Two Mass Shootings in less than 24 hours. 29 people were murdered in two communities. Dayton, ohio and el paso, texas. Yesterdays target saturday shoppers at a walmart in el paso who became victims in the deadliest shooting we have seen this year. Last hour authorities announced they will seek the Death Penalty for the 21yearold shooter. Just hours after the shooting another imcomprehensible act. That gunman opening fire. Were seeing the mayors of two different cities expressing the same gratitude for those First Responders. Nobody prepares for this. I have not been prepared for Something Like this. Thank heaven our Law Enforcement was prepared. Its been stated they received a call at 10 39. Were there at 10 45 and he was apprehended at 11 06 a. M. I think thats masterful work from their training. Its tough. Today is the 250th mass shooting in america. Its sad that its in the city of dayton. If Dayton Police had not gotten to the shooter in under a minute, hundreds of people in the district could be dead today. That work and that bravery by our first respopdsenders is something that moves me to get up every morning. President trump is ordered american flags flown at half staff at the white house and other government facilities in memory of the victims of both Mass Shootings. As we wait for the dayton mayor to speak, we have information about the shooter. The sister of the shooter has been found dead in a car along with her boyfriend. Both were shot. Authorities are now working to see how this fits in with the shooting that played out at the bar. Earlier we learned the is was 24yearold white male. He was wearing body armor when he opened fire. Police say he used a Assault Rifle bullets. In less than a minute the suspect killed nine people. 27 others were injured. One patient is in critical condition. Police officers killed the suspect. Earlier msnbc spoke with a witness, Anthony Reynolds who lost some people. First we hear the gunshot. As were looking around you hear another gunshot. After that you hear the rapid fire and thats when we realize whats going on. I had my cousin with me. Thats how i was able to see the people in the line getting shot. You could see those people fall. Thats when we really kind of hauled it out of there and yelling the people it was mass shooter. We knew what happened in texas earlier that day. It still didnt make me prepare myself for a possible shooting. Nbc kathy park is near where the shooting happened in ohio. Give us the situation of what is happening on the ground there. Reporter good afternoon to you. More than 12 hours later theres still very much a heavy Law Enforcement presence. I want to point out where were standing now. Were at the entrance of the oregon district which is an Entertainment District in town d dayton. This is an area where people come out to have a good time. 1 00 this morning it turned into horror, chaos when people began running. Duo want to mention the injuries have been confirmed 27 injured. Nine dead. People are still going out of surgery. There is one patient in critical condition. We had a chance to hear from the mayor not too long ago and she said this could have been a lot worse. Take a listen. If the officers were not in the oregon district, the officers were there less than a minute from the beginning of the shooting. The shooter was able to kill nine people and injure 26 in less than a minute. If we did not have police in the oregon district and the thousands of people in the oregon district enjoying their saturday evening what we could have had in the city. Its a terrible day for dayton but i am so grateful for Dayton Police fast action. Reporter i do want to point out during the confrontation with officers, no officers were injured. The next couple of moments well be updating you on that. As far as as a suspect we know hes a white man in his 20s and search warrants are being executed. About 20 minutes away from where we are and well pass on information as soon as we get it. All right. Kathy park, thanks for that. Lets go back to sean henry and frank. Both have been helping us try to put both of these tragic veeven in the legal context. In the last hour we heard an Interesting Development from Pete Williams that Dayton Police found the ohio suspect sister and her boyfriend dead in a vehicle nearby. How do you interpret that new development . I think when you look at this new fact, first of all, police are going to be looking at ballistics. How were they killed . Is it the same weapon used in the shooting and in the oregon district . Through the course of their exploitationf the data, the evidence they will likely accumulate at the crime scenes or at be able to try to put this together. There could be a myriad of reasons this occurred. Youre not going be able to put that together until you collect that evidence. Maybe they were aware of what was going to happen and they were killed by the suspect. There may be a host of other reasons. At this point its unclear and i believe the exploitation of the search warrant will be critically important. Frank, i want to turn to you now to discuss these charges a little bit because it sounds like texas officials are planning to throw the book at the shooting suspect seeking the Death Penalty. The feds are considering firearms and hate krcrime charg. How would you prepare this response to previous Mass Shootings . Its a standard protocol and sean knows this as well, for the federal government to allow state and locals to handle their issues and to do it well and to come alongside and support. If you got a state that has strong Law Enforcement resources, you have a Death Penalty in texas and you want a community to take care of its issues. I like the idea this has become a texas issue. This was a texan who did this and allowing texas to address the issue with all the support from the federal government. That doesnt mean charges are mutually exclusive. There might be the state charge brought and prosecuted and then you might see federal charges filed. Just to be sure and to send that message and then if things go awry in state prosecution you may well see the federal government come in and execute those filed charges as well. I like this notion of allowing localities to take care of business when its their own thats done the crime. I need you to help me understand because theres been a lot of debate about the issue of domestic terrorism. This is a debate thats raged online. We saw it immediately addressed today by the u. S. Attorney for the Western District of texas. Clarify for us and clear up for us the speculation there is no domestic terrorism stat to it or we dont have the same resources to go after domestic terrorism the same way we can go after both International Terrorist organizations as well as online radicalization are used by Foreign Terrorists to recruit people inside the u. S. And when it happens domestically in the context of american law. I think first we have to look at definition of domestic terrorism. When you have individuals that are motivated by extremist ideology based on race or some political view, theyre u. S. Based. Its a u. S. Movement. I think when were taurking about the resources in these case, what we have to look at is First Amendment protected activity. Its a very difficult for Law Enforcement. Theyre not able to go in and listen in on people who are engaged in First Amendment protected activity. The problem is when somebody moves from something thats aspirational whether talking about things they dont like to operational where it moves into the act of violence which is the criminal activity. Thats very challenging. Thats where Law Enforcement is hampered. As we go forward its really important to understand that security, theres a balance between security and our freedoms. Freedom of speech and other liberties that we hold sacred as americans. This is a very troubling time. A lot of this is being facilitated by the internet, by social media that has provided unforeseen access into peoples living rooms where they are being radicalized online. It is the type of tragedy that you pray never comes to your state or to your community. The mayor and i talked earlier this morning, very early this morning. Prior to that i received call from our safety people of the situation. I just want to say that the city of dayton, montgomery county, First Responders, every one has done an absolutely amazing job. You practice for these tragedies and you pray to god they never occur. If you dont practice, youre not ready. Its clear dayton was ready. The community was ready. The mayor has pointed out how many other departments have made themselves available and have been involved in helping. I just want to thank all of them. I want to thank the Police Department.
