alex savidge has more on what led up to the shooting. >> reporter: the search for an armed han in antioch ended when police found him on the roof of this house. officers opened fire after police say a man pointed a gun in their direction. he died at the scene. >> i was just so close. >> reporter: elijah green and his brothers live this complex. >> i dove in the hallway. i didn't want to get shot. >> very blessed nobody got hit. >> reporter: before this happened, police led officers on a pursuit, with the suspect, all while his daughter was in the car with him. at some point, the man ditched the car, his kid and left off. >> had her little stuffed animal, the little girl, she -- we just took cartoons on the tv. >> reporter: investigators say her dad was involved in a domestic dispute and ran from police -- police. investigators have not said how many people were involved in this pursuit and how many were on the roof. in antioch, alex savidge, ktvu channel 2 news. we isaac which is now a hurricane with top winds of 75 miles an hour. it's churning through the gulf khost and is expected to hit land late tonight or early tomorrow. here's more from new orleans letting us know about residents there. >> reporter: isaac continues to gain strength. the outer bands have winds whiling along the gulf coast. the massive slow-moving storm is moving closer to the new orleans city limits. >> it will be moving very slowly over the north central gulf coast over the next couple of days. >> reporter: the mayor did not activate a mandatory evacuation within the city limits. instead, officials are urging people in low-lying areas to move to higher ground. president obama asked the fema to coordinate disaster relief efforts along the coast. he says we need to make sure the problems that hanked during katrina did in the -- do not -- during katrina do not happen again. >> i want to encourage all residents along the gulf coast to listen to your officials and follow your dress, including, if they tell you, to evacuate. we're dealing with a big storm and there could be significant flooding and other damage across the area. now is not the time to tempt fate. >> reporter: isaac is expected to make landfall later this evening. the eve of the 7th anniversary of hurricane katrina. elizabeth, pramm, fox news. our either, rose mare yay, is fracking isaac and has this update. >> that's the big concern here -- its slow movement, wide circulation, and the storm surge and the rain of 10 to 20 inches. we're expecting it to be in and around the na lines louisiana border tomorrow morning 7:00 -- new orleans, louisiana border tomorrow morning at 7:00 and that's central time. the biggest concern with this storm, it's so wide and such a slow-moving system that it really could some trouble -- cause some trouble in that area. and we'll have a live report from florida from. rnc in eight minutes. and another report about the hurricane, oil rigs are shutting down in the gulf and tara moriarty has more on how this is gonna inpath gas prices just in time for labor -- labor day. >> reporter: of course, that seems to be the bay it works, tori. the weather is so warm. it's hard to you imagine why anyone would want to leave this week. if you do have plans out of town, you will be paying for it at the pump. now, in anticipation of hurricane isaac, 350 platforms have been evacuated. that's halted production on three quarters of the oil that typically flows out of the region. luckily, californians don't get their gas from there but experts say it could have a trickle-down effect. >> if this storm causes major damage, there's speculation it might affect the supply of gasoline. so that definitely affect us on a national level because then you start to get in the -- into the speculation of how high gas could go because there could be a shortage but it's a perceived reality. >> reporter: the aaa spokesperson said she doesn't expect any traumatic spike at the pump. >> i do think about when i'm taking a trip that's more than 20 miles or so. if i go to visit my daughter in sacramento, i would take the amtrak. it's so relaxing. it's about the same cost, it's about $44 for a senior rate and to fill up my particular car is over $70. >> reporter: now, in the wake of hurricane katrina, gas prices spiked more than 50 cents a gallon. but again, experts say all of this talk about soaring gas prices this week is just talk. live in san francisco, i'm tara moriarty, ktvu channel 2 news. dianne feinstein asked the federal trade commission to investigate california's recent gas prices. feinstein noticed this started at the chevron refinery. but she said that incident did not cut the gas supply enough to send prices soaring. feinstein also said the gas price hikes are more than double those seen across the country. cut has learned there was another flare at the richmond refinery. newschopper2 was overhead shortly after the flare was reported. chevron officials say there was a buildup of flesh ure -- pressure. as required, they notified the regulators. why 2 southwest planes came into a bay area airport with problems this morning. rosemary
