Trumps comments have left some wondering whether this is typical trump bluster or perhaps part of a larger strategy of some sort maybe. Jeff, as end stand it, another tweet from President Trump. Whats he saying now . Reporter thats right, craig. The president sent a tweet that captures the thrust of the argument hes been making all day. The president says this, what good is nato if germany is paying russia billions for gas and energy. Why are there only 5 of 29 countries that have melt their commitment. The u. S. Is paying for europes protection then loses billions on trade. Must pay 2 of gdp immediately, not by 2025. The president is again conflating trade issues with defense issues. He calls on nato members to increase defense spending to 2 . The latest is that the president is asking member nations to increase defense spending to 4 gdp, 4 of their total economic output. Thats higher than the 2 theyve agreed upon. Thats one of the reasons why the nato secretary general rejected this proposal out of hand. He said were already settled on two, lets start with that. We should make clear this request was not an official proposal. White house secretary Sarah Huckabee sanders says this came up during the course of the president s conversation with World Leaders. 4 is higher than what the u. S. Pays now on its own defense. According to nato estimates, the u. S. Spends about 3. 5 gdp on defense spending. This comes at the end of the day where the president made good on his promise to lay into allies who says are taking advantage of america, not pulling their fair weight in defense spending and whom he accuses of trade abuses. Its an argument weve heard from him before. The issue on defense spending is something we heard from form are president S Barack Obama and george w. Bush. The way the president attacked the allies, the way he uses the rhetoric pierces the unity. As were having this conversation, jeff, we should note for our viewers at home were watching some of the World Leaders walk into this dinner that is about to happen there in brussels where it is just after 7 00 local time. Jeff, again, just to be clear here, are you saying that the president is suggesting or the president s suggestion that member nations increase to 4 , thats not an official suggestion, thats the president just in conversation . Are they walking this back . Reporter theyre not walking it back. Theyre just clarifying, that this was something the president brought up in the course of conversations with World Leaders. It is not a formal request were told by the White House Press secretary. Kasie hunt, what are they saying about all this on the hill . Whats been the reaction here . Reporter i think the word is apoplectic. There is widespread outrage from the democrats on the one hand and deep concern from republicans on the other side of the aisle. They have been talking to us all day about the importance of this al leans alliance. The Senate Passed a resolution underscoring and declaring ha they recognize the importance of nato. The house set to do that today as well. House Speaker Paul Ryan asked about this. He prefaced his remarks while saying he didnt want to criticize the president while the president was overseas. He had a very different tone and posture towards nato than the president has shown so far. Take a look. I described that we shouldnt criticize our president while hes overseas. Let me say a couple things, nato is indispensable. As important today as it ever has been. Were reflecting that in a resolution on the floor today. I think the senate did a resolution as well. Reporter there you have it. He went on to talk more about how its the bedrock of our defense posture. Weve heard from senator bob corker as well, the chairman of the Foreign Relations committee. Hes expressed reservations about the president s meeting with Vladimir Putin later on in the trip. Its very clear there seems to be an orientation from this president towards nato and towards russia as well that are at odds with the policy positions that republicans have held over the years. Very deeply held positions. So theres not necessarily a lot that long can do here, and there is an acknowledgment that there is legitimacy to what the president was expressing frustration about, this gas pipeline. This is something the u. S. Has worried about and expressed concern about to allies over the years. But certainly not in this kind of public context. So, again, a lot of concern, but not necessarily a lot of tools at their disposal to make a difference. Kasie hunt on the hill, thank you. Geoff bennett traveling with the president , thank you. It would seem the president a few hours ago said, hey, guys, you owe me 20 bucks. A few hours passes, and then the president says, you know what . Make it 40. You owe me 40 now. Is that an oversimplification . Why would the president ask member nations to give more than the United States currently gives . The United States spends for the entirety of the world in our defense spending. So yeah, the president , he could have had a nato summit in which he took credit for increased defense spending for the new readiness initiative, for the great solidarity allies have had in the face of russian behavior. Instead he chose to make the summit an unpleasant experience for americas closest friends and treaty allies. I think its a real shame. How much of this is about the audience there, cory . And how much of this is about the president using perhaps this backdrop to slow some more meat to his base . Well, i have heard throughout much of the meetings the president was actually acting normal. So, youre right, he was acting up for the cameras at breakfast and other places. That does suggest that the president isnt that concerned abili about what allies think of him and is playing domestic politics overseas which is damaging to americas security. I want to play something the president said long before being president. Is donald trump on meet the press back in 2015. Take a listen. Im a little concerned about nato from this standpoint. Take ukraine. Were leading ukraine. Where is germany. Sounds like youre not a fan of nato. Im a fan of fairness. Ill a fan of common sense. Im certainly not a fan of us being against russia, for ukraine, when germany is it issing back accepting all the oil and gas they can get from russia. So why isnt germany involved . Shes a great leader. One of the reasons that merkel is a great leader is because she says, good, let the United States handle it. President trump 2 1 2 years ago. Sounds pretty much the same as he does today. Why are people taken aback by all this now . Well, people expected there would be a learning curve when donald trump came into office, and perhaps some of his more simplistic ideas would start to be shaded with more nuance. We havent seen that. Were seeing more of donald trump today on the world stage, an event designed to strengthen our National Security. You see him playing to the domestic audience as kori pointed out. This dream of 4 , an increase at 4 , its really the Foreign Policy equivalent of getting mexico to pay for the wall. Its just not going to happen. Thats exactly right. He can throw it out there. Its not going to happen. All it does is weaken alliances with true friends and allies. Were talking about a percentage of gdp, gross domestic product. The United States at last check, we were paying 3. 5 . For the president to suggest any country pay 4 , its pretty laughable. Ned price, let me bring you into the conversation, sir. We heard from secretary of state john kerry a short time ago, he issued a statement regarding President Trumps comments. He said in part, the president set america back this morning. He is steadily destroying our reputation in the world. He is undermining our interests. He diminishes al leans we built to safeguard an economic and Strategic Force that has allowed millions to live in freedom. John kerry, former secretary of state. Ned, is that hyperbole, or is that accurate . Its entirely accurate, craig. John kerry and others who know nato best have consistently made the point that when donald trump compares our nato allies to mooches and leaches, hes not doing the work of the american president s, President Trumps predecessors who set up nato itself. Hes doing the work of Vladimir Putin and liberal leaders around the world who would like to tear nato down. What donald trump doesnt seem to understand is nato is a twoway street. We actually get a great deal out of nato ourselves. Nato contributes troops to afghanistan. Over the course of the war some 40,000 nato forces have fought and died in afghanistan along with u. S. Forces. Nato countries host 28 u. S. Military bases, saving us some 2. 5 billion. Of course, famously nato came to our aid after 9 11, and less famously so in the aftermath of katrina, helping to coordinate a rescue mission. Craig, all of this is pennies on the dollars, really peanuts when you think about natos core mission. Thats the mission of deterrence. Natos presence on the world stage helps us prevent, deter a colossal war that we would get drawn into costing us untold sums in blood and treasure. Stand by. Again, President Trump arriving with the first lady, getting ready to walk down that blue carpet. He is shaking the hands there of the Prime Minister of belgium. Weve seen a number of other World Leaders head in. We dont know if President Trump is the last. But again, will have this dinner. At some point perhaps during this hour, were told well get one of those family photos as they are called. You may recall the last time there was one of these nato family photos, there was that awkward incident, shall we say awkward is probably a bit of an overstatement, the awkward incident where we had the president of the United States essentially jockeying for position there in the middle. We get all these ancillary benefits from nato, help in afghanistan, help in five active missions around the world. The core mission of nato is one of deterrence, one of deterring a major war involving russia and the United States. When we talk about the money that nato saves us in all these hot spots, thats really peanuts compared to what a major war, a war of two superpowers, the United States and russia would cost us, craig. Thats what we have to thank nato for, not only today, but over the course of the last 70 years. We also saw secretary of state mike pompeo walk by as well. We just saw President Trump pass the wine tray. We have been told that the president is not big on the booze. Kori, as we saw the breakfast this morning, one of the things that struck me, you had the president sitting there theres secretary pompeo right behind him now. You is had secretary pompeo and our ambassador to nato sitting right next to President Trump as he laid into our nato friends. You had to wonder if either one of them had been briefed on what the president was going to say. Ambassador hutchinson had been tweeting out messages of alliance, solidarity and support for several days beforehand. I think lots of people in the administration and the United States congress are actually trying to send a very reassuring message, as your correspondent from the hill pointed out, that the Senate Passed 972, the house has a resolution on the floor tonight. I think its really important when the president behaves recklessly for other american voices to also be heard and to remind our friends and our allies around the world that the president isnt the only person who gets a vote on americas relations with our allies and americas role in the world and there are other strong, vibrant voices that want to support collective security, want to remain engaged in the world, understand that trade is mutually beneficial, all the things that the president himself does not appear to believe. Dont you find it odd, elise, that you would have some of this countrys chief diplomats, some of this countrys top lawmakers in the president s own party essentially saying, listen, we know hes going to stay some wacky stuff, but trust us, were good for it, weve still got your back, dont listen to him, here is how we really feel . Doesnt that strike you as odd. Its the debate over covering the president s tweets in the first place. Theres been a robust debate among journalists, well, should we cover every tweet . World leaders are watching Donald Trumps tweets where he announces Foreign Policy thats completely in contrast to, say, his sacramento at any giecretar. Hes the commanderinchief and we have to take him at his word. That puts other policies in question. As jeff benefit reported at the top of the broadcast, the president in a conversation with the world leader said 2 , scrap it, we want 4 now of your gdp. Sarah Huckabee Sanders essentially said no, no, no, dont take him at his word. Thats not the official position of the Administration Even though thats what the president of the United States just said to another world leader. Ned, lets fast forward a few days here. Helsinki, finland, President Trump, Vladimir Putin face to face. At last check it was just going to be the two of them in a room and a translator. Why should that worry us . Well, its a scary thought, craig. Look, im less worried about discussion of what might have happened in 2016. I think bob mueller is looking into that. Well know much of the truth there soon enough. Im much more worried about what the two leaders could cook up when left to their own devices, and specifically when donald trump is left alone in a room with a master manipulator like Vladimir Putin. You have to remember the last time these two leaders with their full teams in tow met together and donald trump took to twitter to announce what he called the impenetrable cyber unit was widely panned by including republican senators, senators of his own party. It was only hours later that donald trump took again to twitter to claim no, no, no, i never thought this could actually happen. If thats what these two leaders can cook up when they have their full teams in tow, it worries me what Vladimir Putin might be able to sell donald trump on during that meeting. As much as im worried, i have a feeling that our nato allies with whom donald trump is sitting down for dinner right now, theyre probably even much more worried about all this. This is turkeys president erdogan arriving for the dinner in brussels, also being greeted by be the Prime Minister of belgium. Weve seen President Trump, First Lady Melania Trump arriving at the same denner in about five minutes ago. Kori, after the session where americas friends in brussels, President Trump again going to head to finland. What do we make of the tone of that meeting with Vladimir Putin . What do you suspect that tone will be . I suspect the tone will be warmer and con jean yell than the tone the president took certainly towards one of americas closest friends, germany, at the nato meetings today. I think its likely to be warm and congenial, and the president has floated several ideas. Theres concern in some circles that the president might try and trade lifting sanctions in ukraine for russia delivering an end to the syrian civil war. I, myself, am skeptical, either the administration would make that kind of deal or that the other concerned parties would. Theres a lot of worry because the president is acting unilaterally and privately with the russian head of state. Kori, thank you. President trump flanked by a number of other World Leaders, nato leaders. Thats one big story today. The other big story is this. President trump escalating his trade war with china, considering a third round of tariffs. This time a 10 tariff on 200 billion of chinese exports. This new round of tariffs would hit consumer goods including Electronics Like televisions, textile and Metal Products like air conditioners and refrigerators, clothing, fish, produce, Beauty Products like shampoo. Josh barro has joined me, Senior Editor with business insider, also an msnbc contributor. Jared bernstein, former adviser to Vice President biden. Senior fellow on the center of budget priorities. Gentlemen, as we have this conversation, well show the World Leaders arriving for the dinner in brussels. Jared, this new round of tariffs is on top of the 34 billion in tariffs that went into effect on friday. It would be the third round imposed by the Trump Administration. This new proposed round wont go into effect for two months, the administration says. How much of an impact is all of this going to have on americans wallets . People will directly feel the price increases because a tariff is nothing more than a tax. When i grew up there was a jazz song called a chicken aint nothing but a bird. Well, a tariff aent nothing but a tax. Its a tax on imports, of course. Thus far, almost all over 90 of these taxes, these tariffs, have been on whats called intermediate goods, meaning the kinds of input into other things we build. So steel that goes into a car, aluminum that goes into an air conditioner, things like that. Those passes get passed down the chain, but they can be diluted. As the taxes fall more directly on consumer prices, thats going to be tough for americans whose wages are now barely keeping pace with inflation. Inflation is going up anyway, so it may be hard to parse out whats taactually happening and the tariffs. President trump tweeted about this. Im in brussels, always thinking about the farmers. Soybeans fell 50 from 2012 to my election. Farmers have done poorly for 15 years. Other countries trade barriers and tariffs have been destroying their business. I will open things up better than ever before. Im fighting for our farmers and will win. Thats from the president. This is iowa senator chuck very, very detrimental. Right now on soy beans and corn in my state, it is catastrophic with the dramatic drops in prices weve had. We have heard what this is going to mean for consumers, farmers, other small businesses. In other states that supported President Trump, whats it going to mean for them. Al culture is a big exporting industry. When we impose these trists on china, china comes back and imposes trists on us. One of the things they can tariff is agricultural products, including things like soybeans. The president wants to frame this claiming hes going to improve the overall Playing Field and its going to be good for farmers in the long run. In practice, its going to be farmers that bear the brunt of the trade war. Not that Many Americans work in exporting industries. 71 of americans work in providing services, relatively insulated from the trade war. Most people wont have this direct exposure. They will start seeing increases in consumer prices. Again, people spend most of their money on services. For most people, the effects of the trade war will feel relatively small. Farmers are one of the groups where you can see the big impacts. When its harder to buy soy beans, the prices American Farmers can command for soy beans will fall. This is a thing that will have a direct negative impact on the wallets of American Farmers. Some people from the rust belt like what hes doing with steel and so forth. Its different for the agricultural states. First Lady Melania Trump having a conversation with Angela Merkel, the Prime Minister of germany. We did see the president talking to Angela Merkel. President trump right now having some conversation with respite erdog erdogan. Considering the awkward breakfast meeting and were told, also, a couple of tns exchanges since then. Right now it would appear as if the Prime Minister of germany is very much engaged with our first lady. We never get a read out of these conversations. But it would appear as if its not really all that awkward, josh. The senate, as you know, just passed a motion that will give Congress Oversight more of an oversight role for tariffs for National Security reasons. This is a conversation you and i had last week. The reality is that congress is essentially trying to claw back power. The framers, the founders, they Gave Congress the power to heavy taxes, to em pose tariffs. How did we get here . How is it that the president of the United States can willynilly seemingly impose so many tariffs now . Over a period of decades, there are laws that give the president power to unilaterally impose tariffs for various reasons. The reason the president leaped is National Security. The theory is if we got into a war and needed to build a bunch of tanks, we wouldnt want to be at the mercy of other countries to import steel to make the tanks. There are a number of problems with that theory right now. The main one of which our main treaty partner in steel is canada. If were at a war with canada, well have bigger problems than the domestic steel industry. Nations that are potentially hostile, we rely very little on them for metal imports. The law gives the president broad authority. Even if its a stupid justification, hes still able to use it unthor the law. Jared may be able to speak better to this history than me. President s have been more pro free trade than congress. Its only now just with the Trump Administration has gotten turned on its head and members of congress are saying we didnt want use to use this authority. I think its likely before the midterm elections that the Republican Congress will take substantive steps to withdraw tariff powers from the president. They want to be on the record opposing this, but theyre not going to go to the mat against the president to take away legal authority. I agree with all about that. Let me tell you how president s have used Tariff Authority in the past. Theyve been used probably the sole way i view tariffs are useful. Thats a granular intervention. The idea is that some country is selling us rubber tires grade four, or chicken parts below cost, that is, in order to flood our market to get market share. Thats called dumping. Because congress can take a really long time to resolve an issue like that, the authority has been given to the president and president reagan, both president bushs, president obama have used this anti dumping authority in a very narrow sense. What were seeing now, much as josh just described is that process run amuck. The president is now using tariffs in an extremely broadway that in my view, if you take apart the economics, are going to hurt many more people than theyre going to help. Probably the easiest way to understand that is to recognize the number of people who produce steel is maybe 150,000. The number of people in industries that use steel as an input is Something Like 6 million. Its the latter group that gets hurt. Were tossing the term about trade war, jared. Is that accurate . Or is that an overstatement . Are we involved in the legitimate trade war at this point . Yes, we are. Youre right to ask the question. It does get bandied about. Before retaliation took place, i objected to calling what was going on a trade war. A trade war really means that youre imposing a tariff and your trading partners are retaliating with their own. Thats whats happening now. Its early days, even with this 200 billion of tariffs on china, as you said earlier, that wont go into effect until september if it does. Yes, once both sides start fighting back with the tit for tat stuff, youre in for a trade war. We continue to watch World Leaders show up for this dinner in brussels at the nato summit. Weve been watching President Trump involved in a number of what would appear to be smalltalk conversations with the likes of recip erdogan, Angela Merkel. I believe this is tape oh, this is live. We saw another caravan of cars coming. Weve watched this same scene play out over and over again. That was french president macron. If youd like to send josh and i there to just make sure things are going smoothly, i think we might be able to do that. Romantic brussels. Josh, while i have you here, lets talk about this trade war as Jared Bernstein has officially declared it. How does this impact our overall relationship with china . You know, its one of several points of tension with china right now. The other issue that i think is going to come to a head is that the president was very pleased with himself with the degree to which he was getting president xi and china to put economic pressure on north korea, helping to get them to stop the missile tests, leading to that summit. Now through the president s own action, youve had a great thaw in north korea. The chinese are under much less pressure. As the North Koreans get petulant again, hes likely to be less upset about keeping North Koreans in line. We also have issues in the South China Sea and military expansion with china. I think the president has failed to prioritize and decide this is the thing thats really important that we need out of china. If i were him, i would have prioritized north korea and not the trade situation. I think it is important broadly in our relationship with china and likely to get worse. On the economic side, ive been somewhat surprised by the way the stock market has shrugged this off. We continue to see good economic numbers. Part of that goes back to the fact that most of our economy is Services Rather than goods. While this is going to have acute effects on certain parts of the economy, the effects may not be as large on the economy overall as you might expect. One of the early tariffs the president imposed is on washing machines. Washing machines are a very small slice of the overall economy. I think the effects of this will be real and negative over time, but maybe not so large that its going to be an obvious recession caused by the trade war or Something Like that. I can give you some parameters that for the last few justices of the Supreme Court, its take n about 65 to 70 days from the announcement until the senate votes on it. It may take longer. Who knows . Who knows . Brian fallon, former National Press secretary to the clinton campaign, currently the executive director of demand justice, a lobbying group campaigning against the kavanaugh nomination. And david french, Senior Writer with the national review. Democrats have vowed to fight kavanaughs nomination. Whats your Group Strategy and what is your partys strategy for doing that . I think one issue youre going to increasingly hear our group talk about, other groups like senators on the hill is the long paper trail kavanaugh has. Before he was elevated to the federal bench he was a political appointee working as a staffer in the bush white house, worked for ken starr. Hes got tons of documents to his name that might shed light on his positions on some of the key issues. Thats why i think youre starting to hear republicans like chairman grassley that this conversation might take longer. I was actually surprised the president picked Brett Kavanaugh. He may be the most idea limost idealistic. The paper trail will be a huge burden to confirm him in a speedy way. Theres over a million documents sitting at the bush library from his time working at the bush white house. The barack obama didnt assert privilege over elena kagans documents. There should not be a confirmation hearing scheduled until all those documention at the bush library are turned over and senators can pore over them. One of the things ive been paying close attention to is the way the president interacts with World Leaders. You saw him and melania trump, the first lady, talking to the german chancellor. I was trying to keep a close eye on his interactions with Emmanuel Macron. The two of them on the surface really dont have much in common. Their relationship seems to be a marriage of mutual interest even though the president hasnt come around to seeing things macrons way on the iran deal, on tariffs, on climate change. So the World Leaders have a lot to talk about as they leave this class photo and head on the their dinner, their working dinner moments from now. Craig melvin here in new york city, able to make out all the faces except for that one. I do want to continue our conversation about judge cavanaugh. For the second time in four minutes, im going to put you on the spot. The crept justices on the Supreme Court, all of them attended either harvard or yale. Judge kavanaugh is a yale guy. You are. If wikipedia is to be believed, youre a harvard guy. Why is it all our justices have gone to the most elite schools in this country, and how does that affect the way they might be interpreting our laws . Well, i think what happens is, when you look at the career trajectories, right after you graduate from harvard or graduate from a yale, youre fed directly into all of the systems that ultimately feed into the Supreme Court. For example, you get the Key Appellate Court clerkships. People from other law schools have a harder time getting those clerkships. You go on to the premier jobs in government, like the Solicitor Generals Office where Brett Kavanaugh worked. You start pushing that boulder downhill and it gains momentum. Folks from other law schools, the truth is its harder to get started on that initial push. One of the reasons i was excited about the possibility of amy coney barrett, she was going to break that mold. She was a notre dame law grad, but had an outstanding resume not but had an outstanding resume, and had an outstanding resume and would have broken up that ivy league club. I think its important to break up that ivy league club. There are ideas and attitudes shaped in the ivy league that i think are distinct to the ivy league or excessively colored by the ivy league.
