Joe biden, as you can see there, leading President Trump by ten points nationally. National numbers, one thing. Battleground states, though, as we know, entirely different thing. In that case, the contest much closer. Our polling of voters in 12 of the most competitive battleground states has joe biden leading President Trump by just five points total. The polling margin of error there, 3. 5 . President trump only won these states by a combined two points back in 2016. Lets get to our reporters in two of those battleground states. Well do that in a moment. Right now, senator Kamala Harris just touched down in pennsylvania. Lets listen in. What are some of those contingency plans if you deponent have a decisive win tomorrow . The plan is for the next i dont know how many hours we have left, to remind everyone of whats at stake, and to make sure that everyone votes. So that is where i am focused. Thats why im here in pennsylvania. Were going to be covering a lot of ground today. Joe is going to be here. Jill is going to be here. Doug is going to be here. Again, because our focus is right now between now and when the polls close, that is our entire focus. One more question, whats your reaction to President Trump again raising doubts about the integrity of the election in pennsylvania specifically and philadelphia . You know, i think that i honestly believe he is doing it to distract from the fact that he actually has no record to run on. Ive said this many times. We have witnessed the greatest failure of any president ial administration in the history of america. So he wants to scare people. He wants to distract people, confuse people. You know what . As you mentioned, the keystone state, they believe this is where this may all come down to the wire. Thats why the president spent 12 hours there on saturday, four different stops in the commonwealth. Thats why he will be heading back there today before coming to the midwest for his final stops of the 2020 cycle, where i am. He will be in michigan in two places, traverse city, then closing out the entirety of the night in grand rapids, michigan, something he is superstitious and nostalgic about. Thats exactly what he did four years ago in 2016. All of it, though, craig, coming against the backdrop of the coronavirus pandemic. Perhaps not seeing it any more intensely than here where i am in wisconsin. Record surges in the last week or so with a rolling Positivity Rate of 30 . Still, the president plans to gather thousands of people at all five of his Campaign Stops today. Theyre hoping to actually turn that attendance into real turnout at the polls tomorrow. Craig, they are behind in the early vote counts. They are not seeing what the democratic side is seeing. Theyre hoping, though, that this kind of enthusiasm, that he still cont continues to do in could help generate that physically tomorrow. President trump calls those rallies. The Biden Campaign calls the events a super spreader event. Ally ali vitali, the democratic ticket laser focused on president. You have President Trump storming florida and georgia. Whats the campaigns thinking right now with just a few hours left . Reporter craig, youre seeing them try to get the turnout up in states that are not the conventional battleground state or places for democrats. Im talking about places like georgia, where president obama is today. You also see the candidates stumping in your more conventional battleground core states. Joe biden in ohio. Kamala harris in pennsylvania. Joe Biden Joining her after rallying in ohio to come back to western pennsylvania. You heard Kamala Harris framing the election right now on this day before election day the same way the ticket has been framing it all along. Which is a referendum on President Donald Trump. She said there she doesnt think hes got a record to run on. The reality is, the record that democrats want him to run on is his handling of the pandemic. That has been the message consistently throughout this general election. Its the theme that President Donald Trump consistently tries to get away from at his rallies. But democrats have been not just laser focused on states like pennsylvania, but laser focused on hammering that message, inextricably linking the pandemic with politics in 2020. Kamala harris said this, it is all about turnout, especially in places like pennsylvania. Thats why were going to see her going to not just the city of philadelphia tonight, but also in the suburban counties surrounding this area. Because the key is twofold. You need to both win back voters who flipped from obama biden in 2008 and 2012 to trump in 2016. Those are voters democrats need to earn back. At the same time, theyre also trying to make sure that voters who didnt turn out in 2016 turn out now. In a new New York Times poll, i was really struck, pennsylvania only 36 of likely voters who didnt vote in 2016 but could vote in 2020 have already cast their ballots. It puts a lot of pressure on election day. We know the Trump Campaign is trying to muddy the waters there. Craig, you know this, ballots are always counted after Election Night. Yes, they are. Ali vitali in philadelphia, thank you. Monica alabba, thank you to you as well. President trump won in 2016, in part, by flipping three states that picked a democrat for president more than 30 years. Were, of course, talking about pennsylvania, but were also talking about wisconsin and michigan. In pennsylvania, take a look here, trump won by just more than 44,000 votes. In wisconsin, it was more than 22,000 votes. In michigan, the president won by a razor thin margin of about 10,000 votes. You add up all of those votes, that wouldnt come close to filling the big house at the university of michigan for a saturday afternoon game. Lets check in with our reporters in our states. This is ground zero for exactly those voters youre talking about, the ones that flipped from democrat to donald trump. White working class men, union voters. I am in lackawanna county, which shocked everybody when donald trump kept this deeply blue area close. Next door where you saw Kamala Harris land in liuzerne kuh e c it was a blowout. People couldnt believe how many voters donald trump turned. These folks are the people they hope will help turn it back. These are Union Members who have been going door to door in neighborhoods like this. Well let you go and do your thing. Go ahead. Theyve been knocking on literally thousands of doors for unions in this area. Eric schubert has been going door to door with some of them. Let me ask you, because you know how many of your fell low uow u members flipped to donald trump again. When they say theyre planning to vote for him again, what is your argument . Public sector employees got hit hard. With the janice case, they dont even have to belong to the union and we still have to represent them. Our members during this whole time, the whole covid, have been essential employees. Theyve been there on the front lines, meaning correction officers, nurses, transportation, weve been out on the front line. Reporter do you feel like youre getting through to those folks . Were trying to get through to them, but the heros act was passed in may in the house. You know, nothing is coming back to these essential workers. When you put it to them thway, theyre starting to understand. Hopefully we can get it to them in that part of it. Reporter thank you so much. Ill let you go and knock on doors. Ill tell you why it is so particularly important here, craig. That is because unlike most of the battleground states where the majority of votes have been cast already, not here. The majority of votes will be cast tomorrow. Theyll be knocking on doors of fellow Union Members who they know have not voted until the last minute. I talked to bob casey, who probably knows this place better than anybody as the senator. He tells me, all joe biden has to do is keep it closer. Hes not going to hit obama numbers, but he has to keep it closer here in lackawanna and Luzerne County than Hillary Clinton was able to four years ago. Now, ill pass it on to my friend, cal perry, who is in milwaukee. Reporter chris, thank you very much. Obviously, democrats remember what happened four years ago, less than 25,000 votes, the margin in a donald trump victory. So they vowed to take it more seriously. Joe biden has been here three times in his general election campaign. Now, this is happening in a hot zone during a pandemic. Weve seen voting numbers through the roof. More than 1. 8 Million People have already voted in this state. 500,000 in person. 1. 2 mailin. The game is simple for democrats. Run the numbers up in places like milwaukee and in madison. For the president , its about the rural areas, as it is across the country. Democrats hoping the early voting numbers an indication of the enthusiasm. A word of caution and of warning, we probably wont have results here in wisconsin until wednesday. One of those reasons, in the city of milwaukee, where we expect high voting numbers, they count the early votes separately. Over to my colleague, steve patterson, in michigan. Reporter cal, good morning. From my home state of michigan, my home city of detroit, and a place that is very central to the democratic process right now. This is the basement of the tcf center in downtown detroit. Already hundreds of poll workers processing these early absentee ballots. I say processing and not tab la tabulating or processing because that doesnt happen until tomorrow morning. It is likely we wont get a full picture of what happens in the state of michigan until the end of the week. Everybody, democrats, are still haunted by what happened here in 2016. You want to talk about razor thin margins. 0. 23 was the difference between trump and clinton in that election. So there is a renewed emphasis on shoring up those city centers, where there is a big blue block. Here in detroit, Everybody Knows whats going to happen. This is 80 black. This city, youll see more than 90 for joe biden when the votes are tabulated. The question is, will detroiters come out and vote . The city clerk raising the red flag here. Shes projecting about a 50 turnout overall. Thats less than what happened in 2008. It is less than what happened in 2012. Its just slightly over what happened in 2016. So there is a huge emphasis on getting out the black vote, particularly young black males, which is a tall hill to climb when youre factoring in the fact that coronavirus is ravaging this state. It is ravaging this city, and it is ravaging the black community, which is right here in metro detroit. Send it back to you, craig. All right. Right now in texas, an emergency hearing is under way that could decide whether 120,000 ballots actually get counted. A federal judge is hearing arguments in a case brought by republicans in texas. Theyre challenging the lee jgay of this, drivethrough voting in Harris County. It is the states largest county. It includes houston. Nbcs Garrett Haake joins me now from houston. Its a city and state that he knows very well. This has the potential to be pretty consequential, garrett, especially as the county and the state are breaking turnout records. Walk us through the stakes here. Reporter craig, it really does. Look, the entire texas senate rate in 2018 was decided by about 250,000 votes. So the idea that 127,000 or so votes from the states most populous county could effectively be dumped in the trash would be a big deal in the results of what happens here. Now, this drivethrough voting was the brain child of the Harris County clerk, who wanted it to be as easy for people to vote during the pandemic as it is to order with wanna burger. I asked him whether he is confident the federal judge will throw it out today. If the federal Court Follows the law, well win, no questions asked. The law is 100 on our side. These votes should count. There are over 100,000 voters here, and theyre republicans, theyre democrats, and theyre everything in between. Their vote should count. Reporter craig, hollins said this morning if the federal judge rules against the county, youll see a massive outreach effort to go contact those 127,000 voters and let them know they need to come and vote on election day. We have potentially 1 million votes still to come in Harris County. Despite this recordbreaking turnout, tomorrow is going to be a very big day here, even bigger still if 100,000 plus folks have to come out and vote a second time to make sure their vote is counted. You also have to wonder whether Election Officials would even be able to reach significant chunk of those voters. Garrett, thank you so much. I know youll stay on top of that. Well be checking in throughout the day. For voters in texas and just about every other state, the issue on the forefront of their minds today, tomorrow, the coronavirus. Over the weekend, the numbers got worse. The sevenday average of cases ticked up to a new alltime high of more than 82,000. We closed out the month of october with 2 million americans infected. Its the highest its ever been. We also lost more than 23,000 americans. And in the middle of all of this, President Trump says he may fire dr. Anthony fauci. A lot of people wondering, well, i already mailed it in. What happened . Theres 1. 4 million ballots that were sent to voters that have not been returned. Take a look here. This morning in tampa at the supervisor of elections office, you can see the mail delivery as those ballots arrive. Certainly well shy of the 1. 4 million. Although supervisor of elections believe some voters saw there were going to be delays with mailin ballots, and so decided even though they had them in person, they decided to go down and vote in person. This is what some of those voters who, at the last minute, on the last day, yesterday, decided to vote in person, told us. Whats more important to me is just having the right person behind that seat. The right person leading the nation and making the decisions thats right for the people. Some issues that were extremely important to me were i would love to have a leader in place that properly handles the pandemic. Im so sorry for all the families who have lost loved ones. We have extremely high, you know, death counts in the United States. Thats been extremely saddening. The Climate Crisis is a big concern. And i think its important to have all americans be treated equally and be treated fairly and have equal protection under the law. I think that is at stake under our current leadership. Reporter those are just comments from two of the 8. 7 million voters who have already voted in florida. Thats 62 of the entire electorate in the state of florida. So a tremendous turnout. But as we drill down into the groups that are voting, its the voters 65 and older that have the real political power in this state. 71 of those voters have already cast their ballots. When we look at the breakdown of the senior vote, see that last group there, the independent, the no Party Affiliation, 18 . If you consider that most people will vote their party, it comes down to the power of those who have no Party Affiliation at all. It is going to be a nailbiter here, craig. Its been reliably red. Last time it was blue in a president ial election was almost 30 years ago. Just the fact were seeing former president obama, who is going to take the stage behind me in a couple of hours. Yesterday we saw both President Trump and senator Kamala Harris both here, holding rallies, trying to make their Closing Arguments. It really slhows, one, that democrats believe they have a chance to flip this state blue, and republicans are doing everything they can to stop that from happening. Now, when we look at the latest polls, they know the candidates virtually tied here in the peach state. One thing thats very poimporta to point out, as you heard kerry talk about early voting there, early voting here has been record breaking. Weve seen nearly 3. 9 Million People cast a ballot. That is almost the number we saw vote in its entirety in 2016. So its very evident that people are coming out. People are casting their ballots. More than half of the registered voters have already cast a ballot. Thousand, its up to former president obama. Its up to the other people who come in to make that Closing Argument and fire people up for tuesday. One other point ill mention, if you can hear me over this jubilant music in the background, craig, is not only are we watching the president ial election, but were watching not one but two senate races here in the state of georgia. Democrats also hoping to flip those blue. President obama, former president obama, is hoping to lend some muscle to them, as well. Craig . Were going to keep a close eye on senator harris. The u. S. Postal service just reported its third consecutive day of fewer ontime ballot deliveries. It reinforces the warning weve heard for weeks now. Some mailin ballots may not arrive in time to get counted. Those concerns are intensifying in florida because of this new report from the miami herald. Dozens of undelivered ballots were found at one miamidade post office. Now, the Postal Service plans to sweep other mail facilities in miamidade for ballots. I want to bring in rick wilson, republican strategist, cofounder of the lincoln project. He is also, for the purposes of this conversation, a florida native and a 30year veteran of politics and campaigns. Cornell belcher is an msnbc political analyst, pollster on both of president obamas campaigns. Rick, ill start with you there in florida. How concerned are you about the delays that were learning about in key battleground states, especially florida . Well, obviously, in my home state, weve got a long running problem that, you know, all statewide elections in florida turn out to be very close. This one going to be very close. The fact that the thing over the summer that lewis dejoy and the preside president and others con pispir to do, slowdown systems, break down the ballots in some way, is playing out. Were seeing the ballots pop up in florida and across the country. You know, it is one thing that we really have to, as a country, address, and not let donald trump come out on Election Night and say, were done. Im done. I won, when the ballots havent been either counted or found. So i think it is incumbent upon the Postal Service and the u. S. Government to focus on this. And for no one to accept the results of this election until we have, you know, the ballots counted and in hand. If theyre laying around in boxes in Postal Service centers, that is not something that we should tolerate as afunctioning democracy. As biden seeing multiple paths to win, democrats are facing, quote, crippling fear of a 2016 redo. As a pollster, cornell, what state are you most worried about . What state are you most confident in . Well, youre worried about all of them, and you shouldnt take any of them for granted. I mean, on the obama campaign, i was part of an extraordinary team, but we took nothing for granted. But i do have to put some context in that question you just asked. The context here is this, Mitch Mcconnell blocking the house bill for 25 billion, to go to the United States post office, for over 170 days. This isnt by accident, right . This is how we lose democracy. This is how Voter Suppression works. Its not people necessarily standing at the polls anymore with guns or a poll tax. It is these sorts of things, how we lose democracy. We have to put context around that. That said, i do understand a lot of handwringing by my friends on the left. However, i think to a certain extent, weve overkpaj rexagger the lessons of 2016. 2016 was a phenomena. Can it happen again . Yes, lightning can strike twice in one place, but it is really not probable. Look, the fundamentals for joe biden are as sound as any challenger youve seen in the last decade or so. I mean, quite frankly, you know, obamas lead was not structurally as sound as joe bidens lead. Look, i was listening to you talk to the reporter talking to the woman in florida, talking about Climate Change. If you look around the issues from Climate Change to health care, dealing with the pandemic, joe biden has a solid lead on all of those issues. Rick, hanging over all of this, of course, is a pandemic. Sure. President trump in a rally in florida late sunday suggested that he may fire dr. Anthony fauci after the election. That as a closing message, does that appeal to a large swath of the florida electorate . Am i missing something . Maybe to, like, the Florida Association of funeral home directors. But this is a president who has been doing these covid palooza rallies. Weve seen evidence from over the weekend that theyre causing a spread of covid and deaths from covid. One of the fundamental underpinnings of trumpism is a hatred of expertise. A hatred of science. A hatred of the people who tell trump his impulses arent right. His mad cap conspiracy theories arent right. Fauci represents two things that trump hates the most, expertise and popularity. Dr. Anthony fauci is much more popular than donald trump with the American People because he is credible. Because he is smart. Because he knows what hes talking about. So trump, of course, hates that. Threatening to fire him in the last weekend appeals to the narrowest slice of his own base. They believe trump is a godlike figure. For most americans, for most people seeing that clip, i think its, you know, it convinces them and confirms to them that this is an unserious man who is taking a very serious pandemic very lightly and treating it in a sort of cavalier manner. We should note here, one of those aforementioned rallies set to get under way. Thats the box at the bottom of your screen in fayetteville, north carolina. The president was set to start speaking five minutes ago. Hasnt hit the stage yet, as you see those hundreds, if not thousands of people waiting for air force one to touch down there. Jonathan allen, my colleague here at nbc news, he had an interesting analysis on pennsylvania. Small town trump detectors are rare but could be decisive. He says it wouldnt take many trump crossover voters to tip the state to biden. Cornell, i know youve been digging into the numbers there in pennsylvania. What yare you seeing . Well, were seeing just that. Defectors. Its not only that youre seeing trumpist iscertainly not doing well with blue collar voters as he did in 2016. Hes lost some of that, and biden is running well ahead of, quite frankly, what even obama ran among the suburbs in pennsylvania, particularly with the ring of suburbs around philadelphia, which it care cril there. You do see defection there. It doesnt take a lot because its not like donald trump won a majority in pennsylvania. He skirted through pennsylvania with less than majority. There was still a lot of voters out there that didnt coalesce around Hillary Clinton, who i think are co lealescing around biden. I think well have to leave it there. Go ahead, rick, quickly. I was going to say, i think cornells analysis is correct. The collar counties around philadelphia are doing well for joe biden. There is softening of that former hard republican vote in the center of the state. Thats dropping off. I think so with seniors and the working class whites, they may end up pushing pennsylvania safely into joe bidens hands. All right. Cornell, rick, we ran long. The last 24 hours, President Trump suggested he plans to legally challenge votes in key swing states. This is what he told reporters sunday night. I think its terrible, when we cant know the results of an election the night of the election. Were going to go in the night of, as soon as that election is over, were going in with our lawyers. Lets turn now to jon meacham, president ial historian, msnbc contributor. Jon, the president made those remarks while renyidenying a re hed declare victory prematu prematurely. What does it say to you, seeming to be questioning the legitimacy of the count . It is not a reality tv show. It is not a deal that hits at a moment because youre moving on to other programming. This is a constitutional, state by state, vital and sacred undertaking. American laws suggest and dictate that you count ballots until theyre counted. So i think the attempt to undermine the result is an attempt, as ever, on the part of the president , to delegitimize institutions and change the outcome of processes that do not favor him. Historically speaking, we didnt know the winners of the president ial elections in 1960, 1968, 1976, 2000, 2004, and 2016. So nearly half the time, certainly 40 math has never been a strong suit for me we have gone into the days after the election without knowing the full count. Because it is an immense undertaking. So i just think the message to everybody should be, vote, keep calm, obey the law, and the republic, i think, will continue to unfold, as long as we stand against power grabs. Craig, there was some worry for a little while because campuses, College Campuses are mostly deserted as colleges have gone into virtual learning, there wasnt going to be the same type of excitement from a president ial election. What weve heard from students at asu, they said thats absolutely not the case. They say they have been voting early and in huge numbers. Early numbers suggest it passes 2016. A lot get the bad rap for waiting to the last minute. They said voting was easy. They were worried about Voter Suppression they have seen in other states, so they wanted to make sure their votes counted. Theres been a few Different Things they talked about when comparing 2016 to 2020. In particular there have been some demographic changes that happened here in arizona that are worth noting. One, theres this tremendous influx of people coming in from arizona to that youth vote is growing much, much larger, as you mentioned, here in maricopa county, one of the largest in the county. Three, youve got the latino vote that continues to grow. In particular the youth latino vote. They have been organizing since the days of arpaio. Lastly, health care. What were seeing here in Orange County is a huge turnout. Vote by mail is already up more than double right now. In fact, the total turnout has almost been met here in Orange County just by vote by mail and early voting. Soso far its been a relatively calm day as people are voting from their cars. But the good news is they expect that turnout to continue throughout today and tomorrow. Now, this is an area of Orange County that is usually favored, moderate republicans.
