Good morning, everyone. Its friday, april 28th. Im alex witt alongside richard lui in for Ayman Mohyeldin. Louis burgdorf is also joining us. Today begins the 99th day of Donald Trumps presidency with new comments this morning about how hes adjusting to the job and the challenges. In an interview last night, trump told reuters that the presidency not what he expected. I loved my previous life i loved my previous life. I had so many in going. I actually this is more work than in my previous life. I thought it would be easier. I thought it was more of a im a detailsoriented person, i think you would say that, but i do miss my old life. This i like to work, so thats not a problem, but this is actually more work. And while i had very little privacy in my old life because, you know, ive been famous for a long time, i really this is this is much less privacy than ive ever seen before. Reuters also found the 2016 election is still at the front of trumps mind. Reporting that midway through a discussion about chinese president xi jinping, the president paused to hand out copies of what he says were the latest figures of the 2016 electoral map telling reuters, quote, thats the final map of the numbers, handing out areas of the United States he he won in red. Its pretty good, right, the red is obviously us. In a separate interview with Washington Examiner on wednesday he it was a way for democrats to feel better about losing the election. Russians are a faux story. They use it as a way to justify how they lost. The fake media keeps putting on. The president told reuters the United States is considering serious action in north korea and offered this assessment of its leader. Speaking of how Third Generation dictator kim jongun came into power saying, hes 27 years old, his father dies, took over a regime. So say what you want but that is not easy, especially at that age. Im not giving him credit or not giving him credit. Im just saying thats a very hard thing to do. As to whether or not hes rationale, have i no opinion on that. I hope hes rationale. While trump said he would also love to solve things diplomatically, tensions are high. Well, theres a chance we could end up having a major, major conflict with north korea. Absolutely. And in the same interview with reuters, the president addressed the cost of u. S. Military protection for ally south korea, i frequent topic during his campaign. He said seoul should pay for u. S. AntiMissile System he priced at 1 billion and insisted on changes to a 2011 u. S. korea trade agreement. Its unacceptable. Its a horrible deal made by hillary. Its a horrible deal. And were going to renegotiate that deal or terminate it. When are you going to announce that . Very soon. Im announcing that now. Well, those comments had stocks tumbling in south korean Financial Markets which had improved. As for divisions in his white house on issues like free trade, the president told the wall street journal last night, hey, im a nationalist and a globalist. Im both. And im the only one who makes the decision. Believe me. Congressional leaders say they expect to pass legislation to prevent a Government Shutdown before tonights midnight deadline. Senate Majority Leader Mitch Mcconnell said the senate will pass a shortterm funding bill so a final agreement can be drafted and shared with members for consideration next week. The stopgap funding bill hit a roadblock yesterday after democrats threatened to vote no if republicans brought up a bill to repeal the Affordable Care act this week. Despite pressure from the white house, gop leaders have delayed that health care vote. In the absence of a funding deal, President Trump fired off six tweets over the course of three minutes yesterday blasting democrats and accusing them of trying to force a shutdown. Quote, promise to rebuild our military and secure our border. Democrats want to shut down the government. Politics. He also wrote, whats more important . Rebuilding our military or bailing out Insurance Companies . Ask the democrats. A spokesman for Senate Majority leader Chuck Schumer hit back saying these shutdown tweets are desperate, unhinged and show a startling lack of awareness for where negotiations are. On capitol hill there was plenty of fingerpointing over who was responsible for delaying the funding bill. The reason this government funding bill is not ready is because democrats have been dragging their feet. Im confident well be able to pass a shortterm extension. Id be shocked the democrats would want to create a Government Shutdown because they have been dragging their feet. We are never going to shut government down. In fact, with dont even have the power to do so. They have the majority, they have the president , they have the senate, they have the house. Any shutting down of government, the ball is in their court. We had not done that. So, in spite of late night meeting, lastditch efforts to get in a Health Care Bill came up short. Capitol Hill Reporter for the hill, molly hooper. Good morning to you. Yesterday on the broadcast we were talking about the Freedom Caucus coming on board, this new plan, the idea being if theyre going to come on board, it might be easier to get moderates on board. However, apparently, many are not. What are the sticking points right now . The sticking points are many. Actually, moderates are saying the bill the amended bill that the Freedom Caucus has come out in support of goes is more to the right, theres less options. Theyre worried the people with preexisting conditions will lose their coverage. And, you know, its interesting because the moderates are falling off one by one and privately saying the reason the Freedom Caucus is on board now is because they went home and heard from their constituents and now trying to shift the blame because before before this new amendment, Freedom Caucus had been taking the brunt of the hits on on the blame for not passing the president s Obamacare Repeal. And, in fact, you know, speaker ryan, President Trump, they made veiled threats and played the blame game saying its because of the Freedom Caucus. Some moderates were saying, you know, we really dont see number one, its farther to the right than wed like. Number, two its still only a partial repeal of obamacare where many of the Freedom Caucus members prior to this amendment were saying, we want full repeal or nothing at all. Molly, getting to the finish line has been the difficulty, certainly, here. The criticism last tithe time, and you laugh about that because many people are. Last time was because too much a headshaker. Exactly. Too much is happening behind closed doors. Now the Freedom Caucus, tuesday group, ryan taking a step back, pence moving forward. A lot of moving parts. Too much freelancing right now . The problem is with the republican conference is they are freelancers. If you talk to moderates behind the scenes, theyre saying, listen, why should i take a vote thats going to risk my seat on something the senates not even going to pass . So, as opposed to looking at, okay, this would be good for the party, this would be good to move this ball to the senates court, a lot of it has to do with the fact that, guess what, if im moderate republican, im up for reelection next year and i dont want to take a tough vote when im going to town Hall Meetings and hearing my constituents saying, dont get rid of my preexisting i have a preexisting condition. I dont want to lose obamacare coverage. Thanks, molly. A lot of selfpreservation. Theres always next week. Politics. Thank you so much. As the Trump Administration continues the rollout of the president s tax plan, White House Press Secretary Sean Spicer created confusion and in some cases panic yesterday when asked whether retirement accounts would lose their taxexempt status. Take a listen. The secretary of the treasury and director cohn yesterday both talked about the current plan right now both for tax Charitable Giving and mortgage interest and thats it. Reporter and deflecting questions about how this blueprint would balloon the deficit. President trump hasnt given any details about how his three propose add tax brackets would apply to different income levels. He said tax benefits for saving in 401 k plans would be untouched. And hed eliminate all deductions except charitable contributions and mortgage interest. But if youre renting, like 35 of u. S. Households, that tax break doesnt save you a dime. The argument in favor of this proposal is that it will spur consumer and business activity. It will cause people to spend more money. It will cause businesses to employ more people. But the reality is, that doesnt seem to be plausible. Thank you to Peter Alexander for that report. President trump has signed another executive order. This one aiming to protect this countrys veterans. This morning hes turning heads about a comment about north korea and remarks like this in an interview with reuters. Quote, i loved my previous life. I had so many things going. This is more work than in my previous life. I thought it would be easier. Fresh off his recent t. E. D. Talk, pope francis is headed to egypt for a twoday visit. Its the first papal visit to egypt since Pope John Paul ii and after several terrorist attacks. Keir simmons will join us shortly live from cairo. Could be a messy morning commute in the Nations Capital. Officials are waiting to see if a planned siouty members of d. s metros largest lor unn materializes. Metro Officials Say they received nearly 500 requests for advanced absences for friday, all of which were denied. Metro employees are reportedly protesting a new agency absenteeism policy requiring employees to give a 72advanced notice of being sick. How does that work . Okay, go ahead. Tough to do, no doubt. As the president closes in on 100 days in office, north korea is the primary Foreign Policy crisis on the horizon. The president told reuters, the United States is considering serious action in north korea and offered this assessment of its leader. Speaking of how Third Generation leader kim jongun came into power. He said, quote, hes 27 years old. His father dies. Took over a regime. So say what you want, but that is not easy, especially at that age. Im not giving him credit or not giving him credit. Im just saying thats a very hard thing to do. As to whether or not he is rationale, i have no opinion on it. I hope hes rational. While trump said he would love to solve things diplomatically, tensions remain high. Well, theres theres a chance that we could end up having a major, major conflict with north korea. Absolutely. In the same interview with reuters, the president addressed the cost of u. S. Military protection for ally south korea, a frequent topic during his campaign. Saying that seoul should pay for a u. S. AntiMissile System that he priced at 1 billion. And insisted on changes to a 2011 u. S. south korea trade agreement. Its unacceptable. Its a horrible deal made by hillary. Its a horrible deal. And were going to renegotiate that deal or terminate it. When are you going to announce that . Very soon. Im announcing that now. One more note for you. In an interview with npr, the secretary of state saying the u. S. Still favors direct talks with north korea and told fox news yesterday of kim jongun, quote, all indications are that he is not crazy. He may be ruthless. He may be a murderer. He may be someone who in many respects we would say by our standards is irrational, but he is not insane. Republicans will not be able to repeal and replace obamacare within the president s first 100 days after all. In spite of 11thhour efforts to broker a deal, kevin mccarthy, House Majority leader, revealed votes are not there. Saying, quote, were still educating members. Jason chaffetz pending foot surgery could make that 21. The latest nbc news whip count has 17 republicans opposed. The Huffington Post has 17 nos with 10 leaning against. At least 11 more undecided. The latest version of the plan has changed the votes in play. Huffington post, im not seeing how this new language, proposed new language, does anything but make the bill worse, not better. Every time i read it, there are more red flags that keep popping up. Others have gone from a no last time to a yes this time. Will you vote for it . At this point, yes, im absolutely leaning in that direction. In fairness to my colleagues point, the bill in its original form was not ready for prime time. There is no word yet, though, on when a vote might come. The white house sought to explain a bit more about the tax plan yesterday. Plenty of questions, though, definitely remaining on the table. Joining me now from washington, capitol Hill Reporter for the hill, molly hooper. Another welcome to you. So, can we take some lessons from the Health Care Debacle for hill lawmakers when it comes to this issue or anything else thats controversial on the table . Well, i think thats what Senior Republicans on the ways and Means Committee are saying. Listen, what we need to do is we need to have hearings on the tax reform bill. We need to open up the process. We need to win the debate at home so we can win the vote up on capitol hill. Peter told us yesterday, quoting march get thatcher and saying we need to get democratic buyin. Now is the opportunity for President Trump to use his office and bring in democrats, have some meetings with them and try to figure out a way to come to a deal with democrats and republicans in order to get major tax reform across the finish line. And you look at the numbers here, molly. They dont line up because, well, there arent any at the moment. Questions asking, when does the real, real arrive . Is this the real real . The real real afshs after you have these hearings. Thats one thing the ways and Means Committee is going to start doing in may. As soon as next week and the week after. I think theyre starting off with this idea. Theyre starting off with hearings on this border adjustment tax, the b. A. T. , that could be a way to pay for some tax proposal. Well hear from experts on both sides of the issue. Theres a lot of republicans who are skeptical that that would be a good way to pay for it. But its something that speaker ryan favors. It seems like its dead on arrival in the senate, however like roscum said, now is the time to open this up, have hearings, let it all air out before they get something on paper to move through congress. Thank you so much. Molly hooper, appreciate it. Reporter the white house saying the pentagon was in charge of vetting flynn. If they think theres wrongdoing, then the departments Inspector General should look into that. Reporter nbc news learned from sources close to the investigation the trump transition and white house did its own background check on flynn and hired him anyway. Working on behalf of foreign governments, getting paid, may not be unlawful, but if you dont disclose it, investigators want to know why are you hiding this information . Perhaps youve been compromised. Republican oversight chairman Jason Chaffetz now asking the secretary of the army to weigh in on all of this. What can you tell us about the confusion around the 401 k deductions yesterday with regard to the president s tax plan. You had press Secretary Sean Spicer walking back some comments there. Thats right. A little bit of confusion around this one. Cnbcs asked sean spicer what the deal was with the 401 k contributions, whether Tax Deductions would be affected. Initially sean spicer indicated they would. That, in fact, they were only protecting deductions around charitable interests and mortgages. Then about 40 minutes later, nbcs correspondent Peter Alexander got a clarification on that. The white house saying the 401 k retirementavings plans would not be impactedy trumps tax proposal. There you have it. Investors still awaiting more details on this big plan to change the tax code. Im sure a sigh of relief from a lot of people. Nancy hungerford live from london. One more story. Facebook Ceo Mark Zuckerberg denied hes testing a possible run for president in 2020 but he continues to tour the country like only a politician would. He spent some time at a ford factory in deerborn, michigan. I even signed the inspection sticker. The most interesting part was sitting down with some people who do this every day, working on the line at an Assembly Plant is physically hard. The people i talked with talked about how tiring it is and how worn down you get. Each person told me you need good shoes because youre essentially walking on a treadmill for ten hours a day. Most of the workers i met had been at the plant for at least a decade and a lot have kids and friends who work there, too.
