Not want the meeting in the first place. Our nbc news team here with their latest details and developments as well as todays big story. We start with geoff bennett. Democrats have a laundry list of things they want to tackle. A lot on that list and not a lot of time to get it done. A long list and little time to spare. You got three weeks until the current funding measure runs out. The end of the month. Leaders in both parties are going to come with a short term measure to buy them more negotiation time. The other issue we are tracking is gun control. You got the house and senate reconvening for the first time after this tragedy in texas and ohio. The House Judiciary Committee will consider three more bills this week. Back in february, those two bills of extended background checks are now sitting on Mitch Mcconnells desk. These new bills will ban high capacity magazines. The ground has shifted here. Democrats and some republicans have tried for 20 years to push new gun control measures. Whats different is you got the nra in disera. Today you got abc news and Washington Post finding the same thing. Americans, the vast majority of both parties support tougher background checks. Mitch mcconnell made clear hes not going to fors his vote on any thing that trump does not support. Whatever President Trump support hell put it on the floor for debate. The president has been briefed on a range of issues but the president has not yet signal if anything hell get behind. Today you have Chuck Schumer and nancy pelosi writing an open letter to President Trump. One of the things they write in that letter, they say in the past, republican lawmakers have pledge their royalty to gun control. Now, you have republicans saying theyll get behind whatever trump supports. Well have to see if that letter is in any way influential. Yeah, geoff bennett, live from capitol hill. Today well see you at that post. I will bring in dan kildee with us here onset. It is good to be back. Let me pick up some of the things geoff talked about of 134 democrats are open to impeachment including yourself. Speaker pelosi is not there yet. The House Judiciary Committee escalates the impeachment investigation on wednesday. Is that enough to get the democrats on this screen right here on board . Well have to see. I know it will be some serious conversations this week. There is no doubt. Many of the members who have not declared their positions have not ruled out an impeachment. The Judiciary Committee could help clarify the position of the caucus but also strengthen our ability to get at the information that many of these members think they needed in order to come to that judgment. This administration has been willing to essentially ignore subpoenas and not testify and claiming there is no legislative purpose. I think the courtroom supports our ability to get information much more. You talk about this move strengthening the positioning of the caucus on impeachment. Does it matter that Speaker Pelosi is still resistance to it . Shes allowed and made it clear that members need to make their own line. Shes clear of where she is which is shes not going there yet. This is a decision that the caucus could make. Shes the leader of our caucus. We can come to our own conclusion and well end up pursuing this. This is a potential game changer it sounds like. This could be a game changer. What we have seen the last several weeks as we have been on recess and the president has done one more outrageous thing after the next. One of the problems we face is there is this exhaustion around the president s outrageous behavior. What we cant do and this is what i ask my colleagues who do not come to a conclusion on this. What we cant do is measure the president s behavior against the public exhaustion with his behavior. We have to measure his behavior against the constitution. If impeachment is in the constitution, what is it there for . You are here, Speaker Pelosi nor Chuck Schumer are here as well. Theyll be holding an event today pushing for the president to do something on background checks. This bill has passed the house but gone nowhere in the senate. Are you hopeful that the message from Democratic Leaders to President Trump and specifically and maybe more importantly to Mitch Mcconnell is going to sink in this week after six weeks of us talking about it. Well, this is whats so frustrating about this. I dont know if the president even knows what he thinks about this subject. Hes all over the map. One day hes for background checks and the next day he thinks they are sufficient. I dont think he understands this questions or gives it the kind of thought that a serious leader would give it. Whats more frustrating than that, Mitch Mcconnell has somehow decided that the Senate Majority leader is as cabinet position and not a separately elected Constitutional Office that has its own prerogatives. If he wants to work for donald trump, go to the white house and put in an application. If he wants to work for the nra, drive up to their office and ask them for a job. As long as hes a Senate Majority leader, he has the responsibility to do what the American People are asking. Look at the data about public support for these background checks. It is only grown in the wake of these terrible tragedies. He has the responsibility to do his job and not give his authority over to a president who does not have a clear thought in his mind. I am almost autoof tiout of tim. The president calling off this secret meeting the taliban over at camp david. Whats your reaction . We have to end this war. We need to pursue at every avenue that we can. Supporting negotiations which has been ongoing and several i think productive conversations zi kn and i know they have been meeting for some time. The fact the president saw this as an opportunity to have another show rather than actually trying to get the job done is a reflection of how this president sees this responsibility. What i hope this does not mean is the path towards a resolution has been made more difficult. I am afraid the president s incompetence has made it. Can kildee, good luck to you, it will be a busy one for you. You got it. Officials tell nbc news that john bolton opposed to the idea sitting down with the taliban there. Vice president mike pence actually agreed with him but on the other side, he had the state department. Officials there arguing the meeting could end up to an agreement. Hans nichols is at the white house and we are joined by berry mccaffee. Hans, to you, we are learning the drama that went down inside his circle. The short unhappy life of the idea of a camp david summit will start on september 1st. Shortly after, he wanted to have it at camp david from the beginning though, mr. Bolton, was opposed. He was live with mike pence. This could be one of the first times of the Strong Division between mike pence and the president that he serves. Pompeo was on the other side. A lot of democrats criticized this. Amy klobachar spoke for many when she talks about the concept of having them at camp david was simply a bad idea. Hes hurting our credibility around the world. But, you dont treat this as some kind of game show when you are dealing with terrorists. We just heard something similar from congressman kildee on your show. The issue is not necessarily whether or not there will be a camp david summit. There are deep divisions in this white house on how to whine down the war on afghanistan. President bush got us into this war. The president indicated that hes willing to bring down troops to 8600. He said that most recently. Pompeo was intentionally ambiguous yesterday on whether or not theyll continue with the draw down of 14,000 troops there regardless of the peace talks. It seems that the president wants to bring it down and hes really warned of potential conflict. I am talking about how he can obliterate billions of afghans if he needs to. Are talks any way going to get on track. The president called off talks in the past and whether or not there will be an actual change in military strategy in afghanistan to try to increase pressure on the taliban. Halie. Hans, thank you very much. General mccaffee, are the talks going to get back on track after this . Well, look, halie, i think the bottom line is these anyw negotiations will never result in peace in afghanistan. The president has this signal he wants out by 2020. The taliban thinks they are winning on the ground. They got half the country under control right noi. The negotiations had basically left out the existing afghan government. So i cant imagine any outcome that does not result in intensifying the afghan war. The question is what should we do to serve our own interest. I think mr. Trump is correct trying to negotiate and the ambassador. The way we have gone about this never mind the camp david d nonsense. You think it is nonsense . Absolutely. We have to check them for bombs for gods sake before they show up. These people are a throw back for the century, they think they can take over afghanistan. We control the population, the women, stopping kids getting educated. It is not just the taliban, it is the network, it is isis and alqaida and neighbors who do not want to sea peace in afghanistan or pakistan and india, sees us as a surrogate struggle. The iranians are intensifying their efforts. Russians are up. The bottom line. It is not clear if we sit on it with 30,000 nato troops for 25 years, it wont implode. The way we are going about it, we are about to see a tragic ending to the afghan struggle. General mccaffrey, i appreciate you. Hans nichols, well see you at the white house. We want to go back to capitol hill for some developing news. You know the resolution from the House Judiciary Committee that we have been talking about escalating impeachment proceedings. Geoff bennett is back for us. Put this in perspective here what this is and perhaps it is importantly what this resolution is not. Right, so this is not halie, the house moving forward, the full house is moving forward with a formal i mpeachment against President Trump. We need to be specific about this. This is the House Judiciary Committee broadening and formalizing and putting some structure around its own investigation as they determine and hoping to do this by the end of the year whether or not to recommend article of impeachment to the full house. This language that the Judiciary Committee set to vote on on wednesday basically out lines the rules of the road. It is allows the chairman to designate full committee or subcommittee hearings and allowing the president s counsel to respond in writing to the committee. They are using and running parallel to the same procedures that the same committee used back in 1974 when Richard Nixon was president. The hope was that this will do a couple of things. One, it will clear up the confusion that it existed in the public and capitol hill about what this committee was up to and its timeline. We are hoping to ramp up their leverage. They want to get some grand jury information and they can say there is some urgency here because we have a formalized impeachment inquiry on behalf of this committee. Thats what it is set to work on wednesday and we expected to pass. Again, we are just now obtaining the language. The developing news for us, geoff, we appreciate it. President trump heading to North Carolina today, helping push the congressional candidate over a finish line in a special election there. It is that case that it is hanging over everything. This should be fertiled grou gr for republicans. It is really anybodys guesses to how it is going to go. Republicans hope the president has enough cloud to get their guy across the finish line. The Vice President are coming into the district on monday and i think hell put us over the top. Leanne caldwell has some new reporting there. You wrote the biggest hurdle may not be the scandal that sparks this whole thing. Whats the strategy inside this campaign . Reporter halie, thats right. He has such high name. Both campaigns are saying they are feeling really good in these final hours before election day. Theyre also saying it is going to come out to turn out. It thats why we are here, outside of a rally, donald trump is going to happen tonight where the republican candidate is tieing himself so closely to this president saying hell be an ally of him in congress. Thats what these supporters want. They want him to stand with the president and we spoke with one of them a few moments ago. He says hes going to support the president. If we dont have the support from elected officials to support our president , why did we elect the president . I mean we need the representatives to support his ambition. Reporter dan bishop is also tieing his democratic opponent dan mcgreedy to the national dem i democratic party. What hes doing is hes running as a moderate democrat saying hes pursuiting country over party. Mccready is hoping trumps influence here is a negative for dan bishop of suburban area of the district and voters are going to determine who wins this race. Leigh anne caldwell. Thank you. Morgan jackson, thank you very much for being on the show. Thank you for having me halie. Whats the advice you are givering to mr. Mccready right now . Hes been running for this race for 27 months. We all know that this is a race that was stolen by Republican Voters from back in november so we had to do a redo election. Dan has been consistent and staying on message. Hes a businessman and family man and a christian. Hes talking about his values and talking about how he puts the country over party. One of the big things he focus his entire came papaign on is as for healthcare. So dan has been doing a good job the last several months. Lets talk about issues that you are concerned about. Republicans are talking about him. On the other side you see dan bishop essentially running as the republican primary and hes been that way this entire election. There are those, jeb bush thinks the president campaigned for him and the president has been tweeting about this race and trying to get bishop some help for a while now. There is hope where the president support will turn out voters. Do you see thats a concern for mccready that the strategy may work here. This is a fascinating case and what it looks towards 2020. In order to try to sneak out a win in a trump plus 12 district. You have to bring the president and the Vice President. The president got to tweet about the district every couple of days the last week. It shows some weakness not only republicans in the chance of taking back control of congress but of trumps reelection here in 2020. If you got to bring in the president to bring the district, trump plus 12. Thats a problem for your party. Morgan jackson. I appreciate your perspective. Thank you very much for being on. Coming up. We are talking about the biggest challenge to a sitting president in decades. Maybe a generation as yet another trumper never gets in the mix. More states are cancelling their republican primaries now of the 2020 block, after the break. These days were all stressed. I hear you, sister. Stress can affect our minds. I call this dish, stress. Stress can also affect our bodies. So, im partnering with cigna to remind you that your emotional and physical health are more connected than you think. Go in for your annual checkup. And be open with your doctor about anything you feel. Physically, and emotionally. Body and mind. Cigna. Together, all the way. Thats better. A formal gop congressman who cant get on the primary to validate his own state. He says he thinks he got a shot for safe nomination for donald trump. Mark sandford is launching his challenge to the president at his home state in South Carolina. A state that cancelled its 2020 republican primaries because apparently it is just too expensive. Never the less, sandford is resisting. I am running because we need to have a conversation about what it means to be a republican. We lost our way of the party. Joe, you were there in the early 90s and you know we actually made improvements with regards to this issue and government spending. We saw the balance budget during that time period. That has gone by the waist side. South carolina arizona making a decision as early as today about whether to follow soon. Let me bring in antoine and our analyst rick tyler. My god, let me start with you. You know the primary race caught the attention of donald trump. Hes calling the three stooges and the other two men challenging him. Hes betting an Old School Republican as he puts. Here is what he says. I believe those people have not disappeared. I think they had not been talked to or appeal to. I dont think they disappear. If i am wrong on that. My campaign will be short lived. If i am right, i think this campaign will have legs. Is he wrong or right . His campaign will be short lived. It is what donald trump claims. Never before have the rnc and the potential campaign have merged as much as they have. The rnc and all the members of the chairman and the state, Trump Campaign gone through those states and rooted out and putting their own people in. That leads to the ability to cancel primaries which is not a new phenomenon. It is a way to keep people off the ballot. I hope and i wish Mark Sandford was right. I wish there were enough of us. People who are proimmigration and wanted fisc physical discipline and responsibilities. People who understood that when you use sixscale intelligence for weather, you may use sixscale intelligence on a north korean sub off the coast of the United States. That gets People Killed. And so hes marginalized allies and weaken the United States and hes been weak on defense. The economy is doing fine, right . Unemployment is low and a lot of things. Historically is healthy. Will it go in other direction . I think it does and you will see farmers and Small Business people and investors start to peel off. It looks like it may be happening. I try to play one on tv. Here is what i do know, it seems as if this is more of the same Voter Suppression by the Republican Party. Theyre trying to suppress vote. And number two, i think there is a hunger and thirst by some real republicans and not trump republicans to have a discussion about debt and all the things they used to care about. This president under this new Republican Party does not care. It is Mark Sandford going after the president on one side. This will also add a new flavor to South Carolina and democratic potential primaries. You will have some republicans wholl not vote for trump wholl now participate in the democratic president ial primary. It adds another element of flavor. Lets stay on top of the democrats for a second. Joe biden with a solid lead over Bernie Sanders and Elizabeth Warren but you go to the state level, New Hampshire, a big spot this weekend for democrat challeng challenger. Elizabeth warren squeezed in the top spot. How important early state polls so generally the polling, how do you read that in how do you see it . It is a sign that biden is getting nervous or he can do all this in South Carolina. State polls are the only that matters. Certain states that differentiates against the other. I think it matters how you win or how big you win and not if you win. If biden wins New Hampshire or nevada then you are going crazy. I think i will always say the ball game in South Carolina is the first test. 50 africanamericans and most have the same demographic. So bill clinton lost eiowa ad he went to New Hampshire. He w he was to come back here. It is about setting expectations. I think it will be hard for biden to he got to win in iowa and New Hampshire. But, if he does not win, somebody is going to win there and somebody is going to win in iowa in New Hampshire. We have seen and we know what happens, all the press go to the whenner. T winner and the dynamic shifts. You can afford to not do well in South Carolina and run the table. We can go into South Carolina a and even if you may win the africanamerican vote there. You may be weak enough to win some where else. Well find out what happens. Rick tyler and antoine, thank you. We should note the newest candidate, Mark Sandford is joining craig melvin, did you know he was from South Carolina, too . Right here on msnbc. New doors are opening by the day afterwards being called a texasis texasists. Some democrats see a little bit of hope after the 2018 election won record breaking number of voters lined up for hours. Democrats going to the margins. Msnbcs garret haake is in addison, texas, talking candidates and voters there. It is now open in 2020. What are you hearing from the folks you are talking to or members of the gop actually nervous at this point . Reporter theyre nervous about some of these races. There will be five open seats in texas that we know about so far and held by republicans in the last cycle, three of those are significant battleground. One of them was a seat given up to bill hur. His democratic opponent running again, thatll be a dog fight. The other two are really interesting. They tell us a little bit about texas and the national map. There is the one here in dallas suburbs and another in houston suburbs. We see the same dynamic playing out here. In texas, you got this huge influx of new folks moving into the states. Some are liberal and high tax states like california. Some of it is the surburban texans. Republicans are a little bullish on this in partly because of an unlikely factor here. John cornyn running for reelection in the senate, a different candidate than ted cruz, he needs those voters. If john cornyn and his campaign are spending money and trying to keep numbers up. Republicans are hopeful that can help them here. Here in texas 24, you got to stand it while candidates ran last time for agriculture jobs and running here in this district so shes a little more well known. You can have a major dog fight of two big and expensive markets to the countrys biggest city. It could be fascinating. Garret haake, thank you very much. Let me bring in wendy davis. Thank you very much for being on with us senator davis, i know it is a lot going on in texas right now. You as our viewers shall know, you campaigned the governor of texas. You lost to abbott several years ago. What is different now and what changed . The Republican Party have failed to reflect the value and concerns o f people who elected them to serve their interest. People like my opponent like ship roy who have the highest percentage of unensured people in the country have continue to vote in ways making sure we are protecting the existing healthcare coverage. They are voting against protecting preexisting conditions and voting against making sure that we are bringing down Prescription Drug prices and also particularly for those of us with children and grandchildren who are more and more concerned everyday about the proliferation of gun violence in this statement across the country. People like my opponent ship roy who are voting against universal background checks and against assault weapon bans and red flag laws and against the renewal of womens act because the nra wanted to see that vote because it was closing the boyfriend loophole. These republican members of congress are demonstrating over and over again that theyre not there to represent the people who elected them. Theyre there to represent an ideological agenda. You talk about policy issues, you mention issues like healthcare and issues like gun violence and gun control for example, i wonder too how much of the shift you start to see in texas has to do with the demographics. When you look at the texas demographics 20 years ago, the majority of texans, 52 were white. 2017 and 58 from texans, people of color. Typically, we voted often and skew more democratic. When it comes to democrats trying to turn over some of the seats. I do. We are making gains and making sure we are registering and turning out those voters. I think 2020 is going to be a banner year in that regard. There are groups all over the states that are working so hard to make sure that happens. So a district like mine, the reason that Congressional District 21 has become a focus of the d triple c because of those demographic shifts that are happening here and the continued growth and the suburban portions of the district and the way it performed in 2018, with that vote getting 49 point. 9 of the. We can win it. I hope the people who are watching will go to my website on wendydavis. Comwendydavis. Com. Thank you very much for being on the show. An update for you on the procedural vote on impeachment. Geoff bennett is back in the hallway now. What are we learning in the last couple of minutes . Halie, i am speaking to in front of the House Judiciary Committee hearing room. Since i lars tast talked to you committee is going to vote on thursday to formalize the impeachment inquiry into President Trump. On wednesday, theyll debate the gun issues and thursday theyll take a vote on this new impeachment resolution. The first time we may see these new rules come out and come to play is on september 17th as lewandowski will appear before the committee. This is wild, bill, the equivalent would be if congress back home stopped doing anything for five weeks at a time, not during the month of august, right . Reporter yeah, crazy. Wild is one word for it. Theres also chaos, turmoil, unprecedented. I mean, this is the greatest political and constitutional crisis britain has faced since world war ii. Yet astonishingly as you say the British Parliament is being shut down for five weeks by none other than the Prime Minister. Britain is set to leave the European Union in seven weeks. Hes lost his majority in parliament, expelled more than 20 very senior lawmakers from his own party, including the grandson of his political hero winston churchill, his own brother quit as a minister saying that was good for the country. Hes lost his scottish leader. Absolute carnage, civil war in his own party and theres speculation he could resign. And more than that, he now faces the prospect of legal action, arrest, even a jail sentence. Wow. If he defies a new law thats just been passed requiring him to ask the your phone union to extend britains membership of the eu. Thats a new possibility, hallie, in british politics, the arrest and jailing of a british Prime Minister. His Officials Say he wont break the law but he doesnt want to ask for that extension either. Its a show of gratitude coming just days after the National Office scolded its own scientists in alabama for pushing back on the president s widely criticized claim days after the danger had passed that alabama was at risk from hurricane dorian. Time to get a look at what our sources are saying. Let me bring in nbcs pentagon correspondent. The commander in chief, President Trump, is saying this morning he doesnt know anything about the recent stopovers by the air force in scotland. By military personnel staying at one of his resorts. What are your sources saying . Hes saying he doesnt know anything about it but he tweeted they made a good choice by staying there. The air force is looking into this, not just this particular stay thats been reported on for the past several days in scotland that included an air crew staying a trump resort, about 50 miles or so away from the local airport. Theyre looking into the larger issue of air crews staying at various locations, and hotels, and all over the world. To make sure that their regulations are being followed. In the case of this stay last march the air force officials weve spoken to say that, in fact, they did not violate any rules. They stayed within their per diem, which is their daily allowed amount of money that they can spend to stay at a hotel. And, in fact, the trump hotel that they stayed at was cheaper than the nearby marriott. So that specific case does not seem to have violated any rules. But the air force just wants to make sure that, in fact, that they that air crews are maintaining their standards, that they are being good stewards of the taxpayer dollar. We also know that the number of air force stopovers at this particular airport in scotland has increased dramatically over the last several years but they say thats mainly a function of logistics and location, hallie. Courtney kube, live for us in washington. Thank you for joining us this hour. Plenty to cover on a busy monday and much more all week long as Congress Returns to the capital. More news from craig melvin coming up in new york as we speak. Hey, craig. Good monday to you, my friend, hallie jackson, good to see you. In new york city right now at the white house President Trump set to honor six police officers, officers who were credited with stopping last months deadly mass shooting in ohio. Were keeping a close eye on that. Well take you there live when it happens. All of this coming as the president faces new pressure on several front seat this morning, included a stunning end to peace talks with the taliban, democrats moving closer to impeachment and yet another primary challenger, the latest person to announce his bid to take on President Trump, former South Carolina governor and congressman mark samford will join me in just a few moments. This as the president honors those involved in the mass shooting. Congress is returning from summer recess, democrats dialing up the pressure on the senate, on the white house, to act on gun legislation. Well dig into that in just a moment. But we start with the president attacking the latest rival from his own party ready to challenge him for the white house in 2020. Former South Carolina governor and congressman mark sanford, Just Announced that he is going to make it official. Hes going to take on President Trump. Just a few hours ago the president doing what the president does, he tweeted about
