Been shooting at parked cars in the east bay. We learned Law Enforcement is investigating more than 100 cases of cars being damaged. Reporter julie, were on santiago road, the family who owns this truck tells me this back window was shot out sometime around 1 30 this morning. This is the third time one of their vehicles has been hit. The first time he actually got out and there was no laughter on his face. He wasnt having fun. He was dead serious. Reporter Surveillance Video from that first incident in january. That time the homeowner tells me it was only her and her husbands two vehicles that were targeted. Less than three weeks later, vandals driveby again, is time they dont get out of their vehicle when firing a bb gun at the familys vehicles. The second time, the vandals also shot at a handful of other cars in the neighborhood. The homeowners spoke with us on the condition we not identify her. They are escalating. They are getting away with it. Im sure at some point theyre going to get caught. Get bored and move on, but its just ridiculous. Reporter the victim tells me she does not know if she and her family are being intentionally targeted and if so, she says she does not know why. They have lived here for 17 years. Around 1 30 this morning it happened again. Im irritated. This is the third time. Im tired. I hear every little sound advice at night. Reporter vandals shot out the window of eight other vehicles. Ive been shaking all day. I feel like im going to throw up all day. Is mentally exhausting. Almost terroristic. Reporter do have a general description of the suspect vehicle. We are looking for a dark colored fourdoor sedan that has chrome wheels on it. Reporter a total of 50 vehicles have been struck since january in san leandro. Alameda county sheriffs has another 60 cases. In Castro Valley, san lorenzo and a note unincorporated san leandro bringing the total to over 100 vehicles. Investigators are hoping to get a license plate of the getaway vehicle. Spiral in total a 20 in total, 25 cars were damaged. Reporter unexplained power surge damaged electrical components of the cars propulsion systems. 80 cars suffered this kind of damage recently as they traveled near the west oakland station. We dont know if its connected or what was causing that at west oakland is the same thing here. But we do know its the same symptoms. Reporter the escalating problem is wearing on passengers. I think we should get refunds. Reporter anyone who is squeezed into a bart train recently knows in a very up close and uncomfortable way that the system is overloaded. The electrical gremlin has hit so many cars for repairs, barclays having to run shorter trains. Then we had nine car trains so we were all smashed, terrible , bart. Terrible today. Reporter they took a substation offline, thats what they did in west oakland too and there havent been any problems in that area since. But until they can pinpoint the source of the problem and fix it, the agency warns of more crowding. I understand that new trains are coming in 2017 but maybe a couple years too late. Now, once service ends at around midnight, crews will be out there doing additional inspections but that really wont help the morning commute here. Bark just announcing there will not be service from the North Concord station to the bay point stations again tomorrow morning. So that bus bridge will be in place again. Heather, is this the kind of thing where since bark doesnt know what is causing this it could potentially happen anywhere on the tracks at any time . They just dont know . Supporters call it a solution to a growing problem, others say it will only make things worse. The proposal would give as many as 170 Homeless People a place to live on evans lane near the willow glen neighborhood. Ktvus Azenith Smith is there now with why this plan is already getting some pushback. Azenith . Reporter frank, the site was initially proposed to be a homeless encampment but now the city is looking at putting up what they call manufactured homes for the homeless. Its a piece of cityowned land designated for four to housing purchased with state redevelopment funds. It hasnt been fought over or utilized for years. We have over 4000 people homeless on our streets, over 6500 people homeless in Santa Clara County. Reporter ray remsen with the city of San Jose Housing Department says the city wants to turn this plot on evans lane and develop temporary homes that look like this for 170 homeless individuals. Santa cruzs Homeless Services center has something similar. Each home will have six today had rooms with a communal kitchen, bathroom and onsite staff. We need more immediate opportunities. This is a place that we feel we can construct quickly, get online much faster and get people into a safe environment. Reporter the idea is in its preliminary stages as the city secures a developer but its already drawing critics. Its bring you down property values. So i know you said theres no timeline but is there any kind of estimate assuming this proposal was approved, as to how long it would take before these homes could be in operation . A long way to go. Azenith smith, thank you. Today marks a solemn anniversary for a family in the south bay. The disappearance of sierra lamarr. Four years ago today, the 15 yearold vanished after leaving her home in morgan hill. She was heading for a bus stop on her way to school. The girls body has never been found. But investigators say there is strong evidence that she was kidnapped and killed. Tonight the lamarr family gathered at a restaurant in fremont with friends and supporters to mark the sad anniversary. Its really nice, really helpful for the family, for all of us to see this much support and so many people supporting us. So yeah, it helps a lot especially on days like today. Prosecutors charged antonen Garcia Torres with murder after investigators recovered dna and other evidence from his car. His trial is scheduled to begin next month. Volunteers plan to search an area of morgan hills first sierra lamarr this saturday. Now to berkeley where police made an arrest today in connection with a shooting that gravely injured a 28yearold man. Investigators have not released the name but they arrested him shortly before 1 00 this afternoon. The shooting happened midday on tuesday near san pablo avenue and delaware. Authorities spent hours searching the neighborhood with no luck. The shooting victim is in the hospital in critical condition. No word on what sparked the shooting. Nine days after this incident occurred we have someone in custody. Reporter 29yearold Daniel Morris was arrested outside a motel this morning. They say he was at the wheel of the stolen ford fusion when he struck a sixyearold boy in him against a utility pole on meadowview drive. The boy had been walking to school on the sidewalk with his grandmother and older brother. The boy is still in the hospital with serious injuries to his leg. His brother had minor injuries. Officers say morris, a resident of Castro Valley ran away and had been hiding out ever since. There was a lot of information and evidence within the vehicle, plus eyewitness statements that led us to a pretty definitive conclusion that the person we were looking for was dana mars.
