California and washington, two states that were praised for their quick Pandemic Response are both seeing surges again in washington. Cases, deaths, hospitalizations all going up. In california hospitals are under an intense strain. And now members of the u. S. Military are helping medical workers out there. That is where we start on this friday. Nbcs Erin Mclaughlin is outside st. Joseph Medical Center in burbank, california. Erin, whats happening in these two states specifically . Lets start there. Reporter hey, craig. Both states really Cautionary Tales of what can happen if you become complacent in the face of the virus. As you point out, both were praised early on for their responses to covid19. Now seeing surges here in california, a new record, 20,000 cases over the course of two days. Hospitals stretched to the point where some hospitals are asking the military for help. 160 military personnel arriving at various Health Centers throughout the state of california including in Eisenhower Health center near palm springs. That hospital is about 80 capacity in terms of hospital beds, but lacking the personnel. They normally go to a temporary pool of traveling people to help during times of stress or strain, but not able to do that in this case, now relying on members of the air force to step in. A team of 20 arriving there. Meanwhile, in washington state, were seeing a spike in cases. Over 1200 confirmed cases yesterday. The governor so concerned hes putting a new cap on gatherings of ten people. The situation in washington is not as severe as the situation in california which is not as severe as what were seeing play out in florida, texas and arizona. Nevertheless, worrying signs of what can happen when you become complacent, when you let your guard down. Covid19 comes down with a vengeance, according to health officials. Erin mclaughlin for us in burbank, thank you. Right now the first major federal covid testing site in arizona are up and running. The rate of positive cases there in arizona, positive tests, its pretty high in the state. More than 22 of tests have come back positive over the past week. Nbcs Vaughn Hillyard is in covid19 nicks at one of those new testing sites. What are you seeing, vaughn . Reporter this is the first federally backed major site. The big part about this is results are expected in 24 to 48 hours. These tests are actually going to be processed over in irvine, california, because here the lag time is so long. Most results for folks are not coming back in less than a week at this point. Thats why these testing sites, these federally backed sites with fema, working in conjunction with the city of phoenix are so crucial. Especially, when you talk from texas to florida, when youre looking at the fact that life is still largely churning as normal here. You still see your restaurants open, still see your retail open. I was talking to quite a few of the folks waiting here in line. I want to introduce you to just one of them. Take a listen to a little bit at what luis said as to why hes here this morning. Hes coming into contact not only with those coworkers but also folks coming on board every single day. This is a heavily latino neighborhood where you have a lot of folks working in restaurants, in retail, in transit, in janitorial, custodial, meat packing plant. Thats why testing here is so crucial because its been very hard to get a good grip on the extent of the spread, not only within families and neighborhoods, but also within workplaces, craig. Meanwhile, theres a lawsuit trying to shut down Summer School in detroit, michigan. That lawsuit heads to court today. At least 11 proertsz were teste arrested for blocking school buses on thursday in the fourth day of demonstrations. Now teachers, parents and students are suing saying schools should not reopen until it is safer. Nbcs Heidi Przybilla is standing by. What are parents telling you . Reporter harsh words from some of the parents and educators, frankly, about what this all amounts to. They say it is one big experiment here in detroit, one of the cities hardest hit by covid already. Theres a lawsuit pending to try and get those schools to shut down, to immediately shut their doors to these students where they say the students and frankly the teachers as well, are being used as guinea pigs. Other harsh words i heard were tuskegee experiment, for example. They feel detroit is being used as an experiment because it is impoverished. I also heard even charges of racism by some of the parents and teachers who are simply asking why. Why is detroit why is this happening in detroit and not in other parts of the country . Theres nowhere where there are 23 Different School systems like here in detroit reopening for Summer School. Take a listen to one o of the teach rs i talked to about what the consequences here are and the concerns. I absolutely am concerned about my colleagues, concerned about my students, concerned about my community. I come here, stand here today for every teacher who is afraid to go back into a classroom, every parent who is afraid to send their children back. I stand here today even for those inschool administrators who are pressured from Central Office to make these decisions and push this through against their better judgment. Why do you think this is happening . This is happening because we have a lack of leadership in this country. Like many places in the country, covid is reemerging in this city. I called the school board and they tell me theyre doing this because of parent demand because parents feel theyre in a tight spot. Given this is one of the most impoverished cities in the country, many of these students simply are not learning in virtual learning. Why . Number one, they dont have support. Number two, they dont have the resources, the technology, the computers, the chrome books. When many of these students went out of school in march, they simply didnt learn. The school board believes theyre implementing safety and hygiene practices. Craig, a lot of the parents and teachers who i talked to, some of the teachers on background told me those safety precautions are already breaking down. We saw some bus drivers already quitting because they said they were not coached in safety protocols. They didnt have hand sanitizer. We saw some of the school buses already emptying out as parents are concerned. We spoke to one mother who really illustrated the dilemma here. Her son is an eighth grader who has asthma. Yet he has no computer. She felt she had no choice. Otherwise he would fail. Hes being held to the same standards as many students around the country who have the resources and technology. One bright spot here is through philanthropic donation, many of these students for the fall will be getting those computers, craig, but the lawsuit shows there are many parents who are concerned about what will happen in the meantime, given that the cdc has said one of the major, major risks for covid spread is the reopening of schools, craig. Computers and laptops, thats one thing. Highspeed internet is another thing entirely. Heidi przybilla in detroit, michigan, thank you. A huge School System in maryland Just Announced it is going to keep kids out of its buildings until at least february air. Im joined now by the ceo of that district, Prince Georges CountyPublic School ceo dr. Monica goldston. Lets start there. To start the school year in a safe way is the question facing every district in this country right now. What led you to your decision . We used input from our community that we did from a survey in june. Talked to an 80member internal Recovery Team and my actuarial science background led us to a decision were making to keep our schools closed until january 29th. We will do a robust Distance Learning plan. Right now student safety, equity and excellent learning experience is what guided us in the Decision Making we made on wednesday. Hypothetically, lets just say if things do improve somewhat dramatically there, is there a chance you could go back before, or is that february no matter what . No. We are set for now until january 29th. What our families needed to know is what our plans were so they could plan accordingly. We will not deviate from that plan. December 1 i committed to our kmunt that we will make a decision of whether we can shift to a hybrid model or theyll have the option to continue with Distance Learning beginning february 1. If it gets dramatically better, well be grateful for that. We wont make a change until february 1. It is a School System that you know well. You grew up well. You now oversee it. Covid19 hit your county harder than any other area of maryland, especially in the black and latino communities which, as i understand it, make up about 87 of the known cases there. How did that play into your decision . It was a major component that played into it. Prince georges county is the epicenter of coronavirus for the state of maryland. I monitor the number of cases daily, and were grateful for the restrictions that our county executive has placed to ensure our Positivity Rate decreases, but ultimately i had to ensure our staff, our students and their families remain safe. So the decision i made and the longevity of that decision was to protect them during the midst of what we believe will be a heightened flu season based on information weve received from medical practitioners and our thanksgiving and winter break. And with no restrictions across the nation as relates to travel or even consistency around wearing face masks. We knew the decision we had to do would be one that would take us through those two major events. Dr. Goldston, let me play devils advocate for a second. Youve got tens of thousands of parents there who consequently may not be able to go back to work now because the School System is not going to be open for inperson learning until february. We also know that when kids are at home, oftentimes depending on the setting, they are at more increased risk for abuse. They rely on the schools for breakfast and lunch. How are you going to get around some of those things . So many students who use school as more than just a place to learn. I acknowledge that, and we have been able to step up and support our community. Since march until now we have distributed close to a million meals to our families. They can go to 80 of our locations to receive those meals. Were retraining our staff on signs to look for to make sure if they notice any signs of students who need to be reported for suspected child abuse, that they will no exactly how to do that. More importantly, our student safety and their wellbeing is what is paramount. So every obstacle thats been placed before us, weve been able to overcome those obstacles and close the gap. Distance learning we thought would be a challenge for us in the spring. We were able to even close the Digital Divide by providing hifi hot spots and pay for those essentials for those who needed it. Also be a role model for them. Encourage them, even if they are wearing a mask, say thank you for wearing that mask. Finally, always carry an extra mask with you to give to them. S that a good idea. Our next question is from a viewer who wants to do everything she can to protect her Family Members. Jenna asks, i have highrisk Family Members so ive been staying home as much as possible and only going out for exercise and quick trips to pick up essential items. I live in a crowded suburb of new york city and often find that many people arent Wearing Masks while walking outside. I always have my mask on. Dr. Natalie, what are my risks while passing multiple people on the street without masks on. Am i at high risk from catching the virus that way . Or since its a short interaction, is it relatively safe . Thats a great question, jenna. The good news is we do know that being outdoors does dilute the virus. We know the greatest risk occurs in crowded indoor spaces, particularly with poor ventilation, so congregate settings as we call them, bars and restaurants and that kind of thing. So important things to keep in mind when you are outside, moving is better than standing still. If you do find yourself needing to engage in a conversation with somebody outdoors, keep it short, ideally less than ten minutes, try to maintain the distance and both of you should be wearing your masks the whole time. This one, dr. Natalie is from pam. Pam is asking, my 80yearold parents live in a small city with two colleges that will both have students back on campus in a couple of weeks. Im concerned that commute spread will increase. Should those 80yearold parents take any extra precautions, dr. Natalie . First of all, i have to just say that weve all become so comfortable using these terms Like Community spread since this whole thing started. Yes, it is true that, if you do increase the population density, there will likely be more community spread. I would advise her parents to look closely at the metrics that Public Health officials will be following and that is the rate of positive tests within their community, the rate of hospitalizations and unfortunately also the rate of death. I would also say that beyond that they should limit their excursions if the rates are increasing. Keep your distance, wear your Face Covering and practice really, really good hand hygiene. Dr. Blackstock, our viewers who plan to travel might want to listen to this next question. Beth asks what is the best way to keep myself safe if i have to travel by plane . What safety precautions to take in the airport as well . Any ideas, dr. Blackstock . Absolutely. I would say obviously right now you dont want to travel unless its necessary. Traveling by air is a moderate risk. If you do, you want to try to reduce your risk. Going to the airport, in the airport, you want to make sure you use phone apps for checkins and boarding. At boarding, use Contactless Payments to buy food. If youre standing in long security lines, you want to keep your physical distance. You also dont want to put your belong innings in those large bins that people use often. Put your phone, keys and wallet in your carryon luggage. We did learn something from our experiences and we do know pharmacies and Grocery Stores are essential businesses. So while they will remain open if you do have another if we do experience another lockdown, you still want to limit the exposure of yourself and to those essential frontline workers. I would still say to have a 30day supply of your medications at home. Its not a bad idea to keep some nonperishable food items there as well. As we head into flu season, i am making again a plug for everyone more than in past years even to please get your flu shot. A coinfection with flu and covid could be devastating for some individuals. And if you do get sick with the flu and your lungs take a hit, you are more susceptible to having a bad outcome if you do get sick with covid19 or even a bacterial pneumonia. Lastly i would say, if youre in an area now where hospitals are open and your doctors offices are open, get in those cancer screenings and regular health visits, annual visits now while you can. What does that say about your groups strategy and why is it that you think you appear to be getting under the president s skin . Cal perry, thank you. Now to joplin, missouri, the number of coronavirus cases there seven times higher than it was just one month ago. Joplin, missouri mayor ryan stanley joins me now. Mayor stanley, lets just start there. What the heck is happening in joplin . Thanks, craig, thanks for having me. We are certainly dealing with a surge in our cases of where we were early in june, and certainly trying to get our arms wrapped around this challenge that were facing today. Just last week your city passed a mask requirement. As i understand it from local reporting there, a few months ago you voted against a mask requirement saying that you had mixed feelings. Last week you voted for that mask requirement when it came up again. What changed your mind . Thats a good question, craig. It was actually a twoweek difference between the two ordinances. In the first ordinance, we were putting a very high weight of the enforcement on the police. And i thought it was going to become overwhelming in tattle tale calls and trying to address that and then also on top of that, we were seeing a peak in our cases but our hospitals had capacity. And it just didnt feel like we were at kind of that urgency stage. Two weeks later, on the 8th of july, we reconvened and relistened to our Hospital Leaders in our Health Department and we moved forward with the mask ordinance then. And it seems like its doing its job. It sounds like what youre saying is, when you knew better, you did better. No, i wouldnt agree with that. I think we were in a scenario where we thought we could win this battle with encouragement and education and try to move it that way. And we were getting about 15 adoption. When we realized we werent going to get the adoption, then we changed tactics. And so we just came at it from another angle and now we have about 90 adoption. We led springfield in this, we led tulsa in this. We were early to the table, not late to the table. The governor there hasnt made a statewide back to School Mandate for the fall. He has released guidance for how to reopen safely. Whats your citys plan on back to school, have you made a decision on that . Right now, the schools are planning on back to school. They are planning on trying to open up sooner, and way way they have some covid days that they would have the ability to shut things down, if they needed to, they can. With the high school, it will probably be an a and b group, breaking the students into separate populations and not trying to do it en masse. But the city as a partner with the schools, but its certainly not our call. We really trust the School Leaders to make their decisions for the students.
