That is when two canine units were released. He actually fought them off. He kicked them. He punched them. But ultimately, they got the better of him. Officers were able to apprehend him just moments after he jumped over the fence. Everything functioned the way it is supposed to here last night, joy. But the question remains and the problem remains that he was able to get over the fence. Of course, the unprecedented breach that happened last month when

was able to make it deep inside the white house raised serious concerns about the security here in the wake of that, secret

put up another fence outside of the white house. But that smaller fence clearly wasnt enough to dissuade the fence jumper from last night from getting over that fence. So there are going to be more questions about what more needs to be done and the

And talking to my sources at the white house, they say we continue to be on heightened alert that they are consistently on heightened alert. But clearly, it adds an extra layer of scrutiny and concern. In terms of there being any beefed up security, we are not seeing that here at the white house or around the capitol. But, again, just a general sense that everyone is on another level of alertness and awareness in the wake of what we saw yesterday. U. S. recently converted to islam and changed his name from michael hall. He had been designated a highrisk traveler and had his passport confiscated by officials. What do we know more about him other than the fact his passport was canceled by canadian authorities . Well, good afternoon, joy, authorities now believe he acted alone in a lone wolf style attack. This man who had come to the attention of authorities as a highrisk traveler. He changed his name after converting to islam. Prior to this, he had a history of petty crimes, small things in the past. We know he had recently come to the attention of authorities who were so concerned they had taken away his passport. They feared, we are told, he could commit crimes in another country. Now, hes a native of canada. His family lives here and his parents released a

which reads in part, quote, we are so sad a man lost his life. He has lost everything and leaves behind a family that must feel nothing but pain and sorrow. We send our deepest condolences to them, although words seem pretty useless. I am mad at our son, i dont understand, and part of me wants to hate him at this time. Are they visiting online websites of radical forces in the region . Have they expressed their intent to join a radical group in the region whether on their social networking accounts, whether through other means i think the question here is will canada up or escalate its surveillance around the country focusing on those names but also focusing on who might be connected to those names like sometimes the fbi does here. thats very controversial. People get very up in arms about the idea of that kind of surveillance or checking peoples associations based on what theyre tweeting and facebook and things that dont institute actual criminal intent. Could that ever work in the

. I think intelligence work is multipronged. And there are a number of ways of going about doing that. Its not just checking the social media accounts, you know, freedom of expression is at the pillar of this country and other countries. But i think you have to look at the wholistic picture in general. Not just the social media interactions, but relationship with other individuals. Have they attempted to commit acts of terrorism overseas or inhouse . We know that canada was flagged a few times with lone wolf cases including the case. And we know for a fact there are a few dozen isis fighters in the region who are canadian nationals. Some of them have already appeared in isis propaganda. Some of them have already expressed moments of celebration with these acts. And some of them already incited attacks in canada. One of them was just the day after the monday ramming of the two soldiers. And the next day, we had the shooting at the parliament. Right. Its to be seen. Yeah, because even in ordinary nonterrorismrelated crime. You have that sort of copycat phenomenon that happens. What about in the

. Obviously there are american fighters within isis, too. And i assume the same kind of propaganda directed at americans. Absolutely. There are a number of american isis fighters have already appeared in isis videos. Theyve already preached to the west generally speaking. One individual who actually issued messages of threat while veiled getting killed by the

forces. But another individual who was a chilean national, we dont know where he is. Hes one out of approximately 70 other americans who are fighting with isis in the region. Now, the question is, will these individuals attempt to return to the

about the case. An attorney for the brown family, meanwhile, calls the leaks onesided. Well, you have to look at the leaks and the content of the leaks. All the leaks seem to suggest that they are favorable to this

You are just the person to talk to about this. It is a who done it, right . Lets talk about, first, who got the autopsy . Who couldve leaked it . The suspects, the st. Louis county jury got it. You had the st. Louis county police that got it, and you got the st. Louis county
Prosecutors Office
who actually requested the autopsy. And very quickly, lisa, im going to go through some of what theyre saying about it. You have the
Police Department
saying our department did not leak any of the information. Theyre saying they didnt do it. You have a former st. Louis county police chief saying its no accident. And he says that the feds are allowing the information to coordinate leaks to the media and start getting some of the facts out to kind of let people down slowly, you know, presuming there wont be a prosecution. Then you have a former st. Louis mayor and former st. Louis police chief saying if i were sitting in government in some sort of higher place, i might say, lets strategically string this out so the public will have at least been prepared. And two more real quick. Darren wilsons attorney saying were not responsible for the leaks to the media, including those in the dispatch and the
New York Times
. And lastly, the
Justice Department
condemning the leaks altogether saying the selective release is wrong going back to the footage. Who in that group of people between the county, the police, the prosecutor, the police and the feds would have a reason to leak this kind of information . All of them. Because i think its very clear theyre trying to soften up

. And theyre afraid there will be protests. And theyre trying to change

have been begging for 76 days for information about how this young man was shot and killed in the streets. But whats happened was, theres been an aura of secrecy around everything. No police report, grand jury held in private, and then, instead, little drips and drabs of information always onesided, always in the context of whats favorable to

is the way these things have been leaked. Thats the problem of whats going on this week. We even had a forensic pathologist who did the autopsy who was pushing back on the idea. Because it wasnt just the leaks, lisa, it was the context put around them making it sound as if the autopsy confirms

story. Lets listen to what the pathologist said. We only have partial information here. We dont have the scene information. We dont have the police investigation. We dont have all the witness statements. And you cant interpret autopsy findings in a vacuum. You need to take them in the context of the scene investigation. And doesnt that context include the witnesses who have already come forward and said that

, i mean, that mike brown had his hands up . Yeah. Six witnesses who said he had his hands up. And she has been widely misquoted. You know whats significant to me, joy, that nobodys talking about when theyre talking about

statement, nowhere does he say he was in fear for his life or in fear for the lives of others. And thats the only legal justification for shooting. Instead, he talks about the gun going off past tense. He doesnt say i shot the gun. We know that

was shot shot mike brown at close range in his hand. That is consistent with a number of different possibilities. Its consistent with mike brown reaching for the gun. Its consistent with a scuffle in the car. Its consistent with the gun just going off accidentally when it was in

hand. The autopsy alone should not lead anybody to jump to any conclusions, especially about mike brown allegedly reaching for the gun. Only fingerprints on the gun would show that mike brown reached for that gun. Yeah. And, of course, when the family got dr. Michael bodden that the family ordered, he did not have access to the clothing. So he wasnt able to do the full examination that he wouldve done that would determine how close of a range they were, right . This is incomplete information but its always exculpatory. Thats right. Go ahead. Is this something youve seen in previous criminal cases . I have never seen a case go down the way this one has with a complete lack of transparency. And the government over and over again leaking information thats completely onesided. That only helps the

here. Its only because of the media because of brave citizens coming forward and talking on camera that we even know that there are six witnesses who say this young man was shot with his hands up. And i also want to point out that a number of shots missed mike brown. We know that. Between four and six shots missed him entirely. So he still could have been shot at while he was running away or while his hands were up. And some of those shots simply missed. Yeah. This is the reason i think so many people want to see a very public, you know, case play out rather than all these leaks. Thats how it should have gone down, yes. Thank you so much for being here. while helping families manage their finances and avoid getting into more debt than they can handle. I sat down with dr. George t. French, president of
Miles College
in fairfield, alabama, to talk about his role in the negotiations with the department of education, which resulted in the new rules. That will make an estimated 370,000 students, including many seeking to attend historically black colleges newly eligible for direct plus loans. And what it could mean for young people from families who arent well off and aspire to get a

were on a committee called the negotiated
Rule Making Committee
and you worked with the secretary of education to make college more affordable. Tell me what the committee did and how will that change things for students and parents . Yes, joy, that was a negotiated rulemaking committee. There were two president s as you say myself and president david swinton. And we looked at the rules that were changed in 2011. Which effectively adversely affected 400,000
College Students
at black and white institutions. About 30,000 of those at hbcus. Nationwide, when you look at 400,000 students affected, hbcus alone lost 150 million in financial aid. So what we did is we negotiated with the secretary and, of course, i have to say that i think these were unintended consequences. I think the administration had the right motives, but they were unintended consequences. And people critical of the way these are called parent plus loans. Basically, these are offered to lowerincome families, families who may not be able to qualify for a toptier loan. It essentially made the government a predatory lender, you could have broader credit criteria to get the loans and it encouraged families who couldnt afford to pay them back to take out more money than they could afford to pay. Do these new rules address those concerns . Well, they address the concern, joy, because actually, there was a paternalistic attitude in place saying these parents are not going to be able to pay these loans back, but that was not an empirically based. The loans were not being paid back, not large default levels within that community. That attitude had to stop. With our new rules now, our students will have more opportunities because the parents, we put in place a range where basically the federal government would look over these overdue debts they have to the extent of 2,000. And then the lookback period was reduced from five years to two years. You had a lot of people hit hard by the great recession. And now essentially their kids are applying saying, no, youre not credit worthy to get it, but actually getting a
College Degree
is the way to be able to pay back because you can get a job. Thats the social mobility right there, joy. If you cut off the opportunity for social mobility, you hurt our economy and our nation. I heard it said once before, sooner or later, a disease left unchecked in the valley will make its way to the mountain top. Yeah. Thats what we were looking at here. Making sure that the access for all students is available. And still have less than 30 matriculation to college. How do we turn that around . How do we get more kids into college . Well, the president has by 2020, the goal of being the number one, of course, we know that in 1990, the
United States
had the number one proportion of
College Graduates
in the world. Today were at number 12. We have to increase access for our students through financial aid, through programs that support them academically. Tell us what that is and how itll impact colleges . Well, from the administration, of course. What theyre attempting to do is look to
Access Affordability
and outcomes. Theyre looking at outcomes such as graduation rates, retention rates, affordability to ask the question, what is the tuition . Is it affordable . And will the students be able to pay those loans back . Right. And we also look at how much the pell grant rescipients are receiving at each school. This could be another opportunity for the administration to get it right. But there may be some unintended consequences. Because if we limit access to those who can least afford to go to college, we will hurt our nation and
Higher Education
. Well, a lot of people have said essentially their criticism is these
College Score
cards disadvantage hbcus which is by their very nature taking in a lot of students who might otherwise get a chance to go to college and sort of penalizing them for the issues that brought to bear when they got into college. We educate, we educate individuals who may not have the incomes but we need these teachers and social workers. We should not be penalized because of our mission. And one of the strengths of
Higher Education
in the
United States
is that we have diverse missions within our institutions. Dont penalize the institutions that have the mission of opening our doors for everyone. Indeed, access, access, access. A great mission. with a 45. 1 lead among likely voters, at least according to the
Western Kentucky University
poll. Is that a reason in and of itself for democrats to inject that much money . I wasnt sure why they said they wouldnt spend money last week, not sure why theyre changing their minds in some ways. The polls have not really changed in this race. Mcconnell has a small lead. Hes barely, rarely gets to 50 in most of the polls. And despite the attention grimes got for not saying who she would vote for, she has not suffered in the polls at all. Still within three or four points. I think this has been a close race and continues to be a close race. Yeah, and the way it normally works out, either party, but with the democrats specifically, they get down to brass tacks. Does the fact they are spending at all in kentucky, whether they reduced it and put it back up or not mean they have a realistic chance of getting that seat . They do, they talked about not having adds on the tv. Theyll continue to invest in the ground game. If youre talking about democratic pickups, michelle nun in georgia and greg orman in kansas are probably more likely to win than grimes, but both have a lot of money. Theres no reason to stop spending money to try to help grimes if she can get close to that gap to close that a bit more. A lot of them have tons of money. Lets go to colorado. The first lady going to be in colorado for mark udall today. The republican up 4639. What are they saying about that race . Do they feel that udalls seat is in peril . They do. These are the two seats colorado and iowa probably a year ago thought they would win these races. These are purple states. The president s

are low in those two states right now. Done a good job of running an effective campaign. There hasnt been a todd aiken a richard murdoch. Most of the candidates, iowa, have run solid campaigns in these close states thats going to be up for grabs. We should note that all the polling in 2010 in colorado showed

wants to fire up africanamericans. And ferguson is so close to peoples minds. They think about it, and its an important moment, in some ways about the importance of voting. Just the breathtaking amount of spending being done here. 97 million all 37 senate races in 2010, 158. 6 million in the nine most competitive races. The dark money thats going to be spent 730 million to 1 billion, about 32 from democrats. How much is the money mattering in moving the polls in these races on the ground . Its not that much. If you look at the data. If you look the a the data, the democrats spending about 2 billion. The republicans are spending about 2 billion. There are some races like mcconnell has more money than grimes. And i think that is hurting her. That said, if you look at the overall landscape, like kay hagan has more money than tom tillis in north carolina. Overall, the parties are about at parity in terms of spending, which means the spending will not be the thing to change the electoral map. Were going to keep it in washington.
