What kind of bills giving me and then example is there specific requirements or general requirement. Very specific requirement a utility bill for the same property or usually the easiest is a pay stub shows their address. But a pay stub didnt necessarily mean theyre actually a resident oftentimes because is their people that use outlet peoples addresses that explicit necessarily mean they actually live there. Asking for tax returns and Bank Statements all of those documents have to have the same San Francisco address. Okay. And then you know my a concern that came up last week for me was specifically with the projects that have stated fund a small universe of projects with the portfolio because they require a live or work in so what is the the City Attorney said last week in the state funded project that the neighborhood apprehensive will be for those two live or work in the neighborhood my concern almost everybody in the bloifr lives in district 6 that wipes out those two reside in the south of market and tenderloin and Treasure Island im worried if we allow that for the Affordable Housing projects that it really takes away benefits of the neighborhood preference i want to make sure that interpretation we dont trespasser that. Well present the neighborhood preference to mohcd as residents who live within a geography boundary of the preference area if they didnt agree not to apply the preferences not a circumstance in which we anticipate providing a preference for people that live or work in the neighborhood i appreciate the opportunity to clarify that. Not perfect legislation there have been times this board of supervisors has passed legislation and weve gone back and made chances and made that better were far behind in this neighborhood preference and as or as far as i am concerned we cant continue to delay delay means denial to those folks that are still trying to hold on to living in San Francisco and just to be clear im completely happy with the supervisorial district i know that the western edition is not the same as the inner sunset i understand that there are a lot of unique neighborhoods all over San Francisco and people are proud of their neighborhoods theyre proud of their city and want to to be able to have a place at the table as i said earlier today rosa parks is about to open is one of those places that the neighborhood is asking for preference people in the western Edition Community they want access to those units yes. I realize were talking about supervisorial district which are larger than the neighborhoods again with no neighborhood preference the possibility of those residents having even access to those units is almost visually impossible and so i dont support a delay i support moving forward i support not only moving forward but looking at it and analyzing it and possible making more changes to it in the future i want to say i had an opportunity because housing is one of the most important thing to the board of supervisors i visited new york and homes in new york i talked to housing advocates and folks in new york who gave me a area full of information the fact that as far back as they remember and document theyve been doing neighborhood preferences since the late 1970s in new york and housing advocates and elected leaders have known that and have chosen to pretend like neighborhood preference never existing we couldnt do it because of laws it makes me more upset and determined to move this forward as soon as possible yes, we can work with anyone in trying to make that legislation better but the time to move that existing legislation at the table not perfect is now more specifically i want to address the issue around the lawsuit that folks have talked about in new york i had a had an to talk with the hud secretary and i understand along with supervisor cowen to meet with leader pelosi and talk about the things happening in San Francisco in clarion to what is happening in new york two Different Things they havent had a lawsuit for what were dealing with in terms of displacement of members of the community the lawsuit in new york specifically was around folks feeling like they had been left out of the process it is a different thing than what were trying to propose here they understand that there is is a real problem, no San Francisco especially leader pelosi who basically, had that communication digital with the secretary in front of me at a Public Housing development that said look we have to do Something Different lost too many people in the community and need our support with that legislation were taking a chance of federal funding we take a chance oftentimes with all kinds of pieces of legislation if in particular case we need to move forward and make that better i think that it is important we continue Mayors Office of housing has continued to work with hud and continued to work with leader pelosi and other elected leaders on the federal level we dont perceive significant amounts of money well still work with those leaders and those folks to basically get as much money on the table to build faster we deserve this preference yesterday and i think it is important to move forward to get it passed and to continue to work with these who are part of the decisionmaking process in order to make it better legislation the time is now i ask my colleagues no more details lets get this legislation moved something is better than nothing at all it is happening for far too long from the city thank you. clapping. thank you. It should be that way it is the positive important issue facing the city i think we should move forward today and i think we should send a strong message that neighborhood preference legislation is incredibly important in terms of moving Affordable Housing policy forward as supervisor president london breed indicated other cities have been doing this for a long time it is way past due it is time sensitive were having more and more Affordable Housing coming online in San Francisco and the last thing to do it delay this legislation so that we continue to have zero neighborhood preference so thats the status quo zero and this delay keeps it at zero we continue to not have any kind of structure to make sure that people who live in neighborhoods have a fair shot of getting into Affordable Housing built in that community i do want to correct i i know there was and a i miss statement from the Cal Community organization this is a live with work neighborhood preference that is not true not about work not the case that anyone works in district 6 will have the same apprehensive is inadequate that about are people live and not purely about supervisorial the other aspect the supervisorial plus the half of mile buffer around the location of the Affordable Housing project that is precisely indicated to make sure that the surrounding neighborhood at the edge of the supervisorial is included that is important to me i pushed for this when the legislation was being drafted precisely for example, the 55 laguna project is at the border of district 8 and district 5 and as noted before lgbt seniors for example, dont just live in district 8 but other places even there is a concentration in district 8 i think we need to take into account in terms of flexibility around supervisorial district but i want to take issue with the notion that supervisorial district are somehow on inappropriate shot at getting into Affordable Housing in the neighborhood kwh we know when supervisorial district at the election and been that way that supervisorial districts are intentionally designed to Keep Community of interest together and we can see that from the way theyre drawn yes those are political boundary by boundary that were dawn in order to Keep Community of interest intact and to make sure that communities have representation on the board of supervisors so it is not the case that somehow purple heart political and inappropriate to use supervisorial district that is a decent proxy for the factor in drawing overseeing districts colleagues this is time sensitive ill continue to support in legislation i move we forward item one the neighborhood preference legislation to the full board of supervisors with positive recommendations. Just wanted to make a couple of comments i had a lot of questions about this organization last week and thank you to the Mayors Office of housing and authors of this legislation working with our office to answer many of them i overall support of concept of the neighborhood preference i understand why so Many Community members wanted to see this this is frustrating to see the Affordable Housing built in our neighborhood and feel that that may not be housing for you this is important to allow that to occur im not confident this legislation whether address that in its form i support moving forward so we can begin the process of what works in terms of getting our neighborhood residents into the housing i certainly know in the district i represent that our residents need to win housing in the district and do so this is a state of the art i want to say around neighborhoods we should look at a mix of different concepts that for certain parts may work better anymore tailored in assuring that neighborhoods get the avenue, i have to say in the district i represent he perch a preference in the tenderloin and south of market i want our residents to get apprehensive for this project i dont think our district is that big and want our residents to try to be able to qualify more Affordable Housing in the district as well were not certain how the development will go in terms of the timeline and financing so ill be supporting this out of committee today, i want to you say i want to working closely with the stakeholders in terms of redefining this legislation hopefully over the next couple of weeks with the authors that are here today and hopefully, well continue to find the legislation not to months to come or a year when we evaluate this but much sooner so thank you, again to everyone that is involved that is an important discussion and glad were now supporting the policy implementation to make that a reality. Thank you, supervisor kim we appreciate your support in moving that item out of Committee Ladies and gentlemen, i just want to take a moment and recognize the Mayors Office of housing that have put their time and energy what you see today, the culmination of frankly a few years worth of work and Due Diligence from the departmental level oftentimes miss framed when an item is in the Planning Commission and comes to the board were rushing there this although weve been working on this for a very long time and the members of the public that have been advocating through black lives matter that same spirit of urgency and the desperation wear crying and bringing this legislation surfaced to address with immediacy the Current Crisis that is at hand i know this city gets things done in a smart and good way i want to see this board move with the urgency as the Lgbt Community remember 10 years ago the same sex marriages were not considered legal and, yes, that was challenged and it started here in San Francisco. Affordable Housing 60 percent of our residents qualify more Affordable Housing it is who we should be building for were building more Affordable Housing not just luxurious housing ive heard incredible frustration into san franciscans is it are excited about the housing being built but in particular my district then when the unit came online we were sdointd they unity forward to rent or buy im proud tocy say is forest city is going to build 40 percent as part of the 5 m the first project to make that k30i7b8d commitment and 200 and 41 affordable and middleIncome Housing this is the previously negotiated 71 units of sfrntsz a project which has been los angeles gish approved in 2009 but lack of fund to move forward for many, many years this one and 3 unit of singlefamily units is shovel ready and 5 m will provide the funds need to insure that project move forward and excited to announce that thirty of the units dedicated to formally homeless familiarize as many of you may know families are part of Homeless Population in San Francisco and throughout the nation and like cities of new york and la to make sure we are building housing for the demographic this project will sure 83 units of senior at 967 mission land owned by the project sponsor theyll deed the land to the city and make sure all the construction dollars to build this project and finally i know i annunciations an increase of obesity affordable units to 87 which will be permanently affordable each union will be dedicated to the households and 17 unit dedicated making one percent of afternoon medium income and thirty percent of average medium and 35 anothers one hundred 50 percent of ami and assurance there will be 2 bedroom unit at each income bracket the afternoon medium income covers a broad range if homeless families to Restaurant Hotels and other industries to nonprofit workers that are displaced from the neighborhood to tshirts and nurses and middleincome office irks ive heard from hospitality building the project next to transit that reduces the number of car spots and 24 helps the neighborhoods we want developments that are in alignment with our goals of residents and workers that have safer modes of transportation including walking and biking and public permitting transit and healthy car and bike sharing ill be making an amendment reducing the total number of Parking Spaces or approximately, one and 32 from 4 hundred to less this is an important element in supporting vision zero and sherry that streets in the south of market prioritize the cyclists and transit riders Thank you briefing bra the staff report first of all, congratulate the project sponsor in and the city and communities for the increases in affordability and prairie for having Affordable Housing program that has a great mix of low income moderate income and low income a major win to be moving in the right direction and particularly it was a few years ago that it was considered controversial at the board of supervisors to even talk about moderate or middleIncome Housing we had housing advocates who were telling us we shouldnt be talking about middleIncome Housing and had a debate where some of my colleagues contend wyoming and sro percent of ami low Income Housing should not be called middleincome that was above mediator Income Housing a ask him i wish to talk about middleIncome Housing and the fact over a few years later were 92 not just talking about middleincome but delivering middleIncome Housing it as tremendous step forward a big policy in San Francisco but i also want to note i think another groundbreaking aspect of this project which is that this project will be paying full freight when it comes to transit Inch Development fees at the level the sustainability fee that is not the case in the past in fact, of course, last tuesday passed the transit sustainability fee for the first time every will require in the future that Residential Development actually pay transit fees for the last 35 years also a Development Agreement and an agreement no requirement for any transportation fee related fees this projectile would not have had to pay full transit sustainability fees because it is up for approval and the tsf will not go into effect for some time this is very important and in fact, i early on i had conversation with the developers and with city staff to make clear that project absolutely needs to pay full twrit sustainability fee a series in the south of market area and 40 of Mission Project they were not paying any transit impact fees i sat down with the city staff maybe a year and a half or two years ago i said it was going to be very, very hard for me to support any projects that dont pay their transit impact fees i want to thank the aide staff for taking this seriously and bringing forward 24 it is paying its impact fees and thank you totes developer for alleging to that that is a step forward i think this sets a great tune Going Forward to make sure our projects in the city is paying into 24 fund we know that any kinds of housing creates transit impacts and make sure that Public Transportation as well as access to pedestrians and cyclists all keeps up with the development in the city so with that, supervisor kim i think this will go through the economic Workforce Development. It is john ram and i should notes and appreciate over comments on the middleIncome Housing this project is commit to building 32 percent of madam clerk, any announcements . That is on top of that there is still hitting the praukz commitment to make sure that the 1 3rd is reasonable for the population and knitting to the 37 percent what we considered any other city higher middleincome households because of the crisis were currently, we have in San Francisco we need to be building subsidize units for this class and should mention that you know as we talk about years past in years past controversial to get the developers to build 15 percent Affordable Housing onsite weve come a long way to get to 40 percent is really been a heartwarming thing to get the developers to make sure we are building housing with half the units are for residents here in San Francisco thank you director ram. So this project was begun in 2008, and ive been fortunate enough to work on it since 2009 in that time weve had one hundred 86 Community Meetings and tours the first Community Meeting started in 2009 and the first time that is masking and design was a shop to the public in 2011 just in advance of filing the e e a its been a collaborative process with the stay Planning Department and the mta and the office of economic Workforce Development as well as the stakeholders weve spent 78 years understanding what can happen on the site and meet all the goals with the stakeholders and i would say through the iterations of seven years the item before you they have been four focused areas that create a phenomenal open space that really nufl and prioritizing the alleyways of the transit location through a balance mixed use program. As john mentions it is a really unique site particularly in this kind of location of downtown it is four acres with half that serve as parking lot no residential units and retails one small could have shop in terms of the context and the future of this part of San Francisco it facilitates e fits into the overall city plans the height peeking with the transbay tore and tapering down this project in and of itself creates part of the transition if the downtown to anymore western selma we imploded into the project that transition we literally will i he devout half the site to the new construction this site is also interesting in that is it is location of converge of many different neighborhoods and area plans this means that this project it needs to perform to align with those goals and embody its roles at a crossroads that is part of what drove the project from the financing we looked at what it means to develop a project that used the downtown femur forum and the surrounding context to the west so the variety and grain and mixed use and as you can see immediately around the city of the Continental Hotel and the streets.
