A team of correspondents and analysts are following the very latest right now. Despite the cdc warnings, millions of people did take to the roads and to the air, traveling this week for the thanksgiving holiday. The reality is that many of those same people wont quarantine when they get home, raising fears that gatherings with family and friends could actually end up being superspreader events. Msnbcs cory kaufman is live in wisconsin, one of the hotspots. There is concern covid cases will spike even after this weekend is all done with. Reporter yeah, thats the big concern right now is that in addition to the fact that everybody has been gathering for the holidays, like it was during the summer, this wintertime could actually make it worse, because everybody will be gathering indoors and continuing going out on those holiday parties. This is really the unofficial start to the Holiday Season now. And its estimated that only 10 of travelers did not travel this year, compared to last year. It was just down 10 . Its not really a lot when you compare the fact that this is a pandemic year. So as you mentioned, travel is a big concern. Now, when it comes to the state of wisconsin here, they are now in a fiveday downward trend, which is a bit of good news, but Officials Say its just too soon to tell if thats going to stick, because it could be a lag in testing from the holiday. In addition, this state remains the sixth highest per capita when it comes to covid cases. They have some 300,000 cases in the state right now. Milwaukee, where were at, 66,000 cases. And here in milwaukee, its especially concerning because deaths doubled in the last week. Now, were here at the freighter hospital here in milwaukee. They have 167 covidpositive patients right now. We talked to frontline workers and are hearing a lot from them when it comes to what theyre seeing right now at this stage of the virus, when respiratory therapists had a video diary, and she explains how much risk shes taking with the virus right now. Listen in. There is not a doubt in my head, like every room that i go in, i doublecheck and triplechecking myself, saying you know, do i got this on, do i got my hat on correctly, is my hair covered, my gloves on, you know, making sure ive got on an extra pair of gloves, my clothes that im wearing. Its always a fear factor. But i think at the end of the day, its kind of the job you signed up for. Reporter all right, so, there is a massive risk and there is a shortage right now for frontline workers. Theyre bringing them in from across the state and across the country, guys. And another population thats being really hard hit, especially hard hit here in the state of wisconsin, the elderly in Nursing Homes there were 300 reported deaths due to covid. That is up. That was in one fourweek period. That is up ten times the amount from the month before. So you can see that these numbers are just massively exploding with this winter wave were experiencing right now, guys. And i assume we did nothing this past week, whether its in milwaukee or other parts of the country, to help that situation with the thanksgiving gatherings. On thursday, answering reporter questions for the First Time Since the election, the president said he would leave, e if the electoral votes came through for joe biden, but yesterday he seemed to backtrack, tweeting biden can only enter the white house as president if he can prove that his ridiculous 80 million votes were not fraudulently or illegally obtained. We should mention, theres no requirement for biden to prove his votes were legally obtained in order to take office. Joining us now from washington is nbcs carol lee. Carol, ive been watching all weekend. Youve been working through the holiday to bring us the latest information. Weve only got 53 days left until inauguration. What should we expect moving forward from the president and what do you make of those contradicting statements, the ones he makes in person and then the ones he makes online . Reporter yeah, good morning. Well, look, this is the president , mixed messages once again. He was asked multiple times whether or not he would concede, and in his q a with reporters for about 25 minutes, as you noted, he said, yes, of course, certainly, i will leave the white house if the Electoral College solidifies the victory for joe biden. But at the same time, i wont concede. Take a listen. Just to be clear, if the Electoral College votes for joe biden, will you concede . Well, if they do, they made a mistake, because this election but will you was a fraud. Just so you understand, this election was a fraud. So, if the Electoral College does elect president elect joe biden, are you not going to leave this building . Just so you certainly, i will. Certainly, i will, and you know that. But i think that there will be a lot of things happening between now and the 20th. Reporter now, this was the first time that the president took questions in 23 days. So, the reporters have not been able to ask the president anything about the election or any other issue that has come up. Last time he took questions, he was at his Campaign Headquarters in virginia on election day, so before even any of the votes had been tallied. And it got pretty testy. Take a listen to that. Reporter now, that was an exchange with reuters jeff mason, whos hardly one of the firebreathing reporters in the White House Press corps, but the president , obviously, didnt like the questions. He also was asked whether or not he would attend joe bidens inauguration, which is customary for an outgoing president to ascend his successors inauguration. He said he knows the answer to that but he didnt want to tell us, so little tease there. And he was asked if he was going to run again in 2024, and he said, its just too soon to say, that theres a lot more to go in this election. And as for that, guys, that decision by the pennsylvania court, the appeals court, really brushing back this lawsuit that the Trump Campaign had brought is getting some reaction from the Trump Campaign. Theyre saying that this is something that shows that the courts are biased against the president and that they plan to take this all the way to the Supreme Court. Now, its not clear that the Supreme Court would actually take that case, but the Biden Campaign is pushing back and saying, this election is over, that president elect biden won 306 electoral votes, and its time to move on, guys. What do you make of the president s behavior . How does the Republican Party move forward from this . You know, i think its very difficult. And right now, its even more difficult because weve got the Georgia Special election runoff, and weve also got, you know, President Trump looming, is he going to leave the white house . So, i think it puts republicans in a very difficult position. I really think that we need to focus all hands on deck on a very important runoff in the state of georgia, but we cant help that the airwaves are flooded with President Trump, whos a republican, talking about how unfair the election is and wanting to pursue voter fraud, which he has every right to do. Im not saying that thats nothing. But right now, i think a lot of republicans would like that to go by the wayside while we really focus on georgia. And jesse, joe biden will have his first president ial Daily Briefing on monday. How do you get a sense that this will help make sure that he is ready to go on january 20th . Well, speaking just purely as a citizen, its a relief just to know that the process is in process. The transfer of government between two men. And honestly, two men who, you know, both in their own rights won elections for the presidency. Just to know that its happening puts me at ease. So, knowing that hes receiving briefings, watching the cabinet come together, watching white house staff come together, and also, honestly, just seeing some news cycles that dont involve the president of the United States, even the president elect, just seeing things kind of calm down a little bit in the country, im taking some breaths of fresh air, no question about it. Jesse, i dont know what news youve been following. Im seeing him still in the news cycle every hour. But i take your point. I want to play for both of you some very contrasting messages that were hearing, thanksgiving messages, from both the incumbent president and the president elect. Lets listen. Our nation is doing very well. We fought a nearly yearlong battle with a virus that has devastated this nation. Dont talk to me that way. Im sorry, sir youre just a lightweight. President trumps thanksgiving message didnt really touch on the pain right now that americans have been going through. Well, and you showed a really nice contrast, because i will tell you that joe biden i think a lot of people voted for joe biden because they wanted both civility and they wanted humility back in that very powerful position. And i feel like right now youre witnessing what its going to look like to have a little bit more, lets just say poise and formality back in that respected position. Donald trump, in all fairness, is not a politician, and he is a you know, hes a pretty crass businessperson that has a style. If you look on the history of how he has even conducted himself in interviews before he was, you know, ever even considering a run for president , he had this same style of kind of belittling anyone that would be either interviewing him or asking him a question on air, really belittling him, if he did not like the question or he felt it wasnt respectful. So, this style, these two styles, when you put them up, are just night and day. You can really see the contrast. Jesse, well give you the final word. Any last thoughts . Good morning, and thank you for having me on. I think we are still waiting for more data to come from the astrazeneca process. And it is a little bit concerning that we have some discrepancy data, but as we have more data coming from the company, well have a better understanding of what actually happened, which will be important to know, and then how this vaccine can be used, because it is an important vaccine that can be rolled out globally at a lower cost and higher numbers very quickly. I mean, this is the tough part, right . Because everybody is so eager for this vaccine news, but so many scientists and doctors have always said, we need to see the peerreviewed data that they release, not necessarily the press releases that the companies, themselves, deliver. But this astrazeneca vaccine was supposed to be the much cheaper option, less expensive than a cup of coffee. With that, 90 efficacy. How big of a setback do you think this is with public trust, which already is an uphill battle . Well, again, as you mentioned, we are all waiting for the peerreviewed data, and thats what the public should trust in, the peerreviewed data and the fda analysis. There are career scientists at the fda that will make sure any vaccine thats available in the United States is not only safe, but effective, so worth the jab. So, i think we should wait until the fda has their time to review and then follow their recommendations. And wellrespected vaccine expert dr. Peter hotez says once any Covid Vaccine is available, he says, quote, dont overthink this, dont wait, get what vaccine you can. But i hear a lot of people say when i ask them, do you think youre going to take the vaccine, they say, it depends on which one, right . I want to read about each one. I want to find out which one i have access to and which one i prefer. But do you agree with dr. Hotez, that whichever one is available, just go ahead and take that . I absolutely agree with dr. Hotez, my distinguished colleague. I think if any vaccine is approved by the fda, that we should have faith in those vaccines. I think its always good for the public to read and speak with their Health Care Providers to what vaccine and what medications they receive, but i strongly believe that the moderna vaccine, the pfizer vaccine, and i believe several others will be coming that will be safe and effective. So, theres a lot of hope. And again, i agree with dr. Hotez, dont overthink it. If the vaccines approved and you qualify, please get the vaccine. Yeah, we know that those wheels are already in motion. And cdc advisers are set to vote tuesday on this Vaccine Distribution and who should get what first. So, who do you think should be a priority and what kind of timeline do you expect . So, the cdc and the acip committee have spent a lot of time meeting over the last several weeks to prioritize. Right now, phase 1a will Prioritize Health care workers and potentially residents of longterm care facilities. I think thats a very good idea. Our frontline Health Care Workers, and particularly those with comorbidities, underlying medical problems, or come from communities that are grossly affected by the pandemic, theyre going to be high priority. And weve seen outbreaks in our longterm care facilities. So, it will be really important that those Health Care Workers and those residents get vaccinated. Then i think the next stage is going to be important as well, our essential workers. Our frontline first responders, our correctional officers, and then people working in the food industry, to make sure that our economy can continue to move and all the services needed to our society continue to move forward. Yeah, such a good point, those essential workers. Yes, frontline workers, first priority, but those essential workers, too, who are risking their lives every day as well to keep things moving. Org the white house will finally allow president elect joe biden to have access to the president ial Daily Briefing, which includes sensitive intelligence information on National Security issues. But even after he leaves office, President Trump will still be entitled to classified briefings. Its a common privilege given to expresident s. And now some Intelligence Experts are questioning if that tradition should even continue with this guy. Nbcs ken dilanian explains. Reporter theres a long tradition of former president s being afforded the courtesy of Intelligence Briefings, sometimes before they travel overseas and sometimes when the current president wants to consult them on a particular National Security matter. Current and former u. S. Intelligence officials are telling nbc news that they dont believe that joe biden should grant that courtesy to donald trump. They say that trump is a Security Risk and that what he already knows about americas secrets is bad enough and that the Biden Administration shouldnt grant him access to any further classified information. And theyre really making two arguments. One, they say that weve never had a former president who has the kind of International Business entanglements that donald trump has. You know, the Trump Organization does business or has pending deals in russia and china, two adversary nations that badly would like to know american National Security secrets, and we know from the New York Times reporting that trump has some 400 million in debts that hes personally guaranteed, much of which is controlled by foreign banks. So, somebody like that normally would not even be granted a topsecret security clearance. That would rule him out. But of course, president s dont get clearances. They just are handed the keys to the classified kingdom when theyre elected. When they leave office, though, its entirely up to the current president whether they get any further classified information. And so, it will be up to joe biden in this case. The other issue, of course, for donald trump, is that he has a history of being careless and cavalier with classified information. So even if you believe that he would not sell secrets or intentionally provide secrets to russia or china or some other government, he has a history of just being indiscreet. For example, he disclosed highly sensitive terrorism intelligence to the Russian Foreign minister and the Russian Ambassador in the oval office back in 2017. And just this year, he told the Journalist Bob Woodward about a secret Nuclear Capability that had never been disclosed that the Defense Department later confirmed and said they were shocked that donald trump talked about it. So, intelligence officials are really worried about giving donald trump any further access to classified information, and theyre calling for biden to deny him these briefings. Its not even clear that trump will want the briefings, because he didnt pay much attention to his Intelligence Briefings while he was president , didnt have a lot of love for the cia. So, this may go quietly away. But if it doesnt, if trump demands briefings, then President Biden would have a tough decision to make. Back to you. Our thanks to ken dilanian there on that reporting. And that last part is the important thing, because during the course of his presidency, outgoing President Trump has not really even read or had those Intelligence Briefings. So, why would he find it more important after he leaves office . Yeah, the question is would he even want those . Exactly. Well, in the meantime, former u. S. Attorney greg brauer is also a former assistant director for the office of Congressional Affairs at the fbi. Greg, thank you for being here. If trump does demand access to intel briefings, some officials dont believe that biden should actually allow that. Do you agree . Well, good morning. I think at a minimum, the Biden Administration should probably do a review of whether it makes sense to grant such briefings. As ken dilanian pointed out, this is a tradition, its a custom. Its not something that the administration is required to do. And generally, when it comes to classified information, even when someone does have a clearance, a security clearance, theres a needtoknow requirement before that person is really entitled to review the intelligence information in question. And so, its hard to imagine in this case a former President Trump would really have a need to know. Its hard to imagine a Biden Administration wanting to consult with the former president in a way that would require him to have access to classified information. And its also difficult, in my opinion, to imagine a Biden Administration that would like to or would want to enlist the former president in any sort of Foreign Relations efforts on its behalf. And so, you put that all together, along with the fact, as was mentioned, that its likely that President Trump would not be interested, and i think it at least merits a review by the new administration, in terms of whether it really does make sense for this individual, soon ta to be former president to have access to highly classified information. Earlier this week, President Trump pardoned former National Security adviser michael flynn. Flynn twice pleaded guilty to lying to the fbi about conversations he had with russias ambassador. Who do you think could be next on the pardon list . Boy, thats hard to imagine. The president has clearly shown a pattern, both, in some cases, traditional pardons, that is, issuing grants of clemency to those who have shown contrition for their crimes, have shown a pattern and a history of giving back to society in a way that might justify a pardon. But hes also, obviously, shown a pattern of granting clemency to political cronies and allies, and thats the way the flynn pardon, i think, should be described. So, were going to see more of that. And by the way, on the flynn pardon, what has sort of been lost, i think, in much of the coverage, is that the statement put out by the white house is simply full of misstatements of fact. This was not a partisan prosecution. Flynn was prosecuted by trumps own department of justice. He admitted to his crimes. And then, of course, changed his mind about that. And so, this is the most political of pardons in my opinion, and were likely to see more of those in the closing days of the administration. And will those include one for President Trump himself . Could he do that . Well, its unclear. I think most of the scholarship on that issue includes that a president cannot pardon himself. But thats not to say that this president wont try in some fashion or wont seek one in some way, but its hard to imagine a scenario some folks opined that maybe he steps down temporarily, allowing Vice President pence to temporarily become president and grant the pardon. That would probably be prove to be quite a difficult task if republicans maintain a majority in the gop. But biden can get a lot done i think on the international stage. Weve already seen that he is going to heavily prioritize Foreign Policy. Thats partly why he introduced his Foreign Policy and National Security team first. So he will be able to rejoin the World Health Organization for example. He will be able to move to rejoin the Paris Climate Accord but some others might prove to be more complicated such as rejoining the Iran Nuclear Deal so no matter what, biden has his work to be cut out for him. And more cabinet picks this week, and pretty much have appeased the Democratic Party and some centrists and in fact, the l. A. Times reporting that bidens picks are a goldilocks cabinet, neither too left or too right and what do you make of his choices so far and is he trying to appease both sides of party . Absolutely. Biden is someone who really wants to push for unity. He wants to bring a sense of normalcy back to the way that the u. S. Government functions. His Foreign Policy team is full of experienced people, with long records, in the Foreign Policy community and in government and in the u. S. , and we even saw praise for his secretary of state, future secretary of state nominee tony blinken from the likes of former republican secretary of state colin powell and so biden is trying to ensure that the people he nominates gets swift nominations so he can get to work straight ahead but also he knows that he will face a lot of pressure from progressives in the Democratic Party to shift to the left so he is trying to keep everyone happy and thats going to be hard. It is definitely going to be difficult. He has a lot of work ahead of him. And depending what happens over the next 53 days with iran, that work might be quite the mountain. You have the irans Top Nuclear Scientist being assassinated overnight, and some experts suggesting that the u. S. And israel have collaborated to assassinate him, in order to make joe bidens job harder, once hes in office. Your thoughts . I actually spoke to a former u. S. Diplomat yesterday who floated this idea that while this assassination is consistent with trumps desire to derail the jcpao or the 2015 Iran Nuclear Deal. Joe biden has pledged to return to this deal. It could be a very difficult task for him. Because iran will probably demand more concessions from the United States in terms of economic relief. Under the trump administration, they pursued a maximum pressure campaign, really squeezing irans economy.
