No one left disappointed today. The annual Chinese New Year parade started off with a bang and when the smoke cleared it snaked its way up to market street. It was a celebration of old and new. And i have always felt have privileged to be the first ms. Chinatown usa. Reporter some of the beauty today rode in trolley cars as other ms. Chinatowns shared in the honors. Im proud of our rich heritage. My father came from china in 1950. We are very proud to be here as chinese americans. Reporter one thing that hasnt let the fans down is the Chinese New Year parade are the wonderful colors. It is the year of the rooster. Just take a look. A bunch of black belts dressed up as roosters. Yes, we can be wicked animals. [ laughter ] reporter more than 100 groups wore elaborate costumes. Some were show stoppers and the marching bands also stole the show. It was an amazing display of music, culture, and art. All this not lost on a mayor who shared a message of inclusion. I think it is a lot of history. When you look far back, you know, that whole exclusion suv. Exclusion stuff. It is really our strength. Im very proud of our city. Very proud of everybody. Reporter the young and old appeared for a closer look. There were roosters big and small and the city with Natural Beauty impressed first timers. Chris molder moved here from seattle. It is wonderful to be a part of it. I liked the dragons. They were spectacular. You could tell they practiced their choreographs. And i got to tell you guys it was my first Chinese New Year parade. I was imprissed. I have been out here a number of years and i have never gone to these. Investigators say they were cabbinged by a woman who told them she went to a Kaiser Permanente medical office and during her business she was sexually assaulted. The investigation led to the identification of efrain castanon. Police are asking anyone with information to contact them. Two people found dead inside a berkeley apartment and people are still investigating. It happened in the 100 block of haskat street. They found the bodies in an apartment there. A hazmat team was there looking for a cause of death. This after another man and woman were found dead last month in a different apartment from Carbon Monoxide poisoning. A shooting left one man dead in a park in vallejo. Police were called to the area after the shots rang out. The victim was pronounced dead at the scene. There is no information on a suspect or what led up to the shooting. The victims name is being withheld until the next of kin are notified. President trump has reportedly made racially insensitive remarks about Elizabeth Warren again. According to politico, sources say the senator told democrats pocahontas is now the face of your party. He frequently called her that for her distant native american heritage. The white house has not commented on the remark. The president reacts today to a bullistic missile test from north korea. It happened as he was entertaining the japanese Prime Minister shinzo abe. Abe called the Missile Launch intolerable. President trump delivered a short simple message. With the white house travel ban in legal limbo. President trump is telling reporters he may sign a new order on immigration and that it could come as early as monday. The original ban has sparked massive protests across the country. Garrett tenney has the latest from washington. Reporter the president has made it clear he believes his executive order need to be in place as soon as possible to keep the country safe. The problem with that, is his current order is in the hands of the courts and as we know, Court Battles take time to play out. Add to that the growing number of legal challenges coming in from around the country and it is clear these Court Battles will be playing out for a long time. Something the president acknowledged yesterday on air force one. The unfortunate part is it takes time. We will win that battle. But we also have a lot of other options including just filing a brand new order. Reporter with speed in mind, the white house is working on a new executive order which would accomplish essentially the same thing as his previous order but tailored to address some of the concerns raised so far by the judges handling the legal challenges. One concern that has been repeatedly expressed is the lack of specificity on who the ban applies to. On fox and friends they laid out what the new order could include to address that. You have to distinguish between categories of potential visitor to the United States and put a few more dew process safeguards into the process so it is fairer to the courts and tone down the religious language. Reporter President Trump has indicated we can expect the new order monday and tuesday and the legal challenges are expect today come soon after. In washington, im Garrett Tenney fox news. Michael flynn is under fire under reports he discussed u. S. Sanctions with russia before trump was in office. That could be a violation of federal law. He spoke with the ambassador in december and spoke about the new economic sanctions imposed by president obama. Those sanctions came after russia interfered with the president ial election. Last month, flynn denied discussing the sanctions and Vice President mike pence even backed him up. I talked to general flynn yesterday and the conversations that took place at that time were not in any way related to new u. S. Sanctions. Against russia or the expulsion of diplomats. A spokesperson for flynn is now backing away from that denial saying flynn indicated while he had no recollection of discussing sanctions he couldnt be certain that the topic never came up. Weather probably played a role in this train car derailment in sacramento county. The train was headed from tracy to roseville when it happened. Three people were on board at the time. Fortunately, no one was hurt. Well, for the first time, officials aft oroville dam started using the emergency spillway after the main spillway developed a huge 300 foot hole in the concrete base earlier this week. As max reznic tells us, they are watching both spillways very carefully. Reporter beneath blue skies, a rush of white on the oroville dam spill way at a rate of 55,000 cubic feet per second. That is being monitored continuously as the erosion doesnt get beyond what the dam safety engineers deem a safe condition. Reporter flowing with it, the emergency spillway. In use for the first time in the dams history. The range of 38 to 56 hours, we think during that time period, the lake will actually drop and the spill will cease. Reporter a spill on the north end threatens the spillway and one connected to the hyatt power plant. There is a lot of energy coming down through that system. Reporter then there is the diversion pool below collecting soil and vegetation from the emergency spillway and any continued erosion from the primary spillway. We want to make sure the sediment doesnt build up. We. Reporter bill says a fix need to be in place by october. That could include rebuilding sections of the damaged primary spillway. Department of Water ResourcesOfficials Say they have been in contact with the Governors Office over all of this. And they say prepares for production could be anywhere from 100 to 200 million, but of course, that is just a rough estimate at this time. Well, caltrans has now reopened one lane in each direction on highway 17. A mud slide shut it down in both directions yesterday. Between Scotts Valley and the Santa Clara County line. The should be lane opened up in time for the evening commute yesterday. But that northbound lane was still shut down until this morning. Caltrans hasnt said yet whether it will be able to get the lanes open in time for mondays commute. Part of the hillside along highway 35 above los gatos gave way yesterday. This closure will be long term. Geologists have to assess the entire situation just to figure out how to begin fixing this. In the north bay, a section of highway 37 is submerged in water once again. The situation is so bad, officials are calling it lake 37. The stretch of road between vallejo and novato may be closed two more weeks. Caltrans is using machines to pump out the water. Due to recent storms, this section of 37 at sea level has been closed three times in five weeks. 40,000 commuters rely on the highway as a major east west connector from marin, solano, and napa counties. Caltrans says they hope to reopen highway 60 by 6 00 tomorrow night. Highway 80 is open in both directions now to both cars and trucks. And currently, the caltrans website does not list any chain requirements. No chains needed no umbrellas needed here. We are locked in a dry weather pattern. But, they are unwilling to make large sacrifices in taste and texture, aroma, et cetera. So what we have done is try tarrases raise the bar. Looking great for the second half of the weekend. We are expecting patchy fog. Off to a cool start out there. But then, into the afternoon, fair skies. It will be mild out there. And temperatures for highs in the upper 50s all the way to the 60s coming up for you. Right now. There is the weather system. Most of the high clouds headed up to the north of the bay area. Maybe a few high clouds to start off the day. As we come closer you can see we have a dry weather pattern. Doppler radar is going to try to pick up rainfall. But nothing is showing up here. In San Francisco tomorrow morning. Partly cloudy skies. Temperatures will be in the upper 40s. And then into the afternoon hours, fair skies in the upper 50s. Once again approaching the lower 60s. So, dry weather pattern will hold onto that weather headline in the short term as we expand the view. This area of High Pressure building in. But the storm track remains out in the bay area. Way up to the north. So, we will continue with more sunshine for tomorrow afternoon highs back up to the 60s. We are going long range now. You can see the forecast model. This is thursday, bringing in the next system. First thing thursday. And then, once again, possibly, friday. And then, possibly into the upcoming weekend. And possibly, more systems lining up beyond this frame. So we will have to keep an eye on this. We had so much rainfall.
