Youre looking at new video from the nation have been on an emotional roller coaster ride. Inside a local store after it was looted last night. We have so many questions still i dont know. And we actually might get more we just got here. This is the second time it answers in just about an hour. Also, were expecting to hear from Texas Governor rick perry happened. We feel really bad because, like today, actually just a short time from now. I said, this is the second time he was just indicted on two it happened. Police are not doing anything felonies. Yet. When some of the residents hes accused of abusing his saw the looting taking place, power. Well lay out the investigation though, they lined up in front of stores to keep it from that led to these charges. Happening any further. I want to say good afternoon to earlier in the night, about 300 you all. Im t. J. Holmes in today for people demonstrated in the streets, police say, after the craig melvin. Protesters went home, the breaking story, it has been the breaking story for the past week. Looters came out. Out of ferguson, missouri. One week now after the Police Law Enforcement officials con nt frommed the crowd, unleashing at shooting that left missouri teenager Michael Brown dead. The demand for answers still least one can of tear gas. Growing. And we still dont have the answer to the central burning question how in the world did no arrests were made. An encounter between a cop and and new reaction today from the an unarmed teen end with the attorney representing Michael Browns family after the yoma controversial release of this Surveillance Video. It was taken at a Convenience Store shortly before the unarmed 18yearold was fatally shot by a police officer. Police say a man who appears to be brown is caught stealing cigars. They were beyond outraged at the devious manner that the police chief chose to decimate this information. In this piecemeal fashion. Even though they were outraged, alex, i told them ive been doing this a long time, i expect that from the police when they cant just few the murder. They try to do smoke and mirrors. In just a few hours, the naacp will hold a meeting on how the group is working for justice for browns family. At the same time, members of the communities are planning a silent protest outside of police headquarters. Joining me now is usa today national reporter. With a welcome to you. Weve seen the store workers today cleaning up in ferguson. What else is happening right now . Right now in ferguson i think people are trying to understand what happened last night. People are calm down, trying to understand how they can move forward. Last night was chaotic to say it at best. There were looters. Mixed in with the protesters. Especially after the protesters left, things got really chaotic. I shot video inside that same Convenience Store. People were saying we needed to be calmer. People stopping those looters wondered why the police didnt stop these looters, arrest people. So answers to some really hard questions, meaning, how are police and protesters going to Work Together to not have violent and looting tonight. One thing that was impressive, you had some local residents that stepped up and they stood in the way of anybody being able to further loot those stores. Talk about that. It was really a sight to see. I was there when these young men, probably about 15 of them, at a store, stood in front of them and said, were not going to let you loot. This is not about looting. This is not about violence. It is about justice for Michael Brown. It was really, really inspiring to see, to really describe it. Step up and say if the police are not going to stop you, were going to stop you. I think i also saw people giving hugs to looters saying please dont do this, please dont make us look bad. Our message is just for Michael Brown and our message is to look at Police Brutality and its not to steal items. As you were talk about the protesters who gathered, they were peaceful for the most part there. There were people playing music. There were others saying prayers. Look at this, chanting in unison there and dancing to a degree. The police are saying that the protesters left, the violence that was conducted was not done by any of the protesters. And that concurs with what you saw as well . I would consider that to be them to be two distinct groups. You had the protesters who i think were on message saying justice for Michael Brown. Saying, look, this is about really look at how the police force is working with the citizens here. And then you had looters. The people who were going to be breaking into the liquor store, carrying bottles of alcohol out. I dont think they were once the protesters left, the looters came. I think they were kind of intermixed. The protesters were stopping them. When the protesters cleared out altogether and everybody went home, then it came about the looters. Thats when you saw people going in and out of the stores. That was about 5 00 in the morning. The police were gone as well. You said the police are trying to work with the citizens. Do you notice a palpable difference from what happened a week ago in through the initial really difficult night monday night, to today . Do you see these two groups working Better Together . I thought they were working Better Together on thursday night. Im sorry, on friday night. When things had gotten a little bit calmer and we had the Highway Patrol come in and people were saying, okay, theyre mingling with the crowd. I took a picture of an officer taking selfies with people in the crowd. I thought, we went from tactical militarystyle police arguing with people and throwing flash bomb grenades to people mingling and taking selfies. Last night, we saw tear it was. We saw armed trucks. We saw people in armored outfits. I think i should say officers in armored outfits. Its gone back to square one. I think we might be back at the beginning. People are saying they look just like the people who were here on tuesday night and on wednesday night when we were clark with the police then. They looked like the same trucks and the same people. So people are really worried this might be backtrack and we might be having more clashes with the police and the calm we thought we were going to achieve is not going to be realized. As you well know, theres been so much reaction to police releasing the Surveillance Video from that store. Heres what Michael Browns cousin had to say about that. Earlier, the chief video that was basically what we think was basically smoke and mirrors to try to divert the attention away from what really occurred. The events that took place on canfield had nothing to do with that Grocery Store michael may have been in or the person that was on the video was in because we dont know that was michael for sure. Whats the latest youre hearing from police . The timing of this video release . At the press conference yesterday, really, thats the latest that theyve talked about it. At least that i know of. The Ferguson PoliceDepartment Said we had to or i had to release this information. The police chief said it was freedom of information request that they just gave it out at the same time. They never really quite got to the idea of why do you release it at the exact same time. He really didnt answer that question. And reporters really pressed him on that. I was there. Other reporters were asking why about the timing, why did you release them at the same time. All he would say is we had to release it because of freedom of information request. He was saying it as if he had to release all the information he had at one time. Okay. The reporter from usa today, thank you so much, we appreciate it. In just a few hours from now, the naacp will hold a meeting on how the groove is working for justice for browns family. Other Community Leaders are trying to keep the peace and move towards justice. I want to bring in the president of the board Alderman Lewis read. Give me your reaction to what happened on the streets last night. Well, you know, first off, i think we have to start with the release of that video yesterday. I think that that sparked what we saw last night. I think it was a drastic mistake on behalf of the Ferguson Police department. I think it was a pr stunt that went bad. Part of what you saw last night was these looters coming in trying to, you know, create more havoc but the important thing that happened was the residents and also the peaceful demonstrators stood between the looters and the property, the stores, and said no, youre not going to do that to our community. With that, we take hope away that there is a better tomorrow, you know, on the forefront. Liouis, do you think this isa case of a smalltown Police Department not being equipped, or do you think an attempt to criminalize Michael Brown . Well, i think that yesterday this is just my opinion. But yesterdays pr stunt was just an attempt to soil the reputation of Michael Brown. Because the night before, you saw pictures and media from all over the United States, where people were saying, justice for Michael Brown. Then, you know, the next day we saw this tape come out. Then we saw the chief come out and say well, yeah, the tape had nothing to do with the Michael Brown case because the arresting officer or the officer in the confrontation with Michael Brown knew nothing of the burglary when he approached Michael Brown. So, you know, this is, again, just a pr stunt. I think it was in very poor taste. I think it backfired in really bad form and were all paying the price for that today. I think that someone needs to take leadership in that department. I think that the chief needs to be held responsible for what happened yesterday. He said that part of the reason for releasing the information was for freedom of information act. Ive been involved in a lot of freedom of information acts and that is not a way that you would respond or release information. You provide the information to the party that requested it. And to this day, we dont know who requested it. And i have doubts that anyone requested it. We also found out that, you know, in contrary to what the chief laid out in terms of the time line, that the store owners called in a 911 report. The store owner since then have released their own statement and said we never called 911. Thats extraordinary news right there. Because its been chronicled that 11 51 a. M. Came that 911 call so thats something we all need to doublecheck with. In terms of the leadership youre calling for, lewis, heres some of what missouri governor jay nixon has said about the events in ferguson. Whats gone on here is not what missouris about. Its not what fergusons about. This is a place where people work. Go to school. Raise their families and go to church. A diverse community. A missouri community. But lately its looked more like a war zone and thats unacceptable. Unacceptable but it did take the governor five day, to come to ferguson after Michael Brown was shot. How do you think he has handled the situation so far . I cant speak to the timing the governor took to get to ferguson and get to what were calling ground zero where the quick trip is. But i can say because i dont know what he had done before then. I dont know if he had been in meetings and phone conferences with the state department or anything. I dont know what all happened in the background. I can say this, it made a difference once he did show up and put in place ron johnson. Because the first thing that ron johnson did is participate in a parade with the residents. So by the end of the parade, this new captain, when he came, when the mission was turned other to him, by the end of the parade, we had people taking selfies with him and Police Officers hugging the residents. So people began working together. We had a great evening. People were just in a festive mood all day and all night. And then the next morning we wake up, we get the press conference from the chief, and we everything started all over again. Yeah. It has been certainly a volleying of emotions back and forth, thats for sure. Lewis reed, thank you very much. We want to let you know that governor jay nixon will hold a News Conference with the missouri Highway Patrol. Were going to bring that to you live. Indicted. Texas governor rick perry has been indicted on two felony charges. Abuse of power and coercion of a public servant. The charge alleged the governor tried to force the District Attorney out of office after she was arrested for drunk driving. She refused to resign and governor perry allegedly vetoed 7 million in state funds for her office. The grand jury spoke. At least theres probable cause to believe he committed two crimes, two felony crimes. For count one, its a 5 to 99 years in prison. And for count two, its 2 to 10 years in prison. I looked at the law. I presented Everything Possible to the grand jury. Governor perrys vowed to fight the charges. His personal attorney released a statement that reads, im outraged and appalled. This clearly presents political abuse of the court system. The facts of this case conclude that the governors action was within the authority of the office of governor. Governor perry has announced he will deliver a statement himself at 3 00 p. M. Eastern today. Joining me now, Washington PostNational Political reporter shawn sullivan. This investigation was known but was an indictment of this level expected . No, not at all. In fact, i talked to several republicans in the state yesterday who said this really, really caught them by surprise. The investigation itself, the situation is something thats, you know, been out there for a while. I dont think anybody expected that the governor would be indicted. Its such a rare occurrence for a sitting governor to be indicted. So that was truly i think a surprise to, you know, political observers on both sides. Also one that might have political aspirations for the presidency. My colleague casey hunt spoke to perry about the investigation a couple of months back. She asked him if he committed a crime. Lets listen to that. Ive been the governor for coming on 14 year, seven legislative sessions, and i know the constitution and the duties of the governor. And vetoing a line item is certainly within rights and the law and the constitution of the state of texas. Very confident that vetoing a line item, for whatever reason, is an appropriate thing for a governor to do. Sean, its not that thats in question, correct me, constitutionally it is within his right to do that. Thats not whats in question. I think whats important is youre going to hear from the governor and his team, and were already hearing this, he did not do anything wrong. He was just simply exercising his executive powers. He was doing something that president s do. That president obama does. The issue here, was this a did he specifically politically was this a political motivated targeting here in this instance . Which to the prosecution is very different than just your normal veto and normal executive decision as governor. What do you think, whether or not the governors found guilty, should he be running for Higher Office in 2016, what does that do for that . I mean, its clearly a negative for him. Any time the word indictment is mentioned, its not a good thing. It comes really as he tries to rehabilitate his image after a disastrous 2012 campaign. This is his time to sort of rebuir rebuild and sort of rebrand himself ahead of 2016. In terms of the timing, this could hardly be worse for him right now. The question is, what comes of this. Is he going to be convicted of anything. Its too early to talk about that. At this point, nobody wants to have the word indictment, let alone somebody considering running for president in 2016. Fighter jets and drones are bombing isis militants while Kurdish Forces fight in the ground in an important operation to retake mosul dam. Richard was most recently the head of the Monitoring Team on al qaeda. Now a Senior Vice President at the supan group. We had the u. S. Intelligence officials who had a briefing on thursday. They said isis is reportedly expanding its operations. That there are attempts to try to establish cells throughout europe. Where do we stand on our attacks with isis and should we be stepping them up . Because europe is just a quick hop across the atlantic until you get to the United States. Yes, i think at the moment isis is already focused on what theyre doing in iraq and syria. Its like a monster takes a chunk out of one area, sort of absorbs that, gets stronger and then moves on to another area. Its very elastic and agile in that sort of way. But ultimately yes, im sure it would want to attack outside that area. But i think for the most its really trying to consolidate what its done already in iraq and syria. Are you surprised that there hasnt been real strong foreign intervention at this point . When you look at the atrocities they committed, the millions of dollars they seem to have as they control different swaths of oil and revenues, does it surprise you that more has not been done . I think its such a very complicated situation there. You know, its one thing to say, okay this is where the kurdish boundaries are and we can protect them and stop isis moving further forward. Or youve got a lot of refugees like on sinjar mountain, for example, vulnerable to being attacked. Isis will operate in many areas where the situation is far more confused. For an intervention without detailed ground knowledge is really quite difficult. There have been so many drone attacks thus far i think on isis in yemen. There have been 16 or 15, 7 in pakistan. How effective can this be overall given the volatility of this group and the strength in which they seem to just run rough shod over anything in their path . I think we need to make a distinction between isis and al qaeda. Theyre not the same group anymore. Isis, in fact, are challenging al qaeda for the dominance of what they call this jihadist movement. Should we be more afraid of isis as a result . Ultimately probably, yes. Right now, i think not because i think, as i say, isis is very focused on that area. For example, they will go to mosul, they will attack mosul, get equipment there and then move it to syria. Thats happening now. Theyre using american tanks to attack positions north of aleppo. Ultimately, yes, all these people who have joined isis from all over the world will go back home at some point. And then the question is what will they do when they get back . The operations under way right now to keep the mosul dam from remaining in the hands of isis now. As we understand it, its the dam itself. Then there are isis militants on either side of it, frothi iprot. Does that seem like an effective strike and be able to take them out without harming that dam which could be a cass it was trophy. Absolutely. When isis captured the dam, they were careful not to blow it up, cause awful flooding. Why do they want the dam . They want the dam for the electricity it produces for mosul which is a city they control. Equally the people trying to push them out, the kurds and now with american air strikes will have to be very careful too not to destroy the dam and cause that devastating flood downstream. So its very, very tricky indeed for both sides. But isis will hang on to that with all the energy they can put into it because that is real critical and so far they havent really suffered a major defeat. The stunning images of conflict and unrest to many seemed to evoke memories from a different era. A time of racial inequality. Have we really moved forward . Joining me now, a member of the Naacp National board of directors john gaston and the director of African Studies at university, james peter son. Welcome to you both. Id like to get your reaction to what were seeing in ferguson and can any parallels be drawn to the Civil Rights Era . At the beginning of the week, you had a lot of people that were really, really mistreated on the ground. Their rights were being hindered. People werent able to display how they felt about what was taking place. You had a lot of people who wanted to voice their concerns on the ground because one of their own was taken. And so were happy to see the captain johnson has come in and allowed people to feel a lot more comfortable and relieve that tension and with the demilitarization of the police there. But what weve seen last night, were just really encouraging people. What took place last night was unacceptable. We want people to know the people voicing their concerns in a peaceful manner are not the people participating in the looting and those people looking for opportunities to come from the outside of the neighborhood and come into the neighborhood and destroy those businesses. Yeah, in some ways, you see the best of both worlds. You have those that are looting and you have fellow citizens blocking their friends, neighbors and the like from looting. They say this is not what were all about. James, we have georgia congressman john lewis who had this earlier in the week when two journalists were arrested inside the mcdonalds when they were covering the story. People have a right to protest. They have a right to dissent. They have a right to march in an orderly peaceful nonviolent action. And the press has a right to cover it. Ferguson missouri, its not the congo, it is not china, it is not russia. We can do better. It take me back to the 40s, the 50s, the 60s. You heard him say we can do better. If this is the same kind of unrest weve seen in the past decades, what does it say about how far weve come when it comes to race lee lations in this country . It means we have to be measured how we are charting our progress and think critically about how we celebrate and cohelp rac commemorate those milestones. Weve celebrated 50 years of voting rights. 60 years of brown versus board of education. 150 years, emancipation proclamation. Weve commemorated all these milestones. We have to continue to think very, very critically about the work that has to be done. It doesnt mean we cant say, hey, weve accomplished these things. But sometimes focusing so much on all those important civil rights milestones obscures what some of the real challenges are for us today. Obviously in fergferguson, miss, we have some challenges that maybe remind us of certain scenes. Congressman lewis is very familiar with what happens when a militarized police force engages a situation and the kind of powder keg that can become and respect to him for being on the front lines of that during the movement. This is its own case, a particular situation, and we have to stay focused on the stories that matter. To me, it matters much more that the citizens of ferguson were standing in front of the store as opposed to the handful of folk who were trying to loot it. We have to keep our eyes very much focused on the Police Department, on their conduct and on what we have this 19page Police Report for the alleged Michael Brown robbery of cigars from the store. Wheres the 19page Police Report on the shooting of Michael Brown in the middle of the street in the middle of the day . Point well taken there. John, do you think the images coming out of ferguson right now have the same power to sway Public Opinion and political will as this did decades ago during the Civil Rights Era . Absolutely. Im only 21, so i really have no point of reference, but i can tell you, as a young black man living in America Today and seeing what is taking place, with Law Enforcement on the ground, its much better than what it was. But weve got to take a real look into where we are in history right now and where we are within our neighborhoods. Because theres a ferguson near you for everybody. And whats taking place, i commend the people that have the courage last night to stand in front of those businesses. But were getting calls at our local office today with people that may want to potentially move because they feel that it may not be worth it to stay. And so our message to those individuals is as this gets National Coverage is people that are doing that, please, please do not bring people that own these businesses into this scenario. Because they had nothing to do with this particular matter. And we want people on the ground to stay calm. As of just a few moments ago, the fbi has intervened in this matter. They have brought documentation to the local naacp to pass out within the community to allow people to come forward in a confidential way, to not be fearful of any other thing that may hinder them, but to come forward and bring information about this case, if they saw anything, if they know anything. We want them to come forward and not be afraid at all. Okay. John gaston, james peterson, gentlemen, thank you so much for your time. To iraq, taking the offensive. A joint operation with u. S. Air power and kurdish Ground Forces is under way to retake the critical mosul dam from isis militants. I know some witnesses quoted this morning were calling these the heaviest air strikes yet in the u. S. Interveng in the area. What are you seeing on the ground . Well, it certainly seems that way, alex. This involves both american f a18 fighter bombers and also armed drones. Theyre targeting Islamic State facilities around the dam and also providing cover for whats described as a joint peshmerga and Iraqi Army Operation to retake that facility. We dont have any information at this point as to how well theyre doing. But this is an incredibly important place, providing electricity and water to large sways of this country. Also american officials are acutely aware if the isis decide to destroy that dam, it could have a devastating environmental impact. But they tell us they believe its not rigged with explosives. At this point, isis is not in position to destroy it. Therefore, theres more urgency to this assault to try to retake the dam. There are a lot of u. S. Air assets going in there in support of the iraqis. At the same time today, another reminder of the brutality of is. Reports of a massacre, this time 80 men in a village near sinjar with women and men being taken away. These reports have come from iraqi sources, from kurdish sources. We cant confirm them. But a reminder although there is relief for some refugees, the brutality, the terror, continue, alex. Thank you very much. Joining me with more, barry mccaffrey, msnbc military analyst who served as a Division Commander in the first iraq war. The president has described this mission as protecting u. S. Diplomats and ending the siege on sinjar. This operation were talking about today that doesnt seem to fit either of those objectives. So is this an escalation . I think its a useful objective to try and support kurdish Ground Forces which we have inadequately supported with military equipment and training and money to retake a very crucial objective. So im all for it. U. S. Air power will be of some assistance, but, you know, at the end of the day, again, youve got to equip the kurds to defend themselves and defend their own interests. You cant free a dam with a Carrier Battle Group operating out in the persian gulf. If we combine this highpowered u. S. Ground deployment would be needed to take isis, not that thats imminent in any means, but just your estimation . Isis is mostly up in syria. Now its in iraq and to some extent in lebanon. If you wanted a systemwide attack on it, primarily, youd have to do it with someone elses Ground Forces. Were you surprised by his death . It sounds a little hash, rsh say i was not surprised. Many people who committed suicide, i was not surprised. A few, yes. He could be so damn jolly. He was a performer. He could look like he was having fun. He could have that awful feeling all performers have had, im making people laugh and grin, and if they could see what i feel inside, they would be so sorry for me. I know that depression was described as darkness visible. Can you give us some perspective on why it seems to be so prevalent among performers . That leads to the only good thing about my having had depression, is that people come up to me and say, you saved my dads life or you saved our daughters life. She was always a fan of yours. When she saw you could have an impression, she felt it was okay to turn herself in. Those things are rewarding. No, nobody can tell you what its like because it isnt like anything. Its absolutely unique. And maybe the best description was whoever said its the worst agony devised for man. I think if you had 1 billion 1 million or more microphoned around the country when the news came out, people would say, as always happens and you cant blame them, how could he do it . He had all that talent, all that money, all that praise, all that new love. He adored. How could he do this to his wife and children . The answer to that question is easy. If you had it, there is no wife, no children, no dogs, no feeling, no judgment, no sentiment, no nothing. All you can think is, i want out. You know, you wrote that sitting next to him on your show was like sitting in a macys event as the fireworks go off. How do though, dick, soaring highs affects performers once the cameras go off . Its not pc anymore to say manic depressive. So we had it replaced as bipolar. The highs are absolutely wonderful. I mean, i did a show with Laurence Olivier recently and all through it, i thought, theyre going to come over and take me away. I didnt care that i was with lawrenurence olivier for god sa. I knew my pauses were 10 and 20 seconds and they were going to usher me out and put me to bed. I said, did you ever watch that show . I said, no, how could i. He said, do me a favor, watch it. With a new curfew went into effect on august 18th and during the weekend of august 8th and 9th, we saw 19 young people who incurred curfew violations. 16 came through the Youth Connection Centers that are open to receive young people and families who are found in violation of the curfew. And three were transported directly home by Baltimore City police. Okay. So those are good numbers there, angela. The Tipping Point here was what . Why take this action now . Baltimore has had a youth curfew since 1994 and beginning in 2013 we started having discussions about ways to update the curfew and we looked at what other cities around the country are doing with their youth curfews. And we thought a tiered approach would be what we needed. Where we took into account differences between the school year and the summer and also took into account differences between 6yearolds and 16yearolds. And so the law is different for children under 14. And the law is different for children 14 to 16 who are eligible for work permits in the state of maryland. Sounds like a very intelligent approach. How long is this curfew going to be in place . Unlike some cities, for instance, philadelphia had a sunset date on their sur few. Our curfew does not end. It is on the books indefinitely. Were required to report on a quarterly to the city council. They didnt see police doing anything to stop the liters. There was also a flareup between police and about 300 protesters last night. Police say some protesters threw rocks and other objects at them so Police Used Tear Gas to disperse the crowd. New reaction from the attorney of Michael Browns family after the release of this controversial Surveillance Video police say shows a man appearing to be Michael Brown stealing cigars from a local store. There is nothing in the facts before us that can justify the executionstyle murder of this unarmed teenager in broad daylight. This local community is distrustful of the Ferguson Police department. Why would you release if youre trying to be transparent . Still photographs what appear to be Michael Brown but you dont release photographs of the person who shot him. The naacp plans to hold a meeting on how the group will move forward on justice for browns family. Joining me now is msnbc. Coms amanda. Police are cleaning up after looters struck again last night. What are you hearing about the extent of the looting . Whos responsible for it . There have been splintered factions among the protesters as to who is behind the looting in the around the protests. Late last night after a relatively peaceful day of protesting, it turned to a more sporadic bit of angst that was coming out of the protest. We saw several is it several people tried to crash into different buildings, into a liquor store. And then we saw a surge of group of fellow protesters making a human barricade to make it so more looters could not come through and they stood there and said, you are better than this. You can do better than this. And youre taking away from our main message. Do you think that is the takeaway message from this night, the fact that people banded together and they said, stop. They were policing themselves and their own community and wanting to send out the right message . I mean, theyre very cog that doesnt that this nation is watching very closely whats happening in ferguson . They really dont want the focus to be diverted in any other direction than for the justice that they want. They really want to see this focus on Michael Brown and the investigation that is ongoing. And also to fill in all of the gaps that we still do not know about this case. We after the police came forward yesterday in a very muddled rollout of various new revelations in the case, people were dismayed. They were upset. Theres Palpable Energy around here of wanting real answers and not really trusting what they were being told by authorities. Do you think that is what was behind the flareup elsewhere . There were about 300 protesters and they were met by police with at least one can of tear gas. Do you think thats the demonstration there . This was bubbling long before these protests began and even long before shooting death of Michael Brown. But now that they have this platform and finally folks are being heard. And so this bubbling energy is being defused in many different ways. It played out in different sporadic events yesterday. It wasnt necessarily a unified protest of looting. It just was it was a weekend night and it just took a turn from the peaceful to taking away from the calm. Thank you so much, amanda. People in ferguson have mixed feelings today. They are angry about the looting from a small number there. Some are showi ining their supp for the merchants today, helping them clean up. Heres a sampling of those people and their thoughts. Just dont do this. Dont do this. This is crazy. This aint what you do to get things right. Its not. Its really not. Its crazy that the county police was over there in Chinook Shopping Center just sitting and watching. They said the officers said they were told by their leaders not to come. Not to come. Had already came down here. It was peaceful. Most of the people it was peaceful. 4 00 in the morning. I saw them looting. I just knew it represented me. Which you turn down the store, it doesnt make sense. They didnt have anything to do with the initial shooting part. I dont believe the shooting was justified. Thats my opinion. But i dont think the store had anything to do with the shooting. People across the world is looking at us and theyre going to judge us on what theyre doing. I felt like i had to say something. The point being made by one of the comments there, that police stood by, nearby when the lootings what happening and allowed it to happen, why do you think that is . Weve been faced with tear gas not one or two times this week but three times this week. I think there is some trepidation on the part of the Police Officers to not react or respond, because of all of the negative energy and anger weve experienced as Peaceful Protesters this week. The phone calls i was getting at 3 00 this morning, all of my Peaceful Protesters that were trying to stand by these businesses and protect these businesses from the looters, they were wondering why the Ferguson Police officers did not respond. We still do want the Ferguson Police officers to do their job. And it was just unfortunate that they had some hesitancy in terms of responding to the crime that the looters were making. It was just absolutely terrible. But im really proud of the protesters who tried to protect some of those businesses. As well you should be. They made a very powerful statement, one that needs to be focused on as we continue with our coverage. There was that other flareup of violence between protesters and police. Why do you think the situation escalated to that level last night . Well, i do have to tell you, from all the reports that ive gathered from people who are on the ground, there was only one tear gas piece of equipment that was shut out. But that was only one. What weve been experiencing for three days this week are literally hundreds. So one in comparison to hundreds is a much better deal. We dont want to have any more tear gas. All we want to do is demonstrate our First Amendment right, freedom to assemble, and freedom to express ourselves. As you well know, Police Released that Surveillance Video. Talk about your thoughts on the timing. Well, i think it was absolutely calculated. Many of the people i represent are now calling the chief inept. How could he, after all these days, we have been demanding the name of the officer. We have the rule called the 72 hour rule. Its a sunshine request where you have to provide Public Information to the public. That did not happen. And so it is the belief of my own, as well as my constituents, that it was completely calculated. How can you take away the anger that this community has been feeling so long and balance it out with a camera, a video of a young man who may or may not be Michael Brown . The focus really needs to be on the time the officer, darren wilson, interacted with Michael Brown, and the time that Michael Brown passed away and he was killed by a gun from this officer. That is the time period that we are focusing on. And for the chief of police, not talk to the state Highway Patrol, especially our commander here on the ground, which is johnson, for him not to talk to him about what he was planning to do was completely absurd. It was not thoughtful whatsoever to all of the hurt and the pain that people are experiencing here. So we believe that it was absolutely calculated. I think some of the anger that was felt last night unfortunately is because of the misfortune of the chief of police releasing that information. I mean, it was absurd. Why would he do that . It did not make sense whatsoever. For the statements he made in the public, theyre not consistent whatsoever. What hes said in press conferences versus what he said in the newspapers, theyre two different things. We need to get to the bottom of this as soon as possible. Our officers need to recognize this is a community that is in pain. Theres a lot of anger. Theres not one Michael Brown. There are hundreds and thousands of Michael Browns. Seems to be going a bit on the offensive with the operation at the mosul dam but its still limited. Sh should the u. S. Be doing more . The u. S. Is in a difficult position. Political realities at home mean we cant really do more, we cant put boots on the ground and theres a strong argument to be made that we really shouldnt anyway because it isnt this is stuff that we dont really understand. And we cannot get involved in a fight where only one side is fighting and the other side is allowing us to do most of the heavy lifting. So eventually, there will have to be boots on the ground. It would have to be iraqi and kurdish boots. The u. S. Providing firepower is a good start. But thats all it is. It is a start. And now were waiting essentially for the kurds and the Iraqi Military to deliver their side of the bargain. Speaking of starts, from a political perspective, malikis out. He announced hes going to cred control to the new prime minister. Maliki being out is a good thing. He was clearly standing in the way of any kind of progress in eye roira iraq, both from the view of ordinary iraqis and the international communities. Its a good thing malikis gone. Terrific. His replacement, however, is almost a carbon copy of who he is. He comes from hes a religious shiite that companies fr comes from a shiite party, called islamic dawa. Hes somebody like maliki was eight years ago most iraqis have not heard of. Hes not a man big on charisma. He does not have a clear mandate from the people. Hes a back room wheeler dealer at best. Now, hes not maliki so he starts with that advantage. The question is, can he be much more than the sum of his own parts. Can he be a statesman rather than a narrow shiite politician . Thats the expectation of him. His prediseasers have not lived up to that. To ask him to be more than the sum of his parts we dont expect that from our own politicians. Will mr. Abadi deliver that . We can hope. I know 25 million iraqis hoping. I personally being a deeply cynical human being, im not holding my breath. Are they acting like people who understand they have lost a large portion of their country . Maliki clearly wasnt. This is a man who lost a quarter of the territory of his country to a terrorist group. The second largest city in his country, mosul. He should have resigned the moment that happened. Instead, he kept clawing on to power and trying to hold on. The other politicians, its a mixed bag. Some of them understand the gravity of the situation and are powerless to do anything about it. Others are still basically working their corner of the room. So shiite politicians are only interested in protecting shiite interests. Sunni politicians likewise protecting sunni interests. Thats got to happen. Until that changes, nothing that the United States does about isis from the air is going to have any Lasting Impact of the situation in baghdad. By that description, should iraq be divided into three different states . A sunni, a shiite and kurdish . No, i dont think its that dramatic. Im always skeptical when noniraqis talk about this. A lot of the problems in the middle east today are the result of foreigners drawing maps drawing lines on maps. I dont think we should go there. Its for the iraqis to decide whether they can hold together. Was born and raised in india, a country of mixed ethnicities, mixed languages. We hold together still. Just because you have a country with three distincti identities doesnt mean they cant hold together. The fact the musicians are narrow minded is not necessarily an argument for splitting the country apart. We shouldnt sort of necessarily assume that means the northern half of the u. S. Or the eastern seaboard should be a separate country compared to the rest. It is a crisis. It is a crisis and its a crisis that the rest of the world has an interest in because isis is not simply a threat to iraq, it is a threat to the entire region and a threat to the entire world. Joining me now, the assistant managing editor of money magazine. With a welcome to you. Social security gets to make money in three ways, right . You got the taxes on the current worker. Taxes on the benefit payments. And income interest on a trust fund. Thats worth about, what, 2 1 2, 2. 6 trillion . Okay. So that trust fund is going to be depleted by 2023 but not the whole program, right . Right, the main thing is its main source of funding is taxes of current workers. When the trust fund is deplete, thats people who are about 46 now, hit 65, when thats depleted, whats still happening is current workers, people earning money and paying their payroll taxes, are still paying into the system. So once the trust fund is gone, the system will still be set up to pay about 75 of schedule benefits. These groups here might need a bit of convincing. Youve got 80 of millennials. Theyre concerned Social Security may not be there for them. Two in three genxs expect their retirement to be selffunded. That 75 number is whats scheduled for now. But of course theres lots of time to fix it. The, you know, going from 100 of scheduled benefits to 75 is not nothing. About twothirds of americans depend on Social Security for the majority of their incomes. So the kind of drop were talking about is not a significant drop. Its not something to not worry about. But the difference between that and zero is important because it tells you how much room there is to fix and reform the system between that day and today. Theres a lot of things on the table for that. How did that pessimism come about . Thats an interesting question. Im a genxer. I think thats when the campaign to tell jennexeres about socia ready began. I remember there was this sort of meme around that were more likely to be visited by ufos or more believe in ufos than believe in Social Security. I think thats been a fairly Strong Campaign to create a sense of pessimism about Social Security in order to kind of set up the idea that we need to cut back on entitlements. When some of the residents saw the looting tacking place, they lined up in front of the stores to keep it from happening any further. Also last night, a standoff between police and a group of protesters unleashing at least one can of tear gas to disperse the crowd. Emotions ramped up after the authorities released the name of the officer who shot Michael Brown. But police also leased video, saying brown was a suspect for stealing cigars from a Convenience Store. Browns family is calling the video a smear campaign. One week now after Michael Brown was shot by police. A spoke with the attorney representing the brown family. Heres what they had to say about the reaction to the police video say show brown before he died. They were outraged at the devious manner the police chief chose to decimate this information in a piecemeal fashion. Even though they were outraged, alex, i told them ive been doing this a long time. I expect that from the police when they cant justify the murder, they try to do smoke and mirrors. And there is nothing that is in the facts before us that can justify the executionstyle murder of this unarmed teenager in breoad daylight. Juxtapose that with what the police chief is saying, which is they were trying to get more information out. Well, alex, you know, this local community is very distr t distrustful of the Ferguson Police department and, you know, why would you release if youre trying to be transparent, still photographs where it appeared to be Michael Brown but you dont release the photographs of the person who shot him . The st. Louis Police Department have now taken over this investigation. Youre calling for it to be transparent and forth right. What is your biggest concern at this point in time, especially now that theres a new department oversee everything . Well, alex, in doing a lot of these policetype brutality cases, i like the local community, are very distrustful. When you have Law Enforcement agencies who work handinhand together, day in, day out, having to supervise the investigation and police themselves. It normally doesnt turn out fair for the person laying on the ground. So what were calling for is an independent investigation from the justice department. Completely independent of anything that the st. Louis Law Enforcement agencies have to do with. Because we think its going to be very important not just for ferguson but to america, everybody watching this, the ballistics report, the number of times he was shot and the trajectory of those bullets are put forth clearly and transparent. The question will have to be addressed, why was this young man executed in daylight . He put up his hands. Thats all the witnesses have said. He put up his hands. The universal sign of surrender. Yet the police kept shooting. I know youve asked for a second autopsy to be done. Is that because you want all of those details you just chronicled, you want those chronicles to be confirmed . Absolutely. The familys very distrustful. We think theyre going to try to justify this, we think theres no justification. When those findings come out, everybody in the world will see that this is america, you cant execute people who put their hands up over cigarettes, whatever you have in that store. We dont execute our most hardened criminals when they put their hands in the air and surrender. Why did this child get executed in broad daylight . He says it is likely there are other witnesses who havent come forward because theyre afraid of how they might be treated by police. The disturbing scenes are igniting questions about the gear and Tactics Police are using to keep the peace. I spoke with nbc news analyst Jim Cavanaugh about Police Tactics in ferguson. Civil disruptions and protests shouldnt be handled with s. W. A. T. Up front. You know, thats quite a bit did i rent when you respond to a looting or arson like last night there was some molotov cocktails. But you saw a more measured response. They brought s. W. A. T. In. Its a tighter group. A lot less tear gas. Its a more measured response. So but to bring s. W. A. T. In the other night and all that tear gas that was shot and the protests, it was mostly peaceful protests. So that was handled very poorly. Long rifles on the top of Armored Vehicles pointing at crowds, very, very bad tactic. So theres a place for s. W. A. T. And a lot of the tactical officers are heroes. They face down the most dangerous armed people. Police need armor. They need body armor and helmets to protect them from rocks. We cant overreact to this criticism. But they dont need mine resistant vehicles. Theres a balance in what the officers need. They do need protection. They do need vehicles and equipment that are going to help them. Look, we even need an Armored Vehicle to bring a negotiator up front to talk to someone so the negotiator is not killed. There could be overreaction to these things as well. It needs to be more balanced. In terps of balance, can you justify the way the Police Officers anything in your experience when they have the guns trained on the citizens . I mean, pointing guns at them as they stood atop. That was something that really inflamed peoples anger. And i think its awful. They should not be pointing long rifles at demonstrators. Even demonstrators throwing rocks and bottles. Thats not appropriate police procedure. And it was changed. It was changed. But it is wrong. Why are there any dashboard cameras on the cars there . Apparently they cant afford to have them installed. Im a fan of having a dash board camera and a camera on the officer. I would have loved to have a camera on when i was a uniformed officer. It would have been great. Good officers, its going to help you make your case, keep you out of trouble. Thats nbc news analyst Jim Cavanaugh. Across the country, more than 600 ambush mine protective vehicles are in use. Mop mo governor jay nixon is expected to speak to the media at 3 00 eastern. Were going to to you live. Perry vows to fight charges hes facing. Hes being accused of abusing power and coercing a public servant. Nbcs Kristin Welker is joining me with the details on that. Can you explain these charges . Right, alex, good afternoon. The grand jury indicted governor perry who ran for president in 2012 on two felony counts of abuse of power. Prosecutors allege he tried to coerce an official who oversees an agency that investigates public corruption to resign after she was arrested on a drunken driving charge. Saying last year perry carried out a threat to veto millions dollars from her Public Integrity unit. Hes widely criticized for overstepping his authority. Thats when a special prosecutor spent months call, witnesses and indicted perry for abusing his official capacity and coercion of a public servant. Heres what the special prosecutor had to say late last night. Take a listen. The grand jurys spoken that at least theres probable cause to believe he committed two crimes, two felony crimes. Perry supporters called the lawsuit political and his lawyer released a statement that reads in part, quote, the veto in question was made with accordance with the Veto Authority under every governor with the texas constitution. We will defend his action and believe we will ultimately prevail. The indictment could complicate perrys political ambitions. Many believe hes been positioning himself for another president ial run after his unsuccessful bid in the last cycle. Iffen could ikt have the. If convicted of both charges, perry could face years behind bars. Were going to hear from him a little later this afternoon. We anticipate he is going to continue to defend his decision to issue that veto. Regardless of how the case ends up, you feel analysts feel this is going to affect his 2016 president ial hopes even if found not guilty . Even if found not guilty. That remains to be seen. But i think the timing of this is going to be whats important. If this continues to hover over an announcement, for example, if he continues to campaign while this is unresolved, it certainly could give his opponents fodder and could give voters pause moving forward. Of course, if he is found not guilty, then you would have to assume that it wouldnt be a big factor. Alex. He has been making headlines in iowa recently, though not for this, thats for sure. This is the aftermath today. Its video from inside the local store after it was looted last night. I dont know, we just get here. And this is the second time it happened. And we really feel really bad, because thats the second time that happened. And the police didnt do anything yet. A group of residents who saw those looters rushed to the entrance of the store. Youre seeing it there. They were blocking anyone else from stealing. They didnt see the police responding. Joining me now is a managing editor of msnbc. Com and david mcnamara. Despite the tragic origins, do you think ferguson can become some sort of an agent of change for this country . Is it on that path . You know what, i think it highlighted a couple of things that just looking at it from around the country, people are so disturbed by it and would like to see an end. Number one, the militarization of the Police Departments in this country. People do not want that. So i think if ferguson can shine a light on that and we can move towards a time and a period in this country where we dont have that anymore, i think that would be wonderful. I think, you know, also this idea of police just not being held accountable. Shooting of unarmed young people, africanamerican or otherwise. The racial statistics in this town on the number of africanamericans who are arrested 98 of the arrests are africanamericans. More than 80 of the searches are of africanamericans. Very high number of traffic stops are for africanamericans i think 85 . Widely disproportionate. Putting and end to that stuff in cities and towns in this country. If we can have that happen as a result of what we see in ferguson thats a wonderful agent of change. I know, david, you have been writing about the careful line that the white house is walking. How do you think its playing into the way that the president in overall discusses race . Well, the president was under pressure to make this statement he did from Marthas Vineyard the other night as the violence or standoff with the police escalated in ferguson. But the president was careful, he did not talk directly about race. He talked about justice. He talked about police not using the sort of over the line tactics to sort of keep the area safe. But he also talked about, you know, those people trying to exploit the situation, the chaos, to loot stores and to have vandalism. Also should be head accountable and should refrain from doing that as well. He tried to balance the two things. And he promised that the federal agencies would help the investigation to make sure there was justice. But i talked to the head of the naacp. This is a continuing problem, they feel like theyre persecuted by the Law Enforcement in their open communities and we saw the president talk about this in trying to get a National Dialogue after the Trayvon Martin situation. I think the black leaders think its not happening an a more difficult long term problem for this president and future administrations. You know, david, i want to switch gears here and talk about republican governor of texas, rick perry. As you know, he was indicted yesterday on two felony charges. Accused of trying to force a democratic District Attorney out of office after she was arrested for drunk driving and when she did not resign vetoed 7. 5 million in state funds for her office. With regard to 2016 president ial ambitions, does this kind of thing you have banner headlines, indicted, felony, is it game over . Been a tough run for the republican governors who are sort of eyeing 2016, Chris Christie and scott walker. I think it may be too early to tell, alex. I think it was certainly unexpected what happened to get this indictment. But you already see the perry camp saying this is politically motivated. And i think theyre even putting out a fundraising, you know, a message. Sort of building off the anger of the supporters, saying this is a politically motivated stunt. If thats no conviction, theres probably a good chance he may be able to survive that and some sense he can talk about in the political terms but sort of inspire some support. But i think its little early to tell how it would play out. Ultimately, what hes accused of doing is the coercion and that sort of thing. Legally from a constitutional stand point, he has every right, correct, to veto this line item, the funding for this part of the d. A. s office . Sure. I think those are issues that hell raise. You know, in response to the indictment. And theres probably a lot for him to say as there was for christie as there has been for scott walker in trying to deal with these kind you know, facing charges and facing legal issues within their home state. But i think, you know, for rick perry who is not going to be the governor of texas again, you know, he has 2016 ambitions and everything is about that as david said. I think, you know, how he plays that, he may be hoping theres some fundraising opportunity for him, but as far as the policies, they see a lot of people who are interested in being the republican nominee for president in 2016.
