Storms can speed up slow down. They can get smaller or bigger. Were preparing for at least what that forecast is suggesting, if not worse. We certainly know well have very high winds and low visibility and know well have lots of conditions that make travel unsafe. We will give you constant updates as we get information. But everything we know so far makes clear you cant underestimate this storm. This is not a typical storm. Its going to pack a real punch and we have to expect heavy accumulation in a short period of time. Its another crucial point. Some storms come in in a measured manner. This is going to come in in a sudden spurt of activity. We saw flurries this morning and that has largely dissipated. What youre going to see in a few hours is something that hits very hard and fast and people cannot be caught off guard. Best thing to do stay indoors, stay off the roads and sidewalks, this is something i want people to act on as quickly as possible. In the next hours, we want people who can get home to get home early, get home but as the evening progresses and snow intensifies it will not be an optional matter. As part of our Emergency Declaration, im ordering that 11 00 tonight our streets will only be available to emergency vehicles. All nonemergency vehicles need to be off the streets of new york city by 11 00 p. M. Tonight. Well continue that Emergency Declaration until the situation is safe. So from 11 00 p. M. On tonight, no nonemergency vehicles on the streets and that is going to be the policy until we state otherwise. We need to let Sanitation Police fire, due their jobs and this is the way well guarantee that. On the way home this evening, again, the earlier you can leave the better. If you can take mass transit that is a priority to do so. If youre driving expect tough conditions with each passing hour this evening. Go slow, take a lot of precautions precautions, even walking be careful as this storm will intensify, very quickly. If you have any evidence if you happen to take for example, for hire vehicles or have any evidence of people taking advantage of this emergency to unfairly and illegally raise the prices of their rides, it is important to call 311 and report it. Price gouging in the context of emergency is illegal. If you experience it please call 311 and the saxcy Limousine Commission will investigate right away. In addition, the regents exams scheduled for tomorrow will be canceled tomorrow and re rescheduled to a time shortly in the future. All afterschool programs this afternoon, school trips, evening Adult Education programs all canceled. The snow will continue to fall at a high rate into tomorrow. Lets get right to our team covering this massive storm. Domenica davis is in the studio and we have reporters fanned out all over the eastern sea board, looking at delays and cancellations at airports. Well get to all of that in just a moment. Lets start with domenica. Whats the latest on what we can expect and when . What we can expect is block buster snow. We havent lessened our snow totals, still looking at 2 to 3 feet in parts of boston and 1 to 2 feet in part of new york. Lesser amounts to the south. But philadelphia not out of the woods, up to a foot in philadelphia and parts of new jersey. That blizzard warning does extend from coastal new jersey all the way up to maine which basically means were going to be looking at persistent whiteout conditions for much of tonight and tomorrow. Heres a look at storm tracker. It hasnt started just yet. This is the appetizer if you will before the main course starts to arrive by early this evening. Just after the commute conditions will deteriorate here in new york city and then by about 9 00 10 00 in new england. I want to show you the future cast. As this system comes up the coast, it will rapidly intensify. With that it means the winds will pick up and snow will pick up and thats making for these blizzard conditions. By midnight and overnight, thats where well look at the heaviest snowfall. Where we have this swath of white from new haven up to boston overnight that will continue. Likely in this swath were looking at 2 to 4 inches per hour and thats why this snow totals are going to be so high over the next 48 hours. This storm does die down after lunchtime on tuesday. On the back edge of it we could see an additional one to two inches. Heres a look at the warnings we have. Blizzard warnings from coastal new jersey all the way up to bangor maine. We do have winter storm warnings now effect for parts of the northeast, philadelphia included in that all the way down to baltimore and d. C. A lot of people are affected by this and this will persist at least until tuesday afternoon. Talk to me about the wind here. Weve heard a lot being made of that being possibly the greatest threat from this. How intense are we talking here . We are looking at winds at the height of this storm that will be which will be overnight and first thing tomorrow. They could get as high as 60 to 70 Miles Per Hour along the coast. That means a lot of places especially southeastern new england, where were looking around the cape cod area plymouth massachusetts, you could have 20 foot waves. As this storm does move up the coast, it will sort of reach its culmination just south of cape cod. Thats where it will bomb out so to speak and intensifies and thats where well see the worst conditions. From providence to boston once you have that storm starts to intensify the winds pick up and that is going to create a lot of snowfall. We have a moisture with this storm. Waters are a bit warm. Its been not too bad of a winter. The temperatures are still warm a lot of moisture with this storm and we have the cold air that will be persisting. This is an all snow event and Long Duration which means very high snow totals along with the wind. Well be coming back to you quite often throughout the course of the afternoon and evening tonight. More than 5,000 flights have been canceled so far. Airports all up and down the eastern seaboard. Boston, one of those areas of course Logan Airport announcing it is going to be canceling all flights after 7 00 tonight. They are expecting somewhere between 2 and 3 feet of snow there and chris palone is there. New englanders no stranger to snow but this one causing folks to treat it a bit differently, no . Reporter thats absolutely right. Im a native and grew up not far from here. Sure, were hearty people used to weather like this. But not like this. Were used to a lot of snow but as the governor said just a short time ago, this could be a historic storm, a top five storm as he called it in terms of snowfall. But its not just the snow that people are concerned with here. They are also talking about 40 to 50mileperhour winds inland with 70mileperhour gusts out on the water front. So when you combine that with the snow thats expected to come here, theres going to be a lot of drifting and whiteout conditions. Theres going to be coastal flooding that might take place. People have already started boarding up homes along the coast lines in anticipation of what is almost Hurricane Force winds that will accompany this storm. Some evidence that people here are treating this a little differently than most other storms. On saturday we had 9 inches of snow in the mir amac valley not far north of here and it was a pretty relatively easy day. Weve seen people lining up at gas stations and clearing out Grocery Stores as they prepare to maybe be stuck inside for the next several days. Chris, well come back to you as well thousands of flights scheduled for today and tomorrow have already been canceled. Take a look at this. It is flight awares misery map. Shows the domino effect that is already starting to have on airports all over the country. Nbcs luke russert is at Reagan National in northern virginia. Luke have they started delays and cancellations there . Reporter yes, craig, your old stomping grounds of d. C. A over 120 cancellations so far and more expected as the day progresses. Dulles and bwi also facing cancellations. That number expecting to go up. If youre flying in the d. C. Area this afternoon, anywhere along the northeast corridor expect a cancellation or delay. A bit of good news though for those passengers who are international bound or coming into dulles those flights look to be okay. They are going to try to fly around this. Overalthough, craig, were seeing though you mentioned before, a lot of preventative cancellations in places like New York Laguardia jfk, newark philly. That will happen in d. C. As well. Amtrak is having the northeast corridor open ready for business but keep your eye on that as the day progresses. Bottom line if youre going to fly out of d. C. Im joined now on the phone by the mayor of danbury, connecticut, Mark Boughton. I understand city hall closing at 2 30 what are you doing to prepare . We started preparation over the weekend and have all of the crews ready to go. All of the materials that spread out on the roads ready to go. Weve been interfacing with our Police Department and Fire Department as well as our Public School system to ensure that were all on the same page in terms of what our process will be as we roll into the storm. This is new england. Were used to this is kinds of a big storm and were used to storms and have a procedure in place and will deal with it. It should be a pretty wild night over next 24 to 46 hours. I live not far from you, in west port every time we have a big storm, the biggest problem is the Power Outages because of all of the trees and winds as well. Governor malloy warning 110,000 households could end up without power. What are you urging residents to do to prepare for that . Coupled with the cold temperatures and high winds, no question thats going to be a major problem if people do lose power. Were telling people to stock up on batteries and stock up on canned goods. Understand that you could be out for a while. The Power Companies wont repair those lines when theres high winds going on. That means they may not get out there until thursday or friday to reconnect people. People should take those precautions and weve already set up a Warming Center an area where people can charge cell phones and spends the night if they want as well as get a hot shower and be able to get out of the cold. Between all of those things were working real hard on that. I will say one thing we do worry about our the shutin seniors, our super seniors, over age 80 and live alone and dont have any other family around. We have a holt sheet of those people that the Fire Department will check on throughout the storm to make sure they will okay and go pick them up and bring them wherever they need to go. Governor cuomo made plans to maybe even close Public Transportation, that the streets of new york, mayor de blasio saying the streets of new york city would be closed to nonessential vehicles after 11 00. Changing Public Transportation a huge deal here in manhattan. This was the governor explaining that decision a short time ago. Mother nature decided once again to visit us in an extreme way. And youve heard the predictions and National Weather service and our own information has confirmed that this is going to be a blizzard. It is a serious blizzard. It should not be taken lightly. Jane timm is in new york city this afternoon. Jane, first of all, other than sandy, has the city had this kind of response to a weather event here of late . Reporter you know we have but its been a really long time. The last time we had a storm of this extremity, it was 2006, they got almost 27 inches of snow. The time before that with anywhere close was 1947. So these are pretty rare and far and few between. As we see, we have plow trucks coming out and salting trucks being refilled. They were here early get ag huge load of salt. They are getting more. They are off to my side. The conditions are getting worse out here. Snow is starting to come down a little bit were seeing a little bit more wind and visibility off to jerryicy is getting worse and the city is working out to get out in force for this. Since youve been out there over the last few hours, have you started to see folks heed the warning from new york city mayor bill de blasio if you can get home get home. Have you seen folks making for subways and metro north . Reporter you know i havent seen it yet. The cars are slowing down a little bit with the visibility and heavier snowfall but weve seen runners coming past us tight and bundled up but getting their jogs in. I think it will be a little while until people really head home. But i think as conditions get worse people are going to cut that jog a little short. All right, jane timm for us and andrew cuomo saying they are looking at possibly shutting down the new york subway system at some point this evening and also possibly shutting down metro north and Long Island Railroad as well. Thank you so much. Lets go back to connecticut with travelers hustling hard to rearrange their schedules. What are residents going to do who are at home . Im joined now by the mayor. How are you coordinating with state officials ahead of the blizzard . We started 24 hours ago and well be in contact with the state officials, our government instituted a travel ban effective 9 00 p. M. This evening. We have issued a parking ban effective 3 00 p. M. This afternoon. School is already out, it was out at noon. Weve worked with the private sector and have about 60,000 employees that commute into the city to support our insurance and financial industry. So were coordinated a staggered release so we dont get into a traffic grid situation. Weve been here before and done this a couple of times. Weve just been making sure that our dpw crews are organized. Weve learned from previous storms so weve doubled the number of plows out there during the storm. Weve also coordinated our shelter as other services we need in place for a blizzard such as this one. How does the city of hartford plan to stay ahead of the snowfall . Its a moving target but looks like your city could see between 2 and 3 feet. How do you stay in front of that to avoid a buildup or can you . Is that even possible . Sometimeses not possible when you have snow falling at 4 inches per minute and whiteout conditions youre really endangering the life and property to have plows attempting to even plow. Were hoping that we dont get that sort of circumstance but if we do get that type of pouring of snow at that rate of speed, 4 inches per hour, you have whiteout can besonditions and you have to stay put. However, having said that we always do our best even in whiteout conditions to keep the a routes open and also back up any potential emergency vehicles that need to respond to an emergency. This is after 2 feet a foot and a half its a haul out operation with you have to haul out a lot of snow. Not to put you on the spot here but to put you on the spot here Power Outages are undoubtedly going to be widespread there in hartford as well as lots of other cities in the northeast. Is there anything you can say to folks who are going to lose power in terms of how long they can expect their lights to be out or is that not a game you want to play . You know we have to prepare for it. A lot of infrastructure is underground. In the last couple of storms we fared out pretty well in terms of not having the number of Power Outages that were experienced in other parts of the state. We had a migration of people into the suburbs coming into hotels and restaurants because they were without power. Of course, we have representatives from Northeast Utilities that are at our Emergency Command Centers and were ready to acty vat any Warming Centers and any shelters that might be required in the event we have significant power loss. Get those people into our shelters and provide some temporary relief and work with the state should the emergency be expanded to a regional coordinated effort. So far gas there, gas stations doing okay Grocery Stores doing okay in terms of supplies . A lot of activity. Were encouraging people over the next couple of hours to make sure they finalize any purchases and preparations especially stock up on food and medicines. We ask residents to look out for their neighbors, especially elderly neighbors and bring pets indoors and charge cell phones and laptops and just keep them powered up in case of an emergency. New Jersey Governor Chris Christie there talking earlier as we continue to track this monster blizzard set so smash the east coast with up to 3 feet of snow in some places a state of emergency has been declared in new jersey a state of emergency has been declared in new york as well. Heres what we know right now. The new york city area under a 35hour blizzard warning that started just a half hour ago. The big apple could obliterate its 1day snowfall record 26. 9 inches. Its from february of 2006, mayor bill de blasio said this could be the biggest snowstorm in the history of new york city. But new york isnt the least of it. This blizzard warning covers a 250 mile swath of the northeast. The National Weather service estimating at this point that 29 Million People will being affected. More than 5,000 flights scheduled for monday or tuesday have been canceled so far. There have been lots more delays to speak of as well. This is what the time line looks like right now. All of this could change but this is what it looks like right now, its up to 4 inches of light snow will fall. The blizzard starts tonight with a rapid drop in air pressure that blizzard expected to peak tomorrow with snow rates of 3 inches per hour. Wind gusts likely going to be a big part of this story. Wind gusts of somewhere between 50 and 75 Miles Per Hour. Tomorrow niptght the blizzard will still be going strong and by wednesday morning the snow should be over for most of new england. Travel woes continue to be a major part of the story. Got a note from amtrak saying that it is going to be operating on a modified schedule for the remainder of monday, acela operating between washington but passengers should expect fewer trains to be running. Amtrak on a modified schedule. Domenica davis continues to track all of this. Have any of the snowfall totals changed dramatically . No what were forecasting is on track with this storm. This is going to be a big one and main part will be from new york up to new england where were looking at a foot to 3 feet. Southern new england will get hammered with this storm up to 3 feet. This is a big storm. Norm boston over 20 inches will put it into the top ten of all time snowfalls that theyve had. So were looking at a lot of snow, in a short period of time. I want to show you future cast and Start Talking about when you need to expect it to be become worse. Here in new york well get in on it first. We start to get in on those blizzard like conditions which is essentially whiteout conditions that well be looking at by about 7 00 well see the worst of this storm. Heres heavy snow over us. We have it moving up from philadelphia new haven and leading edge is pushing into the boston area. Winds will pick up as well. A whole lot of moisture with this storm. The winds will pick up and visibility will be down to zero. Overnight, its the worst of this storm for new england where we have that swath of white, thats 2 to 4 inches per hour that well be looking at. And thats going to persist until 7 00 in the morning and even later until about lunchtime. This is a big storm. We havent seen even close to the beginning of it yet. It picks up at 7 00 tonight and tomorrow afternoon its out of here but a lot of time to do some significant damage craig. Well come back to you in just a bit. Mike seidel joining us now from plymouth, massachusetts, where tonights snowfall could break records there, saying a lot for plymouth massachusetts. It looks okay now or is this van teenage point misleading . Reporter its misleading this is as they say the calm before the storm. Its so cliche craig, but were looking across Plymouth Harbor and white caps and wind will come through the cut right at us and even tomorrow afternoon. We could get gusts as far as 70 miles an hour. We have a bafier island out there that protects plymouth. But at the airport, they could have serious issues with manljest doestal flooding. This could actually cut new inlets thats something you see with a Tropical Storm or hurricane not with a winter storm. Big issues for transportation in boston as of midnight tonight, mass transit will shut down through tomorrow. The airport last flight out at 7 00, 7 30 tonight. At that point nothing will go in and out of logan until wednesday afternoon. The airport is no closed but if theres no airplanes in and out, tlsz nothing happening. Snow emergency kicks in at 6 00 tonight. Theyll start towing at 8 00. Charlie baker of massachusetts, he has put a travel ban in effect for midnight tonight for the state of massachusetts. If youre a nonessential employee other than Police Fire Rescue those types, you need to stay home and stay off the roads, that way you dont get stuck and they can get the plows out as the snow winds down tomorrow evening. This is a Long Duration event. Blizzard warning for 30 hours for many hours here in massachusetts and down the coast towards new york city. Well be right here 30 hours. Reporter it gets wild and wooly. Youve been in the weather game a long time man. 30 hours, give me Historical Perspective here . When was the last time there had been a blizzard warning in effect for that length of time . Reporter i dont ever remember one that long. Ive been out in the field here over 20 years on the Weather Channel. I was in three blizzards last year, i was here in january, we were under a blizzard warning, i dont know effectively if we had a blizzard, you have to have three consecutive hours, visibility a quarter mile less and consistent gusts over 35 Miles Per Hour, thats basically a sustained whiteout more than three hours. With that said none of the blizzard warnings last year were nearly anywhere near 30 hours. The storm will slow down and we have High Pressure to the north, cold arctic air and gradient will tighten up. This is a whole different animal than on saturday. We had snow changing to rain. This is going to be one that were going to be talking about for days and weeks to come. And we talked about it at the Weather Channel this morning, more impacts than a lot of Tropical Storms and in some places maybe even a category 1 hurricane with that kind of wind. Power outages, a big deal. Thats what they are talking about out here in plymouth. They want their power. Thats going to be an issue and star and National Grid are gear up and crews are cominging in from out of state. There could be Power Outages and long term Power Outages. This is not a summertime situation, it aint too warm and not going to get any warmer. Mike seidel thank you as always. Lets turn to another area thats getting ready for major interruptions as well. Long island. Forecasters say that this storm could dump roughly 3 feet of snow on long island. The Weather Channels Raegan Medgie is on long island. What are you seeing in terms of preparations . Reporter well ill tell you what im seeing second after i tell you what im feeling. It is cold. You can see as the wind is getting all of the snow in my face. What am i seeing . You can see this road. This is a side road from the bridgeport port in jefferson ferry terminal. This is getting all snow covered. This is just the beginning. This is not the end. Theres a state of emergency here for Port Jefferson. This village, which is a Residential Community here on long island in Suffolk County. We just spoke with the mayor and is he shes with this state of emergency were asking everybody to stay off the roadways but right now people are still on the roadways likely trying to get home. She says people are going to have to go to the Grocery Store and get what they need but most importantly when youre home stay home. And a generator if you can get your hands on one is a good idea and have flashlights with fresh batteries and dont forget about the fire extinguisher if you are using candles as your plan b. For Power Outages. And recommending a battery backup, get a handcranked or Battery Powered radio and have your cell phone charged and a backup battery and see about access to a land line if you dont have one in your house. And heavy winds could take down phone lines and cell towers as well. Planning for travel another issue entirely. First of all what does that mean . Well, the state of emergency in itself doesnt mean an awful lot. It emphasizes from the Governors Office this is a particularly important event and gives the governor some leeway in taking some actions. But what it does in this case it opens up the possibility of him declaring a travel ban across the commonwealth from midnight tonight for at least 24 hours to close down Public Transportation from midnight tonight for 24 hours. Also closing state offices tomorrow. So it enables him to take some steps but that in itself doesnt mean an awful lot. Do we know at what point the governor might decide to take those steps . He already is. At noontime once he announced the state of emergency, he announced those as well as activating National Guard. We have 500 guard soldiers positioned across the commonwealth to assist local communities. Lets talk about Power Outages because that is a concern for folks ahead of the storm. What is being done to try to mitigate not the Power Outages but in terms of the speed at which you can get the power turned back on for folks who will lose it . When we activate the state of Emergency Operations center here, we bring in representatives from the various utilities, they are joined hand in hand from the folks from the National Guard and state department of transportation who have chainsaw crews and they team up to have access to the things that are down. And i know the utilities have brought in a number of crews from across the country over the last couple of days. Weve prepositioned them around the state, particularly the southeast part of the state where we expect to get heavier, wetter snow and therefore potentially a larger chub of trees down and debris and fallen wires. It has been throughout the course of the morning to tell you the truth, given the gravity of the storm that is coming in. It has picked up the lines but people are very organized and very orderly in terms of getting up to the jet blue counter here in terminal c. To get their tickets and get out of town. These are the lucky ones getting out ahead of the storm here in logan. Now here in massachusetts they talked about what will happen here over the course of the next couple of days. You said 7 00 the last flight will leave logan, headed to ports unknown but all of the other airplanes will be taken out of here and they will not be kept here during the duration of the storm and taken to other parts of the country so they are not stuck here when the storm rolls in. They are hoping however, to get everything back up and running by wednesday but that might be hopeful, craig, depending upon the outcome of the storm and the magnitude of it. A live look there at 1600 pennsylvania in d. C. Folks there will experience a relatively light dusting of snow comparatively speaking. Flight delays and cancellations have already happened in and around d. C. Philadelphia on track to get somewhere between 812 inches. New york city expecting at least at least a foot and a half. There are some models as i understand it, that have the snowfall here in the big apple a lot higher than that. The worst is going to be felt farther up the coast with cities like boston preparing for up to two feet. For the very latest on where the storm is right now and where it is headed and lets get right to our meteorologist. Down to the south, it is a cutoff. So Washington Middle School baltimore, we are not looking at this to be a blockbuster storm. Maybe up to a foot in philadelphia but it cuts off sharply. This is something we have to wait and watch.
