So, anyway to the first one we won the award called a creative way to outreach to the diverse aging population in San Francisco thats a partnership with the bayview Hunters Point really bayview Hunters PointSenior Citizens program as conceived by alicia that works added bayview and really reenvisioned the was the community does outreach and presented last year at the conference and a lot of people fouled with her asking her to share hair model that was excited and the second thing growing old knowledge young how the social subcontractors with the seniors youre well aware of the program and you anguish what it does for older adults and adult disabilities it is nice to know youll talk about the other award in a minute the third one the one we won innovations was for chance with the senior in 0 San Francisco the Restaurant Meals Program two sites where we partner with selfhelp at the restaurant to provide restaurant millions for older adults so it was really excited that that is a contribute to the staff and Community Partners we won the 3 awards and considered to be at the first and foremost of innovation and achievement with the aging Disability Services in addition while we were there we heard about another award i dont know if aaron is here but because ill get to wrong we got another ward for the sf Connective Program for that the Psychological Association that is really exists as well to two awards for that program two National Awards for the program in one week is pretty great. Yep. The other thing is were partnering with the Alzheimers Association and the adding we put in a new proposal to the administration for Community Living to do work with on around alzheimers and dementia and really the Alzheimers Association approached us to partner with them we we asked the adding to partner 3 goals one is to reach out to People Living in isolation in terms of part of the vision of the department and the second to implement evidence based programs and Alzheimers Association has a program called savvy caregiver and so theyll be reaching out to more people that and the third is to partner with an well to reach out to people intellectual and others disabilities as they age people are experiencing alzheimers and dementia and Different Levels for people that are living with disabilities so we pandered with the adrc and got that that in and well hear in a month if we receive that grant i think that is, i guess the third thing cindy will talk about this i forgot they didnt meet in 0 july the board of supervisors passed the dignity fund that basically means the ballot measure that will go on the ballot in november and sandy will talk about the process but basically with the process the mayor and the board the Funding Coalition and anyone else that is interested in helping to make sure that passes will be working together to try to get as much support as possible and educate the voters about the dignity fund and the importance of it so sandy think will speak on the agenda and will be talking about it that concludes my report. From the administration for Community Living i believe is marlth here i believe that is between 8 hundred thousand and one Million Dollars it do so to dos but well have a lot of it to the alzheimers and the arc dos will be the administrator of the fund. So the board of the National Association of area agrees on aging reviews the applications and makes the awards. Thats good. Any other questions. So in the Community Living fund versus the dignity the communicating u Community Living fund is something that dos administers and the institute on aging has no of the fund in the doesnt even Case Management and people need to stay at home the dignity fund can be a lot more than that and sandy will talk about that to fill gaps or used to address waiting lists this is not limited to the thing that the Community Living fund is it is confusing theyre both called fund. Each year i think it will be kind of you need to be clear as to how the two differ and how they shall i say that how the clients will benefit from it and. Good morning, commissioners director making fasten im the dos staff liaison for the lgbt we actually didnt have an official meeting in july our last meeting was june, however, we had a retreat on july 14th a really great turn out out of 40 members over thirty participants and the retreat was focusing on how the Long Term Care coordinating counsel can serve as a Advisory Board looking at 9 working groups 6 standing working groups and two additional as needed and to their is a couple of the tossing e takeaways the members will be moving forward and insuring we focus on articulating and alledgedly the service gaps the statement should be revised to best reflect the group and goals it the work group should be standardized and the workers activities should be better integrated with the councils goals and a total the 7 or 8 takeaways so we hope youll say a lot nor great policy advocacy related to the seniors and adult disabilities any questions. Morning commissioner president james and members of the commission and director making fasten ill hear reporting the Coalition Many of the members are here at your meeting and wanted to give you an update on the d b fund Charter Amendment we got a support from the board of supervisors which is part of the progress to get on the ballot we were able to an july the 19 get 9 votes of the supervisors to move this forward to put on the ballot in november there was the first big step we had to get over now then we last week, we went before the ballot Certification Committee that Group Responsibility is to make the language on the ballot very understandable to the average voter at a eight grade level of contention there are 5 two women that are versed in the words and english and grammar and very good about changing the language it is very clear even though this particular Charter Amendment can be complicated in the especially the physical aspects of is this will go forward on the ballot in terms of language so this new language will be available to the public on august the 15 as we move forward with this Charter Amendment now were into the Campaign Mode which many of you have been involved ill give you the outlines of what that entails continue now and november we will be going out to various groups for combroerms and various Neighborhood Group and Center Centers any organization that point the presentations from the Dignity Fund Coalition members to present to their group about this participate initiative to o so there is an awareness and given information about this to get voters to support it this particular initiative requires 50 percent plus one of the vote it is doable but as you may know you never assume anything in an election and we have to make sure that every vote every one votes number one and number 2 november election we have president ial more people out to vote this time in addition, we have to be aware of there are many, many, many other initiatives on the ballot and over 37 issues on the ballot just on San Francisco alone then the state has their issues which i think is about 13 or 14 i dont know the exact number but it will be a huge long ballot so our concern is that you have voertsdz fatigue and people will say im just going to vote no, no, no all over the place were coming up with was to be distinctive whether buttons or wrist watch bands to promote this issue we have not, of course, been designated a letter yet that will happen on august 15th where the department of the elections theyll select a number youll be given for excuse me the letter youll be given for this initiative whether it is a prop a or prop b we would like to have b but it is difficult to assure that when it is a lottery so as you may know any campaign as far as fundraising thats one of the issues were starting to work on and in addition getting the endorsements and reaching out to all the areas we have a group that is going took working closely with director mcfadden in terms of if this is passed a lot of implementation that will be done administratively through the department and partner with the departments in terms of that implements phase one of the parts of that implementation is to increase the staffing of your department in other words, to administer this new fund your department will require more staffing and thats going to be a big goal for your Department Staff to be working on we will be hiring staff for the campaigns that is something that will be coming down the pike very soon were working on that but let me give you the overview of the actual Charter Amendment this is the part that is complicate it has to do with with the financing the baseline budget is about 38 million and so with this Charter Amendment will do this baseline amount the city will not be able to go below that amount of the baseline for the department, in fact, it will grow for the first year for fiscal year 20172018 well be the first fiscal year of implementation it will grow by 6 million and after that for 10 years it will grow 3 million each year so the total by the way, a sunset of 20 years bends the 20 years reaching as much as 72 million by the end of 20 years now this particular fund is separate from your regular overall budget for your department the dignity fund will be overseeing not only by you as a commission has the final say so in our department including the implementation and the dissemination of funds from the dignity fund you have a huge responsibility your budget will be increased and any time an increase in the budget a lot more say so in terms of where the money goes but part of that process of implementing in this particular Charter Amendment youll have an Oversight Advisory Committee of lovingly people and out of lovingly people will have people from different aspects of the aging and younger disabled entities in San Francisco for example, your commission will have from our commission youll get to appoint two people from our commission to be on this particular body and in addition to the two of you then well have the mayor will have 3 at large appointments so the mayor gets to appoint the 3 at large and select 3 from the doris Advisory Council so your Advisory Council will select 3 on this Oversight Committee and then the Long Term CareCorresponding Council as 3 representatives all in all, all the representatives will help to have transparency, the whole issue of equity meaning equity amongst the neighborhood equity doesnt all the different neighborhoods all 11 supervisorial neighborhood and thats as you may know even now we have situations where neighborhoods dont have a lot of services in those neighborhoods so that needs to change so this is going to be part of that process so i want to open up for questions commissioners that you have ill answer them. Supervisor. Thank you it is good to see you so this additional funding come out of the general fund part of general fund. Okay so commissioner on this issue originally we wanted to ask the voters to set aside 2 percent of property tax thats changed the reason it changed the controller and Mayors Office convinced us to use another method the ad r the agency congratulate fund thats the general fund the funds will come out of that revenue flow and not from the property tax when you look at the comparison for the last 12 years the amount from the property tax and the millennium if the general fund are about the same not too much difference whatever the way we did it the controller was the entities that convinced us this is a better way to go and the controller as you may know knows where all the money is and the controller is the unbiased theyre not answerable to the mayor or the board of sups their unbiased in terms of giving information about the physical health of the city and to make sure i understand it means then 3 this will be another set aside from the general fund. Yes. Over which meaning that the pools in the general fund that the mayor and the board of supervisors can allocate the Different Services will be reduced. Thats correct. Okay. And one other question the two supervisors that voted against it what was the reason for voting against. The two supervisors vote against they find a principle of not spoepts the set aside for the parks that of passed in june because when it comes to set aside most of you may know that is now about 40 percent of our budget is consisted of set aside as we go out into the communities and we talk about the absorb that will be raised weve got to be able to respond to the voters on that point. I heard that encouraging this Commission Member is nominated by the mayor i heard something when this dignity fund is become effective the supervisor will nominate some member of this commission. No commissioner ow that particular idea was originally thought about and included as we continued to talk with the mayors staff and the board of supervisors that it was decided to not to persian that and is it was taken out ill say there are members of the board who will support that but not enough numbers to like have 6 votes. And i just want to be clear i heard you the first year the funding will be 38 new units; is that correct. That is 38 million that fiscal year into 20162017 usual baseline is the 38 million this particular fund will not go into effect until 20172018 in 20172018 do city will contributed an additional 6 million to that 38 million and every year after that 3 million cumulative for 3 years. It will be really a hot selling point people will think that means more money where are they getting more money from taxing the people. No tax increase as a result thats not a taxation increase initiative so were making that clear but your initials comments is welltaken the city as a whole between the board and the mayor has to make the tough decisions where the cuts come from they still have to make the decisions but you know the reason why this community of seniors and younger disabled decided to go this route were tired of having to fight for crumbs every year over 45 years weve been doing this this is the same thing people who are elected people you know theyre all good people and they all say we support seniors and younger disabled but when it comes to the money its not there for those populations were including hiv, were including the veterans and all the populations because there are 60 and older now a lot of people who have been here for generations theyre all older now and should be able to live in San Francisco and age with dignity and age in their neighborhood and homes and apartments this is what this fund is trying to do i have to say that is is beginning the amount of money were talking about is a good beginning for this issue because the numbers are just going to go up and this country is not ready city and county of San Francisco will be one be the first city in intercity urban area to have this kind of a fiscal policy a huge commitment and we think it is warranted because of the population 25 percent of our population which is now 8 hundreds and 11 thousand 25 percent of those that population are over 60 or younger or disabilities i think that population need to be recognized and were talking about people who have been here a long time not the new you know new people that have been here for the last 5 years but generations of people. Yes. I have a question what happened if this does pass. Whats the alternative. If it didnt pass well daubd daubd you know one of the yeah. I think this group the Coalition Members that are have been on board as far were willing to look at if we dont win thats why were putting the effort we have to win this election. I have have we thought about maybe i guess this has not you cant do it probably like San Francisco general with matching up the zuckerbergs this is the ongoing not a one time so you might want to think of some alternative you know possibility. Philanthropists are welcome to this particular campaign thats for sure we have a list of people were approaching on that aspect there are generous philanthropists in the bay area. Yeah. A good question. Yes. I do have a short one this time fortunately, we have 9 supervisors signed up for it and we can put on the board whats the minimum 6. 6. Okay. Last question for you can the mayor by himself you know future mayor put this kind of legislation just by one mayor. No the mayor didnt have the authority it is the board of supervisors thats why one of the methods to get on the ballot through the supervisors and we thought that was the most expeditious way but we do after this experience we do find that theres a lot of politics involved and when it gets to that level it has gotten to have the votes that we have to be very pen active to not only the issues buy the politics comes in about the relations amongst the supervisors or what is going on at the time because there were many, many issue that many supervisors wanted to put on the ballot you know theres a lot of different opinions going on about other issues too so it all effects each other were in the middle of all of that we were you know we were snapchat at city hall they know who we are and also i think important for all of us who are advocates in the community to understand that the political reality is that seniors and younger, disability dont have political power in the city the perspective is that it is there because seniors vote we know that but when it comes to organizing and like going downtowns halls it is not that way they say, of course, well support seniors but which that came down to the vote people were jumping if we are learning that this is part of political process in San Francisco we know that San Francisco is very unique in its situation with politics but we have to be aware and have to be sophisticated to deal with that. Commissioner sims. You talked seek endorsements from individual and organization in town sandy it occurs to me that nonprofits organizations in particular dont make such endorsements without board approval and board meetings happy e happen and a less than everyday basis so someone within the team or some place coordinating the schedules to get those on agendas. The 43 organizations commissioner that we have listed now have all gone through the process their internal process we did that but now you know were looking towards other newer groups or groups that have not heard come on board and so it is one like for example, there was about 14 organizations that helped to put together the money between two weeks and the poll we did we hired a professional polster to dots poll that 69 to 79 will support the set aside so for the seniors and younger attacked they came up with the 37,000 plus within a couple of weeks a quick taller than the time but many other organizations that have not gone through the process some organizations are different commissioner and sometimes an executive director what make that decision theyre allowed to do that it depends on the organization policy. Thank you. Commissioner loo. Sifrnd how many people are working in our coalition to do this and second what how soon do you have to approve the advisory executive. The number of people id like to the core is about 20 people and theyre all volunteers okay so we plan to hire as i mentioned to commissioner sims we plan to hire a political consulate and have to hire one or two other people to work with that person to do a lot of the really hard labor stuff but the 15 core people we then kind of fan out and bring in all the volunteers and all the different neighborhoods or organizations you know all of our resources and all our networks to come and participate and help out thats kind of like the volunteer base and you know this is got to be a volunteer base campaign but your other question about the implementation the implementation because the funding would be for 17, 18, 20172018 in 2016, 2018 to get everything ready this is the beginning of certain things well work on to try to you know partner with the department in have the 11 Person Committee ready to go and in addition to that 11 person advisory Oversight Committee a separate Provider Group that will consist of only Service Providers u v or staff different organizations that do services for the population and that service will be an ongoing entity that gives input into the priorities, needs, Planning Issues so you know a lot of need assessment and mr. So moved and good morning, commissioners im mike from dos here to present on this item as was mentioned earlier the dos research hub has been opened and sherren highlighted an array of dos services and other City Services and the contract for a new Pilot Program for provision for part time Employment Opportunities for seniors and younger adults at the hub the liaisons will enhance service flow and Consumer Experience for the clients coming up the hub services in the Commission Packet some bulletin helping clients navigate through the center itself getting client feedback as to their experience there and some basically forms of completion and assistance with that type of stuff we 0 went through a procurement process in january 2016 and Family Service agencies was selected i think outside the box it is a good fit they have experience with the employment related programs in launch this project the way we set this up to hire 4 people to serve as Community Liaisons with a plan to offer 33 hours of Community Liaison time each week at the hub as the Pilot Project gets moving flexibility to kind of shift those hours around as we know more about the client flow and when their needed most during the open hours with that said, i encourage our approval and ill be happy to answer any questions you may have. Commissioner sims. Question what is the rational for not hiring those people be diligently as dos employees with the city rather than out sourcing them to another action. Yeah. Good morning, commissioners and director making fasten im linda the nucht with the office on aging seeking our approval to extend and renew the current contract with the Marin Food Bank for the Grocery Program for this fiscal year start july 1st to june 2017 and this program was started back in 2014 our departments assessment found there are Food Insecurity and a lot of seniors and people with disabilities can be well served with the supplemental food with the notice of Funding Availability 7, 17 the food bank was awarded the counteracting to provide the expanding home Grocery Program with adult disabilities so they started in middle of fiscal year 2014 to 2017 and able to enroll 200 plus participates and the collaboration with the partners in the community to provide 8 thousand plus groceries bag to a total of 4 hundred and 42 eligible participants and they enrolled unduplicated participants and collaborated to deliver a total of 18 thousand plus grocery bags to a total of 6 hundred and 13 eligible participants in this contract rule we are basically extending the Bottom Line Fund for the program and the proposed number of consumers to be served is three hundred 50 unduplicated clients with a total of 06 thousand plus grocery bags on a weekly sorry a total of 14 thousand 8 hundred and 5 grocery bags on a weekly bases and if you look at the funding from you know compared to last fiscal year it is reduced bye bye thirty percent because we didnt have the one time only at back part of this so the Service Units was similarly reduced there is add back that we are aware of and our hope well be able to increase this back into the be able to continue serving the number of clients they have been serving last fiscal year and more but this is to be you know presented in the future commissioner meetings. It helps the rent is the biggest delta but the out liar of the group in terms of cost per clients served with only 23 people served in a nearly one thousand dollars budget. We had a different designees o Diabetes Program that was offered laced fiscal year and we found it was not as effective we had a hard time recruiting participants for a number of reasons but the deep program is a devastate Model Development belittle university of chicago we already have two actually 3 workshops what is different let me say it is a 6 week program and two hours per session what is really different were excited it has a lot of hands on teaching involved and really showing people what it means when you have if youre blood sugar is three hundred you know decimal meters they have proposals that the certified leaders are using during the session to let people see what the happening and why it is important to have control our diabetes so this program is for prediabetes and people with diseases. I had a call about another program about diabetes but focused on the drinks and they want to thats why i was wondering why youre focused on this is talking about trying to reduce the sugars in terms of charging people for sugary beverage. No, this is this Program Includes all aspects of the diabetes control deity education and exercise management to monitor yourselves so it is very hands on and participatory and i went you know, i thought there to observe and that was very effective weve been getting excellent feedback from the paternities as well.
