These are some of the worst numbers ive seen in a long time. I cant believe how bad the new york giants are. They are the Worst Football Team i have seen. No, this was supposed to be a good team. They got a clock in their locker room and its like a countdown to playoffs. This is like countdown to the first draft pick. Willie geist how bad are the new york giants . If it werent for the Jacksonville Jaguars they would be the worst team in the nfl. Thats how bad they are. They cant run. Eli is throwing is 15 interceptions already this year. They are 06. Their defense cant stop anybody. Other than that they are fantastic. Last night more sports. The tigers. Served notice last night. We got the most classic finals i think in both the national and American League weve had National League it will be los angeles against the cardinals. Amazing. Two incredible organizations. In the American League the red sox against these guys. Red sox tigers tomorrow night fenway park. Thats going to be fun. Two great matchups. Verlander. Insane last night. Almost untouchable. Hes been on morning joe with us. I was talking about a different bad day. A bad day for the gop. But well just go through the news and see if you see it that way as well. I think you will. The poll numbers are what they are bad. They are in the 20s. They could be in the teens. Nomar beg margin of error. President obama met with republicans yesterday. Both sides seemed open to at least a six week extension of the federal governments Borrowing Limit. Negotiations continued through the night but as we begin day 11 of the shutdown the damage done to the republican brand is reaching historic levels and a new nbc wall street journal poll finds just 24 of americans have a positive view of republicans. Thats an all time low for the poll. Meanwhile 21 have a favorable view of the tea party. Also an all time low. 53 blame republicans in congress for the shutdown just 31 say its the president s fault. In fact, more americans are blaming republicans now than at any point during the shutdown of 1995. And finally, 70 believe the leaders of the Republican Party are putting politics first instead of displaying strong leadership. Thats not good. The issue of political theater puts senator ted cruz squarely in the spotlight ever since his 20 plus hour fake filibuster to defund obama care, republicans have been questioning whether theres any real strategy behind his showmanship. Yesterday we heard from Charles Krauthammer. Hes a progrenostica torch r. Republicans warning republicans, conservatives warning conservatives even before this ted cruz strategy launched. I always talk with Charles Krauthammer. He raised that exact question. Take a look. How exactly was he going to achieve abolition of obama care . Explain that to me. Has he ever explained it . Where is he now . His sidekick, senator mike lee said oh, were past obama care, weve moved on. I mean, you know, these are the generals who lead people into the battle of little bighorn and then go home and have lunch and leave the troops out there . Where are they . Where are the generals . Whats their strategy to get abolition of obama care . Mark halperin it gets worse. A new gallup poll americans now have heard of senator ted cruz and thats not necessarily a good thing. His net favorability is done 16 points from four months ago. Cruzs defund obama care partner senator mike lee not doing a lot better. This is shocking numbers. Hes seen a 20point negative swing. Shocking number out of utah. Hes upside down as the republican senator in utah. Theres so much to talk about. Mark halperin, this is, as you said, this isnt margin of error stuff. This is quite frankly what scott walker, Charles Krauthammer, paul ryan and myself have been warning about for well over a month now. Written it. Weve talked about it. We said this is going to happen. They had no exit strategy. Now the gallup poll comes out, record low numbers for the Republican Party. In all their years of polling. And then you have nbc news wall street journal poll coming out, record low numbers. Not only that, but i dont know if you remember to a simpler time when americans didnt think a whole lot of obama care. The nbc news wall street journal poll shows that what ted cruz and mike lee and mark rubio have done have actually made obama care more popular. This is one of the most catastrophic political moves and maybe its short term in some time, mark. Well, it means, the timing of these polls and the wall street journal nbc news poll is a respective poll. You dont see republicans challenging the methodology. Timing means well get more pressure for a deal. There wasnt any progress overnight of any significance. But the outlines of a senate deal are coming together. And the polls are going to cause republicans to not be able to press as tough a bargain but not totally cave. There are things they can still get here and we can have a deal by the end of the week. These numbers are unequivocal. Theyve made obama care more popular. The poll shows a boomerang effect. Now, half of all americans good job, guys. Half of all americans oppose eliminating funding for the president S Health Care law. The fight for a smaller federal government is also losing steam. 52 say the government should be doing more to solve our countrys problems and looking ahead to the 2014 midterms 47 say democrats should control congress 39 believe republicans should keep control. Ive said some things that riled some people about ted cruz but what i see here is something thats so destructive for the country and so destructive for the Republican Party which quite frankly if you have two strong parties you have a strong conversation. This is its destructive for the conservative movement. Its destructive for the Republican Party. Gene robinson, i mean this is as Charles Krauthammer said, he marched the troops into battle. Little bighorn. It was little bighorn. Weve been saying gettysburg. We have that wrong. It was little bighorn. Then he went home to eat a ham sandwich while his troops got slaughterered. Watching reruns of Guiding Light while the troops were getting killed. Yesterday was an extraordinary day because we had basically the republicans going over to surrender on the debt ceiling saying okay you win on that. They long since surrendered on obama care. Then the poll came out. And so i think, you know, at this point its a matter of finding kind of capitulation without humiliation, some sort of formula to back down on the shut down and perhaps get some kind of negotiations out of that on budget issues which could be a good thing for the country, actually. And as for senator ted cruz, you know, he wasnt a popular guy among his peers and colleagues and i dont know how he shows his face around on the floor of the senate or even at the capitol. Mike lee, hes a guy who was really popular in utah, replaced bob bennett. Exactly. He seems like a nice guy. Like mike lee. The guy is upside down in utah. If youre mike lee today and youre like a couple of months ago saying i think this ted cruz guy is really smart im on board what are you thinking today . Youre thinking why did i get in the car with ted cruz. Why . Why . Ted cruz, his poll numbers hes upside down. Cruzs numbers are well deserved and well earned. He took 40 or 50 sheep in the house gop, walked them into an lshaped ambush and did considerable damage to his party and did, i think, major damage to the speakership of john boehner. Mark halperin, a lot of people will be saying not a lot of people but there will be people on the far right saying oh, these are all a bunch of people that dont want whats in the republicans best interest, except for me. This is just this is without debate. This has been a disastrous move and republicans on capitol hill understand this. The wall street journal, i mean i can go down the long lit any. You just wonder who are the people that are sll ad hearing to this strategy . Well why havent they come out and held a press conference and say we screwed up . We screwed up and we made a terrible mistake. We should have focused like paul ryan was focusing on saving entitlements and reforming the tax code and we screwed up. Well i think they are implicitly doing that by talking about saving entitlements and refoaming the tax code and by not i mean you havent seen cruz been given any big platform any more. He stepped back a little bit. I think theres a chance that they can salvage a fair amount of this if they get a good negotiation in the senate and thats where the focus is as much as we talk about the house. If they can get a good senate deal, pressure the house to pass it, kit be as gene said it can be good for the country because theres a lot of Common Ground on tax reform and some Common Ground on entitlements. On this topic gene you have a great piece in the the Washington Post, boehner is playing to win. Dont feel sorry for john boehner, his party and his country may be losers in this absurd crisis, but he clearly intends to come out a winner. Its tempting to sympathize with the house speaker, putative ringmaster of an unrulely and at times into her rent Republican Party. Boehner has been feeding his difficult charges a steady diet of fantasy. Strengthening his position as speaker while bringing the nation to the brink. Win or lose boehner will have damaged his standing only with the republican establishment which you might have noticed is not in charge. He will have improved his standing with the conservatives who had been grumbling about his performance as speaker. These polls show a divide inside the Republican Party. How did it get to this point. Where was the Republican Leadership not just john boehner but Mitch Mcconnell. How did they allow a freshman senator seize control of this argument, seize control of the debate. Everybody was afraid to speak out. And get to you 24 this morning. Everybody was afraid to speak up. Are they still afraid to speak up . The numbers are going straight down. And they will continue to go straight down. Are they all afraid to speak up on capitol hill . Is it so isolated in washington that if youre in the house of representatives or youre a republican in the United States senate you cant see that ted cruz, this was a solo play, this was all about him, about his ego . No, i mean the members knew that. They ran enough 30 second commercials in all these states that they scared people. You know, i think i dont think they are isolated. I think its you know we got on just a little bit, heidi high camp when she was so upset about background checks and balances. They are hearing from the people that are making the most noise and its distorting their reality. So, you know, when ted cruz started his campaign to lead everybody into this boxed canyon, put yourself in John Boehners position. He was already suspect as far as conservatives were concerned because of his caving on the fiscal cliff. He had to placate that constituency. Thats the thing. Tip oneill, he didnt worry about placating his constituents. Mike barnacle, it was an opium den with most of them before they got elected in 74. There were some crazy leftists in that group. Do you think they ran over tip oneill. Do you think anybody ran over nancy pelosi in the beginning . Newt gingrich will tell us what we were going to do. That didnt last for very long. But you dont. I mean true leaders stand in front of the group and say guys im not going to allow to you kill yourself if you have a good exit strategy then lets talk about it. But listen, were not going to shut down the government without a plan b. There was a much better strategy that they could have let just play out that they completely overlooked because they were so focused on the impossible. Take a look at this. The current state of play that these republicans bearing the brunt of all the blame, the public support for obama care, of course, as we noted is on the rise. Its a loselose situation for the gop when instead they could have been focusing americans attention on this. Week two of the obama care roll out and the please wait side at Health Care Website remains ridicule. From capitol hill to late night turns v. Im going to try and download every movie ever made and youre going to try to sign up for obama care and well see which happens first. The website has been a mess, locking up, crashing and kicking off potential customers. Of the 260 people who tried to sign up at this miami clinic only a Single Person got through. One. From 260 attempts. In online discussion groups computer experts talk about major coding and Software Problems that could take weeks or months to fix. Its tough to have a worst launch of a nationwide launch. Everybody was shocked who has been watching this from the inside at how bad it is and how bad the Computer Programming and software and code and architecture is. While the federal website has struggle told truth is the states offering their own exchanges have had much more success. Kentucky gets very high marks. They have already signed up 7,000 people. For months experts say they tried to warn the White House Health care. Gov wasnt ready to go live. The administration decided to go with it anyway. They designed it to handle 50,000 to 60,000 simultaneous users. Instead five times that many, 250,000 have been trying to accesS Health Care. Gov at any given time. Were making improvements every day. Every day will be better. By the time were done millions of folks will have insurance. So far the white house isnt saying how many people have managed to enroll. Industry sources say the numbers could be embarrassingly low. So that just that would have been getting lost in the argument. Mark halperin that would have been the discussion. That would have been the discussion if the republicans looks like a lot of people are interested. I mean this is what the experts say, its hard to have a worst launch than this. And yet everybody is talking about ted cruz and the republicans because they all talk about it. Look at us. Look at us. It still may be the discussion. They have several months now more to try to fix the problem and again the club will land they will have to figure out a way to get more people enrolled. The phone number will work. Republicans need to sort of go back to first principles. Theyve decide what it means to be the opposition party. Do they want to get anything done or do they want to continue to see poll numbers like the nbc poll. Willie, is it that hard to add service . Its remarkable. As we said the other day they left themselves open to this. You think about what kind of campaign they ran with the smartest people in media, electronic media, micro targeting and everything else. Those people arent there any more. And the tough thing is putting it together. They had this coming. And the miami story, Gene Robinson where of all the people that came in only one person got on there. Again, i think there are probably a lot of democrats, a lot of supporters of Affordable Care act that are going, you werent ready for this . Yeah. Its amazing. And in dont understand it. I dont think anybody knows why it would be so slip shod at this point. They got to fix it. Its in effect. They got to fix it. You know, its not the case, though, that i think people will be discouraged and go away, people signing up for Health Insurance need Health Insurance. The tragedy or whats bad about this is that people need this, and they want to participate, and its frustrating, im sure. Gene, to the point that willie raised, the republicans missed such a huge opportunity because during the course of the campaign, mark, you know this better than we do, the Democratic Campaign for president obama, the Reelection Campaign they could tell you what voters, which brand of gum. Thats how sophisticated the level of and whether they chewed on the left side or right side. Absolutely. But they cant enroll you in health care. They cared about politics but dont care about the health care computer stuff. I dont understand it. Because apparently they got people in from the google. Yeah. The twitter. They got some of the top i. T. People in there. Again, weve seen companies that have crashed and, you know, there were some sort of Marissa Mayer when she was at google it crashed and you got an hour to figure it out or your business goes under. I cant believe they cant draw upon the expertise of these people. Get consultants and figure out how to make it work. The argument that its so popular that they didnt expect doesnt hold water because that happens to websites every day. Big news day people rush to msnbc. Com or sports espn. He was snubbed at cpac back in february. What are they giving for a reason this time. Willie this, is more good news for governor christie. The reason they are giving is they are saying that they are inviting friends of their movement. So this is one of the most conservative gatherings of the year. It starts here today in washington. Just to give you and idea of the tone of it, tomorrow morning before the book signing, before the morning Plenary Session theres a morning worship time. That gives you a sense of their tone. Governor christie in the same week a new poll him running away with his reelection race in new jersey. Ive just been up in new york there for a couple of days, saw you on the set. Local tv news you constantly see the ads. Chris christie showing him recovering from sandy, reaching out to democrats with that great tag line. Chris christie, the governor. One of the great taglines i think in political advertising and so Chris Christie can take this and say im a different kind of republican, let them have their meeting where they talk to themselves, im talking to the whole state and he hopes eventually the whole country. Mike, what more would conservative groups like the value voters like to see from Chris Christie. Hes not for abortion girj. Whats missing on his resume . Willie thats very astute. Part of this is personal. You talk to the hardest core republicans, conservatives, they are still unhappy about the way the Romney Campaign ended. I think thats part it. But i think very quickly they are going to see Chris Christie is a winner and i dont know how far he would go in a republican primary process but hell have his day. Hell be very strong at some point and republicans are going to have to confront a question that they have many times over the years and that is would you rather be right or would you rather win. We keep hearing that in 2016 people say Chris Christie could win. Democrats tell me that. He couldnt get the nomination. This is that internal gop struggle in playbook we call a gop reboot that they just havent answered now almost a year on after the election. See how that shakes out. Here with us now Senior National correspondent for Bloomberg Business week josh green who writes in the latest issue of Bloomberg Business week which by the way has an amazing cover story on how more ceos are getting involved in washington politics and josh writes in part ceos are showing up more regularly on capitol hill, the combination of dysfunction in congress and increased federal involvement in the economy since the financial crisis has led executives of Companies Large and small to personally press their case with members and regulators. The acrimony in congress and the chaos its produced are big reasons for the uncertainty and why employing lobbyists may longer suffice. Whats the good, bad and ugly around that reality remember the famous line from Michael Jordan when he was asked why he didnt get involved in politics, he said be republicans buy sneakers too. The same conventional wisdom applied to ceos. Dont get embroiled in washington. Thats changed over the last couple of years because washington has become so dysfunctional that essentially big investors are now saying to ceos get in there, defend our interests, dont let these guys screw up the company go in and try to talk some seasons into them. This week we have six days left until the debt ceiling could default and these guys are saying wait a minute the shutdown is one thing but now youre going to crater the economy. Ceos ranging from Lloyd Blankfine on down saying you have to get in, you have to stop this kind of train that seems to have so much momentum. Its a real fear. Weve seen Consumer Confidence plunge in the ten days of the shutdown so far. Thats a real bad sign as we head into the Holiday Shopping season which very important. Charles krauthammer gives a look, Mark Halperin at the way out. The real question is what will boen doer. His answer thus far has been peculiar. He simply wants the president to sit down and negotiate. Negotiate what . You cannot negotiate if you dont know what you want. The republicans need to present a simple, broadly popular set of demands. The president will deal. Paul ryan as usual points way with a suggestion that would turn the partial and imperfect success of the last debt ceiling fight into the larger success of cushing entitlements. Its a winwin. A serious attack on the deficit. Good. Refiguring sequestration also good. Forcing the president off Mount Olympus, priceless. Gene, theres going a deal like that its going to have to involve harry reid saying its okay. Any indication you have that harry reid is interested in talking about entitlements or talking about tax reform which seems to be where the republicans are headed . He certainly gave no indication yesterday or has given no indication so far that hes eager to do that. You know, i think he can probably be brought along into a conversation. Im not sure how much you can get through. Im also not sure that after that poll yesterday youre really going to get the president down off Mount Olympus that soon. So i think, you know, the republican offer probably has to get a little bit better than it was yesterday. And theres incentive for that to happen. And, you know, when push comes to shove i think the president and also perhaps nancy pelosi will begin to prevail on harry reid to at least start a conversation that if it doesnt let the republicans save face at least lets them say they are saving face and lets us all move forward. We need a government and we dont need to pit the debt ceiling. And former Senior Adviser to president obama, director of University Chicago institute of politics, msnbc contributor David Axelrod. Go irish. So unbelievable numbers yesterday. The nbc wall street journal poll follows up on a gallup poll. The Republican Party hits its lowest point in polling history. Missed major opportunities along the way. Its stunning. For 90 minutes yesterday president obama met with House Republicans at the white house primarily to discuss the gop pr plan to avoid the default. Both sides seem open to a six week extension of the federal governments Borrowing Limit however the meeting ended without a firm plan in place. Negotiations continued through the night. But as we begin day 11 of the shutdown, the damage done to the republican brand is reaching historic levels. New nbc wall street journal poll and joe i think youve been warning about this finds just 24 of americans have a positive view of republicans. Thats an all time low for the poll. Meanwhile, 21 have a favorable view of the tea party, also an all time low. 53 blame republicans in congress for the shutdown, just 31 say its the president s fault. In fact, more americans are blaming republicans now than at any point during the shutdown of 1995 and finally 70 believe the leaders of the Republican Party are putting politics first instead of displaying strong leadership. The issue of political theater puts senator ted cruz squarely in the spotlight ever since his 20 plus hour fake filibuster to defund obama care republicans have been questioning whether theres any real strategy behind his showmanship. Yesterday Charles Krauthammer raised that exact question. How exactly was he going to achieve abolition of obama care . Explain that to me. Has he ever explained it . And where is he now . His sidekick, senator mike lee said oh, were past obama care. Weve moved on. I mean, you know, these are the generals who lead people into the battle of little bighorn and then go home and have lunch and leave the troops out there . Where are they . Where are the generals . Whats their strategy to get abolition of obama care . New gallup poll shows more americans than ever before have now heard of senator cruz. So hes certainly gotten the attention he wants. But according to the polls its not necessarily a good thing. His net favor ability is down. Mike lee has seen a 20point negative swing in favorability from voters in his home state of utah. David gregory theres a boomerang effect. Obama care more popular. You get the sense that mike lee saw this coming a few weeks back when he said obama care is not worth a shutdown. But these numbers are just Charles Krauthammer said its little bighorn. They were foreseeable. Thats the striking part about all of this. Theres nothing particularly surng about how this lined up. The president who was castigated by liberals after the 2011 fiscal crisis was able to dig in and followed that strategy. I talked to republicans yesterday the feeling was that obama would give in if we threatened to shutdown and then shutdown if we threatened the debt ceiling that there was a belief in certain quarters lee, cruz and others obama wouldnt see the fight through. Now they realize that he has, and there was never really Much Movement on, you know, the desire to get rid of obama care. Because senator cruz never really moved opinion among his colleagues despite the grassroots efforts, despite all of the fundraising that he was attempting to do. All you have left is the damage to the republican brand and then a little bit more popularity as you say for obama care which is still having so many problems getting going. David axelrod, its willie. First things first. Theres no game there tomorrow. I know. Im really pissed about that. We do like the drop cloth behind you. Can he say that . Hes in a dorm room. David, let me ask you about a question we were talking about in our last hour, which is how it got to this point for republicans . How it got to 24 approval . Where were Mitch Mcconnell and john boehner early in the process before a freshman senator named ted cruz seized control of this debate. Sure lie they knew strategically the leadership that this wasnt going to end well, it would be band for the brand. Couldnt they have said to ted cruz senator we know what youre doing you are building up your plan, you may believe in this but this is bad for our party. This exposed the fault lines in the Republican Party. Theres always been this problem that there are two audiences. Generally this is taftous for the Republican Party. Ted cruz is talking to a specific constituency within the Republican Party that tea Party Constituency hes raising money from them, rallying them, i call them the limbaugh republicans. They may be a minority but an active minority and thats his base and hes actually getting a lot of ata boys and affirmation. At what point and is there a point where that constituency will say enough is a enough and is there a way out with that group that can say okay we made our point or where they insist on continuing to tie up the government until they get some sort of concession that isnt forthcoming and thats the dilemma that the leaders have faced. So Mark Halperin, David Axelrod just mentioned the leaders. What happens from now on to John Boehners speakership. What shape it is in . Theres still a lot of this to play out. Hell put something on the floor eventual that will lose some republican votes. I think the question is how much he can come out of this with enough support. Hell lose 20, 30, 40 House Republicans but how much does he come out of it saying with the impression from them he fought the good fight he did what he could but didnt get as much as he would have liked. David gregory let me ask you, the president as you said, some republicans thought he would cave he hasnt. Given the nbc wall street journal poll does the president continue to drive a hard bargain or bring harry reid and other democrats along for a compromise . As you say a lot of this to play out. On his side what does we want to walk away with. He wants to say he didnt negotiate on the debt ceiling at all. In fact the unlikely allies of the president on that are these more, senator cruz inspired House Republicans, who never wanted to go to brink on the debt ceiling they say they rather do it on the shutdown to fight obama care. That still is unclear. So if we can get that debt ceiling raised then he gets into a bigger negotiation overall on the budget. Weve been there before. Thats where i think he continues to drive a hard bargain, or if you look at all the contours of what were seeing this morning the reality of the pull back is between now and 2016, anything done on the budget will be pretty modest. If its entitlement reform it will be modest. Tax reform same thing. I think thats the glide path until we get to 2016 and if theres any realignment to break this fever. More and more republicans, though, and more and more conservative, Mark Halperin are coming out saying what some of us have been saying for a long time, this is just a failing strategy. And like Laura Ingraham yesterday, Charles Krauthammer even more forcefully yesterday many others saying this was a disaster. Even if you support ted cruzs energy as Laura Ingraham says, the tactics are terrible, stlnt a growing sense out there and dont you think that will move the house to come to some sort of a deal that allows them to move on the tissues that paul ryan talks bentitlements, tax reform, debt . I think thats clearly the strategy including the senate. The big player moves from boehner to harry reid because senator reid doesnt want to take up any of these things and if they are taken up hell insist on taxes and we get right back to that question of whether republicans have any deal that has any new revenue in it. Harry reid will become the focus of this moving off of boehner as we move towards a senate deal and then ping pong over to the house. I was going to say to another point that joe is raising which is if part of where people have attacked the tactics is getting off the fiscal fight for a fight over obama care that wasnt going anywhere. The only thing i would say about the damage to the republican brand we see in the polls right now is that the end of the story hasnt been written yet. If we get into a broader discussion and broader debate about the budget whatever the outcome of that is perhaps thats what leaves a more lasting impression. Even senator cruz could end up arguing and put watch different spin on how this whole process played out if it ends up getting to a place that takes a real look at what the government does, how much to government is spending and dealing with entitlements. Youre right as you and mark have said the story hasnt been written, the end of the story hasnt been written. You never know how things will turn out. I do know when politicians or parties dip down into the 20s its a cause for serious concern. Im serious. Its not like were talking about for the republicans at 38 or 42 in the fight against bill clinton. Were talking about a drop to 24 . And i just fear that that has, for republicans, long term lasting impact. Lets bring in lets had hear from republican representative from california congressman buck mckeon who was in the meeting yesterday the president. Buck, you were in the meeting. Before we ask about that meeting, you actually had concerns about sequestration and several other things leading up to this point, havent you no question. I think ive been talking about sequestration now for a couple of years, right after we passed it, we held hearings in the Armed Services committee and we had all of the people that were involved in defense, we had the chiefs, we had secretary, we had former secretaries, everybody said that sequestration was shooting ourselves in the head and weve had the opportunity of seeing that now. You know, people forget we got 487 billion out of defense before sequestration. And, you know, weve done this in our history after world war i, after world war ii, after korea. We always disarm, we cutback the military so we wont be prepared for the next one. Seems to be in our dna. We go into the next conflict unprepared and lose people needlessly. In the past when weve done this its been after the war. People have forgotten were still at war. Tell us about the meeting with the president yesterday. Do you have any reason hope to that there may be a coming together of the two sides . You know, weve been asking the president to sit down and talk to us for quite a while now. So i think last night was very positive. We had, i thought, a good meeting, a good discussion. I think a lot of air was cleared of things that were working on and we left the meeting with a decision that the president would talk to his people, we would talk to our people. They would talk to each other, which they did through the night. And im hopeful. Im anxious to hear from our leadership this morning as to the progress that was made during the night. But i think that i felt good, better than i felt for a few weeks about where were heading. Congressman Mark Halperin, can you talk about some of the elements that were talked about through the night . We talked about a lot of things. I dont especially want to get into details of the meeting. We kind of decided it would be best moving forward if we focused on going forward. Theres no sense dwelling on the past. Mistakes have been made. But at least now were talking and its time to move forward. Its best for the American People. Did anything funny or dramatic happen with your meeting with the president . Give us some color. Well, i did notice that the little name cards that they had on the, our place were different than normally. When you normally go to one of those places they have your name written in fancy writing. And i noticed that it was just kind of handwritten quickly name and i turned it over and i want had the fancy name of somebody else at a prior meeting. They are saving paper. Theres a shutdown. The shutdown has had an effect on the white house. On the fancy writing. David axelrod, David Gregory, sorry. So congressman, my question for your im interested in specifics as well, but i wonder if you can talk about the dynamic between you and other colleagues. We know how many divisions there are among House Republicans. How would you like to see this end up . What is it you would like to achieve . Well, you know, what weve seen is democracy at work. Each of us comes wanting to do the best we can to represent the people that elected us and we come from different parts of the world. We call at any time peoples house. Because every area, every region is different. There are districts that are a couple of blocks. There are districts that are states. Big states. So, trying to all come together and represent those interests is not an easy thing. You know, joe, we sat something on the Armed Services committee. And people here want to do whats right. The hard problem is finding within yourself what is right. And we all represent over 700,000 people in the house and when you go home, which i havent been able to do for a while but when you go home you maybe talk to 100, 200, 300, its really hard. So when you come back you are representing the ones that get through and talk to you. Right. And its amazing how we can come up with different feelings, but at the end of the day were going to get this worked out. Hopefully it will make things better for the nation. Okay, bob, thank you so much. Its good to see you always. Greatly appreciate it. And willie. I was going to say congressman is the chairman of the Armed Services committee. We should point luft night president obama signed into law a bill to pay death benefits to those military families. It took too long and a private charity had to bridge the gap but it did get taken care of. David, you had a question. David axelrod, you heard the congressman say that, you know, in terms of whats happened in the last two or three weeks at least he had a smile on his face, he feels fairly optimistic. Within the administration, where you worked for so long and so hard, is there a Tipping Point, do you think, where the president , you know, no thats not good enough. That deal is not good enough. That deal is not good enough. Is there a Tipping Point where it rebounds against the president unless he does come up with some accord with the republicans . I dont think its in anybodys interest for this to go on for too long. The notion there will be winners and losers after a while everybody is a loser. But there are principles here and i think that what would be disastrous for the president is if he were to back off on the principle that hes not going negotiate wait a gun to his head and that, you know, i thought he gave the republicans an out earlier in the week when he said you can then the entire negotiations to a continuing restlour resolution and reopen the government and raise the debt ceiling. I would have taken that and run. I would have taken the continuing resolution at sequester levels and run with that as well. But these guys just didnt want to they cant declare victory, but in answer to your question, mike, i think its not in the president s interest or the countrys interest for this to go on. I think he knows that. But it would be worse to give in on the wrong terms and set a precedent so that every few months youre under the same pressures and the economy is under the same pressures. Those are quite some numbers you have for us this morning. Along with the Center CornerChristie Hefner and history professor at Rice UniversityDouglas Brinkley his new book cronkite is out in paper book. Congratulations about the dodgers. Dodgers, cardinals. Its as good as it gets. I am still scattered. Dodgers and cardinals, jack clark and tom. To this day why tommy la sorta didnt walk jack clark. Nbc wall street journal poll showing this boomerang effect indicating how the strategy by some republicans, chuck todd, has backfired. Number of americans who think obama care is a good idea has risen to 38 , up seven points from september. Now half of all americans oppose eliminating all funding for the president S Health Care law . The fight for a smaller federal government is also losing steam. 52 say that government should be doing more to solve our nations problem and looking ahead to the 2014 midterm elections, 47 say democrats should control congress. 39 believe republicans should retain control. Where do we begin. 24 Approval Rating for republicans. Pretty bad. I went through and realized, is there a good number whats the good news for my party. I look at the top of the polling, to 2013. Thats the only good news in this poll is that it was conducted in 2013. Other than that, it is joe, there are numbers here that the Republican Party are getting on shutdown that your Republican Congress in 1995 didnt get. John boehner and ted cruz have successfully done what Newt Gingrich couldnt do, get a majority of the country blame the republicans than get a plurality. Looking back everybody thought Newt Gingrich was ruining the Republican Party with what he was doing. He couldnt achieve, if you want to put it in those terms. You look at here and theres no part of this poll and the boomerang effect that mika was just mentioning its amazing ted cruz starts this crusade, health care is now, i would say less unpopular. Still a net negative but less unpopular. Were close to one to one split. Now a majority say dont defund health care. You can imagine its impossible taking ted cruz and this terrible strategy out of it. You can imagine how low obama care numbers would go if they had not done this . No shutdown. They did the launch and then as nbc showed yesterday, that its just the launch is just going terribly online. The republicans have basically saved the administration from a difficult launch. Do you think part of the problem for the republicans is also that to the extent that there was some and still is some sense of both sides need to do more, the democratic representative of that is the president in the sense that he doesnt negotiate enough and when you go into the midterms its not the president who is running where as its the Republican Party that seems to be staged by this behavior not just a few individuals. No. Thats right. No, its the Republican Party taking the brunt of this. Theres no doubt on that front. I think you cant discount, you know, the president cant have a low job approval job rating in his midterm election. If he does then democrats will take it on the chin and lose. What the republicans have done, the president s numbers have ticked up. What is happening preshutdown is you started having democrats starting to fadeaway from the president. We had three polls in a row where the president had less than 80 of democrats approving of the job he was doing and had fallen below that mark and during the bush second term once that happened it happened about august of 2005 among republicans, then that was the beginning, that was the Tipping Point. The president was sitting on a Tipping Point. What did the shutdown do. It rallied the democrats back around the president. The republican splart. Its two republican parties. We have nontea Party Republicans and tea Party Republicans that are thinking the exact opposite thing. That has been a thing in the past that ive denied. I looked at the numbers last night and i said, Doug Brinkley these are two parties. Theres two parties. You look at the 21 or so that support the tea party in america. The 24 that support the republicans. Those are two different groups now. They are. Everybody was looking for a grand bargain between the Obama White House and the gops in congress and the grand bargain has to be between boehner and the tea party crowd and i think its coming. I always thought its about days. I write history for a living. Somebody says five days shutdown it sounds dinky. Today its 11 days. Monday will be two weeks. Thats when it bill close. Basically they want to say we stuck to it obama for two weeks, shut the government, so i think things will pick up next week. I dont feel all of this will be as big in history as some people make it sound. Theres been 17 shutdowns. Most people cant tell you what they were about. They tend to seem very huge at the time and they are huge to people losing their jobs at the national park, the checks are not coming a year from now this may not seem as big as it does. Wonder if in the Business Community you start to get the momentum for the equivalent of what the dlc was which is to reorient the party. Dont you have the Koch Brothers have spoken out saying come on enough is enough guys. You have also, you got other Business Leaders that usually support republicans that when that stock market starts losing your going to start getting a deal. They went up when they thought there was a meeting. You got to get through the friday. Weekend free. Claim it was a two week shutdown. A deal in the maker early next week. What does the president do . You talk about this shutdown wont be huge when it comes to history ten years from now. Youre probably right. What does the got, though, because how the president handles this will be judged. Get obama care to get better. I think its about getting that Health Care System for people to start loving it like they do Social Security or medicaid and medicare and thats a daybyday process. Its not just him getting out on the bully pulpit and talking about it. Fix those glitches. Make people start liking that product. Its about obama care. Huge accomplishment for the president. All this nibbling and two week shutdown isnt as important as the Health Care Act itself. But also the missed opportunity with the roll out of obama care, chuck, which people have been covering theres been some glitches. That was fresh meat for anyone who wanted to criticize through and let it play out differently. Thats the tactical and shutdown bought the democrats time, bought the Administration Time because guess what . They have at least fixed some of these glitches, things are not as bad as they were. Theres a design flaw in that theres some internal conflict on that. But i want to take a little bit of a different tack than you did doug in this respect. When you see 78 of the country, nearly 80 of the country, the country is headed in the wrong direction, were the only other time we had a number that low was right after the lehman brothers, the closest thing we had a depression in the modern era. The country looks at washington and thinks we cannot washington doesnt know what its doing. This fighting, politics is broken. Washington is broken. So, as much as i know youre right about the president s legacy and go to be about health care he needs to take the lesson from this and sit there and say i need to do my job. Look at that. Restore some trust in government again that it works. Its bigger than health care. It is this restoring trust because if the Democratic Party is, you know, if the country is losing faith the government will get things done because that will eventually hit democrats. 14 of americans think the country is going in thing right direction right now. I dont know if ive ever stein poll lower than that. I cant imagine it has been and of course you wind up on a vicious cycle where fewer people vote, fewer people want to run for office and it starts to feed in a way as to chucks point you do have a bigger issue than the two weeks of the shutdown. In illinois were actively involved in getting a referendum on the ballot to take the draufg electoral maps out of the hands of the feert an independent commission as they did in california. I think people are going to start looking at structural issues like that as well precisely because theres a sense that really, this is not working. And, david, david, ale rod is supporting that idea. In the short term it looks like its horrible douglas for the Republican Party in the house but there are a lot of senators and a lot of people who dont president that actually would like these house districts to more represent the way america looks because i think republicans may control the house in 14, but the Senate Candidates are suffering and i cant imagine what the president ial candidates are thinking about. Before we get feeling that the Republican Party is now just sinking to these all time loss keep in mind that the Tea Party Group now may be sinking to its all time low. You might be able to have somebody like a jeb bush come back and run a very credible campaign. I look for the leaders of the Republican Party the one us dont see on tv right now, the ones that want no part of this thing because its a big blip on the radar screen. I dont think youll have a shutdown next year and then heading in to 2016 election. The point of history is to remind us our own times are uniquely perilous. We had civil war and vietnam with 58,000 dead and the country divide than this political schism that we channel surf and catch on cable news. Chuck made a big point. President obama needs something else. Headlines to the paper of Scott Carpenter died a pioneer of space. Were going to the moon. Whats our moonshot and where is barack obama to lead us to doing something as a country big the way kennedy and those mercury astronauts were able to do. We dont have anything like that. The problem to chucks point we havent had as low unfavorability under lehmans collapse, its occupying all the air in the room that should be occupied with tax reform, immigration reform, all of these significant issues that we have not dealt with adequately since the perilous times of almost going into a depression. When you look at whether its income kom come inequality, the huge issues not being tackled. Quickly in closing the president s Approval Rating a couple of days ago an ap poll came out thats obviously looking like an outlier there. They changed their methodology. First time they use this one firm. There was a lot of pros like the ap wont use that methodology again. You have the president up at 47 . 47. What it was it was all democrats rallying back. Stronger than his numbers actually have been. Thats right. Democrats coming back. He had dipped below 80 among democrats in his approval which brought down his overall number to 45, 44, 45 and he was sitting in the mid40s. Republicans dropped to 24 . The president has gone up. It goes during these Major Political crises its the party that wins. Look at those numbers. President obama at 47 , republicans at 24. Its the 50, its that number on the other side, negative numbers, 53 . Our poll is over 50 on negative rating. A new nbc wall street journal poll finds just 24 of americans have a positive view of republicans. That is an all time low for the poll. Meanwhile 21 of a favorable view of the tea party also, an all time low. 53 blame republicans in congress for the shut down. 31 say its the president s fault. More americans are blaming republicans now than at any point in the shut down of 1995. Finally, 70 believe the leaders of the Republican Party are putting politics first instead of displaying strong leadership. The issue of political theater puts ted cruz in the spotlight. Ever since the filibuster to defund obama care, republicans have been questioning whether there is real strategy behind the showmanship. Yesterday, hes a prognosticator. I have gone through this list and we have been warning republicans. Before republicans warning republicans and conservatives warning conservatives and before the ted cruz thing launched. His favorability is down 16 points from four months ago. Cruzs defund partner mike lee not doing a lot better. He has seen a 20point negative in favorability. She upside down from the senator in utah. There is so much to talk about here. This is a margin of error stop. This is quite frankly what walker and Charles Kraut hammer and paul ryan and myself have been warping about for well over a month now. We have written it and talked about it and said this is going to happen. They had no exit strategy. The gallup poll comes out with record low numbers in all the years of polling. Then you have nbc news wall street journal poll coming up, not only that, but i dont know if you remember a simpler time. The nbc news wall street journal poll shows what ted and mike lee and marco rubio have done has made obama care more popular. This is one of the most catastrophic thing in sometime. The timing of these polls and the wall street journal nbc poll is such a respected poll. The timing of it means that we will get more pressure for a deal. The best i can tell from sources on all sides that made progress overnight, but the out lines of a senate deal are coming together and the polls are going to cause republicans to not be able to get that tough of a bargain. There things they can get here and we could have a deal by the end of the week. These numbers are unequivocal. They made obama care more popular. The nbc wall street journal poll showing a boomerang effect and showing the strategy backfiring. The number of americans who think obama care is a good idea has risen to 38 , up seven points since september. Half of all americans oppose eliminating funding if the president S Health Care law. A fight for a smaller federal government is losing steam. 52 said the government should be dog more. Looking ahead to the 2014 midterms, 47 say democrats should control congress and 39 believe republicans should keep it. I know i tried a few things, but what i see here is something that is so destructive for the country and the Republican Party that quite frankly if you have two strong parties and a strong conversation. Its destructive for the conservative movement. Gene robinson, he marched the troops into battle. Little big horn. We have been saying gettysburg. We have that all wrong. It was little big horn. He went home and ate a ham sandwich while they got slaughtered, watching reruns of Guiding Light. What do they do . Heres what they do. Yesterday was an extraordinary day because we had basically the republicans goingover to surrender on the debt ceiling. They long since surrendered on obama care and the poll came out. At this point its a matter of finding capitulation without humiliation and a formula to back down on the shut down and perhaps negotiations out of that on budget issues which could be a good thing for the country. And as for senator ted cruz, he was not a popular guy, but his peers and colleagues, i dont know how he shows his face around on the floor. Even at the capitol. You have a guy who was really popular in utah. Exactly. He seems like a nice guy. Mike lee, the guy is upside down in utah. If you are mike lee today and a couple of months saying this ted cruz guy is really smart. Im on board. What are you thinking today . Why did i get in the car with ted cruz. Why . Why . Ted cruz is upside down, man. The numbers are welldeserved and wellearned. He took 40 or 50 sheep from the house gop and walked them into an lshaped ambush and considerable damage to his party. I think major damage to the speakership of john boehner. A lot of people will be saying not a lot of people, but people on the far right will say these are all a bunch of people who dont want the republicans. This is just the debate. This is a disastrous move. Republicans on capitol hill understand this. The wall street journal. I can go down the long list. You just wonder, who are the people who are still adhering to this strategy . Why havent they come out and held a press conference and said we screwed up . We screwed up and made a terrible mistake. He stepped back. There is a chance they can salvage a fair amount of this if they get a good negotiation in the senate. Thats where the focus is as much as we talk about the house. They can get a good deal and pressure to pass it. It can be good for the country because there is a lot of Common Ground on tax reform and some on entitlements. On the topic, gene, you have a great piece. Dont feel sorry for john boehner. His country may be losers through the absurd crisis, but he intends to come out a winner. Attempting to sympathize thinking the unthinkable. Leading the hard core tea Party Process is not an easy task, but it should begin with an honest dose of reality. Boehner has been feeding his difficult charges a steady diet of fantasy and bringing the nation to the brink. Win or lose, boehner will have damage to stand with you might have noticed he is not in charge anymore. He will have improved his standing with the conservatives who have been grumbling about his performance as speaker. The polls show a dividing in the Republican Party. You have to ask how it got to this point. Where was the Republican Leadership. Mitch mcconnell and the adults in the Republican Party. How do they allow a freshman senator to seize control of the argument and the debate and get you to 24 this morning . Everybody was afraid to speak. Are they still afraid to speak up . The numbers are going straight down. They continue to go straight down. Are they all afraid to speak up . Is it so isolating in washington if you are in the house of representatives, you cant see that ted cruz had a solo play and this was all about him and his ego . The members knew that. They ran enough 30second commercials that they scared people. I dont think they are isolated. I think we get on a little bit. He was so obsessed with the phone calls coming to her office on background checks with 93 of people supported the background checks. You are hearing they are making the most noise and it is distorting their reality. When ted cruz started his campaign to lead everybody into this and put yourself in John Boehners position. He was already there as far as conservatives were concerned. He was hanging on the fiscal cliff and he had to placate that constituency and he has done that successfully. Thats the thing. Tip oneal didnt have to worry about placating when dumb ideas came up from the crazy watergate democrats who got elected in 1974. Mike barnacle was probably in opium dens with most of them before they got elected in 1974. There were some crazy leftists in that group, but did they run over tip oneal and nancy pelosi and Newt Gingrich . They would tell us what we were going to do. That didnt last long, but you dont. True leaders stand in front of a group and say guys, im not going to allow you to kill yourself. If you have a good exit strategy, lets talk about it, but we are not going to shut down the government without a plan b. There was a better strategy they could have left this play out that they overlooked because they were so focused on the impossible. Look at the current state of play bearing the brunt of all the blame. The public support of obama kir is on the rise. While the federal website struggled, the state offering their own exchanges had much more success. Kentucky gets very high marks. They signed up 7,000 people. Experts said they tried to warn the White House Health care. Gov was not ready to go live, they decided to go with it anyway. The chief Technology Officer trying to fix the problem said they designed it to handle 50 to 60,000 as a result users. 250,000 have been trying to access it at any given time. We are making improvements and every day will be better. By the time we are done, millions of folks will have insurance. They are not saying how many people managed to enroll, but sources tell us the numbers could be embarrassingly low. That would have been getting lost in the argument. That would have been the discussion if republican diagnosis not march. It looks like a lot of people are interested and they cant get on. Thats what the experts say. Let them talk to themselves. Im talking to the state and event why you will low the country. What more would conservative groups like to see from Chris Christie. He is not for abortion or gay marriage. What is missing they want to see before they invite him . Part of this is personal. He talks about the hardest core republicans and conservatives. Grace is a bit like a roller coaster. It makes us scream in terror and laugh uncontrollably at the same time. There no heroinses on this ride and we are not in the drivers seat and we did not design the twists and turns. Grace brings us back to the children we once were and still are. Children who love to right roller coasters. To throw our hands up in the air. Grace is terrifyingly fun and like any ride we are standing in line for, its worth coming back to again and again. In fact godsway love may be the only ride that never gets old. The only ride we thankfully never outgrow. We talked about this an awful lot. We certainly talked about it with the new hope. Hope francis talks about grace and not judging and we act shocked when that was at the center of jesuss teachings. How did the church get so far away from that . Thats a good question. The quote says i think we are scared of it because it reckons control out of our hands. We like to keep life manageable and we like checklists and steps that will guarantee a certain out come and grace is in sense out of control. Out of our control. Can you explain inexhaustible grace. When you say inexhaustible grace for people who may not have read the new testament, i am reminded of jesus talking to the fold hands that were angry. They were angry and at the end of the day that was as much as the hands working from the beginning. Jesuss way of saying exhaustible grace, i dont care when you come to me. Northbound nobody serves anything. Nobody deserves mercy. Grace by definition is undeserved favor. Nobody deserves it. We especially but its given. Its given, yeah. Thats why the title of the book is oneway love. Gods love comes our way despite our merits. No one deserves it. His mercy is outrageous and his grace is inexhaustible and we are an exhausted people and desperately need it. As you were saying before and pope francis brought this up. We are a world in need of his grace and mercy. In need of grace and mercy. The popes recent statements has been shocking to some. Joe pointed out they are the roots of all faith. My question is we live in a world where people say god help us or how could god have allowed that. What in gods name are they doing in congress . We put the burden on god. How do we learn to instead of putting the burden on god, accept grace. How do you accept grace . I think it takes an act of god to make grace acceptable to us. We are so law locked in our hearts as i said. We want to manage outcomes and we like to keep life manageable. We are naturally averse to grace. Grace wrestles control out of our hands. I say in the book that we resist law because law tells us what to do. No one likes that. We resist grace more because it says there is nothing we can do. You know, there have been recent polls that point out that the United States is a religious country. Do you think of it as a religious country . Yeah, obviously depending on how you define religion. Everyone believes in something with conviction and they live by those convictions. I think people would be hard pressed to call the United States a christian nation. Lots of people have continued to say that. Im not sure we can say its a christian nation. If its predom naptly christian people. Its a country made up of people of many faiths. I think there is a longing in people of all faith and people of all backgrounds or something beyond. We live in an exhausted world and we are exhausted people. If its hard to accept, how do we do it . What process do we go through . When i read the bible i see people begging for gods help and mercy. There is nothing i can do. Grace is by definition undeserved favor and there is nothing i can do to get it or earn it. It is by definition one way. The only thing i know how to do is humility and desperation, pray and ask god to give it. It requires us coming to terms of just how small and weak and frail and incapable we are. We are far more incapable than we think. We like to think we are stronger than we are and bigger than we are and more capable than we are. I think gods work in us cries out and says we need help. God help us. Have mercy. Lets talk about your grandfather. Yeah. I love talking about him. What a remarkable man. He talks about the pope. Billy graham. Like our pope. Southern baptist like my grandma. We can say who is your favorite and thats easy. Billy graham. What a remarkable man. What a remarkable figure through the years. I remember talking about grace. Going to the soviet union and being vilified because he actually believed that people in the soviet union should hear about god as much as people in atlan atlanta, georgia. He will be 95 on november seventh. My grandmother died in june of 2007. We thought hes not going to last that much longer. When you have been married that long. Hes still going strong. His is weak, but his mind is still sharp. Doing really well. I will see him in a couple of weeks. What has he taught you . More than what he has taught me regarding what he has done publicly, just watching him privately. He is genuinely the most humble person i have ever seen. Hoe has ever reason in the world to be the proudest person. He thinks he is nothing. I asked him how do you stay humble . He said when you wake up every morning and realize that you are not god. God is god and you are not. Every wife is nudging their husband at home. When you realize hes the creator and im a creature. Hes big, im small. Hes perfect and im imperfect. Its hard to feel proud. Watching his and faithfulness and hume ility and integrity, no moral scandal has been attached to him. Just a godly man. A guy that you watch and look to and want to be like.
