It will provide tax credits to encourage people to provide insurance. Thats a change from obamacare where sub sasidies would offset that coverage. And young people can stake on their Parents Health Insurance Plan until the age of 26. President trump marked the release of the bill with a tweet reading, the house just introduced the bill to repeal and replace obamacare. Time to end this nightmare. Well, joining us now from washington, the coauthor of politicos playbook, daniel litman. Good morning to you, daniel. What happens next with the replacement plan . Reporter they are hoping to get it through the House Committee in the next couple of weeks. And then it goes on to the senate. The problem a lot of people in washington believe is that House Committees are going to vote on this without even knowing from the Congressional Budget Office how much it costs and how many people are going to get how many fewer people are going to get Health Insurance coverage because of this plan. And thats kind of a raising hackle because shouldnt we know what we are voting on before it goes to the senate . Yeah, its my understanding they have said that the cost is just going to be paid for itself by offsetting obamacare, by repealing and replacing that, but i dont understand how that works. Is that not spelled out . They have not gotten a score from the Congressional Budget Office. Another thing that could be featured in democratic attack ads is that this would be the first big tax cut of the trump presidency. It would cut hundreds of billions of dollars in taxes on the welloff because that was underlined obamacare in the first place. Daniel, i want to ask you quickly about the political reaction from some Top Republican lawmakers. Some are calling this obamacare 2. 0. Others are saying this is a promise of President Trumps repeal and replace. How far are republicans divided on this particular bill . I think in the house they are much more united and a much more conservative cause. The problem is in the senate. There are four republican senators who come from states where thousands of people benefited from obamacare, especially the Medicaid Expansion, and they are worried about the political ramifications. They care about the selfinterests politically. And if things happen to those thousands of people whose millions get obamacare, that would jeopardize their political futures. And so they are going to be fighting tooth and nail to make sure to make this a more moderate repeal and replace. Really quickly, does this bill stand a chance of moving forward, you think . I think it will have significant hurdles in the senate. So we may see it end up into a monthlong process to try to hash it out to get a victory for President Trump. Daniel, good to have you with us this morning. Thank you for joining us. After weeks of awaiting its arrival, President Trump rolled out the revamped executive order. On the new guideline, citizens from iran, somalia, sudan, iran, syria and yemen are subjected to a 90day travel ban to the United States. Iraq that was on the original list has been removed and apparently that was requested from jim mattis to make that happen. The new order does not apply to premier residents. And the reference for religious minorities has been removed. The plan still bars all refugees from entering the u. S. For 120 days, but no longer for singles who were banned indefinitely. The white house simply tweeting out this photo yesterday. Instead, the formal announcement was delivered by the secretary of state, Rex Tillerson and attorney general Jeff Sessions and Homeland Security secretary john kelly. They say the reworked ban is vital for national security. It is the president s solemn duty to protect the American People. And with this order, President Trump is exercising his rightful authority to keep our people safe. This threat to our security continues to evolve and change. Common sense dictates we continually reevevaluate and reassess the systems we rely upon to protect our country. The guidelines are set to take effect on march 16 giving more than a week notice. Now, President Trump had previously argued for the immediate rollout of the prior version, arguing that if the ban were announced with a oneweek notice, the bad would rush into our country during that week. The new version of the order is being met with praise from some republican lawmakers who had originally criticized the First Executive order. But democrats have slammed the measure saying little has changed. The truth is, there is very little new or improved about this executive order. Its barely a fresh coat of paint on the same car that doesnt drive. Its still a travel ban. Its still a refugee ban. Its still making us less safe, not safer. The new executive order is still meanspirited, misguided, and in my judgment, goes against what america is all about in being a country that accepts and cherishes immigrants, not disdains them. America is at its best when we are building bridges of opportunity and not walls of distrust. America is at its best when we understand that no matter where you were born, no matter your first language, no matter who you worship, no matter who you love, we are a land of opportunity. The secretary of Homeland Security has seemingly confirmed reports of the Trump Administration weighing a plan to separate women and children crossing the Mexican Border together illegally into the United States. Speaking yesterday, secretary john kelly said the move would be part of a broader plan aimed at discouraging families from making the dangerous and sometimes deadly trip across mexico. I would do almost anything to deter the people from Central America to getting on this very, very Dangerous Network that brings them up through mexico into the United States. Let me just be precise, if you get young kids who sneak into the United States of america, you would separate the children from their moms and dads. Yes, we are looking to deter movement along this Dangerous Network. I am considering that. They would be well cared for as we deal with their parents. This potential move would allow officials to dain immigrant parents while colying with a court order from last year requiring their children be released from detention as quickly as possible. More now on the fallout from President Trumps unconfirmed claim that President Trump had my wires tapped in trump tower. The white houses top press officer wouldnt reveal President Trumps source of information yesterday when defending his saturday morning tweets. Does the president believe that former barack obama committed a felony . I think the president wants to ensure the house and Senate Intelligence committees look into this matter to ensure that the American People fully understand what may or may not have happened during the 2016 election. So i guess in the simplest of terms, when did the president believe his phones were tapped . I think the president speaks for himself. In order to investigate, the president should share what he knows. The American People have a right to know on what basis the president of the United States said that his predecessor had broken the law by wiretapping trump tower. If the white house does provide no more information, which theyve said theyll do lets see what he does. The American People should know on what basis. Then well see what the basis is. If theres no basis for it then theres no reason for an investigation. It is really hard to crossexamine tweets. I need witnesses, i need documents. There are only two ways u. S. Citizens, Electronic Communications can be intercepted. One is title 3, and the other is fisa, the intelligence inquiry. Theres no other way for it to be lawfully done. The good news about both of those, bill, theres a paper trail, theres and application, there are warrants, all of which can be reviewed. And at the Johnson County Executive Airport near kansas city, planes and hangers were damaged in the storm. And the National Weather service will be surveying the area today. Lets bring in nbc meteorologist bill karins now. Bill, from kansas to missouri, that strip of storms was just severe last night. Yeah, and its still going, but a lot of the damage has already been done. And this was a little bigger outbreak than what was expected. We thought we would have a few tornadoes. We didnt think we would have 29 tornado reports out there. All the red dots show you where the tornado reports were, started in kansas as we went through about the 4 00 to 5 00 hour. The kansas city area had a big scare. And then they rolled into areas of southern iowa and northern missouri. Oak grove, the area that was hit the hat, this is oak grove, missouri. We havctures in. Thats not much left. Not sure if these were mobile homes or houses, well find out more information at daybreak. You can see the car flipped there and the roof removed from that home. 12 to 14 injuries reported in that storm that went through the oak grove area. So far, no fatalities, but with this many tornadoes that happened during the overnight hours, theres still Emergency Personnel out there trying to go to the little areas and the rural communities. Well find out how many injuries and fatalities we had. Hopefully none, but well find out into the morning hours. Heres what we are dealing with now, a new severe thunderstorm watch has been issued for much of arkansas, northern louisiana, to memphis, greenwood, all the way to tupelo. This is a severe thunderstorm watch. The conditions that favor the tornadoes earlier are gone. Thats good. Heres the area, 3 Million People are in the slight risk. Thats pretty much where we are dealing with storms and where we have the severe thunderstorm watch this morning. Heres the timing of it, we are going to plow this all to the east, but the line will weaken. Well still see a line of strong storms going through areas of alabama, georgia, and then into south carolina. Then well have a little line of storms heading through pennsylvania and virginia going throughout late today into tomorrow morning. But again, the tornado threat is going to be ending and just about overwith throughout the day. The rest of the country will be looking at a pretty mild forecast. Nothing too frigid and cold. Crews are making progress against one of the wildfires burning across the United States this morning. This one from colorado where 30 acres have been burned so far. Parts of kansas and florida are also battling wildfires as the sun comes up today. A new report shows a Record Number of exonerations in the United States last year. A i cording to the registration of exonerations, 16 people were cleared of their convictions. 94 included cases where it was later determined no crime actually occurred. Of the 1900 people convicted of crimes and later exonerated since 1989, 40 were africanamerican. And the fbi director james comey hits the road today, even with the wiretapping accusations. Director comey will attend a Ribbon Cutting for a new Boston Office and will address a Cyber Security conference at boston college. Meantime, sean spicer is dismissing report that is the fbi director asked the Justice Department to publicly reject the president s claims. And its still unclear if anyone in the white house has reached out to the doj to see whether the Obama Administration had trump tower bugged. And President Trump officially rolled out a ban of the controversial executive order. The white house is hoping the Second Time Around is the charm after the uproar over the president s initial order. Nbc news Peter Alexander has more on what has changed this time around. Good stuff. The language of the First Executive order all revealed what is essentially going on is a ban against muslims. The fact that they have tweaked the order does not elimite the taint. Reporter this grad student finally arrived back in california last month after the president signed the first ban, she was detained for 23 hours at lax and then deported. She worries the new ban will be temporary. If we look at history, whenever whole groups of people have been discriminated against, just because of their religion and where they come from, terrible things have happened. Reporter this Morning White House officials tell me the new executive order was signed in part to overcome potential legal challenges. Washington states attorney general who successfully sued to block the original executive order claimed something of a legal victory late monday saying that he hasnt yet decided whether his state will fight this new executive order as well. I think they have done as much scrubbing as they can, but it is the same thing with important modifications. A lot of courts are going to be looking at statements from the last few weeks where they said they will keep the ban the same, basingly, Steven Miller and sean spicer, they said they are not going to, you know, totally overhaul it. And so while they may say it is completely different, its still is basically essentially the same. Okay. Can we talk about how this was rolled out in terms of the communication . Because cabinet secretaries, they were the ones out front and center announcing the travel ban 2. 0. Do you think the white house has learned its lesson after keeping the process within the west wing the first time around . I think they know that if trump signs it with lots of cameras and lots of fanfare, then its just going to attract so much more attention from the media. What thought was interesting was they had a phone call with reporters from officials from different cabinet agencies before that public rollout, and those reporters, those officials didnt identify themselves by name. So you saw in the officials like john kelly and Jeff Sessions, they didnt take reporter questions afterwards. So they were trying to basically have a very lowkey rollout because they knew that would be better for them prwise. Very, very controlled. Daniel lippman, thank you for getting up early with us. Thank you. The House Republicans unveil a plan to repeal and replace obamacare, a plan they have been looking forward to for years. Heres Hallie Jackson with more. Reporter back at 30 rock today, a very busy day in washington, as you might imagine, really headlined by the new bill from House Republicans to repeal and replace the Affordable Care act. This is something a lot of folks in d. C. Had been waiting to see. They wanted to know, what was going to be in this, after the president last night, by the way, sat down with budget director Mick Mulvaney and tom price, two of the men who are the architects, if you will, with the white houses relationship with congress on this bill. Lets get to the nittygritty. What is in it, and what is not . What is in it, coverage for people with preexisting conditions, coverage for kids under the age of 26 so they can stay on tir Parents Health care. What is not in it . Well, that is where it gets really interesting. We know that the mandate for example is not in it to raise questions of how do republicans plan to pay for this . Republicans right now are saying they will pay for it by repealing the current Affordable Care act. This is getting, as we said, a lot of reaction from around d. C. , guys. Back to you. Thank you, haley, for that. Plenty of reaction around d. C. , no surprise democrats are tearing down the plan, but theres plenty within the republican ranks as well. Congressman justin anash tweeted, obamacare 2. 0. Senator rand paul was vocal about his frustration on getting a look at the bill yesterday tweeting, still have not seen the official version of the obama care replacement bill, but for immediate reports, this sure looks like obamacare light. And a little later a white house staffer tweeted the bill being delivered to his office. While also published an oped with congressman mark meadows calling for a full repeal before taking a debate on what should be replaced. And over and over again, the senator tarred that plan as obamacare light. We should repeal obamacare, but we shouldnt replace it with obamacare light. There are a lot of provisions that i think are still going to be in this version that are obamacare lite. They continue to be subsidies. They call them refundable tax credits, but its giving you somebody elses money to buy health care. We dont really get rid of the cadillac tax altogether. Its still in there, it just comes back in in eight years. So we really need to look at some amendments to get rid of the taxes. We put something on president obamas desk just a few months ago, and to suggest that what we put on President Trumps desk, you know, sets a new entitlement, keeps in taxes, doesnt repeal all of obamacare, weve got to do better. There are also reservations among republicans in the senate about how the draft bill addresses medicaid. Four members say it does not adequately protect individuals and families and Medicaid Expansion programs nor provide necessary flexibility for states. Now a provision to strip all federal funds from parenthood was include in the republican bill. And now it is reported that the white house offered to save the payments if the group discontinued abortion services. The New York Times reports the planned parenthood rejected the informal proroposal. The Organization Receives half a billion annually in federal funding, money that goes to Womens Health services and not for abortion services. In response, don mcgann said, offering money to planned parenthood to abandon our patients and our values is not a deal that we will ever accept. Providing Critical Health Care Services for millions of american women is nonnegotiable. And switching to overseas, the United States launched an antiMissile System into place to south korea. The faad system really isnt without controversy. Its certainly going to upset one or two countries in asia. Reporter well, ayman, tension is escalating across asia today with the beginning of delivery of the controversial u. S. Made Missile Defense system coming just after north koreas latest missile test. Four missiles fired toward japan in what the regimes news agency said today was practice for striking at u. S. Military bases there. So increasingly, this is becoming a big security challenge for President Trump and the u. S. Has pledged support to allies in the region. The problem is that china is strongly opposed to this Missile Defense system. They say it does nothing more than upset the strategic balance in the region. And chinese officials vow powerful measures against south korea and the United States as well. Already there are unofficial economic measures that are playing out in south korea. Almost consumerlike sanctions where chinese travel companies are urging people to not book tours in south korea. There are also protests against the retail giant that gave up its gulf course to use as the faad launch site. This is sure to cause some strain on the u. S. china relationship, but in reviewing its north korea policy, theres the sense that perhaps the Trump Administration is willing to accept a bit ofion with china in order to help its allies of course, mitigate the risk for north korea. From tensions to war in the middle east, the iraqi forces have made a major step in the fight to reclaim mosul from isis control. In fact, soldiers there seized the main government building in the heart of the city, which has been under control of the terror group for the past three years. Joining us now live from london with more, nbc news Foreign Correspondent matt bradley. Matt, we have been talking about this war for some time. Its really measured almost in street gains. Just how big of a gain is this for iraqi forces . Reporter well, good morning, ayman. This is a major symbolic step for iraqi soldiers and their allies. And the Iraqi Military spokesman told nbc news that elite soldiers have retaken the mosul government building. The central bank and the mosul Police Directorate and killed dozens of isis members in the battles. Retaking the compounds counts as liberating nearly the entire city. And we have seen that metric used before in battles for ramadi and a takrit and mosul. This is iraqs second largest city and is by far the largest city within isis selfdeclared caliphate.
