Number one, by not having the mueller team release their own findings. He interpreted their findings. The easiest way to allow congress to at least get to some of the truth, if not give them everything, is to at least let the special counsel say, im speaking for myself. This is what i found. And of course the most damaging thing is the fact that the special counsel really kicked the can down the road by, instead of coming out and saying the president obstructed justice, or didnt, he said, you know what, were going to give you the facts and leave it to you to decide. That is not the way prosecutors act. And ann, quickly, how does this play out . Well, i think the next thing that happens is the Justice Department either responds or doesnt respond to this series of requests that weve now had from jerry nadler and democrats. Barr has said that he would release a version of the report to congress by the middle of this month. That is basically next week. We dont know whether hes on time or not. But this is all really now a tussle between the barr team and the white house by extension and democrats in congress. Kicking the can down the road but the road is coming next week as it would appear. Big thanks to all of you right there for going over this. In the meantime, we continue to watch the activity there in youngstown. Tim ryan, the congressman, is expected to hit the stage any moment now to declare his candidacy for the presidency. But still ahead, no vacancy. President trump sends a new message to immigrants. And there you see tim ryan hitting the stage with his wife andrea. Hes a congressman who has been there in ohio since 2013. He, of course, is adding his name to what is already a crowded democratic field. Is it r. E. M. . Im curious about the theme songs they choose. Which one is that the theme song from the old tv show. I think im dating myself there. Tim ryan, 45yearold congressman from ohio speaking, lets listen in. [ applause ] [ cheering and applause ] im tim ryan and im running for president of the United States of america. I first want to say thank you to everybody that is here today for giving me this amazing opportunity. And i want to thank you for 45 and 3 4 years im hanging on of an amazing ride and the opportunity to represent you in the United States congress. Someone liked that. Yeah. [ laughter ] its my mom. No, im kidding. You know, at the end of the day, im a kid from niles, ohio. [ applause ] and the beautiful thing about niles, ohio, or struthers, ohio, or youngstown, ohio or warren, ohio, is that you dont just get raised by your parents. You get raised by the community. And so im here because of the coaches and in niles little league, mr. Leonard who lived next door who was the head coach, kicked me in the rear end when i needed it. Kicked me in the rear end when i didnt need it. The coaches in the little league, the teachers at our lady of mt. Carmel. The teachers at kennedy high school. It was a Community Effort to raise a kid. And i believe that thats what we need to get back to in the United States of america. [ applause ] where its okay for us to say i care about you, i love you, im going to want to help you and im going to do everything in my power to help you do what you have to do. I think thats important today for us to acknowledge that. We stand here today on april 6th, 2019, a divided country. As you know. And weve been divided for a long time. And that division has prevented us from being able to be the best that we could possibly be and we could go back to the stories of black monday in youngstown, that many people in this audience remember much better than i do. And i do think of my fatherinlaw who lost his job that day or days after that, years after that. Because of what happened on black monday. And i can go back 20 years and remember my cousin donnie gura calling me on the phone saying, youre never going to believe what i had to do today. It was my last day at delphi. I had to unbolt the machine from the factory floor, i had to put it in a box, and i had to ship it to china. Or we can go back just a few weeks ago and talk about what happened at things go down. But if were not united, we are not going to be able to fix the structural problems that we have in the United States and im running for president to first and foremost try to bring this country back together. [ cheering and applause ] because a divided country is a weak country. And we have politicians and leaders in America Today that want to divide us. They want to put us in one box or the other. You cant be for business and for labor. You cant be for Border Security and immigration reform. You cant be for cities in rural america, you cant be for the north and the south. You cant be for men and women. Im tired of having to choose, i want us to come together as a country, i want us to seize the future of this country. We are a great country. And we can do it we can do it if we come together. And i just want to you know this one thing, the competition that we are in today is fierce. And we dont need a superstar and we dont need a savior. We need to come together, and we need grit and determination and the ability for us to Work Together for a better future. Not just for us, but for our kids. That is what this is all about. And i will say that i will pledge to you every time i walk downstairs and into the oval office, that you and your needs and your concerns and your worries will be my worries. Theyll be my worries. And i will work every single day, every single day to make your life better. Im going to ask you to work hard every single day, too, to make your life better. But the problem today is so many people work hard and play by the rules, and just still cant get ahead. They still cant get health care, they still cant get the job they need. They still cant move into the neighborhood or the School District that they want to be in. Thats our problem. Thats our concern together. And that is what this campaign is all about. I will tell you that when we got married and we have three kids and two dogs so you could imagine how much energy is flying through the house at any one moment, especially first thing in the morning. But a few months back, a few years back now something happened in the house where i actually got control of the tv remote. Hadnt happened in a while. We had nickelodeon on or some kind of thing. Paw patrol. And i got the remote and what do you do if you are old quarterback from around youngstown, ohio . What do you do . You flip through the tv station and trying to find some sports. So i dont find sports but i find a sports documentary. And the documentary was on jimmy val vanno. And remember jimmy v. Im half italian so this is my guy. So im watching him up there giving a speech and he said something that ill never forget. He said, god must have loved ordinary people because he made so many of us. But he said every day in so many different ways ordinary people do extraordinary things. Ordinary people do extraordinary things. And i will tell you if there is one value that i will bring to the highest office in the land, when i wake up its going to be how today can i use every ounce of power that this office has to help ordinary people do something extraordinary today in america. Thats my pledge to you. Thats my pledge to you. Why do we want to fix the Education System . So we can give an ordinary kid from a place like niles or camel or struthers to do something extraordinary. Why do we want why do we want everyone to have health care in the United States . It is a value. It is a right. It is important. Its something we should all question able to agree upon. But if your not healthy, you cannot do anything extraordinary to contribute to what we need to contribute to in the United States of america. That is why everyone deserves health care in the United States of america. And when you talk about reinvesting in communities like ours, which i have spent the last 19 years of my public life trying to do, trying to make sure that communities like ours arent forgotten. Flyover states are my states. The flyover states are your states. And the flyover states are going to start governing in the United States of america again. [ cheering and applause ] we have so much work to do. We have so much work to do. We have broken systems in our country that we failed to fix because were divided. And i want you to know that our enemies come into our social media and they intentionally try to divide us. If there is if there is an incident, and i want everyone to listen to me here, if there is an incident in america that is controversial about kneeling for the National Anthem or a School Shooting or an incident between a cop and a kid, you know who comes on to our social media . The russians. Okay. I want you to hear this. The russians. They come into our social media and they spin things to get us into these divided camps so that were fighting with each other. That is what they want. And meanwhile we cant get our economy going. Meanwhile, we cant get a Health Care System that works. Meanwhile we cant reform an old outdated government that needs reform or education or anything else because we have not come together. The most patriotic thing we could do today is to respect each other. It is to respect each other. [ applause ] to care about each other, to respect each other, to listen to each other. That maybe somebody else has something to offer that you hadnt thought of. And i want to build a government in the United States that allows us to pull democrats and independents and republicans together. I will be sitting down with the Business Community in the United States and the workers and the labor unions in the United States. We all have to get better. We all have to get better if were going to solve these big problems,we all have to. And it is going to take all of us. White, black, brown, gay, straight, north, south. Were all americans. In this great experiment in democracy. This great experiment in democracy. Each generation has the duty to grab the mantle and do something great with it. There is an old saying that politicians and president s, they dont have power. They hold power. They hold the power that the people of the United States give them. And i want to hold that power for four years. And i want to bring the experiences that ive had in this community from the schools that i went to, to the coaches that i had, to the teachers that i had, to the family that i had. And just maybe, just maybe, the person that can help heal these wounds is a working class kid from a working class family, from a working class community. That will go work his rear end off for the american people. [ cheering and applause ] let me just say in closing, to all of you, i thank you, i love you. And i dont say that gratuitously. I love you. Im not standing here im not standing here without you loving me and me loving you. And i have loved the opportunity that you have given me and i will tell you i will go to work every single day and were going to get this country squared away. Okay. Were not going to allow leaders to pit us against each other and while were fighting we cant get anything done and none of us move forward. Tell me youre going to join together with me to do that. [ applause ] and i havent made this announcement yet, but there is always a secretary that sits outside of the white house and right outside of the oval office, pretty dangerous these days. So ive already hired ray mancini to sit right outside. Were going to d. C. , ray. Bring the gloves. There is a great story there is a great story about the Champ Muhammad Ali that i wanted to end with. So somebody went to see the champ and bumped into him and he was walking down the street in kentucky. And they bumped into the champ and there was a little kid and he said, champ, i saw one of your fights. And he said, oh, thats great. No kidding. He said my dad took me to watch you fight. No kidding . Yeah, you got knocked down. Champ looked at him and said, wasnt my fight. Said, no, my dad was it was one of the great moments of my life. He took me. My dad and we went and you got nor you got knocked down third or fourth round and it wasnt my fight. Ive never been knocked down. Im either up or im getting up, okay. The mahoney valley is either up or were getting up. Northeast ohio is either up or were getting up. Ohio is either up or were getting up and the United States of america, were either up or were getting up. Help me do this. I need your help. I need your support. I need your love. I need your voice. Lets go take back the white house. [ cheering and applause ] so there you have it. The congressman from northeast ohio there. Tim ryan getting a little fired up i would say, roughly 16 minutes into his speech theyre rallying for his crowd in the rust Belt Community to back his bidding there for the white house. Hes one of some 17 candidates now by my estimate who will be running for the democratic nomination. He had sort of a a mess ooj of unity, coming together. He said we dont need a superstar. We dont need a savior. Hes in an area that the valley that he mentioned is hurting a little bit lately with the closure of some plants including General Motors. So really jobs is an issue. But he didnt necessarily hone in on that and im curious to get my panels take on all of this. We want to bring back dana milbank and ali vitale there in youngstown and also Jonathan AllenNational Political reporter for nbc news digital and melanie zinnona. And the congressman wrapping moments ago and not speaking on prompter, went off the cuff there. How was the speech received by the crowd . Reporter off the cuff here, kendis, coming from some conversations he had with his staff before, they had an idea of what directions they wanted to go in and that is what they came out. With unlike a lot of the other speeches that weve seen from 2020 candidates, laying out in somewhat more precise terms some of the issues they want to focus on, congressman tim ryan here really spoke, it seemed, from the heart about how he wanted to unite the country. You point out the line about not needing saviors. He had another follow up there where he talked about if he were to be in the oval office. He wanted to think of how he can help ordinary people do extraordinary things every day. And as i look at my notes, there was one thing that stood out to me. Ohio was a crucial state in 2016. It is a state where people look at how democrats do here and they wonder if that is replicable across the board nationwide. Tim ryan is trying to test that theory and he mentions here flyover states are my states. What hes talking about, those heartland rust belt countries that donald trump did so well in, those are the places where tim ryan is going to, if he makes it to a general election, try to take the fight to President Donald Trump and that is exactly what he laid out behind me here as he preached about unity, not wanting fear to be the Guiding Force in this country any more as it goes forward. Of course no direct mention of President Trump, but when he hear the candidates talk about a fear guiding us and division in this country, that is how most of them have alluded to the president. And so no different here from tim ryan but the crowd was with him it seemed every step of the way. He did bring a very ohio message to the stage here as he talked about what he wanted to do in this president ial race, kendis. And you got the crowd fired up later on into his speech there. Melanie, you Cover Congress for politico and hes ran several times now trying to replace House Speaker nancy pelosi and lost. How is a guy who lost within the party, there in congress, going to win the nomination for the party . He think tim ryan is looking at people like beto orourke who was a back bencher when he was in congress and caught fur during his senate run and thinking why not me. And not just beto orourke but peter butteigig from south bend, indiana and has gotten steam and rosen through the ranks and i think tim ryan is thinking he could replicate that as well and focusing on winning back that blue wall that went to trump back in 2016. And hes making a direct play for the working class voters and mentioned his family members directly impacted by the manufacturing jobs closed in the state and he mentioned his family. So hes really making a play for the working class voters. And jonathan you were watching his speech with me. What stood out to you the most. I think ali hit it on there. The most important thing was e the the message that he borrowed from jim val vanno to make it easy for ordinary people to do extraordinary things. That is an appealing message to voters. If he focuses on that and trying to do that, and build around that, it is a big thing. The other thing is you heard that Old High School and college quarterback, theyre not down seven points at half time, they have to beat the other guys by eight in the second half. So that is the key. Dana, what stood out to you. As you listen to the speech and i should point out, were keeping an eye on las vegas and the president at the big convention. What stood out to you . Well it was very short of specifics. I think the only concrete thing we know is that boom boom mancini would be serving in a tim ryan administration. Which is all for the good. It sounds like hes running for president of the Mahoning Valley and very strongly about ohio. I think hes like so many other candidates in this race, that there is no real downside to this. Hell raise his profile in the congress, in his community, if lightning strikes who knows what could happen on the outside. But on the upside it does give him a higher visibility. And there is definitely definitely room for this kind of message about the working people. We just need to hear specifically what he wants to do for the working people other than get up in the morning and work for the working people. And that was short on specifics, perhaps hell craft that message as the campaign continues. Melanie, the president s Approval Rating is down to 45 in ohio. Is ohio in play . Absolutely. It can be. And that is exactly what democrats are hoping for. Especially with signs that the economy could be slowing down. That is another thing youll see a lot of the Democratic Candidates seizing on, is the economy and the jobs. And obviously the other issue right now, on a lot of peoples minds is the border. The threats to close down the border could have a huge impact on trade, economy, jobs. So i think you could expect candidates to try to seize on that as well. That is what theyre hoping for. And in the meantime, the president is hoping to seize on the jewish vote. If we could pop up that shot to keep an eye on it, taking place in las vegas. The president is speaking to republican jewish lobbying group and just made it on to the stage about to speak. He has not slept. This is going to be the president unfiltered. Take a listen. But how will he make himself stand out in an already overcrowded field of candidates . Plus tax exemption. The president s lawyer is fighting to keep his tax returns private. And away from democrats, why the showdown over his taxes could end up in the hands of the supreme court. And cyber crime connection and stolen credit cards and hacking services, details on a black market uncovered on facebook running for nearly eight years. But we will begin with 2020 and the Democratic Candidates who are fanning out across key states, stumping on another saturday. Our road warriors are with them from iowa to ohio, as each candidate works to distinguish themselves from the growing pack. We begin in West Des Moines where beto orourke is take a cue and attending several house party. That is where Garrett Haake joins us live and Shaquille Brewster is covering the Bernie Sanders campaign near musketine. And garrett, lets start with you. I Like House Party 3 the best. But im gathering that beto is liking three, four, five and six. Hes having six house parties. Reporter the sequels will keep coming. If you talk to most of the candidates, theyll tell you these are the kind of events they prefer. Up close and personal with the voters. Not the big rally but the chance to ask questions and to take questions from voters and just have that give and take and get to know folks and it is particularly important in the early states. In iowa and New Hampshire, folks are not going to caucus for you. They are not going to vote for you until theyve had a chance to ask you a question and shake your hand and maybe meet you a couple of times. So the Orourke Campaign is doing six house parties around the des moines metro area. Never further than 30 miles from des point. Right here in the center of iowa, part of the big fourday swing. The stump is the same but the questions are different. Ill tell you there have been a lot of questions about climate change. That is very quickly emerging as a dominant issue in the democratic electorate from the events ive been watching over the last couple of weeks but especially here in iowa and questions about how the folks will deal with donald trump and beto orourke does not like to invoke trumps name but in the context of a question about the president s comments about windmills earlier this week, he did so at a house party this morning and i thought his answer was significant. Take a listen. Lets listen to one another and make sure that we understand legitimate concerns that some people have that we answer the lies that are told especially by those in the positions of pow thaer Wind Turbines cause cancer. His operational tool is fear. Make you afraid of Wind Turbines or mexican immigrants or afraid of muslims, afraid of yourself. Lets not buy into that. Were not a fearful people. Were courageous and bold and confident and so lets march steadily into the future and that means Renewable Energy and going to indiana. Reporter and i think my fellow road warriors will agree, it is striking at these events and for candidates across the country that trump answer is significant in part because no matter who the folks support when they come out to the events and they say they are just shopping and checking out the candidates, the overriding factor is they want to find out who in this field with beat donald trump. That elect ability argument is so much in the front of peoples minds. And that is the most popular candidate there the beat trump candidate, indeed. Lets head to two and a half hours away from you, garrett, to Shaquille Brewster following the sanders campaign. What is he focusing on there in musketine. Reporter hes in musketine. He a town call meeting. It was different than what weve seen from Bernie Sanders before where we know he has these big rallies and events. This event had about 200 people and people were able to press him on things like voting rights, on education, on medicare for all. We heard a lot of questions about health care here. I spoke to some people ahead of the event just to see what they were thinking about what they were focused on and they said 2016 was about gaining that excitement for Bernie Sanders. 2020 is about sealing the deal. Listen to what Bernie Sanders said when he was asked about what makes him different from the other candidates in this field . You are not going to hear me today or any time disparaging them. Because theyre good and serious people. [ applause ] and they know may i dare speak for them, i think they know what i know, the most important task we have is to make sure that donald trump is defeated. Reporter and there is a little bit of messaging in where Bernie Sanders is traveling today. He has three stops and hes going to counties all in which president obama won in 2012 did you President Trump flipped in 2016. The difference between him and the other candidates that have done similar tours through iowa like this is Bernie Sanders beat Hillary Clinton in these exact counties in 2016. So hes flexing his muscles a little bit trying to have a power move to show that he can win and can bring the voters in and talking to them directly, kendis. And Joe Scarborough said yesterday that people are sleeping on Bernie Sanders. He came this close to beating Hillary Clinton there in iowa. But clearly hes not a fan of house parties but well take his rallies. Ally you are there in youngstown, ohio, and we just heard from tim ryan minutes ago kicking off his campaign. Talk about the effort he made to try to reach out to bluecollar workers and minorities for that matter. Reporter that is something that congressman tim ryan has done throughout his terms in congress. He has deep ties to Union Community and hes in the process of gaggling with the press so im going to begin to walk further back so we can ask him. Because one of the things that we just talked about in his announcement speech is that he was kind of low on specifics for policy proposals for the country. Now weve seen that same thing similarly from beto orourke and others who have to get their Campaign Going before theyre going to begin to outline policy proposals. But one of the things that i do want to ask him about is how he plans he said health care is a right. In this election, that could mean quite a few Different Things and so i want to just kind of keep moving back as he starts to gaggle with us and we can kind of get a sense of what hes saying. Of course there are still folks Milling Around who want to get to know and shake his hand and see him but ill have our camera take you into this and get a sense of what this looks like. My Old High School coaches and my old mt. Carmel School Teachers were here and people i went to school with came in for the mass this morning so it was a special day. Were going to go have a family dinner and then were going to leave tomorrow tomorrow i do face the nation and then i go to iowa. Back to d. C. On wednesday i speak at the building traits. 3,000 members of the Building Trades on wednesday morning. And then i go up to New Hampshire for a day and a half and i do a town hall at wmur. Congressman, were live on msnbc right now. Stay right where you are. I want to talk about what you said in your speech. He said health care is a right and what does that mean to you policiwise. It means everybody should have Affordable Health care and ive been on the bill since 2007 so whatever gets us moving in that direction and we shouldnt take private insurance away from people who like it and have it but build a system that allows for everybody to have a public option. I think that is critical. And this is a crowded field. Youre in a pack of democrats right now. How do you stand out . Well, you know, were talking about the future. Im representing these communities and families that have been left out, left behind. Still arent keeping barelys challenging time differentiating himself among democrats because, listen, hes from a the middle of the country and where everybody is rushing in Democratic Politics to the liberal coats of the country. And the policies that hes pushing for simply dont play in what democrats are looking for today. Well, i want to talk about that brendan, because i think tim ryan not wellknown, he enjoys a close relationship with the black congress and they are best friends when they were in congress from miami and he has made end roads with lawmakers and im not sure how that will translate with voters across the country. And i spent time in ohio and i grew up in ohio and it is dangerous when candidates like tim ryan want to appeal to the trump voters and the independent wight swing voters, i have my doubts that they exist, it is a dangerous thing because you could appeal to them at the peril and the risk of losing hard course base democrats that have been ride or die with this party a long time. Go ahead. Tim ryan, his argument is he could talk to trump voters but there arent a lot of trump voters in a democratic primary. Interesting point there. So we believe. Shermichael, to get your take on this, because there is reporting that said trump has michigan and a pennsylvania problem. Here you have tim ryan getting in this race. Does he potentially have an ohio problem . Well, look, i think so. The reality is donald trump won the presidency, or won key electoral race by less than 100,000 votes. With the right candidate and the right infrastructure, a democrat could potentially attract shoez voters back under the democratic tent. And im not talking about the ardent trump voters that tiffany alluded to, but democrats or independents who use to vote democrat but for whatever reason voted for trump in 2016. But the Committee Chairman richard neal said this is not a political fight, lawmakers need trumps returns in order to review how the irs audit sitting president. So with me now is kevin cirilli, the chief correspondent at bloomberg and katie benner who covers the Justice Department for the New York Times and ben wittes, law analyst and editor in chief of law fair. Welcome to you all. Ben, let me start with you. Tell us about this process and how would the irs exactly go about providing congress with trumps tax returns . Well there is a specific provision of law that permits chairman of congressional committees to request specific tax returns, although to the extend that their individual tax returns they have to be only they have to be kept confidential and not discussed in open session. The president s lawyers here are making an argument that the entire that no congressional investigation could invoke these provisions without a proper legislative purpose for the investigation. That is a it is an interesting argument, it is one that will definitely tie this matter up for for a long time if the Treasury Department and the irs decide to honor it. But on its face, the Committee Chairman, mr. Neal, has the authority to request the material that hes requested. And that is the key. Whether or not the Treasury Department does honor it. And katie, Steve Mnuchin said he could do what he can to proselect the president s privacy. Does he have the power to block the democrats request for the tax reports. Absolutely. Hell turn to the Justice Department and ask their offices to render some sort of legal opinion to guide him. Now, at the current at you the Justice Department it is run by bill barr with a very broad view of the powers of the president and his ability to ken troll the executive branch so there is an argument that the Justice Department would give mr. Mnuchin an opinion not to hand over the returns setting up a court battle. It sounds like a Lengthy Court battle. The white house has been preparing for this battle for a long time. Years. For years. They knew this was coming. They knew it was coming and when you talk to sources at the Treasury Department they say, kendis, game on. They are fully prepared as katie said to have this fight play out. Not in congress, not on house ways and Means Committee chairman richard neal Oversight Committee but on the courts. And that is really where all of this is headed. Youre seeing this trickle out in legal documents now with the president s attorneys getting involved to supporters of the president and inside of the administration, they say, hey, wait a minute, bob mueller looked at everything in his finances and you had all of the pressure in the campaign and voters decided that they didnt want to do this and then ill be frank here, it is not just democrats who are pressing the administration on this. There are many, Many Republican lawmakers in office who feel that if you are going to run for the highest office, you have to be transparent about your tax returns to see the foreign dealings and how theyre involved. To which Bernie Sanders is getting heat. He said he will release his ten years of tax returns fairly shortly. But ben, let me ask you about this in the meantime because some are saying even if the democrats win this court battle and they get the tax returns, there might be a period, because of the confidential aspect, where they wont be able to reveal what theyre seeing inside. It is like the dog that is chasing after the fire truck, they get the fire truck and then dont know what to do with it. Yeah, so i think they would be so lucky as to be in that situation. Realistically if the Treasury Department and, katie is right, the Justice Department as well, decide to fight this, and i think it is reasonable to expect that they will, they can tie it up for a very long time. A court battle will take months, at a minimum, years likely. The more interesting question to me is not who will win the court battle, but is there some something that donald trump wants enough from congress that mr. Neal and nancy pelosi can say, there is no way youre getting that unless and until we are satisfied on this matter. And i think these issues are normally resolved through the push and pull of power politics between the branches, not ultimately by courts and i think this is going to be a staring contest that the real question comes down to who blinks first. And i suspect that this is a question that trump cares about a great deal for whatever reason and i suspect the president will be disinclined to blink on it.
