Plus, an unlikely spot for a race that was supposed to be a sure thing for republicans and the debate that ended up being as much about harry reid as the two men actually running in kansas. Good morning from new york. Said thursday, october 9th, 2014 and this is the daily rundown. The fight against ebola and new questions about Health Officials handling the first case of ebola ever diagnosed in the United States. Thomas eric duncan died yesterday, days after being diagnosed with ebola. His fiance is calling for an investigation into why his symptoms were not picked up earlier. He arrived in the United States on september 20th and started feeling sick on the 24th. He went to the hospital on the 26th and sent home with antibiotics. Two days later he was admitted and isolated. The Dallas Church they attend held a memorial inviting extended family and health care workers. His family agreed to cremate his remains following strict protocols. Workers have to wear protective gear and wrap his body in three it layers of plastic. The centers for Disease Control are monitoring 48 people suspected of having some contact with him after he started showing symptoms. The cdc is focused on the people who had direct contact with duncan. That includes his fiance and her family who were in the apartment where he stayed. I am on pins and needles every day in dallas this week. The signs tell you this is critical and you want to get through the whole 21 days. Doctors are hoping a blood transfusion will boost them. He is getting a transfusion from the First American treated successfully. The doctor was released from the hospital in august and doctors hope the antis in his blood will kick start them. The United States will start screening passengers from ebolaaffected countries and that will start day after tomorrow. They will be the first of five airports to start saturday. Next week they will expand to dulles, ohare and newark airports. This morning, leaders of all three west african nations necessary washington, d. C. Asking the world bank for more Treatment Centers. They are asking for gear and funding is low. They said that needs to happen fast. Speed is the most important variable here. This is controllable and this was preventable. Its preventable by investing in Core Public Health services. Nbc joins us live from dallas where Health Officials are still very much on high alert. Whats happening on the ground there . Good morning, craig. The dallas mayor really put it perfectly. A community on pins and needles as they wait to see if the dozen people will develop the signs or symptoms of ebola. We are ending the critical window where most people develop symptoms to days after exposure. We are ending that window, but that doesnt mean these people are out of the woods yet. They have that 21day period before they are declared safe. They will monitor those people as well as the sheriffs deputy who was brought here out of what they discover as an abundance of caution after he fell ill with some of, but not all of the symptoms. He served a quarantine at the home and the apartment where duncan had stayed. Last night a very solemn memorial for duncan and a prayer service. His fiance and her family who are under isolation order at an undisclosed location were able to watch via video camera. His last wish was to visit with his son, something tragically that never happened. Back to you. In dallas, thank you. A new nbc news survey conducted by survey monkey found 63 of americans are not worried about being exposed to ebola. 30 percent per are worried. The survey was taken before thomas duncans death, we should note. Joining me now to separate fact from fiction are the new screenings. She is a professor of Public Health for the dallas morning news. Always good to see you and thanks for being with us. Lets start with the airport screenings that will start the day after tomorrow. Any reason to believe that this is something that is going to prevent ebola from spreading . Is this more about helping us feel good . I spoke to some Public Health experts yesterday and they said this is a feel Good Movement because so many of the public are concerned about people coming into the u. S. With ebola, the idea here is to calm down the public and make them worry less. Even if this screening does catch one or two possible ebola cases, it could be worthwhile and it adds another layer of screening. People are already screened when they are exiting. This means they are screened again before entering the u. S. To be clear, even in f this was something that was done when duncan entered the country, this would not have saved him, correct . Exactly. Thats why Public Health experts are skrept ceptical you cannot symptoms up to 21 days. This would not have caught him at customs and Border Patrol and miss many others potentially. Lets talk about nbc news and Online Survey conducted with survey monkey. People were asked if they know how ebola is passed from person to person. 10 still have no idea. They say through the air. 15 say contact with the skin. 72 said contact with fluids and 21 said they dont know. I found solace in the 72 . It seems as if education is working. No . I think it is, but its a scary disease and scary sounding. We are seeing the devastation. America is not west africa and the situation is different here, but it goes to show we cant say enough about education. We cant say enough how it is transmit and not transmitted. Lets talk about that one more time. How is it transmitted and not transmitted . If you come into contact with them, they have to be showing signs of the disease. Until they have a fever and diarrhea and vomiting, they are not infectious. Even if you do have contact with them, you have to have contact with the fluids like blood, fees ez, sali ies or the insides of the mouth or the nose. Always good to have you. Thank you. Thank you. As we mentioned, ebola afflicted countries asked the world bank and imf for more funding and more help as well. 100 marines have left for liberia from a base in spain. They are taking special aircraft to get troops and supplies to remote locations. When they arrive there will be 450 Service Members to africa and the ebola fight. The new Online Survey conducted with survey monkey found 46 of americans want the United States to be more active in fighting ebola. 27 said they are satisfied with the current commitment and at the same time, 51 say they disappear of sending u. S. Troops. The rest disapprove or are not sure. Chris murphy is calling on them to approve the president s request for a billion dollars to fight ebola. They join me from hartford. Where does that request stand right now . Right now that request is tied up in the legislative process which is unconscionable as far as im concerned woochl talking about money we are not going to need and the president is asking for that to be reprogrammed and taken from account and set aside to be spent in west africa. Concern committees are holding that money up. They have a bunch of questions and many of them legitimate. The fact is that in contrast to the lack of questions that we asked when we made a decision to get involved in the war in the middle east that will cost 10 billion a year, we team to have a different level of inspections with money that will protect the United States from a very real and very present threat of ebola. I think this week the committee released that money to get to work. Why do you think that is or what are your colleagues telling you about that is reluctant to release the money. I cant understand what the skepticism is right now. The fact is that yes, this is a big commitment to move thousands of troops into west africa. There legitimate questions about what they will be doing, but the reality is this is the kind of projection of American Power that congress should be supporting. This is where we can make a difference by standing up with Public Health infrastructure. Not only to help them, but prevent the disease from spreading throughout the continent and to the United States. This is where u. S. Military power and Public Health power can make a difference to the region into the world. 51 of folks we asked in the survey, 51 disapprove the sending troops to africa. What does that tell you . There is a general wariness about sending troops anywhere around the world. There is a legitimate concern about the United States being spread too thin. Again, we can do real good here. There will be a limited number of u. S. Personnel that are involved in direct contact with patients. Those will mostly be trained Public Health workers and they dont have facilities here. They need help constructing the Treatment Centers and screening centers. Thats where the troops can come into play. We have to do education about the difference between deploying a solder why west africa or syria or iraq. I think you will see the numbers increase. I want to ask you about the super service. Its not a new scandal, but a reawakening as it has been reported over the past 12 hours and the Washington Post especially. The white house. There allegations now that the white house did know a lot more about what happened in columbia two years ago involving prostitutes and secret Service Agents and perhaps involving a staffer as well. How concerned are you that this is going to embroil a white house that cannot use another scandal right now . What im concerned about is the reputation for the secret service. This is not a moment in which we need more bad news about the secret service. With respect to this advanced staffer, i think we have to wait until we get more information. The white house continues to say they looked into this and didnt find Improper Conduct. Others are telling a different story, but we are not 12 hours into this news story. I think they will hang back and wait for more information. Senator murphy, thank you as always. Coming up, more on the white house and damage control mode after new accusations about a 2yearold scandal that rocked the secret service. Also, escalating air strikes to drive isis out of a critical region in syria. New details on the ground. Richard engle is there with us. First a look at todays planner. The United States is stepping up bombing to drive to drive isis out. That hit the area hard, but it is tough to reach isis fighters who are already entrenched inside kobani. Isis is making gains although Central Command said kurdish fighters control most of kobani. The fact that isis got this far continues to field questions about whether the strategy is working at all. President obama stat down to talk it over wednesday, meeting with nearly 30 members of his administration. It remains a Difficult Mission as i indicated from the start. This is not something that will be solved overnight. Frustrations are growing. In turkey, protesters hit the streets for a second straight day, criticizing the government for not helping fellow kurds who are trapped in kobani. At least 19 people have been killed in clashes with police. The white house tried to push turkey off the fence. Not in the interest of that nation for this violence and instability to be emerging literally on their doorstep. The former Homeland Security director said kobani could be a game changer. Now that we degrade and destroy them, as i watch, if they take kobani and we havent put an effort in, we may have to stop to look at whether ground elements have to go into the theater. Meanwhile western allies are raising concerns about isis attacks outside the mideast. Incell yens said canadian authorities have heard would be terrorists talking about potential isis attacks against the u. S. And canadian targets inside canada including an attack on the u. S. Embassy or a random shopping mall. Back here in the United States, California Republican congressman bunk an hunter raised eyebrows when he said he learned fighters have been caught trying to get into the United States from mexico. The Homeland Security secretary said thats not true. We have no credible specific intelligence to that effect. Lets not undually create fear and anxiety by passing on fear. From turkey, richard, lets start with the latest on the ground. Good to see you. Goods to talk to you. The u. S. Increased attacks around kobani. It sits on the Turkish Border and for weeks, isis militants have been openly advancing on kobani. In the last 36 hours or so, it contacted 23 different straks against isis around the area hitting isis tanks and concentrations of fighters. A larger group of isis fighters. They are not carrying out strikes inside kobani because they are afraid of casualties and certains that they cant differentiate between the kurdish defenders of kobani and militants themselves. According to the defenders. Is sis is in control about one third and the defenders are trying to hold out. The question that many are asking, many of those who wanted more u. S. Action and hurricane katrinaish action is why now . After three weeks of building up is the u. S. Now paying a lot of attention . Was it because of the media or that the u. S. Just woke up to the problem and it is this issue that leads many to believe that the u. S. Is improvising the strategy towards isis and doesnt have a clear idea of what its doing. Quickly, can kobani be saved without any Ground Troops . If turkey or another nation perhaps dont commit Ground Troops to the fight, is it possible . It is possible. We spoke to the fighter who is think they can hold out for several more weeks. They want more supplies and they need food and heavy weapons. If the isis fly lines can be cutoff, they need food, ammunition and heavy weapons. So far they are doing that and it is possible that the defenders of kobani could recapture that third of the city that isis holds. Its not guaranteed. It will be a long fight. This is really becoming a test case for the conflict. We can see kobani and the world has been watching, but there plenty of other cities in syria that have this similar situation where isis is using the weapon that is it captured from assads army. Its using the iraqi army and using them to capture new territory. The chief correspondent from turkey. Thanks as always. St. Louis metropolitan police said an off duty officer working had in a private security job approached several men who ran from him. An 18yearold africanamerican man fired shots and the officer returned fire, killing the teen. After that shooting, a large crowd gathered to protest. The incident itself happened almost two months to the day after the Fatal Shooting of teenager Michael Brown that sparked nights of violent protests in ferguson, missouri. A vigil will take place later today to mark the two months since that incident. In a surprise move, Anthony Kennedy temporarily blocked the start of samesex marriages in idaho to review a request from the state for the court to hear an appeal on the wedding ban. The samesex couples have until 5 00 today to respond. On tuesday, the ninth Circuit Appeals Court struck down marriage bans in idaho and nevada. It appeared to marriage rights might immediately extend to 35 states. A day later, Justice Kennedy put that ruling on hold in idaho and nevada. Couples were already in line to get the marriage licenses two minutes before 8 00 when the office was supposed to open. They were told of the stay. I had no idea that it was going to be such a roller coaster. The big up and the big down that we had this morning. But we will persevere and we will win this. Later in the afternoon, kennedy clarified that the state only applied to idaho. That left nevada officials scrambling to decide whether to grant licenses for couples there to find out their status for media. From what it looks like, they will want both sides to respond. Is it frustration . A lot. It will happen eventually. Its pointless. Its done. Its over. The second they struck down doma, we knew it was a matter of time. Last night no, yesterday yes and we came here tonight and its no again. Total frustration and anxige to some extent. Pete, not a surprise these couple his whiplash. Why will the high court deny petitions monday only to grand a stay two days later . I havent the slightest idea, greg. There was no explanation in Justice Kennedys order. Here are possibilities. The most likely is regular order. Normally when appeals courts rule, they dont put their ruling into effect immediately. There is at least a week during which the parties can sort of absorb the shock and get ready to put it into effect. What they did on tuesday is a okay, you have to have marriage in idaho and nevada and the order is going into effect right now. It could simply be that Justice Kennedy wants there to be a because before it goes into effect. Thats one interpretation. What has so alarmed the lawyers who advocate samesex marriages, Justice Kennedy was thought to be the key vote. If he is getting cold feed, that makes him nervous. You did in fact have the slightest idea because you gave it to us. Its just a guess. Where does it stand right now . The proponents must respond this afternoon and i think tonight or tomorrow we will see what the other shoe drops here. Nbcs Pete Williams who always has at least a slight idea. In d. C. , the interim secret Service Director a few days into the job after it forced the former director to resign and yet another shocking revelation this morning about one of the scandals to rock the agency. The prostitution scandal went all the way to the white house. Nbc News White House cover respondent kristen welker. Good morning to you. According to the Washington Post, it was not just secret Service Agencies who solicited prostitut prostitutes, but a staffer working for the white house. The post article suggests the Obama Administration tried to cover up the fact, but this morning the white house is pushing back hard. New details from the Washington Post about the 2012 prostitution scandal in columbia that led to the ousting of ten secret Service Agents and officers. According to the post, citing documents and interviews, senior aides suggested a prostitute was an overnight guest in the hotel room of a 25yearold white house volunteer who was paid per diem. White house officials were alerted, but the information was never thoroughly investigated or acknowledged. Jay carney denied involvementment. There is no indication that any member of the team engaged in Improper Conduct or behavior. When reached by phone, he wouldnt comment, but his attorney strongly denied the allegations, calling them utterly and completely false. Overnight a spokesman said as was reported two years ago, the white house conducted an internal review that did not report inappropriate behavior, but they suggest there was an attempt to cover up the facts citing investigators who told staffers we were directed at the time to delay the report until after the 2012 election. The white house points out a Bipartisan Committee later questioned that account saying there was no corroboration. The prostitution scandal was a series of mishaps. Julia pierson resigned last week after a knifetoting intruder made it deep inside the white house. Three staffer who is raised questions about a white house role said they were put on administrative leave, but Officials Say that is not the reason they were placed on leave. Craig . Jfk airport in new york will screen saturday and the screening will expand to the major airports in atlanta, chicago, and newark as well as dulles outside of washington, d. C. Its important to note that those five airports are the entry point for 94 of the roughly 150 travelers to the United States from those three countries that present the greatest risk. About 150 every day. Live in Dulles International airport in virginia, first of all, how exactly are the passengers going to be screened . Well, craig, its quite a process and its that is unprecedented in modern u. S. History because of how intrusive it is. If you are a passenger who has come from one of the countries in west africa. Guinea, sierra leon and liberia. Even if you are on a connecting flight through europe, you will be taken aside and brought to a screening area where you will have a hands free thermometer pointed at you. If you have a fever, you will be put in front of a Public Health official who will make a determination about whether or not to release you or continue on and go to a hospital or medical facility. You will be given if you come off one of the planes even if you dont have a fever, a questionnaire to determine whether or not you are exposed to ebola during your time in west africa. Youy you will be asked questions about if you feel the effects of the disease in 21 days. They take your contact information. Its intrusive to see in the United States. Luke russert, thank you, sir. Nbc news. Coms Senior Health writer maggie fox met with the head of the department of health and human services. What did you learn and find out . Secretary Sylvia Matthews burr well a few questions well the screening and she describes it as an extra layer of protection. All Officials Say the most effective way to keep sick people from getting on airplanes is to stop them at the point of entry. That said, there is extra worry about ebola. They are aware of the incubation period than in a long flight from africa. It can take 15 to 20 hours to get here. Somebody could start to develop symptoms. They feel its worthwhile adding this layer of screening. That said, they kept about 77 to 80 people from getting on airplanes before they even come to the u. S. And so far not a single one had ebola. They had malaria. When they prevent the folks from getting on airplanes, what then happens . Do they track them to make sure that they are not coming into contact with others or go to the hospital . Whats the step after that . When they stop them from getting on planes, they determine whats wrong with them and they found that most have malaria, a disease one person cant transmit. Thats spread by mosquitos. You didnt have symptoms when he arrived last month. Would he have passed the screening without being detained . He would have. He would have passed through. It takes about eight to days. It hits you like a brick well. You are well minute and then the next minute you think something is really very wrong with me. Until that time, you dont feel bad. During that time you are also not infectious. Even if you guilty sick later if you travel on an airplane, there is no risk of transmitted. Its transmitted only after you start to show symptoms and only through bodily fluids not through breathing on someone. The airport screenings more than anything, its a feel good measure . No, she wouldnt say that. Although i think everybody acknowledges that having Public Confidence that they are being protected and its penitentiary. Roberts is kicking off a fourday bus tour. They will be joining them later in topeka. Two new polls show the race may be tightening. Roberts in a dead heat with challenger greg orman and the poll released wednesday, a poll has roberts up by five. Orman led by ten points. All of these polls, all it may mean is very, very fluid. Reportings of debates. In the second face off, he argued that he is the answer to the washington dysfunction. A vote for Senate Majority. A vote for greg orman is a vote to hand over the future of kansas to harry reid and barack obama. I believe they are part of the problem, but senator, i think you are part of the problem too. He is not going to vote for connell and then he is not going to vote for harry reid. He gave money to harry reid and voted for him. Who will he vote for . Who will he vote for or wont he vote for . One independent will look for people who has good ideas. That is ridiculous. The senator tsuggested i vot for harry reid and i didnt go to nevada and vote in that election. The two also sparked on immigration. It has to be practical. We are not going to send home 11. 5 million people. Nor would it be advisable. He said he is not for amnesty. Then he said he was for amnesty. Thats not shooting straight. Thats not counting claims. Roberts and orman were quizzed about health care. Do you favor repeal or repair . I gave money to scott brown in massachusetts precisely because he was the vote that was supposed to prevent the Affordable Care act. I think any senator who tells you he is going to repeal the Affordable Care act is ignoring the reality that president obama will simply veto the bill. Joining me now to make sense of it all, correspondent kelly odonnell. It was a lively debate and the name brought up most frequently was a guy from nevada named harry reid. Will turning reed into a bookie man work for roberts . Its one of the arguments i heard him make over and over again. He is trying to say to kansas which voted for only republicans to go to the senate since the 1930s. If you want a chance to see the Senate Return to republican control, you have to vote for him, pat roberts. Harry reid, of course head of the democrats has become this big figure across the country in these campaigns. It is not a year when you can only attack president obama if you are a republican. They are also using harry reid. We sa you it when the house fliped from democrat to republican and when in many camd in debates like this. Theres always the case of bringing another character into the mix so roberts can get attention off him, onto his opponent, trying to link greg orman, who is independent, but in the past has been more aligned with democrats, also has some views that might line up better with republicans, and one of the things thats so compelling about the race is voters have to decide what do they know about greg orman if voting for him. Thats a real question still. Do you get the sense, you talked to both candidates, spent time talking to voters on the ground in kansas as well. Do voters feel that he is still very much undefined, orman . When talking to voters, i heard they liked the idea of the antiwashington message. I didnt hear a lot of antipat roberts as a person or the job he has done, more of a sense of people being tired of him being there and tired of what has happened in washington. That makes a real path for greg orman. At the same time, i have a number of voters that say we are not sure where he stands. That makes it interesting to watch. Kelly odonnell, thank you as always.
