well monitor construction and market the Affordable Housing in block 6, 8 and 9. We also hope to begin the dda negotiation with hines urban pacific and goldman on block 4 and then for neighborhood infrastruck khu, we hope to begin construction late this year of the folsom street imprao ufrment project and [inaudible]. Theres a picture of the folsom street boulevard which we hope to start this year. Theres a picture of underramp park which would start in 2018. And transbay park, were also hoping to start in 2018. Thank you. Thank you, im jeff white, Housing Program manager, im going to go over our accomplishments, some of which you got a preview of during the housing report we presented in december, but in 1617, by the end of the fiscal year, we will have about 1220 affordable Housing Units in various stages of development and to give context, thats going to impact about 28900 people that will be that will have new Affordable Housing available to them. In 1617, were going to have an especially strong year of delivery, we have 552 unit that is have come online, as [inaudible] mentioned a couple of time, alice phases 1 and 20, theyre going to be getting their temporary certificate of occupancy, so people are going to be moving in real soon, thats a big milestone. I want to point out and mark mentioned this as well, in Mission Bay South block west, we have 198 units that were delivered, theyre being marketed right now, then weve got 66 units at bill sorrow which is 206th street, its one of the remaining obligations of the former Redevelopment Agency that we provided, we bought that parcel through imminent domain in the later about 8 years or so, and that project is just completed in soma, its a beautiful project, i suggest you going to see it when we have the grand opening. I think i skipped over, we also delivered 106 units at hunters view, also in one of our prior reDevelopment Project air ys, bayview Hunters Point, still a project area, but we funded that project, then in projects that we youre familiar with these projects, we have selected developer teams and committed predevelopment funds, the project in Mission Bay South at 6 west, 140 units, theres also a Child Care Center thats going to be in that project. Just recently, the two projects at Candlestick Point 10a and 11a, theyre both 100 affordable, mixed use projects, 139 uniters and 152 units respectively. In addition, theres been a lot f marketing activity that weve been overseeing, theres the dr. Davis residence which you heard about a few times, youll be seeing a marketing outcomes report on that fairly soon. Theres 59 rental units on block 49, youll be seeing a marketing outcomes report on that project, in addition, there are 26 units of inclusionary rental at the [inaudible] mission bay, those are fully leased up and then we have another 132 Home Ownership units and a couple of different places, the shipyard, 72 townsend and 1450 [inaudible]. Repeating a little bit of what i just talked about but organized a little bit differently, we have project by proj some of the accomplishments that weve seen in this fiscal yaoe, i wont repeat what i just mentioned but weve got under construction, 121 units at alice phase 3, thats expected to come online later this year, the marketing for that is in process right now. We have just recently you guys approved the gap funding for alice phase 4, thats 31 units, shane mentioned and transbay block 8, 149 units, we broke ground and theyre under construction and we initiated the early outreach process, that includes both the inclusionary and the 100 affordable component of that project and mission bays south 6 east, thats well under construction, 143 units and youll be seeing later sore sorry, early in the next fiscal year, the Mission Bay South 3 east, you approved the Schematic Design in this year and the project team applied for a state Funding Program specifically for veterans, Homeless Housing. I mentioned before these other three projects so im not going to do that again. So, other accomplishments, we published the Second AnnualHousing Production pretender, we are continuing to implement the enhanced early out rao efrp and marketing protocols and seeing really good results with that. We added another housing staff member so right now we have four development staff, one marketing staff and an assistant Development Specialist and me. So, this slide is very dense, i wont go every detail but it is in the shipyard, Hunters Point shipyard, its our work program and housing for 1718, some highlights weve got marketing continuing and lease up at alice phases 1 and 2 and 3, we will be starting construction at alice phase 4, and we intend probably late in the fiscal year to bring a predevelopment loan request to you for 3. 5 million each for 5 and 6, then youll be seeing a Schematic Design approval request for both candlestick blocks 10a and 11a and we plan to get an rfp out for a scatter Site Development on the shipyard hill top at block 52 and 54, that will be about 99 units. Hopefully well be seeing this at a grand opening fairly soon, this is a photo of alice 1. This is alice, phase 3, a photograph, or a rendering i should say, and alice phase 4 which i mentioned is going to Start Construction later in this year. So, moving up the waterfront to mission bay, our work program for fiscal year 1718, the big news there is we intend to bring the funding gap funding request for Mission Bay South 3 east and thats going to be using funded with some sb107 bonds which you know we justice dewed those bonds and then we intend to get a predevelopment a developer section, predevelopment loan request and ena for Mission Bay South block 9. And here is a rendering of 3 east. And the rendering of 6 east and a rendering for the rfp submittal for block 6 west. Moving further north to transbay, the work program for 1718, we are going to get were going to have a lot of early out rao efrp under way during that fiscal year, and late in the fiscal year, we intend to work on an rfp for transbay 2 west and 2 east, one component Family Rental and one Component Senior rental. Block 7 is under construction, its impressive to go out and look at the site now, they have made a lot of progress. And this is block 8, also under construction, very deep hole in the ground right now and transbay block 9. So, a few other housing activities worth mentioning is the inclusionary marketing monitoring that we are continuing to do, there are some for sale bmrs in blocks 56 and 57, theres well continue wrapping up the marketing of the bmr at 1450 franklin, and well continue to utilize the service of most cd for bmr housing marketing, we are working on the certificate of preference survey, weve got that were about to sign a contract and we anticipate getting results of the survey early in the fiscal year 1718 and then applying the results of the survey into our marketing, and then well continue our transfer of projects completed housing assets from ocii to mocd, with that, i will turn it over to Christine Mahar to bring it home. Good afternoon, Christine Mohar with real essate sdp Development Services, im going the start off with a quick overview of the responsibilities of the real estate division, essentially were charged with Development Services and the management of ocis assets, so Development Services typically includes the management of existing agreements, leases, Property Management contracts as well as Technical Support to transbay, mission bay and Hunters Point shipyard. Asset management typically includes the management of ocis assets and all of the existing and expired project areas and then ultimately the disposition of these assets over time pursuant to ociis long range property Management Plan. Throughout the presentation, im going to focus for the most part on the work we do outside of transbay mission bay and the shipyard because you heard about all of those projects from the project management team. This slide summarizes some of the real estate accomplishments this year, well touch on the long term Management Plan, currently we anticipate that Shore View Park will transfer to the city by the end of june and that fillmore garage and commercial parcel will transfer later this summer to the city. Next, were going to Center Project area, we had a big milestone in 2016 which was the sale of the mexican musician in parcel and the Jessie Square garage to an affiliate Millennium Partners to 706 mission mixed use project, if youve been out to the site recently, youll see constructions started which is great, and it will be complete i believe in 2019. Also in [inaudible] we continue to manage [inaudible] gardens and provide support for the cultural operators and programming out in the gardens and of course undertake capital improvements, south beach, we continue to manage the Community Facilities district number 1, and finally Loan Administration, over the last year, weve completed an inventory of all of ociis nonhousing loans, there are about 21 loans in the portfolio totaling about 13 Million Dollars and those are a mix of loan types from commercial rehab, facade Improvement Loan that is we did in the thousand market project area to some rso loans, its a broad range and the fillmore loans as well, so a mixed bag that we have left of nonhousing loans, and what were looking to do as part of the kind of winddown is come up with a comprehensive strategy for how to deal with these loans, and were hoping to be able to bring something to the commission and Oversight Board and ultimately dos later this spring. Next is our work plan for the next fiscal year, over the next year, we will of course continue to manage assets and Development Obligations across the agency and provide Technical Support to transbay, mission bay and the shipyard for the property Management Plan, we anticipate transferring [inaudible] guard tons the city by the end of 2017, until that time, we will continue to operate and manage the gardens as we do today. Next year, we also hope to begin the transfer of other properties outside of transbay, mission bay and the shipyard such as the balance of the Hunters Point miniparks. And south beach will continue to manage [inaudible] but well also need to issue an rfp for a new Landscape Management contract to ko n the work out there. And then finally well hope to finish winding down kind of the Loan Portfolio discussion that were hoping to bring to you soon. And with that, i think brees going to take it home. So, just another look at the road map of where were going, when we see you in two weeks, i will give you a deep dive into how our budget is built so you can really understand the process and the assumptions that go into making the budget, and also ill be going into our administrative op ra rations budget as well as our Debt Service Budget in excruciating detail and pending your well come back for your approval on may 2, pending your approval, well submit to the mayor directly after your approval, once we go through the process with the mayor, well submit to the board and we will participate in the citys budget process, attending hearings in june and the board will make its final vote in july, and if you have any questions, i would be happy to answer them and the project managers are here to answer your questions as well. Thank you, commissioners, oscar james again, two major things i want to talk about, one, the Hunters Point shipyard replacing candlestick park, ballpark, hopefully with a soccer stadium, something that the community can use, i know the city is theyre interested now in soccer and i know in the parks in our community, theres a lot of soccer tlas being played in our community and we can also use that stadium for events like the black expo that we used to have in our bayview Hunters Point community. Another thing, down in mission bay, when i was younger, which wasnt too long ago, in 55 or 54 when eisenhower became president , there was a lot of folks laid off at Hunters Point shipyard at that particular time, down in mission bay, it used to be a train sphere where they had a lot of cars and what have you down there and a lot of the men who were not allowed to go in their homes lived in those boxcars, so what im trying to present to you guys is to have some Homeless Housing built somewhere down in that area for the historical thing that happened in that area, that always has been a part of bayview Hunters Point, it went all the way down to south park, a lot of people dont know that, peoples would moved out of say south basin, the old projects on geneva and bayshore, when they tore those down, the troy hill, when they moved the projects that was from potrero hill that went down from potrero hill all the way down to third street, when they moved those, a lot o of those people moved to those particular areas of south park, what they called it, i cant think of it now. I cant think of the place now, its right below potrero hill where the bus station is, i forgot the area, anyways, i would like for some Homeless Housing to be put down there as well as housing for people who are coming home from the penitentiaries and what have you so they can change their live and is be productive citizens, so kind of look at that if you dont mind, i know its not something thats on the agenda but me personally, i would like to see some of that transpire and something that tells the history of that area before people starting looking into that area because it was neglected for many, many years and the story should be told on how we suffered in that community. I know for a fact how we suffered, and a lot of the young peoples dont know, thats why theyre acting like fools like theyre acting because they dont know the history of what we came through, we shit on the shoulders of a lot of lady ins our community who kept our community strong, like ms. Coleman and ms. Web and we need to have that story told so these young people know, especially a lot of the young people who came today dont know the history of that area nor do a lot of the people my age dont know the history of that area, how we suffered and a lot of people when i get up and speak, im talk k about African American, we had mexican american, we had filipinos and other races in our community that made up our community that suffered as well as the African American communities and lot of asians were out there in that community, a lot of asians kept other races in our community that owned stores at that particular time helped them stretch their paycheck marketin or what other kind of support, the developer pays for those costs. It depends on the type of expense and it depends on the developer, so for example, accounting support when my team takes payments for Consulting Services or Legal Services that are done on behalf of the project, we pay those bills and then repackage those bills and send them to the developer so that were reimbursed so those kind of highlight the two different kinds of expenses. The direct project expenses are directly sent to the developer and they directly reimburse, but the accounting staffs time in terms of processing those bills and sending those to the developers, those are paid by the agency, some portion of those costs are incorporated into our overhead charge, but the agency does pick up the vast majority. So, i really think about it as sort of direct charges and indirect charges, in addition, our developers have different relationships regarding what type of time they reimburse, so for example, developers will pay project staff time working darkly in the project but their pto for their vacation, theyre sick, the agency picks up those costs so it really i would say the vast majority of our operating budget is picked up by developers, our operating budget is only 3. 6 Million Dollars when you strip out the debt and direct project costs. If you look at just the true administrative cost that cant be attribute today a project, its about 3. 6 Million Dollars which is really small when you consider to commissioner singhs point, that were delivering over 400 Million Dollars worth of development out in the real world, so i think it really shows how efficient we are with the use of the public dollar. Thank you. Okay, so moving to transbay, when we talk about blocks, i get confused but im pretty sure block 8 is the related project . Yes, okay. So, the reason i remember that is because one of my favorite topics and our favorite topics with grocery stores, we got a report i think, its been more than a year about you dont need to tell me today, what those efforts are, but it would nice to get a refresher about what those efforts are because i think its been over a year that we know, you know, whats going on with that. I remember paying that bill, yes, i remember that report, but i think that shane, our project manager, shane heart can give you a better update on the details of what we learned in that report. Commissioner rosales, what we can do is set up a hearing and we can bring in the developer and they can do a presentation, like we did last time, you know, just to give you a quick update, you know, they have followed through with those tasks that they said that they were going to follow through with which right now theyre in the stage of trying to procure a tenant, a grocery tenant. They have hired a local broker who is a great broker, probably the best retail broker in the city and what theyve done is theyve prepared a memorandum which they are sending out to all the potential tenants, they are hoping to have a commitment by the end of this year, thats their goal, so right now, it appears as though everything is going per their schedule but ill bring them in and we can have both the broker and the developer bring you up to speed. Great, thank you. Okay, and on the Affordable Housing topic, jeff answered the question on the cop survey that i had but i recall that the city has a goal for addressing homeless Family Housing and i guess my question is and i thought it was 2018 that the city had a goal to eliminate homeless family or to address homeless Family Housing in its entirety, im trying to figure out, a, do you remember that, and b, what we have here, is it going significantly towards those goals. Yes, i can speak to that in a couple of ways and well come back with anymore questions if im not responding, so yeah, there was a ten year plan to abolish homelessness, i believe it started in 2005, so that ten year plan ended in ten years later, so that plan is not officially in place, however, mocd and ocii, were continuing to essentially follow the same policies under that plan to abolish homelessness. So, and where you see that is where we have 20 or 25 percent of our Family Rental units set aside for formerly homeless families. With the creation of the department of homelessness supportive housing, the policy has shifted and there is now a much greater focus on serving formerly homeless individuals. I think the finding is that theres a lot more individual homeless folks on the street and that we have done a very good job of providing family units its still a problem, but i think as a proportion, the proportion of Homeless People on the streets is way skewed toward individuals, so as a result, as you probably know, were about to issue the Mission Bay South block 9rfp, thats exactly that, thats a direct response of our team pivoting and accelerating that parcel so that its formerly homeless individuals. We had planned to doing an rfp for that project later so we pulled fwa forward so we can get something online a lot sooner. So, yeah, you mentioned 2018. I had a recollection that a press conference, does anybody remember this, it wasnt long ago that the mayor i thought if it doesnt sound that doesnt sound familiar, we can follow up. Yeah, there was some and i think it was does that ring a bell to you all, did i read that in another jurisdiction . I thought how aggressive of the city that to say that by 2018, that the city had a goal of abolishing homeless families. Yeah. No, i can follow up on that and see what i can find. Okay, i will look it up myself because i usually have a very good memory. But sometimes not, okay, so thank you. And so i had a question on the Fillmore Center properties. I think the Loan Administration idea that youve presented is fantastic and im interested in certainly hearing more. Also to understand who because weve had at least one individual or one Business Owner appear and talk about other folks loans, so i think its important to understand what that looks like, but two things on the fillmore transfer, the Fillmore Center. Im assuming we have nothing to do or we have very little influence in whats going to happen with the former yoshi site. Theres an rfp right out on the street now that the city issued. Responses are due in may and thats actually in april, the selection is in may and thats for both the commercial parcel which is yoshis and the gallery and [inaudible] fillmore and the garage, so once responses are back, theyll be evaluated, hopefully there will be someone selected and then that will go to the board hopefully in the summer or right after recess, and then the idea is that at that time, the city would accept the property from us and then immediately turn around and sell it to whomever theyve selected, so thats whats supposed to happen and to answer your question, it would not come before the commission, we have approval through our property Management Plan to effectuate this transfer but it will go to the board of supervisors. And at that point, we lose all jurisdiction, right . Well, for most part, we have a few things left. We have another small parcel in the western edition next to the yoshis project we need to sell and of course the loans and theres a couple of Development Agreements that are still active and havent been closed out, clearly thats our biggest asset we have left in the western edition.
