Thats not who we are. Good morning. First on the rundown this morning, fallout from the torture report. I sat down with the president here in nashville just hours after the Senate Intelligence committee released 500 pages of excruciating detail about the cia interrogation tactics in the months and years after 9 11. More of that interview in a minute. But the release was just the beginning of the debate. Detainees were held in dark dung dungeons, deprived of sleep and threatened with death. The cia is aus couped of withholding key details from members of the administration. Even the president himself. Attorney general eric holder told msnbcs joy reid it wasnt illegal but it was close. I cant say crimes were committed. They might have been legal in the strictest sense of the word but i think in many ways they were immoral. The cia is firing back saying the reports conclusion that the program did not work is flat wrong. A spokesperson tells nbc it helped the u. S. Disrupt plots, capture terrorists prevent another mass casualty attack and save lives. Former cia director Michael Hayden argues that releasing the report sends the wrong message to the agency. Were going to end up with a Central Intelligence agency thats i. T. Timid. The very charge that was made against us right after 9 11. Six of the seven republican members of the Intelligence Committee disagree with the report saying the cia program did work. In a 106page rebuttal they blasted the report saying it quote, failed to offer recommendations for lawful interrogation protocols for the collection of detainee intelligence in the future. Watching the worldwide reaction. And Kelly Odonnell has more from capitol hill. Kelly, does this close the book at least on capitol hill . It really doesnt. It closes sort of a chapter in the book in part because this Congress Come to a close in a matter of weeks and this has been such a long awaited report. It is reverberating not only through washington but around the world. It will raise new questions largely about the things like management inside the cia of controversy programs. Everyone on both side, ofs of the aisle acknowledges they have difficult business to conduct in that realm. But are there new restraints or addicttional oversight that should be part of this where people in the chain of command are not informed, where things might go beyond the bounds of ways expected. What did Congress Actually know at the time what did they expect was being carried out. Those sorts of questions. Still concerns about could the findings that have now been made people cause problems in the ongoing battle with for example, isis, could there be backlash there. There will be new leadership at the Senate Intelligence committee in january that was part of the urgency of the release now. This is a moment where both sides are feeling reverberations. Theyll look for signs it has a wider effect outside washington. Precisely the reaction outside of washington. Hows the reaction been overseas . The sharp etest condemnation has been coming from the United Nations. One of the u. N. Officials in charge of counterterrorism said that its really time for prosecutions to be brought against bush era officials. The likelihood of that happening is somewhat unclear. But right now, the strongest condemnation has been coming from some of the u. S. biggest adversaries including iran, the Supreme Leader there called it shameful. Very critical of this report criticizing the u. S. For human rights abuses. So there are a lot of sharp words coming out from some of the u. S. Adversaries. None of those countries have a tremendous amount of good human rights records. At the same time some of the closest allies are condemning torture. We heard from british Prime MinisterDavid Cameron saying the use of torture is wrong. And so you get a mixed reaction. There are also some other countries where weve known the u. S. Rendered individuals like poland, in some cases, egypt. Their response has been somewhat muted to reports findings. Amman and kelly, thank you so much for being with me. Now, to why im here in nashville. My one on one with president obama and the release on the torture report specifically the timing of that release. Where we begin our conversation. Well i dont think there was ever going to be a perfect time to release this report. But my position consistently was that after having conducted this report, it was important to go ahead and release it. One of the things that sets us apart from other countries is when we make mistakes we admit them. And i think in my written statement, theres a lot of folks who worked very hard after 9 11 to keep us safe after a very hazardous situation, people were unsure of what was taken place. We took some steps that were contrary to who we are, contrary to our values. As some of the tactics that were written about in the Senate Intelligence report were brutal. And as ive said before constituted torture in my mind. And thats not who we are. And so although i am concerned about potential ramifications overseas we have taken precautionary steps to try to mitigate any additional risks. I think it was important for us to release this so that we can account for it so that people understand precisely why i abandon these practices, and hopefully make sure that we dont make those mistakes again. Former president bush told the cia interrogators patriots. His former Vice President said they should be decorated and not criticized. How would you describe these men and women . Look theres different individuals in the Senate Report engaging in different kinds of activities. I think overall the men and women at the cia do a really tough job and they do it really well. And that was true then and its true today. In the aftermath of 9 11 i think in the midst of a National Trauma and uncertainty as to whether these attack were going to repeat themselves whats clear is the cia set up something very fast without a lot of forethought to what the ramifications might be. That the lines of accountability that needed to be set up werent always in place. And that some of these techniques that were described were not only wrong but counterproductive. Because we know that, you know oftentimes when somebody is being subjected to these kinds of techniques, that theyre willing to say anything in order to alleviate the pain and the stress that theyre feeling. And weve got better ways of doing things. So i think its important for us not to paint a broad brush about all the incredible dedicated professors in our Intelligence Community based on some actions that i think were really contrary to who we are. I want to bring in the moderator of meet the press, chuck todd. Does the president feel he fulfilled his promise to be transparent about this issue . I think he feels as if theyve been fairly transparent on this. I dont think a lot of folks who have been passionate about this issue for years feel as if this is a solution feel as if this is the end of the story. I think they almost see this as the very, very beginning. I think there are going to be plenty of people who wonder given all of the details in this report, well, then, why isnt there prosecutions. Which being we already know the Justice Department has decided not to pursue those things. I think obviously the criticism coming from other quarters is the fact that this investigation feels incomplete. What it really is a distillation of cia memos, that the cia was keeping track. This is the Senate Democrats distilling all of that. Putting in report form. What it lacks of course is interviews with key members of the Bush Administration, key members of the cia, folks that were actually participating, folks that actually wrote some of these troubling emails, including the many folks who said, you know what this feels like weve gone too far. All the people that were raising red flags in 2003. Should there have been actual interviews of those folks and should this be the end of the story . I think a lot of people read this report and say this just scratches the surface. We probably need to be interviewing everybody who was on the ground. I think its significant they interviewed zero of the people that were on the ground including the creator of the water boarding. Chuck, the cia, the former cia leaders have really been pushing back on this report. They have the current and former. Which in some ways is not surprising. They feel as theyve been under siege. Theyre very concerned that cia officers overseaed could be targeted. So there is a very real threat they believe the agency is under when it comes overseas. So i think that accounts for some of this rallying around the troops. Look, this is i think this is exposed look i think this has exposed some major gaps. Senate democrats feel as though hey, theyre finally holding the cia accountable. But you could make an argument for 13 of 14 years, the Senate Intelligence committee, whether led by democrats or republicans, were a little more rubber stamped on what the cia wanted to do. The reason being is the newly strong gop whos going to have a massive majority come out in the next congress did not want a shutdown to be their first order of business per se after they were elected. Its about 1. 1 trillion. It funds the government through september of next year. One area thats not funded the department of homeland security. That is through the end of february early march. Thats the gop pushing back on the order regarding Immigration Reform. They want an opportunity to debate that. The funds specifically pertaining to deportations. The tune of about 60 million. Thats sort of like red meat to the conservative base. You see a very interesting thing. Changes to Campaign Finance laws. Its tucked on page 1559 of these thousands of pages in this bill. This specific change allows the maximum amount an individual can give per year to the party committees. To 324,000. Some folks are upset about that. Theyre saying its a back room deal in the middle of the night. What youre hearing from aides is, look Citizens United gutted everything. And the money is going to the committee so at least you know whos giving it instead of the shadowy groups who operate outside of the law. Still not sitting well with a lot of people. He was here to continue to push his immigration announcelegislation announced almost three weeks ago. I asked about the families who would not have been separated had he acted sooner. And the fear many feel about registering with the federal government. The fear the hundreds of thousands of people that would not have had their families separated had you account anned earlier . Hundreds of thousands of families. Now what youre getting into is the nature of being president. Which is i also think about the millions of people who got sick before i got health care passed. I think about all the time the work that is left undone. But my job is not to look backwards. We have taken a step that stands to benefit 4 Million People. To give them the capacity to get out of the shadows and to move forward. And we still have the possibility of helping a lot more people if we get legislation passed. Fear, the millions living in the United States. The fear of many people to register with the federal government when there are 20 states that are suing the president. When Congress Congress yoho passed the bill that would deport dreamers. How do you mitigate fear when theres a threeyear period for these 5 Million People . And people dont see a very rosy picture. Well actually, you know, number one they should take the example of of theirtheir kids. You understand all the doca kids. They proclaimed we are americans, we need to be seen and heard and we want to make a contribution. I have a great deal of confidence theyre going to end up making contributions to this society. Two people who have not just talked about these issues but have lived with them every single day. Mario marcus whose parents were departed when he was just a teenager. And erica, dream actor coalition. Your parents were deported when you were a freshman in high school. Tell me your reaction to what the president said about families like yours that would maybe not have been deported had this action come earlier. I totally understand. I understand that my parents would have been here. I am glad he took this step. Im glad were a step further. More work has to be done. But i believe its a step that is a critical step and a step that we need as a nation. I want to play another sound bite from the president for you. Take a listen. We are going to make sure that families people who are, you know working and responsible in their own communities are not prioritized for their deportation. The priority is going to be much lower. Thats exactly the situation your mother is facing right now. As a matter of fact today is a very important meeting. Tell me how secure do you feel that people like your mom wont be deported under these new procedures . Yeah. Thank you for inviting me jose. Yeah, i mean today, my mom has to go back to immigration. Just in a few hours. She has to return. Because of the new priorities that they put out there, its it feels a little more confident that she would be allowed to stay. Ive been told by i. C. E. Shell be allowed to stay. Last night, she was really really nervous of going in there because we have seen the memorandums that are given to i. C. E. Before were not necessarily followed by every single officer on the field. Its always scary. This job is not over. The work is not over. It was a great step. Again, theres 7 Million People who are left behind parents of dreamers. Who dont necessarily have children. So many folks left behind who we have to fight for they we have to make sure those memos are followed. At the same time we need to make sure i. C. E. Is not deporting them. The president said that he compared reporting someone to a sickness. Thats not the reality. Those folks could have been kept here. And those folks need to return home. They need to return to where their kids are at. Were going to have to keep fighting for that. Whether its through legislation. Were going to do it again. You saw the president in my interview with him yesterday, said he had gone as far as he was told he could legally go on this issue. Taking that a bit further. Since the president announced the executive action theres been a back and forth on whether it goes too far or not far enough. Some say theres always has to be a line. How do you feel, say, listen i really went as far as i could go and 5 1 2 Million People is more than any president in the history of this country has done erica. He was interrupted a year ago by someone told him in front of so many people he couldnt do this right, he would say that over and over again. Now were at this point where hes saying i cant do anything else i cant do any more. I would really say he knows better attorneys. I know there are tons of attorneys out there that have been telling us there is room. Not only for parents of dreamers but for other people who are not necessarily parents at all who would qualify for Something Like this. And, you know, were going to continue to ask attorneys to help us out, figuring this out. I dont know if its reality that he could expand it now because of politics but i can tell you again if legislation doesnt come through im in d. C. Right now. Trying to figure out if we can move republicans somehow because that needs to happen. But at the same time, we are going to continue pressuring the president as well. I think its important, i just said the fact of the matter is Immigration Law is set by congress. And congress and the house of representatives until now has not wanted to deal with this mario. We understand theyre not wanting to deal with this and it doesnt look like they want to deal with this. As we are different communities around the nation i believe that it is important for us to Stay Together to work on getting more people to vote on the next elections. And the elections after that. We cant just stand here and wait for something to happen. We as a community, throughout the whole nation we need to get together and turn out the vote for not only electing, you know important state officials and local officials, but electing important officials in the congress because at the end of the day, theyre the ones who make the decisions. So if we need to show that we need to show the Hispanic Community is here we need to Stay Together and thats important because at the end of the day, the vote is what counts. Thank you so very much. The Higher Elevations turned over to snow a lot sooner. We saw heavy rain up and down the northeast, parts of new jersey, where the ocean waves battered the beaches, caused coastal flood. We saw three to four inches of rain in most areas. Up in massachusetts, wind gusts in excess of 60 miles per hour. That combined with the rough surface especially along the coast caused a lot of coastal flooding. Now were on the back side of the storm. Its the colder side of the storm. We are going to see off and on snow showers throughout tomorrow. The highest elevations could walk away with about 1 to 2 feet. Thats good news for the ski resorts. That was former cia director Michael Hayden this morning on morning joe making a spirited defense of the agencys interrogation tactics. Heavily criticized a scathing Senate IntelligenceCommittee Report. Hayden says lives were saved. Im joined now by fisa potle, codirector of brennan centers liberty and National Security program. Thanks for being with me. Appreciate your time. Id like to get your reaction first to general haydens statement this morning. Well i think that the Senate Report actually puts a big crimp in the statement hayden was making this morning. Because it shows, first of all, that the senate and the house were not actually briefed. And the briefings that they were given sort of minimize the severity of the takics that were being used in these black sites. And also maximized the effectiveness of them. In the sense they misrepresented the kind of information that was being given. That was being produced through torture. So to say that congress and the president , the white house and everybody else signed off on it is a little bit disingenuous. Because, sure if you dont tell them the truth and they sign off on something, is that really sign off . Yeah let me go talk a little bit about what the report says. In addition to water boarding. We had already been well documented. The report went into graphic detail about other cia graphics. Detain ooepeesforced to stand, stripped naked. Irans Supreme Leader calling the u. S. Government a symbol of tyranny. What is the world reaction or the impact of this report you think going to have on the world stage . Leaving aside the iranian leader, the United Nations has also had a very strong reaction to the report and has called for the prosecution of the people responsible for torture. And thats certainly something i think were going to be seeing more and more of across the world. Theres also the possibility that individual countries will take action. You know the crime of torture has something called universal jurisdiction, which means that any country in the world can prosecutore torture, even if it didnt take place in its territory. There may be moves by some European Countries to take the evidence in this report and use it to go forward with pros ugs cooze prosecutions. We also know the International Criminal court is looking into the black sites in afghanistan. Now, the u. S. Itself cant be prosecuted before the court because it hasnt signed on to the treaty. More browardly, its a huge embarrassment for the United States. To have all of this information out on the world stage. And really undermines our credibility as a country that promotes democracy and human rights. Which is really one of the questions i asked about, the timing of this report. I think it was also important for us to face up to the fact when countries are threatened oftentimes they act rationally in ways retrospect were wrong, and we need to acknowledge that, in part to build in place systems so that if heaven for bid, we find ourselves under the direct threats that have occurred in the past you know, that we recognize the dangers ahead of time and do better. President obama my interview with him reacting to the Senate Torture report and warning against a repeat as what happened at the cia after 9 11 as we face new threats. And the newest threat against terror was on display in washington. John kerry asking not to prevent president obama from deploying Ground Troops in the fight against isis. This is bigger than just where it is in iraq and syria. And secondly let me be crystal clear, we didnt start this. Were not about to start a third war. Bin laden started this in 9 11, 2001 2001. We heard the president say that the fight against isis will not include boots on the ground. Is there a change here . The administration sort of dancing on the head of a pin of the issue of boots on the ground. As you probably know we have over a thousand american troops that are wearing, to the best of my knowledge. Advising the iraqi troops and the forward deployment for the air strikes occurring against isis. Fortunately, they havent been directly engaged in combat. It seems to me the administration is clearly sending a signal in order to the iraqis forces that are being aligned against isis and providing greater support for what is disseminating syrian opposition, its going require more of those types of what i would call semiboots on the ground. So what can we read into this broader and longterm fight against isis . I think its what the president said jose. This war is going to go on far beyond the end of his administration. He declared at the inning of the fight hes determined to decimate and destroy isis. We know and our viewers know that this conflict is going to go on as long as the conflict the civil war in syria is breeding al qaeda wannabes isis, and the proxy war countries involved in the conflict whether its iran syria, turkey or lebanon or even israel at this point. Yeah. I know its growing and growing and senators have proposed a threeyear bill to authorize military force against isis. Does it sound Something Like that we should be supporting or should military operations not have time limits . Look if indeed isis poses the threat that our Intelligence Forces claim it does to the American People as well as to our allies in the region and if the president s red line is going to be honored, what we need is a bipartisan policy that is going to be take the conflict where its removed from politics and the American People are well aware behalf we can do and expecting our allies to do. So far i think thats been pretty murky, jose even all the time and effort that john kerry spent trying to get turkey on board has still not succeeded in letting us use the air force base we need in order to attack isis in syria. Senate republicans on the Intelligence Committee say the 500page report on cia interrogation tactics is flat wrong. It claims that the Program Never saved american lives. Former cia directors like John Mclaughlin are pushing back against assertions that the agency tried to cover one up. This program was carefully designed legally approved on four separate occasions by the Justice Department relationshiped to the committees when they were enthusiastic about it. In addition this program was briefed to the white house. We didnt hide anything here. Director mclaughlin was talking to talking to Andrea Mitchell there. Andrew andrea andrea, despite what mclaughlin says there appears to be members of the Bush Administration were kept out. Loop at times. Its unclear. What we have is a paper trail from cia memos but what they dont have con teamtemporaneous interviews we know from one memo that was released that john rizzo was told at the white house, no we dont want to have a principles meeting bringing all the other National Cabinet meetings in. If colin powell knew he would blow his stack. We know for some period of time the white house told the cia they were keeping powell out of it. Its a limited perspective here in they didnt interview the former directors who are sounding off and posting going out and doing interviews posting in the wall street journal today and talking about the fact they had a very different perspective on this. The pushback as i interviewed diane fineeinstein we couldnt because doj and eric holders teams would not give immunity or would not cooperate with the cia that leon panetta said im not going order you to participate in this because you could be prosecuted. The pushback to that is the former director saying we volunteered. We didnt werent worried about prosecution. We would have done it voluntarily. Yeah. And that investigation wrapped up some time ago. And ari, how is it democrats on the committee come to one conclusion and the republicans come to a complete opposite conclusion . Look, i think the origin of the entire inquiry was bipartisan in the early votes. Andrea and peter covered it for some time. I wouldnt say its all split and john mccains very detailed and moving speech on the floor about how this doesnt work and why it was right to release the report yesterday speaks to this a. Now the question of legal authorization is very important, jose. Because that really goes to whether or not this whole thing was right at the time and people were following good legal advice or whether there was misinformation to obtain it. Think about it real simple. If you get clearance from your lawyer to build a threestory add on to your house, and then do you go build a skyscraper you cant go back and cite your lawyers counsel or memo to say i had clearance to do this. You did something totally different. I think the nub here as andrea says theres a lot of dispute among the participates of this. But the nub is whether that clearance and those briefings and all that early information that was going back and forth between office of Legal Counsel and doj and the folks in the field doing the work and the policy makers overseeing it. Was it on the whole accurate broadly accurate about the programs or was it so deceitful to undermine that authorization they received. I think thats one of the key disputes that emerges from the report. Yeah, and peter, how does it impact the cia Going Forward . Well, you know, its been a long time since youve seen the cia raked over the coals this way. The committee in the 1970s turned out to be aive iveive pivotal moment. They had rough moments a decade ago with the 9 11 intelligence and wmd intelligence that was wrong about iraq. This is in a very fundamental and stinging attack of the cias conduct on the war of terror. Does it change things . Its a question a lot of people will ask. In some ways its been changed the president came in in 2009. He signed an order banning the techniques that are an issue. Even before he did that they wound down. There were no more use of water boarding after 2003. There were no more use of other techniques after 2007. There was a Conclusion Even under bush it was time to move away from the tactics as the struggled terrorist evolved. What is the question Going Forward . The Senate Report doesnt make any particular recommendations. Some people would like the president or Justice Department to look at the issue of prosecution or accountability. It doesnt seem to be happening. Andrea tell me about the reaction overseas both from american enemies and American Allies that may be concerned about the information having an impact on them. Well you saw the president calling the Prime Minister of toland yesterday. It was damage control. It was revealed by dana priest in her Pulitzer Prize winning reporting that we had the black site, the prisons in foreign countries. Its become a big domestic issue in poland in other countries in thailand, less so in afghanistan presumably. These countries have to answer to their own citizenry and the terrorist groups are using this. They would use anything. So i dont think to say that isis is now going to do more beheadings or al qaeda is going to plan more terror plots then they would have otherwise, more Bombing Missions i think that is a libel specious. Diane feinstein said last night she had serious concerns after john kerry called her last week to emphasize that the National Intelligence assessment, the latest warned there could be violence. They did ramp up security. They ramped up securities. 2,000 marines in the persian gulf. That said over the past eight months the administration and its intelligence agencies have done everything they could to delay watered down or postpone the release of this report and feinstein was faced with a deadline in january the republicans take over and as you pointed out, this committee is not as bipartisan and even handed as it used to be. Andrea ari, peter, thank you very much. Well have more on this as the hour goes on including a White House Press briefing expected in about 40 minutes from now. Well bring it to you live when it happens. Now more to my one on one conversation, my interview with president obama here in nashville. This is a part i asked him about the release of the torture report about what was in it and the concerns over raesing the report now. I dont think there was going to be a perfect time to release the report but my position consistently was that after having conducted this report it was important to go ahead and release it. One of the things that sets us apart from other countries is when we make mistakes we admit them. And i think that as i said in my written statement, there are a lot of folks who worked hard after 9 11 to keep us safe during a hazardous situation, a time people were unsure what was taking place. But what was also true is we took some steps that were contrary to who we are. Contrary to our values against some of the tactics that were written about us in the Intelligence Report were brutal and as i said before instituted torture in my mind. Thats not who we are. And so all though i am concerned about the potential ramifications overseas and we have taken precautionary steps to try to mitigate any additional risks, i think it was important for us to release this so that we can account for it. So people understand precisely why i banned these practices as one of the first acts i took when i came into office and hopefully make sure that we dont make those mistakes again. Former president bush called the cia interrogators patriots. His former Vice President said they should be decorated and not criticized. How would you describe these men and women . Well, look there are different individuals in the Senate Report engaging in different kinds of activities. I think overall the men and women at the cia do a really tough job and they do it really well. And that was true then and its true today, but in the aftermath of 9 11, i think in the midst of a National Trauma and uncertainty as to whether the attacks were going to repeat themselves, you know what is clear is that the cia set up something very fast without a lot of fore thought to what the ramifications might be that the lines of accountability that needed to be set up werent always in place, and that some of these techniques that were described were not only wrong but also counter productive because we know that, you know oftentimes when somebody is being subjected to these kinds of techniques theyre willing to say anything in order to alleviate the pain and the stress theyre feeling. We have better ways to do things. I think its important to not paint a broad brush about the incredible dedicated professionals in our Intelligence Community based on some actions i think were really contrary to who were, but i think it is also important for us to face up to the fact that when countries are threatened oftentimes they act rationally in ways that retrospect were wrong, and we need to acknowledge that in part to build in place systems if heaven for bid, we find ourselves under direct threats that have occurred in the thats we recognize the dangers ahead of time and do better. The report says that the president , Congress Many times, was unaware of the techniques being used or the magnitude of what was being done. Are you concerned that maybe today the cia could be doing something that youre aungunaware of of . No. Ive been explicit about how our intelligence gathering needs to conduct itself and explicitly prohibited these kinds of techniques and so anybody who was doing the kinds of things that are described in the report would not simply be keeping something from me. They would be directly violating it the orders ive issued. If you were president commander of commander chief 9 11 you see know scenario you would have agreed to you know im not going to engage in the hype theater calls. What i said in the past and what ill repeat is that nobody can fully understand what it was like to be responsible for the safety and security of the American People in the aftermath of the worst attack on our national soil. And, you know, i think that there are those who when things are tough, and dangerous, command, do something and then when things same safer may not recall the kinds of panic and fear in concern that the public as a whole had. That does not excuse all of us from recognizing our responsibility to look squarely at what happened and to make sure it doesnt happen again. And, you know, not only did i order we dont engage in these practices in the future pretty diligent about trying to make sure that we created the kinds of accountability systems inside of our intelligence agencies that allows us keep track and the National Security advisers to keep track of what were doing. Now more from my oneonone interview with president obama and his immigration extensively here on this broadcast. Why he was here in nashville yesterday making his third city stop. I asked him about the timing of his decision and what has changed over the course of many of our conversations over the years on this issue when he told me he wasnt king. There was only so much he could do. Over and over again when ive had the opportunity to chat with you, you said im not king. Im president of the United States. Still not. As i understand that. You said you didnt have the authority to expand mitigation of deportations. Removing the issue of politics aside. What legally changed . Well, you know what i think changed is that having done what we did with daca and the dream kids my argument was not that we did not have some additional authority. My argument is that i didnt have the authority to simply not deport, as youll recall oftentimes it was the demand made on me. Theres going to be continuing even after the actions i take. Some deportations, were going it deport criminals. Were going deport felonies. Were going prioritize our resources. And at the border if people come here illegally, then were going still remove them. Theres going to be a focus on people who have just gotten in. I think its important for your viewers to understand that the new executive actions we take and apply to people who have been here for five years and who have u. S. Children or children who are legal permanent residents, in that case you can register. You can be sure you wont be deported. More rodely were going to make sure families people who are working and responsible in their communities are not prioritized for deor taste ssation s deportations. Were going to make sure we enforce the laws for criminals. But what had happened was throughout the last year and a half we saw a convergence of democrat, republican independent voices saying this is the right thing to do. We got a good senate bill. All we needed was a vote on the house. I gave Speaker Boehner a year and a half to try to get that passed. I think personally he wanted to do it but he couldnt get his caucus to go along. At that point, we essentially exhausted the possibilities in this congress of getting something done. Political side legal side. Theres political side and the Authority Side. The Authority Side as i said we always knew that we could reprioritize some of our Enforcement Powers not to simply eliminate deportations. That would be something that only congress could do. But what we could do was change given the limited resources we have. Who were going after and where our resources are going. Lets talk about the future. You akctively looking to further executive actions that didnt qualify this time in the near future. You know i asked the office of Legal Counsel to give me their best ruling on how much Legal Authority i have. And we stretched as far as we could, you know, my hope is that this becomes a spurred action by congress. If not, its going to be a conversation going into the next president ial election and the next Senate Congressional elections. I think a lot of not just democrats but thoughtful republicans out there who understand that they want to be on the side of history that welcomes people who are already here who stand to make a tremendous contribution to our society and were not going to continue a process in which we hypocritely claim that these folks have no path to get legal at the same time we know that theyre working in our restaurants, working in our fields picking fruit, working in our hotels where we stay cleaning up our hotel rooms. I think the majority of americans want strong borders, but they also recognize people who have been here for awhile they deserve a chance to get out of the shadows, and be held accountable by paying taxes. Have you thought about what you would say to the hundred of thousands of people that would not have had their families separated had you acted earlier. Hundred of thousands. You know now what youre getting into is the nature of being president , which is i also think about millions of people who got sick before i got health care passed. I think about all the time the work that is left undone. But my job is not to look backwards. We have taken a step that stands to benefit 4 Million People to give them the capacity to get out of the shadows and move forward. We have a possibility of helping more people if we get a legislation passed. Lets talk about fear for a minute. The millions of People Living in the United States fear getting picked up and being deported. The fear of many people registering when there are 20 states suing the United States of america. When congressman passed a bill that would deport dreamers. How to you mitigate fear when theres a three year period and people dont see a rosie picture . Number one, they should take the example of their kids. Because if you think about the daca kids signed up. Understanding it was temporary but they proclaimed were americans. We need to be seen and heard and we want to make a contribution to this society. Theyre all signed up and i have a great deal of confidence theyll make the contributions to this society. As i was saying in the town hall earlier, we need now to register people who are qualified and, if any, they register theyre paying taxes. Their going through a criminal background check. The American People believe that if you have done things the right way, then you shouldnt be punished for it. Youre not going to see democrats or republicans who suggest that were going treat worse the people who did the right thing compared to those folks who dont register dont go through criminal background check and havent been paying their taxes. So, if anything, its more likely those who go through the process are probably going to be in a better position to take advantage of the legislation i believe will be passed. The president expressing confidence in his executive action, but does the public agree . Do the five Million Immigrants agree . Well frame the debate next. Also, take a look at this. Joining me now republican strategist mercedes shlepp. Mercedes we heard the president say he thinks the trend is going toward Immigration Reform on both sides of the aisle. Yet, we still, for example, seen like mondays meetings of mayors exclusively democrats in new york. Is the republican moving toward a different immigration stance . Well, i think that you can find a lot of republicans out there that support Immigration Reform that want Immigration Reform to move forward. But when the president decided to move forward on his own unilateral action on immigration, i mean, that pretty much broke that bond between the president and republicans. It goes back to this distrust of the president. And the fact that now the republicans dont feel they need to move forward on Immigration Reform on the president s schedule because they feel theyve been to a certain point, betrayed by the president and the only way this is going to be able to get through is if the house passes these piece by piece legislation, as we know the president supports a lot of these legislation that the republicans are pushing forward. The one area again, that weve talked about many times is that what theyre going to do for the pathway to legalization for these undocumented workers. Victoria lets go to your home state of texas. Governor elect greg abbott spearheaded a lawsuit against the president. He has another 19 states with him on this. What do you think of that argument . I think immigration has become so controversial because its become very localized. Its no longer some d. C. Issue. Something that the federal government deals with. Its come to the front lines of states such as texas. Also counties and localities. Again, that meeting that took place in new york with democratic mayors highlights this is an issue that affects peoples daytoday lives in is the reason were seeing so much debate, so much controversy with regards to immigration. The question is will this localized view of immigration and the pressing nature to deal with it seep up to the federal level . I think greg abbott even though hes suing for more restrictionist view is saying something needs to be done. We cant let it simmer and sit on our hands and not do anything with regards to immigration. The issue from now until 2016 the focus is on the president s executive order and republicans dont do anything about Immigration Reform. Then come 2016 that discussion is really a discussion more about how the democrats are doing something about Immigration Reform and the republicans arent. If this is still continues by 2016 its going to have an impact on the national race. Thats right. I mean, this is something that we know that this is a moment for congress now that were moving into Speaker Boehner said the new congress to come forth and be on the offense. Really come out and start passing even if its by piecemeal legislation get it to the president s desk. Lets see if hes going veto these pieces of legislation. You know, for the republicans, again, theyre going to Speaker Boehner has to reach to the point where he needs to make the decision whether he goes forward in including democrats and passing through some sort of bill, and getting it to the president s desk or, you know getting stuck in a situation where were at the stalemate and nothing gets done. I think its a detriment to our country. Its a detriment to our economy and its something for the republicans to get this off the table and really provide solutions they need to be on the offensive and take action. Victoria do you think thats possible before 2016 . Ah jose the optimist in me thinks there will be some movement on immigration, but i dont think were going see the big movement that we need in terms of a comprehensive legislation. Because at the end of the day theres so many moving parts when it comes to immigration. If you fix one part the other part still needs fixing and ultimately that is a question come 2016. It boils down to do the republicans want a realistic shot at the white house . Yes or no. And depending how the answer to that question is going to direct how they approach the issue of immigration. So what is it that people think about the relationship between United States and mexico as you know anna maria, naft theres a lot of aid and assistance and cooperation with mexico but it seems as though when its human rights issues thats not really on the table well, it is but part of the problem with these types of aid programs is that when you provide assistance you are providing assistance mostly in programs youre not going it see the impact in the long run. I thought of the pert innocent question should mexicos aid be curtailed based on what happens with these students . I think the aid should be curtailed if it is perceived that the Mexican Government is not taking the necessary steps not only to investigate the case but to make sure that those who are involved are punished and there is somehow a cover up. Up until now, up until now things can change. Theres a sense there hasnt been a cover up. What there has been however, and this is, you know, i think perceived around the world there was negligence there are parts of mexico where literally organized crime is controlled not only the region but the politics of the region and they can get away with burning 43 students if thats what happened, and i believe it is.
