We want to begin with the latest out of turkey where theres an intense manhunt for the gunman who opened fire at one of the countrys most popular nightclubs. It happened when people were celebrating the new year and what offials are calling a terror attack. The gunfire started at 1 30 local time when according to the provinces governor the assailant armed with a longbarrel weapon shot and killed an officer outside the club. Then he stormed inside and opened fire on the 600 party goers. Around 120 bullets were fired. At least 39 people are dead. Officials say at least 28 of them are foreign nationals. 69 more are injured including an american. In two newlyleased surveillance videos, you can see bullets ricocheting off cars as the gunman runs down the sidewalk. And the other video released in slow motion, you can see people hide for cover and a dog run away as the gunman opens fire outside the club just before entering. The white house has condemned the horrific terrorist attack. Joining us now live from istanbul, nbc news chief Foreign Correspondent richard engel. Richard, what is the latest on the manhunt . Reporter well, dragnet is underway with extra checkpoints set up. The gunman wearing a dark jacket and backpack when he went into this club with two weapons, an automatic rifle and a pistol, he took off his overcoat before leaving and then escaped in the chaos as injured and terrified people were leaving the club. Authorities in this country have expressed confidence that they will find him, but with every passing day that becomes more complicated. Isis has claimed responsibility. And the fear here is that the gunman, if hes not caught soon, could try and make his way into isis territory, crossing the Turkish Border going into syria. At that stage it would be much more difficult for him to be caught. But the death toll so far remains at 39. Many of those people who were killed and injured foreign nationals. This club is one of the ritziest in all of istanbul, popular with tourists, popular with arab nationals, in particular, people from the middle east. Also the turkish jetset. And it has sent a chill over this country. It has seen numerous terrorist attacks from kurdish militant groups and once again this time it appears by isis. Richard, this does come after a series of terrorrelated attacks in turkey last year, including the assassination of a Russian Ambassador just a couple weeks ago. Is there worry that this is, say, the new normal for this country . Reporter well, i think people are very concerned that this is a new kind of normal and it is a new kind of normal unsustainable. The economy here is suffering. Tourism already was suffering. Now you have a gunman rampaged through a very exclusive nightclub on new years eve sending shockwaves around this country and around the world. So you have turkey facing numerous terrorist threats, targeted assassinations like the ambassador, attacks on the military and police, generally attributed to kurdish groups, and then attacks on civilians, on markets, on general people by isis. So if this continues for a long time, obviously, its a strain on the national psyche, National Economy and on turkey in general. Richard engel in istanbul for us. Richard, thank you. The u. S. Government continues to grapple with suspected Cyber Attacks with russia. The latest being russian malware discovered at a laptop at a Small Vermont electricity provider. The utility uncovered the virus before it could infect computers connected to the grid. The department of Homeland Security has warned operators of Critical Infrastructure to be on the lookout for code associated with grizzly step, what they say, russias Cyber Operations targeting the u. S. Government. Political organizations and businesses. On friday Vladimir Putin said he would hold off on retaliating for Russian Diplomats and other sanctions saying he would watch how the new administration reacts. Quote, not create any problems for u. S. Diplomats. We will not expel anyone. We will not prevent their families and children from using their traditional sites during the holidays. Vladimir putin invites children of u. S. Diplomats to the kremlin for parties. President trump weigh in with his praise saying great move on delay by v. Putin. I always knew he was very smart. And he added later that the russians are playing cnn and nbc news for such fools, funny to watch. They dont have the a clue. Fox news totally gets it. Then before his private clubs on saturday night, president elect trump explained reasons for doubting the u. S. Intelligence analyses that say russia was behind the hacking. I just want them to be sure. Because its a pretty serious charge. And i want them to be sure. And if you look at the weapons of mass destruction, that was a disaster. And they were wrong. And so i want sthem to be sure. I think it is unfair if they dont know. And i know a lot about hacking and hacking is a very hard thing to prove. So it could be somebody else. And i also know things that other people dont know. And so they cannot be sure of this situation. Reporter what do you know that other people dont know . Youll find out on tuesday or wednesday. Well, some officials suggest president obama has done president elect trump favor by taking action on his final month as president on russias election meddling and other intrusions. Adam shift and ed rendell had this to stay. Trumps first decision visa vi russia would be the sanctions and he would have gotten off with the wrong foot with putin. Now the sanctions stand by president obama, but president putin wants to build a new relationship. Has the Obama Administration given a gift to the Incoming Trump administration on this . If the trump folks are smart or shrewd politically, they would view it like that. Look, he took care of the reprisals, it didnt throw off our terms with russia. He cleaned the deck for me. If hes smart, thats the view hell take. Frankly, congress, weapon dont share that view. We think that more has to be done. And a consensus is forming on capitol hill with Republican SenateMajority Leader Mitch Mcconnell saying the sanctions are initial step with an overwhelming response needed. And as part of a Bipartisan Senate delegation to baltic states, senator john mccain vowed further action in the congress. We will be working for much tougher sanctions against russia. They attacked the United States of america, the hacking was an attack, and we should be treated as such. And we think their final institutions and other aspects of the russian economy should be addressed. Mccain is scheduled to begin hearings on foreign Cyber Threats with the Armed Services committee on thursday. President obama is set to begin the new year by coming together with Congressional Democrats to figure out how to protect one of the key pieces of his president ial legacy with 18 days left in office. The president will head to capitol hill wednesday to meet with house and Senate Democrats on how to fight the repeal effort against obamacare. Republican lawmakers have vowed to begin their efforts to overturn the federal health law as soon as tomorrow when the new congress convenes. Democrats have argued republicans should not repeal the law and risk the health care for millions of americans until they have offered up a replacement plan. Now the huddle on obamacare is the latest move by the president in recent weeks to try to make it harder for president elect trump to dismantle his legacy despite a promise of a smooth transition. President obama has taken a number of actions to try to preserve that legacy including criticizing israeli settlements, sanctions against russia over the manipulation of the election, banning oil drilling off the Atlantic Coast and ordering the transfer of Guantanamo Bay detainees. Despite those efforts, president elect trump will be able to roll back some if not all the actions, but any steps mr. Obama takes creates a new legislative or procedural hurdle for mr. Trump who seemed to shrug off any action to save obamacare while speaking on saturday. Hes president until january 20th. And then after that its our turn. So well see what happens. Hes got to protect what he wants to do, and perhaps he could say his legacy. If you look at obamacare, in many cases, we have over a 100 increase. Its unaffordable, it doesnt work. Bill clinton said it. Maybe he shouldnt have said it during the campaign but he said it. Its unaffordable, it doesnt work and its been crazy. President obama isnt the only one who appears to be interested in creating hurdles for president elect trump. According to the washington post, Incoming Senate minority leader Chuck Schumer told Majority Leader Mitch Mcconnell democrats plan to aggressively target eight of trumps nominees and stretch their confirmation hearings. And that includes trumps picks to head the departments of state, justice, labor, education and treasury. Well, the former u. S. Ambassador to the opportunitied nations is blasting the Obama Administration over the u. S. s abstention from the israeli settlements being illegal. John bolton said president obama was very negative or has very negative views when it comes to israel. Bolton who has been rumored to be in the running for a top spot in the trump administrations state department laid out one possible option for the incoming president and israel. I think what israel together with the Incoming Trump administration should do is say, look, were going to give everybody a chance to do this over again, repeal this resolution and pass something thats acceptable. And if not, were going to take steps to show our unhappiness. Meanwhile, president elect trump himself weighed in on whether he felt president obama was trying to undermine him by refusing to vote on the United Nations resolution. I spoke to him yesterday, hes been very nice, we have a very good relationship. But we have to protect israel. Israel to me is very, very important. We have to protect israel. And i disagree with what hes done. I listened to secretary kerrys speech, i think its very unfair to israel what happened. The United NationsSecurity Council has voted to support the latest ceasefire in syria, which was brokered by russia and turkey. Now the unanimously adopted resolution also reaffirms the u. N. s commitment to syria sovereignty saying the, quote, only sustainable solution to the Syrian Crisis is for a, quote, syrian political process and calls for unhindering humanitarian aid throughout the woretorn country. The recent ceasefire took effect thursday. And it is reportedly holding despite several reports of isolating fighting. Peace talks are set to be held later this month in kazakhstan. The nearly sixlong syrian war has killed more than 250,000 people and created millions of refugees. North Korean Leader kim jong un says his country is close to test launching an intercontinental ballistic missile. In his annual new years address on state television, kim said preparations for the launch have reached the final stage. Now this comes after north korea conducted at least two Nuclear Tests in 2016 including what it claims was a Hydrogen Bomb test. In California Police are looking for the person who vandalized the iconic Hollywood Sign over the new years weekend. Using tarps, a prankster changed the 45foottall letters to read hollyweed. It shows a lone individual climbing the fence that guards the sign. The tarps have since been removed and police say the incident will be investigated as a misdemeanor trespassing. So this line of storms in the middle of the night in january means business. And that is kind of like a mini Severe Weather springtype day in texas, louisiana, mississippi and alabama. You really have to watch out, not just from the damaging winds, but the isolated tornadoes later today. This yellow box is a severe thunderstorm watch box. No concerns or tornadoes this morning, just damaging winds. Well track the storms that are now here that will move right through the deep south right along the gulf coast during the day today. We may get enough instability later on this afternoon to this evening for a couple isolated tornadoes. Louisiana, this area of orange especially in enhanced rick. And later tonight, more or less wind damage from birmingham to montgomery and into areas of georgia. But kind of rare to have this big of an area this time of the year. The other story is, we have a little bit of freezing rain this morning for you in central pennsylvania, and now some of that is trying to make its way through the allentown area just outside of philadelphia. The gunman in an istanbul nightclub this weekend is still on the run. Officials say more than twothirds of the People Killed are foreign nationals. Nearly 70 more are injured including one american. Joining us now live from istanbul, nbc news correspondent kelly cobiella. What is the latest on the manhunt . Reporter well, Security Operations are underway, but we have not learned if the Security Services are identifying someone particular or are closing in on anyone. Istanbul police have released a grainy photo they say is a photo of the attacker, the man they are looking for that appears to be a screen grab. In fact, Istanbul Police say its a screen grab from Security Camera footage. But in terms of closing in on anyone, well, we have not heard anything to that effect. We are just across the water from the nightclub. And you can sort of see it way off in the distance still guarded by a police boat on the water side and guarded by police in front of the club. The gunman went in the front on the streetside, shot a Police Officer and a civilian, and then shot his way in. Istanbul police say he sprayed 120 bullets on that new years eve crowd. And an attack lasting seven minutes. One of the people shot was an american, a man from delaware named jake rock. We spoke to him just within the past hour or so. He said he was shot in the hip. And the bullet traveled through his knee. He was operated on, he was conscious, awake, and apparently already on his way home. The state Department Says only one american or that is the only american that they know of so far involved in the attack, but of course, betty, lots of foreigners and 39 People Killed. Just a tragic situation. Kelly cobiella, thank you. President elect donald trump has taken a more favorable tone to russia than his fellow republicans tweeting on friday, great move on delay and reacting to u. S. Sanctions by Vladimir Putin. I always knew he was very smart. But yesterday up coming White House PressSecretary Sean Spicer aimed to put the president elects comments into perspective. The United States says that we are going to impose these sanctions, expel people, close down sites, et cetera, call out people by name. The russian government says we are going to retaliate in a e sense. Then Vladimir Putin says, im going to wait. Thats good for our country, but donald trump is not president yet and getting wins abroad and here at home. Trump and his team are raising more questions, though, about the intelligence around the hacking attacks tied to russia and what is really behind a response from the Obama Administration. Donald trump cast doubt on the u. S. Intelligence view that russia is behind the Election Year hacking. I know a lot about hacking and hacking is a very hard thing to prove. So it could be somebody else. Reporter trump went further and claimed without explanation insider knowledge. I also know things that other people dont know. And so they cannot be sure of this situation. Reporter trumps future White House Press secretary suggested obamas order for sanctions and expulsion of Russian Diplomats could be out of proportion. So there is a question about whether theres a political retribution here, whether its versus a diplomatic response. Reporter House Intelligence Committee top democrat adam shift said the evidence is very solid. Democrats or republicans, none of us have any question about this, the only one who does ape parentally is donald trump. Reporter a takeoffrom palm beach, the trumps headed back to business in new york. While in washington, setting the stage for trump to take the oath of office but analysts say Building Support for his presidency beyond trump voters is a longer project. There are a lot of raw emotions going into this inauguration. And it would be foolish to think that those emotions are healed in the course of a couple of weeks. That was Nbcs Kelly Odonnell reporting. President elect trump was also asked this weekend about the role of Cyber Security in his administration. And this is what he had to say about that. You know, if you have something really important, write it out and have it delivered by courier, the Old Fashioned way. Because ill tell you what, no computer is safe. I dont care what they say. Last week the president elect asked for federal Intelligence Briefings after new information was leased on russian cyber activity inside the United States, which he also commented on saturday night. What kind of questions will you be asking at your Intelligence Briefings that you asked to arrange for next week . Im asking normal questions, like everything is going to work out very well. And hopefully well have great relationships with many countries, and that includes russia. And it includes china. Well, the 115th congress will be sworn in tomorrow. And senator john mccain is moving right away to begin hearings on Cyber Threats. Convening the Armed Services committee with an open and then possibly closed session on thursdays with top intelligence officials. Those invited to include the director of national intelligence, james clapper, Marcel Lettre anded a mi ed ed michael rogers. Mccain was overseas for the new year tweeting from ukraine, spending new years eve with brave ukrainian marines at a former combat outpost. We stand with them in their fight against putins aggress. And speaking about the russian involvement in americas election, mccain said, when you attack the country, its an act of war. So we have to make sure that there is a price to pay so that we can perhaps persuade the russians to stop these kind of attacks on our very fundamentals of democracy. Mccains hearings begin two weeks before president elect takes office and trump aides have not forgotten mccains past reviews. In their Public Comments this weekend, steve bannon sought to rally the, quote, how abobbits, term used for the right wing. The key is to hold people accountable. Thats, you know, the hobbits or the deplorables had a great run in 16, everybody mocked them and ridiculed them, and now theyve spoken. So i think people in 17, i think 17 is going to be a very exciting year. Yesterday president elect Donald Trumps choice for White House PressSecretary Sean Spicer contrasted the Obama Administrations highly public reaction to russia with its nonresponse to a recent chinese cyber attack, drawing a response from democratic congressman adam schiff. In 2015 sensitive data, people like me who work in the government, with classified, personal information. When china did something so egregious in 2015 and the white house did nothing publicly, not even issue a statement, but they sent everyone who work in the government saying you get free monitoring of your credit. They took action by sending a letter to us, not even taking action against china. Heres what is different about what russia did. They didnt just steal data, they weaponized it. They dumped it during the election with the specific intent of influencing the outcomes of that election and that is not something china has done or frankly something russia has done here, although its done it in europe. And that is a very different situation than the mere stealing information as serious as it was in chinas case. Thats why the administration handled both cases very differently. Well, president elect donald trump returned to new york city last night after spending the holidays at his florida resort in maralago. On friday he took issue with one of his biographers. According to the author of lost tie c tycoo tycoon, he said trump told hurt it was inappropriate for him to play at the club, and had his security detail escort him to the parking lot.
