He is going to joining us to talk about the California Police officer bill of rights. A lot of debate over that. First, in the south bay this morning. The District Attorney in Santa Clara County is holding a news conference. He is announcing new proposed legislation regarding victims of Sexual Assault. He says the legislation was inspired by the woman who was Sexual Assaulted at Stanford University by brock turner. Ktvus janine de la vega has the story from palo alto. Reporter the brock turner case was prosecuted here in palo alto, and now the District Attorney and the prosecutor who tried the case, they are returning back here to the county courthouse this morning. They want justice for the victims. D. A. Jeff rosen is going to be talking about new legislation he is cosponsoring that was inspired by the woman who was specially assaulted by turner. We dont have the details on what type of change he is asking for, but its clear he heard the outcry from the public on this case. It attracted National Attention when the judge sentenced turner to six months in jail for Sexual Assaulting an unconscious intoxicated woman on the Stanford University campus. Prosecutors had asked for a much longer sentence. Since the judges ruling, petitions have circulated to recall the judge. Last week the d. A. Removed the judge from an unrelated Sexual Assault case in light of all the controversy he was facing. Right now in sacramento there is already a push for change. Lawmakers listened to emotional testimony in support of a bill that would remove the statute of limitations on rape and Sexual Assault cases. Currently, the limit is ten years. That bill comes in the wake of allegations against bill cosby. Now, we know that d. A. Jeff rosen is disappointed with the sentence that turner got. He has said that the punishment does not fit the crime. So it really should be interesting to see what this new legislation is all about. That announcement is going to be happening at 10 this morning. Reporting from palo alto, janine de la vega, ktvu fox 2 news. Also today the San Francisco Police Commission is expected to vote on the use of force rules for the Police Department. Its a response to public calls for reform after several deadly Police Officer involved shootings. The new rules focus on requiring officers to deescalate situations and make lethal force a last resort. Todays vote does not address the issue of whether to equip San Francisco officers with tasers. That will come in a separate vote. People are protesting the Police Department. Activists are calling for reforming that Police Officers bill of rights. The bill of rights was designed to limit criminals from accessing Police Officers personal information. Under state law, Police Officers personnel records are confidential and that includes their discipline records. The antipolice terror group says if allegations against the officers are true, this law could allow them to escape punishment and move on to other cities. It prevention us, a, from knowing who the predators are on our streets. Also they can leave the Police Department and go into another Vulnerable Community and that community would not know of the horrors they have left behind them. The activists say they want oakland city officials to have an outside agency investigate allegations officers sex trafficked a teenage girl. They also want the city council to establish a Community Review board with the power to oversee and discipline Police Officers. The oakland mayor says it is the reason she cannot release any more information into the corruption or sex scandals that are going on. So right now a judge is the only one who can order the release of police files. In february of this year state senator mark leno authored a bill that would allow greater access to Police Officers records. He says failing to disclose such Important Information can fuel mistrust within our communities and threaten public safety. In may, that bill died when it did not make it out of the Senate Appropriations community. They say it failed because is did not include input from Police Officers. The Peace Officers Association says Greater Transparency would endanger officers making them targets for people seeking revenge and would generate mistrust of officers. Joining us is legal analyst Michael Cardoza to talk more about this. Does the tax paying public deserve to know these files . We do to a certain degree. We should know. But what the Police Department talks about is exactly right. We cant put an all out there. There is enough of a segment in the public that would go after these Police Officers. A bill should be passed to tweak their bill of rights, that we get more rights about the information it seems like we dont need to know where they live and reside and all those things. But discipline records and things like that, it seems to make since, we should know the history of these officers if they have gotten in trouble before, right . The violent type history or the smaller things. Thats where they get into fights. How much information do we give out . Keep in mind that information is given out. If there is a criminal case, they can do the defense does it by way of motion. They have listes in some departments where the Police Departments have to give information up in criminal cases. But what were really talking about here is civil. You know, how do we get it out there so the public knows . So these officers dont go from one department to another. Lets talk about the chief. For example, in oakland. Okay. Why wouldnt the mayor ask the Police Officer thats applying for the job or being asked to take the job, let me see your personnel file. You have control over it. You can sign it off. Let me see it. And if you refuse to give it to me, i say then i dont want you because there is opposition from police groups, as you mentioned. Yes. Most Police Officers, i like to think, are decent law abiding citizens. Why wouldnt they want this to be out about officers that are perhaps bad apples . The bad apples arent going to sign off on this. We should know certain things. The laws that they are bringing to the legislature, very political. And the Police Officers association have a lot of pull. If you vote for that, mike, we are not going to support you next time. So you have that political issue. Then you have to write a bill that both sides are happy with. You saw in the introduction that the police are saying, we dont have enough say in this. Give us some say. Give us our voice in this. Lets talk about it. The Governor Brown signed this in 1978ish and he was saying this protects Police Officers and certainly we want to give them a level of protection. Where is the protection they need . Where is the danger in the terms of the type of information getting out . You have to protect Police Officers safety. They say we are no different than anybody in the public. You dont get to get into our files. Somebody could walk in off the street and take a look at my file. No. That shouldnt happen any more than somebody walking into ktvu and say let me peek at mikes file. What the legislatures have to do is wordsmith a law that is acceptable both to the police and to the public. But one thing that i know, San Francisco has a Police Commission. Oakland doesnt. I think its time oakland gets a Police Commission and they can get involved with this type of situation so they can handle getting rid of the bad apple Police Officers. You have seen a lot of this over the years. What do you think about the situation in oakland in general . How can this be fixed . I think we need a Police Commission in oakland. Thats number one. Then you have to vet the people that are applying to be chief, and that means let me see your personnel file. Let me get into your background. The mayor of oakland had a problem because she had to move somebody in rather quickly. Once you move them in quickly, then speed up the search for a real chief, this revolving interim chief doesnt make her look good. Doesnt give the Police Officers a sense of security in the department. So get somebody there. If they are not quite the proper fit, you cant once you crack open that door, the concern is, okay, you get some of my personnel files, but then whats next . And then what follows after that . Isnt the same thing as an nra argument . If you take my automatic weapon, you are gonna take the next one. No. I think we have to be bold about it. We have to have legislation that is acceptable to both, or, as i say, strong Police Commissions. How that have access, that give them access and say, youre a bad apple. Youre gone. How far away are we. I imagine the one that with will go through will be one that the police says doesnt give them enough protection and the public doesnt think gives them enough information. How far are we away from getting something that is maybe more workable a middle ground . Yeah. That will be up to the legislators. When i walk out of mediations, mediators often tell us this side is not happy. That side is not happy. I must have done a great job. You have to get something middle of the road that protects the Police Officers. Keep in mind they are held to higher moral standard than the rest of us because they represent us in the street. They should be held to a higher standard. And therefore honesty they do. They protect us. We do have a protect them. An officer shows you where there is ad crowd and people, oh, thats officer smith. Here we go. Thats why we have to protect them and be judicious in how we write this law. But do things need to be changed . Absolutely they need to be change the. We have to leave it there. The costly new crimefighting system just approved to help keep people safe. A San Francisco man is facing charges after he was caught driving a party bus with teens on board and liquor. Marin county authorities received a tip monday night about a bus picking up teenage passengers at the Ferry Terminal parking lot in larkspur. Officers stopped the bus and they did find 33 boys and girls between the ages of 15 and 17 on board. Officers also found 30 bottles of hard alcohol, marijuana, and prescription pills. Investigators say a 16yearold boy booked that bus online. His friends say he meant no harm. People snuck it in their bags, their pockets. That can be bad, too. Like he got in trouble for everyone who just didnt even ask really. Authorities identified the driver as 63yearold james green. End of watch june 14, 2016. San jose kma wreath side. Thousands attended that public memorial at the sap center for officer michael katherman. He was killed last week when his Police Motorcycle was hit head on by a minivan. He is the second san jose Police Officer to lose his life in the line of duty in the last two years. He leaves behind his wife and two young children. We posted a slide show from that Memorial Service. Its on our channel 2 website ktvu. Com. Well, danville in the east bay is taking action to cut down on crimes. Last night the Town Council Approved spending more than 800,000 for a Security Camera system. Thats according to the east bay times. Word says the Council Approved buying almost 90 cameras, including some that read license plates. Danville has seen a rise in home burglaries recently. Ktvus Tara Moriarty is live at the hall of justice. The pg e trial began recently. One of the executives is trying to plead the fifth but the judge isnt having any of that . Reporter certainly not. The judge denied the request. So it looks like chris warner will have to testify. That trial, of course, going on right now. Jury selection began june 19. Prosecutors say warner has information regarding the deadly explosion of the san bruno pipeline in september of 2010. Warner has 25 years of experience in Gas Transmission pipeline design, operation, and maintenance. He developed the Integrity Management Program and was involved in regulatory compliance. San bruno blast killed eight people. If convicted on all charges, pg e could be fined up to 562 million. Turning to sports, giants pitcher Ryan Vogelsong is now a pittsburgh pirate. His fans in the bay area are the ones who helped him get through this injury. You may this video where he was hit in the face by a now ball or a pitch here. A pitch. San francisco voters will soon be considering a new plan to deal with the citys homeless, there is a new Ballot Initiative that might allow city workers to clear out homeless camps. And she joins us live on the set. Rumer, how long did it take you to realize that this is what you wanted to do, to be a singer . I have always loved singing. I have done it since i was a little kid. I think i was trying to figure out the best outlet to kind of present it. And i didnt necessarily feel that making an album at the moment or doing, say, a big tour like that was the right move. I, you know, just by chance have gotten asked to do a cabaret show at 54 below a while back with a friend of mine and it kind of evolved that way and then decided to do my own show. Yeah, its just been this kind of cool evolution. So when people are watching your show and they are being introduced to you and seeing, you know, this expression of yourself versus acting, what is it you are putting out to the folks in the audience . I would say its almost less about, you know, what im kind of putting out there of myself and more, especially in an intimate setting like a cabaret show, i think youre really trying to have a conversation with the audience and trying to allow them into, you know, the way that you feel the music or the way that you perceived kind of the stories you are telling through music. Its really cool. Especially in small places like feinstein and things like that. You really have an opportunity to engage with the audience, especially their setting is so close to you. Sometimes you can hear their stories or kind of feel what, you know, what about the music speaks to them. Your show is different based on what place you perform and the feedback and bond you have with the audience . Yeah, obviously doing a cabaret show is different than, say, performing on a broadway stage or even a huge venue because normally the venues are so intimate, you really have a chance to look at the audience and see the reactions and, you know, i tell a few stories in between the songs and just kind of, yeah, have a conversation. You said that you didnt want to start off big tours and that wasnt the right venue for you. The original album, is that in the long term of what you want to do next . Oh, most definitely. Yeah. You think im kind of in a place where im constantly trying to find new ways to explore how i want to kind of outlet myself creatively, whether thats with acting, singing, dancing. Broadway. Exactly. What was that experience like . , it was amazing. It was definitely a hard challenge. But i really enjoyed it. I commend everyone who has done broadway for, you know, even six months. Why did you find it hard . More than anything else its just having an eightshow week because even when you do have a day off, its not really your own time. Especially, you know, you can work through being tired, dancing. You can work through being tired. If you lose your voice, thats it. How do you choose songs that you want to include in the show . Are they songs that speak to you or artists that speak to you . I notice Billie Holiday is on the list. Very much so. My dad really influenced a lot of my musical taste. He was a huge jazz and blues fan. When i was growing up, i listened to a lot of that. This show has a lot of those kind of Old School Jazz ballads or new songs that i have taken and kind of arranged in a different way. So, yeah, i think ive kind of, i would say, carried a particular show that kind of has all of the similar through lines. You mentioned your dad. How important is it for you, you come from a family, to introduce yourself in your voice and your creativity and your what you have to present to the world . Its not i have never really felt like i needed to put that much emphasis on presenting myself and showing everyone, you know, i dont feel like i have a shadow to come out from under or i have to live up to some standard for what i have set for myself or what other people have. I just want to always have a chance to give people the opportunity to see what i can give them creatively. Not because im trying to prove something, but just hoping to, you know, make an expression. What kind of music do you think your album will be when you eventually release it . Its a lot of similar stuff i do in the show. I really love, you know, the idea of mixing contemporary kind of vibes or thoughts or ideas with kind of more an old school thought process and music. Well, congratulations on everything. So it was just a natural desire to bring that show to life so people can see me do things that are revolutionary on the stage like i did on television but live. They will see 50 different illusions. They will see 3d immersion experiences that happen. Unprecedented stateoftheart technologies like led screens and projection, live band pyrotechnic displays. 1,000 plus lights. This is really beyond the magic show. This is the show to see in las vegas. I literally employed a vendor that works for nasa to help facilitate the Technology Side of things to bring this to life. We have been in previews. I have never experienced getting Standing Ovations during the show. Forget about the end. Its really i think we have a smash hit on our hands and we have worked really hard. I am very, very proud of it. Did you grow up watching any magicians, someone you said i want to do that . I loved doug henning. Houdini. A guy from lima, peru. My dad was an amazing man. He showed me what the power of the mind, body and spirit was capable of. He was just incredible. We will see your magic. Can you talk about the other individuals, including your dad. Are we going to learn a little bit more about you during your show . Absolutely. The show is a show that is an emotional rollercoaster because you see the trials and tribulations that i went through to make it. It took me 18 years to become an overnight success. So youll see, you know, the different eras of chriss angel. And i am very vulnerable. I also have my personal life, like my son, and i use my art to show what im going through, what my family is going through, what my son is going through, wand other children are going through to try to raise awareness and use art, magic, poetry kind of together to kind of facilitate that magic of emotion, that feeling that you have, that many people express themselves and they start to cry when they watch it because its such a beautiful real moment, yet im using magic to move them. A measure dealing with homeless encampment in San Francisco has made it on to the voters ballot. It will decide whether the city has the right to forcibly clear encampments from the streets. People who would have to they would have to be given 24 hour notice. It says tent cities can be unhealthy and dangerous. Others say there arent enough shelter beds for people. He plans to introduce legislation that would require the city to provide services for tent cities. A traveling tea house in San Francisco designed to give people a taste of summer recipes how to cook with tea. Claudine. Yes, this looks so great. You are going to be a part of this. This is some of what you are going to be having at this traveling tea spot is showing people how to cook with tea. We will be on Justin Herman plaza tomorrow at 2 30. Everybody can come down and taste these things. The concept was to take this really great organic source tea thats really expertly crafted and incorporate that into some recipes. You dont just drink it. Tea is not just for drinking. Its kind of a take on a gazpacho. But its a chilled summer soup. Light and refreshing. Peppers, jalepeno, garlic grove. Strawberries. A little bit of unconventional ingredients. This is easy, right . Super easy. Tomatoes, basil, bread, and then get glutenfree bread if you want. Cucumber. Really light, fresh. Its great to work with organic ingredients. Cooking in San Francisco is amazing. Farmers market. Fresh. Seasonal. Those kinds of things. What does the tea do for it . It provides a light sweetness. Olive oil and sheree vinegar. Some salt. The lightness, a little bit of sweetness. Its the flavors. This one that that were using in this tea or this soup is lemon and honeysuckle. Where else will you get that . We add a little bit of that to this. I would marinate this and then take it to the blend. A little bit of tea . Yeah. How much should you drench it with . I put a certain amount and let it marinate overnight and we will see when we are blending if it needs more. Why add water when we can add tea, right . So were blending it. Once its blended the magic of television. Yeah, we get to this. A great creamy consistency. There is no dairy in it whatsoever. We have the soup. You see its nice and thick and rich. But really light and refreshing at the same time. Can you do something wrong with this . No, as long as it tastes good, its right. Perfect. A cool garnish. Strawberries. You could use foil. You want to spray it. You get these light cool little trips. Its like a fruit rollup, but its not a fruit rollup. We took some basil. That looks turns into basil oil. Beautiful. Just really simple. Beautiful. You will be able to taste this tomorrow on the Justin Herman plaza. Another thing we will be making is tea spritz. Little cocktails. Sparkling wine. You can also use sparkling cider. We have a little bit of this and some blackberries. This is a blackberry sage tea. A cool thing. Frozen tea. You have a lot of cool things. We have frozen tea cubes. Its great because the tea is ready to go. Its lightly sweet. It has got these flavors in it. You add it to this. I am already trying to grab. Sparkling water. This is a light, refreshing, lowalcohol perfect. Yeah. Minted lemon bomb. Anything. That is very good. We will be cooking this summer soup and a couple other things tomorrow. Come by. You can see the tea master will be there so you can learn more about tea. Taste the thats. Taste the soup. Why add water when you can cook with tea. We will put this information on our website. Maybe not. Right now kind of an unusual sight going on on capitol hill in d. C. A lot of tweets about democratic lawmakers taking part of a sit in on the part of the house floor. They are staging this over gun control legislation. A lot of senators on monday could not muster up enough bipartisan support to pass a series of gun control measures. Now all of a sudden a sitin going on back east in d. C. I saw some of our local politicians are getting behind it. John lewis, the congressman is the one who seems to be spearheading this. A lot of democrats are jumping on board and looking at my twitter feed suddenly its filling up with in action. It is the latest in a really long string of failed attempts, i guess you could say, in trying to curb gun control here in the united states. Obviously, coming after the orlando shooting as well.
