The Golden Gate Bridge is to close at midnight and not reopen until monday morning. Theyll put up a removable barrier to prevent headon collisions. Kent was at the State Capitol and said that Governor Brown gave no ground for the fight over the system and tuition hikes. Reporter by now, its a common theme. The governor reminds us that californias recent 20 billion budget deficit and where we are now. We have a carefully balanced budget and we can keep it that way. It will require selfdiscipline and real prudence. Reporter californias revenues are up and that automatically increases spending on k12 education by 8 billion. The California School Board Association wants more. And there is more funding for education, but, this is still trying to restore the funding level to the prerecession levels that we have. Reporter Governor Brown has 120 million each nqt from csu and uc. The uc regents say more is needed or tuition will go up. And the 120 million is not chump change. Its real money and some parts of the budget didnt get an increase. Reporter the democratic lawmakers are working on legislation that would increase uc funding in lou of tuition hikes. All in all, i think it was a great budget. A good starting place. The real challenge will be part of the legislative democrats to not building too much on it. Officials say they can gain a lot of information about this rarely studied animal. The species is offshore ecologic spiceys. We dont know species. We dont know about their life history. Anything we can learn about an animal like this is important for us. Reporter the whale was discovered by a beachgo or thursday still alive. After researchers arrived, they took blood samples before moving it. The animal appears like a shark. They like to eat squids and other deeper animals in the ocean and they can dive keeply. Reporter at the Marine Mammal center, which has helped 20,000 seals, sea lions and other animals in the history, veterinarians will do a neck ronsy on the whale this weekend. Any signs of infections. Sometimes they can get a respiratory infection. Viral diseases and they can cause pneumonia. Well look for plastic or foreign bodies ingested. That is not an uncommon reason for them to strand. For students taking classes now, this could be a life changing idea. Ann rubin is in san jose after spending the day at the city college there and talking to students of what this would mean for them. Ann . Reporter theyre hopeful this would ease the burden on them and open the door for others who never considered college before. At San Jose City college, students like Pedro Sanchez dont just work hard at their studies. They work hard to make ends meet. And so, sanchez said, president obamas new proposal would change his life. And take a deep breath. You get to not worry about what youre going to eat tomorrow or have to worry about see many things and you get some of the stress off of your back. Reporter the president is hoping to make two years of college as free and universal as high school is today. Students say in Silicon Valley, a High School Diploma is not always enough to get by.
