A father pushing his 3monthold baby in a stroller was gunned down this afternoon while walking on a neighborhood street. The shooting happened just after 3 00 on Willow Avenue in an area known as cherryland just outside the hayward city limits. Jana katsuyama is at the Sheriffs Department with what shes learned from neighbors and friends of the victim. Sheriffs spokesman tells me that the child is safe tonight with its mother and we talked to some friends who said that this victim was so proud of their new baby. He was out for a walk as you mentioned and right now sheriffs deputies are looking for whoever shot this father who was gunned down. Reporter neighbors say they thought they were hearing fireworks but it was the sound of gunshots that killed a 30yearold father as he was walking his 3monthold in a stroller. I walked outside and i just saw the persons legs, their feet and the stroller was on the floor like it had been knocked over. Reporter a crowd gathered as Alameda County sheriffs deputies shut down the avenue in unincorporated hayward. Two sisters of the man arrived, crying. The victim pronounced dead at the scene. The baby alive and uninjured. Its a miracle the child wasnt hurt. Oh, man. He was happy. Called him little man. He said my twin. Reporter this man, who did not want to give his name, said the victim was his friend. The man said the victim had just finished serving time and was happy to be back with his family, proud of his new baby, and looking forward to a fresh start. They tell us our local bay area crews were able to save at least 10 homes from the fire but there were several others they could not save. So far the Detwiler Fire in Mariposa County has consumed 48,000 acres and is just 7 contained. New numbers from california fire indicate 29 structures have been destroyed. Full containment isnt expected for another two and a half weeks. For now, firefighters say theyre focused on protecting the 1500 structures that are currently threatened. Ktvus rob malcolm reports from Mariposa County. Reporter cal fire crews continue their assault by the air with drops of water and retardant. Hand crews cut lines and dozer crews built containment barriers. Its a fight cal fire chief john bruno says is far from over. Perimeter of the fire continues to spread. According to battalion chief brian glass from Santa Clara County fire, its been intense and difficult. Pretty extreme fire behavior. Its windy, its hot, and the fire is kind of moving where it wants to go. Reporter glass snapped these photos from the fire lines. Hes one of dozens of firefighters from Santa Clara County deployed to Mariposa County, focused on protecting structures in the town of mariposa thats been evacuated. When they get up early in the morning, theyre put right to work. But theyre in really good spirits. Reporter two strike teams made up of 44 fire engines left this morning. Teams from milpitas, mountain view, palo alto, san jose, santa clara all providing resources. Whats making a difference is the way its growing. At night, its doubling. Reporter san jose fire sent a dozen firefighters and three engines like this one equipped with apparatus tackled a wildfire. Harnesses construction tools and hoses with 500 gallons of water. Firefighters have their work cut out for them. Were in july definitely at the peak and is it going to get any better . Probably not just because of the temperature and of the wind. Santa clara county fire says they may send more engines but keep in mind agencies are stretched thin, with firefighters back home working extra shifts. Theres a lot of work going around. We have a lot of folks on overtime right now and were still looking for available resources because we may be tasked with sending more out. And these firefighters from Santa Clara County are prepared to be at this fire for the next two weeks, depending on the fires behavior. All of them hoping the weather conditions will be on their side. Some of the pictures the fire chief took were remarkable. Azenith smith, thank you. Thats a big fire up there. They havent had a big burn in that area. Theyve had fires in that area but a lot of this area burning hasnt burned in a long time so youre seeing the dead under brush really take off. And the temperatures in the valley, theyre not extremely hot but theyre hot. Its low 90s, 92, 93. Those temperatures will generally ratchet up each day as we head toward the weekend. Warmest day will be saturday. This is right now. You see the warmth in the valley. Fire region right in here. So youre still in the fire zone, the 70s. Around the bay, mostly in the 60s now. As we come in close, theres all those 60s. You can see that good push of marine air. Good onshore flow, strong winds. Temperatures are right where they were last night. Either degree or two above or one minus or nothing. No change. So temperatures just where they were last night which indicates tomorrow will be very similar day. In tonights segment, a San FranciscoLibrary Getting a facelift. The idea is to make it more Family Friendly while giving the older building a more modern exterior. Some are complaining this facelift is also designed to keep homeless off the library grounds. Reporter its been a neighborhood fixture for decades. A library named after harvey milk is on the edge of 16th, sandwiched by homes and businesses alike, its a popular place for families, but thats not all. This library in the last year or two years has become unpleasant to come to because it doesnt feel safe. Reporter the library has become a haven for the homeless. They loiter by day, camp out by night. While inside, its become a warm and safe escape from the elements including a bathroom. And its creating a big issue. Someone got poked last saturday. Someone that was cleaning, volunteered cleaning the library, got poked by a used syringe. Reports of theft in the parking lot if a car was broken in to or stolen. Litter, debris outside. Noise complaints. We heard a lot of that. Reporter the Library Added lighting, posted signs and stepped up security and held a series of Community Meetings where they developed a Landscape Architect plan to make the ground safer. Phase 1 is underway right now. Also making it welcoming. Thats really the top thing. People should be able to walk by a branch and say i want to go in there. I want to spend time in there. Reporter but critics say the librarys designs were geared toward making the homeless spend less time there. A type of defensive architecture. Cement walls along 16th street that are often used to sit and relax are now slated for knee high ornamental railings. These tree wall planters are also popular sitting spots but those too will have decorative railings under the new plan. On prosperous street, this strip of mulch where the homeless once camped, will be replaced with ungeilating rock formations and cobble pavers. The plant of choice, thorny agaves. Agave are a much different landscape feature than ivy and moss ground cover. Reporter king is the designer for the San Francisco chronicle. Youve got six places to sit here as opposed to 15 or 20. Reporter king says the plans use a controversial design trend called defensive architecture, meant to keep people from getting too comfortable. Were not creating a space that falls under the term of defensive architecture. Thats not what were about at the library. Were about making a space welcome to all. It is defensive architecture. Its probably more honest if you say were not trying to defend ourselves against people using this space, using this library, were defending ourselves against people deciding this is a blank slate they can take over. Reporter king calls this the tension of urban living. A balancing act between an open door and safe usage. Some of this is genuinely we want to chase undesirables away. Some of it is we want to strike a balance. We want places where people can relax, sit for a few hours. We dont want places that will get taken over by tents or taken over by drug users and things like that. Reporter after public discussion the library decided not to make similar changes to their back patio. But that area is locked after hours. They also employ a fulltime social worker and five health and Safety Associates which service everyone, including the homeless. Lets talk about harvey milk. The library is named after him. He was a gay rights activist. All about inclusion. What would he say about all of this . Knowing some of his history, that hed be engaged with us and figure out whats happening here. This is what im hearing from the people whats going on, and being our partner and creating a space thats welcoming to all. Thats what my hope would be and thats what i think would happen. It really is a sign of the times in a city where the balancing the lines just seem so fragile these days. The first phase of the project is said to be completed in a matter of weeks. Phase 2 will begin right after that. Its hoped to have the makeover of the Eureka Valley branch completed by this fall. Developers in oakland broke ground today in a new Housing Development despite recent suspicious fires in the city that have destroyed housing projects nearing completion. Its going up at twentythird and valdez streets. The site of an old parking lot. Its located directly across from the charred remains of the alta waverly, destroyed by fire on july 7th. Developer says the new complex will go up with heavier security than ever before. Councilwoman Lynnette Gibson tells us the recent fires have not slowed construction. She says 4,000 Housing Units are in the pipeline. A new San Francisco ordinance was signed in to law today aimed at closing the gender pay gap. Mayor ed lee signed the ordinance at city hall, a first of its kind program in california. It happened about 3 00 this afternoon outside the Baskin Robbins store in the Century PlazaShopping Center off highway 4. Police say when officers arrived they found the victim suffering from several gunshot wounds. He was taken to Sutter Delta Medical Center where he died. His name hasnt been released but we know hes a 43yearold resident of bethel island. Detectives think the victim knew the gunman. So far no arrests have been made. San joses main jail was on lockdown earlier today after four inmates overdosed on illicit drugs. Sheriffs deputies say the inmates got sick shortly after noon while inside their cells. The inmates were taken to Santa Clara ValleyMedical Center for treatment. Theyre all expected to make a full recovery. Authorities will now do toxicology tests to try to figure out what drugs caused the overdose. Theyll also try to figure out how those drugs were smuggled in to the inmates. Searchers were out on the water again today in marin county looking for the owner of an Oyster Company who apparently fell from his boat yesterday. The search team used boats and jet skis as they look for 70yearold tom friend, last seen yesterday afternoon on his boat. On his way back to the town of marshall from a trip to plant oyster seeds. Friend is from oakland and is the owner of the well known tomales bay Oyster Company. Friends and colleagues were among searchers. Dont underestimate todd. Very incredible individual. Hope for the best. Prepare for the worst. More than 50 searchers from the marin county sheriffs office, Fire Department and coast guard took part in todays search. Investigators are searching for the cause of an Early Morning condo fire in walnut creek. We first reported about 12 30 this morning on ignacio valley road. Contra costa fire crews were on the scene within minutes and were able to get everyone safely out of the complex but the fire damaged five units and the red cross is now helping the several people who lost their homes. Investigators say they want to talk to a couple who lived in the unit where the fire started. Neighbors told firefighters that the two people were in the process of moving out when the flames broke out early this morning. Were learning new information about last weeks fire that destroyed nine businesses in downtown lafayette. Investigators now believe a lit cigarette set off the fire on lafayette circle but they dont think it was intentional. The threealarm fire started late thursday night at an outside patio of a restaurant. The flames spread quickly, destroying the restaurant, along with lafayette city of Commerce Building and seven other buildings. Damage is estimated at more than a million dollars. A humpback whale is free after a group of rescuers successfully untangled it from fishing nets. It was first spotted last thursday struggling to get loose from the weighted nets. A team based in venetia worked tirelessly to remove the fishing lines from the whales mouth and a line wrapped around one of its fins. It was grounded. It could not move. So it was struggling to breathe for four or five days. Once the whale was free, rescuers say it circled their boat and then swam off. Its the seventh whale to get tangled in fishing nets off the california coast so far this year. A woman from San Francisco has a very serious warning about coyotes for pet owners after her beloved dog was snatched from the front step of her home and killed. Ktvus amber lee is in the city after talking to the woman about the frightening encounter. Were in the Balboa Terrace neighborhood. The pet owner tells me her beloved dog was snatched by a coyote in a matter of a split second. Bella, she was just a sweet little girl that everybody in the neighborhood loved. Reporter jodie kimmel says she had just taken bella and her other dog dupree, both shih tzus, outside in front of her home to go to the bathroom 4 30 sunday morning. She says the dogs were on leashes and headed back inside. Bella was on the steps while the other dog was closer to kimmel. I dropped both leashes and i just reached to open the door because he was all tangled up in my feet. And when i reached over to open up the door, i saw in the corner of my eye, that was it. Reporter she says the it was a coyote. Kimmel says her husband gave chase. He could see it running down the street with bella in its mouth. Reporter the coyote got away. Reporter kimmel says she started seeing coyotes in her neighborhood a year ago, so she says shes careful whenever shes outside with her dogs. Last june you couldnt turn around really without seeing a coyote. Thats not the way it was in 08. Reporter she says there have been meetings with city leaders, animal care and control and wildlife experts, but nothing has changed. Im an animal lover, but when they start doing stuff like that, if you cant move them, euthanize them. You move them out of decent habitation or decent habitat and some others will come in. Reporter dan de vries is with project coyote, a nonprofit that works with communities to coexist with wildlife. He says blowing a whistle or making other loud noises will usually scare off coyotes. He says kimmels experience is rare. Uncommon. But it does happen. Reporter signs warning of coyotes are up at glen park and other places such as the presidio where some hiking trails are closed to dogs until further notice. Summer and fall is when coyotes are most noticeable as they raise pups then disperse. Doesnt matter how vigilant you are, that theres still a risk. Animal care and control says officers are patrolling the area. It is also cautioning pet owners to be vigilant especially between dusk and dawn. Amber, is there a park nearby where they think most of these coyotes live . This area is kind of what they call suburb in the city. Its a wooded area. Theres trees. Not in the immediate area. This owner felt they were coming over from the ingleside terrace, the neighboring area and its like shes just seen these coyotes everywhere since last year and she hadnt seen them before.
