My expectation would be that if we sought over spending at the 6 month mark that would be followed by a supplemental that would move forward. The good news is San FranciscoFire Department responded in under 4 minutes about flow and a half minutes later the first were on scene and determined it was an electrical vault fire and called pg and e a couple minutes later. Pg and e indicated they would send app are the us to put out an electrical pyre and be there by 9. 07 did in the get there until 9 32 the vault fire spread. No longer they can no longer put it out. It lead to extensive Power Outages throughout the Northeast Corner of the city this is not uncommon occurrence there have been numerous vault failures of pg sxeshgs equipment over many years. We had Power Outages half a day at San Francisco general hospital. And our Department EmergencyManagement Center this incident is marked by the fact that last night after midnight, the last individuals in buildings had power restored 123 hours later. Im talking about seniors. Individuals in sros who could not take showers or charge phones. Who were isolate friday outside communication for 4 days. Because water pumped dont work and when pumps dont work water cant be liftd and people can flush times and take showers i want to thank department of Emergency Management and the Fire Department and many agencies that turned out it assist. I want to thank and acknowledge the Community Development center this shuttled seniors to showers in the china town yshg over the weekend. But this iss really unacceptable. Unconscious and occurring more frequently for longer durations. And today, im calling a hearing to find out from pacific gas and electric what the source and ore gin of the fire was. And why the response times were so slow. Why their equipment is not kept in a state of good repair. Why hay have utterly and absolutely failed to community with the individuals and organizations and building owners and managers that were impacted by this over 4 day power outage. And to understand how those individuals and organizations and owners are going to be compensated for spoiled food. And lost work and all sorts of things the Golden Gateway center, which is over 3,000 individuals in 12 00 units of housing was the last to be restored. Than i stood upien rirts that for 4 high rise buildings cost 50 thousand dollars a day to operate. I expect this they will be reimbursed but yet to hear from pg and e and the hearing the ask the california puc their alleged over seer what steps they are take to better governor pg and e. We had a great first meeting and are starting to see how hopefully the existence of the commit eye will help us better understand how to fix what can be seen as incomplete system of care for homelessness and people sprngs homelessness and people with Mental Illness or Substance Use disordered. Im calling 2 hears to be heard. First which im co sponsoring with supervisor mandelman. Vice chair of the committee is a hearing. Both of them. Im coporns cosponsoring. The first a hear to discuss the department of homelessness Strategic Plan and to understand how that plan will or will not address street light conscience. And finally, understand um how the current wait list and initial people on the coordinated entry system relates to the plan and how they will or not be housed. Secondly. Requesting a hear to describe d ph Behavioral Health system units the Behavioral Health units system of care. And specifically when talking about the system of care we want to understand how the individual contracts this we approve in committee will relate to the whole. You know what is the system of care look like if you had a hypothetical with Substance Use or a severe mental ill knows or sike Emergency Services or leaving jail House Services had happens . Walk us throughout system of care that person enter in and how they are or not kept within this system of care and y where they may finds roadblocks and the level of those roadblocks. We talk about in behavioral and homelessness we talk about individual wonderful programs serving the residentses and never understand where they fit in to a whole. When we see is people falling out of the system of care or not being helped by it or it not working for so many people in San Francisco. He moved the business and family to the new home committed to bringing beaut and he joy in the community. With his partner and daughters he participated in street facts and circumstances holiday strolls and grand burn halloweens. Family opened home for meetings for buddhist friends and guests. 2004 he photographed neighborhood children in black and white Holding Signs with the word peace in multiple languages and displayed them calling us to remember our shared humanity. Served on the Bernal HeightsNeighborhood Center and active in the business community. The family hosted screenings during the Bernal Heights sin match won the good life Audience Award for his film. Black, white and gray. He ment ordseveral photographers and bring out the essential beaut and he character of the subjects. I have the opportunity to spend a couple hours worn day when i went to his shop asking him to the frame our stuff i collected on vacations and got into a long conversation about his life and had a beautiful visit with him. Many other in the bernal community had their own experiences and felt the same he photographed thousands of people many at the studio at fore16, courtcompland so many people being photographed he stated on his website, i still find inpyration in each face in front of my camera it is national to bridge the beaut and he character of each person i photograph. If you have a high concentration of senior in your district as i do, this department becomes a centers piece of your daily life and work. I had the honor and pleasure of knowing kelly and he her family shoot. For 20 years. And i was delighted congratulate her on her post which took over from the ever cape okay mcfadden now our homelessness and Supportive Housing director. One thing i love but most, kelly, are your deep ties to not only the San Francisco community but the entire bay area community. Its important for me, and the work that i do in my office does when we dont need to explain who mrs. Daisy mc karther is the mayor of ngo known it many of you or the senior residents at the balmore hotel are dealing with kelly knows that stuff. She has been working along side this community irrelevant in a very authentic, role way near many years. And i as the son of a social worker cannot tell you how much delights and moves no seal the relationships that not only kelly nurtured and her staff has as well. Together the [inaudible] fund critical to keeping senior in homes. And not just keep them in homes but helping them lead fulfilling independent lives in the communities they are a part of for many years. Kelly has a quiet compassion that i think immediately signals to cline and workers this the, facing will be addressed head on. And we can have confidence in the results. You do it in a humble way. Not one of those ribbon kind of seeking department heads. And i want to uplift that leadership and call it like i see it. And also acknowledge the 400 members of your team. Some of them are known and many are not. San francisco Port Commission and the Homeless Oversight Commission to keep pier 94, sea wall lot 344, open to the Shelter Services being provided via rvs. The beginning of opinion dem and i can april of 2020, the office of emergency provide the city with 120rvs to house folk in bayview who were experiencing homelessness at pier 94 when this site opened there was a unanimous support from the per commission, Human Services agency, and the department of homelessness and Supportive Housing. The mayor as well as city official and it is department heads. Yet rvs are equipped with showers and restrooms to provide an optimal noncongregate housing opportunity for folks living on the street. Folks receiving 2 meals a day. On site medical service. On site Behavioral Health. Electricity. Laundry, shelter, Shuttle Service and connection to need services. Currently, there are within 18 guests cross 114 units. Left 3 years the site lead to permanent housing connections for 37 guests. Pier 94 was chosen because it is in know area with historically disadvantaged residence and the location sizek sesz to utilities, land management, among other factors. At a time with homelessness is at a high the port is you in prosecute posing to close this site with the h. D. Homelessness and Supportive Housing without any plan on where the hundred plus individuals met low black and minorities will be housed. This is proposed in a housing crisis and crisis in terms of number of people that experiencing homelessness in our city to which top it off we than black people are over represent in the unhoused community. 38 of unhoused hop population in San Francisco is black. Compared to the general population. Port and the department of homelessness and Supportive Housing removing people from the rvs and not rehousing People Living on the streets and open rvs. This is forcing homelessness boy our city departments. This is a travesty. This moneys over 100 people mostly black and minorities will be put out on the street with no alternative placement and be e being victed boy the port and the department of homelessness and Supportive Housing and sent become to the street. The Community Bike build program is the San Francisco coalitions way of spreading the joy of biking and freedom of biking to residents who may not have access to affordable transportation. The city has an ordinance that we worked with them on back in 2014 that requires city agency goes to give organizations like the San Francisco bicycle organization a chance to take bicycles abandoned and put them to good use or find new homes for them. The partnerships with organizations generally with organizations that are working with low income individuals or families or people who are transportation dependent. We ask them to identify individuals who would greatly benefit from a bicycle. We make a list of people and their heights to match them to a bicycle that would suit their lifestyle and age and height.
