We from chopper two we know that there were a lot of officers gathered here to pay their respects and a hospital employee came out and told me he sees a lot of Law Enforcement officers inside. A lot of activity but we are not allowed to go any where near the hospital. Security guards are posted around the perimeter. We werent even allowed to drive up to the driveway. Theyve kept us across the street on the sidewalk here. So that is the latest from here. Of course if we get further developments we will of course bring it to you, frank, gasia. The last time there was a murder there was back in 2009 and there was one murdered reported. Theres been two murders in dublin in the past decade. The most crime in the city sees, thats theft. Youll see the fire weather watch begins on wednesday and it lasts through friday. And that fire weather watch will mainly impact the hills of the north bay. So a lot going on here. Its real dry. Real warm and its going to continue that way for the next several days. When we come back i will get specific with the records we see today and what we could see down the road here. Thank you, bill. So just how bad is this years drought . It could be the driest year in 500 years. Lin ingram is a climate expert. She looked at old tree rings, fossils and layers of sediment. Droughts in the past would last for decades. A surface water dries up, people have to go deeper to find underground sources. Our john fowler live now in napa county where drillers are relying on an ancient method john to find water. Right now these drillers told me they have just hit 120 feet. This is one of six water wells being drilled today in the napa valley. Now the owner of this vineyard told me that hes willing to spend upwards of 30,000 on the chance for water because his other well just ran dry. Reporter this afternoon near dry creek road, this drill rig began going deep. Under ground water here is harder and harder to find. When i first started drilling here 30 years ago, 300 feet was the norm. Reporter now theyre going up to 1,000 feet deep. So many wells needed for vineyards, that the aquafore is shrinking. Maybe napa should reconsider storing so much water for winter. Reporter he says he personally is not good at it but many landowners here refuse to drill except where an accomplished douser says theres water. Some have astonishing records. Seems like 95 we hit water some where. Reporter the depth the douser predicts. We use dousing, we use geology and a little bit of luck. You throw it all together and you do the best for your customer. Reporter dousing or water witching is controversial and unproven. Scientific studies have shown no evidence dousing is better than chance. However the vineyard owner refused to drill any where except in the 15foot wide strip that the douser has identified. Those restrictions limit the use of water outside like washing down your driveway. Santa cruz officials tell us tonight there were 824 violations from may 1st to the end of the year and four of them resulted in penalties. Most though were simply warnings. They were also able to meet a 5 cut in water usage. A chase ended with a police dog able to find the suspect. The man attacked them and tried to grab an officers taser. The suspect ran into a near by apartment complex in richmond avenue. Thats where a police s. W. A. T. Team tried to get him to surrendered. The suspect, the apartment that he was located took off on a bike. Our canine unit was in the area and was able to go ahead and again stop the suspect. Reporter that suspect faces serious charges including assault on a Police Officer, burglary and possession of stolen property. A man suspected of breaking into a Marijuana Dispensary in san jose was arrested after spending hours hidden in an elevator shaft. This is video of the suspect being detained about 6 00 a. M. At a strip mall on hillsdale avenue. Police say he set off an alarm in the dispensary. They found him a while later hiding in an elevator shaft. That was the hard part. We needed to force open the elevators and then convince him to come down. It was apparently a small cramped space. He was there for quite a while. At least what three hours. Police say the suspect broke into the building from the roof and used ropes to repel into the dispensary. They found equipment as well as marijuana and other paraphernalia that he had stolen. He has been booked into the Santa Clara County jail. Based on the calls we got into our newsroom today. A control detonation at San Francisco airport rattled an awful lot of nerves this afternoon. Police detonated the am ammunition in a remote part of the airport. It was a controlled detonation, but the noise led people to think that a plane had crashed. It happened just north of the santa clara station about 5 30 last night. One of the men ended up dying. The other was seriously injured. Investigators are hoping to learn more from the survivor when hes able to talk after his surgery. This is caltrains first deadly incident so far this year. And grief counselors were on the campus of Del Mar High School today to help students cope with the death of 14year old danica tyler garcia. She was hit by a vta light rail train as she was rushing to school for a singing performance. Friends say she may have tried to beat the train across the tracks. Fortunately no one was hurt no word yet on what caused the fire. In san jose a fire earlier this morning on Cadillac Drive forced dozens of people out of their homes. The fire broke out about 1 45 this morning. Investigators say a resident in the complex called 911 to report a fire in her kitchen. When fire crews arrived on the scene they found flames coming from that residents unit. The fire was accidental. But theres no word yet on an exact cause they say a total of 36 people live in that complex. And luckily no one was hurt. Russian Security Officials fear two more women are targeting the olympic games. They refer to all of them as black widows. Wives of dead jihadists. Yesterday we showed you this woman in particular. Airports from washington, d. C. To boston are most affected by the storm. San jose and oak lands International Airport say they havent had any problems today. We could see behalf ricks contest go. Its going to be big out there. The swells are big right now but theyre going to continue to grow by friday. And a little bit into saturday. So big surf along the coast. The High Surf Advisory will go into effect in the next couple of days. Youre at 68 in concord. Police say they arrested 17 yearold Rafael Zaragoza last friday in connection with that incident. And seized two weapons along with Illegal Drugs that they say were packaged for sale. Police are still looking for 19 yearold Gustavo Mendez of fairfield. Mendez should be considered armed and dangerous. A federal Appeals Court today ruled that a person cannot be removed from a jury pool because of their sexual orientation. The action institutes discrimination. The ninth circuit says because a gay juror was taken off a case without justification a new trial has to be set. And coach harbaugh praised his team for its performance during the season. Police officer to the coroners office. You can see the procession is very close to downtown oakland. You see a number of officers on motorcycle and a van all with lights on. It is a somber procession that began at eden hospital in Castro Valley. That is where the body of the b. A. R. T. Police officer who had been shot was taken this afternoon. That b. A. R. T. Police officer died and is now being taken from the hospital to the coroners office. All of this started this afternoon in dublin. The b. A. R. T. Officer was shot and killed by another officer. Were told that it was an accident. Ktvus allie rasmus is on the scene. They learned that the fbi is there. A couple of fbi agents did come to the apartment complex. We spoke to them briefly and they said they came to ask to see if the investigators needed their assistance. They said they did not so the fbi agents went on their way. Some investigators with alameda Sheriffs Office, b. A. R. T. Police and Dublin Police as well. This is the park sierra apartment complex in dublin where this all happened around 2 00 this afternoon. The apartment where the officer was shot is in the back of the complex. So this is as close to the scene as we can get. The identity of the officer who died has not been revealed but we learned that he had more than 20 years of experience. And the b. A. R. T. Officer that shot him had more than 10 years experience. To recap what happened at 2 00 this afternoon were told that at least four b. A. R. T. Police officers opened the apartment of a man on probation. That man was wanted for several robberies that had happened on b. A. R. T. Property. Thats why b. A. R. T. Police were doing this probation search. That man turned out to not be home but the police were doing an active search of his apartment when one of the officers accidently fired his weapon. The single gunshot struck one of the b. A. R. T. Officers in the apartment. He died from his injuries at the hospital. Now his identity is not being revealed at this time. We dont know where the bullet struck him. But according to the Sheriffs Office all four officers were wearing bulletproof vests. And the Sheriffs Office confirm that is according to b. A. R. T. , this is the first time a b. A. R. T. Police officer has died in the line of duty since the agency was created about 40 years ago. John sasaki joins us live from San Francisco with word that the municipal transportation board has approved the plan to charge those customers to use the citys bus stop, right john. Thats right, gasia. I recently received a text from a nummi spokesperson saying that the board has approved this controversial pilot program. Now over there at the corner of 24th and valencia that is one of the busiest bus stops here in the city for these private shuttle stops. These are the buses run by google and other Tech Companies. And munni would change that by charging for using their stops. The benefit is theyre allowing a lot of people to move within and throughout the city without being in their own cars so its a lot less congestion. A lot less pollution, thats a good thing. Oakland police say about 3 00, mestas was driving a stolen bmw suv when an officer tried to pull him over. After a short chase he parked into two cars then tried to run away. A call to conserve water is expected in marin county tonight with the third dry year in a row in just 101 2 inches of rain this year the marin municipal Water District board will vote for a 20 voluntary reduction in water use. Right now the districts reservoirs are only about 30 full. Wait winter storm warnings and watches have been set. Plows will hit the roads today to try to clear up to 10inches of rain. The suspect gave himself up shortly after the shooting. The School Activities have resumed. Detectives at this point havent released any other details. But we are getting reports that the gunman wasnt immediately cooperating with the investigation. A former city worker in San Francisco has pleaded guilty to possession of child pornography. He entered the plea deal this morning. He was arrested in september of 2012 under terms of the agreement brinkin will serve jail time and probation. She says it took San Francisco police 21 2 years before her rape kit was tested. Today Marcy Skinner proposed a new law to prevent such a delay. We want every person who is a victim of Sexual Assault or rape to have their kit tested right away. Reporter ab1517 would require Law Enforcement to submit Sexual Assault forensic evidence no later than five days and up loaded to a data base.
