Welcome to another episode of stay safe i saw us prepare our crawl space on this episode well saw the sheer wall youll see the finished product hi, im patrick and welcome to another episode of stay safe . The second part were retrofitting the triple wall as you can see weve installed one of the sheer ply wall on the First Episode we provided blocking to secure the ply wed and bolted and provided the connection with the floor im joined by thor madison. Thor Structural Engineers and thor knows more about sheer walls than anybody ive met in my life. It provides the stable ability that would rock before and after during around earthquake the nails along the edge of the plywood will reduce the chance of the building falling down. What else should we consider in getting ready. One thing about plywood a natural material that absorbs moisture and the panels can swell depending on the moisture if they swell theyll bulk out it is important probation officer leave a gap between the panels so before we install the next panel well drive in a couple of nails used to as temporary spares. What are the nails. 16 penny singers a good saying that and we dont need to be concerned with the exact nail size only the gap the next panel will be held with the existing panel well pull those down. We have peter from the construction why not go outside and cut our second panel so, now weve got the plywood lets go ahead and get it put up see if we can get it in place. By looking at that a perfect fit why not get peter in here to nail it down. So peter did a great job with the nailing but important to know this work requires a permit in the department of building inspection whether youre doing the work or a left hand contractor make sure you have the proper permit and additional to the nailing anything you want to talk about thinking about the plywood. The more plywood to install the better and make sure that the nails along each edge of each panel so you cant forget. So glad you can join us 2016 apa heritage Month Celebration, it is good to be back at the newly renovated theater. Thank you for joining us. The theme of the celebration this year is celebrating Significant Community milestones and proud of the organizations we are honoring tonight. They added over 100 rears of history contribute toog San Franciscos culture and heritage. This is important we think, we chose to celebrate this because it is clearly important to recognize and show appreciation to those people and organizations that for so many years have achieved what they have by 2016. This celebration is not just about history and the past, the celebration is eke well pornts as it is about the present. The apa Heritage Celebration Committee hopes by honoring the organizations and milestones they will inspire the now generation that is all of us and the next generation to do more and achieve beyond what we can imagine today. The past, the present and of course the celebration is no lesseme equally important about the future. So, we want to thank all of the organizations for what they are done especially your board and staff and volunteers. Lets get our 3 organizations a big round of applause. [applause] many may have joined us in the past celebration such as the [inaudible] in San Francisco that money may have been here for the first time. Now to have a Asian Art Museum that is going expand. It has been with us over 5 oyears. Thank you for the entire organization of the Asian Art Museum. [applause]. Not easy to take over a abandsened library and make it the center piece of our culture. Finally, a relationship this city, this state, this kunty nurtureed through thick and 10 through war and peace time but one we value very much, 110 years for relationships with japan. Thank you for working with japan town and building the community. All these relationships and many more are important to celebrate as milestones and when you think about it you think about the incredible people that have been part of those events and relationship buildings. Over 110 years japan town thrived and been throall kinds of challenges and continues today but have a lot more today to celebrate then we do to meet the challenges but there is housing and affordable and Small Business issues. You think about korea and had a chance to visit it and think how modern it islike seoul we can learn a lot from that city. The Asian Art Museum and when you go to had celebration jz the type of art they are br inging to the city and have the free times where people can use that museum and appreciate the entire International Art is a wonderful celebration and what our diversity does for the city. More than that, i want to say thank you to all the different people of our great diverse city. It is the people in the community, the owners of Small Businesses, the owners and the people on the boards of these non profits whether they work in health or working in housing or working to create and maintain culture, these are all people that give up their extra time because they really believe in the diversity of the city ft this is the strongest thing we have to offer and know people talk about technology and innovation and cutting edge of great events like the superbowl and so many other sports teams but ultimately i think the valee is our people and as long as i keep focused on building strong neighborhoods our Diverse Communities have a chance to do more than thrive, they will contribute as they are doing today. I want to say thank you to all the volunteers, thank you to the people who will be performing tonight and great celebration of our heritages and we take this opportunity to say thank you to everybody here tonight to celebrate. The filipino communities in the 60 and 70 for the people preserving the southf market for filipino heritage district the struggle continues. The pride is there for the celebration but think the struggle continue squz the Community Based organizations year after year defend the communities are so important. I am pleased to introduce a great partner and supporter of city build, jess peterson. Thank you. What a large crowd. Graduates it is a time to savor the feeling of accomplishment and to turn the page in the next chapter in your lives. For graduates family thises is a time to be proud. And for all of the faculty and staff, thank you for all that you have done to really prepare and educate the graduates for today. And dignitaries and hosts, thank you for your time which shows how important city build is to the city of San Francisco. And you know, it is really energized to be a ceremony like this where it is the end of one journey and allows you to take that next step and what you just completed is a really Practical Program that you can have truly a Significant Impact in your life and i know that because im familiar with the path that you are about to start. As i too started my journey in the trades and i have been lured to the benefits that you get from construction and you know that you try to plan and you figure out what you are going to do in the morning and then in the afternoon there is real physical results and the pride from your work and the web corp builders we are proud to have many of the graduates working on our projects. And once you are in the field, the opportunities only continue. You know, it is not uncommon for people to expand their horizon and their abilities going to estimating and Business Development and union representatives, and becoming inspectors for the city and going into management. And you know, those were some of the practical benefits that you ultimately see and for some of you who already have a job, you are already beginning to see those, but in addition to the practical, there is also universal ones and some easy ones like listen to others and make sure that you hear all sides, you know what . Because you may not have the best idea. And also, you can accomplish a lot more if you dont care who gets the credit. And stay focused, finish what you start and if you make a mistake or a bad decision, admit it and take care tf and move on. Seize the opportunities because whatever plan you might have there are other things that come up and you want to be sure that you take care of all of them and you enjoy and also people want to see leaders. They want to see leaders out there. If you see a void fill it. And then always lead by example and do the right thing. In the end contribute to your community. Volunteer for projects you care about, not only will do good but they will make you feel good and in the end you will get a chance and give the chance to give back in the same way that the city build gave to you and today congratulations to you and good luck. [ applause ] thank you, before we introduce our student speakers, i would like to first thank the families for supporting these students and all of their endeavors, that is. Without that support it makes it much harder to achieve what they have accomplished. And we also would like to thank Community College of San Francisco, thank you, and especially from the laborers, palacios. [ applause ] he drives this train, he keeps you all going. So without further adieu i would like to introduce from our construction administrative training program, jessy nelson, come on up. Thank you, mr. Jackson. Good evening, my name is jessy nelson and i am a graduate of the Contract Administration cycle seven program and i live in the Bay View Community in San Francisco. What brought me to city build was that i was at orientation in the inaudible industries and they passed out fliers outlining acceptance and to the requirement. And out comes for the city build program, and i thought about it and i said, to myself, i am going to attend one of the orientations sessions because im interested in beginning the job market and to update my skills after six years of retirement. My most valued experience at cap was especially my accounting skills and learning quick books. Since completing cat my out look on life and job entry has changed. The program gave me a chance to evaluate my administrative skills as well as feeling Technical Expertise in a state of art consumerbased management tools. First, excel, powerpoint and accounting. Professionally speaking, i know that i can compete with the best in my field of contracts, construction and administration and in management. The program is challenging and i found the program highly ininstructed that gave each participant personal attention when needed. And a word of warning, new attendties should be committed to study time and discipline in this 18week program. What i want to say to someone who is interested in this program, you really, what you really have to do is you must be committed, and you must be dedicated to this program, and most important, again, most important, be respectful to your teachers, fellow students, peers. I want to thank workforce development, mission hire hall and my peers to speak at this cycle 7 graduation. Our next student speaker, i could speak about now or about the guy but what i will say in short is that he inspires me, kerri winford. Thank you, mr. Jackson. Good evening, everyone. My name is kerri win ford. And im a graduate of city build cycle 16, and i live in San Francisco community. Questions, what brought me to the City Build Academy . What brought me there was a friend who followed me to it. And he referred to it as it was something. But, as i went to the mission hire hall i met chavez which i think is exceptional who really helped me a whole lot through this. And i cant say enough about her. Thank you gracy, very much. Thank you. [ applause ] she told me that i would be a good candidate for City Build Academy. And im here now standing. And as a representative, addressing City Build Academy cycle 16 super stars. And the most valued experience with City Build Academy was being accepted at my age, but my heart and my hard work paid off. Since completing the City Build Academy, i like this change. Personally speaking, i now have a life long career. And im thankful for that. Personally, excuse me, professionally, personally, speaking to the City Build Academy is such a Great Program that people from other cities and states have come to observe and to ask students questions about the program. And i think that is huge, if you have someone coming from another city and another state to city our program, that means that we set a standard by far. When we say to someone interested in city build. I would say, if you are serious about changing your life in the best way possible, i would stay and try the City Build Academy. I think that it would be great. I would like now to thank some people involved in this. I would like to say thanks and then im very honored and humbled to be the student representative for city built academy cycle 16. For me to be standing here as a great privilege and i will like to thank all of you for that. Thank you very much. City college of San Francisco would like to congratulate the graduating class of city build cycle 16 and on behalf of the city build faculty, we are all very proud of your hard work and what you have achieved these past 18 weeks. 18 weeks for 35 hours a week, is a long time to commit to a program of study, without pay. But that is exactly what our students endure. And we recognize the sacrifice and want to reward those who have demonstrated achievement in our program. It is because of this we are happy to present, 6 scholarships in the amount of 500 each to these very deserving students. Our first award goes to one of our youngest students fresh from high school. He in fact was recommended to city build by many of his high school counselors, he loved working with his hands and so well mannered and helpful and our first award goes to conrad cole. Well, it is true, the third time is the charm, because they were finally accepted into city build. Others would have succumb to defeat, instead she rose to the challenge and prove that they did deserve a spot in city build and that person is princess green. [ applause ] princess is very special to me because she was kind of like the little sister i looked after in the academy, i really pushed for her to get in, i know that she was trying hard. Congratulations. [ applause ] our final award goes to one of our youngest students, fresh from high school and in fact he too was recommended to city build by his high school counselors, he is smart and polite and helpful, didnt she just say that . We do a lot of exercise in developing that and think about lengthening of the spine and our muscles. If youre a runner, if youre into kayaking, martial arts, cycling pilates are for you. Programs are variety year around at various locations and to learn more come to the im robert chief and im the parks supervisor in the parks in the sunset district. Ive been working here for 3 years. We are 6070 street below street level. The 64 acre park. The park is divided into 2 sections we are in the stern area. When you get over to pine lake meadow and pine lake, pine lake is considered a natural area. In 1847, the green family came out here, back then this was kind of an empty canyon and sand dun area. They claimed this property. In 1892. George green whos a Second Generation built the truckdaro club house. There was a hotel then. It was said this was the place to go if you were weary of the dirty city and the police. There were a couple of gun fights the front door has bullet holes. I dont ever repair them. 1931 stig mond bought the property from the green family. She donated it to the city of San Francisco and had a specification, im giving it to the city that will be used forever for the enjoyment forever of the people of the city of San Francisco. It has ever since. Every summer the Stern Grove Association in San Francisco rec and parks put on 10 free concerts. Usually people come out at 10 in the morning its a family affair. Everybody is on the lawn with picnics and its free. Anybody can come out. Its a great way to spend a sunday. Goes to 12 in the afternoon and runs until 5. [music]. Thanks to the Stern Grove Association they renovated the concert meadow. It used to be a rolling grafsy area. Put in a new stage and stage building. They put in terraces. We get from 8,000 to 12,000 people. And the meadow next to the concert meadow is full of people even though they cant see the music they hear it. I walked into the meadow several times and they dont even care. We do have literally events going on day and night. The Concert Association has kids days during the week. The performers come out for hundred 200 kids. Now, the truckadero truck house gets rented out for weddings and retirement. The croquet clubs and horse shoes. 2 play grounds, tennis courts. We have from 25 to a hundred dogs here. Its like bisons going across the mid west. There are so many dogs they are covering the ground cht its a get together. All the dog walkers know each other. If you go to pine lake day camp now, you will see 50 kids there. The r directors are wonder. The pine lake is natural. They take of the area around the lake. They plant natives that are drought tolerant. One that stands the dry summers here. The whole park is under going quite a bit of reconstruction. They will renovate the trails around the lake. And the big project is the Capital Project for pine lake meadow. They are going to returf the dog run and the meadow by the day camp. We are looking for a very busy fall. By the spring of next year should have major renovations to the mark thal make it an outstanding park. I dont ever refer to it as my park. All the parks belong to all the people. This park belongs just as much to the families in the bay view sdrishth as it does to the gentlemen that lives across the street. Im happy and proud to be the caretaker for them. I wake up every day and thank that i have good morning ladies and gentlemen, welcome to the second in this series of workshops that the Building Department and the Mayors Office of earthquake and implementation are putting on around the city. This morning we are going to have tom the director of Building Inspections making some remarks and will electro you to the other Panel Members who are here to answer our questions. With that, tom do the honor good morning, everyone. Thank you to coming to this second series of our soft Story Program. We call this as a workshop the last meeting the first meeting we had i promised you to have this second meetings but we may not be thinking about another one maybe more people will be interested to find out about the program. Today, our program is starting this way first of all, before that i want to introduce you the panel the first one is the best friend the director of the panel and on hits left a sandy from ramming back in case you have some questions to ask and last but not least my manager of handling all the soft Story Program you got or inspection you want to ask get his phone number you can call him directly or me, too. I know this soft Story Program looks complicated anything you need help can come to our department. We have, you know, spanish and chinese or, you know, second, you know, people can not speak english we can help them. If you have trouble where the formed we came back, help you to see how we can help. Before we start the program dont be shy how many people are owner here there quite a bit okay. How many are professional . They mate noting not be trying to find judicial errors here. How many a contractor. Pause of the cause of our first meeting and other outreach pope program lots of people ask me how should the engineer i think they need to register in california i say yes per the contractor also need to be registered in california and make sure their licensed and have shurpts for your protection because this is very important in the state of california if at the dont have insurance the liabilities go back to the owner. And for myself, you know, like i mentioned i want to make the program for successful and we have you know the finance workshop thats about more than 1 thousand people there. I want to see if its necessarily to have another workshop to help people to came back take off work to come to this codify workshop. Now i want to give the podium to my manager mr. Chung to give you some presentation over the program. Oh, president of the United States first oh, sorocide. Patrick Say Something clapping thank you very much tom. Can everybody hear me okay. First of all, id like to thank sfgovtv if i can spread the word as to him mentioned your giving up valuable time of our day but this is reported and posted on line if you talk to folks it will be valuable on the department of the inspections and other website. I wanted to start by saying why are we doing this. Weve been caught up in the moment of Property Owners getting noticed of requirement that were i want to back up coming in 1989 we saw significant damage that was no a major earthquake then we saw 50 of the building were soft building. You may have received the notice and your building was fine you may want to engage with an engineer that knows what theyre looking at. Thats a good time to understand am i one of the building theyre talking about. The idea we accepted out the nos and robert will go into the details but the idea this is to finally, determine if you need an upgrade if you have a building go that liquida liquidately does needing not need to be in this program then can pull out. Ive talked to many people who want to have event where were engaging engineers. Last wednesday we had a successful workshop with 1 thousand folks with banks and so long as the Green Finance Program that were this is a very interestingly program and youre welcome to check it out in the website were this the process of having voluntarily retrofits so by the front combraens entrance i can sign up. What im thinking about doing for some time is creating event where we can have everybody involved in one room. Im getting so much interest we are going to do more. The best way to find out about that many of you pick up e that you could the post www. Org sf cps f f. Org pr on the website theres an easy way to sign up for the list and well notify people that way. Some other event that i mentioned were having soon is other workshops to help people understand u folks that are engineers and others people want to get into the weeds of the engineering thats a way to get involved. If were not covering something you want to see let United States know. We are going to have questions and answers at the end. We would like to keep the questions simply if you have a complex issue please talk to us about that but if theres things you dont get answered please contact me or r0sh. Im turn it over to robert chung thank you very much clapping good morning my name is robert im the manager of the soft Story Program. Why did he think we have a soft program. My answer is do you know how many people got hurt in this event we lost 15 hundred buildings in the San Francisco bay ear and most were in the marin a its 6 million in property dangle thats where why we have a soft Story Program. Ive talked to a lot of Building Owners and those questions keep coming up im going to try to answer them. One of the necklaces this program how does my building become exempt and how much 7, 8, 9 do i get to repair and those are excellent questions and well trying try to answer them. If you look at this if you have a wood frame this before 1978 with 5 or more resident with 2 stories over basement youre in the program. So to somewhere what i said if youve gone through 0 sizeic retrofit thats one of the ways to become exempt from the program. First some facts about earthquakes we lost 16 hundred thousand units in the loma listened earthquake. You know the probability of did next earthquake in the San Francisco bay area 60 percent over the next thirty years. Within the state of california theres a 90 periods of time of a big earthquake thats why we have the retrofit program that were in september we sent out 6 thousand nos along with the screening forms. Theyre pretty easy to fill out but we ask you have an engineer or an architect we want someone with a professional education to be able to identify the 4 e soft story building. Section one is pretty simple. You know, the owners name and address and phone number. Now section 2 is where did you didnt have a previous retrofit one Building Owner came in both four weeks ago he bought here building in richmond in 1988. After that the contractor said you might have a soft story situation she chose not to listen and in 1989 he had a lot of damage prosecute the earthquake. She came in with her engineer and we reviewed it and the building became exempt. Other owners demonstrated their documents with their building they dont have a target soft story saublt theyve become exempt. Now if youre in the program youll be in one of four tiers youre in tier one, if you have occupancies in your buildings and tier 3 and finally, in tier four if you have commercial occupancy on the first floor. If youre in tier one you have two years to submit the drawings and 4 years to do the work and 6 years to complete the work and tier 34 years to submit the application and 456 years to do the work and tier four seven years to complete the work. Theres an exception we ask that the engineer or architect looking at the drawings and stamp them here. You can send them through u. S. Mail, email them bring them person. Eric suzy theyre in the back theyre the hard the working stapling staff if you have any questions you can submit the application to them. The last thing i want to talk about is the permit process. Those projects are very important to us. If youre drawings and applications are complete we give you a permit on the same day starting open the first floor you come up to the fourth floor we ask you bring our architect or engineer to ask questions at the same time. I want to introduce two more of my 01256 where is matt. Most likely it will believe myself or matt. So let me end by saying this. You guys know how much energy is flalsdz a major in a major kwaerlth theres enough energy to power the United States for 8 days. So matthew thank you for being here today and you all. That concludes my presentation. Primarily we want to hear our questions and we have this microphone on this aisle if any of you have questions please step up to the microphone and someone from the panel will address our questions. With that, any questions please came forward im lee murphy i was at our meeting last week and 70 people were there. People like myself i know im ready to being so the program i just need to know if you start with the list of engineers that are essential that notified your group they want to participate i can start the process now i can have people come out and how much do you think you need and how much to prepare for our services. Im looking at how to quote it. I hear about more and more meetings last meeting was not useful to me. I dont want my building to fall down i want you to quote it give me a group of people i can call and most affordable to me thats all. Were keeping a list of all contractors and architects who have come to under no circumstances meetings its on line and feel free to contact them. In case you wanted to take action today, we obviously have a 4r50i7b89 concern by recommending contractor and architects but weve been telling people you can look at a i a this is at the construction folks there was a website so i tell people the most important thing is find a team of people that you feel comfortable with and make sure they have experience working in San Francisco. If they havent worked in the city i would be skeptical you wanted to make sure the people are qualified to answer that question about the website if p wwwdot f f bshths i. Org. I believe patrick is on the caps website wwwsf caps c ap ss a slash for soft story. A lot of the information is on them and if you havent visited them i encourage encourage i have a request for the young lady. I want to know what my blooths is for tenant that have 80 move and i want to know what past proigsdz that are you know what a past provision is im going to start with the easy question the past through provision. In 2004 will rent ordinance was amended to allow landmark to pats through one hundred periods of time of the class to their tenant and if you financed your work youre also entitled to the actual interest up to 10 percent florida not we provide that. There must be a form filed after the work. You have to file our permit within 5 years after you finish the work i had heard some of what you said i also heard that a tenant only needs to write a letter of hardship and the landlord gets stuck again is it true. Recently the board of supervisors amended the ordinance to provide hardship for pass through. And the provisions are going into effective next monday they allow tenant to apply to the rent board forereferral or relieve if theyre on a fixed income from Something Like types of public assistants for needy families also in the tenant gross he income of the how would i think 80 percent of the medium income for this area and if their rent would complies thirty percent of the rent then they could apply for referral and finally, tenant that have medical bills might also apply is there any hardship applications for landlorded. There are actual landlord hardship prerogatives but im not it will necessarily defeat a tenant hardship there might be a balance. We dont only look at the building you own but your entire income stream which may include other property. To address our question about tenant who need to are not only you may not want too heavy this you may want to consult an attorney the most youll have to do is vacate our ground floor like your parking and if you do that there are a couple of counter proposals to amend our ordinance again that are renovating and should be available by the time youre ready to do the work you have to reduce the tenant work for the cost of them while the work is going on. If they have to vacant their unit you need a just cause for eviction and relocation is required and if less than 20 taser it significantly decreases the payment that one before the accident happened they pay me 4 hundreds dollars rent because of the rent law. If they have parking and a no. Im saying you might have to pay relocation expenses. As you can incidental we looked at this issue we looked a wide range of the options and occupying if you did a fullsize retrofit and relocating tablets 2345i9 a thats not what we require the reiterating fit will keep tenant in place it will keep the work to the ground floor. In the case of parking weve seen some great examples where the tenants go to work and when their cars not in the garage and wed like to help with this im sorry in full disclosure i need to you followup there is currently a restriction in the rent laws taking away theyre parking so this board of supervisors might say this might apply but nothing in the books right now but trying to workout something out with your tenant is probably practical. You mentioned the Capital Improvements what about the free inspections and even though rent reduction and relocation expenses are those available for folks. The relocate he extensions cant be passed on the tenant and the parking is not you subject to pass through but the architect costs and engineer costs are included as part of our Capital Improvement could you explain what target story is in section 3. Id be happy to were mresdz by our resident engineer david has been working on this and david can you come up and explain the story project thats a good solution. Thank you patrick its a good question. My first answer when i get this this the mail youll get reductions and a worksheet and works eased pictures that explain what a target story is you dont are 80 do that but the reason weve developed this expect if you look at the penicillin lapsing it says all would do Frame Buildings but we know that was golden going to capture a lot of this go this program is only focused on buildings that are strongly deficient so it you have a building top to bottom it might be would do frame or 3 stories and 5 unit but its not the building were looking for. So we want to make sure during the screening process well exempt a lot of understand we cant say those buildings are debris seismically but theyre not what were looking at for. Please see me if you need more detailed thank you. This may be redundant but the nos you said there were 6 thousand nos sent out does that identify all the building. Even if you didnt receive a notice you still have to follow the reservation and ordinances. As soon as we if found the how do you know the depiction of this target stoifr is that the definition. 5 unit pre1978 think of it as a Wood Building in any way you can having someone come out. I know a couple of believe that didnt receive a notice that are supposed to be part of this program that were there ought to be a better way for this you guys have got the professionalism to develop a 23ir78 list rather than waiting for 3 years so say youre in the program. Great question as you imagination the first person who mayor ed lee took office weve updated this and overwhelming we heard from Property Owners they want to be able to select the engineer and who they were bringing into their building and the thoughts of building inspects made Homeland Security nerves it was almost overwhelming let us take the respondent as Property Owners. Im in favor of the program obviously wiring e. R. Were going to have an earthquake. If you can pass through a reasonable amount of costs were not going to lose dollars all of those dollars is from the federal government. Im concerned about buildings 3 years from now have you found the building 3 years from now will you have those 3 or 5 or 6 year periods to comply. We dont want people to escape the program, however, if theres an unusual circumstance well see those are hard deadlines. You have a laundry list of people who are acceptable to do the Engineering Work but it seems to me you need the guidelines weve used those people theyre not coming in from other places to their licensed in california we need to zero in on this group and is that the most important thing i want an honesty contractor not to pad the bill. Are there ada requirement that havent been addressed. Just to restate its the question about the stable access requirement. Are. If youre building is purely residential unit you are not to make combrupdz but if you have ground floor access youll have to look at the code. We know those are old spaces we 80 to be flexible but try to achieve code compliance. Talking to Property Owners thats why we fwaf them the full seven years to get the work done. Its going to take some architecture standards to meet that. Morning. Morning i have a question people have mentioned the concerns about contractors coming in and giving i bids for the work why was there never any guidelines given as to the scope of the retrofit program its a particularly retrofit why were we not given a scouting scope so contractors can go out the scope to do more work than is needed. Chapter b is the meeting of the orthopedics it go through the standard and what level youre looking for in using those standards. Okay. Thank yo i have two questions do you have a concern about vic torn bay windows that extended up to four steroids its not been addressed in your documentations but it strikes me those facades are extremely weak. The second question is garbage and bay windows and style that i just described are those kind of buildings a concern for you as well theyre a concern not necessarily more than others. Their configuration of the windows will come out during the course not so much the screening but during the course of the retrofit. The criteria is lights in chapter two b have the regulation for how to account for the bay windows theyre not walls so if theyre not in like that with the walls then thats engineering issue. The technical criteria with the engineer the information is in chapter 34 b. If you have stucco that changes the nature of the design and that may require for retrofit. You didnt ask about with respect to the latter example its a 4 unit building. You mean a 4 story. 4 unit. Your exempt i should forget that. Right. If you talk to an engineer for pepsi of complying with the program your exempt so this program when i talk to engineers youll find theyre not expected to do well, with kwaeshths. Maybe 3 or 2 unit most of those are exempt because they dont have 5 opt it doesnt mean they are good buildings just not targeted with this program the idea of having sustainable weakness that was another factor so were going to give the most amount of 7, 8, 9 to comply. If the folks want to comply we 2k3wi6r78 more time. We create an application on the website so if youre building falls into the likeable fax please visit our very best. Please enter our block and lot number make sure you include all the numbers and letters in front of your lot numbers. During the screening phase is when your assigning the building to a complieps it didnt effect your eligibility or whether your exempt its just after youve done 50u6r filed 0 out the screening form and now in the program and assigned to a tier at that point youve got an engineer involved so they can look at the map my name is is carl. So most of the soft story im wondering during construction when you have a city inspection things being exposed electrical wiring and pumping and gas lines are not up to code will be mandatory upgrade. The intention of the ordinance is not to do upgrades but we put specific words in the 0 ordinance that the plans should be limited to the soft story interest thats why we dont want garages put in we limit it to the scope of the building so long as its not dangerous you should not trigger other conditions you should be able to keep it unless its the wiring is dangerous ive asked it to be ug9d. Theres a big gap between noncompanions. In which case this program didnt matter if youve got a dangerous condition i should be looking at that. Some buildings are one hundred years old and many from the 1980s. You can keep it but it could be in a dangerous condition you may want to look at that. My question is about planning if you have a Historic Resource or a commercial space and it effects the look of the building will you get over the counter planning or sit back in planning 6 months. We worked hard with the Planning Department so weve been encouraging people not to do work to the exterior of the building and not changing the look of the building you wont have a problem with city planning or if youre changing the store front door but working with the Planning Department is potential resource is, you know, making sure a potential resource its really the 4r50shg building on the exterior you have to talk to planning. Theyve agreed to look at the program as a mandatory program theyve agreed to work with the addition to help streamline that process what youre to have to work with doorways. I assume youre under the one hundred and 40 thousand you can use the 1 hundred and 20 percent rule. Im an owner of a tier that building im subject to the retrofit is when to do it. I have two concerned first of all, are the design criteria totally soeld solid now if i retain a contractor to do the work i dont have to worry about thifrngz changing and ive read about potential financing available i went to that workshop and they talked about second loopdz no special rates or anything. So those are the two concerns i have whether or not to go now or, you know, wait, you know, three or four years. And so first, the ordinance standards are stewart set in stone. We had happen over the stone and the destruction of california deciphers credited there are several levels to achieve those standards. Previously that hadnt been done and if you had a level of retrofit meeting the criteria i say you have to look at the current criteria. On the second part of finance we wanted to have expensive options so over a year ago we started knocking on the door of local banks we had our first summit and those banks have agreed to do what they do. Were in the situation here and its not a bad thing were in the situation of high Property Values and the banks have said we can refinance those building and but the idea of providing options was the strong thing weve seen its important to the mayor, we development a program on our own time the Green Program is one you may be interested in. This may allow you to sell the property the loan will be responsible by the new person. So the more people we have interested the lower rate were going to get so, please sign up if youre interested or go to the website and well get into you into the loan process. I saw a note about the technical criteria being solid the Building Code changes every 3 years but the main point this is a Brand New Program creating a new market theres to be innovation and cost savings and it will be better in 2 years im not saying you should wait innovation will develop. Beyond the scope the innovation rules are going to be tougher but the engineer my say thats on unintend consequence by the weve gloun the study and tests National Standards and so theyve been invested as much as any Building Code. A b107 is the administrative bulletin put together to implement the detailed of the program. The reason for this is the ordinance chapter 34 b is rather slim it tells the engineer what standard to use but in any application 9 department has many things to be covered so how to implement the various standards listed in chapter 34 b within the context of this program and we can put in interpretations and give 9 folks a clear understanding. Its before the Advisory Committee in one week and you know it was done a month ago so we expect that to be ready as soon as we can yeah. The new codes goes neglectful january one any changes. There will be a new Building Code starting on january 1st. The only thing that might is the administrator belittling might have to coordinate with the old sections the criteria will stay the same are you going to continue to wave the permit fee. We only waved the fee in 94. We only waved it under a b 94 for those of you who dont know it was a driver signed by the mayor. It gave you exceeded fees for the group of building that has end for the 5 or more unit. As david mentions those are not buildings subject to a building but theyre just as dangerous but if you have a 4 unit building or less and your retrofitting it for a b standards youll be standard for for the exceeded permit. If there was owned out there well get into you into the program so a b 94 will stay in the event with the pay program. If you have less than 5 unit youll have to pay a fee. Thank you. Hi, im 1250e6 my question falls on the innovation statement. Have any steps been taken to there the labor pool of available construction workers to do the reiterating e retrofitting accountability colleges perhaps. Its been any experience the workers come from outside more than half the time and theres a limitations for whatever reason in the city itself and theres an opportunity even in the high schools perhaps to increase the labor pool great question. I have to say i disagree i dont believe theres an competence of krashthd to do this work payroll but that said it gives us an opportunity to engage i like you mentioned high school and City College Students but were looking at the re14rir79cy issue and gets the High Schoolers involved that selfrequire special listed knowledge but there are programs in development to try to do the outreach. Thats good news thank you. Hi. I heard like in berkley theres a program they can get help like a grant or something that provides 10 percent or 15 percent of the retrofit will San Francisco have that. It sisterinlaw youre referring to the rebate of the finance tax. They have a partial rebate on a house its a volunteer thing but the Current Program is not like that. Berkley program had a soft Story Program but there was no rebate i think youre talking the rebate we had proposition n and unfortunately you all person your buildings but those who are purchasing can get 1 3rd of the rebate tax if theyre going the seismic construction but if youre doctoring that work the city can help you out with the funding. Ive been running across several building in Diamond Heights where you imagine 3 level garage behind the garage second story sorry unit pardon me and below the unit in the back of the garage is crawl that is a so you have two stories and crawl space. Thats considered part of the program im not sure yes. Two stories and in fact, the language of the ordinance is written plainly not just to use the word steroids because it says two stories above grade and a crawl space thats potentially in the program so long as you have 5 unit before 1978. And the target you story would be you need to upgrade those units behind the endanger; correct . We dont upgrade individual unit but stories its only at the screening level. From screening purposes the building you described sisterinlaw it has two target stories and the garage story which is different from the stories above will be 25rg9d stories so youve got two target stories if anyone is wood youre in the program okay. Ill ask you when it comes to 0 retrofit youll have to address both. What it offers you criteria some are more expenditure and some allows you to use gossip board. Okay. Thank you. Hello, i have two questions i know this program is supposed to minimize disruption to our tenant but suppose our doing seismic upgrade for a restaurant and even though Restaurant Owner says your building is interfering with my business so what requirement are there we compensate the tenant and my second question is a followup on your comment about the unattended consequences there were some that were identified you might pull back on the owner what about the information that says our requirement for retrofit is two strength are you willing to pull that back. Yes. When theres new research it might not be fast enough to effect the tiers but theres Research Going on and incorporated so what the code with a methodical process. In addition to the criteria not listed theres also one any other rationale methodist method you can you couldnt that is open to negotiation as well. Its possible that can effect of the engineering to address your question this is a very important question we know in some Small Business owners employ resident and from other historical disastrous those are the types of businesses if there were significant damage after an earthquake theyre not going to reopen. Again, the retrofit is designed not to shut down the businesses. Obviously youll got to tangle to engineers but we limit those along the walls so youre not slowing down the whole business but the benefit is is overwhelming to them but that didnt answer my question. Dont the city have requirement to address this issue im losing business we mate not think this is much of an interference but i dont think the rent board addresses that. Depending upon your Lease Agreement with that tenant and 4r50g9 not only general construction but required construction when the city mandates you but i definitely recommended talking to our attorney this is a reminder if you have a ground floor business or mesh actually occupancy those are in the standard to address those. Hi, im terrance jones. This is the glass st. Is half full. Im sure with all legislation p there are unattended confusion some hermit come along in for the fro ride. Can you compile things that have happened to 4r50r7b8dz like well, that permit ive been holding off i can slide it into this program. I mean well here to provide housing but also to make money for our families that would be an inu unat the end consequence thats the point this is probably the single most expensive investment and this is how you choose to protect our family. You have to be sensitive that every dollar you spend in mitigation will save you 4 so if we talk about spending our money wisely there are other un2i7b9d consequences but the sheer fact of i guess when the brick retrofit process people figured out maybe you should wait 12 months because theres a cheaper way to do it. Thats what im talking about. Where the owners found hey, this is a nice bio pursuit. I worked in private industry to help people deal with that ordinance and the requirements are much more substantial so you saw a whole Market Development around that t you know the whole building was getting a service retrofit like a change of use or the giant occupant load and all of a sudden people knew they had to do this make sure anyway. Will that happen here might not that were but well see that the Planning Department is encouraging people to convert e convert you grandfather space to maybe a retail space but again, its something that would happen outside the process of the retrofit thank you. Hi, im an architect and i have been listening to owners say im going to fix my building with a lot of worry whites whats my liability in the retrofit of a building that i know will suffer significant damage when an earthquake comes even after a earthquake. It is something that when were dealing with the existing building this is to professionals say ive meeting met the code. Youve exploited with the orthopedists. Im an attorney but thats usually the way its done. You said youre an architect so i i dont know but i hope well be developing f a qs to hope the community develop a retrofit that doesnt meet a higher standard. I think in complying with the ordinance im afraid of that. So long as im very clear with my client about what im doing thank you so much. Highland im an architect i have several questions. Is there a lisp Contact People for architects we know how to get some of the answers as were working on the projects harry listen im sorry youre a half an hour late so im not going to answer those questions laughter . Those both have the dbi website and the implementation website please sign up on the implementation webbed and well you notify everyone and well have an all do i day summit well have our private parents are partner and engineers and architect and everyone else that touches this world thats involved that the ordinance we can connect people with the professionals. People get notified of those meetings. Thats my second question someone touched open the scale when youre doing some type of work you might as welltodo the other work am i fixing those stairs all i have to do it fix this after an earthquake. If youre going to get a permit for complying with that program so im going to fix those stairs or lighting or Something Like that will they get the permit for the scale legally they cant be prevented but the work will be separated when it comes to the permit. We dont want to add stuff on that because the dbi has more things to check to we want to limit the permit so youll be issued a certificate of final work. So you might have to apply for a second permit it seems hard to know what is and isnt. Thats why we have an excellent planning staff to look at our permit. My question is around earthquake insurance around the building is there anything being done on that. I dont know how many you have you most owners dont carry earthquake insurance Public Utilities twaefl its cost preventable. We work close with the california state and their launching earthquake information not necessarily outside of this program work on the singlefamily retrofits and the city wants to provide at the many incentives to make that work. If we keep you are not talking about understand the risk is lessened. Its not a quick fix but a long Mitigation Strategy but in their opinion a very successful one because of the amount of 0 money theyre willing to rebate to customers but the semifamily homeowners are 3,000. And thats enough money to get someone off the couch so well continue to work with them and obviously make those available to the public im david im an answer i have two buildings that are brick fountains and i explained to the owners youre going to have to redo the 20, 30, 40,000 job theyre more redundant to comply with the code. Ive deplored the work of doing the back of the buildings their take is this building has been here one hundred years and its on bedrock im not concerned and i want to say this is unsafe seismic condition but ultimately how far are you guys going to go when i come to the city with the plans requiring the floungdz foundations to be completely you believed of upgraded. When you do the calculations youll find the Brick Foundation is not adequate to develop the new wall. Very often that Brick Foundation will have to be replaced. Only the older once the vic to be sworn are not in the program but, yes theres theres necklaces this program that were in chapter 34 b will allow the engineer to make as much use of the nonconforming material as they can. We can during the time demonstrate that and its not an automatic brick replacement. If you do the engineering on it and the brick is not equating adequate then you have to put in Something Else but in chapter 34 b all the capacity out of that brick and continually of that. The favorite you background that the Engineering Community came back back up on and so far as capping the function youre talking about rebuilding the foundation. This is not the right forum to talk about capping the building but if you do the engineering you can item number of that. Ive listened to the folks l about having to do this work maybe theres another side to that and thats where we are trying to estimate how many buildings are going to be in the program but if everybody waits in the program theres not that many contractors and what will happen is the supply and demand will force prices up. So everybody look at our own situation and see what youre comfortable with. Theres no guarantee theres not going to be an earthquake before this gets done. So if you feel you want to go forward i wouldnt fear there was some fantastic pursuit come out with a lower cost. You need to interview several people who are in your face every single day and talking to our tenant. Were doing with an one but its a stressful situation having to compete what the Property Owners is there a Software Program where people can plug in a diagram and shake it and see what can happen and theres suggested solutions and shake it again laughter . And have an idea of what to expect. If there were i wont have a job and Engineering Software is not acquit that 1i6r7 people are looking for things there are a few online checks list but they are not going to give a sense of performance. Anyone stick their neck out saying urging to be safe during an earthquake nobody will do that. So engineers can lose their license for giving quick answers to questions. But theres a screening form it was in1ri7b9d to find the buildings that we dont need more study. Okay. And also is there a component of Fire Suppression there are no sprinldz maybe a pass through there was one in 1906. The retrofit wouldnt force you to put in new sprinkles. Theres a separate permit but we wont force you to put in sprinkled in the 1906 the fires killed people afterward again, we wont force you to put in sprinkles. Good evening. I wanted to bring up this issue of ningz financing and a one hundred percent pass through under this program. I wanted to know what sort of guarantee does the city have guaranteeing this is one hundred pass through with the allowance for hardship you know from tenant or landlord because ultimately i feel the loan is being taken out on want landlord and the landlord is blibtd to pay back the loan in 20 years so what if along the way if restraining order is percent of the tenant decided theyre to file a hardship, you know, whos going to be responsible to pay back the loan . What sort of guarantee of protection will landlords have. If youre tenant qualify for exemption for the hardship the cost is born by the landlord not the city is this part of the code. Please come to the microphone were trying to capture the audio. If something should happen along the way its one hundred percent pass through what do you maybe. If youre building has eight or ten tenants along the way in 10 years time 5 tenants for whatever reason file for exception. You raise a good point the way the hardship provisions r a tenant can file anytime after the pass through whether in the 15th year they have a change in circumstances they can apply to the represent board for pass through for a limited or unlimited time. I think its important to point out this ordinance didnt change the requirements there was language to say that the pass through is one hundred percent loud for the tenant. Thats something the city was happy with. There were significant efforts to try to change that and the landlord has been expressing their dprud that was part of the original agreement were making sure that san franciscans are in situations you have to have a separate relationship with your tenant but if the attendant is on sdblth and cant afford that we want to protect our vulnerable population that lives in the buildings. Theres another thing after the retrofit is done youll are issued a certificate of final completion i want to make sure that you are looking at rented law issues know if you were to receive the certify of completion before 197 9z that youre not subject to that certify. Weve had the hardship provision for years. So very few tenant take advantage of that but you might expect a few more tenant will because the board it is having to notify the tenants. Sorry i was the one who shouted out the question. Theres some new legislation around smoking and the p preemptive way would we along the lines of decision send out a purposely letter saying were going to do the retrofit will you objective to it based on hardship or will you cover some of it in this conversation it didnt prevent it correct me if i am wrong sandy but having that. Sandy the Administrative Law just would be better to answer it. I think panicking is correct the law doesnt prevent or require it but not to pass on harassment of our tenant. In any event if you have to do the work you have to im a real estate commercial real estate broker. I have a couple of things id like to ask. If a landlord is selling his property is it mandate he retrofit before he completes the transaction im sorry the question. So no its not required to happen at the time of sale but comply to the timetable. Youre familiar with the 3 hour requirement the it would be identified if youre believe go is in the program. So if you sell this on the last day of the retrofit the new owner is in violation. So we were going through that and it was unanimously supported the next, i guess a comment you mentioned earlier that you had a team of bankers coming in and doing a presentation and that theyre willing to comply with what products they have to sell. I recommend only because i was a commercial and Residential Lending broker and Branch Manager that you encourage a team of a committee to come up with a special program. Theres a lot of money and barns that are sifting waiting for business to come to them but i encourage you to throw it out there challenge them to come up with a special project theyre sitting theyre there listening to landlord and owners that might have some challenges how to finance. I think if there were Something Special theres things right now programs for example, that are in the course for protecting where they do pay for theyre down payment its all given to them so long as they have good consider and when they sell they pay which is great but Something Like that would be great. Somebody has to come up and talented enough to come up with something to help landlord thats an excellent point. Bh about a i dont know we developed a task course. We developed a subcommittee as well as people who are part of the industry to make sure were guiding correctly if you want to be part of that well be happy i want to talk about the seismic retro inspection. Understanding that the all the work is the garage areas of the buildings and now the homeowners the bidding owners know to reimburse the tenant for parking somewhere else i think theyre going to probably put more pressure into us to the contractors to get the work on skraeld schedule. Is the Building Department rode or prepared to handle the inspections were making those projects a priority. Well have the manpower if you call well be there we wont make you wait right now your schedule is about a week out. So having all this work i hope they dont come all at the same time panicking is pushing it and tom understands this if you call well be out there. We wont be making i wait and a thanks for that. I understand were making this a priority. Alison im a owner. The first question is around section 8 rent control with a high population of section 8 theyre not under that correct their subject to eviction controls. Can you explain what you mean. Someone left earlier we may need to relocate our tenant and if you have tenant that are voucher holders you may have to mating wait to get into their units. My questions is the person has been permanently relocated. Im not sure i understand the question. Hud says one of the unit walking by was going to take months they removed the contract because they wouldnt honor it because it took too long. And the second question you said earlier that buildings that fall under their Software Story for purposes of disclosure theyre not part of the program so it wont show it. Youre saying if theres 4 units or less no disclosure yes. And not under that program the city is looking at retrofitting smaller building but around seismic retrofit we have to have more meeting for the rekugsdz weve been talking about this with the community for 10 years. Looking at those thats a Smaller Group of property owns we have to have a clear plan before we do a mandate plan how long do we think it will be updated. Its go back to be cuffed because until the screening process is done if someones thinking about selling their knowledge it could take 20 minutes to complete but that way you can get the Screening Program to say yes, im out of the program. Okay. On it will be removed or compliant. Youll have time to submit it but basically, weve about got the application and reviewed it youre out of the program. Regarding the tenant hardship application. Just because someone applies didnt mean theyre going to get it a percent is denied. I actually have that information at the office more than you would think. The new criteria for Capital Improvement hardship is much clearer for example, you have to be a receipt of aids or unadjusted medium income and your rent charge is more than 33 percent of your income the criteria is manipulative clearer. I dont think the prior statistics as to wasnt is accepted is necessarily applied hello engineering and construction. Ive got a couple of questions for patrick and robert. Regarding the a b zero 94 seismic mandate upgrade the permit the discussion and cost of that is that expired or still in the process your referring to 9 volunteer one. Yes. It effects if you have less than 5 unit and its still in effect for less than 5 unit your weve done 5 of those and come cross issues with the construction process open those building. Not only are you dealing with the seismic upgrade and the details but plumbing and driveway rot repair. We had to get extra permits for the plumbing and electrical and dry rot and the fees were not waved and the tenant didnt said why it wasnt under the 94 what was the purpose of the work. It was, you know, because the pumping was through the walls we had to retrofit. Should that not be included in the deduction i can look into that later can i get our address from you and theres been some issue with a sidewalk encroachment a that has to be repaired and put in the drabdz or the garage doors and so on this construction should be incorporated into the permit deduction. Patrick. Sure another thing to clarify 5 unit under its important youre clear open the application our applying a b 94 on your application. 94 didnt have the same limitations nufl unfortunately you run into the field situations you cant know ahead of them. I know robert and his team can try to avoid things in the future 2r0i to get thipgdz fixed the other question is i see you guys come up with a square foot price or cost for those retrofits. I was at the meeting on wednesday evening the finance meeting and they said the cost were 18 to 25 theres a square foot. Ive not seen the cost the after that is 90 to one hundred and 60 thousand they took sampled of the building and the wall copy formulation and applied several retrofits and ran detailed rescues to get the cost thats the average range San Francisco is a unique place you have buildings cheaper and more expensive are you going to appointed specific inspectors in the future i know their busy and liquor the gentleman brought up the time is an issue. If you appointed inspectors it would making make that more streamline for everybody. You have 6 thousand its probably doubled that in the city i know patrick we might go to that we understand the importance. Im danny was doing managing staff. The inspectors building could handle that workload now if we need more inspectors we can activate the work i i know that the experience and the hardest thing is getting a loan i dont think thats going to be a problem with the Property Owners but there are be some Property Owners that will be denied a loan. Because of bad credit. They have all kinds of reasons those days getting a loan is the most important part and even with people with great credit and income i think that the building with the guilty but people are still paying off their loans so in this case they have to get secondary financing thats why we tried to do more one option. You know to address the situation for someone who has go income and a bank would not necessarily consider a risk we have a lot of people coming to the table. Now if the believe go is falling apart and 9 owner has bad credit then we cant help them. I had a question i having had a building on delores street and wondering what tier that building would fall into its a full basement on the ground floor. Theres 3 glrz or floors above consisting of 3 floors would that building be exempt. Based on it sound like a tier 3 believe but again, its got to be ousted by a engineer. Placing the tier is a screening process but what is the condition is is an jerry you need a flow charlie to help you answer that question. Would you start with a Structural Engineer e. R. Deal with an architect. The screening form use an architect or engineer. When you go to the design and retrofit many architects are eligible to do this work but generally its engineers and Structural Engineers have to practice within their own experience so a Civil Engineer is tlobsz do this work but motive spend most of his time doing pipeline so thats something to keep in mind. Anyone whos licensed has to practice in their own experience and what type of plans some are built e built in 18926 do they submit drawings. Structural plans. Those are old in chapter they exist to help between the Building Department. You need not want to read a b because their complex but he need to talk to your professional i have an 18 unit building and those poles are underneath park and extending over can i close off the parking. Yes. But when people talk to the Planning Department thats exterior work you can plan a retrofit without the landfill or you building actually show what our feud looks like but it will require an approval from the department. I can shorten the parking i can shorten parking and make it i think without my engineer. You can do that. Change the parking i have outside parking. It would complicate the plan. You better check with planning they dont allow you to do that but talk to planning. They allow no parking so on on some. They retrofit the building. You need a foundation and the slugdz what we know is the reason buildings are vulnerable they have would i do open parking so theres solutions in northern and Southern California and those Engineering Solutions can avoid blocking Parking Spaces there had are other solutions being development. If there are no further questions ladies and gentlemen, i think well wrap up. Well be posting on the dbi and the other website were looking at looking at another meeting probable from 6 to 89. Thank you very much for your attention and do call the Knowledge Department if you have questions when you show up to vote auto our local polling place everything is running smoothly but a lot of details involved in running a polling place your may have a few workers with appear to be our or on their own what happens if if the polling place is not open on time are a machinery doesnt function who can they your honor, to for help those poll workers have a large support structure managed plths the department of elections let looking at behind the screens and running hundreds of polling place is made and smooth and seam also as possible. Before a polling place opens on 7 handsomely on election day did needs support supplies the delivery trucks garnet and Vice President s warehouses to load of the equipment and supplies before we set up to vote there be that a scanner once again you scan it will tell you okay. Oogs trucks deliver deny 3 hundred and 80 and 5 hundred 86 polling place depending on the nature of the elections and right now, were loading the delivery trucks those trucks contain all the equipment that pat polling place needs for voters open election day voter booth and election materials and most important voting equipment those pause contain the presync pacific their scanned and verified as their loaded into the trucks. The scanner that theyre using will be used before that comes on the lift date gate. Because those Voting Machines handle powell equipment it is important they go on the correct truck. Once again do push the benefits get the gate back down this driver knows thats the order that expects it that way we we cant deliver those machines to the wrong place theyve not work on to ballot and hell have to pull from his right thats as the the optical scanning and system. 7604. 76 a 4. Every time we move a vetting components is tracks its location and handling system. A week before election day 7 to 10 trucks roll out to deliver the powell packaged to the polls around the city. Hello department the elections dropping off the powell equipment and. Using the scanning manager an employee checks off to make sure they have theyre voting equipment and supplies on election day what happens in a powell worker delivers the door locked at the polling place . On election day the rather sedata city hall cafe is a beehive of the activity teams work to settle issues that may arise in the field. This is the Election Center and wall the Election Center essentially a bank we i put together and on election day the poll workers call in on a procedure or parolee issues and the calls or the polling place is locked often enough the polling place are late. The poll dispatch team comprised of 60 to 80 employers are ready to be snatched to any polling place with missing or possible sick workers and there are procedural issues how to complete the roster or a machine jammed it said interand it will reject it; right . You call them and a representative on the other ends whats the issue take down our issue and get people to help you with the issues they resolve and one of the issue is recognized into the database it routes the issue to the phone bank and list on the jeep in the category. The phone bank swings into the action and the steps to deal with the issue until its resolved. It is a transparent process the public looked at the issues were dealing with throughout the day starting at 6 oclock in the morning what. What happens in an edge print wouldnt work or a machine malfunction the Colorado Base Company Applies the materials runs a phone bank at the Election Center and trains and stages 20 to thirty technicians throughout the city on election day the fielder support team tackles the issue they help the poll worker over the phone. Oh, yeah. Or they get a field election deputy or fed to retaining respond out not field. Before each election the field election deputies learn the skills to support 7 to 10 powell placed in the field. This is a copy of the material in the fed binder those are coworkers do have. They receive special training to trouble shot. People on election day theres also a big support team for every single one of you. We know when it comes to making a distance a conversation is nesidary but not sufficient. So, what will our individual and collective action be after today . We do things to make sure that we pull each other up. What will we do to make sure that womans lives are not endangered . How will we pull each other up . When you get to the top the mountain, pull the next one up, then there will be two of you roped together at the waist tiered and proud knowing the mountain and the human force it took to bring both of you there. Im glad you are all here today and honored and proud to cohost the summit with a incredible leader the may r of oakland, libby schaaf. [applause] we discussed this opportunity to convene this bay area womans summit when she first became mayor. We wanted to improve economic and social conditions in the cities and region to make sure we remain leaders in equality. Are you excited to hear from all our speakers today . I sure am. We know it is a incredible time for women. Nationally, we have a feminist as president of the United States. These are his words, not mine. I think we can all agree he stands by his word. His very first legislation signed inoffice with Lily Ledbetter fair pay act of 2009 and Affordable Care act supports working and low income women and families and supported smart women to areas of government, to the cabinet and bench and highest court and honored to have one of his members here today with us, valerie jarrett. Today we have a inspiring woman as president s candidate for major party. And i will continue to support her all the way to the white house as our first female president of the United States [applause] in the bay area we have always been at the forfront of social change, so it is no surprise San Francisco led the way can guaranteed parental leave, sick leave and Affordable Health care. We also raised minimum wage to one of the most progressive in the nation to share in the prosperity of the region and created College Savings accounts for all the San Francisco Public School student for k through college program. All of this insures that women have more rights in the work place and are betting positioned to succeed. Throughout my time in San Francisco government, i fought and strengthened legislation so women can obtain more city contracts. When the bay area hosted superbowl 50, mayor schaaf and i made sure the women and minority owned businesses received contracts that benefited their Small Businesses and our regional non prufts Service Women and minorities received funds fl superbowl 50 fund. In the early days as a young civil rights attorney i sued the sate and county of San Francisco to make sure women and communities of color were able to join forces in our Fire Department. Today we now have a woman leading the largest Fire Department in the nation, our fire chief, Joanne Hayes White who is here with us today. [applause] in our cities government workforce, 58 percent of our over 30,000 employees are women chblt we have womeens holding some the highest offices in the city including city administrator, fire chief, department of emergency manenment director, Public Health director, port director, dreblter of environment and director of Human Resources and so many more. We are the first city in the nation to created a department on the status of women. Thank you mayor, willie brown for your forsite and leadership creating this very Important Department and thank you to our director emily mur aussy for your commitment to women everywhere. [applause]. We have a vibrant Healthy Mothers Workplace Coalition which is partnership across several city departments, businesses and community organizations. The coalition promotes family friendsly workplace policies and supports all San Francisco employeeers who want to help parents achieving work life balance. In my personal life and home im surrounded by strong women. My wife anina and tonia and bianna, therefore i have a porent responsibility to keep San Francisco in the forfront of gender equality. Im reminded every day we have achieved a lot, we have even more to do. Yes, we are living in a incredible time for women. Women everywhere are shattering the glass ceiling, but need to make sure all women with fully par ticipate in the ocanomies and communities and family. When women succeed, our world moves forward [applause] so, on too many fronts whether it equal pay, financial literacy, implicit bi ish traineringing or affordable childcare we are falling short. I put a spotlight on the progress we made but more importantly the work to be done. Throughout the day we want to hear from all of you about the actions that we can take to solve the challenges that we face. So, please give your feedback to the polls and discussions and as mayor schaaf and i always say, working together, we can solve any problem. So, to kick this off, mayor libby schaaf and i will do acephaly with you in the back ground and push this to the social media frenzy. Come on libby, you got the tech smart. There we go, alright [applause]. And please find it at the hash tag bay area women. We have an excited day, enjoy the summit and let me introduce my partner of the summit, the mayor of oakland, mayor libby schaaf. [applause] good morning well, it is really my honor and i really want to acknowledge that this summit was mayors lee idea. I said i dont know about you but im busy and dont have time for a Network Event cht this is about action so i ask as we kboe fl to day, you do 3 things. First, we all know what the obvious issues are. Things like equity and pay or access to Small Business capital. Lets stop just talking about them, by the end othf day i want you to do something about one of these issues. One thing ill do is make a loan to a small woman owned business today. I will do that before the end of the day. It is small thing but it is something i can directly do to address what i think is such a obvious disparity. The second thing i ask you to do today, is really look to uncover the less obvious gender based problemsment when mayor lee and i cochaired a campaign earlier in the year to put minimum wage on the california ballot, both the cities adopted our own minimum wages but want to do it for the whole state of california, we recognize minimum wage seems like a gender neutral issue roughly 2 3 of californias minimum wager earners are women. Hay are women. A vast majority of them support children. And so, lets uncover the less obvious issues. The other one that has been deep on my mind latey is issue of a toxic macho culture. I had two tweetable moments this month[applause] let us not applaud for the toxic macho culture. Boo hiss i had two tweetable moments over the last month, one was defending my fine city of oakland when the presumptium republic nominee referred to oakland as one of the most dangerous place in the world and said the most dangerous place in america is Donald Trumps mouth. [applause] and then just last friday, i had to express my extreme anger and disgust for a horfic scandal in my Police Department involving the exploitation of a teenageer who has been trafficked. A sex wale exploited young girl. And when i said im here to run a Police Department, not a frat house, i was talking about that toxic macho culture. And lets do a third thing today. Let us claim our allies. Because the people that i heard from when i called out that toxic culture, were the fine men of the oakland Police Department who did not want any part of that reputation. [applause] by lifting what is fair and just, we are claiming our civil society. This is not just about fighting for womens rights, it is about fighting for what is right and fair. And let us remember that we are not alone in that fight and that is another thing im excited about, how this day is structured. It really is about uncovering the less obvious, claiming our allies and moving from talk to action. So, thank you for being here today, i cannot wait for the rest the summit. [applause] man, libby schaaf. [applause]. And mayor lee, but if you read libby schaafs tweets, she knows how to tweet thank you both. Really appreciate that. You know, libby talked fwht toxic macho culture but i want to point out there are quite a few men here today as well, so a lot of great men are here joining us in our movement, so if you want you can even stand up, men and well applaud you. Men men thank you. I see my son [inaudible] foster [inaudible] i said you got togo dude, it is a womeen conference. As you imagine a event requires a lot of support and contributions of many individuals, organizations and corporations. You can see the full list on the back of your program but in particular we like to thank our emplowerment sponsors, kaiser permanente. [inaudible] we also like to thank the equity leaders, shev raung, cisco, comcast, micro soft, pg e and united. Thank you as well. We are so pleased to have some amazing people joins us today. You are all amazing of course but we will take a moment to recognize the elected officials in the room. The president of the San Francisco board of supervisors, london breed. [applause] i have quite a few names so you can hold applause and ill ask you to applaud at the ends. Supervisors malia cohen, katy tang and scott wiener. [inaudible] chair woman of beakualization fiana [inaudible] and catherine [inaudible] all here from loxfer. We also have representatives of senator barbara boxer, leader losey, jackie lee, california state controller betty lee, lawny handcock, Oakland Councilmembers [inaudible] mayor leewe should applaud them. Now you can applaud and mayor lee and mayor schaaf are so happy to create the forum for you today. It done in partnership with the Womens Foundation of california so at this timeyesat this time pleasehave a cheering section for the Womens Foundation. You guys rock please join welcoming the ceo is a leader in the fillen tropic social justice sector, surina khan. [music] thank you and good morning bay area women and men who are here today. Thank you for being here. Im so delighted to follow mayor schaaf and mayor lee welcoming to what will be a incredible day because at the Womens Foundation of california, we are all about action. We are known for 3 things, we train women advocates to write and pass laws that protect and strepthen womens rights and make our state stronger. The second thing is train women philanthpist to champion justice and opportunity through the power of our purses. Three, we partner with leaders across move ments to fight for gending equity and economic wellbeing for all. Over the last 40 years we identified, supported and ignited thousands of Women Leaders in our state and those leaders have gone on to effect and improve the lives of millions of people. Today we are excited to partner with city of San Francisco and oakland, two cities at the forfront of gender and Economic Issues in california. It is important we are all here today and urge rnt we bring our Diverse Communities toort to learn from one another and develop good Effective Solutions to the challenges that we face here in the bay area and across the state, because only together can we turn our struggles into strengths. Over the last few years you heard the mayor say many important laws have passed in the bay area and california and should be proud because these laws improved wages, working conditions and livelihoods of millions of women. We sooseen vithries, paid parental leave, retail workers bill of rights in oakland, increased minimum wage, paid spick leave in both cities so we are leading the way and yet we are still leaving too many women behind. Especially low income women, women of color, immigrant women and single mothers. Despite the wealth here, roughly 14 percent of women are living in poverty in San Francisco and oakland. We spent 60 percent of income on housing and if we have one child we spend nearly 40 percent on childcare, which means we have nothing left over at the end of the month. Meanwhile women are bread winners or cobread winners in 60 percent of families quh means we are responsible for our families wellbeing but we are also 2 3 minimum wage workers, 2 3 part time workers and 2 3 tipped workers which means many are working in precarious conditions in inflexibility low wage jobs. Women are trying to win bread for the families but the size the loave is stringing and some it is disappearing. Single mothers 40 percent live in poverty and it is worse as we age. California leads the nation in the percentage of elder lee women in poverty. And what about mass incarceration . One in four wem squn one in two black women has a Family Member incarcerated which means women are the care takers supporting the families financially while at the same time supporting loved ones behind bars. Lesbian and transjendser people, even the bay area face economic inscursty and threats to our safety. We know when women are economic lee secure and sur vive it hasy foket on faemlies and communities. We are a Community Foundation and we rely on the support of individuals and private funders so that together we can all invest in women. Because we know in history has shown time and time again women can and will develop sloosolutions to the challenges we in the communities face. We are smart, determined bold and will do whatever it take tooz achieve gender equity. Because social change is not for the faint of heart, and that is why it is a fe
