Commissioner clinch commissioner gilman sxholg commissioner lee commissioner walker we have quorum and the next item is item 2 president s announcements good morning and welcome to the bic meeting of wednesday, august 17, 2016, i hope everyone had a great vacation and been quite awhile ill go into any presents and congratulations to director duffy for the skid architects and the San Francisco institute of architect on a i a he joined another experts to talk about the highrise Construction Projects to include an occupant occupation to make elevators safe for negatively a San Francisco leadership of fire and building safety as we see more and more residents moving into the taller buildings in the coming year and thank you to stephen of Planning Services that received a letter of gratitude from a customer for helping him with his project and working on behalf of the Mayors Office of housing a thank you received from supervisor tang that sent a letter of planned participating in an event called week of making students enjoyed interacting with the staff learning about their jobs and thank you, thank you to director huey for the timely attention on block x of Affordable Housing project supported by the Mayors Office of housing and Community Development and the departments of assistance so the departments assistance was very much appreciated in this area a great thank you was sent to jamie and dennis of Housing Inspection Services the letter if an tenant that said much desired credit to you and the entire department for all the followup and what it means to those of us that little in apartments and congratulations to the planned review services a letter from a customer he assisted with the plan check he was commended own completing the plan and congratulations to dbi staff to overview less than when assists customers on the fifth floor one one time area where overthecounter permits are issued to a local contractor for assistance and his volunteer work on behalf of the castro hill school that had permitted issues that were involved with the Fire Department and overview less than helped the customers to along with the City Attorneys Office and dpw sfpd and fire provided assistance in an unsafe building on 15 street a twoyearold owner was living with his daughter in the castro street for the police when they respond for loyalty drug use giver representatives on august 4th and august 5th director huey signed to vacate to the power and he having been shut off by violations and disagreed the building residents and the adjacent neighbors and on august monday deemed for the residents to vacate and a dpw boarded up and until the Code Violations were resolved but it had to be done in this case all the signs that was the right decision thank you all to the staff who participated in that very, very tough one and kudos to you director huey for his presentation to the Department Association he was reminded them of the two mandatory tier 2 soft story retrofitting deadline for filing we still have over three hundred addresses on the two list roughly 54 percent it is 5 hundred and 65 aggressive outreach efforts to remind the owners with a courtesy notice to the tenants are underway asking the members of the board of supervisors for reaching out to their constituents who are owners of the building as well as extensive Media Outreach so hopefully, this will get that 54 percent result better im happy to announce that bob really good as pronouncing last name is the employee for the outstanding work during april, june and may as nominated by steve bob has been proactive in taking on all tasks to help the contractors to assure they understand how to correct their projects and make them conform with the code requirements and peter as acting chief congratulations bob and thank you for providing those outstanding example of dbi professionalism and you know this is their last week, we had a total of 4 nominations and all outstanding in their own right more and more difficult to pick but what really outstanding about bob step up to the plate and gets none the benefits and save there is a lot of Administrative Department good inspections are accepting stepping up into senior positions and helping their bosses to get things done this is a great example of participating and being a Good Team Player thank you for that i believe well honor you in a minute madam secretary that concludes police reports. Good morning wanting and fellow commissioners im anastasia i live in noah valley and very concerned about alteration preliminaries issued for Residential Properties in my neighborhood by gi that are decisions in disguise theyre removed from structures in the past few years decisions that have only been issued alteration permits in noah valley are happening with increased frequency and intensity neighbors are stunned to see a socalled monster home gets built the 311 notice indicates theyve remodeled taken care of and members of the noah Valley Council are concerned a large number of privacy are falling through the cracks of the city permitted and approval processing this problem needs to be dealt with now because the San Francisco Building Code is undermined projects that are not carding as demolition prior to the review by staff prior to the work commencing and during the construction phases are getting poor oversight by Decision Maker and scrutiny potentially illegal and dangerous procedures any exist at the construction sites the city is losing money in the collection of revenues in the form of permitted fees housing that is affordable or relatively affordable in any neighborhood and throughout the city is being lost please schedule this matter as on agenda item on your Inspection Commission calendar thank you. Good morning commissioner im the owner of 1591 tennis street been here before im here again to just followup on may 7th of 2015 i went through discretionary review which mandated 55 montana for the illegal modifications to now theyre not following the discretionary review mandated ive been through the Building Department and spoke to ed screening and mr. Huey and still 55 anyone tan is not following the discretionary review instead got a new permitted since 2010 and now to say 2016 and im still dealing with this problem and inspectors from Building Department still finding whatever works theyre doing without checking what is going on my house has been damaged and known from the Building Department has come to really check you know my foundation yesterday mr. Putting are exit confusing hes closed the cats without being resolved im asking for a review since 2010 on this construction you know it clear that a lot of corruption is going with the construction in San Francisco and Building Department blames Planning Department i speak to people in the Planning Department and they is this department you know the ones that are in charge of this so i think this is the last time youll see my face asking for help this is not acceptable is it so incredible that all the corruption is happening in San Francisco so, please do something commissioners, thank you. Good morning members of the commission and members of emptying staff my name is christie im a friend of isabel perps since 2012 he met here there as Communities Action group weve been since Close Friends and close with her family the back story of this her family is in crisis because of gi not following up properly on this project it is her house is toxic because of mold and because of the neighboring project on montana street the project is to the undermining of the foundation because of proper drainage and ready for the Planning Department decision is to be implemented i since ive been involved when i first became involved asked about they are easement she said she has an easement for her pop up into the neighboring property that is illegal she said dbi has not paid attention we visited dbi in fall of 2013 we happened to meet and went to the counter and happened to be tom and we asked him have you paid attention to this easement and the easement he said well, we couldnt find a copy of the easement only one copy or another copy which i founds puzzling the easement should be Public Information and i said well, thats interesting we can video copy a copy and i pulled it out of my purse turned white and disappeared for several minutes like 20 minutes and contact that was the first indication i had not everything was on the upandup about this project and the big issue was after isabelles many complaint about this project wrapping up around her pop out the neighbors complained she had windows without permitted so a dbi inspector came out and looked they are house and plans those windows were permitted and he actually wrote down it correcting that was abated and she has a record of the abatement notion and subsequent to that dbi approximately took up the case related and withdrew the abatement and hnltd the project for two almost two years before isabel went to the Planning Department to get their decision something is not right in this department i ask you to do it urgently and address the needs. Yes thank you so much i would like to have a staff update or a discussion i guess about the demolition renovation issue i actually met with some of the folks in the neighborhood and theyre quite a few projects out there this year start out as a renovation and get entirely gutd except for the fraichl and looks like a demolition i think that commissioner president mccarthy knows what we are talking about maybe have a discussion about that to see when the criteria is and process we go through is a department when things like this a happy we were talking about one yesterday and a Litigation Committee i wont give details where we actually stopped a project that was doing something to the exterior facade not part of permitted so i know we do act so would be good do discuss it and see what the process is and if we, be supportive of the department to make sure that demolitions dont happen the other thing we received a letter from tenderloin about the sro transition to tourists uses and i think that would be a good idea for our commission to have an updated hearing on that issue of what the process is when a developer wants to convert residential to tourist sros what your process is about that so a hearing on that to get your process and thoughts about it. Ill jump in ill concur with all 3 commissioners commissioner melgar vice chair commissioner melgars point what the departments position it is a planning issue were kind of waiting for planning to take back people feel a dbi position were issuing the permitted wed like a most of commissioners would like to have clear direction if you if you would deny a permit like that at dbi regardless of the planning were the ones issuing the primary i think i think that is kind of what the letter is comment we need to know Going Forward our policy where the director stands on that on the issues on the decisions i absolutely concur with getting a lot of phone calls you know the permits the what is your business or occupation i plan envoy been checked out theyre within their scope of the permitted and their jobs but confusing to the neighborhoods to see the different types of approaches to doing and building one particular one that is causing a lot people fourth what is not a complete demolition versus a remodel id like a hearing a problem with the communities ill say the memos that i checks are within the scope but maybe not words the permits and to the neighbors the up type of construction that will happen and not a complete demolition so the conversation will be helpful and commissioner walker brought up and but also the decisions those are emergency decisions happening within the fire buildings and we have deemed them unsafe i think what is kind of you frustrating for the commissioners when those are issued we are looking them 3, 4, 5 weeks later than you think. What is a demolition the idea to make a particular location safe and Fourth Street that theres a lot more process after that outside of dbi that needs to happen for the emergency occasions to happen one update perhaps from dbi what are the challenges after you issue a demolition permitted the way it is playing out in the community is that we havent done our job im found out that a lot of the issues with outside the scope of the responsibility and maybe more classification and a policy in place that clarifies when we issue the demolition permits what are the next steps has to happen director you feel you want to say something. First of all, we already have a processing in place in emergency demos for the small building is is easier to take care of i know that people are frustrating but mission is better we have work in the registered order some of the items you mentioned out of our control like the you know how to get the you know permitted for the bay area control department from the state and the pg e sometimes theyre not cooperating with us those are our controls we may need to work with them to get pg e you know a higher level to communicate with them Human Resources our policy is in place you know some of them dont think the contractor thats why we put restrictions on the emergency you know order there to specify already and then i dont know how much more we need to do you know. The idea is you know we do on emergency in the community thats the idea; right . So it has to come down before that causes serious injuries to somebody so i think if so that serious why cant it come down the next day and the departments take the same approach we have to take overall if it does come down and two weeks were waiting on the air Quality Control because of wood or you know body comes down and hurts somebody after we try to do the right thing is that an emergency sidewalks because of angle imminent danger im not glam the department but a universal connection this has to come down because of the reason were issuing the emergency demolition. We need to push for that because no matter what policy we write down some jurisdiction or the department not listening to us i need to go further up to see how we can push it to them more building singlefamily and all those how they do with that the contractor i know only those two have problems every time. Just a stressful full thing for the department to issue theyre so many people adapted because of it and when we do it seems to be in a difficult period with the buildings catching fire and burn really badly so i wouldnt mind a hearing on that and maybe some thought how we get the other departments for the same day Emergency Reaction we do she should have i dont see why they cant how to get to the bottom of that director and solve the problem okay any commissioners want to add anything more. Im fine the question was that enough time for the department and for all the necessary reports to be done. Item 5 discussion on a permit in existence. Good morning, commissioners and director huey miguel is out of the city on business. Thank you for your agenda that would be helpful and since we met in june and you had the redial on the assessment and recommendations weve drawn up another contract to get us to a project that to do the restarts planning bringing dbi, essential to do the Detailed Planning that is needed to come up with an exact scope of work and exact budget and exact timeline to get us there that delivers it system f that meets dbis needs to continue to conduct business that dwaement started on the first of august and guardian gardener is oust working with dbi a first meeting with excel representatives a positive meeting and were poised for a positive engagement and oracle from our parties that is very good the major deliverables from the restarts engagement are a mou for all parties so dbi excel dp that what they all committed to veeshlt in june putting interested paper they stand behind moving forward with the recommendations and establishing a fellow partnering to make sure we have a Success Partnership one of the critical things youve heard many times in the parts few months the requirements correct the most critical phase of the start is a valeted set of requirements for dbi so not a start from scratch but taking what is encountered in the system understanding what the gaps are between that and dbi needs to operate their business and then this exact set of works those gaps end up being worked and passed to the developers and scoping these with the dollars in terms of budget and timeline thats the most critical piece of work out of the restart plan to get it exact scope of work and timeline and budget we also will be establishing a governance bodies called out in the recommendations to make sure we have a Steering Committee that includes all the stakeholders that obviously dbi and excel and the commission and i believe others groups at the city hall that point to be part of Stakeholder Committee that will had been established and put into place. What will that committee be formed do you think. The restarts planning work is a fourmonth effort between august and november. Okay. Well definitely be during that time period getting the names of the folks from the stakeholders that will participate and establishing that group during that timeframe. And then the other last major deliciously getting to a contract we need to reestablish an amendment to the existing contract that dbi can proceeded to develop the system that dbi needs so an ultimate deliverable to have to actually start that work i wanted to mention that k sell 21 as committed verbally to making sure we have the best resources from their group much like dbi has grabbed the best resources to participate on the project and we have seen at least with excelsis have grabbed the senior folks from their organization that have the know how of a project of this complexity and brought them to the table for our project were pleased and wanted to acknowledge theyve stood behind their plans that concludes any update if you have any questions. Seeing none, item 6 discussion and possible action regarding proposed update to administratively ab zero 47 force the country for final acceptance of smoke controlled system good morning department of building inspection were here to propose an update to ab 047 our bulletin you may remember that the original development of that 3, 4, 5 years with the Fire Protection engineers and the Fire Department in order to develop that and has been implemented and successfully for a number of years as well but time for an update it has the outlined code references and code sections didnt reflect the current code those are the modifications they took this up substantive about it but needs to rehabilitate the current code sections comments from Jerry Cunningham you guys pointed out to the Environmental Impact gave the initial comments and retired so the new Fire Protection engineer bryan reviewed it and offered comments in addition and fire went through that themselves john the original writers of it and his replacement i forgot his last name there was outside comments about engineers and their responsibility for some the stamps that were required on the drawings that was not only vetted early on but revisited because of the comments brought up and ended up in a determination by the Fire Department which way theyll go on that any questions on it . Im sure other than the seven years of Public Meetings and the bulletins the organizations that the Fire Protection engineers belong to requested their input and reviewed it as well. Okay. Thank you. Im kurt and secretary of the code Advisory Commission by way of a history 19 hundred approximately San Francisco came up with their own Building Code to address building safety and shortly thereafter in 1906 a huge earthquake down the alley of Building Code what do we do about earthquake and those natural disasters over the years incorporate those into the code and 84 years later developed those codes into Something Like that this a list of set of electrical codes from 1984 the Building Code are not much bigger and after 84 years of disaster and input if the public in 1984 San Francisco decided to adopt a Building Code and that was fine except for San Francisco has a long history for years of developing their own solutions to theyre specific problems of zero lot lines and at all skinny buildings and fire spread and earthquake resistance that kind of thing they amended the Building Code to Carry Forward those first 84 years and thirty years later a single group of code this big on my desk a it has grown with improvements in california they adopted a planning code for codes and international cocounsel codes and they adopted the model codes by state law and did the same thing as San Francisco incorporate californias specific laws in the code they take the codes and add the information they need to be workingable in california and, of course, San Francisco did the same thing to that group of codes so this happens ever 3 years and bring in the new codes were required to enforce those california codes but allows us to amend them and discuss as long as theyre more restricted for the violations visions and have the typography california publishes the code july 1st every 3 years and effective one and 80 days later or january 1st of the next year between that time of january and july thats where the cities do their amendments they have to be completed by the january 1st otherwise the californias codes goes without the amendments until their finally approved the process that dbi has in place to do this developed primarily by lawrence cornfield and his staff quite a while ago dbi staff are assigned chapters to review and brought to Public Meetings with the code advisory meetings and special things in the portions of the code and in the types of codes that the proposals are brought forward their then those recommendations are taken to the Advisory Commission and 17 members of the public and all walks of life and progressives those recommends come to you and thats where we are at from here the Planning Department for understanding of environmental finding and the board of supervisors Land Use Committee thirty day holds back here at a second peak a couple of reading by the full board and the mayor signs them and 10 days and thirty days after that theyre effective hopefully january 1st, 2017, our joan policy is that Carry Forward the existing amendments that have been in the past that are developed after 1984 work amended in the new code if the new code addresses it well delete them located in a different portion of the code or modified for the california wording we try to incorporate all the new legislations every time we go through a code cycle the board of supervisors cycle as well as we end up with quite a bit of legislation that happens in the middle of all of this so one of the greatest tasks to include that write up the code in a certain way awhile we are submitting it and changing it after submitted we change it and keep up with that always looking at the most current code including the current ordinances significant issues Building Code wise the model code and international Building Code 2015 california adopted decided to remove chapter 34 from their model code the existing building chapter very much used in San Francisco it is for all the existing building mostly but did adopt some chapters out of model code called the international Building Code and california shift their amendments that were chapter 34 to this international existing Building Code chapters one through 4 and so we the same thing chapter 34 went to the existing Building Code thats the major part of our presentation and the structural work for months and months to try to get that all relocated as in the past our residential code versus california Building Code weve ton on the past practices for the two code cycles where the california residential code came to be to handle the stock and modesto you have not Tall Buildings gives i have builders a way to build without a ton of engineering and using tables and such in San Francisco the zero Property Line is a huge fire issue exiting from the tall skinny building only outside in the backyard weve chosen to go by the Building Code weve been using all those years it worked out well to minimize our issues and it is that kinds of layer of safety that is prudent so we plan an continuing doing that weve added since the most all the provisions in the residential code are less reflective weve chosen the more reflective and some of the people that wrote the residential code were different from the Building Code some of the provisions are more restrictive and those cases bring those forward into the Building Code and they formed part of our amendments and initiated cal green we have our San Francisco amendments to cal green that Carry Forward the original green Building Code that was written for San Francisco before california had cal green and the major update there we part of lead is used as part of compliance options and theyve updated their software or updating to version 4 that kind of effects it effects what items are done to comply with the code there was a comparison that needed to be done two what theyre proposing under version 4 and barry hoover worked the component and doing the comparison table also a Cost Effective study that needs to go along with the engineering to the Energy Provisions of if theyve done as well plumbing youve heard most of the plumbing amendments not just code section number changes brought to you in previous bic meetings and youve approved them only one that i can think of that is you havent looked there was a decision to tie in San Francisco been using the plumbing fixture table from the uniform Building Code of 1998 appendix chapter thats been carried forward since then he guess and the decisions been made there is an equivalent table in the Building Code that is basically an updated version of the exact same table done but uniform Building Code and the uniform Building Code before so the same publisher the table is developed more refined and we dont have a justification for using a table that is basically less restrictive at this point no other option not to use the table weve been carrying forward and use the standard in the california plumbing code even with the minor changes. Mechanical very if i changes some clarifications on direct determinations with respect to Property Lines and some clarifications on when a kitchen code is needed because the ventilation theyve tight up on kitchens the electrical the chief most of his were making things clear a lot of sections they were completely rewritten by him adjusting the amendments actually no new requirements in there but hard to read and long run on sentences and requirements they split if it up items 1, 2, 3, 4 and 5 two large changes along those lines and he deals a little bit with high voltage that is normally utilities high voltage normally in the street but now it is determining inside Property Lines so you have those National Electrical codes didnt go that far and the utilities they deal with it but since its on your property they say you have to deal with it hes working hard to incorporate minor changes that assure the safety for a jarpt of an permeate building to main that huge mega electrical transform on the property they have no idea about the special training some things for worked out there and not very many cities in the that has that issue it takes a lot of research and entity from the community and from the Industry National even the National Electrical code beyond what they want to get into so got to keep people safe anyway housing we dont like or like to mention housing but to republish it as a current year we dont have to issue on outlined version with 20 updates issue a counter version that is the outlined version but the update is in them. I would like to echo kirks comments with regards to the large amount of work to put this together on the part of the Technical Services gi staff as well as the Code Advisory Committee this update to the San Francisco Building Code to bring what would otherwise be required to be used in San Francisco the california Building Code is really critical and a lot of people put a lot of effort to make that work i thoroughly support it and certainly discuss any questions you have about it. Good morning, commissioners patrick chief builder inspector this morning i have mostly good news on 22 and mission i know that has been going on for a while now but first of all, like to say we have two separates properties and have two separate owners with their own issues for each of their properties so if i can use the octavia boulevard here just to what is outlined is the property it is now demolished and if you look at this corner over here forgives the big finger that corner is adjacent building that is combablthd by the work that was performed in the demolition of this large building so what we have here now is we have a building that has been demolished, some shoring work going on the perimeters of demolished building to maintain the integrity of the basement walls and additionally a sense will be a fence permitted fence for a medium and elementary security of site as 2598 Mission Street so the good news on this is i have been in communication with the representatives of the owner the attorney for the owners as a matter of fact and he has shown me or given me the drawings pertaining to the new fence that will be insulated the plans will be submitted by the end of the week the materials are delivered to the contractor who is in place in the week of august 22nd and he is scheduled to begin the work august 29th in constricting this new fence which will be a fence similar to the fence at 16 and shot well, ill give you an idea of what that looks like here. So it will be 8 feet high metal finance into a concrete sidewalk, of course, concrete on the sidewalk theyll work with dpw for suhr the fence to the sidewalk or in an area adjacent to the sidewalk the Planning Department will look at this fence also in review of the permitted that is being filed and they are aware of necessity to have this permanent fence to secure this site so unless have you any questions about the building that was demolished ill move to the other one. Sorry commissioner walker. Yeah. So we still dont have an idea about what they have land planned for the future other than a fence. Long term we dont know. So that was an interesting one to me and im sorry to put you on the spot i was talking about earlier and want to talk about the demolition thats question one and the other second part of question i know specifically the demolition of that kind of specific type of demolition not to steady a certain amount of demolition but controlled for many reasons that will play out in planning on that particular one i know a few changes was everything done to what was originally issued as an emergency demolition and thats in question one and why did it stop take so long to stop the demolition maybe give me some sight within 72 hours to be demoed. To your first question what was the delay or second question the delay has to do with when the fire occurred in january of 2017 contractor came on board we we didnt get a good evaluation on the building it took a letter from the City Attorneys Office a letter of demand do get access to the building that happened in late january of 2016 so subsequent we discovered the building was a hazard the permitted was issued the contractor came on board there were challenged with the sequencing of the demolition with regards to the incarcerating not having assess to the building from a street that he planned to us they had to rise their schedule their you could think so of demolition based on now having to do this decisions from a different street it was a restriction that was one revision and then an issue are a concrete deck on the west side of the building thought that was structurally okay. The original intent to keep all the material but take away the wood that was fire damaged it was determined that slab was unsafe another revision for a change to the scope of the work and even in the commencement of the work challenges to what we spoke about earlier with lead abatement which is a state of california requirement to have proper lead abatement in a building before the demolition takes place and asbestos reports were required and communication back and forth with claims adjustment people for the Insurance Company and it is important to understand that asbestos and lead what about very important things when we are considering tearing down a building we had a fire at golden gate some lady retrieved her laptop and it was asbestos settlements so there are state law so there were a lot of things out of the control of the Building Department. Okay. So will ill move on. Move on. The other building obviously suffered fire damage itself because of the initial fire at 22 and mission so they got a permitted to repair the fire damage the permitted was signed off another fire in march of this year they got another permitted that repair is not completed soon after the permitted was issued there was an incident were there was damage to the foundation of the building from the demolition work next door. So where we are now is were trying to get a permit issued foreign the Permanent Foundation replacement of the building next door it is shored concrete shored the building is i have an email from the engineer for that Property Owner telling us the building is safe because paramount in in my opinion the building needs to be safe we need to know the building is safe as of yesterday an memo from the engineer the building is safe a design is worked on a permit is expected to be filed by the ends of this weeks ago and replacement foundation for that building. Okay. Commissioners. Is that building vacant. That building is not vacated thats why i requested an engineers report telling us that the building is in fact, safe and safe to occupy. So they shored it up. Its been shored up the portion of the building that was about 15 feet of foundation that was impacted at the back of the building and in that portion theyve put shoring in and got high beams and supported and the engineers are confident that everything is safe and no impact on the residents. Just curious who is attending that permitted is that the Building Owner or the Property Owner that did the demolition. Good morning commissioner president mccarthy and commissioners my name is jose he work at the office of Community Investment and infrastructure were the Successor Agency to the Development Agency and to continue with the review and approval of permits in a manner similar to tie in of the Planning Department performs in our areas so i know that you requested us to come basically because a question regarding one property in the bayview triangle communities or project area i should say on third street were there was a a dry cleaner building with residential on the second story that has been damaged by a fire and keep in mind to be unsafe i want to the sdrament authorized the construction of a new unit we have the ability to authorize permits as well as the demolition of that unsafe structure i wanted to give you an update and wanted to take the opportunity to introduce myself to you and show you our areas on, on overhead if i could. So these are the areas under which occ has permitted review authority in a way similar to how the Planning Department works with you, we have those areas sometimes, its hard to understand where why we have authority but basically, all the areas very specific development controls that are not the planning code basically, their designed for development documents that we administratively help to write and our commission basically approvals and administers as well when we approve entitlements through generally, we call Schematic Design approvals ill take you on a tour of map and the areas where we have jurisdictions so it is clear from the northernmost portion of the city we have authority is the transbay redevelopment plan area only that calls zone one that is the area you may have seen new construction on block 6 which is the solar highrise residential and construction is arrested started on block 7 the mercy Housing Project and seen the renee 100 percent project on fulsome that area is basically, the zone one of transbay along the fulsome building to the cat building from Second Street and the main block currently the transbay terminal temporary bus parking lot is located in orange adjacent to transbay is rincon south beach that expires in 21 largely built out the gap building it is in the rincon hill south beach project area the last project we worked on in the south beach area and 72 townsend street, i believe may already be going through a certificate of occupancy and basically the project is built out it expires in 2021 so the minor permits come to us and rincon south beach the project is divided into mission bay north and south this is build out one project under construction for the 3 i believe it is called and in Mission Bay South we have plenty of work to do much of the area is under the authority and overview by university of california, San Francisco but in the area between the channel and the usf campus we have simply blocks to be build out mainly Affordable Housing sites but were responsible for the Warriors Arena event center and the uber Office Building so moving further south an area that brought us to your attention the bayview industry triangle in the northern portion the Bayview Hunters Point Community it is all on third street it is now a trite oriented project area because since the project was adopted in 19 the thifrdz light rail was built and have stopped in the heart of this district we just approved yesterday the development i mentioned on third street which on a 25 foot lot 7 units of 65 feet height were working with a Property Owner across the street on third street to build approximately 45 more units northbound that area but the industrial uses are encouraged to be protected and basically renovated as part of redevelopments plan adopted in 1980 that project area inspires in june of 2020 well only be involved a the two years. Is that the same area are where the opera house is. In the opera house in the bayview Hunters Point is on third street to the south. Oh. Yes. Commissioner walker. Yes. In that triangle when you had a residential you know multi floor project do you preserve the pdrs on the ground floor or is there any formulation for the ground floor. So the within the area that commissioner walker is discussing the bayview industrial triangle 3 districts along third which is Light Industrial and commercial allows for commercial on the ground floor but it also in this area as well as the second land use district the triangle on thifrts allows for residential above commercial so in the case the project was an existing dry cleaner the gentleman was the owner of dry cleaner and plans to maintain the dry cleaner use it will be preserved so an option to do retail on third street to provide commercial services to the communities but in the other land use district it is basically a bigger portion between phelps and the third street corridor you there is you can do residential use and you can only do commercial or industrial teaches uses this scenario i described will not happen there. So finally the areas to the southeast portion of the city that are highlighted in different shades of green are the areas were working with lennar and 5 point as Development Partners it is the Hunters Point shipyard of phase one and phase two phase one as you may know is mainly a Residential Development people are living there it is some of the buildings have occupancy permits theyre being reconstructed and Development Permits are happening now we are cooperating cooperating with the departments and now with lennar and 5 point the candle stick point area which is actually part of a Redevelopment Area that bayview Hunters Point zone one this is where we have our specific land use controls and design for development documents we administer the permitting as well as the ceqa work in this district the you mentioned commissioner clinch the bayview opera house in that area that was part of a Hunters Point area still exists as part of redevelopment of california have the tools of redevelopment to you know finance projects and since is beginning of that project the zoning has been planning code so the Planning Department has the authority and to handle permits in that district not us. Is that complete. We have a great relationship with our department a process in place as to routing where were expanding that has mbe gets build out and best to Work Together our staff is continually in confusion and databases we share the project sponsor and the Planning Department and sometimes things fall through the cracks were a separate process but in general its running smoothly and hopefully, will continue to run more smoothly and agreements with your department and other city departments called interagency cooperation agreements that spells out the review in an expeditiously way and those are for mission bay and the Hunters Point shipyard and candle stick point areas and we have in our agreements and contracts with our Development Partners will be the Mission Bay Development or lennar or 5 point in the Hunters Point shipyard and candle stick point requirements that we review all permits including all of them that provides you with all the information you might need and ill be happy to come back with inquires you may have at a future time that concludes my presentation. Occ offices on south van ness on the 5 flooring with the Mayors Office im sorry the office of Economic Workforce Development as well as with the Mayors Office of housing and Community Development. Thats a good question the Port Authority has jurisdiction over places of rincon and in the days we are permitting the San Francisco giants ball park great collaboration and agreements to work with the port and generally, we handle the entitlements right now we are working on park 22 which is the Waterfront Park on just east of perry and mission bay so we coordinate infrequent and in conversation with the Port Authority where our jurisdictions overlap. We communicate with the folks in transbay and mission bay for the Hunters Point shipyard we administer as far as we staff and work with the Community Groups but also present all of our proposals to this Community Group for their review before bringing up it to the commission in the case of bayview industrial triangle the Advisory Commission that is basically managed you know quote unquote by the Zoning Administrators Office for example, any project that is separate in the candle stick point and Advisory Commission and religion south beach no longer a psych not that im aware of. So i have an understanding this collaboration so if you approve a project lets say in height and density you said you forwards that to the Planning Department and thats kind of a reprocess again or just an automatically your renotifying what we approved and they issued the primary is that it im confused. Thats a great question commissioner president mccarthy we actually act as the Planning Department would so duplicative to send to the Planning Department we do not approve and sends it to the Planning Department we work directly with the public works were the sdooiltd agency not the Planning Department so the Planning Department has authority in all areas and perhaps the port and in all the areas not included here but the mayors we act as the Planning Department and dont duplicate by sending to the Planning Department we didnt mean we dont coordinate we have agreements how to involve the Planning Department staff and the director at times to assist us in making sure what were doing is in compliance with the general plan and basically San Francisco citywide planning code. Thats a great question commissioner lee we working closely with Planning Department management to create a zoning package that would basically anywhere or perhaps enhance the redevelopment plan and its design for development on expiration were experiencing several large redevelopment plans expiring over the last western edition a1 and gotten gateway developed not with a planning code but a separate set of controls and through that exercise we work with the Planning Department to make sure that the zoning after the plan is expired which is basically, the planning codes zoning properly reflection the developments to reduce the nonrestricted conforms but what the communities is wanting to see after expiration so we anticipate that for the bayview triangle basically, the scoping that existed prior to 19 the undermined zoning but once that expires im in conversation with the staff to figure out how to do a Community Process so that by 2020 well be well prepared and luckily in the case of rincon south beach as part of Planning Efforts much all the south beach area in the rincon point area through the Transit District plan those areas were already zoned and so if you look at the zoning map for which is incontradicting correct under the planning not in effect it shows the south beach new zoning kit that came out of the eastern neighborhoods we feel that south beach is prepared for that transaction. Hello, again this is anastasia i find the last remarks that that presented about figuring out what the Planning Department by the year 2020 a process of Community Involvement be very puzzling and disturbing to me because i feel like the community you know the people that live in those areas should be on the ground floor as far as the planning of their communities this is happened other market octavia and divisadero and now with the issue of Affordable Housing Density Bonus Program people want to know what is going to be done to those spaces and i really think that the communities needs to be involved not just their Advisory Commission group thank you. Is there any additional Public Comment . Item 10 the Planning Department citywide correction study. Good morning members of the commission Rosemary Bosque, chief Housing Inspector well, mr. Straw helps me with the technical changes you have the complete report and a summary of that in a quick power point presentation this particular report was actually part of a cover story for the july 12th examiner sf examiner on the cover page of that and this is a results of about 4 months of detailed quantify analysis of 3 fiscal years in the issuance of nicoles e e notice of violations beginning with fiscal year 20142015 and 20152016 so we look at about one thousand seven hundred and 75 pages of documents to be able to compile this data before you continue i want to thank inspector, next item. That was helped by Housing Inspector of our administered staff without them wouldnt have been possible because a manual count and what i mean whenever we look at a notice of violation that is not the story if i hold this up you may see 8 items on the notice of violation but those items translated to maybe 15 or 20 individual items that the inspector had to identify and then assure there subsequent inspectors were corrected appropriately that could include the issuance of Building Permits so we have a situation where we issued 5 thousand plus notice of violations within those 3 fiscal years but that translates into 36 thousand go individual violations that the inspectors had to take time to look at individually identify them in initial inspection and go back to make sure their completed to the other thing that report shows you is that about 88 percent within those 3 years of noirsz were abated a high number what about that is powerful is showing the amount of efforts that the Housing Inspectors are getting those cases abated and thats the challenges with the outlined legacy Computer System and you know the Code Enforcement tools we push to those these cases resolved and the permits that may need the assessment of costs or they have not paid back or fartsdz to the City Attorney but weve within proactive in leveraging the tools that that we have at our disposal and then to get overseeing abated the story is really that the city and county of San Francisco documents more detail and followup not just in the Code Enforcement benchmarks taking photos and updating a data sheet and having a line for the citizens of the city to be able to see what is going on but the individual violations and doing this and an environment were trying to be sensitive to the amp of the Housing Stock and addressing all of that so with that the youve emigrate the slide number 3 a bar graph of broken down by the fiscal years that shows you the number of violations that were issued and the abated and the number of properties and slide 4 another bar graph that blows up with the individual violations within the notice of violations and abated by the fiscal year and then the last one is pie chart that gives us an idea find individual violations and what category are they falling into so we can see the large part is lead violations and other teaches things has to do with with habitual ability we hope to continue those types of quantify reports and again right now they take a tremendous amount of man power to produce we hope we laid a Good Foundation for the manual work by computer in the future and we will continue to go ahead and put everything we have to make sure those cases are abated in a timing manner. In the grants that were issued has been corresponding in fact, the director added a sizeable amount to the outdoor folks for the fire safety as the new legislation coming through into supervisor campos and supervisor tang stresses and some components 0 empowering the individuals to know where the fire safety items are and how to be maintained we definitely have exhibited great leadership so that we make the transition of not only having this presence in the sros but now translating that into the apartment buildings as well so additional monies have gone to the Sf Apartment Association on this particular item. I want to thank you rosemary and our team a year from now your pressing a button in excel and get a report. clapping. rosemary i have one question if i looked at the correctly based on our numbers seems like each property has 11 violations i was wondering in our study when you did this did you see any patterns like were there certain types of building with more violations on the average of everybody or Something Like that. This report hospitals that a notice of violation is more than a number of items but several items for the anulnar realistic average what we saw a clustering of violations written and supervisorial districts 9, 6 and 3 make sense because older Housing Stock but the eastern and particularly northern and eastern part of the city is the most problematic so were struggling to help preserve that particular housing that was something we did see but on that note commissioner lee the other thing weve done being proactive in identifying going to excel ive mentioned sentences so for each type of violations has a as we move that way well identify when we make when we issue a notice of violation that use that particular violation so identify it by equitable type and timeframe or geographic location within the city that we cant say do right now this seriously we opened up noifrgsz and counting them thats what well have in the future with excel will go arching count and come back and say those i mean imperially the wood frame but give you more detailed information. Good morning ed Sweeney Department services we heard this matter at the last meeting two months ago in that meeting he gave you a booklet of what the modular homes theyre built on a similar code to the california standards however, no local amendments are used and according to that booklet were not allowed to ask for local amendments substantially i was asked to ask the colleagues and made contact with los angeles building and safety and spoke with san Jose Los Angeles is seeing more the modular constrict homes than we are obviously theyre a lot bigger and san jose theyre started to see a couple of big ones and over the years seen smaller projects 2, 3, 4 and i know of two projects two and 3 bedroom units a large construction of modular building on thifrdz you dont i cant think of the numbers but in excess of 50 percent those modular are prefinished we had a planned check they came in we plan check the Soil Preparation and foundations what changes is again we are plan checking the living areas the habitable space that is a different code and it is still based on the california Building Code and just we dont have any local amendments it the real gamechanger is Inspection Services when they go out they treat the Foundation Like any other job their that looking at the whole ground the steel, the concrete placement, the size, everything well normally do when it comes to the construction of habitable space basically those unite are trucked in and using cranes and stacked like one prefinished unit over another and they are tied together using what we call a marry plate and as the Inspector Services do look at the finished product and exiting the sprinklers and all the life safety theyre not able to look at electrical or mr. Shamann walton or mechanical and the her speaking to my colleagues at the los angeles they were actually, the chief plumbing inspector that was spoken to and their concern and theyve already gone to one agency to see whether or not this can be amended through the state standards thats where the power is already a move from certain jurisdictions to have a conversation with them our trade organization and for cal both to help us get effective changes we add more how these buildings are built weve spoken to a City Attorney he will look at it and see if it is possible to do local amendments right now theyre starting that process so if you have any questions commissioner gilman. Hi i guess want to offer some concerns i heard our concerns and someone that deals with the pubically fund we do regulations Assembly Member chiu is looking at using tax credits would you tell us using the local code it is important when we use our public fund or use our public lands that theyre in compliance with code and idaho theyre building one whether or not it can send that to them at least on that front for that type of building a pathway to having them meet code and be in compliance. Good morning, commissioners Deputy Director for admin and the department of building inspection we closed out 20152016 and usuallyly there are a lot of things citywide with other departments and the revenues for deferrals so we dont have a june report in this year it takes longer so hopefully have a june report at the next meeting in september but instead id like to do go over the actual adopted budget we discussed it in january and february and you approved the budget once we have the approval by the Mayors Office and the Mayors Office does adjustment and then to the board the boards does adjustment in your packet a xaern of what was approved by the final budget so if you look at told them 8 as you can see the budget actually has decreased quite a lot we submitted our we were at the 78 million and now 73 ill go over the highlights a big decrease but not a big impact on what were doing so the first increase is for salaries for the board of supervisors looking at our hiring patterns and we know were doing better in hiring we have tests to be included theyve increased our attrition but cut our salaries anticipating well hire more positions so once again no impact on the hiring and doing your testing and moving forward with that other placement an increase of projects a variety of the projects the date of conversion project we have some promotions for buildings and every year we put money into the project and the project funding is ongoing funding if we dont spends some monies by the end of the year you lose it it accumulates a balance but the balances in 5 years the board decided the budget analyst decided to cut that new money for the fiscal year and have enough we agreed to probation officer although a large decrease in cuts the cuts will in the vicinity an impact still for 20162017 and so all the overall bucket decreased i the president to highlight huge increases after you approved the budgets those primarily are work orders so one increase that didnt impact you are increase 2 million on reverse for a while from supervisor wiener Code Enforcement that money was moved from reserve and placed in the Mayors Office of Economic Workforce Development to work on that loan program and another increase for the Fire Department the crook metabolic Fire Department and were trying to allocate the 2350ir preservation we put one Million Dollars into the work order to test the fire preservation and helping with some of the day to day needs another large increase been nine hundred thousand to dpw and once again for the Telegraph Hill rock slides theyre continuing to do work there so that was another increase and the final increase one Million Dollars to the assessors oversees office that work order was one Million Dollars 3 now where the huge increases are on the work order side. That came before us we went to two hearings and we approved one set of funding and came back with a change order we said okay. That is all their need to get it done are we talking about the same thing. As your refer to the dpw one correct this one my understanding in the general vicinity but a different project. Were not talking about the same project. It is at the slide but theyre doing multiple things. Yeah. Its a different area not the same area from the other side a little bit further. Okay. laughter . And then the other endangered increase in the budget in our grants to cbo we attached on funding for fire preservation and in addition to that we also added some additional well the board added additional funding to do more outreach in the richmond area and then yeah, so thats where the board add backs we added all over the place funding to extend our seismic so well go to the richmond and setback overall the actual budget went down because of the cuts the board made but increases and changes that occurred afterwards and want to give you an update on where we are. Forgives if you answered those questions the internal from 7 to 2 million can you explain that one yeah. Thats a big jump. Thats a big jump because primarily that money is used to cover projects we did a big reduction and the board made a cut and put into the projects abuse we had enough money from the years and thats why with went down normally well take money move it from the standards operating budget to a capital more ongoing budget and from one fund to move to another were not putting as much money into the project thats why went down. Your woke okay with that. Were okay with that we have prior money. And the service of the aa o funds can you explain that one to me. Thats the increase; correct . Thats the withholds the Telegraph Hill and the Mayors Office of Economic Workforce Development the assessors oversees office and dpw those are the work orders. Item 13 b impacted donate or local legislation. Bill strong legislative affairs youve heard merngsz earlier on the fire preservation legislation there are essential 3 ordinances the supervisor campos, supervisor kim new fire requirements one we working closely with the supervisor on a better information distribution seep the attention by supervisor tang and supervisor wiener added the most recent one that was to make fire victims a priority candidates for assessing Affordable Housing on the citys various list all three of those were passed unanimously at the boards last session at the beginning of this month theyll take legal effect right after Labor Day Holiday the Tech Services group is presenting a sheet to help with the guidelines and documentation that will be required from the various ordinances like i said weve been worsening with the supervisors not any surprises for extraordinary dances on the departments from those one other ordinance ill mention is you know commissioner farrell and supervisor wiener along with supervisor peskin came to an understanding over accessary dwellings citywide essentially will allow people to build within existing building envelopes Additional Units we have not actually seen a lot of movement on that other than those who are doing the seismic retrofitting work whether it was probably in excess of one hundred those buildings taken out separate permits but adu permits today weve issued 10 so that market cvs has not come to us but it space out there and as you may know statewide theyre actually some legislation currently that will wave the water and utility hook up charges those can amount to 20 and 30,000 and there is expectation that if that passes and governor signs it in september that maybe an additional incentive for more of the adu construction that weve seen so for and mentioned as you may know the annual lien cycle took place at the board during that final session we ended up having a total of 200 and 82 homeowners that were delinquent and on the list that is down from last year in 2015 that was three hundred and 378 owners thats a 16 percent decline is it maybe Market Forces where some of the buildings situations owners are obtaining to make the Code Violations but not as many on that list this year and last year. And finally ill mention what kirk was alluding supervisor cowen of the Land Use Committee to introduce the troy annual codes update on the boards first session back in september so september 67 were hoping that that will be formally introduced in order to keep to this rather tight timeline that kirk was outlining to all of you that is in place and the supervisors staff has indicates theyre quite willing to support us on that with that, ill mention one other state ordinance i mentioned that before this ab 2873 this is an ordinance that cal both has been lobbying rather hard for the last couple of months getting a Assembly Member to modify a requirement that essentially requires all building inspectors to be c a s p certified the the specialists right now the pathway on those exams is 10 percent and fail rate is 90 so most building jurisdictions i think that is unrealistic to put this forward in the current form and theyve been working with the assemblyman to try to modify it so that more graduated approach to that all i can say not worked so for so that that will probably go to the floor the assembly for a voted in september and whether or not it passes and even if it passes whether or not the governor will sign it remains to be seen because like i said just about every jurisdiction in the sate is opposing it with that, im available to answer any questions. Commissioner lee. Thanks i have a question about a discussion about supervisor tangs fire safety ordinance that passed. Yes. Did that include a mandatory plan to be developed by Property Owners that add a fire damaged building. Not supervisor tang thats in supervisor campos, kim an action plan within thirty days of the fire. That is still in the ordinance. Thats been okay. Weve had many discussions about the difficult of enforcing that particular element but i i know that rosemary pointed out taxi a good place to begin to try to get owners more active and involved so we dont keep on running into 22 and mission situations where the department cant get assess the building goes to deteriorate further and anymore complications we would like to see happen. Are we prepared for looking forward were ready to see with the looking forwaabor day. Does this mean on all residential lots the new construction maybe allowed all residential in all neighborhood and thats essentially any interpretation if soon for residential and you have the Additional Space to add a units you may now do that. Youve been in neighborhoods inlaw units within the envelope of the building are not allowed. As far as i know ill have to ask a planning person whether or not that yeah. Yeah. In conflict you know. Good morning commissioner as you can see compared to two minutes ago splooilz it is going up on all the Major Projects i think that is due to the you know the arena our own building and all those middle for sited permits thats why those number go up any other questions. Are you still anticipating that will go down at some point. Yeah. I talked with planning they expect you know soon down those jobs are moving forward. Those are known jobs that started and known about for awhile. True. Code enforcement update. Members of the commission Rosemary Bosque im actually giving this report for Deputy Director dan so in our particular package as you can see that as far as the Code Enforcements divisions are concerned theyre out put is consistent with the july preceding month beyond that you want me to read them off while this is going on the divisions are dealing with new legislation and excel and everything theyre working hard to maintain the numbers and the response times, etc. He met with the chief on tuesday theyve committed to keeping up with responses and getting the inspections with the duties theyre dealing with that as well we have a run of legislation in the place couple of months. Commissioner walker please thank you. Some of us had a meeting with like the Fire Department and discussing the Code Enforcement efforts that department is doing especially around the fire issues we had some issues in coordinating our effort and their efforts so in those relationships maybe talk about that as far as Code Enforcement with fire especially they have new positions. Commissioner walker first of all, we put additional funding to fire approximately, 1 million to help them to finance the outreach and also the Computer System thats great thats great the numbers we have in those reports indicate were marking headway but the more we coordinate with the other departments that do Code Enforcement. Im not sure the commission is arrears the Housing Department worked with the chief with the Code Enforcement process down to giving them their s rp manuals and documents and microsoft word form to utilize those if they so desire and not recreate the wheel well have productive sessions that i have tremendous respect for the captain well continue anytime we can give her that assistance to coordinate on those situations. About 40 people were in attendance so well attended. Again, as our spurns during the survey there were a number of home owners that invited us in the homes to seemulators and components of the original buildings they lubingly restored or maintained over time and there is a lot of interest in the designation so will offer another tour later in the plauss but working with them on outreach activities and preparing the landmark designation report which you will see likely in the early fall. The item is knaurtly update on status of landmark designation work program from april 1 to june 30 of this year along with the presentation [inaudible] and overall repriorization the work program. To start with, ill go through the work program items that have come before you and those expected to come in the coming months. I will kniv a update on the survey teams oretd projects and Performance Measures we are tracking and go through the programs that are pending and discuss proposed additions. We have around 40 recommendations and go through those in sections and after each section ill open up for discussion. The second part the discussion our intern [inaudible] will walk through the summer internship where she identifies the sites of civil rights. Lets get started. During the last reporting quarter, 3 designations were finalize, land mark 270 [inaudible] and alameda emergency hospital. Two designations are pending at the board of spl vises on a 30 day hold. In Second Quarter staff expects to bring [inaudible] as a reminder Department Staff [inaudible] on committee. We are work wg the hpfs on the consulting report, the African American Historic Context statement, the resident park context statement, [inaudible] and new deal context statement with 3 designations associated with it and the ocean avenue Historic Resource survey. More information is included in the packet. The article 10 and 11 Performance Measures were included in the packet but ill go through those quickly for you. First prepare designation report within 150 staff hours. [inaudible] exceeds the number of 206 hours and with our recent 3 designations, the cal house slightly exceeds that at 166 hours and the other two designations were at 113 and 115 hours. Second, we did post the designation to the website last april and the third performance measure is we are expected to provide comments to designation applicants within 30 days. The [inaudible] street application is the most recent application brought to you within 36 day squz 235 valencia was brought to you after a little longer, [inaudible] that was due to continuations and i think just coordination issues getting it scheduled. And then for the next Quarterly Report is expected september 20. We are happy to report the susurvey team is fully staffed and have 7 designations in the works. 3 are the [inaudible] consultant produced designation new deal context statement. We also scr japan town y, that is listed as part of the underrepresented communities grant so that is consultant produced and once that is completed we can start work on designation. We have also began working on designations of [inaudible] and phillips and [inaudible] and started on two landmark district. The woodward street landmark district and second is mayor brown memorial internship [inaudible] i have a image of that for your reference. It is significant for it is uniquely story book revival architectural and i did note 270 hours in your packet all completed by our intern, mostly by our intern [inaudible] do you want to add the rousso boulevard tack to the program at this time . Um, i think we should discuss that now . You had other questions about i have a lengthy amounts of questions. Im just wonderingi would rather that you ask all the questions but rather we take Public Comment and then well actuallyi dont we can consider adding that. We will consider adding that. That is consideration that may come later. The Sailors Union is on hold over a year but staff believe said that wim move forward as we resolve define zine isuesment we heard from folks in japan town and reached an agreement between mta and rec and park and once staff is compolluted they will move forward on the [inaudible] those are active designations. I have a list ofpeneding designations on the work program. I will take you through them and you can consider reprioritizing them after you see everything. So, these are the properties that are currently on the work program. [inaudible] which our intern hanna will take you through in more detail later. [inaudible] trade school. Marine firemans union. The planters hotel. The russell housing and [inaudible] whos owners i think requested designation. And then we also have a couple properties that arepeneding or tabled a long time ago. In 2011. One is the Golden Gate Park landmark district which rec and park didnt support but the commission initiated. Designation for the district and boat hose in 2011. One of the considerations for you today is, do you want those properties to remain on the work program or direct staff to bring them forward again for initiation . Or do we take them off the work program . So, the next section i will take you through are the properties staffed identifies as eligible for landmark designation. We put together properties from previously adopted surveys, Historic Context statements and other evaluations. In a effort to help you identify these properties, and which to prioritize i will take a minute and remind you of the hpc priorities for designation. Those are desinginate under represented land Mark Property tifeps including landscape, modern designed, underrepresented areas and property with strong cultural or ethnic association. To just get a sense of some of the things we plan to bring forward in the coming months, thee are a list of designations identified through the central soma survey and we are giving the option to add those to the work program today. Um, so to start with the First Property is hotel utah, it is significant for classical revival architecture. Grand orienta will hanna will tell more about later. In the last couple days we had a lot of Community Support for adding this designation to the work program today. I had a packet of all the mublic comments received in the last couple days. Those came from burn det [inaudible] who i think will speak to youilate r today. We have support from supervisor kims office to add to the work program tootd today and support from sf [inaudible] do you want to pass these out . And then next property is 485th street a Light Industrial revival building. The [inaudible] significant for the industrial classical revival architecture. The Central Hotel significant for architecture and for day labors at the waterfront. Coming out of central soma, we have a article 10 landmark district with southened extension. That district designation will run with the legislation associated with the strm soma plan and certification of the eir. Youll see it come before you but we have one more that staff is not planning to run with the eir, it will run on its own and plan to do Additional Community outreach. This is 6th Street Lodging house identified in the soma survey and reidentified in the central soma survey and significant for masonry brick hotel. That designation is listed under article 10 but you consider desinginating that or adding to the work program under article 11 as well. It is located in a c 3 zoning district. So, the fun part. We have a list of properties that we put together, individual properties that we are asking you to consider adding today. To start with, this commission suggested that we add the i magnum building timothy fluger designed building on union square to the work program. Also, amending the designation for [inaudible] bank to include the interior character defining features [inaudible] the next one is the San Francisco gal vunizeing, the one story industrial building. The order of the [inaudible] more commonly known as the high temple designed by master architect herald stoner, a lovely art deco building. The glady [inaudible] building. A terra cotta building that dominates that corner. The [inaudible] theater designed by timothy fluger. The visual landmark of balboa neighborhood and [inaudible] features art deco and Spanish Colonial architecture. The building was recently sold in forclosure auction and two weeks ago the board of supervisors received a landmark designation for the building and working with them to bring that to staff and hpc. 4680 Mission Street. Identified in the modern context statement by master architect mio chompy. Excellent example of midcentury architecture in the excelsior neighborhood with a large concentration of chompy. Next is Southern Police station. Designed by master architect [inaudible] south of market nice example of 1920 architecture features spanish revival [inaudible] the First Baptist Church Building identified in the market octaveia survey. Significant for the monulateal neo classical style architecture and association with the reconstruction era. Also have the alcoa building designed by som, the firms classic midcentury style undergoing ceqa review for a project that will make alterations at the ground floor. The additional of the tonga room located within landmark 19 fiver the Fairmont Hotel staff is suggesting you consider that as a individual landmark wurkty of designation in its own right. Lastly, we have one more district proposal for you, the Haight Ashbury running from stanyan from buena vista park. The victorian area and edwardian era but known for the counter cultural association. Um, im here to present to you today the culmination of my research and analysis i completed this summer. The goals of the summers under hp representing communities projectum, so the goals of this summers project was to analyze the [inaudible] and recommendations within the 5 Historic Context statements for social heritage. These are japan tone, [inaudible] lgbq, African American and Historic Context statement. Use a methodology to use integrity for resources with people organizations and events. Third, Development Themes related to Community Activism, civil rights related social movements or how discrimination shaped the experiences of immigrants, people of color, lgbt people in the community. Fourth, create a list of sites that reflect these themes and rise to high level of significance and maintain integrity to communicate their association. [inaudible] based on my research for how to move forward with social Heritage Resources and Historic Context statements. The following sites reflect the history of the movement building, Community Organizing [inaudible] and asian american, latino black and lgbtq in San Francisco. Each tells a different story how each group struggled to gain equal access for [inaudible] they also reflect the deep roots they have built to fight discrimination. [inaudible] already on the landmark designation work program is significant as a school established in 1911 for children of japanese ethnicity excluded from Public Schools from a law passed in San Francisco. The paurpt owned by the grand orienta in [inaudible] the temple and lodge are among the few purchased by Asian Americans since japanese and chineties were banned from owning land. The impact of the ailiant land act is reflected in the history of japan town ywca and on the landmark designation work program. Designed by architect julian morgan, it is significant as one of the earliest properties built for japanese women barred from using the primary ywca. Because they could not own the property it was held in trust by the San Francisco ywca. The office of Carlton B Goodlet and daniel collin, the office of medical practice, they are significant for establishing the sun reporter that reported on civil right issues in the black community mainly dismissed. The Bay Area Urban League headquarters is founded by daniel [inaudible] local branch of National Organization that help black families migrating from the south secure housing and jobs on the west coast. Fellowship of all people is significant as a interface interracial intercultural conrogation by reverend hower therman influenced social change. Both he and his wife are notable figures locally and nationally. This property is significant, the location with the [inaudible] had the National Headquarters before splintering into local chapters. As a National Organization they are one of the largest and most activeen issues of gender and sexuality. The black hat is significant one of the most popular gay bars despite numerous attempts by police to shut it down. Before it was shut down in 1964 it featureed live entertainers [inaudible] who was the first openingly gay person to run for Public Office in San Francisco. [inaudible] is also significant as a former home of the popular les beian bar in the 1940s owned by mona sergeant. The Fillmore Auditorium a popular zaz venue in the 1950s, police [inaudible] the mayor of fillmore. This property is the third location of the third Baptist Church t. Is significant for its association with Fredric Douglas hanes senior for the construction of the paurpt and first African American to run for board of supervisors in San Francisco. The [inaudible] or Bayview Community center is significant for association with a group of women in the 1940s and 70s active in housing and Economic Justice issue and overturning evictions and [inaudible] hiring processes. The Saint Francis square copative apartments is a modern apartment complex designed by mar keen hauler and lawrence haul brin and the first racially integrated Housing Cooperative on the west coast. [inaudible] Memorial Church is significant for association with ethm williams and [inaudible] as a institution in the tenderloin known for pushing the boundaries of Community Activism and spirituality. The [inaudible] driving demonstration are a first in protests of 1963 and 64 led by student organizations which employed civil disobedience to challenge discriminatory hiring practices against blacks at major businesses. The quaunss cafeteria uprising was the first known queer [inaudible] reflects interaction of the new left and Gay Liberation movement which cat lize the Movement Towards lgbtq rights. The society for individual rights is significant for association with as one of the earliest and largest [inaudible] organizations in the country. Providing social actaveties on the second floor as a way to get people involved with politics. This property is significant as a National Headquarters of the Japanese American Citizen League formed in 1949 and amend legislation on interracial marriage, segregation and citizenship. [inaudible] is one of the longest family owned businesses in San Francisco and one of the states most popular distributors of Mexican American products. Gal reaa [inaudible] is significant as a nonprofit latino [inaudible] they helped organize the First Community Mural Program in the country and help to revive public celebration in the 1980s. The Mission Cultural center for latino arts is significant Organization Established in 1977 to provide a place for latino artist to express their art and show their work when few other institutions [inaudible] Saint Peters Catholic Church is significant as a Catholic Church in the mission that provided resources for refugees from central in the 80s. The Central American Research Center of Northern California initially operated in saint peters in 1986. San francisco General Hospital ward 86 is one of the first clinics in the country to open doors to victims of days during the early years of the epidemic. [inaudible] is a nonprofit thrift store. The first Gay Business Association in the country. The [inaudible] house provided Affordable Housing for the Filipino Community since 19[inaudible] in 1999 it was rehabilitationed through a Community Benefit Agreement Partnership with todd [inaudible] the tenants and owners development corporation. Lastly, here is a amendment to landmark 204, to include interior of our lady of guadalupe. It is significant of one of the last remaining structures built by mexicans in San Francisco and reflects Early Development of the Latino Community in north beach before the mission was the anchor. [inaudible] im president of Pacific Heights Resident Association and representing the coalition to save the street lamps of van ness. You may think that you have already dealt with this issue, but there is Large Community and National Interest in them, renewed interest and i wanted to bring to your attention, your march 29, 2011 Commission Report on projects for future consideration. Where the light standards of van ness were being consideredsays 95 percent of the research was complete, but it hasz disappeared from your list of projects, so we know that last year in 2015, you did address the issue of the street lamps and poles within the Civic Center Historic district. There are 259 street lamps and poles total. There arei have to do math here. There are only 30 something within the Civic Center Historic district so that leaves 220 that will be destroyed between now and december. Yesterday mta approved a contract for phase two that possibly will preclude because of excavation, will preclude the reuse or replacement of these street lamps. We have been told in 2009 dpw engineering report, that the poles are not structurally sound and certainly dont look it. They date from 1914. The street lamps are wpa project from 1936 that were erected on the old poles which were moved to commemorate the opening of the Golden Gate Bridge and to bring in the age of automobile rather than or rubber tired transit rather than trolley transit and lead to way to the Golden Gate Bridge. That in San Francisco is histortually significant. The opening of Golden Gate Bridge and 101 to Northern California. There are 220 something street lamps we request you please reevaluate. My name is burn det [inaudible] director of the filipino America Development foundation [inaudible] i wanted to first mention that the Community Center is one of the buildings that are being considered for the civil rights project and it was my father that purchased that building in 1967 and it was the the Purchase Agreement we had brought this Building Back into use for the thriving Filipino Community that i had grown up to know and that may parentsboth are no longer around, but their legacy remains very important. I come before you about something very important and very urgent, which related to staffs recommendation to prioritize the grand orienta properties. The 3 reasons you got letter is because of the Affordable Housing piece that is threatened at the time. The hotel is put up for sale. I dont know if it is still on the market, but i believe the temple and the connected housing and the hotel, the grand Orienta Hotel, a total of 30 rent controlled units are at risk of being lost and there is one tenant, steve, who is back there is being evected right no so that is a urgency. Besides that thattimeal was purchased by the filipino masons, the first in the country and we believe that is the only filipino metonic temple in the country. I would just like to echo burn dets testimony. Heritage strongly supports adding grand orienta properties to the work program. Heritage hasz been working with burna det and community for several years now identifying tangible and intaskable Cultural Assets in south of market associated with the Filipino Community and recently as last week these two properties really are at the heart of the pending cultural district, filipino cultural district which is being developed as we speak. Heritage hasz offered our assistance in any way including potentially through grand funding and identifying other sources of funding to enable the nominations to get started as soon as possible. Secondly, i also like to echo the request from previous speaker regarding the van ness street lamps seeking clarification of the current status. They did briefly appear on the landmark work program several years ago and no longer on the work program and of source imminently threatened. Thank you very much. My name is steve [inaudible] a tenant at 10 6 south park, the grand Orienta Hotel and member of the lodge. Im not here representing in any capacity the grand orienta or the [inaudible] lodge, just here as a citizen. The purchase property of 106 south park was in 1920 when newly arrived filipinos were sent over from the philippines for cheap labor and many of them came to San Francisco and they could not find other places to live. Somehow they were able to buy the property at 106 south park and for 6 thousand. They sweated and worked hard, this is their pride and joy. They treated of this propertyit is great honor for you if you designated this property and to preserve it in their memories and for the history of the Filipino Community here in San Francisco. Yes, mrs. [inaudible] can you come up with a second . I had questions about the hotel. I know it is well out of our jurisdiction to talk about rent control, but my understandingim trying to understand how these people are getting evicted and putting this on the Landmark Program will help or not. It is surprising to me because the policies have changed and evolved in the last number of years because of the housing crisis in the city that knrn could get evicted by a new owner when you have a building with so many units. Can you just maybe briefly summarize what is going on . The owner can do with what they please. The grand lodge is a brotherhood and they meet as a brotherhood in private and make those decisions so with any owner, they can decide to do what they please with their own property. So, they decided to do the eviction process, of course we are fighting the eviction process and that is natural, so this isthis goes against everything we are working for and surpriseed they want to do that. Clearly it isnt what the original intention was. You will see a article i had staff copy and distribute to you about the history of thissince 19in the 1920s this was providing Affordable Housing. They didnt have namlies or any wives and all they had is they needed a place to be able to retire and we need to continue that legacy and this would be a terrible way for that to end. Thank you. Im just surprised relative to every story about eviction we read in the papers is most people dont have the right to just evict people so just surprised to hear this. Please come forward. Just speak into the microphone im the only tenant being evicted. The other tenant are not being evicted. They have not received notices and have to go through a legal process. I am a member and been there for a year. Because im a member i am prichbologed to stay there but because of my opposition to the sale of the property they decided to evict me. This is retaltory effort so not eviction from the tenants per se, it is eviction towards me because im not paying rent because im a member and they are making me a guest. I have no tenant rights so they are trying to evict me and we are fighting that right now and this is a retaltory effort on their part because im standing up against the sale. Just wanted to clarify to make sure you didnt think all the tenantsim the only one being evicted. Thank you very much. Close Public Comment and commissioner johnck. I read through the staff report and on every page i go yes, yes, yes, yes. I need a little help. Having the staff rorg organize our focus. It is helpful to say yes to all these. I guess we could add all these to the work program and realize the work program may take a long time to complete. What i was going to suggest was that we prioritize the ones that considerable work is already done on so the ones that have most of the production done and made a long way and put those to the top the list and then we then take the remaining ones and prioritize how they meet the priorities for the Different Properties we want to desinginate and take a sampling of each so we equally look at different categories. Im not sure there is any reason not to add these to the list unless they are landmarks we have no interest in. Potential landmarks we feel wont meet criteria of article 10 or 11. Let me clarify because i went through to say yes, yes, yes, and said to myself, is this threatened. That waswe have categories, modern and that type of thing which we fit things into and that is good, but i guess where i was starting to hone in on is threatened and advocacy. For instance, we had excellent testimony today and letters come in on the grand orienta and that is important too, and San Francisco heritage has said things about [inaudible] sanchez, there is advocacy and issue of being threatened i want more clarification on that because that is important to me but also i agree going throughthat is fine on your recommendation. I would like clarification on the street lamps i can also add a piece to that . Sure the ones where the community is preparing the reports we are very supportive of because that is where a lot of preparation is done. If we believe those projects could get a priority that should be considered as well. Commissioner hyland. Thank you. To clarify, my understanding and i asked that same question about how much staff time do each of these designations take relative to staff initiated commission initiated Community Initiated and it seems they take considerable amount of staff time regardless. Commissioner matsuda. I just want to add when we start to make the priorities we definitely get staff input because you are much more aware and have i think more of a direct access to what communities are expressing to you so i want to make sure that is clear in our Decision Making because i dont think we want to delete any of the programs from our list. I know what we heard today there are some projects that need to rise to the top and we want to make sure we address them. We can help you do that. Maybe ill start with commissioners johncks question. I tried to identify the ones that are threatened for you, starting maybe page 31, the order of the forester that was recently put on the market. That is how we became aware it wasnt already a landmark. That is on the market and felt that was probably threatened with the high temple leaving. The l rea theater i would consider threatened but do have a designation at the board of supervisors for that one. Um, thein some ways maybe the alcoa build wg the project going on. What page is that . And of course the properties bern dt mentioned 534. Could you describe what is happening on the alcoa building . It is a big build{hard to iage man it is threatened tim fry, i dont know the particulars of the project but there is a stlsh remodeling proposed especially the ground floor level. We certainly can bring more information. I have seen a little of the [inaudible] dont know the full scopef work, im not the planner working on it but think there was a [inaudible] to inclose the lobbying maybe in glass lobby that would be enclosed and making alterationsthere is the building and there is the plaza and there are stairs going down, which are on the garage going to the sidewalk so i think the idea is to punch holes in the wall that concrete wall at the sidewalk level. I feel like there is something else. I think to widen the stairs, altering the approach. [inaudible] commissioners if it is helpful to start maybe on page 15 or 14, congregation emalual building, the designation report is substantially complete. 14. The wul ski house we have a summer intern working on the designation now. The [inaudible] the current owners are preparing the designation report at their own cost and so that likely doesnt have to be prioritized. Taylors Union Pacific is largely completed as well by staff. Right now we are work wg them, the Sailors Union about their proposal to improve the site or build on the portion of the lot that is not developed. Peace bugoata is largely complete as well and that is largely a community coordination. Sunshine school, Roosevelt High School and [inaudible] all completed by outside consultants. The japan town ywca is propose frd the National Register nomination under under represented communities grant and will be prepared by a outside consultant we will acquire hopefully this fall and can easily be converted to a landmark designation report. The mothers building you received updates from mr. Rothman and they are on a path but the designation there is largely complete too. Woodward street we are waiting to hear back from the community on how they want to proceed with that, so i until we hear from them not sure where we would put them on schedule. Mary brown boulevard track will be ready this fall. New era hall is complete. The owner was having some legal issues in terms of Property Line issuewise the adjacent neighbor and understand those have been resolved. We didnt get a sense they were overwellmingly in support of designation but you have the report if the commission would like to act on it we can do that and reengage the owner or decide it is low priority and save it for another day. On the [inaudible] hall, i assume it is the property on the right hand side . Correct, the old church is the property on the left on church and market, is that already a landmark . It is not is that identified . It is identified as a resource in the upper Market Survey but if there is anything on the list you think should be considered as well we can do that. The sky line building [inaudible] as well see in future hearings soon future hearings, the 85 foot rezoning height limits along Market Street [inaudible] noe and this property good point impacted potentially by both of these properties. Starting again on page 22, i can never pronounce this. King mong [inaudible] thank you. Is also being proposed for designation and through theis this a National Register . No, japan town y. Japan town y so this is one maybe to consider prioritizing. The trade school there isnt really work done at all . Correct. And same for trade school and marine firemans union building, we had a initial meeting with the owners and that is about it. Planters hotel would be a relatively quick designation for staff to put together but have done very little work on that as well. In terms of the Residential Properties at the end, all most no work is completed there. Not sure where these fit in your list of priorities. And then lastly, the boat House Building was tabled bithe commission because the commission felt you could address it once the full district came forward and know the district has beenas quee know the district has been tabled now. Golden gate park we have the landmark designation complete for stowic house. The renovation is complete so if the commission felt that was worthy of just moving forward we can certainly do that. Again, that is one where it is sort of just sitting there. The stand theater we had a discussion with the owner about that and they havent reengaged us since it opened so there hasnt been progress there. I had a question about the strand theater, my understanding is the only thing left is the facade and there is nothing of the interior that is left. That is correct. There are portions of the theater shell that are there but they have been altered. Pretty significantly. They were pursuing article 11 designation which is limited to the exterior and we made them aware it is up to the commission to decide whether or not enough of the building is retained to warrant designation that doesnt seem like a high priority. It is renovated and not going anywhere. I think with most of the property said on the existing work program we made aside from the residential buildings we made a lot of progress. [inaudible] it seems to me that we have made as you pointed significant work on a lot of these and they are sitting there and my inclination is move those forward to have resolution that will clear our decks, so to speak. On the Golden Gate Park lake house, i would be very content to let that stay where it is until the rec and park decide its position as we have got other things that i feel are much more pressing than Golden Gate Park which seems to be in really good hands. There are so many of these that just really need an serious look and so i was thinking, if we can get the ones that are substantially completed and add to that group any of those that are threatened, then to me that would belike group number 1 and iti would say which in group number 1 moves first and which moves 4th should probably be left up to the staff to figure out the most organized way to move forward with that. Once we do, we get those things organized then the ones in the middle where we need a report or we have a owner that is a little on the fence or Something Like that, then i thichck think we could address those separately in another meeting and so that is how i would approach that if i were the czar. I am interested in the van ness street lamps. I dont have a feeling that i know where we are on that. You want to address the street lamps at the moment . Sure. Commissioners in 2011 just prior to that my recollection is, the landmarks board included them on the work program considering there was a project in the pipeline for the van ness brt. I think in 2011 if was the commission then decided there were other priorities and so they fell off of the work program and you added other properties. Thats my recollection, but if you remember differently we can always go back and listen to the tape. I dont remember it falling off as a priority, but i dont remember taking it off, maybe it fell off by accident. [laughter] regardless of whether it fell on or off why dont you tell us the status of the project because isnt the project cleared to remove them all or yes, the outstanding item now is the remainder of the light standards within the Civic Center Landmark District when the commission asked which can be repaired and retained with a emphasis on the 4 directly across city hall and off plaza or Veterans Memorial plaza. That is where it is now. It was vetted through a eir process, which the landmarks board had a tupt to comment on and then we had multiple hearings through the certificate of appropriateness. What happened i think in the eir process 1 the light poles were determined not Historic Resource because they lacked integrity because they had been moved and not because of the condition . That was the primary reason and they are differentthey had modified since the original installation. There was a wpa project that modified them. As part of the bus Rapid Transit project mta feels they cant reuse the light poles and dont work with alignment of the streets so have gotten approval to remove them all . Correct accept for the ones in the civic center. That is where the lights standards are today. I dont recall discussion where they took them off the program. Maybe they are absent that day, i dont remember. Well go back and look. Well listen to the tapes and report back. I dont want to spend a lot of time listening to 4 years of tapes and allocating resources. I guess the point is there is nothing that can be done, they are already going to be removed yes, the current proposal is remove them all. Right and between now and december. The ones under the purview of the commission are the ones within the civic center. Right. Which we havent seen a final proposal on yet. As i recall for me, it was a serious issue about having these posts slowly detearierating because nobody would maintain them. Everybody said it is not our deal, so that is for ones within the Civic Center District which are only 4 if that apply tooz the one in the civicsenter it must apply to all the others. There are 200 that is correct they can not be reused or integrated into the current design for van ness brt. That has always been a concern i had. If they were to stay there, how would that work actually . Mta is without deal wg the mechanics of all that and who is responsible, mta stated that they would largely just be decorative light fixtures under the other mandatory or required light standards and infrastructure they are required to run on van ness brt who would maintain them . It could not be mta. Commissioner hasz thank you. Just from a Construction Side because i live in the marina and travel van ness and when the light pole thing came up it took a long time observing light poles down and the way they are built is concrete around rebar and they busted open and rebar expands and pops the concrete off. In my opinion there is no saving them because they are just built strucktually unsound and you would literally just tear them apart and rebuild them and it is brand new light poles. I just sonet think there is any saving them in a safe manner. There is concrete falling off and those things will just knock right over. As much as i hate to lose them i dont think there is a reasonable Financial Way of saving them. I also add this project hasz has been going through years of process and shocking it takes so long to build bus Rapid Transit in a area that needs bus Rapid Transit. Adding the [inaudible] would take a gigantic step backwards and something that hasz gone through hearings for years so wouldnt support it at this point. I think if we can do what we can to save the 4 in the civic center we should, but dont support adding the remainder to the program. Commissioner hyland. I dont have a buzzer. I have one question, are the light poles the van ness light poles the only item we discussed today not listed in the staff report . I think so other than the sky line realty building. Yes. And the rousso district is listed in red, it sayit is request to add it. Request to add it. We are actively working on it so wanted to show the hours and how we track it but it isnt actually on the work program. Okay. I would be complete support of what commissioner johnck said and take care the ones we initiated and have work need ed to complete them and bring the ones at risk up to the first group and let staff figure how best to putting those that are on the first category to completion. Can we identify which are at risk if that is the category . I think staff we have recommendations and certainly hearing from you what additional recommendations you would addi mean, the high temple, the glady [inaudible] Office Building is in a area where there is a lot of development and across the street from the stud. The lray theater, Mission Street, chompy building, maceys is selling a lot of their stores, the old i magnum store can be argued as being a potential they are selling the mens store. [inaudible] they were closing 100 other stores. Those are the ones that certainly the grand orienta and buildings around souckt park we understand that is a priority. The gal vunizeing work building is pursuing National Status on their own which we thought is a great waybecause they are seeking [inaudible] too. I think that could be handled by the Property Owners. 6th Street Lodging is a area that will likely have Development Pressure which central soma area plan passes and can preserve part of article 11 district rather than article 10 if you choose. This is all off the top of our heads. More anecdotal information than perceived threat. Commissioner johnck i just want to say the only building we havent had part of discussion is palace of fine arts and potential that is already a landmark. I know it is already a landmark but thought we need to discuss it. There is discussion about bringing rec and park having present their proposal but it hasnt gone anywhere and selected [inaudible] it is sort of on hold. Commissioner hasz. Commissioner hyland. Are any of these candidates for the Cultural Heritage business registry . [multiple speakers at same time] Community Thrift would likely be eligible. I dont know if there is something we could encourage the District Supervisor to consider pushing those forward. Some of the nonprofits the cultural center. Is that something you need official from us or write a memo to the supervisors and request their support . I think we would start with mentioning during our regular office hours with the supervisor jz go from there. Can you do that . Absolutely. So i guess the question is there a reason not to include the complete list as part of the work program. We have a record of it and remove or modify property said later but move forward with ones that have had the most work undertaken and Properties Identified as threaten if that is your immediate priorities. Given the number of properties there isnt a point prioritizing all of it. That will include adding the rousso district. Commissioners, as a reminder and also for the benefit of the public, as we discuss the properties, once the commission agrees the list makes sense we will start engage the Property Owners so more information will come to light then that may incluns which ones you decide to prioritize, so after this hearing well engage with each of the Property Owners and let them know of the commissions intent and departments intent. Right. Yes, commissioner matsuda but the next meeting can you give a quick summary of what your proposal is . Sure. That would be great. At the next Quarterly Report which is september. Right. The red, those that have been landmarked and receiving priorities so we can see where we are in the district and where see see the empty holes. Like a map . Yes. Actually the map can have the categories, 4 categories whether it is modern or underrepresent ore cultural ethnic that is a interesting way to see that that is a great to see the visual of the whole city where we can see where we are not identifying. I like the fact on the website now there is information about process for communities who want to nominate buildings in their districts, but what may be helpful would be a real life sample of something that you feel [inaudible] and easy to understand and somebody can just say i get it, lets take this asure timp temperate and work from there. I dont know if this is good or bad thing but can you remind me about what park and rec and feelings about not wanting to [inaudible] Golden Gate Park 6789 i know they got a lot of state money a long time ago to start doing a lot of renovation and maintenance and just assumed from that point on they would start to work to identify a lot of the historical very famous sites and just kind of didnt follow through with that. Am i opening up something we shouldnt talk about . We havent had a discussion with rec park in a number of years but where we ended the conversation and their primary concern is delynninated boundaries around the elements within Golden Gate Park that was truly significant under the purview of this commission and rec park commission. They felt a blanket district designation would leave too much open to interpretation and there was concern about everything from maintenance to landscape features to actual buildings of where all the pieces would fall in terms of process. We were starting to make progress on that but again, other priorities came up and we knew it would take a long time to get everybody on the same page and so that is why we pushed it down to theened of the list. I dont know if commissioner hyland would feel strongly about this but maybe we can work with them to put some methodology or some framework for guidelines as to what may be considered historic or culturally significant within Golden Gate Park so they have something to work off with and something on the website something to identify the great sites probably no one knows about. It would be interesting to look at central park in new york is a landmark district and interesting to see how they deal with that. It hasz the same size and maintenance and issue squz somehow they manage to continue to do improvements. At least people can know yeah they also have central park conservevancy so there is a private public partnership. Landscape is a criteria we have on this so could be a possibility. Do we need a motion for this item . Is this a action item . Commissioners there wasnt a motion included in the packets but differ to the Commission Secretary if something needs 250 be formized. I think we heard your comments and know what we need to provide in a month so keep the conversations mubing and other designations moving forward. I want d to laugh about that as recently as about 18 months ago we were complaining we were not landmarking enough and our jobs were not fulfilling enough because of that and now we have a plethora of action items for this so im really pleased to see how far we have come in a very short period of time to really beef up this part the program we thought was inadequate so congratulate the department on all the work you have done on this. Before lyndy presents i want to formally introduce, lyndy see crest with the department as part of Summer Internship Program and done work on Mission Murals inventory coordinating with a variety oof players which she will go into more detail and a lot of good has come out of the project and been able to use it in the day to day work already and there is interest in having lyndy author a journal article about the program in the near future. With that, i like to introduce you to lyndy and have her share her great work with you. Welcome. Good afternoon, lyndy see crest. The item before you is a Mission Murals inventory project. My internship project was to create a intrentory of murals to aid in cultural and hisical muralsism the mission is known for viberant murals that add beauty and demonstrate the rich latino cultural for tourist and resident to enjoy. This was collaboration with sf heritage and [inaudible] the goal was to create a internal [inaudible] reviewing projects involving murals. The end result is inventory documented mural documentation, gis layeroffs the murals and sf Property Information map flagging parcels that have murals. The methodology was simple, i researched how other jurisdictions handled mural preservation and how art is organize 79d. Researched the mission dist rth and Community Mural movement to get context for the area. Lastly, researched specific murals to find information to add to the inventory. I also visited proceeda [inaudible] archives and conducted interviews with [inaudible] it gain more information about the murals. A survey was conducted in order to document the existing murals. The mission trail mural walk map was used as the boundary because it had money murals located. This extend from 17th street south to bourno heights and dolores street east to potrero. Other murals were found by walking and talk toog Community Members who showed me their favorite murals. All the murals surveyed was created which include mural and artist information, Location Information and background information. There are over 500 murals documented so as you can see the categories are magnifyed and can see which things we looked for for information. Things like title, date of completion of the mural, artist informationthe Mission Murals were born out of the sxhunty mural muchbment of the 1970. The political issue squz termile of the late 60s caused many to speak out. Murals were painted all over the country as a way for working class people to express what was important. The primarily latino population in the mission was influenced by mexican murals and [inaudible] muralist [inaudible] the result is the largest concentration of Community Murals in San Francisco. Community murals are also unique in they are painted by or with Community Members rather than simply for them. The themes reflect values of the community and common themeerize social and political issues, pride of latino heritage and celebration of life. This timeline shows various Community Organizations founded during the movement included gallery [inaudible] the Mission Cultural center for latino arts and [inaudible] mission art 415. Also shown are important people, events and praunlects and history of the Mission Murals. For example, [inaudible] was a collaborative of female artist who painted large outdoor murals focus on political and social change but through womens perspectives and experiences. Part of the inventory includes a classification of the murals. During my interviews with susan sur vaunt as helped categorized murals most significant. There are 3 separate categories, legacy, ken temporary and temporary murals. Legacy murals are most significant. This also is the first mural a part of historic murals clusters such as 24th street mini park and cesar chavez elementary school. It was murals painted by veteran aurtest of the move including [inaudible] contemporary murals are those painted after the Mural Movement usually in the 2000 who contributed to Mission District and work is highly valued and respected by Community Members. Temporary murals are painted over our changed. Usually alley [inaudible] for temporary service like [inaudible] temporary murals preserving the art space for artist to express themselves is more valued that preserving a specific mural for long periods of time. Some existed for a few years where this one was painted a year to less than a year later. One the greatest threats the Community Murals face is change of ownership. The new owners having no ties or obligation to the c3450u7bty will be unaware of the importance to the mural and may do work that impacts the mural. This legacy mural by veteran artist [inaudible] was completely painted over leebing a blank wall. The goal of the project was to create a tool for planners that will help address this. The inventory and gis layer and resulting block book notification in the Property Information map will be used to flag buildings so planners are aware of them. This is timely considering the changing demo graphics. We have documentation to provide feedback about the existence of murals. Hopefully the tool helps preerfb the cultural elements in a changing environment. This concludes my prezen taishz and happy to answer questions, and thank you, that was a fantastic presentation. Lets meet some poll workers. Hello, i have been a poll worker for about poll workers for 13 years now. Hello, this would bymy my 7th year now. My name is eddie, im 20, im a senior, i will be graduating this may. [music] students dont just show up on election day, theyre recruited and trained by the department of election. [music] we visit to almost all San Francisco high schools, talk to students, in government class, and talk to them about being a poll workers. Students play an important part in poll workers in San Francisco, were going to hire about 1,000 this year, its a great opportunity for them to learn about the democratic process, they also earn a stipend in work, and earn credits. I was excited to see at my high school, to work for the department of elections, we can get extra credit for one of our classes. I was like, i need money, i want to do something for her, my city. I said, hey, why not, it might be cool, i have been an active community person. [music] it gives a real experience that takes the concepts im teaching in class, its real life, its not something that is just in a textbook, its representative of democracy, and direct democracy, all in one day, for the students to interact with the public, it is complicated, there are problems you have to you know deal with these issues as they arise immediately, and come up with a resolution. It was really crazy, and hectic, there were a lot of voters. It gives me experience with helping people and getting to know people, and how to treat people. Being a poll workers, its a cool way to see what life is about beyond school. [music] students must be 16 years of age, get permission from their parents and school, and have a 2. 5 student gpa, to become a poll workers, they also have a two hour training session. Im glad they had training, i had all my questions clarified, so i really prepare you for election day. San francisco is a multicultural, city, with many languages, spoken every day, more than 80 of the precincts. I know spanish, i want to help them. In addition to english, they proviet student voters with spanish, japanese, vietnamese. It does look grade on a resume, theyre interacting with the public, theyre problem volume ving. You have to be responsible what you are doing, you got to work with a partner, team work, its not just about me, its about us. Its kind of a precareer experience, and it can open up doors later in the future to job tunts. You feel more connected to our government for the participation in this program. I see the impact in my students work, i see it in their writing, in group discussions. I just really like the sense of going out there, doing something for the community and being part of the community, helping others voice their opinions, work as a student and be a part of their democratic process of San Francisco. I feel that i did something for my community. When you are a high school poll workers, you are excused in class, you gain so much knowledge in skipping school, its probably one of the best experience i had had, im glad i had it all throw high school. Well good morning and welcome future for thank you very much for being here im sure vince one of 5 public works compared angle officer with the labors local 261 and im a special assistant to oscar de la torre wire here celebrating i did signing of a historic agreement it is a project Labor Agreement that covers the Sewer System Improvement Program so thank you. clapping. well have a few speakers but a Quick Program for more than a hundred years the city of San Francisco as protected the Public Health but operating a combined sewer system it collects and cleans sewage sewage and street run off before returning to the bay and ocean over high strourld the southeast supplant that is the heart of citys system this planted and others parts are ending the years of their useful lives this is a multi billion dollars citywide investment building a seismically resident system one of the later projects undertaken by a city agency that agreement within the sf puc and labor unions will help us make sure those projects are delivered on time and on budget project deliver agreements with not uncommon for largects what exists us the unique nature of that agreement and that about allow to focus economic benefits on community and workers that need it most and will help us cultivate and train the future workforce in the city and county and insures that yes. clapping. my bad; right . Youre still in shape keeping healthy im happy to be here on every occasion to be in the community were talking about good paying jobs and families and careers working with the labor unions but i want to say alex name i think hed be happy to be here if you knew him about workforce training and part of puc family and part of everybodys family and came from the Bayview Community making the connections with weve been asked for many decades we see those plant in our community can we be a part of a better environment and get the good jobs for dwaerngz promised and yet really hard to fulfill were here to do that before i talk about this particular p l a and sign the documents we have i want to say this week were on a roles last night and for the last 48 hours we have been helping another group of workforce men and women thats our be janitors. clapping. as of last night they averted a strike because they were serious about it because they have to be serious because the wages and benefits as all labor unions are because theyre on is lower end of wage aribnb careers they need to do everything to help their names our staff assist and reached a tentative agreement we have to go and do the ratification everybody abroad were happy to see the managers of the buildings and the labor unions and the membership avert a strike and thats in a way why were here today because awhile weve diverted a strike and something for the janitors the ultimate reason were here is about labor peace it mroo project is what i think our brilliant Department Head harlan kelly said this is the expression of a pipeline a pipeline that the labor unions know about when they form unions this was the feeder into all the great jobs we have and people working really hard to make those labor union pipelines for directly beneficial i have educators people in education with the city college or Public Education you have people unrunning for officer in the school board i hope youll have people on the school board trying to tell our kids heres his or her how to be successful and build careers work in the Education System and make those connections with our nonprofits communitybased organizations theyre doing a lot of training getting ready for the jobs the pipeline that our workforce confirmations Development Workforce hopes to work with our labor organizations and enforcement people are making sure that everyone knows those are our pipelines pipelines is more than pipes it is the extra and how to get both that infrastructure if you know me i think the trades know me as the infrastructure man, im all g about infrastructure selling it to residents through bonds weve been successful with the General Hospital or the water system were able to do or the Emergency Water system were in the middle of completing we want to make sure this water system infrastructure works for everyone not just the system and not just the handling of the water and the cleans water by the wastewater as well and mr. Kelly reminded me take a drink and said thank you for drinking the watering no, no its clean water but clean enough for all of us to be respect of we want the water that everybody is drinking in the city whether the living in our Public Housing or living in the highest unaffordable unit in the city they have to have clean water and the warriors eastern will have water and itself lucky museum every infrastructure in our city will be touched with this infrastructure were building a 7 billion investment 7 billion clapping. of rate payers and residents and communities particularly the bayview will all be proud because what we are talking about today is a project Labor Agreement that isnt just about our unions it is with our unions creating the Apprenticeship Program and now because of special leadership that people have over the years working with us on local hiring the preapprenticeship communitybased organizations getting people ready for jobs who were not ready if you took them off their jobs now wouldnt succeed a apprenticeship and the Union Hiring Hall and the agreements we reach this is the pipeline that were talking about that will reach our residents or rate payers for all the jobs and what makes our city successful with our bond and ratepayer programs what the infrastructure programs were not just talking about bridges and revise but Water Systems that the rest of the country are talking about we are doing it and doing it the right way thank you to everyone in the entire spectrum of this building of pipeline from our trade Union Leaders to their activation working with the brvrtsdz, to our workforce ready folks to the people that are in the communitybased organizations saying we have hope for you if you learn those skills while your young those skills will help you get into good fatiguing jobs that are whether carpenters or all the disciplines, transitioned all the other disciplines that help us focus on the infrastructure of our city so on a role no labor and peace pa p is what it takes and several billions of of construction with the airport and the revising our terminal and the port working on the piers and get publicprivate partnerships that will again respect our labor pipelines to make sure we are fitting in the local residents we are and already not even the major contracts that coming up apprentice hours on the water system 77 percent San Francisco residents how about that. clapping. and just didnt happen by itself it takes dedication of everybody in this yard working together collaboratively together making sure were not working in silos but making sure we talk and think about not only the labor peace both who it is were trying to get jobs for and be a part of this Labor Movement im very proud of the city very special time to the be the mayor of the San Francisco sure challenges and Housing Affordability and homelessness need for more Affordable Housing are all there to tackle we can never make any significant really improvements in all those areas without labor working with us, without our collaboration with community this is all works together really well, were building a pipeline and the other thing i want to say is this this program particularly are harry lanes leadership is a direct contribution to reducing violence in our communities direct contribution clapping. wet have our kids really touched and involved themselves in the hopefully jobs in the skill setsdz in the preApprenticeship Programs and getting them out of the isolated things we know contribute to less than peaceful resolution of peoples problems i know i see offstreet parking here thank you youve been a big champion as a former supervisor of this district and know full well, we have the conversations how to make sure those pipelines are created but all the Community Activists that have been here for years were fulfilling old promises not creating new ones that water system when we were doing it and the creation of pipeline is a promise weve always said to be there were now making it work for the right folks thanks to everybody that is here and dedicating their time in doing this and making sure were doing the right thing and keep the collaboration going it will be to everybodys benefit that our unions have a lot good Talent Resources that will feed into their pipeline that will feed into the major, Major Projects in the city and ill keep on doing any work building more Affordable Housing and getting people off the streets, keeping the city economically strong to have good partners in private sectors and a Public Sector to keep the jobs going congratulations vince for your leadership. Our next speaker a mentor of anything like that helping me understand more about the ropes and expand any scope understand how it is we can add value not only to 9 Community Workforce but to san franciscans in general im proud to stand with them im proud to have an opportunity to learn from him he sees the good orchestra that the water system improvement and obviously clean power and now with the general manager launching this great Sewer System Improvement Program harlan kelly clapping. thank you vince the amazing Vince Courtney thank you very much laughter got to give each others names i know thats how that works first of all, i want to thank the mayor for those of you who dont know the mayor and i go back when he was the director of public works and we knew we had to make sure that the Community Participant in the building of that when i came to the puc those were the traits i carried forward and coming to the puc i came to run or construct the waters System Improvement Program a 4. 6 billion program i know that has an engineer 70 percent of the cost is new construction i knew i had to make sure that we had harmony out in the fold and make sure we have quality contractor and employ people in the community so we reached out to the building trade and the unions and got the deal of 4. 6 billion and the System Program is a model of how successful programs could be rolled out and what is really amazing about the mroo is that in times hiring local people they stepped up we had a lot of specialized projects and how to get the Community People to participate we went to the union they came up with a Training Program with people in the community to participate in the training and worked with the contractor to put them on projects thats the model in the community i want to applaud the union for coming abroad clapping. and not only that theyre working to help Small Businesses get on board and role them of course, like them to be union but it is a great opportunity also want to thank my staff where is tommy . First of all, i have im a resident of San Francisco i have been for 35 years and i have been trying to find a way to get ahead you know with the jobs i was landing im saying not enough inform support my family and not enough to do anything ive been hearing about w c, d, and city build i took it upon myself to get into the program you know and to see in any could you know obtain some work i went through y c, d, and did a 12 week program at the w cd and the service i objected at w cd was enough to get into the construction field and further i want to you know thank 4ru67 and Western Water for giving me the opportunity to show any skills pretty much and im approval of the draft minutes right now you know what im saying my whole thing was like going through the program so, so other guys like in any community could you know one day theyre saying like they never get the opportunity to get a job or to get a better job so as people start seeing me going introduce the class they saw how serious that changed a lot of things like hanging out and hanging with the you know guys i used to hang with and have to say w cd gave me the steps you know what im saying the real you know what im saying the strength to know that i could you know go through these with the certifies with the certifies i objected and saying that to say i have been like a kind of like a role model like a lot of people that see me and like knowing how i used to be and used to do and like go through city build and w cd also and saying that to say man, im drifting. Okay but my overall thing is that the program is working you know i mean because of myself you know i dont know about a lot of people i got a lot of people that friends that went through the program not just me and seeing what i went through i gave them and pushed them through the same thing i went through like for instance, i got a nephew that also went through city build and got you know a couple of nieces theyve seen any check saying laughter clapping. they seen one of my checks and saying wow. laughter like how did you get all of that on one check you know so i was explaining through them in the course i went through as far as like city build i mean w cd that was my whole thing to say to walk them through steps they can you know what im saying get what i have and basically got two niece it is trying to follow any lead and nephew that is working also you know and what else do i say laughter clapping. so i know that ramon and shall shamann knows this is what success looks like thank you very much brother. clapping. hello my name is megan im super excited i live in bayview on top of the hill and cant tell you hoechlts the sewer has backward on any street and; right . So im here because im an african engineer and got to be an operating engineer thank you. clapping. and is i got through through city build and this was a great experience and my friend didnt make it past orientation helped me get in it is crazy shes not in i am but happy to be in and happy to be here and anyone that wants to join should give the operators what else lets see well thats it i guess thank you all for coming i had more clapping. short and sweet. Thank you sister for being here. clapping. so i saw martin brand earlier hi marty for joining us martin understand really, really well, how difficult sometimes to represent multiple interests we do it all the time in marketing martin showed me an awful lot of of ropes what is a skilled trade the collective bargaining trade our next speaker is one of the highlevel skilled new yorkers a lot like kevin hughs with the ibw is level of sophistication and Strategic Thinking you know there are a lot of competing interests and have to your your sighed of the table to Barbara Garcia like the bargaining with our own folks you have to ratify and bargaining with the other side of the table one of the things organized labor in San Francisco was very, very lucky to have that extremely well is my brother and the secretary treasurer of the San Francisco Building Council mike. clapping. there just about the right height oath of the the folks in labor i will actually reiterate one guy behind closed doors ma sew and he had manning that is hiding back there the two behind the scenes guys as much as vince says i maybe a skilled bargainer nonetheless thats not possible without a willing participant on the other side that are willing to arithmetic the difficult details of an agreement such as we came to early on for the water System Program and to the estimation to the sewer System Program i want to tell you that sewer systems get a bad wrap but behind us there no great city and there are none of the long time highrises thank you, mayor ed lee were happy to billed and without what is behind us none of the charming and comfortable neighborhoods that whos residents defend them vigorously and without what is behind us that ferry time of ideas the cost of bring people together does not and cant occur it is an essential item in San Francisco the sewer system it is recommended behind us well upgrade and when i was young this plant had been established and it was a new thing and doing what it could but not what it should and it was a dirtier thing and the ocean was dirtier and when the system were about to put in place it will be better the ocean and the bay well have cleaner water and better finish for the folks to catch and better water to bath and swim and we will have a wonderful environment for the cyber bay area and country clapping. but the theme for this event has been the entry for a apprenticeship when i broke in i was as iron worker they came from this part of town as the first job were here on this plant those were tough jobs and stuck with them and at the time all guys theyre retired which means they had good careers and these careers began here thats what we intended to do with the mroo extension were proud of a great job with the puc and with the communitybased organizations around the bay area and with city build a after school maxwell helped done a great job from bringing people from privileged areas including here those folks are launched on these keys and include other projects and other far beyond the city and far beyond the region and be proud to talk about those later and proud to talk about how they worked on the sewer system of San Francisco its a great job and great career and an essential piece that makes San Francisco the great city it is thank you. clapping. back down a couple of inches. laughter . So, please join me in giving a a round of applause mayor ed lee and harlan kelly and the Community Workers and at this time, id like to invite the mayor and harlan kelly up to the table to execute this special agreement i tried to think about this room as the dream room, where we dream and bring some of those dreams to life. I feel very blessed that i have been able to spend the last 31 years of my life doing it my way, thinking about things better interesting to me, and then pursuing them. There are a lot of different artists that come here to work, mostly doing aerial work. Kindred spirits, so to speak. There is a Circus Company that i have been fortunate enough to work with the last couple of years. I use elements of dance and choreography and combine that with theater techniques. A lot of the work is content based, has a strong narrative. The dancers have more of a theatrical feel. I think we are best known for our specific work. In the last 15 years, spending a lot of time focusing on issues that affect us and are related to the africanamerican experience, here in the United States. I had heard of Marcus Shelby and had been in join his work but never had the opportunity to meet him. We were brought together by the equal Justice Society specifically for this project. We were charged with beginning work. Marquez and i spent a lot of time addressing our own position on the Death Penalty, our experiences with people who had been incarcerated, family members, friends of friends. Pulling our information. Beyond that, we did our own research. To create a picture that resonated with humanity. It is the shape of a house. In this context, it is also small and acts like a cell. I thought that was an interesting play on how these people make these adjustments, half to create home. What is home for these people . The home is their cell. People talk a lot about noise very noisy in prisons. That is interesting to me. Looking at the communication level, the rise of frustration of being caged, wondering, where does redemption fit into the equation here . [singing] i think both of us really believe the Death Penalty is wrong, and is flawed for many reasons. The list is as long as my arm about several others. We feel this is important for both of us, personally, to participate in the debate of this issue in a way that we can help people frame it for a conversation. When you show up to vote auto our local polling place everything is running smoothly but a lot of details involved in running a polling place your may have a few workers with appear to be our or on their own what happens if if the polling place is not open on time are a machinery doesnt function who can they your honor, to for help those poll workers have a large support structure managed plths the department of elections let looking at behind the screens and running hundreds of polling place is made and smooth and seam also as possible. Before a polling place opens on 7 handsomely on election day did needs support supplies the delivery trucks garnet and Vice President s warehouses to load of the equipment and supplies before we set up to vote there be that a scanner once again you scan it will tell you okay. Oogs trucks deliver deny 3 hundred and 80 and 5 hundred 86 polling place depending on the nature of the elections and right now, were loading the delivery trucks those trucks contain all the equipment that pat polling place needs for voters open election day voter booth and election materials and most important voting equipment those pause contain the presync pacific their scanned and verified as their loaded into the trucks. The scanner that theyre using will be used before that comes on the lift date gate. Because those Voting Machines handle powell equipment it is important they go on the correct truck. Once again do push the benefits get the gate back down this driver knows thats the order that expects it that way we we cant deliver those machines to the wrong place theyve not work on to ballot and hell have to pull from his right thats as the the optical scanning and system. 7604. 76 a 4. Every time we move a vetting components is tracks its location and handling system. A week before election day 7 to 10 trucks roll out to deliver the powell packaged to the polls around the city. Hello department the elections dropping off the powell equipment and. Using the scanning manager an employee checks off to make sure they have theyre voting equipment and supplies on election day what happens in a powell worker delivers the door locked at the polling place . On election day the rather sedata city hall cafe is a beehive of the activity teams work to settle issues that may arise in the field. This is the Election Center and wall the Election Center essentially a bank we i put together and on election day the poll workers call in on a procedure or parolee issues and the calls or the polling place is locked often enough the polling place are late. The poll dispatch team comprised of 60 to 80 employers are ready to be snatched to any polling place with missing or possible sick workers and there are procedural issues how to complete the roster or a machine jammed it said interand it will reject it; right . You call them and a representative on the other ends whats the issue take down our issue and get people to help you with the issues they resolve and one of the issue is recognized into the database it routes the issue to the phone bank and list on the jeep in the category. The phone bank swings into the action and the steps to deal with the issue until its resolved. It is a transparent process the public looked at the issues were dealing with throughout the day starting at 6 oclock in the morning what. What happens in an edge print wouldnt work or a machine malfunction the Colorado Base Company Applies the materials runs a phone bank at the Election Center and trains and stages 20 to thirty technicians throughout the city on election day the fielder support team tackles the issue they help the poll worker over the phone. Oh, yeah. Or they get a field election deputy or fed to retaining respond out not field. Before each election the field election deputies learn the skills to support 7 to 10 powell placed in the field. This is a copy of the material in the fed binder those are coworkers do have. They receive special training to trouble shot. People on election day theres also a big support team for every single one of you. Then the fed checks in to their mar make sure theyre available to deal with issues. I want to confirm that is locked which it is and our edge is fully set up. Some questions we resolve easily over the phone and some with the deputies each field deputy has his or her on coordinator in the Election Center if correspondent gives the advice and informs home sharer of theyre specific polling place that needs assistance. The fields election deputies with the extension of the people in the field and on the grounds with Infrastructure Research and ballots. Your ballots a 5 part ballot. Their taking care of the final details we cant while were in the Election Center. The the fields deputy or feds are issued a cell phone and check list to follow. Theyll get a list of tasks to complete throughout the day. One example of the task between 7 00 a. M. And 9 00 a. M. The feds should make sure the polls are open and drop off the supplemental ballets and over completed the fed indicates by checking the box. And as the feds check each polling place with that smart phone applications the relatives are track work back at the Election Center there is realtime account of polling place. But we need support i need to be out with ac transit and golden gate our own sfmta to make sure that Everybody Knows were going to cover those gaps with all levels of transit extensions along with helping bart and helping your Regional Transit centers with a great Transit Center were building and completed in the next few years ago at this time and right now it is about many workforce and the visitors that use late night transit we have to give them a very affordable addition to the way they get to work and the way they get back to their families safe at night and have is extended you are hours make sure we publicize that a great system with that, i get to introduce someone that is a little bit reason turn around me literally on all things to do with transit and Small Businesses by the way, i want to make sure i mentioned that our Small Businesses with the great beneficiaries of this this is their would it be fair to say were talking about but Supervisor Scott Wiener has been a point person on the vision the 2030 pain and suffering with me on vision zero projects partnering with me on the mtc and all the other agencies that kind of help with the bay area discussion around our Transit Needs and making sure that were do know all the right things in the city let me traffic introduce a great supervisor supervisor wiener clapping. great. Mayor this is really exist today because it brings together two of my absolute passions transportation and our night life economy our night life for people having fun and working and two areas that are often been neglected and i have the honor of service on the board of supervisors and sharing our Community Transportation authority and also representing San Francisco on the municipal transportation commission. Thank you to mayor ed lee for appointing me to the mtc and for years and working on night life issues what we hear over and over both from Business Owners from workers from patrons is that that is just two hard to get around at night that our Transit System shut down even before the shut down serve becomes incredibly inadequate until ridership came along good luck getting a cab at the 2 00 a. M. When the bars shut down and it was good hard getting around i held a hearing we started to hear from workers that were talking about how do i goat home late at night with 200 or 300 with tips in my pocket without getting robbed and the anthsdz of getting to bart before that is closed we started hearing from Business Owners and from aprons and people in night life and so i authored legislation to create a Late Night Transportation Working Group to require a planning process a wonderful, Wonderful Group off people came together for a year it is actually still functioning and putt together a great road map thank you to the Entertainment Commission and your Community Transportation authority and the office of Economic Workforce Development for Reilly Clovis on that plan and recommendations a lot of things including the eventual prize the second bart service that but in the meantime before we get to the promise land dooekd one of those thing is better overNight Bus Service and make sure that people know about the in fact, habituate and thank you to golden gate transit and stem tram for coming together to say that is one integrated network we need to move together to expand that overNight Bus Service and i want to thank the metcalfs forces stepping up to support the martha campaign to promote to Late Night Service to the public to help to fund but but also to provide tens of millions of dollars to help the transit agencies expand theyve over Night Bus Service weve seen all the transbay routes create and muni has capacity its overnight outline services making it easier and easier to get around at night and give people confidence had the bars close at two or three or 4 or 5 in the morning theyre actually able to get around that is exciting we need to promote this Marketing Campaign that will permanently hope people dont know i thought to housing unit to 511 in helping the public it access this information about the Transit Service with that, i want to call up people the president of the board of directors of the ac transit one of the key partners in making sure the people could a get across the bay in the middle of the night. Thank you, supervisor wiener and mayor ed lee my name is chris im an elected at large director of at transit and the president were pleased to be part of the effort to encourage the late night work and play in San Francisco and oakland question he provided some service but because former senator included us in measure 2 had service with was inadequate i want to absolute supervisor wieners lairp in putting together the late night working groups that vastly increased the service bart paid for it and bart tom who is president of the bart board is the director for the mission area and he was very revolved in that my former colleague now the ocean boulevard city council rebecca helped we have pretty good service on the west side of the east bay we had some problems in the some of the routes that went further out but i think this effort this publicist effort is very important so everybody thinks whether youre coming to pirate or work over here, whether our cleaning up after people that need to get home at 3 00 oclock in the morning there the transit available and absolute supervisor wiener for all the work and this publicist effort means many more people will permanently be aware of the possibilities of getting around after midnight. Mayor ive been listening to everyone speak ive been stressed by how much u how much has happened not last couple of years this is not a new problem but a problem rooted in historic planning in the region that has maybe only increasing low needed to be inclusive and co hey a lot of the Transit Systems are really great individually but were designed and envisioned at a time when Service Workers lived in their community as the affordability in our region changes and the demographics follow that change more and more and more people are traveling longer danced to get to work our Records Center in our shop coming from vallejo the Mission District and unlike large cities like new york that built unified systems were struggling to overcome the legacy that once made sense and not now im so excited we hear other people talk about Early Morning needs which is sort of a recent quiet voice at the table actually not quite to reflect on the change that you know a year ago i couldnt tell the people that work in our business without with who vision i wont function i couldnt give them an answer and the people this theyre first week of work uninvariable were late on the weekends and shocked to discover there was no way to get if the east bay to work on time and now there it is a so concrete and incredible but but every relationship including the relationship between a worker and they Transit Provider is a relationship of trust that may sound strange we have to keep the cheer on about these changes because it will permanently take people some time to really have faith in something not been there before and fundamental issue in the region of Economic Justice that everybody in every kind of working job has access to their job at any time of day or night thanks to everyone that has been working on this. clapping. thank you.
