Each year theres something new. Changing up some of the patterns and colors and things of that nature. But its a good ruckus 25 minutes of fireworks and color and explosions and happiness. Reporter part of the choreography is designed to deal with the fog that often threatens to obscure the show. Different elevations, different altitudes so that sometimes it will be nice and low, sometimes its high. Reporter along the waterfront, street musicians entertain the summer crowds while merchants are preparing for the extra business. High dive will be offering drink specials such as this cocktail, the firecracker. The bar plans to open early on the fourth of july. The manager tells me the holiday brings in customers all day. Right before the fireworks we usually have a pop and then everybody goes and watches and then comes back. Reporter at pompeiis grotto, the manager says extra employees are scheduled to work the holiday. She says what happened july 4th last year is a good indicator of whats to come. On the streets there were people just standing there, just to get the view of the fireworks for two hours. They wouldnt move. Because they dont want to lose their spot. Reporter people along the waterfront tell us they plan to be back for the Independence Day celebration. In this Political Climate its nice to just take a step back and get to come together and enjoy the day and think about our country and be a little bit more united. Everybody does seem to band together to celebrate on such a beautiful, wonderful day. The fireworks will be set off from two barges. One at pier 39. The other at aquatic park. The show is scheduled to start at 9 30 and will last 25 minutes. The show producer tells me 5,000 effects will be fired off from each barge to create this spectacular Fireworks Show. A wildfire caused a real scare in Sacramento County today. The fire broke out about 3 30 this afternoon near zinfandel drive and douglas road near the airport and rancho cordova. The wind whipped flames moved toward a housing development. Firefighters using heavy equipment managed to steer the fire toward a canal and that acted as a barrier. Neighbors had some tense moments though watching the smoke and flames move very close to their homes. Firefighters estimate that the flames burned about sknoo acres. No word yet on the cause of the fire. President trump is getting ready for a second foreign trip as president heading to the g20 summit on wednesday. Two of her boys, ages 10 and 5, were killed in the crash and tonight her 3monthold son is still fighting for his life. The mother shared her heartbreaking story. She also had a message for the person who killed her two sons. Reporter words arent enough to describe the insurmountable pain and heartache a mother feels after losing a child. The way i feel right now, i wish i perished along with my children so i can be with them. But i have to be strong and be here for my baby whos in critical condition. Reporter he fled the scene but was arrested the next day at the hospital when staff there noticed him and called police. 35yearold lemuel is charged with two counts of vehicular homicide, hitandrun causing Great Bodily Injury, and driving on a suspended or revoked license. Monday we learned wilson was just released from jail a couple days before the accident. Last wednesday a judge reduced his bail from 100,000 to 10,000 on charges of terrorist threats for a case in pleasanton. He bailed out thursday. The crash happened the next day. One of seven people charged with the killing of a 30yearold mother from oakland was sentenced today. 32yearold jerry harbin was sentenced to 13 years in prison. Last month he pleaded no contest to a lesser charge of voluntary manslaughter. The plea came after a jury convicted three other men in the death of chyemil pierce. Pierce was an innocent bystander. She was down the street from the shooting and was trying to get to her children, she was trying to get them inside her home when she was hit by a stray bullet and killed. Just a few feet from her front door. It was only by the grace of god more people didnt die. I think he realizes that and is truly repentant for what happened. Two other men charged with pierces death, Shelton Mcdaniels and Julian Ambrose are expected to be tried this year. Another suspect took a plea deal that called for a sixyear sentence in exchange for her testimony against the others. There were two deadly crashes in the east bay this morning, both along the same stretch of interstate 80. One of the accidents was a hitandrun involving a big rig. Henry lee tells us why freeway surveillance cameras wont help authorities find the driver. Reporter the chp is investigating two crashes. The Early Morning crashes happened within two hours of each other. The latest wreck happened before 6 30. The chp says a yellow semi truck with a white trailer made an unsafe lane change and hit and killed a motorcyclist identified as 35yearold nicholas tyrone brown of fairfield. The driver of the semi truck initially stopped but then took off. The semi made an unsafe lane change. The motorcycle lost control. The driver got ejected from the motorcycle. He was pronounced dead on scene as well. The semi truck pulled over, stayed there for about five minutes then fled the scene. That crash happened only minutes after the chp it cleared another fatal crash. That collision happened near el portal drive. 25yearold tram of san pablo was driving a honda accord when she spun out, hit the center divide, and ended up facing the wrong direction with the lights out. As she was getting out of her car, a Dodge Charger hit and killed her. Ktvu has learned although San Pablo Police have cameras aimed at catching freeway shooters, maryland mostly aimed at traffic heading east on i80. No freeway cameras captured a picture of the semi as it headed west toward san pablo. First thought this morning was had the cameras been in place, we would have captured the big rig at least. Reporter the state of california has agreed to spend 2. 1 million for cameras, license plate readers and gunfire detectors at hotspots along i80 and highway 4 where there have been shootings. The actual videos are evidence against 47yearold ha, known as laura ha, booked in to jail on charges of felony hitandrun, causing Great Bodily Injury or death. We do believe she called 911. Reporter she called 911 driving away. Witnesses saw her hit 57yearold andrew lynch as he jay walked in the dark. She was aware enough to step away from her suv to see lynch as he lay unconscious. She did stop, get out of the vehicle, but ultimately she fled without waiting for the police to arrive. Reporter cutting through a Shopping Center parking lot to get out of the area. In short order, her license plate led to the ha family home five miles from the accident scene. She panicked, freaked out, whatever. But poor guy. Reporter investigators went to facebook with pictures of the escalade because it and ha were missing and has husband wasnt helping. Hes a contractor i think but im not positive. The California Attorney general says 2016 saw an increase in hate crimes over the year before. The new report was released today and explains who was targeted the most. Jana katsuyama is in the newsroom with the findings of that report. The hate crime report shows the number of hate crimes increased last year against blacks and whites. Race, sexual orientation, and religion were listed as the top three types of bias. Reporter from an attack on a sick man by two out of state men threatening to cut off his hair to incidents of offensive graffiti, californias attorney general says the number of hate crimes increased in 2016 over the previous year. According to the report, last year there were 931 hate crime incidents, up 11 from 2015. Hate Crimes Involving racial bias were up 21 . Those involving sexual orientation, up 10 . Overall, 220 cases were filed by prosecutors throughout california. African americans are the most common racial target group and jews are the most common religious target group. Reporter we sat down with prime researcher, professor at Uc Berkeley School of Public Policy. He says the data likely shows only a part of the total picture. If you look at the Crime Victimization survey, a random survey of people, youll see 10 to 20 times larger than those report today the police. Its larger than the policing data is going to reveal. Reporter he says the slight increase in 2016 is not enough to draw any definite conclusions. But he says from 2010, hate crimes have been on the decline. The fact there is an increase from 2015 to 2016 comports with some of the anecdotal data about increased interracial and interreligious and interethnic tensions in the current Political Climate. Reporter he says while the numbers might seem relatively small, tracking hate crimes is important for the community and Law Enforcement. Its very common that hate crimes damage and hurt and scare and terrorize the community to which the victim belongs. Then theres just the effect that it has in terms of the relationships among communities and the degree of trust you have between communities and between communities and authorities. So its really important to track that. California launched the open Justice Initiative in 2015 when the then attorney general Kamala Harris pushed for more open crime data that became law this year. Really its a data set theyre trying to put out there to the public. This Academy Training is going to reflect many of the jail reforms recently implemented. Reporter if an inmate needs to be moved from a cell and refuses to come out, officers must now follow a number of deescalation techniques. A Mental Health staff member will talk to the inmate. If the inmate doesnt comply, officers will give them a timeout period to cool down. Theyll only use force as a last resort. Its pretty interesting how were going to be implementing brand new policies out and im excited to be part of that brand new class. I know the approach people need to take toward them. I understand their needs and i understand theyre also human and we have to treat them with dignity and respect regardless of who or what theyve done. Reporter recruits will spend an eighthour day in jail at the end of the academy wearing jail clothing. Its to help them gain greater understanding and empathy toward inmates. The Academy Class is going to be immersed in new philosophies which really embody a caretaker and guardian spirit. Reporter the 68 cadets could fill half of the 103 vacancies at the jail following a number of retirements. Its a Diverse Group of men and women expected to treat each inmate with dignity and respect. You know youll see the fireworks but its going to be cold. Inland, temperatures in the 60s. Few degrees warmer in fairfield than it was last night. Winds are blowing out at the coast. Heat advisories. Concerns for fire. Much different environment right now which is fortunate as we go in to this fourth of july holiday. Then you see the temperatures along the coast where its been chilly and cool and the 5day forecast. Its a fun thing to do, i actually did this on saturday, i went over and rode the bikes on to the golden gate bridge. Theres so many whales out there right now. I know, weve been showing them. Golden gate bridge . Just went out on the bikes. Just stood in the middle and you can see in the potato patch area, between the buoy and the bridge, there must have been 20 humpback whales. Mostly humpback . Mostly humpback. If you really just bundle up, its a cool thing. If you can whale watch from the golden gate bridge, what better, right . There were some actually inside the bay. Tonight thousands of families celebrating Independence Day one day early as San Francisco gets ready for the big show tomorrow. Tomorrow night the water front will be packed with people especially here at fishermans wharf. The barricades are ready to go. Those stopping signs are up. All part of the preparations for the big Fireworks Show. Reporter pyrotechnic crews are working on two barges. Theyre wiring explosives that will be synchronized with patriotic music to create the fourth of July Fireworks show. Each year theres something new. Changing up some of the patterns and colors and things of that nature but its a good ruckus 25 minutes of fireworks and colors and happiness.
