Also new this morning, police are, investigating this car crash in philadelphias east falls neighborhood that left a 51 yearold man hospitalized. It happened around 4 45 on the 3900 block of henry avenue, you can see the force of this crash, split that pole clean in half, peco is now on the scene as a result, but so far no outages have been reported. And police have two suspects in custody this morning in connection to an Early Morning carjacking, in west philadelphia. Police tell us that just after 2 00 this morning, that black Ford Explorer was found in the middle of the street there in the 900 block of north Saint Bernard street where were awaiting more details on this incident but Police Confirm that this was in fact a carjacking. No one was injured and that scene remains under investigation. City officials are still trying to figure out what caused a vacant row home in southwest philadelphia to collapse trapping a homeless man beneath the ruble. Eyewitness news here on the 6100 block of yocome street just after 2 45 yesterday morning. Officials from the cities licenses and inspections department, they tell us that the recent heavy rain could have played a role in the collapse but they also say that they felt unease bye this property, licensing before that. We were actually in the process, we had bid out the property for demolition. The owner went to court and stopped the demolition work. The owner had until april 5th to dot work himself. Obviously in that interim period the building collapsed on its own. Man trapped beneath debris was safely rescued and suffered only minor injuries. He is now recovering at the hospital. The fast moving current left this car sandwiched between what is left of the building and a tree. The death toll is expected to rise as more bodies are believed to be buried underneath all that mud. Doctors say that local medical centers are running out of life as they treat the 300 injured. He was able to save lives of three people from pennsylvania by donating his two kidneys and his liver. I walk in honor. We celebrate eds life. Reporter just a few months ago you were able to meet dave , would be of those recipients, tell me about the emotion and what it was like to meet someone like that. It was such a blessing for our family to be able to meet daves family. We met dave, his beautiful wife, mother, his daughter and son and two grandsons. Dave said his first question i asked him was tell me how you feel . He said i feel great. He said my health is perfect, not good, perfect. Twenty years after donations, he is still living a full, active life, thanks to ed. Reporter being around all of these Community Members today what is that like and is what the emotion behind walking with all of these people today and remembering eddie. It is about i have learned in 20 years through life that Organ Donation is about life, not death. I know part of my husband is still living on through dave, and other recipients. News is spreading about a possible rate hike on parking in philadelphia we first told but this proposal friday night , so now drivers are weighing in. Eyewitness News Reporter alycia nieves polled drivers in olde city about the hefty price they are already paying. Reporter if you thought you paid enough to park in philadelphia, get ready because the cities Parking Authority is planning to hike up the rates. Crazy. It is crazy. Cant do it. Reporter on fridays authoritys board adapted a budget that assumes raising rates for parking meters and parking ticket fines. This whole situation with parking is worse and worse and worse. Reporter alex bono works in olde city and pays 2. 50 an hour to park her car here. She has gotten a few ticket at 36 a pop, and thinks that is enough. I dont know what i will do parking garage is just as much in the parking garage. Reporter Parking Authority has not given a number for exactly how much the hike would be, city council will have to determine that if they even approve the raise in rates to park in philadelphia. The incentive for the city, a raise in the parking rate is expected to generate about 10 million a year, money that would go to School Districts and pension costs. But people like Ines Menendez says rates could have an opposite effect reducing revenue by deterring people from utilizing on street parking. Would i rather pay 40 to park in the parking lot then take a risk because you wind up with a 60 ticket regardless. Reporter it is unclear when city council is expected to vote on the parking lot increase. Is there a parking meeting on monday but rate increase does not appear on the agenda. Bill cosby will be back in court tomorrow, for a hearing in his Sexual Assault trial, a deposition, cosby gave back in 2005 in a civil trial is expected to be discussed at that hearing. Prosecutors want to include the deposition at trial, and cosbys defense lawyers want it barred in that deposition, cosby admitted he gave woman alcohol, pills, before sex. Cosby stand accused of drug ging and molesting a Temple University employee in 2004. Hospital patients are sometimes asked to fill out a survey about their experience but what they may not know is those survey answers can impact how much the happies paid, and in some cases, how much a doctor makes. The government mandated Patient Satisfaction surveys is part of the National Effort to reward quality care, but some doctors say it it has had an an unintended consequence fueling americans dependence on prescription pain pills. Brooks silvabraga has details hi there. Reporter we met doctor mark woodard in the er at Bristol Regional Medical Center in eastern tennessee. It is ground zero for country s opioid abuse crisis, 2 million americans are hooked on pain pills, overdoses, kill more people then gun homicide. On the shift you get off now did you see anyone seeking drugs. Oh, yeah, every shift. Two or three today. Reporter but turning away drug seekers can be bad for business, doctors told us, in part, because of the rise of Patient Satisfaction surveys. In addition to asking if the nurses are polite and hospital was clean, the survey has questions like how often did the hospital staff do everything that they could to hi you with your pain . 28 percent of doctors are paid bonuses based on Patient Satisfaction according to the Industry Group physicians practice. Hospitals with better scores they get bigger payments from medicare and medicaid. Reporter doctor dana bar low says pressure on hospitals to score well has led to pressure on doctors, including him, to prescribe opioids. How does that conversation go. It goes basically we want to make sure that everybody in the Emergency Department is happy and pain relieved so you need to do that. Reporter do they say lets get scores up. They tell you to get scores up, yeah. I have seen physicians fired because of not adequately addressing pain management. Reporter in cinnamons to similar concerns medicare, medicaid will stop paying hospitals based on their pain scores, beginning october 1st but some hospitals will continue to use their own surveys and scores, to rate doctors, and to determine bonuses. We have talked about satisfaction scores every day. Reporter back in tennessee woodard, who lead group of er doctors has negotiated a compromise with his hospital, when Patient Satisfaction bonuses are calculated questions on pain are stripped out. Why would you care about not being graded on pain, what difference does it make if you were. Because would it put us under pressure. Do i write a patient a small amount of narcotics where they will be happy with me and give me a good score where i can keep my job or get a financial bonus. I think human nature says you are under pressure to do that. Reporter for now it is up to each hospital to decide what to do with doctors with low pain skills. A local third grader is taking it all in for the first time in his life he is seeing color, shapes and details to make the world a beautiful place. Eyewitness News Reporter cleve bryan, caught up with the boys family marveling over what technology and a Generous Community were able to give their little boy. Reporter he has got a feel for piano keys and ear for harmoniesing. Reporter but beyond light perception light is not one of the senses michael kormen has experienced. His son john paul, is a different story. Control. Reporter nine yearold john paul, legally blind, is now experiencing the world through a device called e sight that processing images in real time rain allows, john paul to focus on what he is looking at. E sight takes that little bit of vision and makes it better for him. It gives him, more access, to the visual world around him. Reporter when michael kormen adopted john paul from china six years ago he was almost completely blind there was a series of surgeries at wills eye hospital, he had 2200 vision in his left eye. Last summer john paul tried on a pair of esight glasses for the first time and the results were immediate. Daddy. Hi john paul. Welcome to the camera videos. Reporter device made by a toronto based company cost more than 10,000. Through local charities and private donations they raised the money and john paul recently got his glasses which i cost not want to take it off we took it out in the backyard yesterday and was just looking at, tree branches so, you know, something that we take really for granted, he is now seeing clearly for the first time. Reporter watching him discoveries fascinating. Do you see what is on the screen. Mommy and daddy. Reporter playing facetoface with his sister camille and mom and dad has new meaning. Could you see faces without the glasses. No. Reporter is that one of your favorite things to see. Yeah. Reporter michael expected his experience would guide his blind son, now only thing he expects john paul wont see is limits. It is certainly going to allow him to get one upmans ship on his dad. Reporter in barrington cleve bryan, cbs3 Eyewitness News. Just amazing what technology can do these days. Nearly 1200 swim wear skiers attempted to break a world record on saturday. They took part on the carnival on the slopes of sochi russia. Last year over a thousand people showed up at the resort setting the record for highest number of skiers in one place wearing just their swimsuits. Ski resort gained fame in 2014 when the Winter Olympics were held there. No skiing in our area, justin but we are closer to swimsuit weather, is that right. It is, we see people skiing in short sleeves. That happens out in california a lot. Umhmm. Even around here we had warm days. Tree true. People out in short sleeves you get those spring conditions. Certainly feeling like early spring, start to get in the mood thinking of the beach season in less than two months , memorial day weekend, how about that. High pressure parked over atlantic and northeast today. So fridays storm system is long gone. It is lingering over us during the Morning Hours still left the cloud around yesterday but now the cloud cleared out nicely. We will get a brief break until our next storm system comes. We are in the active pattern. Typical for this time of the year. It is part of the jet stream wind change. Big dip over four corners region. We will get storms coming out of the southwest that run right up in the yes valley, and this week. That puts us in the warm side of the systems, but when warmth comes through monday night into tuesday. Steady rain, maybe thunderstorm. Another one already developing , by tuesday afternoon, and that will move through, for thursday and possibly linger around into friday. So every few days, these storms will roll on through. So steady rain chances, especially early on tuesday and then gannon thursday, each day, with these storms could have a thunderstorm and in some spots but temperatures overall will be mild. It is not that chilly, nasty rain we had to deal with on friday with temperatures in the 40s to around 50 degrees. We will got some 60s in here it looks like with some showerss around. And nothing is happening today pretty much full sunshine. Get outside, enjoy the nice weather. Tomorrow, still looking good, and then, the morning, our commute looks great with just some sunshine around. Afternoon, cloud start to thicken up. It looks like the rain will hold off until 10 or 11 00 oclock for western parts of the viewing area and then rolls through the overnight. So Tuesday Mornings community will be a little rough, with some of those pockets of heavier rain. And really for the entire event, monday night and tuesday night, is there potential for half an inch of rain, speaks legs from the city on northward, indicating over an inch. Some good news. The four Legged Friend were there to be trained as seeing eye dogs, a key part of the training programs, it is to put the dogs in places so they learn not to get distract. Another group of pup is in training will have their run at terminal c next saturday. Isnt that your dose of cute for the morning. We have heard about therapy dogs, right, and cats too. But what about therapy chickens. Having animals around is known to be good for us and some people in our area are capitalizing on that in a very unique way. She wears a diaper, gets frequent pedicures and then, talks to people in schools, Nursing Homes and rehab centers. Rosies owner is gwenn bail of haddon township, new jersey. She talks about a touching moment when a young man with down syndrome asked to sing to rose budd. I put her down on the floor so she has a chicken diaper so we dont worry about messes. She went right up to him. She had already bonded with this young man. He started singing some more. And he was bringing tears to everybodys eyes because he was, we will always be my friend, you are my buddy. Reporter laurie breen business philadelphia backyard chickens. They have abandoned philadelphia since 2004 but she teaches chicken keeping and able to have them because it is educational. She talks about the benefits. The chickens themselves are just delightful, it is fun to sit, watch them. They are productive in the garden. My girls are back there right now turning over the soil getting held i for spring, a little fresh compost pretty soon. When summer is here they will eat tics, mosquitoes, they produce fabulous eggs.
